Progressive taxation has historically been discussed primarily in the context of developed, Western nations. This Article considers its application in two developing, nonwestern economies, emphasizing the differences in political, economic, and cultural contexts and their effect on the progressivity equation. In India these differences include long-standing attitudes, such as the Hindu tradition’s historic ambivalence towards utilitarian arguments, and shorter-term institutional arrangements, such as the division of power within India’s federal system and the tax exemption for agricultural (...) income. In China they include the legacy of Marxism as well as a more long-standing tendency to resolve legal and policy issues based on notions of communal rather than individual welfare. Both countries have limited administrative resources and a relatively small middle class, so that the income tax remains a relatively small albeit growing source of national revenues. In this Article I consider the impact of these factors, and conclude by asking whether a similar "tax life cycle" will apply to both countries or political and cultural differences will result in divergent tax patterns. Furthermore I also evaluate the progressivity problem as a case study in comparative taxation and assess the need to develop a more sophisticated methodology for dealing with institutional, attitudinal, and other cultural differences. Over the past decade, non-invasive prenatal testing (NIPT) has been adopted into routine obstetric care to screen for fetal sex, trisomies 21, 18 and 13, sex chromosome aneuploidies and fetal sex determination. It is predicted that the scope of NIPT will be expanded in the future, including screening for adult-onset conditions (AOCs). Some ethicists have proposed that using NIPT to detect severe autosomal AOCs that cannot be prevented or treated, such as Huntington’s disease, should only be offered to prospective parents (...) who intend to terminate a pregnancy in the case of a positive result. We refer to this as the ‘conditional access model’ (CAM) for NIPT. We argue against CAM for NIPT to screen for Huntington’s disease or any other AOC. Next, we present results from a study we conducted in Australia that explored NIPT users’ attitudes regarding CAM in the context of NIPT for AOCs. We found that, despite overall support for NIPT for AOCs, most participants were not in favour of CAM for both preventable and non-preventable AOCs. Our findings are discussed in relation to our initial theoretical ethical theory and with other comparable empirical studies. We conclude that an ‘unconditional access model’ (UAM), which provides unrestricted access to NIPT for AOCs, is a morally preferable alternative that avoids both CAM’s fundamental practical limitations and the limitations it places on parents’ reproductive autonomy. Whistleblowing is regularly identified as corporate control mechanism to prevent and uncover fraud. We review and compare the legal situation for whistleblowers in the People’s Republic of China and India. In a survey of 942 employees from private companies in both countries, we take a look at the status quo of whistleblowing system implementation, explore preference of channels to disclose fraud or corruption, and analyze under which conditions and what kind of employees prefer external over internal whistleblowing. We (...) find that provisions for mandatory whistleblowing systems can be found in the law of both countries. In China in particular, protection is scattered across many different laws in the private sector. Indian companies seem to have systems in place more often, although this difference becomes smaller the larger the company. The general preference of internal over external channels is similar across countries. Our regression models suggest that external channels are preferred over internal ones when fear of retaliatory measures is higher, the company is smaller, and the whistleblower is female. In line with prior literature, the effect of fear of retaliation is moderated by gender: women are less influenced by retaliation. All in all, implementation of whistleblowing systems seems ubiquitous in both countries; legal protection and comprehensive measures to decrease retaliation are lacking. People from all over the world could now hire Indian women to give birth to babies for them, for a fraction of the cost of surrogacy elsewhere and with no government regulations. After (...) some digging around, I quickly realized that there was scarcely any objective, academic research about this new industry, and so began my ethnographic journey to the first clinic in not just India but in fact in the entire Global South to have a flourishing trade in both national and transnational surrogacy.1Academic inquiry into surrogacy arrangements is adequately interdisciplinary and has generated feminist, ethical, legal, and social debates for more than three decades (see, for example, Andrews 1987; Anderson 1990; Bailey 2011; Brennan and Noggle 1997; Hochschild 2012; Markens 2007; Oliver 1989; Ragoné 1994; Pande 2011; and Teman 2010). While defenders of surrogacy advocate it as a manifestation of women’s freedom and choice, much of the scholarship has displayed intense anxiety about this practice (Corea 1986; Dworkin 1983; Harding 1991; Neuhaus 1988; Raymond 1993; Roberts 1998b; and Rothman 1988). One view is that surrogacy reduces women to a mere breeder class, to the class of prostitutes, and another is that it is just another form of baby selling. Others consider the development of such reproductive technologies as a form of class and gender-based exploitation of women’s bodies. Two additional trends in this scholarship are worth emphasizing. First, [End Page 50] much of the debating takes place in abstraction and is rarely based on the actual experience of surrogates.2 Second,much of this work is about surrogacy in the Global North. This is not altogether surprising, since commercial surrogacy is a very recent phenomenon outside of the Global North.In this essay, I address these two gaps in the literature by analyzing the birthing narratives of surrogates in a clinic in India. As the surrogates compare their experiences of giving birth as a surrogate mother to their previous pregnancies, they underscore the paradox of an industry based on pro-natal technology in an otherwise anti-natal state. As importantly, these narratives are a clear manifestation of a global trend of “stratified motherhood”—“the hierarchical organization of reproductive fecundity and birth experiences that supports and rewards the maternity of some women while despising or outlawing the mother-work of others” (Rapp 2001, 469).Surrogacy in IndiaThe moral and ethical ambiguity surrounding surrogacy has made many countries, including China, the Czech Republic, France, Germany, Italy, Mexico, Saudi Arabia, Spain, Sweden, Switzerland, Taiwan, Turkey, and some U.S. states ban surrogacy altogether. Some countries have imposed partial bans, for instance Australia (Victoria), Brazil, Hong Kong, Hungary, Israel, South Africa, and the UK. Canada, Greece, South Africa, Israel, and the UK permit gestational surrogacy, subject to regulations. Then there are other countries with no regulations at all, such as Belgium, Finland, and India (Markens 2007; Teman 2010). Apart from the recent spurt of surrogacy in India, commercial surrogacy is most prevalent in California, USA, and Israel, where surrogacy is tightly controlled by the state and restricted to Israeli citizens. The Indian structure is closer to the liberal market model of surrogacy in California, where surrogacy births are primarily managed by private, commercial agencies that screen, match, and regulate agreements according to their own criteria (Pande 2009).India is not the only country to experience a rise in transnational surrogacy. Couples from countries such as the UK, Japan, Australia, and Kuwait, where surrogacy is either illegal or restricted, have hired surrogates in the United States to bear babies for them. However, while the total cost of such transnational packages is roughly between $100,000 and $120,000, in India the package costs one-third of that amount. Another factor that explains the popularity of India as a destination for transnational surrogacy is the informality of the market. We, the residents of modernity, live in an unquiet house.This essay examines the relationship between human subjects and their built environment, but it does so less by focusing on architecture than on what one might call ‘architecture once removed'. It is less concerned with the built environment itself than with a prevalent image of that environment in ‘high’ and ‘popular’ culture, in literature, in film and painting. It is my contention that a particular unsettling image of buildings has gained (...) increasing currency in the modern epoch. I will attempt to show that such an image — and a concomitant anxiety — exists, and to offer an explanation for its provenance. (shrink)

Together, China and India account for almost two fifths of mankind. In purchase power parity terms the Chinese economy is the second largest in the world ahead of Japan, and the Indian economy is the fourth largest ahead of Germany. In less than two decades these two big Asian economies together might account for a quarter of the global product. Currently, however, both countries are still poor.Both countries might outgrow poverty, because potential advantages of backwardness as well as (...) fairly strong domestic investment favor growth. Concerning human capital formation China and India differ. China is much better than India in primary school education. Eradication of analphabetism is in sight in China, but far in the future in India. India, however, is much stronger in tertiary education than China. Another major difference between China and India is their degree of integration in the global economy. China benefits much more from the global division of labor than India does. China attracts much more foreign direct investment, too.In the past fifty years, Chinese economic performance was superior to the Indian performance. Nevertheless I reject the interpretation that either China’s autocracy or China’s communist ideology is responsible for China’s better performance. China started to grow faster than the global economy only after Deng Xiaoping liberalized and opened up the economy. Under Mao Zedong and during the great leap forward more than 30 million Chinese starved to death. Similar disasters did not happen in poorer India. If China and India teach a lesson about the impact of regime characteristics on growth, it is the following: Democracy promotes performance quite similar to the global average, autocracy as a constitution of arbitrariness permits much better performance or much worse performance.In the long run, the growth prospects of both China and India depend not only on their own economic policies, but also on Western readiness to take their exports. Open Western markets together with sensible policies in China and India may promote global prosperity and peace.A eux deux, la Chine et l’Inde représentent deux cinquièmes de l’humanité. The dam rush in the upper-Brahmaputra River basin and local, minority resistance to it are the result of complex geopolitical and parochial causes. India and China’s competing claims for sovereignty over the watershed depend upon British and Qing Dynasty imperial precedents respectively. And the two nation-states have extended and enhanced their predecessors’ claims on the area by continuing to erase local sovereignty, enclose the commons, and extract natural resources on a large scale. Historically, the upper basin’s terrain forestalled (...) the thorough integration of this region into both nation-states, but recent technological and economic advances have enabled the two states and their agents to dramatically transformed these landscapes. Many of their projects have perpetuated the interventionist hydrological regimes that India and China also inherited from their imperial forebears. Nevertheless, as with their definition of their borders, neither state has highlighted this historical contingency. Instead, both governments have consistently presented their hydropower projects as shining examples of necessary and benevolent development. Their economy-focused, monolithic development paradigms have, not coincidently, also enabled the systemic side-lining of non-majority cultures, religions and histories. The combination of this cultural exclusion and the nation-states’ late integration of this peripheral region has laid the ground for conflict with local groups over the dam rush. Local identities and experiences have evolved around complex religious, cultural and trade networks, many of which were heavily influenced by the now-defunct Tibetan polity, rather than via modern Chinese and Indian nationalist discourses of development. The dam clashes highlight both the basin’s complex cultural matrixes and the ambiguous relationship Asia’s two most populous nation-states have with their respective imperial pasts. And as the situation remains unresolved, the watershed is an ecological catastrophe in waiting. (shrink)

The relationship between the People’s Republic of China and the Republic of India has traditionally been seen in terms of the interaction of two different trends—cooperation and competition. At the same time, the positive or negative dynamics of China–Indian contacts have mostly been shaped by the extent to which the political leadership of China and India have been prepared at various times to be guided by pragmatic interests and the desire to overcome the legacy of (...) the past. This set of problems includes long-standing territorial disputes, New Delhi’s suspicions of the “all-weather strategic partnership” between Beijing and Islamabad, as well as the sensitive issues of Tibet and the Dalai Lama. Although the idea of ChIndia, as a condominium of the global interests of the two Asian giants and a manifestation of their growing interdependence, is no longer relevant, this article argues that cooperation or confrontation between China and India should not be linked solely to historical matters, but should be viewed from a broader regional and international perspective. Our research reveals that organizations are known as great work places due to their successful performance on certain areas. And, financing for such industries is profitable, where employees are happy and shareholders get highest rate of return for their investments. In our study, a few such organizations have been identified and selected for this article. For successful functioning of organizations, certain areas have been recognized as key performance areas. A corporate image can be measured and assessed, based on its (...) creative and innovative approach. We highlighted about ethics, what makes corporate ethics, involvement of corporation in social responsibilities, and how ethical governance needs to be framed. We also covered ideas, contributions, and suggestions made by various experts from different organizations. In the end, we included questions relating to ethics through which we can measure ethical performances. Finally, we concluded that if ethics are followed by every individual India will flourish in global market. (shrink)

The Green Revolution is often seen as epitomising the dawn of scientific and technological advancement and modernity in the agricultural sector across developing countries, a process that unfolded from the 1940s through to the 1980s. Despite the time that has elapsed, this episode of the past continues to resonate today, and still shapes the institutions and practices of agricultural science and technology. In Brazil, China, and India, narratives of science-led agricultural transformations portray that period in glorifying terms—entailing (...) pressing national imperatives, unprecedented achievements, and heroic individuals or organizations. These “epic narratives” draw on the past to produce meaning and empower the actors that deploy them. Epic narratives are reproduced over time and perpetuate a conviction about the heroic power of science and technology in agricultural development. By crafting history and cultivating a sense of scientific nationalism, exceptionalism, and heritage, these epic narratives sustain power-knowledge relations in agricultural science and technology, which are underpinned by a hegemonic modernization paradigm. Unravelling the processes of assemblage and reproduction of epic narratives helps us make sense of how science and technology actors draw on their subjective representations of the past to assert their position in the field at present. This includes making claims about their credentials to envision and deliver sustainable solutions for agriculture into the future. (shrink)

The advent of techniques of sex selection that rely on assisted reproduction led to a questioning of whether sex selection should be deemed always and everywhere unethical. While China and India are normally associated with condemned practices, they are also implicated in processes that constitute globally stratified sex selection inclusive of its more valued form, often referred to as family balancing. Through an application of Ong and Collier’s concept of global assemblage, I demonstrate how family balancing, which has (...) taken on a “global form,” is tied to an “assemblage” of factors related to the anti-natal, population control contexts that have been pervasive in Asia. Three simultaneously occurring processes since the mid-1990s constituted stratified sex selection: the surfacing of China and India as figurative counter examples in deliberations of ethics on new techniques; active national surveillance of sex ratios as well as denunciation and criminalization of sex selective abortion in China and India; and the role of China and India in neoliberalizing population control and developing globalized markets in reproduction. Accounting for globally stratified sex selection requires a more robust interpretation of ethics that rethinks disciplinary approaches just as much as relativist ones in which respect for individual autonomy tends to overtake all other concerns. The latter are short ethnographic studies of particular communities or healers in East and South Asian countries. All of these are well-written, detailed accounts of particular healing contexts and behaviors. Several are by first-rate veteran ethnographers, such as Laurel Kendall (writing-as usual-on Korean shamans), Mark Nichter (India), Carol Laderman (Malaya), and Geoffrey Samuel (Tibet). Others are by younger scholars, such as Amanda Harris (the Iban of Sarawak), who are carrying on the great tradition. Other essays by Kalpana Ram (India), Marina Roseman (the Temiar of Malaya), Cynthia Hunter (Indonesia), Sydney White (the Naxi of China), Craig Janes (Tibet), and Vincanne Adams (Tibet) complete the picture. All are fine ethnographic sketches.The unifying theme is a classic anthropological one: traditional, small-scale, indigenous traditions meet international forces of change. Inevitably, the former must accommodate to the overwhelmingly greater wealth and power of the agents of the latter. In the medical arena, nations often push international biomedicine to the exclusion of other modes. In the nations under study here, things are a bit more complex; all have their own elite medical traditions, some much changed by contact with biomedicine (as in the case of China's "Traditional Chinese Medicine," with capital letters; it is a new invention, in spite of the name). So local indigenous healers have to accommodate not only to some much-altered form of biomedicine; they usually have to accommodate also to some much-altered form of their country's elite medicine. They improvise, often with striking success. The spirits of the forest are joined by the spirit of canned sardines (see Roseman's chapter), but spiritual healing practice continues.Naturally, this is confusing, and here the book begins to break down a bit. "Modernity" as a concept is taken over from the writings of Foucault, de Certeau, Homi Bhabha, and the like, which are by no means consistent or clear on its meaning. And the authors of this book are far too sophisticated to think of "modernity" as any one thing or as anything at all simple. They are, perforce, left to say that modernity-especially as written up at enormous length and vagueness in the works of the authorities cited-is too complex to address here. (Someone more irreverent might even suggest that "modernity," if indeed it cannot be tightly defined, is not a concept worthy of much attention.) This leaves the book rather undertheorized.Moreover, the authors follow the aforementioned authorities in leaving out bio-scientific considerations, even from descriptions of local modernizing discourses. One wishes for some biomedical diagnoses of cases, for example, for background data on disease incidence, infant and maternal mortality, nutrition, and other basic health concerns. [End Page 702]A reviewer usually should not complain about what is not treated in a book, but in some cases here, stories really need rounding out. Laurel Kendall speaks of Korean folkloristic interest in shamans, but does not mention the fascinating and hotly debated ideas about shamanism as the fount of Korean morality and fine art. Geoffrey Samuel puts discussion of China's brutal crushing of Tibetans and their culture "beyond the scope of this chapter" (p. 215), which deprives the reader of serious consideration of the most obtrusive force shaping Tibetan medical practice today.Such quibbles are minor. In this collection of her provocative essays on Third World art and culture, award-winning filmmaker and theorist Trinh Minh-ha offers new challenges to Western regimes of knowledge. Bringing to her subjects an acute sense of the many meanings of the marginal, Trinh examines Asian and African texts, the theories of Barthes, questions of spectatorship, the enigmas of art, and the perils of anthropology. In one essay, taking off from ideas raised earlier by Zora Neale Hurston, Trinh considers with astonishment (...) the search by Western "experts" for the hidden values of a person or culture, a process of legitimized voyeurism that, she argues, ultimately equates psychological conflicts with depth , while inner experience is reduced to mere personal feeling. When the Moon Waxes Red is an extended argument against reductive analyses, even those that appear politically adroit. Feminist struggle is heterogeneous. The multiply-hyphenated peoples of color are not simply placed in a duality between two cultural heritages; throughout, Trinh describes the predicament of having to live "a difference that has no name and too many names already." She argues for multicultural revision of knowledge so that a new politics can transform reality rather than merely ideologize it. By rewriting the always emerging, already distorted place of struggle, such work seeks to "beat the master at his own game.". (shrink)

SummaryThe contrasting economic and technological histories of Japan, China, and India prior to 1914 are very often explained in socio-cultural terms. It is too easily assumed that culturally Japan was somehow more ‘prone’ to development along Western lines than were either of China and India. This paper addresses the socalled ‘failure’ of economic modernization in China and India in terms of socioeconomic processes and mechanisms. Knowledge and machinery were transferred to all three nations (...) prior to 1914. But only in Japan were conditions favourable to the subsequent adoption, diffusion, and adaptation of technologies. A major argument is that officialdom in China and India was not unwary or dissolute but merely hamstrung through a removal of effective sovereignty over decision making. The reduction of sovereignty was of greater importance than the supposed retardative impact of deeply held cultural traits. (shrink)

In the Western media, stories about China seem to fall into one of two categories: China’s astounding economic development or its human rights abuses. As human rights discourses follow increasingly hegemonic conventions, especially with regard to China, many of their key assumptions remain unexamined. This special issue—the second in a two-part series beginning with “Cosmologies of the Human”—critically investigates the relationship between China and the human as it plays out in law, politics, biopolitics, political economy, (...) labor, medicine, and culture. The contributors interrogate the evolving meanings of “China” and “the human,” both inside China and internationally. The issue tracks the ways in which global discourses treat China—still officially socialist—as similar to, different from, and alternative to Western capitalist modernities. Several essays probe the modern theoretical underpinnings of human rights abuses in China, including a crucial distinction between “the human” and “the people.” Others review the impact of Maoism on Marxist debates in China and in the West, as well as the specific influences of Mao’s writings on French politics and theory in the 1960s. A visual dossier compares eight contemporary Chinese artists, directors, and public image-makers in order to discuss the figure of the human from Tiananmen Square to the 2008 Beijing Olympics. While many contributors discuss China and the West comparatively, the issue interrogates the universalizing claims of both Western and Chinese norms of the human by privileging the local, particular, and eccentric. This special issue features China’s so-called rising presence as (...) one of the key nodes in these global intimacies. The essays by Mei-Hua Chen and Hong-zen Wang, Sealing Cheng, and Wei Wei contribute new approaches to migrant intimacies across borders through their ethnographically rich analyses. Chen and Wang explore cross-border marriages and sex work between Taiwanese men and Mainland Chinese and southeast Asian women; Cheng investigates refugee marriages and the difficulties men from various African nations face in seeking asylum in Hong Kong; and Wei analyzes Mainland Chinese queer reproduction that uses transnational Assisted Reproductive Technologies (ARTs) to enable queer parents to have a genetic link with their children and to be more accepted in Chinese society. Christina Yuen Zi Chung and Sasha Su-Ling Welland explore a broad range of artworks that critically reflect on China’s efforts to create a China-centered global Global Intimacies: China and/in the Global South 252Preface trading network. Paul Amar offers a “deimperial queer analysis” of the all-time top-earning Chinese film, Wolf Warrior 2, illuminating how it both buttresses China’s extractive and militarized investments in African nations and manifests anti-imperialist and utopian impulses. Poems by Zhai Yongming and Xu Lizhi feature the gendered and sexualized precarity and violence of recent social transformations in China resulting from China’s intimate linkages with the global capitalist economy. Finally, Cai Yiping’s News and Views offers a nuanced engagement with the Chinese government’s formal proclamations on women’s rights.1 In the first essay, “Flexible Intimacies in the Global Intimate Economy : Evidence from Taiwan’s Cross-Border Marriages,” Mei-Hua Chen and Hong-zen Wang demonstrate the fallacy of treating cross-border marriages and cross-border sex work as separate as well as grouping women dichotomously under one or the other set of practices. These two seemingly disparate categories are, in effect, produced by state immigration regulations and dominant intersectional discourses of gender, sexuality, and class. Rather than distinguishing between marriage migrants and economic migrants, or between real marriages and fake marriages, Chen and Wang demonstrate the overlapping means by which women from the Global South try to better their lives in what they call the global intimate economy—where the Global North appropriates the reproductive and intimate labor of women from the Global South. The authors develop the concept of “flexible intimacy” to highlight how migrant women treat marriage as an investment through which to improve their lives. They argue that many marriage migrants have economic motivations for cross-border marriage and that migrant sex workers, conversely, are often involved in intimate relationships. Chen and Wang focus their study on Taiwan, which they argue is economically part of the North but politically part of the South due to Mainland China’s “One China” policy, which has marginalized Taiwan in the international political arena. The Old Turkish inscriptions that were written roughly between the beginning of the eighth and the middle of the ninth century A.D. and represent the first testimonies of a Turkish language, include important information about contacts of the ruling Türks and later the Uighurs, who were also Turkish-speaking, with other peoples inside and outside of their el, i.e., their steppe empire. The problem of ‘transcendence’/‘transcendental’/ ‘transcendent’ runs throughout Heidegger’s Being and Time, and it is central to many of its core concerns. The confusion about the different meanings of using the same words in the history of philosophy from Kant to Heidegger causes not only problems in understanding but also problems in the translation of the philosophical classics, especially in a non-Indo-European language such as Chinese. Through examination of Kant’s conception of the ‘transcendental’ and a critical textual analysis of Heidegger’s reinterpretation (...) of ‘transcendence’ as a temporal ecstatic Dasein’s existence, this essay attempts to show that the problem of transcendence, along with the debates over the Chinese translation of the relevant terms, is not merely a problem in a traditional theory of knowledge or epistemology. Rather, it belongs primarily and essentially to fundamental ontology and thus to Heidegger’s question of Being. (shrink)

This study focuses on comparison of perceptions of ethical business cultures in large business organizations from four largest emerging economies, commonly referred to as the BRICs (Brazil, Russia, India, and China), and from the US. The data were collected from more than 13,000 managers and employees of business organizations in five countries. The study found significant differences among BRIC countries, with respondents from India and Brazil providing more favorable assessments of ethical cultures of their organizations than (...) respondents from China and Russia. Overall, highest mean scores were provided by respondents from India, the US, and Brazil. There were significant similarities in ratings between the US and Brazil. (shrink)

The governments of China, India, and the United Kingdom are unanimous in their belief that bioinformatics should supply the link between basic life sciences research and its translation into health benefits for the population and the economy. Yet at the same time, as ambitious states vying for position in the future global bioeconomy they differ considerably in the strategies adopted in pursuit of this goal. At the heart of these differences lies the interaction between epistemic change within (...) the scientific community itself and the apparatus of the state. Drawing on desk-based research and thirty-two interviews with scientists and policy makers in the three countries, this article analyzes the politics that shape this interaction. From this analysis emerges an understanding of the variable capacities of different kinds of states and political systems to work with science in harnessing the potential of new epistemic territories in global life sciences innovation. This project consisted of conducting a survey to medical students from three medical schools in Mexico (...) City with different ethical and humanistic ideas with the aim of evaluating knowledge about IVF techniques and their ethical implications. The survey was applied to 404 medical students. Students in schools with personalistic ethics had a greater recognition of the bioethical principles involved in the use of these techniques. The increasing proliferation of the automobile is one of the hardest practical and ethical problems contemporary societies face, in terms of technology production and use. Nuclear weaponry may be our number one threat, but it is in the hands of a very few, almost inaccessible people. Nanotechology may tum the planet into a "gray goo," in Bill Joy's famous terms; and "superintelligent" machines and "uploaded minds" may engender megalomaniacal power-seekers; but such technologies remain highly speculative. Yet, the automobile is both (...) very real and at hand, as well as in the hands—and daily options—of cotnmon persons who can choose not to use it each time they step into the driver's seat. These daily choices are precisely what Calkins's "automobile proponents' strategies," as if one monohthic force, aim on controlling. He marshals impressive and sobering statistics and evidence to show that not only are the numbers of automobiles in China and India rising astronomically, but a few key persons and agencies are pushing this increase and thus—in full awareness—altering these countries' habitability. One of the early propositions on the nature of Southeast Asia comes from George Coedes’ 1968 The Indianized states of Southeast Asia, which assumes that Southeast Asia and its identity construction resulted from the region’s passive acceptance of culture from India and China. Such is the case that that the cultural landscape of the region becomes a mere accumulation of external influences. Robert Redfield’s notion of “great and little traditions” that Southeast Asian historians used in examining and understanding (...) Southeast Asian identity and history influenced these ideas. Zeus Salazar’s 1988 The Malayan connection, challenges this framing of Southeast Asian history. -/- This study aims to evaluate Salazar’s historiographical contributions to Southeast Asian studies, especially in terms of his efforts to problematize and establish the pan-Malayan identity of insular Southeast Asia. This will be undertaken through a critical review of his works such as Kabihasnang Asyano: Isang pangkasaysayang introduksyon [Asian civilization: A historical introduction] (1990); The Malayan connection (1998); Ang Pilipinong banua/banwa sa mundong Melano-Polynesiano [The Philippines in the Melano-Polynesian world] (2006); and, Asya: Kasaysayan at kabihasnan [Asia: History and civilization] (2010), as well as the works of some scholars in Southeast Asian Studies who have been influenced by Salazar and his works. The research will also show that the nationalist historiography that Salazar advocates emphasizes and highlights the Southeast Asian region’s Austronesian roots as the basis of the region’s cultural identity. Rachel Ramsey Scholars of seventeenth-century intellectual history have generally relegated John Webb to the footnotes of their work on universal language schemes, architectural history, and Sino-European relations. 1 In this essay I suggest that Webb's An Historical Essay Endeavoring a Probability that (...) the Language of the Empire of China is the Primitive Language (1669), which argues that for 5000 years China preserved the language spoken by Adam and Eve in the Garden of Eden, makes significant contributions to seventeenth-century intellectual history and to our understanding of early modern European perceptions of China. When Webb's Essay is placed within the context of the seventeenth-century debates about the "primitive" language of Eden, China's ancient history, and the idealization of that empire's harmonious and prosperous culture, its deeply political nature becomes apparent.The Jesuit accounts and those of other travelers to China were especially appealing to English readers living in the aftermath of the civil wars and the turmoil of the early years of the Restoration because they offered glimpses of a seemingly ideal state ruled by a stable monarchy and blessed with seemingly infinite resources and unimaginable wealth; however, these accounts included evidence that China had maintained an unbroken historical record that antedated the Flood, thus implicitly challenging the veracity of the Old Testament account of Noah and the Universal Deluge. Webb's Essay solves the problem posed by the Jesuit accounts of China's ancient history by placing them within a revised biblical narrative; this solution makes it possible for him to claim that China's [End Page 483] exemplary status is a result of its possession of the primitive language and its socio-political virtues are the consequence of its Noachian origins. The revised biblical narrative not only made Webb's encomium to that country more acceptable to a bible-reading public and protestant king but offered a politically-safe way for him to criticize the restored English monarchy by contrasting it to an idealized account of China's social and political state. More specifically, the circumstances of Webb's years of service in the Office of the King's Works help us further understand what attracted a seventeenth-century architect to the Jesuit accounts of China and what motivated him to write the first English treatise on the Chinese language. Webb's political career allows us to read AnHistoricalEssay as a politico-theological justification for a reasoned critique of the patronage system which Webb held accountable for his thwarted career ambitions. Webb's Career and the Politics of the Restoration John Webb lived through some of England's most turbulent history and witnessed firsthand the effects of monarchical instability and regicide, the uncertainties of the Commonwealth, and the shortcomings of the Restoration. Born to a Somerset family in 1611 and educated at the Merchant Taylors' school, Webb became Inigo Jones's pupil in 1628 and served as his "Clerk Engrosser" from 1633 to 1641 in the Office of the King's Works, where Jones was Surveyor. During the early years of the English revolution Webb served as his mentor's deputy in London after Jones fled north with Charles I, but he was dismissed from his post in 1643 following an "accusation from one Mr. Carter to the Committee of the Revenue, that the said Mr. Jones was at Oxford." 2 During his absence from the Office of the Works, Webb supposedly sent detailed plans of London's fortifications and smuggled jewelry to the king, for which he was briefly imprisoned. 3 After Charles I's execution in 1649, Webb worked on several country houses, including those of the Earl of Rutland at Belvoir, the Earl of Peterborough at Drayton, and Sir Justinian Isham at Lamport but he was firmly excluded from holding any political post as a former consort of the martyred King. 4 He held an appointment briefly... Two of the most important modern Indian Buddhist pioneers are the polyglot explorer and Marxist revolutionary, Rāhul Sāṅk tyāyan (1893–1963), and the Pali scholar and Gandhian nationalist, Dharmānand Kosambī (1876–1947). Although best known as scholars of Buddhism, it is their lesser-known personal lives—namely, their political involvement in anti-colonial efforts, social reform projects, and travels abroad—that are of primary focus in this study. Through an examination of their activities and writings, this essay reveals the methods they employed and the (...) networks of support they utilized in order to propagate Buddhism. In particular, it focuses on two features common to both of their lives: first, their relations with transnational Buddhist organizations and Euro-American and other Asian intellectuals, and second, their collaborative efforts with Indian elites whom they shared similar social, educational and national concerns. These two factors, I argue, were essential to their reconfiguration of a modern Indian Buddhism that was relevant to contemporary Indian concerns. (shrink)

Approximately a quarter of a billion people around the world suffer from malaria each year. Most cases are located in sub-Saharan Africa where Anopheles gambiae mosquitoes are the principal vectors of this public health problem. With the use of CRISPR-based gene drives, the population of mosquitoes can be modified, eventually causing their extinction. First, we discuss the moral status of the organism and argue that using genetically modified mosquitoes to combat malaria should not be abandoned based on some moral (...) value of A. gambiae. Secondly, we argue that environmental impact studies should be performed to obtain an accurate account of the possible effects of a potential eradication of the organism. However, the risks from the purposeful extinction of A. gambiae should not overtake the benefits of eradicating malaria and risk assessments should be used to determine acceptable risks. Thirdly, we argue that the eventual release of the genetically modified mosquitoes will depend on transparency, community involvement, and cooperation between different nations. (shrink)

Noninvasive prenatal testing (NIPT) has become widely available in recent years. While initially used to screen for trisomies 21, 18, and 13, the test has expanded to include a range of other conditions and will likely expand further. This paper addresses the ethical issues that arise from one particularly controversial potential use of NIPT: screening for adult‐onset conditions (AOCs). We report data from our quantitative survey of Australian NIPT users' views on the ethical issues raised by NIPT for AOCs. (...) The survey ascertained support for NIPT for several traits and conditions including AOCs. Participants were then asked about their level of concern around implications of screening for AOCs for the future child and parent(s). Descriptive and comparative data analyses were conducted. In total, 109 respondents were included in data analysis. The majority of respondents expressed support for NIPT screening for preventable (70.9%) and nonpreventable AOCs (80.8%). Most respondents indicated concern around potential harmful impacts associated with NIPT for AOCs, including the psychological impact on the future child and on the parent(s). Despite this, the majority of participants thought that continuation of a pregnancy known to be predisposed to an AOC is ethically acceptable. The implications of these data are critically discussed and used to inform the normative claim that prospective parents should be given access to NIPT for AOCs. The study contributes to a body of research debating the ethical acceptability and regulation of various applications of NIPT as screening panels expand. (shrink)

This essay argues that the third-century BC Ruist “masters” text Xúnzǐ presents a sophisticated approach to semantics and epistemology in which a concern with truth is at best secondary, not central. Xúnzǐ’s primary concern is with identifying and applying the apt dào (way), which for him is a more fundamental concept that underwrites and explains truth claims. Dào refers to a way or path of personal and social conduct, covering prudential, esthetic, ethical, and political concerns. Xúnzǐ is (...) class='Hi'>primarily concerned with whether utterances, along with actions, policies, and social practices, are correct in conforming to dào—specifically, the dào of “good order” (zhì)—rather than whether they are correct in being true. Insofar as he is concerned with truth, he regards the status of assertions as true or not as derivative from their status as following dào or not. A consequence is that for Xúnzǐ questions of value and culture are more basic than questions of truth. (shrink)

This article will present Franz Rosenzweig's attitude toward the religions and cultures of East Asia, and his philosophical response to the trend of German Orientalism, and especially to Martin Buber’s Ecstatic Confessions. Rosenzweig's references to India and China appeared systematically in the first book of the Star of Redemption, once for the analysis of metaphysics, second for the account of metalogic, and the third time as part of the discussion of meta-ethics. A close look at Rosenzweig’s treatment (...) of the cultures and religions of India and China in The Star of Redemption might lead a reader, even a careful one, to the conclusion that he did not seriously regard the dialogue between East and West as having any special significance. However, in this article I will ask to reevaluate the place of Indian and Chinese religions in the Star of Redemption, under Buber’s influence. The cultural elements of Indian and Chinese mythologies contribute to the religious development of humanity - and take a significant part in the development of the religions of revelation and the course of redemption. Their wise comments and criticisms helped in shaping my upcoming research plans, as well as in refining my understanding of this historiographical topic. The eventual readers of this research (...) will certainly benefit from their arguments. I will reply to each review separately, one after the other. Also I could never thank the editors of Philosophy East and West enough for the honor they bestowed on me in hosting this debate.Mapping the ExclusionCatherine König-Pralong provides an extremely knowledgeable and refined review of the book in three sections. The first section is a theoretical evaluation and discussion of the outputs of the monograph through the lens of Reinhard Koselleck's theory of the "temporalization of history" (Verzeitlichung [End Page 230] der Geschichte)1 and her unequalled expertise on the imaginary maps of civilizations. I completely agree with her statement that "from the doxography of the seventeenth century to Brucker's eclecticism, philosophical historiography seemed to be much less attached to historical accuracy than to delimiting regions and identifying peoples and their minds—in a word, to territorializing." The territorialization of philosophy into maps that presented first the lost seeds of divine wisdom (perennialism) and afterwards the exclusive regions of rationality (eclecticism) shows more the Western necessity for a self-definition rather than an effective understanding of the thought of other civilizations. As Metha perfectly expresses it, "Long ago 'Asia' and the 'Orient' became almost existential categories in the European mind."2 It is in this context of 'spatialization of identities' that philosophy became one of the leading characteristics—when not the leading one—of European identity. As the reviewer lucidly remarks, this happened at the expense of philosophy itself. Practical philosophy was put under the superior control of theoretical and logical faculties. It is true that this process was achieved in German pragmatism and Kantian historiography, but this was already evident in Heumann and Brucker's historiographical productions.In her dense analysis, König-Pralong provides bibliographical suggestions that could be integrated within the monograph. I have to admit that, unluckily, I've never come across the two outstanding essays by Wimmer and Rüdiger on Chinese philosophy as a problem of historiography in the eighteenth century, both published in 2017.3 On the contrary, I eagerly read the reviewer's book La colonie philosophique, which was published in March 2019. However, at that time, my monograph was already in the hands of the editor, undergoing the process of double-blind peer review and editing, and hence my argumentation could not benefit from her discussion on temporalization versus historicization and the mapping of civilizations. To quote a sentence from her brilliant book: "L'histoire de la philosophie des Lumières programme en effet une rationalisation de l'histoire et une temporalisation de la philosophie."4 This sentence is a perfect explanation of the "de-territorialization" of India and China from the land of historicity and rationality, namely philosophy. For Brucker, India and China did not possess reliable historical sources, showed childish theoretical capacities, and presented oppressive norms that were not based on moral principles and reasoning.The reviewer agrees with the fact that, at the time of Brucker, we can already find reasons for the exclusion of Asian philosophies, but she contests the thesis that the character of this exclusion was already completely displayed. She suggests that Brucker's Historia critica is mostly a destructive history, showing human mistakes, and that the real targets were Neoplatonism and mystical syncretism, not Asian thought. She writes that "Brucker excluded non-European thoughts from philosophy, but not from the history of philosophy." In my view, Brucker did not insert "barbarian" [End Page 231] and "exotic" civilizations in the history of philosophy, but rather in a critical history—that is, historia critica—of human mistakes. ISBN: 9780198812739. $91.00.In his brief autobiography, “My Own Life,” Hume reports that “almost all [his] life has been spent in literary pursuits and occupations” (E-MOL: xxxi). This is (...) one of at least ten places in this brief work in which he associates himself with “letters” or “literature”—as compared to at most four associations with philosophy. The moral to be inferred is not that Hume considered himself not to be a philosopher. Rather, he conceived of philosophy as a kind of literature. The Treatise was itself a “literary attempt.” Indeed, opposition between the “literary” and “philosophical” aspects of a text would have been foreign to Hume and his contemporaries—a notion for a later age, despite his occasional loose distinction between the relevant genres, as in his list of writings “historical, philosophical, or literary” in “My Own Life” (E-MOL: xxxvi).Yet despite Hume’s own understanding of the continuity between philosophy and literature, broadly conceived, it is still common for contemporary philosophers to ignore literary questions in their examination of Hume’s work, or to presume that one can easily distinguish the “philosophical” parts from the “literary” ones. Tim Milnes’s The Testimony of Sense is therefore a welcome addition to the Hume literature (pun intended). With a particular focus on the essay—a genre of great importance to Hume—Milnes contributes to the small set of engagements with Hume from the disciplinary perspective of English literature. With training in both philosophy and literature, as well as established expertise on Romanticism and its own essays, Milnes is well-qualified for the task. The Testimony of Sense includes sustained engagement with Hume’s contemporaries and successors, but for the purposes of this review, I engage the book primarily as a Hume scholar for Hume scholars.Milnes’s story plays out in three acts. The first establishes the need for public trust created by a skeptical crisis, itself a product of Hume’s criticism of the epistemic program of thinkers in the Cartesian and Lockean traditions. The second explains how the essays of the long eighteenth century constitute a response to that need in various ways. The third reveals in detail how the Romantic essayists, particularly William Hazlitt and Charles Lamb, both respond to and deviate from the “neoclassical” essayists, typified by Hume and Samuel Johnson.The first chapter, “Self and Intersubjectivity,” lays the groundwork by articulating how Hume, Adam Smith, Thomas Reid, and Dugald Stewart identify the need for what we now call intersubjectivity. Milnes describes the common thread as a kind of “natural transcendentalism.” In what sense are these thinkers properly understood as [End Page 175] transcendentalists? The central idea seems to be that all posit things other than reason as “conditions of meaningful thought” (72). For Hume, it is the social, linguistic experience of a community of virtuous judges. The intricate relations between self and other essential to such a community get “internalized within the specular drama of the impartial spectator” (72) in Smith’s writing, which itself takes part in the drama through his “halting, qualified syntax” that mimics “everyday speech” (44). Reid posits a “prescience” of trust, which grounds our reliance on both human testimony and the uniformity of nature, itself undergirded by the design of a benevolent God. Stewart, who posits axiomatic truths that help constitute the “stamina of intellect,” goes furthest, actually calling these truths transcendental (55). This chapter also puts these eighteenth-century thinkers in conversation with twentieth-century theorists, including Habermas, Davidson, and Rorty.Chapter 2, “The Subject of Trust,” deepens the analysis by situating these “natural transcendentalisms” in the broader enlightenment context. In contrast to Descartes, Bacon, and Locke, who were suspicious of our reliance on the opinions of others, the eighteenth-century thinkers understand trust as prior to reason in various ways—though not prior to solidarity. Preston and Hofelich’s (2012) conceptualization of self–other overlap includes both neural and subjective levels, but neural overlap is given a central and necessary role in their model. The model’s broad scope includes many types of empathy phenomena and points to stable patterns and relationships among them. A self–other overlap idea that can cover such a range of phenomena makes gains in explanatory cohesiveness. This may come at the expense of specificity and predictive power in investigating particular neural systems implicated (...) in empathy. The neural overlap concept is broadly useful, but putting it to work in neuroimaging experiments reveals operational ambiguities. Investigating the details of specific systems might suggest further refinements in how we identify meaningful neural self–other overlap. (shrink)

From a largely Western phenomenon, the “animal turn” has, in recent years, gone global. Animals and Human Society in Asia: Historical, Cultural and Ethical Perspectives is just such a timely product that testifies to this trend.But why Asia? The editors, in their very helpful overview essay, have from the outset justified the volume's focus on Asia and ensured that this is not simply a matter of lacuna filling. The reasons they set out include: the fact that Asia is (...) the cradle of early human settlement and animal domestication; Asia encompasses an extreme diversity of closely connected ecosystems and human cultures; Asia is the place where the world's major religions originated; and, as in other parts of the world, Asia's use of animals for food and other utilitarian purposes constitutes a prominent feature of its culture. Through its lively account of the pivotal battles in Mongolian history, especially that against India and China, it illustrates with great success the complex interactions between animals (especially elephants, horses, and humans), technology, and the geographical environment, which jointly exercised their influence on the outcome of warfare and degree of success of political rule. Turning away from the dynamic of warfare, the following two chapters explore the biopolitical question of the management of the horse as a bio-resource in the Mamluk Sultanate of Egypt and Syria (1250–1517) and early Ming Dynasty China, respectively. The first one places its focus on the breeding, procurement, and feeding of the horse subjects in question, while the latter concentrates on the human organization of various resources for the upkeep of government horses—a conventional area of study called “horse administration” in the institutional history of the government in China.The last section, “Animals in Culture and Religion,” examines the changing images of apex predators, such as lions and tigers, in Buddhist perceptions from South Asia to East Asia; the cult of the Horse King in late Imperial China; and the significance of animal signs in Mongolian historiography. They represent an established approach in animal studies that seeks to understand different aspects of human culture through symbolic or metaphorical animals. Instead of treating the animals discussed as mere abstractions, which has been a frequent criticism of works that adopt this approach, the relations between the symbolic animals and their prototype in the natural world were attentively explored. The essay on the cult of the Horse King, for example, closely links the wax and wane of the cult since late imperial China with the changing use and subsequent disuse of the actual horses in agriculture, transportation, commerce, and quotidian life. Yet, classic as these essays on symbolic animals are, one does feel slightly unsatiated when coming to the end of this section, which also marks the end of this volume. Having been reminded early in the introductory essay that Asia was “a major site for the emergence of moral teachings and ethical guidance on the treatment of animals” and how this legacy “still affects the lives of billions of humans to this very day,” one feels naturally rather let down that no article in this volume directly addresses this vital ethical dimension, especially since it belongs to a series on “animal ethics.”Indeed, regarding the task of placing either the nonhuman animals or the ethical relations between humans and other animals center stage, the essays in this volume achieve only varying levels of success. Some authors exhibit a more acute awareness of what “animal studies” or “animal ethics” might entail epistemically and methodically and experiment by paying closer attention to the species-specific characteristics, experience, and agency of nonhuman animals in order to cast off the deified anthropocentrism previously ruled in humanist scholarship. However, others have made no such attempt. For example, in Part II of “Animals as Food,” an essay on the production and consumption of milk in contemporary China, albeit alert to the issue of health hazards to consumers, omits any consideration of the subject from the dairy cows’ perspective under the modern intensive farming system. Moreover, otherwise superb research on the tuna-fishing industry in Japan, with its insightful discussion of the nexus between knowledge economies and imperial politics, too passes over any discussion of the fate of the tuna, whether collectively as a group of living organisms containing 15 species or individually as animals with an embodied experience. One does ponder whether these essays would fit better in a volume on the cultural history of food or on the entwining history of knowledge production, economics, and politics, which conventionally position human interests at the center of research.Taken as a whole, this is an impressive volume that directs our attention to the hitherto understudied world of Asia in animal studies. The long durée, with its interdisciplinary and interregional approach, also most powerfully presents a past in Asia that could not have been the same without the participation of animals at every level, from everyday life to the shaping of cultural values, the construction of belief systems, the building of a national identity, and even the rise and fall of regimes. Scholars and students interested in expanding the frontier of our understanding of the world with a more inclusive “we” should find a wealth of interesting subjects on which to build further research. Finally, the volume also presents a fitting occasion for all scholars committed to animal studies to consider the grave challenge confronting the field that arose alongside its growing respectability and rapid expansion: Should it be oriented toward the destabilization of our previously anthropocentric conception of the world? Or should no such perimeter be imposed, as in this volume? The overall breadth and limitations of this volume leave one pondering this issue. (shrink)

Metaphors can provide a conceptual framework for understanding complex topics and as such, they have frequently been used in COVID-19 discourse. As previous research indicates that conceptual metaphors can influence how people reason about complex topics, the metaphors used to communicate about the pandemic can influence how it is understood and how people respond. This paper investigates the influence of metaphorical framing on emotions and reasoning. An experimental study compares BATTLE and JOURNEY metaphor frames in a hypothetical text (adapted (...) from previous studies) about the pandemic. Our aim is to examine the influence of these frames on readers’ affective state, inferences about the attitudes of others and suggestions to stop the virus from spreading. The results suggest that compared to JOURNEY metaphors, BATTLE metaphors can negatively influence affective state and may influence people to suggest more restrictive solutions to reduce the spread of the virus. Yet, metaphors were not found to influence reasoning about the attitudes of others. We interpret these results in relation to previous studies, suggesting that metaphors may influence emotions and reasoning in some ways only. The results have implications for public communication surrounding the pandemic. Limitations and avenues for future research are discussed. (shrink)

After being at the periphery for decades, India's proactive engagement with East and Southeast Asia has gradually transformed it into an active participant in Asian regional organizations and multilateral processes. This paper examines early Indian attempts at forging pan-Asian unity and assesses the motivations and impact of its Look East Policy. It evaluates India's changing role towards regional cooperation in South Asia and sub-regional groupings, the impact of domestic politics, and discusses how China has influenced Indian (...) perceptions and strategy towards Asian regionalism. Ivanhoe and Bryan Van Norden, contains introductions to and translations of seven important Chinese philosophical works from the sixth to the end of the third centuries B.C.E. The figures included are Kongzi (the Analects), Mozi, Mengzi, Laozi (the Daodejing), Zhuangzi, Xunzi, and Han Feizi. Each selection is about fifty pages in length, including the introductory remarks, which are typically very concise. The translation is followed by a short and briefly annotated bibliography that is divided into two parts: other translations and secondary works. The volume was originally published in 2001 by Seven Bridges Press, but it is now reprinted by Hackett Publishing.A usual worry one has when using an anthology of translations in which works are not rendered in their entirety is that principal passages might be omitted. It cannot always be the case that one's favorite passages will make it into a condensation of a work, but one does expect to find the major component passages available to the reader. With regard to this collection, I must say that while there can be no guarantee that these translators have included everything that everyone will think is important, nonetheless, as I will try to show in what follows, the selections are very well chosen and ably translated.The first selection is taken from the Analects. Edward Slingerland is the translator. Subsequent to his work in this readings collection, Slingerland has recently published an entire translation of the Analects including a robust collection of the commentarial tradition on that work. What few differences I have been able to notice between this version and the publication of the entire translation seem to be inconsequential. In this readings collection, all twenty chapters of the Analects are represented. [End Page 687] Chapter 4, widely regarded as the centerpiece of sayings reliably traceable to Kongzi himself, is translated in its entirety.Slingerland uses several conventions for dealing with the concepts regarded as fundamental to a Confucian lexicon. For example, he leaves ren untranslated. And a few scholars will be troubled by his decision to translate junzi as "gentleman." As an aid to the reader, he often uses pinyin and gives the Chinese character for other strategic terms, but he does not allow the translation to be cluttered with too many characters. He seems to stay always consistent with the overall intention of the editors of the collection to use characters only as an aid to the beginning student and nonspecialist. What one needs to introduce key Confucian concepts and Kongzi's way of dealing with his students is available here.Philip J. Ivanhoe's translation of Mozi follows next. What struck me in the beginning was Ivanhoe's fine introductory essay on Master Mo, and I think it will be of benefit to students and nonspecialists alike. This is especially true if one is considering this anthology for a first course in Chinese philosophy or comparative philosophy. Some scholars will think that Ivanhoe's translation of jian ai as "impartial care" instead of "universal love" is not adequately explained in the introductory remarks and even somewhat problematic. But this could provide a point of conversation in the study of the text.Ivanhoe bases his translation on his own selections from the various versions available of the central chapters of the Mozi but the result is relatively uncontroversial. He includes the important eighth and eleventh chapters, concerned with worthy ministers, and chapter 16 on jian ai. The inclusion of Mozi's remarks on funerals, ghosts, and spirits demonstrates Ivanhoe's claim that Mozi is the first philosopher of China to exhibit a sustained interest in argumentation and debate. The scope of social policy today is extensive. With the changing global scenario, there is a rediscovery of “social” in it. Indubitably, there is a gender perspective on social policy globally. The world Economic Forum states that there are only six countries in the world (Belgium, Denmark, France, Latvia, Luxembourg and Sweden) where women have equal work rights to men. It is noted that the situation in different countries varies when it comes to the working benefits of different genders whether (...) for native or expatriate workers in those places. Though there are rooms to enjoy attractive income and favourable working conditions such as job security, generous retirement plan, and other welfare benefits, there are still various factors that might lead to gender-based differences or gender discrimination in the unique labour market context of the GCC countries. The scenario is distinct in many Scandinavian nations like Sweden. Those countries are often considered the role model for gender equal work allowances. When it comes to India there is still disparity and difference in many areas despite the social security system the country offers in its policies. This paper aims at a descriptive and qualitative study on the causes, consequences and conclusion of the gender disparity in employee allowances in these nations. The study would imply a simple random method of interrogation to examine gender differences empirically within the labour market of the mentioned nations. The economic benefits of a gender-equal nation in the framing of social policy will be emphasized and focused on. (shrink)

Louisville, KY: Fons Vitae, 2007. 271 pp.This particular book—Merton and Buddhism—is the fourth in a series that seeks to study world religions “through the lens of Thomas Merton’s life and writing” (p. viii). The first three volumes in the series are Merton and Sufism, Merton (...) and Hesychasm, and Merton and Judaism. This book continues in the same format and includes essays from a variety of scholars addressing various aspects of Merton’s engagement with different schools of Buddhism. It is divided into four main parts, with a fifth part that contains a helpful bibliography as well as notes on the different contributors. Additionally the text is peppered with a variety of illustrations, including a center section with many pictures of images of the Buddha from different cultural contexts. The assortment of black-and-white illustrations include pictures of people Thomas Merton (1915–1968) met on his travels, pictures he took while on his “Asian Journey,” and pictures of Merton himself and Our Lady of Gethsemani Monastery.The volume begins with two helpful essays that orient a novice reader to the volume. The first essay, by the late Roger Corless (1938–2007), is a simple, straight-forward [End Page 218] introduction to Buddhism. This is useful for readers who are drawn to this book by the desire to learn more about Merton but have no background in Buddhism itself. The second essay is by Bonnie Thurston, who describes her piece as “Merton and Buddhism 101” (p. 15). Her essay describes primarily the “when” and the “why” of Merton’s interest in Buddhism, noting that Merton was not interested in becoming a Buddhist himself, but rather believed that his own (and others’) practice of Christianity could be positively informed by Buddhism, particularly in its attention to meditation and dismantling what Merton called the “false self.”The second main part of the book is devoted to essays that each focus on Merton’s engagement with a specific Buddhist tradition. While it is clear that Merton was particularly influenced by and drawn to Zen Buddhism (Ruben Habito supplies the essay on Merton’s experience with Zen in this section), he did not limit himself to Zen, but sought out connections and experience with individuals from diverse Buddhist backgrounds. Thus, the first essay in this section details his meetings with monks from the Theravada tradition and emphasizes the central role Merton’s own monastic identity played in his understanding and evaluation of Buddhism as a whole.The second essay is of particular importance, as it discusses Merton’s engagement with Tibetan Buddhism, which many believe would have developed into a much deeper connection had his exposure to Tibetan Buddhism not come at the very end of Merton’s life. The author of this essay, Judith Simmer-Brown, notes that “Previously, Merton’s interests had been in Zen Buddhism, but after meeting Tibetans in India he felt an immediate rapport” (p. 53). The Tibetans also shared this experience. The Dalai Lama (from whom Merton received meditation instruction), Trungpa Rinpoche, and Chadral Rinpoche, among others, all recognized his spiritual depth and honesty. At the end of her essay, Simmer-Brown reflects on the strong impression the mountain Kanchenjunga made on him (this is the “seventh mountain” of Merton’s personal geography—see The Seven Mountains of Thomas Merton, by Michael Mott) and speculates as to how Merton might have continued to explore Tibetan Buddhism, had he lived beyond the year.The final essay in this section is of a different nature, but serves a very important purpose. John Keenan’s essay, “The Limits of Thomas Merton’s Understanding of Buddhism,” makes clear that Merton’s understanding of Buddhism reflects the general ignorance of Buddhism by Western Christians at that time, and thus, while Merton’s engagement with Buddhism was “welcome and mind-stretching” to his audience in the 1960s, it is “quite insufficient today for any dialogue with Buddhism, or with Zen” (p. 121). Named for the famous Chinese minister of state, Guan Zhong, the Guanzi is one of the largest collections of ancient Chinese writings still in existence. With this volume, W. Allyn Rickett completes the first full translation of the Guanzi into English. This represents a truly monumental effort, as the Guanzi is a long and notoriously difficult work. It was compiled in its present form about 26 B.C. by the Han dynasty scholar Liu Xiang and the surviving text consists (...) of some seventy-six anonymous essays dating from the fifth century B.C. to the first century B.C.The forty-two chapters contained in this volume include several which present Daoist theories concerning self-cultivation and the relationship between the body and mind as well as the development of Huang-Lao political and economic thought. The "Dizi zhi" chapter provides one of the oldest discussions of education in China. The "Shui di" chapter refers to the circulation of blood some two thousand years before the discoveries of William Harvey in the West. Other chapters deal with various aspects of statecraft, Yin-Yang and Five Phases thought, folk beliefs, seasonal calendars, and farming. Perhaps the best-known chapters are those that deal with various methods of controlling and stimulating the economy. They constitute one of the world's earliest presentations of a quantity theory of money. Throughout the text, Rickett provides extensive notes.
