The present article is a subjective commentary on the case Kononov v. Latvia dealt by the European Court of Human Rights, in particular drawing attention to the Courts intention not to regard context of the case as important for the substantial issues. Author considers this approach in a bigger picture of clash of historical and legal paradigms of the heritage of the Second World War in different countries (namely, Western Europe, Russia, the Baltic States). Academic integrity determines the trust that society has in the quality of education and the results of scientific research. More broadly, it influences honesty, respect for ethical principles, and the fair behaviour of society members. Accordingly, higher education institutions should have clear, transparent and well-communicated policies to defend academic integrity among all stakeholders. Taking into account the worldwide dependence on digital technologies, online communication channels should be also used for this purpose. Using qualitative content analysis, this paper aims to investigate (...) how academic integrity is framed by Latvian and Lithuanian state-financed universities in online public spaces in relation to the criteria of an exemplary academic integrity policy. Given the limited content of publicly available university documents, the research findings indicated a poor correspondence to the mentioned criteria. (shrink)

We analyse the system of ethical review of human research in the Baltic States by introducing the principle of equivalent stringency of ethical review, that is, research projects imposing equal risks and inconveniences on research participants should be subjected to equally stringent review procedures. We examine several examples of non-equivalence or asymmetry in the system of ethical review of human research: (1) the asymmetry between rather strict regulations of clinical drug trials and relatively weaker regulations of other types (...) of clinical biomedical research and (2) gaps in ethical review in the area of non-biomedical human research where some sensitive research projects are not reviewed by research ethics committees at all. We conclude that non-equivalent stringency of ethical review is at least partly linked to the differences in scope and binding character of various international legal instruments that have been shaping the system of ethical review in the Baltic States. Therefore, the Baltic example could also serve as an object lesson to other European countries which might be experiencing similar problems. (shrink)

The Baltic States – Estonia, Lithuania and Latvia – are democratic states of law that respect human rights. As members of the Council of Europe, they implemented into domestic law the Convention on the Protection of Human Rights and Fundamental Freedoms (known as the European Convention on Human Rights) – an international document for the universal protection of human rights adopted by the Council of Europe. The aim of the paper is to analyze whether and to what (...) extent did Estonian, Lithuanian and Latvian citizens file individual complaints to the European Court of Human Rights over the past thirteen years (2006–2018). The paper is to answer the question if the Baltic Sates’ systems of human rights protection are effective. One of the indicators of effectiveness is the number of complaints brought from the Baltic States to the ECtHR in relation to the number of inhabitants and also in comparison with the total number of complaints from the 47 member states of the Council of Europe as whole. The analysis will cover statistics on the number of judgments in Estonian, Lithuanian and Latvian cases before the Court in Strasbourg issued between 2006 and 2018. This will be helpful in determining the degree and the type of violations by the Baltic States of the human rights protected by the European Convention on Human Rights. (shrink)

This paper examines how Soviet and post‑Soviet history is presented and reflected upon in select works of contemporary artists from Estonia, Latvia and Lithuania. As the contemporary art scenes of these newly independent states developed and joined the global contemporary art circuit, a number of Baltic artists have participated in the recent “historiographic turn” in art. Through the analysis of examples, we look at four approaches employed by these artists when tackling the subject of history seen through personal (...) narratives; history told from the point of view of ethnic/linguistic minorities; a focus on women’s experiences; and a debate on the preservation, removal, and building of commemorative monuments. This paper aims to show how these artists integrate reflections of the Soviet and post‑Soviet experience into the building of complex, inclusive, positive post‑Soviet identities. (shrink)

The first attempt to bring together the historians of science from the Baltic States took place in Riga in 1958. Prof. Pauls Stradiņš initiated and organised a joint meeting for historians of science from Latvia, Estonia and Lithuania under the supervision of the Academy of Sciences of the USSR. A program for future joint activities was developed, and the tradition of joint conferences—the Baltic Conference on History of Science —in each country followed. In 1991, the Baltic (...) Association of the History and Philosophy of Science, uniting historians and philosophers of science of independent Estonia, Latvia, and Lithuania, took over organising the BCHS. The article aims to present an overview of the published results of the conference, which is partly based on the annotated bibliography of the conference. The authors analyse the subject, dissemination and tradition of the BCHS, and discuss the role of academic institutions in organising the events. Since the overview was inspired by a decision to gather a complete set of books of conference abstracts, it also resulted in recommendations for conference organisers. Between 1958 and 2019, twenty-nine conferences were organised and 2,880 papers were presented. The next conference will take place in Finland in 2022. The main ideas of the article were presented at the 26th International Congress on History and Philosophy of Science in Prague in 2021. (shrink)

This article seeks to explain and conceptualise certain aspects of industrial and technological change at the regional level, using the Baltic region as a case. The concept of new institutions is applied to understand recent attempts to stimulate organised behaviour, trustrelations and co-operation at the level of low policy. New regional institutions deal with competing pressure groups, but their strength lies mostly in the ability to orchestrate and influence pressure groups in a formative way. The article identifies potential starting (...) points for this regional involvement. It is divided into three parts. First, some of the economic problems and potentials of the Baltic states are scrutinised. Second, some features of new institutions are explored at the theoretical level. The years from 1918 to 1945 remain central to European History. It was a breath-taking time during which the very best and very worst attributes of Mankind were on display. In the euphoria of peace which followed the end of the First World War, the Baltic States emerged as independent forces on the world stage, participating in thrilling experiments in national and transnational governance. Later, following economic collapse and in the face of rising totalitarianism among even Europe’s most (...) cultured nations, Baltic communities succumbed to nationalism too. During wartime, Baltic peoples became both victims and, sometimes, victimisers. Ultimately their victimhood lasted until the end of the Cold War, yielding consequences still discernible at the start of the twenty first century. Taking the period 1918 to 1945 as pivotal, this collection of essays examines some of the key themes in Baltic History as they are emerging today. These include appreciations of identity, autonomy and the rights of national minorities; the everyday and social foundations of international security; and the importance of historical memory to popular and political identities. The aim of this paper is to analyze the beginnings and growth of civil movements in the Baltic republics in years 1985-1991, which led to their state independence. Proces of liberation of Baltic societies will be analyzed according to the following criteria: size and range of the civil movement and forms of its institutionalization (i), political concession made by republican authorities (ii) and level of control over the republican structure of power exercised by the civil movements (iii). Finally, (...) I will try to consider why evolution of the Baltic societies resulted in building of the stable democracies, whereas these same efforts are still unsuccesful in Belarus and were unsuccesful in Ukraine. This analysis will not be a chronicle's presentation of events from current history of the Baltic states but will be based on a coherent theoretical framework achieved by employing models and conceptual apparatus of non-Marxian historical materialism. This article, based on interviews conducted in 2019 with Latvian and Estonian citizens ethnically defining themselves as “Baltic Germans”, aims to analyse the way this self-identification is shaped by the experience of the Soviet and post-Soviet periods, and by the ideological polarisation between East and West. Studying this hybrid ethnic belonging allows taking a look at individual life paths through a transnational lens and paying attention to all forms of mobility that play a role in its construction. By integrating (...) the interviewees’ migratory experience, their discourses on other ethnic groups, and their perception of Germany, Latvia, Estonia, Russia and the USSR, this article intends to apprehend “Baltic Germanness” as a transnationally and trans-ethnically shaped category, to which the interviewees resort in order to make sense of their lives outside the framework of the nation-state. Indeed, it is a positive form of social organization that recognizes social identity and individual dignity very much in line with Charles Taylor's thought. The paper illustrates such theoretical studies of nationalism with (...) reference to the concrete manifestations of nationalism in Canada and the Baltic States and argues that there are strong elements of cultural nationalism that can be identilied in the cultural policies and the political life of these nations. I bring you greetings from the United States, where its citizens have been closely following the events of the past three weeks. There has been a great change in the feelings of common American people towards the Russian people. Many have expressed their sense of identity and solidarity with the people of Moscow and St. Petersburg as they witnessed the resistance for the attempted coup. Americans have enormous respect for constitutional government as well as for democracy, and they saw (...) the coup as unconstitutional from the start. A major factor was the television news service. The major American broadcast networks  NBCD, CBS, ABC  and the cable networks, especially CNN  provided often live coverage throughout the days and nights of events in the streets and squares of Moscow, and later in the halls of the Soviet and Russian Parliaments. We witnessed press conferences, from one with the committee of 8 to one 3 nights ago in which Boris Yeltsin and Mikhail Gorbachev spoke with the American people. We made our individual judgments about events, often listening to debates between experts and scholars on Soviet affairs  some Russian, some Ukrainian, some from the Baltic states  and we spoke frequently and freely with one another  even some of discussions with our friends were televised. We experienced fear and dread as it seemed great military forces were being brought to bear on your White House. We wept with grief and rage as the deaths of Russians confronting tanks were reported. We cheered to see Russian women scolding soldiers in the streets. In the aftermath, there has been much discussion of Russia’s needs and how Americans might help. In that curious mixture of avarice and beneficence that is the way of American business, discussions were held on starting a restaurant, and import service, on how to use rubles to pay for local expenses and hard currency for profit-taking. How to participate proactively in a process of change and transformation, to shape our path within an uncertain future? With this publication, the State Of The Art Network marks a waypost on a journey which started in 2018, when like-minded Nordic and Baltic art organisations and professionals initiated this network as a multidisciplinary collaboration facing the Anthropocene. Over five years, ten organisations and around 80 practitioners from different disciplines, like the arts, natural sciences and humanities came together, online and (...) in person, for workshops, seminars and discussions. The aim was to find ways to create resilience and concrete actions on how to live through the change in culture, economy and the environment and to find concrete, hands-on methods to deal with the Anthropocene and the environmental crisis. The Russian Federation conducts an information policy in the Baltic direction, aimed at forming a negative image of Latvia, Lithuania and Estonia in the international scene through involving research and development institutions, Russian media and social networks to informational propaganda. Main forms and methods of destructive influence on Russian-speaking population of the Baltic countries have been identified in previous studies. So, the Baltic countries for a long time are in the epicentre of cyber and information attacks by (...) Russian Federation. The aim of the study is to analyze the activities of the Latvia, Lithuania and Estonia of formation of national systems for ensuring cyber security in historical retroperspective, the provisions of the documents of the European Union and NATO in this area. The article is based on the documentary sources from 2004 to 2016. The contents of the guidance documents on issues of cyber security of the Baltic countries meets the requirements of the governing documents of NATO in this sphere аnd involves activities in three directions: protecting its own infrastructure from hacker attacks; international cooperation in this sphere and the involvement of civil experts. Тhat is we can see implementation of all these directions in the Baltic countries. Feature of information security in the Baltic States is focusing on issues related to cyber security. This is primarily due to high level of Informatization in there countries and their membership in European Union and NATO. (shrink)

If we are looking for an Ur-explanation for the persistence of the Ur-myth, or any other myth, in our literature, could we not more directly find it in the structure of a mind which does not have to remember in order to imitate? The occasion of both myth and literature is the social life of the species which, in Starobinski's sense, is a history of continual eviction; but as regards the apparatus of thought by which this social life is reflected (...) in art it is more a history of assimilation and repetition. "The work of the brain," to cite a recent article in Scientific American, "is to create a model of a possible world rather than to record and transmit to the mind a world that is metaphysically true…Different worlds are presumably constructed by similar species."1 And, presumably, similar worlds are constructed by similar species. Abbot Heng Lyu, the monks and nuns, and members of the Dharma Realm Buddhist Association hosted the dialogue at (...) the City of Ten Thousand Buddhas in Talmage, California. The community had transformed their Confucius Hall into a chapel, with a large, newly constructed wooden cross on a wall above an altar facing out from a raised platform, so the Catholic delegation would have a space for worship. A special poster announcing the theme of the conference, "Walking the Bodhisattva Path/Walking the Christ Path," showing a Buddhist dharma wheel at one foot of a bridge and a Celtic cross at the other foot, had been created by the hosting community.The daily schedule for the dialogue did not interfere with the monastic routine at the City of Ten Thousand Buddhas, which included early morning chanting (4:00-5:00 am), daily rituals in the Buddha Hall, and the single large meal for monastics before noon to which all participants were invited. Catholics and Buddhists meeting in the dialogue began each day with an optional forty-five minutes of quiet sitting together in the monastery meditation hall, each following their own form of meditation and prayer. There was a Eucharist on Friday and Saturday evenings for the Catholics and to which the Buddhists were invited, and additional meals of breakfast and supper throughout the meeting at the City's Jyun Kang Restaurant.Fourteen Buddhists and fourteen Catholics participated in the formal discussions. Each participant spoke on what it means to them to follow Christ or the way of the Bodhisattvas or enlightened beings. In addition to speaking, each participant distributed a short passage, usually from a traditional text, on this topic. Several passages from Master Dogen's Shobogenzo and the Gospel of John were among those shared by the group. Other passages shared were taken from the Avatamsaka Sutra and the Shurangama Sutra and from the other gospels and the writings of Zen master HakuinZenji, the Dalai Lama, Korean Zen Master I-sahn Hye-yeon, the teachings of Master [End Page 247] Hsuan Hua, Shantideva, Origen, St. Ignatius, St. Benedict, the author of The Cloud of Unknowing, St. John of the Cross, and Chiara Lubich. A minute of silence separated the fifteen-minute segments for each presentation. With so large a group, most of the time in the formal sessions involved listening to series of presentations; however, during discussion periods the participants asked several challenging questions of one another.Some participants noted the tension they felt between belonging to a particular religious group and the need to let go of any consequential narrowness. The goal of the discussion was to promote understanding of the differences and similarities between Christianity and Buddhism. At one point, the participants noted several concerns about mutual enrichment: whether Buddhist methods can be separated from Buddhism and Christian methods from Christianity, and what specific aspects of Christian practice truly enrich Buddhists and which Buddhist practices likewise enrich Christians. Several times participants discussed their understanding of terms such as transformation, grace, the incarnation and the passion of Jesus, discernment of spirits, prayer, Buddha-nature, and related terms. There was consensus that Buddhists and Catholics can practically help one another regarding mental cultivation and religious precepts. They expressed this consensus in their choice of the topic forthe next dialogue, "Transformation of Hearts and Minds: Chan/Zen-Catholic Approaches to Precepts."The group agreed to reconvene in 2004 to respond to six presentations, three from each side, on different aspects of this topic.Chairing the sessions were Rev. Heng Sure for the Dharma Realm Buddhist Association, Rev. Taigen Dan Leighton for the San Francisco Zen Center, and Bishop John Webster for the United States Conference of Catholic Bishops. Three issues related to Feldman and Levin's treatment of biological variability are discussed. We question the usefulness of the indirect component of δλ. We suggest that trade-offs between speed and accuracy in aimed movements support identification of δλ, rather than λ, as a control variable. We take issue with the authors' proposal for resolving redundancy in multi-joint movements, given recent data.

Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. Philologus, founded in 1846, is one of the oldest and most respected periodicals in the field of Classics. It publishes articles on Greek and Latin literature, historiography, philosophy, history of religion, linguistics, reception, and the history of scholarship. The journal aims to contribute to our understanding of Greco-Roman culture and its lasting influence on European civilization. The journal Philologus, conceived as a forum for discussion among different methodological approaches to the study of ancient texts and their reception, publishes original scholarly (...) contributions with a strong international focus.
