    This paper offers a critical reconsideration of the traditional doctrine that responsibility for a crime requires a voluntary act. This article argues that some victims of conflicts are made extremely vulnerable and uniquely dependent on humanitarian agencies.     In this paper, I defend a deflationary account of proportionality, which suggests that proportionality does not explain anything valuable about a system of punishment. Proportionality, rather, is a conventional means for presenting judgments about whether punishment fits the crime.
