This article provides an introduction to the themed section ‘Anarchism and the national question—historical, theoretical and contemporary perspectives.’ We discuss first the long and often overlooked engagement of anarchists with the colonial and national liberation question, particularly—but not exclusively—in the heyday of the movement (from the second half of the 19th to the first decades of the 20th century). We discuss in particular the overlaps and tensions between anarchists and republicans (those who favoured republics as opposed (...) to monarchies) and anti-colonial nationalists (anti-colonialists who defended the right of national self-determination). Then we proceed to discuss the potential for a dialogue between anarchist and nationalism studies based on three interventions. First, to problematise the narrative that conflates nations with state-building processes. Second, to better grasp the emergence of alternatives to the nation–state as a historical construct. Third, to complicate narratives that associate in an unproblematic fashion internationalism and classless society. Finally, the introduction highlights the four questions which lie at the core of the themed section and discuss briefly how the papers relate to these. (shrink)

ABSTRACTThe article recovers Henry Brailsford’s reflections on south-eastern and east-central Europe in a transformative period in international politics. Although the British journalist has been considered as key influence in the development of international relations in Britain, his commentary on the national questions in eastern Europe has remained relatively unexplored. The article argues that in response to the international politics of the Eastern Question and to concurrent imperial questions in Britain, Brailsford articulated an imperial anti-imperialist vision of international order (...) based on the support for local autonomy and self-government across eastern Europe and the colonial world. It then proceeds to chart his gradual distancing from the politics of self-determination during the Great War and argues that Brailsford’s international thought was influenced by a series of pragmatic considerations regarding the future of central and eastern Europe. The intricacies of Brailsford’s international thought offer an informative case-study of the symbiosis of liberal and socialist varieties of internationalism in early twentieth century Britain. The article looks into the history of the Albanian national question and the Balkans. It talks about the intellectual movement known as the Albanian National Renaissance which was considered the key catalyst of many important processes for the organization of Albanians. It mentions the Albanian nationalism that represents a sui generis nationalism, which has gone through transformations over time and created as an intellectual and cultural nationalism through a nationwide movement.

European integration questions the relationship between nation and state. It under-mines traditional sovereignty and weakens the need for statehood. Minority nationalist movements have in many cases adopted the European theme, adjusting their ideology and strategy accordingly. Some have used “new regionalist” themes to construct new systems of action below and beyond the state. Europe provides opportunities for territorial movements and grants some minority protections. There are differences between Western Europe and Central and Eastern Europe because of the evolution of state (...) structures. The prospective European constitution risks formalizing the European Union as a two-level game of states and the Union, with little room for regional and minority claims. (shrink)

There are two observations about the history of Marxism as a theory, and of the movements informed by that theory, which command wide assent. The first is an indisputable empirical observation: socialist movements proved more successful in the relatively �backward� parts of the world than in the heartlands of capitalism, where Marx expected his ideas to take root and his prophecies to be fulfilled. Marxist ideas and Marxist inspired movements once registered important successes in Eastern and Central Europe (distant as (...) that now seems!), but not in Western Europe and North America. They also -- what concerns us in this essay -- occasionally triumphed, and frequently achieved some measure of influence even where they did not triumph, in �Third World� countries. The second observation is that the phenomena of nationhood and of nationalism were never adequately theorized within Marxism; nor, in most cases, were they dealt with satisfactorily in �practical� terms. This theoretical shortcoming was frequently pointed out by non-Marxists. In more recent times Marxists have been at the forefront in pointing to this lacunae or limitation. Nicos Poulantzas urges an imputedly reluctant audience, �we have to recognize that there is no Marxist theory of the nation�. Similarly Tom Nairn adjudges, in portentious tones: �The theory of nationalism represents Marxism's great historical failure.� Both these observations are indisputably true, but a paradox becomes apparent when they are juxtaposed. It would appear that Marxism proved more influential and successful in the former colonial and semi-colonial countries of the �East� than in the bourgeois societies of Western Europe, despite the fact that in the former region the national question, one of Marxism's great theoretical failings, was an issue of pressing political importance. How can one explain this paradox? This essay argues that a major part of the answer lies in the manner in which Lenin developed and reformulated Marx's theory. It suggests that the seeds both of the successful extension of Marxism to the underdeveloped parts of the world, and of its failure to develop a theory of the nation, lay in the reformulation of Marx's thought undertaken with the theory of imperialism. In order fully to understand how Lenin developed Marx's thought, it is first necessary to consider Marx's writings on the non-Western world and what would later come to be known as the 'colonial question'. One, it is said, went insane, another became a heretic, a third died and (...) only the fourth emerged unscathed. A modern variation of this story might go like this. Four or perhaps  philosophers entered the jungle of nationalism and for the most part went insane. There were those who embraced nationalism and consequently abandoned the universality of philosophy for the promotion of xenophobia, racism and even Nazism. Others remained internationalist and hence became futile—philosophical Canutes—commanding the raging beasts of nationality to be still. No one struggled harder with nationalism than Bertrand Russell. In , writing as an internationalist, he announced the demise of the principle of nationality only to see nationalisms explode in every region of the world (see his “National Independence and Internationalism”, Papers ). He opposed it relentlessly and without compromise until near the end of his life when he found himself endorsing wars of national liberation. Nationalism is often depicted as a howling beast. It would be better to think of it as an anaconda that wraps itself around everyone who ventures into its domain. Joan Cocks’ Passion and Paradox is an important book on nationalism and the intelligentsia. She traces the intellectual encounter with nationalism of a number of figures—Karl Marx, Rosa Luxemburg, Isaiah Berlin and the Scottish nationalist Tom Nairn, among others. All are exiles, most are Jews, and all try to hack their way through a jungle of conundrums of nationalist thought. Her accounts of these thinkers sometimes read like complex legal briefs, but are always illuminating. Though an internationalist, she sees the power of nationalist imperatives. Her approach to the contradictory strains of nationalism and hostility to nationalism echoes that of Hegel. She presents critical but sympathetic accounts of each side of the nationalist problematic and shows how their difficulties might be resolved in a higher synthesis. Alas! her resolution suffers from the unworldliness that she finds in other versions of internationalism. Her argument begins with a personal experience. In the early ’s she joined a group of Arabs and Jews against the Gulf War. In the course of their associ- Reviews  ation she learned that the Jews were all internationalists, while the Arabs were outspoken nationalists. This experience presumably demonstrated that a happy collusion of nationalism and internationalism was possible. But, of course, there was another side: those prosecuting the war she opposed were also nationalists. Her central thesis addresses the tragedy of opposition. It states that nationalism is “dilemmatic”, that is, that “all paths of thought obscured equally telling contrary thoughts; all courses of action were strewn with causes for regret and remorse” (p. ). The horns of the dilemma are the valid claims of the internationalist who sees the underlying self-destructive deep structures of nationalism on one side, and the claims of the national particularistic who is engaged in the compelling theatre of national liberation and the protection of local customs and roots on the other. Her book is an account of how her thinkers are framed by this dilemma, locked in by the imperatives of either side. In the period between the Gulf War and the composition of this book in  Cocks was able to observe what she identifies as the destructive logic of nationalism. The ’s were a period of postmodernist celebration of the local, a sensibility that helped to legitimate nationalism. The explosion of nationalism that followed the breakup of the Communist imperium was a time of liberation of the imprisoned nations—a springtime when it was good to be alive. But as the decade wore on the concealed pit bulls came out—in Yugoslavia, in Rwanda and elsewhere. In Cocks’ view nationalism showed an inner logic, of a sort that Russell called attention to in the early ’s—a logic that led from euphoria to self-destruction (see his Prospects). It has been condemned as a source of hatred and war, yet embraced for stimulating community feeling and collective freedom. Joan Cocks explores the power, danger, and allure of nationalism by examining its place in the thought of eight politically engaged intellectuals of the nineteenth and twentieth centuries: the antagonist of capital, Karl Marx; the critics of imperialism Rosa Luxemburg, Hannah Arendt, and Frantz (...) How is it that the nation became an object of scholarly research? As this article intends to show, not until what we call the "genealogical view" eroded away could the nation be subjected to critical scrutiny by historians. The starting point and the premise for studies in the field was the revelation of the blind spot in the genealogical view, that is, the discovery of the "modern" and "constructed" character of nations. Historians' views would thus be intimately tied to the (...) "antigenealogical" perspectives of them. However, this antigenealogical view would eventually reveal its own blind spots. This paper traces the different stages of reflection on the nation, and how the antigenealogical approach would finally be rendered problematic, exposing, in turn, its own internal fissures. Prominent sociologist and political scientist O. Bochkovsky paid much attention to issues related to the phenomenon of the nation. Olgert Bochkovsky's legacy is of interest precisely given its present nature. A few decades ago, his work was banned precisely because of its salient themes. "The struggle of peoples for national liberation", "National affairs" and other works of the scientist require detailed research today. In them Bochkovsky addresses the topic of nation-building, where he examines its main and essential aspects.

To the question of the methodology of the study of modern nationalisms Anderson’s radical change in the perspective of the studies of nations allow to consider them beyond traditional subjectivation and objectification as imagined communities, standing on the same level as the worldviews of world religions. The article is devoted to clarifying the conditions of such comparison of nations and religions. Anderson himself explained this correlation with the concepts like “cultural artefacts” and “wide cultural systems”. These concepts, however, are (...) not very clear and are not provided with an appropriate methodology. The article argues that the juxtaposition of religious and national communities is methodologically grounded through the application of the phenomenological concept of symbolic universes to them. The latter are understood as the comprehensive horizons of meanings that legitimize local lifeworlds. The crite- rion for defining of the symbolic universe is the presence of legitimation of death as the man’s most marginalized experience. The application of the concept of symbolic universes to contem- porary communities reveals the ultimate forms of collective identity, the competition between which defines the outlines of actual world politics. This paper analyses the National Populist Challenges to Europe’s Center Right. It assesses the cases of the UK, Germany and France. It poses three questions for Europe: How will political integration be achieved and maintained? What policies will foster economic inclusion in the Eurozone? And, third, what are the best means to achieve economic solvency and growth. The paper make a case that neoliberal economic policies over the past decades have undermined some nations' public sector and have also contributed (...) to tensions between the geographical east and west of Europe. Ethical issues of nations are not just a simple and desirable topic in moral and political philosophy. On the one hand, we would like to address general and important topics that are less controversial, and therefore the topic of the nation does not suit us very well. On the other hand, since the end of the First World War, we have been divided into nation states, especially in the European context, as the conquest of a national self-determined movement. In (...) the political space of a unifying Europe, after the fall of the Berlin Wall, there was again talk of the nation as a restrictive, even unsatisfactory concept of future development. However, the ensuing wave of nationalism, even in the great states of the world, shows a phenomenon that is not so easy to circumvent. It was in the 1990s that several personalities tried to take a stand on the importance of nations for the future of human development. Pope John Paul II of Poland was one of them. (shrink)

In his landmark monograph, "The Politics of Jesus", John Howard Yoder challenged mainstream Christian social ethics by arguing that the New Testament account of Jesus's founding of a messianic community entails a normative politics, not only for early Christianity but for the contemporary church. This challenge is further elaborated in several important posthumous publications, especially "Preface to Theology", in which Yoder examines the development of early Christology with attention to its political and ethical implications, and "The Jewish-Christian Schism Revisited", Yoder's (...) proposal for a renewed Jewish-Christian dialogue around the moral meaning of messianism. This article interprets these writings with reference to a range of critical scholarship on and about Yoder, Yoder and Augustine, and Jewish and Christian messianism, paying particular attention to questions of political ethics. Approaches to the “Indian Issue” which fail to go beyond the mere charting of evolutions in legal norms or the articulation between neoliberalism and multiculturalism do not allow us to take the full measure of indigenous policies, in terms of the goal set for the enlargement of the spaces for public interpellation and the reconfiguration of ideas and practices pertaining to citizenship. Starting from the Argentine experience, the aim of this article is to examine the question of the sedimentation (...) of neoliberal procedures, in a context marked by the will to re-appropriate national and popular sovereignty over territories and resources. The Indian question thus poses both the problem of the model of development that has been adopted and the question of the characterizing of the pleb (the category of the popular, or of those most underprivileged) as a part of the populus, that is, as part of the people of the nation, and therefore of the demos, understood as the space open to those who can legitimately give form and content to populus and who can put words on the world. This study examines the potential role of morality subcultures in mediating the relationship between one’s nationality and the preferences for three movie and three TV genres in a sample of US and German students. Morality subcultures were derived from research on Moral Foundation Theory, which conceptualizes morality as being shaped by first intuitive processes and later moral reasoning. We proposed a dual mediation model with two latent domains of morality: individualizing foundations indicative of a more liberal perspective and binding foundations (...) indicative of a more conservative outlook. Although direct effects of one’s nationality on media genre preference were found, moral salience of these two moral foundations partially mediated this relationship for the genres action, drama, news, and sports. These data support emerging research on the importance of using morality subcultures to understand the appeal of various forms of media entertainment. (shrink)

This article discusses the link between women's involvement and identification with the so-called `Cyprus problem' and nationalism and how it may become problematic within the context of Cyprus's future accession to the European Union. The author argues for the need to analyse women's unexplored perspectives and feminist discourses, and that theoretical questions be addressed about Cypriot women's place within Europe.

The now retired NIH Consensus Development Program has been used as a model for similar programs in other countries. However, the epistemic value of this kind of program has been disputed. This article provides an overview of the arguments levelled at Miriam Solomon by Laszlo Kosolosky and Jeroen Van Bouwel, who provide an opposing philosophical position on this issue. Here, I argue for a middle ground position that highlights the methodological interest of a retrospective analysis of the NIH consensus conferences (...) as a way to assess the impact of a public forum on guidelines ultimately relayed to healthcare professionals and citizens. Cet article revient sur le rapport complexe qu’ont entretenu Marx puis les marxistes à la nation et à l’internationalisme. Après un bref examen des positions de Marx, celles de plusieurs théoriciens et responsables politiques, notamment Otto Bauer, Rosa Luxemburg, Staline, et Gramsci, sont exposées. C’est enfin aux évolutions les plus récentes, notamment à travers la question de l’Union européenne et les débats qu’elle suscite, que s’attache principalement la dernière partie de l’article. La thèse centrale est de montrer que la (...) nation n’a jamais été clairement définie ni fait l’objet d’un consensus dans les traditions marxistes et socialistes. Il remarque notamment l’évolution des trente dernières années : après une période de relativisation du fait national, plusieurs courants politiques ont cherché à se réapproprier la nation, sans proposer pour autant une voie qui fasse consensus.
