This chapter explores the tension between public health protection and the freedom of commercial expression from a Commonwealth Caribbean perspective, using Barbados and Jamaica as case studies. First, it assesses the scope of the right to freedom of expression. Second, it discusses the extent to which public health protection may be invoked to restrict the right. The authors conclude that Commonwealth Caribbean states can justifiably restrict commercial speech about tobacco products and unhealthy food and beverages.

In this paper I explore the emergence of women's organizations and feminist consciousness in the twentieth century in the English-speaking (Commonwealth) Caribbean. The global ideas concerning women's equality from the 1960s onwards clearly informed the initiatives taken by both women and states of the Caribbean. None the less, the paper illustrates, by use of examples, the interlocked nature of women's struggles with the economic, social and political issues which preoccupy the region's population. I examine in greater detail (...) two case studies of women's activism and mobilization around the impact of structural adjustment policies in the two territories of Jamaica and Trinidad and Tobago. By tracing the connections between and among the organizations and initiatives of women in the region, the paper situates the feminist movement in the English-speaking Caribbean as a continuously evolving one, fusing episodic struggles in different territories, engaging women of different classes and groups, and continuously building on past experience. This article argues that the common law constitution can be thought of as the working out of a tradition within which notions of gender, national identity and citizenship are conveyed and secured. It looks at the making and interpretation of Commonwealth Caribbean Constitutions in the latter half of the twentieth century. It shows how the language of the common law constitution was employed to bolster the competence of West Indian male nationalists to govern and to legitimize measured progress (...) for women. The article also explores the fundamental role played by common law constitutionalism in the conceptualization of Caribbean constitutions as evolutionary and the veneration of ordinary existing laws as an expression of valuable norms about gender relations. Narratives of continuity as well as discontinuity are identified with the Caribbean common law constitution. As judicial decisions on gender equality become more liberal, problematic earlier decisions are categorized as ‘badly decided’, signifying a clean break from the past and the abandonment of harmful practices. This article claims that these narratives of discontinuity are associated with the conventional faith in the common law's capacity for change and that they substantially conceal the force and persistence of gender asymmetries in Caribbean societies and the ideologies that have enabled and sustained them. The Caribbean is a site where multiple cultures, peoples, waysof thinking and acting have come together and where new formsof philosophy are emerging. The promise of Caribbean philoso-phy lays in its ability to give shape to an intellectual tradition which is both true to and beneficial to Caribbean peoples whilesimultaneously being provocative enough to engage wisdom-seekers of various geographies and identities. I argue that onlyby pursuing a “New Dialogic” which engages the philosophicaltraditions of Africans, African Americans, and (...) Native Ameri-cans can we hope to assert a unique philosophy of value toCaribbean peoples and cultures. The highest form of Caribbeanphilosophy thus must be plural and dialogical. Unfortunately,dialogues in philosophy have been typically characterized bya fixation with Europe, and a lack of consideration of otherphilosophical traditions or sources. The “New Dialogic” thatI propose here involves a more dynamic model of dialogue toopen or intensify different and multiple avenues of conceptualelaboration. I provide general guidelines or principles for this“New Dialogic” and demonstrate the extent to which Caribbeanphilosophers can both contribute to the expansion of this projectand be aided by it in their formulations of the field. Arguably, Caribbean development has evolved through three distinct historical periods in international political economy and currently must find its way in a fourth—the new multipolar world order. The hitherto three periods were characterized by a system of multipolar colonial imperial empires, bipolar cold war with neocolonialism, and unipolar neoliberalism. The purpose here is to unlock the door to critical thinking on Caribbean social, political, and economic policies for the new multipolarity. The region must dial back its blind pursuit (...) of self-regulating market policies and exercise its sovereign right to determine development paths based on its cultural and historical heritage. A descriptive analysis of theorizing about Caribbean development in each of the periods is presented before some specific sets of conditions are identified for policy formation and operationalization in the new multipolarity. In the immediate aftermath of the Games, this paper sets out to analyse the story of the Games' legacy- its politics, economic impact and to what extent was it successful in transforming Delhi into a global city and India into a sporting force to reckon with. Climate change has substantial impacts on public health and safety, disease risks and the provision of health care, with the poor being particularly disadvantaged. Management of the associated health risks and changing health service requirements requires adequate responses at local levels. Health-care providers are central to these responses. While climate change raises ethical questions about its causes, impacts and social justice, medicine and bioethics typically focus on individual patients and research participants rather than these broader issues. We broaden this focus (...) by examining awareness among health-care providers in the Caribbean region, where geographic and socioeconomic features pose particular vulnerabilities to climate change. In focus groups, Caribbean providers described rises in mosquito-borne, flood-related, heat-related, respiratory and mental illnesses, and attributed these to local impacts of climate change. Their discussions showed that the significance of these impacts differs in different Caribbean nations, raising policy and social justice questions. Bioethics and public health ethics are situated to frame, inform and initiate public and policy dialog about values and scientific evidence associated with climate change. We urge readers to initiate such dialog within their own institutions about the context-dependent nature of the burdens of climate change, and values and policies that permit it to worsen. (shrink)

Within the Caribbean literature, the imaginary—a very often defined notion—is presented in a new light by the fictional and theoretic thought of Patrick Chamoiseau. The imaginary dimension can’t remain something abstract and essential full of invariants. Chamoiseau is mistrustful of the mythical imaginary, however he doesn’t put an end to it but he opens a literary space where everything has to be created. In Chamoiseau’s works, the imaginary dimension is of the highest importance in an ideological battle-field where the (...) main character is the Warrior of the imaginary. His ambition is to switch from monolingualism to multilingualism, therefore the French and the Creole languages—we can read in his writing—crystallize the new and always changing definitions of the imaginary. A Hobbesian utopia might sound paradoxical. Hobbes never prescribed a utopia per se, and he is well-known for his practical and pragmatic approach to human nature and to politics. Yet, this article identifies several utopian elements in Hobbes, starting with the ways in which his contemporaries thought of his work as utopian. Following Galileo and others, Hobbes might have been part of a utopian moment, or at least believed that he was, especially due to his novel and historic philosophy. Behind (...) his dystopian description of the state of nature there is a utopian vision of a civilized, peaceful, and industrious society, the result of true moral philosophy. Finally, the differences between Hobbes and Plato notwithstanding, there might be one overlooked similarity: if Plato designed a republic where Socrates would not have been persecuted, Hobbes might have designed a commonwealth that would produce and allow future Galileos to work without hindrance. Federated Australia was seen for a long time as a significant social ‘laboratory’. The Commonwealth itself was seen as an ‘experiment’. This widespread metaphor relied on a particular pattern of perception: the country was ‘new’ (it was not), and the country was allegedly isolated (it was not, at least not completely). Many believed that its social environment could be controlled, like that of a scientific laboratory. A laboratory is designed to shut all disturbances out – the value of the (...) data and experiments depends on it. This book presents a contextual study of the life and work of the Cambridge Platonist Ralph Cudworth (1617-1688). Focusing on the theological basis of Cudworth's ethical philosophy, this book unlocks the hitherto ignored political aspect to Cudworth's ethical philosophy. Through a detailed examination of Cudworth's published works - particularly his voluminous "True intellectual system of the Universe" -, his posthumously published writings, and his 'freewill' manuscripts Benjamin Carter argues that the ethical and political arguments in Cudworth's philosophy develop out of (...) Cudworth's Trinitarian theology. Carter traces the link between Cudworth's trinitarianism and his ethical and political ideas by placing Cudworth's work in the turbulent religious and intellectual context of seventeenth-century England, and the University of Cambridge in particular. The era from the late fifties to the early seventies was marked in Africa and the Caribbean by a rush of newly articulated anticolonial sentiment that was associated with the burgeoning of both international back consciousness and more localized nationalist movements. Between 1957 and 1973 the vast majority of African and the larger Caribbean colonies won their independence; the same period witnessed the Cuban and Algerian revolutions, the latter phase of the Kenyan “Mau Mau” revolt, the Katanga crisis (...) in the Cong, the Trinidadian Black Power uprising and, equally important for the atmosphere of militant defiance, the civil rights movement in the United States, the student revolts of 1968, and the humbling of the United States during the Vietnam War. This period was distinguished, among Caribbean and African intellectuals, by a pervasive mood of optimistic outrage. Frequently graduates of British or French universities, they were the first generation from their regions self-assured and numerous enough to call collectively for a renunciation of Western standards as the political revolts found their cultural counterparts in insurrections against the bequeathed values of the colonial powers.In the context of such challenges to an increasingly discredited European colonialism, a series of dissenting intellectual chose to utilize a European text as a strategy for getting “out from under this ancient mausoleum of [Western] historic achievement.”1 They seized upon The Tempest as a way of amplifying their class for decolonization within the bounds of the dominant cultures. But at the same time these Caribbeans and Africans adopted the play as a founding text in an oppositional lineage which issued from a geopolitically and historically specific set of cultural ambitions. They perceived that the play could contribute to their self-definition during a period of great flux. So, through repeated, reinforcing, transgressive appropriations of The Tempest, a once silenced group generated its own tradition of “error” which in turn served as one component of the grander counterhegemonic nationalist and black internationalist endeavors of the period. Because that era of Caribbean and African history was marked by such extensive, open contestation of cultural values, the destiny of The Tempest at that time throws into uncommonly stark relief the status of value as an unstable social process rather than a static and, in literary terms, merely textual attribute. Two, ostensibly different, versions of the social contract appear in Hobbes’s Leviathan, a commonwealth by institution and one by acquisition. These versions unexpectedly converge in chapter 20 with his remarkable claim that both commonwealths have the same rights and consequences of sovereignty. I argue that the first of these versions gives rise to a disjunction that logically commits Hobbes to either an impotent state or a Thrasymachean styled tyranny. After this, I describehow he tries to distance himself from the (...) unsettling implications of this disjunction by conflating two importantly different ideas, authorization and empowerment. Next, I explain how this conflation undermines his empowerment thesis for the first version, a difficulty further compounded by the failure of the jus naturalis to supply a normative foundation for this form of commonwealth. I then briefly detail his account of the second version and explain why a Thrasymachean styled tyranny emerges as the only possibility in a commonwealth by acquisition. Finally, after conceding a measure of plausibility to his claim of equivalency for his two forms of commonwealth, I conclude that Hobbes’s commitment to a coalescence of his two versions in chapter 20 effectively transforms his theory of a social contract into a defense of tyranny. In Caribbean literature, being gazed upon is often part of a larger design of imperial governance, conquest and appropriation, where surveillance is constant and omnipresent, particularly in texts that centre on life on the plantation or are set within the colonial house itself. In his first novel Witchbroom, Trinidadian writer Lawrence Scott presents a family saga through the eyes of the family’s last surviving member, Lavren, a hermaphrodite, trickster-narrator who travels through time to write down the record of his/herstory. (...) To tell his/her ‘Carnival Tales’, the narrator sets the scene in the houses of Kairi, in which the turret room features prominently. The room’s shape, location and the vantage point it offers to its privileged entrants allows them to have eyes on everything that goes on on the family estate and to record events accordingly. But the turret room also serves as a place of gendered confinement and seclusion replete with blind spots that the trickster-narrator–or, perhaps, the implied author?–will expose through his/her own supervisory gaze. As such, this contribution proposes to analyse the turret room as a complex and somewhat paradoxical site where scopic power serves at once to hide and reveal, and as a space that concomitantly functions as a ‘heterotopia of deviation’. By focusing on the carnivalesque, metafictional dimensions of the novel more particularly, the article will ultimately seek to examine iterations of authorial control and reader manipulation as literary reassessments of panopticism. Cicero's On the Commonwealth and On the Laws were his first and most substantial attempts to adapt Greek theories of political life to the circumstances of the Roman Republic.
