The familiar problems of democratic capitalism have given way to a deep crisis challenging the basic forms of governance introduced around the late 18th century and then gradually expanded and developed until the late 20th century. Associative Democracy and the Crises of Representative Democracies argues that we are in urgent need of normative guidelines and a strong understanding of a broad range of institutional options and innovative experiments in associative democracy in order to address the structural problems that existing institutional (...) arrangements are confronted with whilst maintaining and strengthening democratic forms of government and governance. The issue of the institution is not addressed systematically anywhere in the literature on Foucault, although it is everywhere to be found in Foucault's writings._ Foucault and the Critique of Institutions_ not only interprets the work of Foucault but also applies it to the question of the institution. Foucault is a master at analyzing the web of social relations that effectively shape the modern individual. While these social relations are smaller and finer than institutions, institutions are, by Foucault's account, saturated (...) with such relations. This study is the first sustained account to follow up the implications of Foucault's provocative theses about power for the analysis of institutions. _Foucault and the Critique of Institutions _offers a set of preliminary essays that raise basic questions about the theoretical character of Foucault's thought and then several groups of other essays that go on to take up the practical issues raised by his work. Today the IOM has a program budget of about $13 million, which includes both private and government funds, and is (...) regarded as a leading center for health policy research.After briefly explaining the structure and general goals of IOM, this article describes several new or anticipated projects as well as some recently completed reports that have a strong ethical component.The IOMThe IOM's distinguished membership is made up of health care professionals of all sorts, scientists working in health-related disciplines, and lawyers, economists, and others knowledgeable in and involved with policies and activities associated with health issues. The subject of the study is the works of contemporary St. Petersburg artists of different generations and creative trends, as well as the forms and features of their communication with each other and with the general as well as professional public. The trends of artistic communication in the city are determined by the activities of such institutions as art and non-art museums, art galleries and exhibition centers, which are a classic form of presentation of contemporary art; alternative venues such as (...) creative spaces and art clusters. The field of attention also includes the attraction of St. Petersburg authors to the organization of small artistic associations, mainly art groups, for example, "Unconquered", "North-7", "Parasites", etc. In addition to works of art, theoretical works and reflections by researchers of contemporary art in St. Petersburg and the spaces of its public presentation are involved. The methodological basis is the analysis of the works of St. Petersburg masters of the beginning of the XXI century in the context of the development of urban institutions of artistic communication. The research is based on theoretical works devoted to the problem of artistic communication and trends in the current art process. Comparative-interpretative and typological methods are used to compare the works of artists and forms of artistic communication. The problem of artistic communication in the field of fine art in St. Petersburg is becoming the subject of a separate study. This area of city life is currently developing quite dynamically, as new art associations, curatorial practices and alternative classical platforms for the presentation of the work of authors belonging to different generations and art movements are emerging. Traditional museums and galleries, as well as creative spaces, art clusters and other often non-core institutions, such as libraries and cafes, are involved in this process. Against this background, the features of St. Petersburg artistic communication crystallize, which is characterized by a desire to organize communities, to fuse realistic traditions and current trends, to escapism and symbolism, as well as an interest in oriental themes and stylistics. This paper is both an exercise in historical recovery in that it details some of the events surrounding the founding of the City and Guilds of London Institute and describes the way in which the Institute set about the building and running of two of its colleges, the City and Guilds Technical College, Finsbury, and the Central Institution in South Kensington and an attempt to interpret the above material in terms of various forms of association within the City Corporation and (...) the guilds. Collectively the City and the guilds made an effort to come to terms with a modernizing world through the means of providing scientific and technical education. The guilds wanted to remain important even though traditional apprenticeship was dying out. In joining in a new venture to provide technical education for young people it was necessary to maintain an order in which the City's presence was clear and apparent. This paper will show how such an order was achieved and, in so doing, it shows something more generally of the relationship of tradition and rhetoric to institution building. (shrink)

The state of development of modern society can be described as a systemic social crisis. The state of crisis as an integral element of social development becomes familiar to the philosophy and ideology of postmodernism, which allows not only a plurality of views, but also a variety of solutions. In any destructive phenomenon caused by the crisis, the crisis itself can become a necessary moment of the dialectical transition to a new, orderly state of the system, a necessary factor and (...) catalyst for modernization processes. Crisis-free state of development of society - a state that hinders its development. However, while recognizing the important role of crises in development, societies should still have mechanisms in place to protect people from their negative impacts, which should reduce their risks of transition and, by anticipating development trends, possibly reduce the transition process itself. Analyzing the tendency of modern society to sustainable development, it is necessary to clarify that the solution of such a problem should actually be carried out by various actors, civil society associations, research institutions, etc. However, the main part of this task depends on the political power, the main functions of which include ensuring stable development and security in society, as well as the management of society as a whole and its economic, spiritual, political and social spheres in particular. At the same time, political power must not just resolve conflicts and ensure order in society, but, most importantly, find a balance between the common good and the changing aspirations of different social groups to pursue their interests. Thus, the task of overcoming the current crisis depends primarily on the responsibility of political power, especially the state. It is the state that must accumulate all resources and coordinate the actions of business, science, religion, etc. for its effective solution. (shrink)

Natural disasters, technological disasters, and terrorist attacks have an extensive aftermath, often involving society’s institutions such as the legal system and the police. Victims’ perceptions of institutional trustworthiness may impact their potential for healing. This cross-sectional study investigates institutional trust, health, and social support in victims of a disaster that occurred in 1990. We conducted face-to-face interviews with 184 survivors and bereaved, with a 60% response rate 26 years after the disaster. Levels of trust in the police and in the (...) justice system were compared with general population data. We assessed the relationships between institutional trust and current psychological distress, social support, and quality of life. The levels of trust in the police and in the justice system were notably lower in survivors and bereaved than in the general population. Among the victims, low institutional trust was associated with more mental health problems, poorer social support, more barriers to seeking social support, and a lower quality of life. Lost trust in the aftermath of a disaster may perhaps never be restored and the lack of trust may act to strengthen or maintain health problems. An exclusively individualistic approach to trauma and disaster may miss out on the opportunities for promoting health and wellbeing that lies within the larger societal structures. Decision-makers should take this information into account, and acknowledge the potential long-term consequences of institutional performance in the aftermath of a disaster. (shrink)

In order to investigate the practical condition of Japanese power in Northeast China from all aspects, Northeast China PTPI played an important role. Trust in the media has become an increasingly important issue in communication research. Traditional credibility research and modern media skepticism studies have bred a multiplicity of empirical findings illustrating the attitudes of the recipients toward the mass media, possible reasons for trust or skepticism, and possible consequences of media trust for the individual and society. However, the psychological causes of trust in the media have not attracted much attention in communication research. This is especially true for personality traits such as (...) individual level of interpersonal trust, which, as a global attitude, might be considered as one possible reason for the development of further trust relationships. In this paper it is assumed that the individual level of generalized social trust is one possible reason for the development of trust in the media. It is assumed that people tending to generally trust their fellow humans also express high levels of trust in the media and in other institutions. Based on a representative telephonic survey of the German population, it was found that there are positive correlations between interpersonal trust, trust in the media, and trust in other institutions. Resumen: La presente investigación tuvo por objetivo analizar los usos del discurso institucional de universidades chilenas autodefinidas como complejas en relación con la organización del conocimiento e iniciativas intertransdisciplinarias relevantes informadas a nivel de estructuras estáticas y noticias en sitios web oficiales de cada una de ellas. En este contexto y mediante un Análisis Crítico del Discurso, se indaga en el despliegue de estrategias comunicativas, la producción y difusión del discurso institucional, como asimismo, su exposición y disposición en las páginas (...) web. Desde esta base se contribuye con información cualitativa a la discusión en torno a los formatos y dispositivos de comunicación social referidos a las nociones de inter y transdisciplina en el contexto de la educación superior en el país. Los resultados dan cuenta de la emergencia, centralidad y valor comunicacional de la prospectiva inter y transdisciplinaria en el contexto universitario chileno, no obstante, también evidencian las condicionantes epistemológicas y metodológicas para su despliegue organizacional crítico y sostenible.: The following investigation had as an objective to analyse the usages of the Institutional Discourse from Chilean universities self-described as complex, in relation to the Knowledge Organization and relevant inter-disciplinaries initiatives that are informed at the level of static structures and pieces of news published on each official website. In this context, and, through a Critical Discourse Analysis, the communicative strategies deployment is explored, as well as the production and broadcasting of their institutional discourse. Likewise, their exposure and disposal on web pages. On this basis, the qualitative information is contributed to the discussion around the formats and social communication devices, referred to the concepts of inter and trans-disciplines in the context of higher education in the nation. The results, reflect the emergency, centrality and communicational value of the inter and trans-disciplinary prospective in the Chilean university context. Associative Democracy has been developed as a specific response to statist socialism and neoliberal capitalism, drawing on older traditions such as associationalism, democratic socialism, and cooperative socialism. As the ‘real third way’, it is distinct from neoliberal privatization and deregulation in the Blair–Schröder varieties of social democracy and in the conservative Reagan–Thatcher–Cameron varieties. This article summarizes what seemed to make AD an attractive realist utopia: its combination of economic, societal and political democracy; its focus on democratic institutional pluralism in all (...) these regards; its considered moral/political minimalism; and its practical experimentalism. It recapitalizes some of the important economic, societal and political changes during the last decennia that seem to make AD plainly utopian again. It focuses on an outline of basic principles and institutions of socio-economic alternatives to capitalism because, if neoliberalism rules supreme, no viable alternatives can emerge and grow. Even if there is not one institutional design that fits all countries and contexts, we can show what the basic tenets of such alternatives are and how such a colourful democratic socialism relates to and can integrate other approaches such as ‘circular economy’, ‘foundational economy’ and ‘radical social innovation’. The hope is that AD’s broad institutional pluralism and its emphasis on practical experimentalism show new ways of thinking which are urgently needed for sustainable and socially fair economic development and for renewing representative democracy. The Stabilization and Association Agreement with the Republic of Kosovo is a new chapter in the new institutional and social functioning because it has direct impact on the citizens’ life in our country. The effects of the agreement are not only in trading but those are multiple effects, since they do touch the political stability, the rule of law, democratic governance, economic development, trade exchange, regional economic cooperation, etc. and therefore the relevance of this agreement should not be seen from (...) a single viewpoint, but rather from a wider perspective and we should dedicate more attention to the direct legal and trading issues. This agreement in the short term will create perspective and hope, in the middle term, it will create political stability, whereas in the long term, it will bring economic development, and genuinely trading exchange. For all humans, sexual orientation and gender identity are essential elements of identity, informing how we plan and live our lives. The historic invisibility of sexual minorities in medicine has meant that these important aspects of their identities as patients have been ignored, with the result that these patients have been denied respect, culturally competent services, and proper treatment. Likely due to historic rejection and mistreatment, there is evidence of reluctance on the part of LGBT patients to disclose their sexual (...) orientation (SO) or gender identity (GI) to their health care providers. There is some perception of risk in sharing SO and GI for many patients who have had bad prior experiences. Despite these risks, we argue that we can improve the quality of care provided this population only by encouraging them to self‐identify and then using that information to improve quality of care.One strategy both to prompt patient self‐identification and to store and use SO and GI data to improve care centers on the use of electronic health records. However, gathering SO and GI data in the EHR requires a workforce that knows both how to obtain and how to use that information. To develop these competencies, educational programs for health professionals must prepare students and educators to elicit and to use sexual orientation and gender identity information to improve care while simultaneously ensuring the safety of patients, trainees, and staff and faculty members as SO and GI become openly discussed and integral parts of ongoing medical discussion and care. As determination of SO and GI demographics becomes more common in health research, we will more fully understand the health risks for all the LGBTIQQ populations. (shrink)

Money markets are at the heart of financialized capitalism, as those markets that provide the funding liquidity needed for credit creation and leveraged trading. How have these markets evolved, grown, and become critical for larger financial flows? To answer this question, I distinguish an early period of financial globalization marked by regulatory arbitrage, offshoring, deregulation, and informal trading practices from a period of regime-consolidation marked by formal institutionalization. Concentrating on repo markets as the key funding sources for market-based banking, I (...) demonstrate that new institutional arrangements for these markets were initiated by private sector associations, but supported and authorized by public authorities. Bond trader groups codified new contractual arrangements and these were validated via reforms of bankruptcy codes and changes in central banks’ policy frameworks in the United States and European Union. Through these modifications and re-articulations in institutional conditions, transactions and large exposures on money markets became routine affairs—for shadow banking actors like money market funds as well as for commercial banks. The article concludes by discussing the continuity of regime-consolidation efforts after the transatlantic financial crisis and hypothesizes that they reveal “neo-patrimonial” features. (shrink)

Des cours que cet ouvrage se propose enfin de relire, en discussion serrée avec l'ensemble de l'oeuvre merleau-pontienne, tant celle qui les précède que celle qui leur succède, pour la dévoiler autrement. (...) Cela, en trois temps, qui sont autant de "lectures de Merleau-Ponty", et de portes d'entrée dans son oeuvre la moins connue. Trois temps formant les parties de cet ouvrage qui suivent l'élaboration du concept merleau-pontien d'institution dans son rapport même à la passivité, sans chronologie fixe, et sans voeu de systématicité, mais en tentant d'être fidèle à la rédaction même de ces notes de cours d'une rare densité. Des cours qui foisonnent de références, tant à son oeuvre propre qu'aux nombreux auteurs avec lesquels Merleau-Ponty dialogue, tissant ainsi de nouveaux liens thématiques, et n'hésitant pas, par exemple, au coeur même d'un chapitre sur le vivant, à évoquer la question de la révolution marxiste. With the expansion of multinational corporations (MNCs), the alarming upsurge in widely publicized and notable corporate scandals involving MNCs in emerging markets has begun to draw both academic and managerial attention to look beyond home market practices to the pressing concern of CSR in emerging markets. Previous studies on CSR have focused primarily on Western markets, reserving limited discussions in addressing the issue of MNC attitudes and CSR practices in their emerging host markets abroad. Despite this incongruity in academic response (...) to CSR in emerging markets, managers of multinational companies continue to face mounting and most often conflicting pressures to weigh among multiple strategic CSR responses in emerging markets. Such a task is often further complicated by the complexity of varying business norms and standards, regulatory environments, and stakeholder demands for CSR across national boundaries. With such a challenge in mind, I attempt to examine the explanatory factors in leading MNCs, otherwise recognized for accountability and integrity in their home markets, to employ inconsistent or negligent practices under CSR pressure in Chinese emerging economy. Preliminary findings reveal that discrepancies exist in how MNCs perform in CSR in home countries versus in host countries. While MNCs do have much to improve, the institutional environment in the emerging market, including the legal framework and the ethical culture, also needs to be improved by the host country governments, the industry associations, and local firms. Meanwhile, media interest and journalists, NGOs, third party monitors, industry stakeholders as well as consumer advocacy groups can raise the visibility of MNC's contradictory practices between their origin nations and countries with emerging economies and offer the pressures and incentives for MNCs to amend their ethical short-comings. In this paper, I criticize the thesis that value-laden approaches in American philosophy of science were marginalized in the 1960s through the editorial policy at Philosophy of Science and funding practices at the National Science Foundation. I argue that there is no available evidence of any normative restriction on philosophy of science as a domain of inquiry which excluded research on the relation between science and society. Instead, I claim that the absence of any exemplary, professional philosopher who discussed the (...) relation between science and society sufficed to narrow the focus of philosophers of science, given the institutional stabilization of the domain within professional philosophy from 1959 onwards.
