1. In the circumstances of the overgrowth signs the scientific-technical revolution the following events in essential way are influencing the activities of public administration : 1° the establishing, under thepressure of the technical progress and specialization, of the big economic units ; 2° the acceleration of the processus of urbanization ; 3° the increasing threat of the biological environment and the appearance of newpossibilities for its protection; and 4° the leveling of differences between the living standards of the population in (...) town and in countryside. In that situation the socialist state has first of all to develop its organizationalfunctions.2. The organizational functions of the socialist state are implemenied above all by the supreme and local representative organs of the state authority and by the subordinated to them organs of the state administration. In the result of this organizational activity the scope of civic rights is extending. The state apparatus therefore is responsible for calling into being and for activities of the public institutions and facilities being used by the citizens at their choice. The regulating role of the state has hence respect more to these public institutions and facilities, and it is addressed more seldom directly to the citizens. That takes place especially in the sphere of the administration of national economy, the organization of technical public services as well as the services rendering administration.3. The social and economic assumptions of the socialist system are putting into effect by the organizational activities of the state apparatus. One of the fundamental features of this system is to gain the conscioussupport of the overwhelming majority of the society for actions of the socialist state and to consolidate this support. Such support is possible to reach only by the development of the democratic principles of thestate activities. The democratic institutions are established by the law, and the law is one of instruments of the realization of the political tasks of the socialist society being organized into the state. The state apparatus' function is to embody in action the tasks established by the law. And this therefore makes the role of the state apparatus very important as welt as provides to the necessity of permanent improvement of this apparatus.4. The social and economic plans create the substantial basis for the state administration activities. In the both national and local plans, voted by representative organs of the state authority, there are determined theeconomic and social tasks as welt as the aims concerning in advancement of the living standards of the population. In the state enterprises plans are voted by the organs of the workers' self-government. The principles of socialist democracy and democratic centralism are reflected in the procedure of planning.5. The processus of the administration in the contemporary state becomes more and more complicated. This processus demands an improvement of th social nature, but not of the technocratic one. And that improvement, realized in conformity with the social necessities, is safeguarded by the fact that the state machinery in the socialist country is inspired and vivified by the political leadership of the working class' party. Cet article propose d’étudier différentes commissions municipales de la vie nocturne à Lille. Depuis les années 2000, ces instances de concertation ont essaimé en France et dans d’autres États européens dans le but d’encadrer le déploiement d’une économie de la fête nocturne. À partir d’une enquête monographique menée depuis 2012, reposant sur des entretiens avec des professionnels de la nuit et des différentes institutions concernées (mairie, préfecture, police), des observations ethnographiques de ces commissions, et une analyse des archives municipales, nous (...) nous proposons d’esquisser une généalogie de ces instances de concertation en mettant de côté la recherche de ses effets sur l’action publique au profit de l’étude de ses usages et _in_ _fine_ de ses fonctions latentes. Si chacun de ces dispositifs apparaît vulnérable à la critique, la machinerie de l’évaluation, soudée par un même esprit de classement et de comparaison systématique, est devenue largement autonome. Ce qui rend la critique de l’évaluation si difficile, c’est le fait qu’elle allie l’exercice de la rationalité instrumentale, caractéristique de la modernité, avec la poursuite de finalités éthiques peu (...) contestées telles que la justice ou la démocratie. La sociologie de l’action publique s’est régulièrement intéressée aux temporalités. L’action publique est perçue comme pesant très fortement sur les temporalités sociales tandis que celles-ci représentent une contrainte dont doit tenir compte toute action publique. Les analyses des chercheurs ont mis en évidence que la perception d’un temps linéaire et séquentiel ne rendait que très imparfaitement compte des processus en jeu, et que l’action publique correspondait davantage à des alternances irrégulières et peu (...) prévisibles entre un temps long de la stabilité et un temps plus bref et ramassé de la rupture. L’émergence du nouveau management public a cependant transformé radicalement cette question, en imposant une autre logique de rationalisation des temporalités dont le droit lui-même porte désormais la marque. Si la littérature rend compte des processus d’accélération de l’action publique et de la multiplication des ruptures, notre article réinterroge l’alternance et l’hétérogénéité des temps ainsi que les tensions qui en résultent. Cette hétérogénéité se trouve tout d’abord confortée par la sectorisation de l’action publique. Ensuite, il reste des domaines dans lesquels le temps long résiste, contribuant ainsi à une lecture différenciée de l’action publique contemporaine. (shrink)

Cet article étudie les temporalités de l’action publique à travers le cas de la production des plannings dans les administrations publiques françaises. Les plannings sont considérés comme des instruments constituants des organisations au sein desquelles ils sont élaborés. En s’appuyant sur l’analyse de deux terrains complémentaires – une enquête sur la formation des attachés d’administration dans les Instituts régionaux d’administration et une enquête sur la prise en charge des chômeurs par le Pôle emploi – l’étude rappelle que les (...) plannings produits par l’encadrement intermédiaire sont l’occasion de la mise en adéquation des hommes et des choses dans le temps. Le planning apparaît en cela comme un dispositif de microplanification d’État, révélateur des injonctions réformatrices descendantes et notamment de leur composante gestionnaire. Les concepteurs de plannings sont mis en position de mettre en forme, par leurs arbitrages, les orientations de l’action publique. En retour, ces outils sont l’objet de pressions ascendantes, de la part des agents, qui conduisent à donner à l’outil un caractère diplomatique, ou tout au moins négocié. (shrink)

Les temporalités de l’action publique n’intègrent pas actuellement les temporalités propres au vivant, dans un contexte préoccupant de crise écologique. Au travers de l’étude des politiques territoriales de biodiversité du Nord-Pas-de-Calais, nous analysons ici ces contradictions temporelles. L’action publique demeure en effet dans une perspective anthropocentrée qui détermine la finalité et les moyens des politiques de biodiversité à partir de contraintes politiques et économiques propres aux sociétés. Elle reflète ainsi une perspective linéaire du temps avec des (...) objectifs de résultats court-termistes, notamment liés au développement du New Public Management, à la politique par objectifs et à la contrainte de résultats quantifiables sur le vivant. À l’inverse, le vivant se pense au travers du temps évolutif et indéterminé propre aux écosystèmes. Les pressions anthropiques – artificialisation des sols, pollutions, fragmentation du territoire, changement climatique, etc. - menacent toutefois aujourd’hui sa pérennité car elles provoquent une accélération de la disparition irréversible d’espèces et la fragilisation des écosystèmes. Cet article appelle à une convergence des temporalités de l’action publique et de la biodiversité, qui pourrait se penser au travers d’un futur écocentré. (shrink)

Cet article propose d’examiner la manière dont les pratiques médicales informelles utilisant les cellules humaines ont été réunies en une technologie intégrée sur deux décennies. Dans ce processus, les débats de la bioéthique constituent un dispositif d’épreuves permettant d’unifier ces pratiques disparates sous le label commun de « thérapie cellulaire ». En établissant des articulations possibles entre la production matérielle d’un savoir médical et ses inscriptions institutionnelles, le travail de requalification bioéthique s’effectue suivant trois registres. Tout d’abord, les controverses bioéthiques (...) assignent un label médical à des technologies qui n’existent alors que sous la forme de projet articulé à des pratiques de laboratoire . Ensuite, elles définissent des entités du vivant en objet technique, par exemple en dissociant les cellules souches de l’embryon. Enfin, elles introduisent des catégories distinctes de pratiques à partir d’une même technique. En ce sens, la bioéthique constitue un standard politique, inextricable de l’action publique en matière de biotechnologies. Suivre la construction sociale des objets biologiques conduit à établir un modèle de standardisation des innovations biomédicales et à promouvoir une sociologie pragmatique basée sur la genèse des standards.This article focuses on how informal medical practices using human cells had been joined together in the shape of integrated technology for two decades. The debates of bioethics are part of this constant process ; they intervene as a test plan enabling to qualify these disparate practices to which they relate by the name of cell therapies. By establishing possible links between the material production of medical knowledge and its institutional inscriptions, the work of bioethics re-qualification is carried out according to three levels. First, bioethics controversies assign a medical label to technologies which do not exist except in the form of projects articulated through laboratory practices . Second, they define entities of the living as technical object, for example, by dissociating the stem cells from an embryo. Lastly, they introduce distinct categories of practices coming from the same technical roots. In this sense, bioethics constitutes a political standard, inextricable from public action in biotechnologies. Tracking the social construction of biological objects leads to establish a standardization pattern of biomedical innovations and to promote a pragmatics sociology based on the standards genesis. Il y a un impensé dans les analyses de l’action publique locale : la question des passions territoriales qui la nourrissent n’apparaît jamais au rang de critère déterminant. Pourtant, les conseils municipaux et les assemblées intercommunales sont un théâtre privilégié où s’expriment émois, désirs et déchirements. Cette charge émotionnelle est peu prise en compte. Les analyses sont centrées sur la façon dont les leaders exercent leur « métier » d’élu local en jouant des émotions et les instrumentalisant (...) pour asseoir leur pouvoir. Par risques majeurs, on entend ceux qui s’attachent à des événements dont les conséquences défavorables, pour l’humanité ou pour l’environnement, sont d’une gravité exceptionnelle. Spatial localization, often demarcated by food miles, has emerged as the dominant theme in movements for more socially just and environmentally benign alternative food systems, especially in industrialized countries such as the United States. We analyze how an emphasis on spatial localization, combined with the difficulty of defining and measuring adequate indicators for alternative food systems, can challenge efforts by food system researchers, environmental writers, the engaged public, and advocacy groups wanting to contribute to alternative food systems, and facilitates exploitation (...) by the mainstream players using “localwash” to maintain the status quo. New indicators are urgently needed because research shows that spatial localization in general and minimized food miles in particular are not adequate or even required for most of the goals of alternative food systems. Creating indicators to operationalize goals for alternative, local food systems requires asking the right questions to make sure indicators are not misleading us: What are the goals of alternative food systems? What actions and policies will most effectively achieve those goals? What is the potential of reducing food miles as an action and a policy for achieving goals? What are the best indicators for measuring progress toward goals? We discuss how these questions can be answered for a wide range of alternative food system goals via four categories according to the role of food miles reduction as an action and policy in promoting them: necessary and sufficient, necessary but not sufficient, potentially important, and potentially supportive. We show that each non-compact Polish group admits a continuous action on a Polish space with non-smooth orbit equivalence relation. We actually construct a free such action. Thus for a Polish group compactness is equivalent to all continuous free actions of this group being smooth. This answers a question of Kechris. We also establish results relating local compactness of the group with its inability to induce orbit equivalence relations not reducible to countable Borel equivalence relations. Generalizing a result (...) of Hjorth, we prove that each non-locally compact, that is, infinite dimensional, separable Banach space has a continuous action on a Polish space with non-Borel orbit equivalence relation, thus showing that this property characterizes non-local compactness among Banach spaces. Despite projected devastating impacts on human communities, the US still lacks comprehensive national policies aimed at reducing greenhouse gas emissions. This vacuum has provided the space for a surge of promising sustainability and climate action planning efforts at the state and local level. Meanwhile, according to the National Low Income Housing Coalition’s (2015) Out of Reach Report, ‘there is no state in the US where a minimum wage worker working full time can afford a one-bedroom apartment at the fair (...) market rent’. We are calling for a reimagining of local climate action planning that encourages policies and programs designed to reduce GHG emissions from the built environment while explicitly and comprehensively addressing the affordability component. With equitable local climate action planning, we can address both environmental and social justice issues. (shrink)

Sociology requires a robust theory of how local circumstances create social order. When we analyze social structures not recognizing that they depend on groups with collective pasts and futures that are spatially situated and that are based on personal relations, we avoid a core sociological dimension: the importance of local context in constituting social worlds. Too often this has been the sociological stance, both in micro-sociological studies that examine interaction as untethered from local traditions and in research that treats culture (...) as autonomous from action and choice. Building on theories of action, group dynamics, and micro-cultures, I argue that a sociology of the local solves critical theoretical problems. The local is a stage on which social order gets produced and a lens for understanding how particular forms of action are selected. Treating ethnographic studies as readings of ongoing cultures, I examine how the continuing and referential features of group life (spatial arenas, relations, shared pasts) generate action and argue that local practices provide the basis for cultural extension, influencing societal expectations through the linkages among groups. Cultural Context of Multilevel Collective Social Actions: Framing, Reflection, Resonance and the Impact of Global and Local Anti-Poverty Movements In political science as well as in other social sciences much attention has been paid during recent years to the rapid growth of national and transnational activist networks and their increasing impact on domestic and world politics. Together with the proliferation of literature on the topic, concepts of collective action frames, framing processes, mobilizing ideas and meanings and their cultural resonance (...) have gained considerable currency. However, less has been written about the possibilities of and the constraints on the circulation of collective action frames or about the connection between the cultural adaptation of frames and the results of actual collective struggles. The paper explores this understudied issue both theoretically and empirically. After identifying possible links between collective action framing processes and the representational practices of particular cultures based on a review of existing theoretical approaches, the functional consequences are demonstrated by the example of the Global Call for Action against Poverty international campaign and the Czech national variant. In this paper and its sequel, I consider the significance of Jarrett’s and Shimony’s analyses of the so-called factorisability condition for clarifying the nature of quantum non-locality. In this paper, I focus on four types of non-locality: superluminal signalling, action-at-a-distance, non-separability and holism. In the second paper, I consider a fifth type of non-locality: superluminal causation according to ‘logically weak’ concepts of causation, where causal dependence requires neither action nor signalling. In this connection, I pay special attention to (...) the difficulties that superluminal causation raises in relativistic space–time. I conclude by evaluating the relevance of Jarrett’s and Shimony’s analyses for clarifying the question of the compatibility of quantum non-locality with relativity theory. My main conclusions are, first: these analyses are significant for clarifying the questions of superluminal signalling in quantum phenomena and for the compatibility of these phenomena with relativity. But, second, by contrast: these analyses are not very significant for the study of action-at-a distance, superluminal causation, non-separability and holism in quantum phenomena. (shrink)

Despite the widespread use of the concept of embeddedness in the literature on agri-food networks, not much has been written on the process through which a food economy becomes embedded. To explore this dynamic and contribute to a more critical perspective on the meanings and implications of embeddedness in the context of food, this paper analyzes the emergence of saffron as a local food network in southern Tuscany. By adopting a constructivist approach, the analysis shows that embeddedness assumes simultaneously a (...) social, spatial, and temporal dimension that are dynamically created by participants in the saffron economy as a response to specific market requirements. The paper concludes that a focus on how embeddedness is achieved in the context of food has both theoretical and empirical implications. Theoretically, it supports the need for a more holistic and actor-oriented approach that takes into consideration the tensions inherent in the process of embedding and also its ramifications outside of the social realm. Practically, a focus on how a food network comes to be embedded complicates the notion of food relocalization – an issue that raises empirical questions about the sustainability of local food networks and their contribution to rural development. Sustainable development is the global agenda designed to ensure that the world’s climate is not irretrievably damaged and future generations have equal access to the world’s resources for their own development. The institutionalisation of measures to promote sustainable development has however not had unanimous cooperation. This study therefore investigated the attitude of officials at the local government level to topical issues in the sustainable development agenda in Ondo State, Nigeria, as a pointer to entrenched attitudes in the Third World. Prioritisation (...) of issues varied between localities but premium was placed on poverty alleviation more than on climate change or power generation. People were more concerned with the improvement of their general well-being including health. Respondents indicated that most of the topical issues on the sustainable development agenda could be addressed at the local level thereby lending support for the notion that local action can contribute to global action. However, inclusive measures to promote positive action need to be institutionalised. (shrink)

This dissertation is an attempt to defend two founders of quantum theories, Niels Bohr and Wolfgang Pauli, against various anti-realist readings. These readings claim that Bohr's and Pauli's interpretations of quantum mechanics are based on a denial of the reality of the external world, and that their debates with Albert Einstein are over realism. But I argue that the differences between their views and Einstein's are neither about the reality of the external world, nor about the reality of theoretical entities (...) in general. Rather, the differences are about the reality of this or that particular theoretical entity and the viability of this or that particular idea of physics. Although in 1972 Clifford Hooker gave an adequate and then-comprehensive discussion of Bohr's ideas countering anti-realist readings, his work has been forgotten by a new generation of interpreters such as Arthur Fine and Mara Beller who read anti-realism into Bohr's ideas. One aim of this dissertation is to revive Hooker's defense of Bohr and to counter such misreadings. ;A second contribution this dissertation makes consists in an elaboration of Pauli's views. Pauli wrote extensively on many philosophical issues, and made important contributions to the debates between Einstein, Bohr and himself. However, his views are unfairly ignored by most philosophers of quantum mechanics, and when considered, are at best quickly dismissed as anti-realist. In my dissertation, I discuss Pauli's rich ideas on physics and philosophy and show that Pauli is not an anti-realist. In particular, Bohr's and Pauli's views on a problem introduced in a paper by Einstein, Boris Podolsky, and Nathan Rosen are discussed in detail. The close examination of Bohr's and Pauli's views also shows that there are significant differences between them, suggesting the inadequacy of the generic term "the Copenhagen school," often used to refer indiscriminately to their views. Through my studies of Bohr's and Pauli's ideas, I hope to show the inadequacy of using metaphysical doctrines such as realism and anti-realism to gain either a full understanding of general problems in physics, or an understanding of the ideas of these working physicists in particular. Dans tous les pays et particulierement en Europe, les citoyens, les magistrats et les juristes en general deplorent la complexite normative. Comment traiter la complexite des normes a prendre en compte dans toutes les decisions fondees sur la regle de droit? Depuis une quinzaine d'annees, l'etude des systemes complexes a fait de grands progres tant du point de vue des methodes que de la modelisation. L'approche politique et l'approche scientifique semblent a priori eloignees, mais elles convergent sur l'interet de prendre (...) en compte un objet nouveau: la complexite des systemes. Ces systemes font emerger de nouvelles proprietes, non observables au niveau des elements constitutifs, par une dynamique difficilement previsible, et rendent vaine toute analyse en sous-systemes plus simples. Pour la premiere fois, des specialistes des systemes complexes, des juristes, des philosophes, des experts de l'action publique et de l'evaluation des lois conjuguent leurs reflexions pour depasser les problematiques de la simplification et proposent des concepts et des outils totalement nouveaux pour comprendre et traiter de facon simple l'inevitable complexite du droit. In this paper based on original fieldwork, I seek to contribute to critical scholarship in international law by providing an investigation into the engagement with international law by actors in civil society working against son preference primarily in Tirupati, India. I suggest that the turn to the international legal order by civic actors should be theorized as something else than as merely coming ‘from above’, ‘from below’ or as a ‘translation’ of ‘global’ law to ‘local’ conditions. Instead, I propose that (...) the mobilization of international law within Tirupati’s civil society should be seen as an emancipatory undertaking, an act of resistance with the overarching ambition to reclaim the zenana. In that, I argue, the strategies within Tirupati’s civil society are more appropriately understood as critical international law put into practice. (shrink)

A common criticism of the Green New Deal proposal to address climate change is that it would centralize too much power at the level of the federal government. However, the Green New Deal can avoid this by centering local action and decision-making in keeping with the principle of subsidiarity from Catholic social ethics. This principle holds that higher levels of society should not override the initiative of lower levels of society but should instead coordinate and support their work whenever (...) possible. A focus on subsidiarity is already present in the framing of the Green New Deal proposal and provides a sound ethical foundation for its development and implementation. (shrink)

In this article, we expand the analytical and theoretical foundations of the study of knowledge commons in the context of more classical agrarian commons, such as seed commons. We show that it is possible to overcome a number of criticisms of earlier work by Ostrom on natural commons and its excludability/rivalry matrix in addressing the inclusive social practices of “commoning”, defined as a way of living and acting for the preservation of the commons. Our empirical analysis emphasizes, using the most (...) recent advances in the IAD/ses framework, the distributed and collaborative knowledge governance in a French peasant seed network as a key driver for reintroducing cultivated agrobiodiversity and on-farm seed conservation of ancient and landrace varieties. These inclusive peasant seed groups developed alternative peer-to-peer models of collaborative peasant-led community-based breeding and grassroots innovations in the search for more resilient population varieties. Our results highlight the various models of collective action within the network and discuss the organizational tradeoffs of opting out of peasant seed activities and recreating a shared collective knowledge base on the benefits of restoring cultivated agrobiodiversity. It helps us better understand how modern peasant seed groups function as epistemic communities which contributes to envisioning alternative agricultural systems. (shrink)

The article explores integration of knowledge-enabling digital technology into community functions through the development of local Digital Communities of Practice. This analysis includes both general considerations—in terms of domain, community, and practice dimensions—as well as results from an exploratory research project in Minnesota. The domain is described as integrated deployment of virtual services (education, human services, government) in local communities; the community is comprised of the local stakeholders and residents that would use or benefit from such services; and the practice (...) is considered as a decision-making processes for designing and deploying these services. The paper concludes with research and policy considerations for providing an enduring source of knowledge about local virtual services, needs, and solutions. (shrink)

Land-based climate mitigation schemes such as REDD+ imply the creation of ‘rights to carbon’ for actions that enhance carbon sinks. In many cases, the legal and normative foundations of such rights are unclear. This article focuses on special rights on the basis of improvement. Considering improvement in relation to carbon sinks requires asking what it means to ‘improve’ an environmental resource. Our answer departs in two significant respects from the standard conception of improvement, namely by reconceiving action in relation (...) to ecosystem services, and accordingly, making the case for a counterfactual baseline to be used to compare an improved and unimproved state. Our modifications potentially allow for a variety of agents to claim special carbon rights on the basis of beneficial interactions with land-based carbon sinks. We give three archetypical examples of agents who may claim pro tanto special rights to carbon based on their interaction with carbon sinks. (shrink)

Action is a means of acquiring perceptual information about the environment. Turning around, for example, alters your spatial relations to surrounding objects and, hence, which of their properties you visually perceive. Moving your hand over an object’s surface enables you to feel its shape, temperature, and texture. Sniffing and walking around a room enables you to track down the source of an unpleasant smell. Active or passive movements of the body can also generate useful sources of perceptual information (Gibson (...) 1966, 1979). The pattern of optic flow in the retinal image produced by forward locomotion, for example, contains information about the direction in which you are heading, while motion parallax is a “cue” used by the visual system to estimate the relative distances of objects in your field of view. In these uncontroversial ways and others, perception is instrumentally dependent on action. According to an explanatory framework that Susan Hurley (1998) dubs the “Input-Output Picture”, the dependence of perception on action is purely instrumental: "Movement can alter sensory inputs and so result in different perceptions… changes in output are merely a means to changes in input, on which perception depends directly" (1998: 342). -/- The action-based theories of perception, reviewed in this entry, challenge the Input-Output Picture. They maintain that perception can also depend in a noninstrumental or constitutive way on action (or, more generally, on capacities for object-directed motor control). This position has taken many different forms in the history of philosophy and psychology. Most action-based theories of perception in the last 300 years, however, have looked to action in order to explain how vision, in particular, acquires either all or some of its spatial representational content. Accordingly, these are the theories on which we shall focus here. -/- We begin in Section 1 by discussing George Berkeley’s Towards a New Theory of Vision (1709), the historical locus classicus of action-based theories of perception, and one of the most influential texts on vision ever written. Berkeley argues that the basic or “proper” deliverance of vision is not an arrangement of voluminous objects in three-dimensional space, but rather a two-dimensional manifold of light and color. We then turn to a discussion of Lotze, Helmholtz, and the local sign doctrine. The “local signs” were felt cues for the mind to know what sort of spatial content to imbue visual experience with. For Lotze, these cues were “inflowing” kinaesthetic feelings that result from actually moving the eyes, while, for Helmholtz, they were “outflowing” motor commands sent to move the eyes. -/- In Section 2, we discuss sensorimotor contingency theories, which became prominent in the 20thcentury. These views maintain that an ability to predict the sensory consequences of self-initiated actions is necessary for perception. Among the motivations for this family of theories is the problem of visual direction constancy—why do objects appear to be stationary even though the locations on the retina to which they reflect light change with every eye movement?—as well as experiments on adaptation to optical rearrangement devices (ORDs) and sensory substitution. -/- Section 3 examines two other important 20th century theories. According to what we shall call the motor component theory, efference copies generated in the oculomotor system and/or proprioceptive feedback from eye-movements are used together with incoming sensory inputs to determine the spatial attributes of perceived objects. Efferent readiness theories, by contrast, look to the particular ways in which perceptual states prepare the observer to move and act in relation to the environment. The modest readiness theory, as we shall call it, claims that the way an object’s spatial attributes are represented in visual experience can be modulated by one or another form of covert action planning. The bold readiness theory argues for the stronger claim that perception just is covert readiness for action. -/- In Section 4, we move to the disposition theory, most influentially articulated by Gareth Evans (1982, 1985), but more recently defended by Rick Grush (2000, 2007). Evans’ theory is, at its core, very similar to the bold efferent readiness theory. There are some notable differences, though. Evans’ account is more finely articulated in some philosophical respects. It also does not posit a reduction of perception to behavioral dispositions, but rather posits that certain complicated relations between perceptual input and behavioral provide spatial content. Grush proposes a very specific theory that is like Evans’ in that it does not posit a reduction, but unlike Evans’ view, does not put behavioral dispositions and sensory input on an undifferentiated footing. Since 1984, the AHV journal has provided a key forum for a community of interdisciplinary, international researchers, educators, and policy makers to analyze and debate core issues, values and hopes facing the nation and the world, and to recommend strategies and actions for addressing them. This agenda includes the more specific challenges and opportunities confronting agriculture, food systems, science, and communities, as well as broader contextual issues and grand challenges. This paper draws extensively on 40 years of AHV journal articles (...) and reviews and begins with a focus on a limited number of key grand challenges (climate change and global warming; threats to democracy and the growing neo-nationalism, populism, and authoritarianism; and increasing national and international inequality). With these challenges as the underlining context, the remainder of the paper addresses core journal themes of sustainable agriculture and local food systems, citizen and public science, and empowered communities. Highlighted are numerous important journal contributions to the analyses and recommendations to address these hopes and themes. I conclude that these themes and hopes not only deserve to live but are essential for changing and redirecting an unsustainable and destructive environmental, economic, political and social agenda to a viable, livable and just democratic society. Roger Penrose is known for his proposals, in collaboration with Stuart Hameroff, for quantum action in the brain. These proposals, which are still recent, have a prior, less known basis, which will be studied in the following work. First, the paper situates the framework from which a mathematical physicist like Penrose proposes to speak about consciousness. Then it shows how he understands the possible relationships between computation and consciousness and what criticism from other authors he endorses, to conclude by (...) explaining how he understands this relationship between consciousness and computation. Then, it focuses on the concept of non-locality so essential to his understanding of consciousness. With some examples, such as impossible objects or aperiodic tiling, the study addresses the concept of non-locality as Penrose understands it, and then shows how far he intends to arrive with that concept of non-locality. The food sovereignty movement calls for a reversal of the neoliberal globalization of food, toward an alternative development model that supports peasant production for local consumption. The movement holds an ambiguous stance on peasant production for export markets, and clearly prioritizes localized trade. Food sovereignty discourse often simplifies and romanticizes the peasantry—overlooking agrarian class categories and ignoring the interests of export-oriented peasants. Drawing on 8 months of participant observation in the Andean countryside and 85 interviews with indigenous peasant farmers, this (...) paper finds that export markets are viewed as more fair than local markets. The indigenous peasants in this study prefer export trade because it offers a more stable and viable livelihood. Feeding the national population through local market intermediaries, by contrast, is perceived as unfair because of oversupply and low, fluctuating prices. This perspective, from the ground, offers important insight to movement actors and scholars who risk oversimplifying peasant values, interests, and actions. (shrink)

A local interpretation of quantum mechanics is presented. Its main ingredients are: first, a label attached to one of the “virtual” paths in the path integral formalism, determining the output for measurement of position or momentum; second, a mathematical model for spin states, equivalent to the path integral formalism for point particles in space time, with the corresponding label. The mathematical machinery of orthodox quantum mechanics is maintained, in particular amplitudes of probability and Born’s rule; therefore, Bell’s type inequalities theorems (...) do not apply. It is shown that statistical correlations for pairs of particles with entangled spins have a description completely equivalent to the two slit experiment, that is, interference instead of non locality gives account of the process. The interpretation is grounded in the experimental evidence of a point like character of electrons, and in the hypothetical existence of a wave like, the de Broglie, companion system. A correspondence between the extended Hilbert spaces of hidden physical states and the orthodox quantum mechanical Hilbert space shows the mathematical equivalence of both theories. Paradoxical behaviour with respect to the action reaction principle is analysed, and an experimental set up, modified two slit experiment, proposed to look for the companion system. (shrink)

In papers published in the 25 years following his famous 1964 proof John Bell refined and reformulated his views on locality and causality. Although his formulations of local causality were in terms of probability, he had little to say about that notion. But assumptions about probability are implicit in his arguments and conclusions. Probability does not conform to these assumptions when quantum mechanics is applied to account for the particular correlations Bell argues are locally inexplicable. This account involves no superluminal (...) action and there is even a sense in which it is local, but it is in tension with the requirement that the direct causes and effects of events are nearby. Real-world economies are open-ended dynamic systems consisting of heterogeneous interacting participants. Human participants are decision-makers who strategically take into account the past actions and potential future actions of other participants. All participants are forced to be locally constructive, meaning their actions at any given time must be based on their local states; and participant actions at any given time affect future local states. Taken together, these essential properties imply real-world economies are locally-constructive sequential games. This paper discusses a modeling approach, (...) Agent-based Computational Economics, that permits researchers to study economic systems from this point of view. ACE modeling principles and objectives are first concisely presented and explained. The remainder of the paper then highlights challenging issues and edgier explorations that ACE researchers are currently pursuing. (shrink)

The study of continuous group actions is ubiquitous in mathematics, and perhaps the most general kinds of actions for which we can hope to prove theorems in just ZFC are those where a Polish group acts on a Polish space.For this general class we can find works such as [29] that build on ideas from ergodic theory and examine actions of locally compact groups in both the measure theoretic and topological contexts. On the other hand a text in model theory, (...) such as [12], will typically consider issues bearing on the actions by the symmetric group of all permutations of the integers. More generally [1] shows that the orbit equivalence relations induced by closed subgroups of the infinite symmetric group can be reduced to the isomorphism relation on corresponding classes of countable models.This paper considers a third category formed by the continuous actions of separable Banach spaces on Polish spaces. These examples cannot be subsumed under the two earlier headings, and it is known from [10] that theBorel cardinalitiesof the quotient spaces that arise from such actions are incomparable with the equivalence relations induced by the symmetric group or any locally compact Polish group action.One of the first things to be addressed concerns the complexity of these equivalence relations. National Action Plans on business and human rights are a growing phenomenon. Since 2011, 42 such plans have been adopted or are in-development worldwide. By comparison, only 39 general human rights action plans were published between 1993 and 2021. In parallel, NAPs have attracted growing scholarly interest. While some studies highlight their potential to advance national compliance with international norms, others criticise NAPs as cosmetic devices that states use to deflect attention from persisting abuses and needed regulation. In (...) response to wider critiques of international human rights norms, and their failure to exact universal state compliance, experimentalist governance theory highlights the dynamic, dialogic and iterative character of human rights implementation as well as the role of stakeholders. In this article, we apply experimentalist governance theory to evaluate the role and character of business and human rights NAPs. Rather than attempting to evaluate NAPs’ ultimate consequences for rights-holders, which appears premature, we focus on NAPs processes. Specifically, we analyse NAPs processes in twenty-five states against five experimentalist governance criteria relating to stakeholder participation; agreement on a broad problem definition; local contextualisation; monitoring and peer review and periodic revision and learning. According to our findings, NAPs on business and human rights in most states demonstrate resemblance to the traits of experimentalist governance. In particular, our analysis points to the emergence of relatively sophisticated and demanding institutional governance mechanisms within NAPs — including the institutionalisation of complex deliberative processes. Nevertheless, our paper also identifies some significant shortcomings in NAPs, related to the lack of inclusion of vulnerable groups and the lack of explicit indicators and targets. (shrink)

The relationship between descriptive representation and substantive representation is an issue that has been widely discussed by women’s studies scholars. In general, it is assumed that there exists a positive relationship between the two, but the literature and empirical analysis show that substantive representation also depends on the action of other critical actors, such as gender agencies and the women’s social movement. Comparative research has shown the existence of a common pattern in post-industrial democracies: the development of women-friendly policies (...) depends on the existence of coalitions between these critical actors. However, the analysis usually focuses on the national or regional level, and there is very little analysis at the local level, despite this being a political arena in which these processes can be developed. The aim of this article is to analyse the effect of coalitions of critical actors on the responsiveness to the demands of women’s groups in the case of Spanish municipalities using a representative survey. The objective, therefore, is to apply advances in the women’s substantive representation literature to the local level in Spain. Main results show that responsiveness is higher in municipalities where women’s coalitions exist. (shrink)
