Neither game theory nor unilateral moral duties (God-given or otherwise) can explain the explicit language (...) of cooperation in developing and enforcing principles of military ethics and the law of armed conflict. -/- The ethic of cooperation is borne of various motivations: reciprocity, self-preservation, and efficiency, to be sure, but also a sense of warrior honor and concern with human rights. This shared morality can persist despite making it more difficult for one side or the other to win and, unfortunately, its well-meaning motivations often lead to unintended tragic consequences. -/- This book explores three manifestations of this significant yet overlooked ethic of cooperation in warfare: (1) for a “fair fight,” (2) to protect classes of individuals (e.g., non-combatants or prisoners of war), and (3) to end the war quickly. Such cooperation can take unexpected forms, from ad hoc decisions on the battlefield to institutionalization in international law, and is the source of some critical tensions in one of the most significant developments in warfare in recent years: namely, how to handle terrorism or other forms of warfare that lie outside the purview of international law. -/- Each type of ECW raises questions internal to that ethic, such as inconsistencies in the concept of “parity” across different weapons bans, contradictions within the warrior ethic that heavily influence—and therefore confuse—notions of the “fair fight,” the disconnect between what protections a person receives and his responsibility for the war (e.g., political leaders), or the limited decisiveness of outcomes generated by very short wars. -/- Their simultaneous application also generates significant tensions and raises questions about the proper relationship of ECW to the immediate goal of war itself, which is to win, and thus yield either a political settlement or a justicial decision. For example, the ECWs for a “fair fight” and to protect classes of individuals can make it harder to win the war, but even more concerning is that they can also kill more people, which in the latter case contravenes its very purpose. -/- Human history is in some ways the story of trying to concurrently wage and tame war, and the architecture of warfare itself is informed by the ECW, in particular: (a) the political nature of war, (b) the abdication from jus ad bellum judgments in order to concentrate on justice within war (jus in bello), and (c) the ways in which modern nation-states collude to define “legitimacy” in war. -/- The combination of these three features leave questions of justicial right and responsibility for war disturbingly unresolved, it also generates new challenges in a geopolitical context in which cooperative and non-cooperative (e.g. contemporary terrorism) forms of warfare clash. Aggregative consequentialism and several other popular moral theories are threatened with paralysis: when coupled with some plausible assumptions, they seem to imply that it is always ethically indifferent what you do. Modern cosmology teaches that the world might well contain an infinite number of happy and sad people and other candidate value-bearing locations. Aggregative ethics implies that such a world contains an infinite amount of positive value and an infinite amount of negative value. You can affect only a (...) finite amount of good or bad. In standard cardinal arithmetic, an infinite quantity is unchanged by the addition or subtraction of any finite quantity. So it appears you cannot change the value of the world. Modifications of aggregationism aimed at resolving the paralysis are only partially effective and cause severe side effects, including problems of “fanaticism”, “distortion”, and erosion of the intuitions that originally motivated the theory. Abstract Contemporary English and Chinese scholars alike have interpreted Sunzi's Art of War as advocating amoralism in warfare. That charge has a long history in pre-modern China and has not been fully refuted. This essay argues that the alleged amoral Machiavellianism is more appropriate for ancient Qin military thought than for Sunzi. The third chapter of Sunzi's treatise contains a distinctive moral perspective that cannot be found in the military thought of the state of Qin, which succeeded in (...) defeating all other states in the Period of the Warring States. Such a moral perspective contains both ad bellum and in bello norms. I submit that my interpretation of Sunzi's warfare ethics can provide an important resource for the People's Liberation Army of China to construct full-scale just war ethics that is similar to Western understandings. Can AI solve the ethical, moral, and political dilemmas of warfare? How is artificial intelligence (AI)-enabled warfare changing the way we think about the ethical-political dilemmas and practice of war? This article explores the key elements of the ethical, moral, and political dilemmas of human-machine interactions in modern digitized warfare. It provides a counterpoint to the argument that AI “rational” efficiency can simultaneously offer a viable solution to human psychological and biological fallibility in combat while retaining (...) “meaningful” human control over the war machine. This Panglossian assumption neglects the psychological features of human-machine interactions, the pace at which future AI-enabled conflict will be fought, and the complex and chaotic nature of modern war. The article expounds key psychological insights of human-machine interactions to elucidate how AI shapes our capacity to think about future warfare's political and ethical dilemmas. It argues that through the psychological process of human-machine integration, AI will not merely force-multiply existing advanced weaponry but will become de facto strategic actors in warfare – the “AI commander problem.”. Max Weber has shown that the informing spirit of Western capitalism originated from the Christian Reformation. The capitalist spirit can be regarded as a stand-in of Western modernity as a whole. Western modernity was initially the outcome of the theology of Calvinism. Calvinist modernity inspired political revolutions that since the seventeenth century irreversibly transformed Western feudal societies into bourgeois democratic nation-states. Something comparable happened in India in the nineteenth century with the rediscovery of Vedanta. Rediscovery, reinterpretation and public dissemination of (...) Vedanta constituted the Indian version of a Reformation. In the beginning of the twentieth century this Vedantic Reformation inspired the revolutionary political movement, which sought to free India from foreign domination. Vedanta was regarded as informing the spirit of Indian modernity because Vedanta emphasizes individual emancipation. This same emancipation was to imply collective emancipation from the bonds of colonialism and tyranny. These values of Vedantic modernity remain an important source of inspiration for the socio-political emancipation of the whole of the Indian population. (shrink)

The article explores the relationship between the dialogical way of existence of religion and social stability. The author argues that dialogue is becoming a way of existence of religion in societies with a high level of religious freedom. The author emphasizes constructive types of communication between religions, one of which is traditionally interreligious (interfaith) dialogue. The definition of religious dialogue as a broad communication phenomenon is considered, which, in particular, involves the interaction of not only religions with each other (interreligious, (...) interfaith dialogue), but also communication between religion and society (religious and social dialogue) on important issues of the present, and reactions to them. It is substantiated that the reluctance of a certain religious institution to engage in dialogue may be based on the theological position of the church caused by the phenomenon of «ambivalence of the sacred». Some ways to restore the dialogue of religions and overcome the conflict conditions of their interaction are proposed. In conclusion, it is noted that the «war of civilizations» launched by the Russian Federation in Ukraine brings the dialogue of religions to a new level, namely: requires a revision of certain theological theories, the formation of new theological visions; significantly actualizes the issues of justice, heroism, good and evil, the impossibility of violence, ethical problems and their reflection in theological thought; requires religions to take a civic stance, where it is no longer possible to speak of secularization in the sense of separation of religion from politics; sharpens and problematizes the attitude of religions to the national question as a result of the Russian Federation’s provoked terrorist methods of warfare, and thus the threat to humanity of genocide on a national basis; raises the issue of universal values, the humanistic paradigm and personal responsibility, which brings all religious systems too close together; meta-anthropologizes religion, absolutizes humanism as a value when a believer «goes beyond» mere existence to approach eternal truths, where the concept of «salvation» loses its narrowly individualistic characteristic. Predictions about autonomous weapon systems are typically thought to channel fears that drove all the myths about intelligence embodied in matter. One of these is the idea that the technology can get out of control and ultimately lead to horrifi c consequences, as is the case in Mary Shelley’s classic Frankenstein. Given this, predictions about AWS are sometimes dismissed as science-fiction fear-mongering. This paper considers several analogies between AWS and other weapon systems and ultimately offers an argument that nuclear weapons (...) and their effect on the development of modern asymmetrical warfare are the best analogy to the introduction of AWS. The fi nal section focuses on this analogy and offers speculations about the likely consequences of AWS being hacked. These speculations tacitly draw on myths and tropes about technology and AI from popular fi ction, such as Frankenstein, to project a convincing model of the risks and benefi ts of AWS deployment. It is a truism that, due to human weaknesses, human soldiers have yet to have sufficiently ethical warfare. It is arguable that the likelihood of human soldiers to breach the Principle of Non-Combatant Immunity, for example, is higher in contrast tosmart soldierswho are emotionally inept. Hence, this paper examines the possibility that the integration of ethics into smart soldiers will help address moral challenges in modern warfare. The approach is to develop and employ smart soldiers that (...) are enhanced with ethical capabilities. Advocates of this approach think that it is more realistic to make competent entities (i.e., smart soldiers) become morally responsible than to enforce moral responsibility on human soldiers with inherent (moral) limitations. This view somewhat seeks a radical transition from the usual anthropocentric warfare to arobocentricwarfare with the belief that the transition has moral advantages. However, the paper defends the claim that despite human limitations, the capacity ofethically enhanced smart soldiersfor moral sensitivity is artificial and unauthentic. There are significant problems with the three models of programming ethics into smart soldiers. Also, there are further challenges from the absence of emotion as a moral gauge, and the problems of apportioning responsibility in case of mishap from the actions or omissions of smart soldiers. Among other reasons, the paper takes the replacement of human soldiers as an extreme approach towards an ethical warfare. However, the majority of scientists support embryonic stem cell research, believing that it offers good prospects for the treatment of diseases that have remained incurable until now and so will benefit humankind. The Ethics Committee of the Department of Ethical, Legal, and Social Implications of the Chinese National Human Genome Center at Shanghai seriously discussed the ethical debate initiated by embryonic stem cell research. There could be three kinds of stem cells: totipotent stem cells, pluripotent stem cells, and unipotent stem cells.A totipotent stem cell has the potential to develop into a whole individual. It can differentiate into the more than 200 cell types in the whole body, construct any tissue or organ of the body, and finally develop into a whole individual. The fertilized egg and the cleavage cells at the very early stage of embryonic development are totipotent stem cells.A pluripotent stem cell has the potential to differentiate into many cell types derived from the three embryonic layers. However, it has lost the capacity to develop into a complete organism.A unipotent stem cell is derived from the further differentiation of the pluripotent stem cell. It can differentiate only into one cell type such as a hematopoietic stem cell, neural stem cell, and others.The other way is to classify human stem cells according to their source. There could be two kinds of human stem cells: embryonic stem cells and tissue stem cells (also called adult stem cells). The former involves experimentation with embryos, which has serious ethical implications. Ethical issues associated with the latter are mainly expressed in the various opinions regarding the allocation of health resources. Article 3. Army Officers face increased moral pressure in modern warfare, where character judgement and ethical judgement are vital. This article reports the results of a study of 242 junior British Army officers using the Army Intermediate Concept Measure, comprising a series of professionally oriented moral dilemmas developed for the UK context. Results are suggestive of appropriate application of Army values to the dilemmas and of ethical reasoning aligning with Army excellence. The sample does slightly less well, however, for justification (...) than for action reasoning, and there are differences following initial training for infantry and artillery officers versus other branches of service. Dilemmas involving anti-torture methods and not covering up soldiers' failings generated best results compared to those requiring balance between compassion and mission, and negotiating personal relationships with military needs. Gender differences favouring women were less than those observed for other professional groups using similar measures. This research further develops a much-needed measure of ethical reasoning among junior Army officers, with potential for use among other ranks. Astonishing changes have occurred to agricultural production systems since WWII. As such, many people tend to date the origins of industrial chemical agricultural to the early 1940s. The origins of industrial chemical agriculture, however, both on and off the field, have a much longer history. Indeed, industrial agriculture’s much discussed chemical dependency—in particular its need for toxic chemicals—and the development of the industries that feed this fix, have a long and diverse past that extend well back into the nineteenth century. (...) In this paper, through the narrative of a late nineteenth century creation story, I go in search of a crucial linchpin in that longer history. I argue that industrial pest control has been imbued with the practices, discourse, materials, and ethics of modern chemical warfare since its inception. Faced with pest-induced collapse, Los Angeles citrus growers and scientists of the USDA and UC Agricultural Extension chemically fixed the citrus pest problem by developing and utilizing the cyanide gas chamber. Cyanide fumigation quickly became the toxic cornerstone of the citrus industry, enabling its intensification and expansion as the pest infection became systemic. By the turn the century, furnished with an economic poison made cheap and weapons-grade due to changes in the world gold mining industry, growers transformed cyanide fumigation into a necessary agricultural input. In chemically overriding an agro-ecological contradiction of capitalist agriculture, growers, scientists, and government officials amalgamated industrially organized agriculture to accelerating and endless chemical warfare. These suddenly necessary agricultural practices signaled a state change in world-ecology and agroindustrial organization, thus, the discovery of effective industrial control for citrus pests was not only a pivotal moment in the history of Southern California but it was also an event that has had world-historical implications. In the seminal Just and Unjust Wars, Michael Walzer famously considered the ethics of modern warfare, examining the moral issues that arise before, during, and after conflict. However, Walzer and subsequent scholars have often limited their analyses of the ethics of combat to soldiers on the ground and failed to recognize the moral responsibilities of senior political and military leaders. In Just War Reconsidered: Strategy, Ethics, and Theory, James M. Dubik draws on years of research (...) as well as his own experiences as a soldier and teacher to fill the gaps left by other theorists. The information revolution has fostered the rise of new ways of waging war, generally by means of cyberspace-based attacks on the infrastructures upon which modern societies increasingly depend. This new way of war is primarily disruptive, rather than destructive; and its low barriers to entry make it possible for individuals and groups (not just nation-states) easily to acquire very serious war-making capabilities. The less lethal appearance of information warfare and the possibility of cloaking the attacker''s true identity put (...) serious pressure on traditional just war doctrines that call for adherence to the principles of right purpose, duly constituted authority, and last resort. Age-old strictures about noncombatant immunity are also attenuated by the varied means of attack enabled by advanced information technologies. Therefore, the nations and societies leading the information revolution have a primary ethical obligation to constrain the circumstances under which information warfare may be used -- principally by means of a pledge of no first use of such means against noncombatants. This book provides a thorough critical overview of the current debate on the ethics of war, as well as a modern just war theory that can give practical action-guidance by recognizing and explaining the moral force of widely accepted law. Traditionalist, Walzerian, and "revisionist" approaches have dominated contemporary debates about the classical jus ad bellum and jus in bello requirements in just war theory. In this book, Uwe Steinhoff corrects widely spread misinterpretations of these competing views and spells (...) out the implications for the ethics of war. His approach is unique in that it complements the usual analysis in terms of self-defense with an emphasis on the importance of other justifications that are often lumped together under the heading of "lesser evil." The phrase military ethics is sometimes regarded as a contradiction in terms. To some, the idea of ethics seems out of touch with modern realities and sensibilities. "How can an external moral standard dictate one's actions?" some might ask. Ethics can therefore bring up memories of bygone eras that seem irrelevant. Coupled with the qualifier military, ethics can seem even more puzzling. Ethics is not merely a concern for past eras, but is increasingly relevant (...) in an age of rapid technological and societal development. From its beginning, our nation's military leaders have viewed ethics as imperative to the task of warfighting. This is a refrain echoed by contributions to this book who address a range of issues concerning political actors, technological capabilities, and societal shifts of the past and the present. Abstract Semi-autonomous robotic weapons are already carving out a role for themselves in modern warfare. Recently, Ronald Arkin has argued that autonomous lethal robotic systems could be more ethical than humans on the battlefield, and that this marks a significant reason in favour of their development and use. Here I offer a critical response to the position advanced by Arkin. Although I am sympathetic to the spirit of the motivation behind Arkin's project and agree that if we decide (...) to develop and use these machines they ought to be programmed to behave ethically, there are several major problems with his view as it stands. At present, it is not clear whether such machines would be capable of behaving more ethically than humans. More importantly, to the extent that humans would remain in the context of war, human moral transgressions will continue, especially in the face of complicated ethical challenges accompanying automated warfare. Moreover, even if machines could be more ethical than humans in certain ways and in certain situations, this says nothing about whether warfare that contains these machines would itself be overall more ethical than warfare that does not include them as participants, or whether the inclusion of lethal robots is the best way to guard against human moral transgressions in war. From North Korea's recent attacks on Sony to perpetual news reports of successful hackings and criminal theft, cyber conflict has emerged as a major topic of public concern. Yet even as attacks on military, civilian, and commercial targets have escalated, there is not yet a clear set of ethical guidelines that apply to cyber warfare. Indeed, like terrorism, cyber warfare is commonly believed to be a war without rules. The dissertation deals with the questions surrounding the legal, ethical and strategic aspects of armed drones in warfare. This is a vast and complex field, however, one where there remains more conflict and debate than actual consensus. -/- One of the many themes addressed during the course of this research was an examination of the evolution of modern asymmetric transnational armed conflict. It is the opinion of the author that this phenomenon represents a “grey-zone”; an entirely new paradigm (...) of warfare. International terrorism has not been dealt with in a cohesive fashion. Any international prosecution of terrorism which has been conducted has been either “sectoral” adopting a piecemeal typological approach or has been carried out at the domestic level. -/- A novel approach to the problem, of sub-national actors with transnational reach, was proposed, by attributing certain groups with a new legal personality, that of “Stateless International Entities”, or “SIEs”. Those groups who possess, for all intents and purposes, the same attributes as those of States, could then be judged for their behavior before an international tribunal. Other important topics addressed in this research include an examination of important case law, targeted killing, autonomy, preemption versus prevention, imminence versus intent, the find, fix and finish paradigm, the impact of the media, and the role of the CIA, and finally, the flawed reasoning which adopts technology as a form of strategy. This article demonstrates a priori cosmopolitan values of restraint and harm limitation exist to establish a cosmopolitan “no-harm” duty in warfare, predating utilitarianism and permeating modern international humanitarian law. In doing so, the author exposes the atemporal and ahistorical nature of utilitarianism which introduces chaos and brutality into the international legal system. Part 2 conceptualises the duty as derived from the “no-harm” principle under international environmental law. Part 3 frames the discussion within legal pluralism and cosmopolitan ethics, (...) arguing that divergent legal jurisdictions without an international authority necessitates a “public international sphere” to mediate differences leading to strong value-commitment norm-creation. One such norm is the “no-harm” duty in warfare. Part 4 traces the duty to the Stoics, Christianity, Islam, Judaism, African traditional culture, Hinduism, and Confucianism. The development of chemical warfare by the United States in World War I reveals the chaotic nature of American science in the period, and how attempts to overcome problems helped to establish the modern relationship of military-scientific research.

This landmark study examines the role played by the rediscovery of the writings of the ancient atomists, Epicurus and Lucretius, in the articulation of the major philosophical systems of the seventeenth century, and, more broadly, their influence on the evolution of natural science and moral and political philosophy. The target of sustained and trenchant philosophical criticism by Cicero, and of opprobrium by the Christian Fathers of the early Church, for its unflinching commitment to the absence of divine supervision and the (...) finitude of life, the Epicurean philosophy surfaced again in the period of the Scientific Revolution, when it displaced scholastic Aristotelianism. Both modern social contract theory and utilitarianism in ethics were grounded in its tenets. Catherine Wilson shows how the distinctive Epicurean image of the natural and social worlds took hold in philosophy, and how it is an acknowledged, and often unacknowledged presence in the writings of Descartes, Gassendi, Hobbes, Boyle, Locke, Leibniz, Berkeley. With chapters devoted to Epicurean physics and cosmology, the corpuscularian or "mechanical" philosophy, the question of the mortality of the soul, the grounds of political authority, the contested nature of the experimental philosophy, sensuality, curiosity, and the role of pleasure and utility in ethics, the author makes a persuasive case for the significance of materialism in seventeenth-century philosophy without underestimating the depth and significance of the opposition to it, and for its continued importance in the contemporary world. Why has comedy become one of our most abiding ethical preoccupations as well as a dominant mode of political critique? It is suggested that comedy appeals to contemporary persons because it provides an apt social-aesthetic form through which to face up to living with others at a time when it is hard to bear others or otherness. The article outlines an ethics of modern individuality by developing a theory of comedy as more about building social bonds and finding (...) out what could be shared knowledge and experience than the toppling of dominant modes of thought or repudiating our mutuality with others. Drawing on Georg Simmel’s ‘The Law of the Individual’, the article develops a Simmelian reading of Freud’s Jokes to argue that comedy is one solution to resolving our mutual un-alikeness by way of forging knotted paths toward recognising how we could be alike.
