Thousands of youth suffering from acquired brain injury or other early-life neurological disease live, mature, and learn with only limited communication and interaction with their world. Such cognitively capable children are ideal candidates for brain-computer interfaces. While BCI systems are rapidly evolving, a fundamental gap exists between technological innovators and the patients and families who stand to benefit. Forays into translating BCI systems to children in recent years have revealed that kids can learn to operate simple BCI with proficiency akin (...) to adults. BCI could bring significant boons to the lives of many children with severe physical impairment, supporting their complex physical and social needs. However, children have been neglected in BCI research and a collaborative BCI research community is required to unite and push pediatric BCI development forward. To this end, the pediatric BCI Canada collaborative network was formed, under a unified goal to cooperatively drive forward pediatric BCI innovation and impact. This article reflects on the topics and discussions raised in the foundational BCI-CAN meeting held in Toronto, ON, Canada in November 2019 and suggests the next steps required to see BCI impact the lives of children with severe neurological disease and their families. In The Foundations of Arithmetic, Gottlob Frege contended that the difference between concepts and objects was absolute. He meant that no object could be a concept and no concept an object. Benno Kerry disagreed; he contended that a concept could be an object, and that therefore the difference between concepts and objects was only relative. In this book, Jolley aims to understand the debate between Frege and Kerry. But Jolley's purpose is not so much to champion either side; rather, it (...) is to utilize an understanding of the debate to shed light on the work of Ludwig Wittgenstein-and vice versa. Jolley not only sifts through the debate between Frege and Kerry, but also through subsequent versions of the debate in J. J. Valberg and Wilfred Sellars. Jolley's goal is to show that the central notion of Philosophical Investigations, that of a 'conceptual investigation', is a legacy of the Frege/Kerry debate and also a contribution to it. Jolley concludes that the difference between concepts and objects is as absolute in its way in Philosophical Investigations as it was in The Foundations of Arithmetic and that recognizing the absoluteness of the difference in Philosophical Investigations provides a beginning for a 'resolute' reading of Wittgenstein's book. In this essay, I respond to A. W. Moore’s instructive chapter on Frege. I respond by asking various questions, and I question particularly Moore’s claim that Frege, in reacting to Benno Kerry, falls into Hegelian excess. I toy with responding to my question by regarding Frege as anticipating a Wittgensteinian-Heideggerian exaction. It remains unclear whether this constitutes (much) progress.

Johnston famously argued that the colors are, more or less inclusively speaking, dispositions to cause color experiences by arguing that this view best accommodates his five proposed core beliefs about color. Since then, Campbell, Kalderon, Gert, Benbaji, and others, have all engaged with at least some of Johnston’s proposed core beliefs in one way or another. Which propositions are core beliefs is ultimately an empirical matter. We investigate whether Johnston’s proposed core beliefs are, in fact, believed by assessing the agreement/disagreement (...) of non-philosophers with them. Two experiments are run each with large sample sizes, the second designed to address criticisms of the first. We find that non-philosophers mostly agree with the proposed core beliefs, but that they agree with some more than others. (shrink)

What is it to read Wittgenstein resolutely? In this essay, I make a suggestion about how to answer that question. I backtrack in time to a debate about Philosophical Investigations between O. K. Bouwsma and Gilbert Ryle. I selectively reconstruct that debate, highlighting features of it that I take to be interesting in their own right and in relation to debates about PI, but also interesting in analogy with debates about resolute and standard readings of Tractatus logico-philosophicus. As will be (...) clear, my sympathies are with Bouwsma against Ryle, and with resolute readers against standard readers. But I do not vindicate Bouwsma; I will, in fact, be critical, carefully or guardedly critical of him.Nor do I vindicate resolute reading of TLP. I suggest a way of seeing resolute reading that makes clearer what it is and how it contrasts with standard reading, and, in so doing, that makes clearer what some of the difficulties of the debate between the readings really are, whether about TLP or about PI. In this essay, we focus primarily on Moore’s “Proof of an External World” and Kant’s “Refutation of Idealism.” We are not exactly commenting on Clarke’s “The Legacy of Skepticism,” interpreting it, although what we do involves us in (some of) that. Instead of directly commenting on it, we do things with Legacy; we read Moore’s Proof and Kant’s Refutation with Clarke in mind. And by way of doing this, we bring onto the stage a post-Legacy Moore, and a post-Legacy Kant. (...) We do not claim to present Moore and Kant per se (to use Clarke’s term); we do not portray Moore and Kant as they are independently of “The Legacy of Skepticism.” We propose instead Moore and Kant as we read them after Legacy, i.e., in light of the pure/plain distinction. In this paper we examine how English and Mandarin speakers think about time, and we test how the patterns of thinking in the two groups relate to patterns in linguistic and cultural experience. In Mandarin, vertical spatial metaphors are used more frequently to talk about time than they are in English; English relies primarily on horizontal terms. We present results from two tasks comparing English and Mandarin speakers’ temporal reasoning. The tasks measure how people spatialize time in three-dimensional space, including (...) the sagittal (front/back), transverse (left/right), and vertical (up/down) axes. Results of Experiment 1 show that people automatically create spatial representations in the course of temporal reasoning, and these implicit spatializations differ in accordance with patterns in language, even in a non-linguistic task. Both groups showed evidence of a left-to-right representation of time, in accordance with writing direction, but only Mandarin speakers showed a vertical top-to-bottom pattern for time (congruent with vertical spatiotemporal metaphors in Mandarin). Results of Experiment 2 confirm and extend these findings, showing that bilinguals’ representations of time depend on both long-term and proximal aspects of language experience. Participants who were more proficient in Mandarin were more likely to arrange time vertically (an effect of previous language experience). Further, bilinguals were more likely to arrange time vertically when they were tested in Mandarin than when they were tested in English (an effect of immediate linguistic context). (shrink)

The cost of health care in the United States has important generational considerations whether analyzed at a point in time, or over many years. The budgets of governments contain important information about the funding of public services, including health care, and the intra- and inter-generational implications of both the inherent tradeoffs, and the particular means of funding the services. End-of-life expenditures, while a significant component of the cost of health care, are not the primary consideration in the ethical or moral (...) questions raised. (shrink)

In the wake of the current financial crises triggered by risky mortgage-backed securities, the question of ethics and risk-taking is once again at the front and center for both practitioners and academics. Although risk-taking is considered an integral part of strategic decision-making, sometimes firms could be propelled to take risks driven by reasons other than calculated strategic choices. The authors argue that a firm's risk-taking propensity is impacted by its ethical climate (egoistic or benevolent) and its emphasis on output control (...) to manage its marketing function. The firm's long-term orientation is argued to moderate the control–risk propensity relationship. The authors also extend research on risk and performance and argue that the association of risk-taking propensity and firm performance is contingent on the ownership (publicly traded versus privately held) structure of the firm. Based on survey data from a sample of manufacturing industries in the United States, the results show significant impact of ethical climate and marketing output control on a firm's risk-taking propensity; also risk-taking propensity shows a stronger association with firm performance in privately held firms than in publicly traded firms. We discuss the implications of the findings reported in the target article for moral theory, and argue that they represent a clear and genuine case of fundamental moral disagreement. As such, the findings support a moderate form of moral anti-realism – the position that, for some moral issues, there is no fact of the matter about what is right and wrong.

Should there be a female age limit on public funding for assisted reproductive technology (ART)? The question bears significant economic and sociopolitical implications and has been contentious in many countries. We conceptualise the question as one of justice in resource allocation, using three much-debated substantive principles of justice—the capacity to benefit, personal responsibility, and need—to structure and then explore a complex of arguments. Capacity-to-benefit arguments are not decisive: There are no clear cost-effectiveness grounds to restrict funding to those older women (...) who still bear some capacity to benefit from ART. Personal responsibility arguments are challenged by structural determinants of delayed motherhood. Nor are need arguments decisive: They can speak either for or against a female age limit, depending on the conception of need used. We demonstrate how these principles can differ not only in content but also in the relative importance they are accorded by governments. Wide variation in ART public funding policy might be better understood in this light. We conclude with some inter-country comparison. New Zealand and Swedish policies are uncommonly transparent and thus demonstrate particularly well how the arguments we explore have been put into practice. (shrink)

Jon Stewart's continued criticism of the inconsistency and irrationality of the American media, the notion of truthiness has relevance for any fan of The Daily Show. This chapter looks a little bit more closely at two notions of truthiness. Focusing on the first sense, it draws some parallels between truthiness and paradigm cases of motivated epistemic irrationality like wishful thinking and self‐deception. Then, it turns to the second sense to see if relying on our guts in the way Colbert suggests (...) might sometimes be rational. (shrink)

Over the last century, and especially since the publication of the Belmont Report in 1978, respect for persons, as exemplified by respect for autonomous decision-making, has become a central tenet in the practice of medicine. The authority of cognitively competent adults to make their own healthcare decisions is enshrined in both law and practice in most advanced industrialized nations. The right to consent to or to refuse medical interventions is virtually absolute, but is contingent on the provision of materially relevant (...) information about the benefits and burdens or risks of the proposed treatment as well as the freedom from coercion by others, especially healthcare personnel. This power also extends to the kinds, amounts and details of the proposed intervention, including the option to decline to hear anything, if one so chooses, assuming that this is a rational choice. This respect transfers to other competent individuals who are authorized as surrogates to decide for those who have temporarily or permanently lost the capacity to make their own healthcare decisions. Current cognitive science models of perception and action assume that the objects that we move toward and perceive are represented as determinate in our experience of them. A proper phenomenology of perception and action, however, shows that we experience objects indeterminately when we are perceiving them or moving toward them. This indeterminacy, as it relates to simple movement and perception, is captured in the proposed phenomenologically based recurrent network models of brain function. These models provide a possible foundation from which (...) predicative structures may arise as an emergent phenomenon without the positing of a representing subject. These models go some way in addressing the dual constraints of phenomenological accuracy and neurophysiological plausibility that ought to guide all projects devoted to discovering the physical basis of human experience. Fluorescence microscopy has provided a route to qualitatively analyze features of nuclear structures and chromatin domains with increasing resolution. However, it is becoming increasingly important to develop tools for quantitative analysis. Here, we present an automated method to quantitatively determine the enrichment of several endogenous factors, immunostained in pericentric heterochromatin domains in mouse cells. We show that this method permits an unbiased characterization of changes in the enrichment of several factors with statistical significance from a large number of nuclei. Furthermore, (...) the nuclei can be sorted according to the enrichment value of these factors. This method should prove useful to monitor events related to changes in the amount, rather than the presence or absence, of any factor. By adapting a few parameters, it could be extended to other nuclear structures and the benefit of using available software will permit its use in many biological labs. (shrink)

Both cognitive science and phenomenology accept the primacy of the organism-environment system and recognize that cognition should be understood in terms of an embodied agent situated in its environment. How embodiment is seen to shape our world, however, is fundamentally different in these two disciplines. Embodiment, as understood in cognitive science, reduces to a discussion of the consequences of having a body like ours interacting with our environment and the relationship is one of contingent causality. Embodiment, as understood phenomenologically, represents (...) the condition of intelligibility of certain terms in our experience and, as such, refers to one aspect of that background which presupposes our understanding of the world. The goals and approach to modeling an embodied agent in its environment are also fundamentally different dependent on which relationship is addressed. These differences are highlighted and are used to support our phenomenologically based approach to organism-environment interaction and its relationship to brain function. (shrink)

Interventional clinical studies of convalescent plasma to treat COVID-19 were predominantly funded and led by public sector actors, including blood services operators. We aimed to analyze the processes of clinical studies of convalescent plasma to understand alternatives to pharmaceutical industry biopharmaceutical research and development, particularly where public sector actors play a dominant role. We conducted a qualitative, critical case study of purposively sampled prominent and impactful clinical studies of convalescent plasma during 2020-2021.
