The objective of Working Group 4 of the COST Action NET4Age-Friendly is to examine existing policies, advocacy, and funding opportunities and to build up relations with policy makers and funding organisations. Also, to synthesize and improve existing knowledge and models to develop from effective business and evaluation models, as well as to guarantee quality and education, proper dissemination and ensure the future of the Action. The Working Group further aims to enable capacity building to improve interdisciplinary participation, to promote knowledge (...) exchange and to foster a cross-European interdisciplinary research capacity, to improve cooperation and co-creation with cross-sectors stakeholders and to introduce and educate students SHAFE implementation and sustainability. To enable the achievement of the objectives of Working Group 4, the Leader of the Working Group, the Chair and Vice-Chair, in close cooperation with the Science Communication Coordinator, developed a template to map the current state of SHAFE policies, funding opportunities and networking in the COST member countries of the Action. On invitation, the Working Group lead received contributions from 37 countries, in a total of 85 Action members. The contributions provide an overview of the diversity of SHAFE policies and opportunities in Europe and beyond. These were not edited or revised and are a result of the main areas of expertise and knowledge of the contributors; thus, gaps in areas or content are possible and these shall be further explored in the following works and reports of this WG. But this preliminary mapping is of huge importance to proceed with the WG activities. In the following chapters, an introduction on the need of SHAFE policies is presented, followed by a summary of the main approaches to be pursued for the next period of work. The deliverable finishes with the opportunities of capacity building, networking and funding that will be relevant to undertake within the frame of Working Group 4 and the total COST Action. In this position paper, we have used Alan Cooper’s persona technique to illustrate the utility of audio- and video-based AAL technologies. Therefore, two primary examples of potential audio- and video-based AAL users, Anna and Irakli, serve as reference points for describing salient ethical, legal and social challenges related to use of AAL. These challenges are presented on three levels: individual, societal, and regulatory. For each challenge, a set of policy recommendations is suggested.

BackgroundInformation and communication technology solutions have the potential to support active and healthy aging and improve monitoring and treatment outcomes. To make such solutions acceptable, all stakeholders must be involved in the requirements elicitation process. Due to the COVID-19 situation, alternative approaches to commonly used face-to-face methods must often be used. One aim of the current article is to share a unique experience from the Pharaon project where due to the COVID-19 outbreak alternative elicitation methods were used. In addition, an (...) overview of common functional, quality, and emotional goals identified by six pilot sites is presented to complement the knowledge about the needs of older adults.MethodsOriginally planned face-to-face co-creation seminars were impossible to carry out, and all pilot sites chose alternative requirements elicitation methods that were most suitable in their situation. The elicited requirements were presented in the form of goal models. In one summary goal model, we provide an overview of common functional, quality, and emotional goals.ResultsDifferent elicitation methods were combined based on the digital literacy of the target group and their access to digital tools. Methods applied without digital technologies were phone interviews, reviews of literature and previous projects, while by means of digital technologies online interviews, online questionnaires, and virtual co-creation seminars were conducted. The combination of the methods allowed to involve all planned stakeholders. Virtual and semi-virtual co-creation seminars created collaborative environment comparable to face-to-face situations, while online participation helped to save the time of the participants. The most prevalent functional goals elicited were “Monitor health,” “Receive advice,” “Receive information.” “Easy to use/comfortable,” “personalized/tailored,” “automatic/smart” were identified as most prevalent quality goals. Most frequently occurring emotional goals were “involved,” “empowered,” and “informed.”ConclusionThere are alternative methods to face-to-face co-creation seminars, which effectively involve older adults and other stakeholders in the requirements elicitation process. Despite the used elicitation method, the requirements can be easily transformed into goal models to present the results in a uniform way. The common requirements across different pilots provided a strong foundation for representing detailed requirements and input for further software development processes. (shrink)

Ambient assisted living technologies are increasingly presented and sold as essential smart additions to daily life and home environments that will radically transform the healthcare and wellness markets of the future. An ethical approach and a thorough understanding of all ethics in surveillance/monitoring architectures are therefore pressing. AAL poses many ethical challenges raising questions that will affect immediate acceptance and long-term usage. Furthermore, ethical issues emerge from social inequalities and their potential exacerbation by AAL, accentuating the existing access gap between (...) high-income countries and low and middle-income countries. Legal aspects mainly refer to the adherence to existing legal frameworks and cover issues related to product safety, data protection, cybersecurity, intellectual property, and access to data by public, private, and government bodies. Successful privacy-friendly AAL applications are needed, as the pressure to bring Internet of Things devices and ones equipped with artificial intelligence quickly to market cannot overlook the fact that the environments in which AAL will operate are mostly private. The social issues focus on the impact of AAL technologies before and after their adoption. Future AAL technologies need to consider all aspects of equality such as gender, race, age and social disadvantages and avoid increasing loneliness and isolation among, e.g. older and frail people. Finally, the current power asymmetries between the target and general populations should not be underestimated nor should the discrepant needs and motivations of the target group and those developing and deploying AAL systems. Whilst AAL technologies provide promising solutions for the health and social care challenges, they are not exempt from ethical, legal and social issues. A set of ELSI guidelines is needed to integrate these factors at the research and development stage. (shrink)

In the first section, we aim to provide background on important themes in social egalitarianism and to set the context for understanding which significant questions the chapters in this book pose and attempt to answer. In this section we focus especially on what could be said to characterize socially egalitarian relationships, on which relationships are of concern, and on what might make social egalitarianism distinct. What is a just way of spending public resources for health and health care? Several significant answers to this question are under debate. Public spending could aim to promote greater equality in health, for example, or maximize the health of the population, or provide the worst off with the best possible health. Another approach is to aim for each person to have "enough" so that her health or access to health care does not fall under a critical level. This latter (...) approach is called sufficientarian. Sufficientarian approaches to distributive justice are intuitively appealing, but require further analysis and assessment. What exactly is sufficiency? Why do we need it? What does it imply for the just distribution of health or healthcare? This volume offers fresh perspectives on these critical questions. Bayesian epistemologists support the norms of probabilism and conditionalization using Dutch book and accuracy arguments. These arguments assume that rationality requires agents to maximize practical or epistemic value in every doxastic state, which is evaluated from a subjective point of view (e.g., the agent’s expectancy of value). The accuracy arguments also presuppose that agents are opinionated. The goal of this paper is to discuss the assumptions of these arguments, including the measure of epistemic value. I have designed AI agents based (...) on the Bayesian model and a nonmonotonic framework and tested how they achieve practical and epistemic value in conditions in which an alternative set of assumptions holds. In one of the tested conditions, the nonmonotonic agent, which is not opinionated and fulfills neither probabilism nor conditionalization, outperforms the Bayesian in the measure of epistemic value that I argue for in the paper (α-value). I discuss the consequences of these results for the epistemology of rationality. (shrink)

I propose the notion of ‘epistemic sanity’, a property of parsimony between the holding of true but not false beliefs and the consideration of our cognitive limitations. Where ‘alethic value’ is the epistemic value of holding true but not false beliefs, the ‘alethic potential’ of an agent is the amount of extra alethic value that she is expected to achieve, given her current environment, beliefs, and reasoning skills. Epistemic sanity would be related to the holding of (true or false) beliefs (...) that increase the agent's alethic potential (relevant beliefs) but not of beliefs that decrease it (this is related to cognitive parsimony). Suspension of judgment, forgetting, and clutter avoidance are the main contributors to an agent's epistemic sanity, where this paper focuses on suspension. I argue that rational suspension favors the holding of true and relevant beliefs, which is not the case for the extremes of opinionation (no suspension) and skepticism (general suspension). In the absence of evidence, opinionated agents are often forced to rely on principles such as the principle of indifference, but suspension dominates indifference in terms of alethic value in some conditions. A rational agent would only find it beneficial to adopt skepticism if she considers herself to be an anti-expert about her entire agenda, but then ‘flipping’ beliefs maximizes expected alethic value in relation to skepticism. The study of epistemic sanity results in an ‘impure’ veritism, which can deal with some limitations of veritism (e.g., explaining the existence of false but relevant beliefs). (shrink)

Many social gradients in health appear steeper for men than for women. I refer to this as the “Steepness Puzzle.” This paper explores the ethical implications of this Puzzle. First, it identifies potential explanations for the Steepness Puzzle, including methodological problems. Second, it highlights two harms associated with the methodological explanation: the consequences of biased epistemic practices and the marginalization of women. It also demonstrates how attempts to flatten the gradients in health could disproportionately favor men or reinforce troubling gendered (...) norms. In 1932, John von Neumann argued for the equivalence of the thermodynamic entropy and −Trρlnρ, since known as the von Neumann entropy. Meir Hemmo and Orly R. Shenker recently challenged this argument by pointing out an alleged discrepancy between the two entropies in the single-particle case, concluding that they must be distinct. In this article, their argument is shown to be problematic as it allows for a violation of the second law of thermodynamics and is based on an incorrect calculation (...) of the von Neumann entropy. In the fifteenth century, idolatry could be understood as one in a diversity of religious rites. Nicholas of Cusa and subsequent Platonists emphasized that no rite was necessary, only love, and drew on prisca theologia to understand religion throughout the world. By the turn of the sixteenth century, cosmographers such as Peter Martyr Anglerius incorporated these ideas into descriptions of religious and cultural practice. Early Reformation concerns about removing superstitious rites and images, and the Counter-Reformation response to that critique, led (...) to a vilification of heterodox religion as idolatrous and the increasing location of idolatry in cultures outside of Europe. The effects of the COVID-19 pandemic have rippled across the United States’ (US) agri-food system, illuminating considerable issues. US seed systems, which form the foundation of food production, were particularly marked by panic-buying and heightened safety precautions in seed fulfillment facilities which precipitated a commercial seed sector overwhelmed and unprepared to meet consumer demand for seed, especially for non-commercial growers. In response, prominent scholars have emphasized the need to support both formal (commercial) and informal (farmer- and gardener-managed) seed systems to (...) holistically aid growers across various contexts. However, limited attention to non-commercial seed systems in the US, coupled with a lack of consensus surrounding what exactly a resilient seed system looks like, first warrants an exploration into the strengths and vulnerabilities of existing seed systems. This paper seeks to examine how growers navigated challenges in seed sourcing and how this may reflect the resilience of the seed systems to which they belong. Using a mixed-methods approach which includes data from online surveys (n = 158) and semi-structured interviews (n = 31) with farmers and gardeners in Vermont, findings suggest that growers were able to adapt – albeit through different mechanisms depending on their positionality (commercial or non-commercial) within the agri-food system. However, systemic challenges emerged including a lack of access to diverse, locally adapted, and organic seeds. Insights from this study illuminate the importance of creating linkages between formal and informal seed systems in the US to help growers respond to manifold challenges, as well as promote a robust and sustainable stock of planting material. This volume brings together a collection of ten original essays which present new analyses of social and relational equality in philosophy and political theory. The essays analyze the nature of social equality and its relationship with justice and with politics.

What kind of equality should we value and why? Current debate centres around whether distributive equality is valuable. However, it is not the only (potentially) morally significant form of equality. David Miller and T. M. Scanlon have emphasised the importance of social equality—a strongly egalitarian notion distinct from distributive equality, and which cannot be reduced to a concern for overall welfare or the welfare of the worst-off. However, as debate tends to focus on distribution, social equality has been neglected and (...) we do not have a clear understanding of what it is and why it might be valuable. The most widespread models of rational reasoners (the model based on modal epistemic logic and the model based on probability theory) exhibit the problem of logical omniscience. The most common strategy for avoiding this problem is to interpret the models as describing the explicit beliefs of an ideal reasoner, but only the implicit beliefs of a real reasoner. I argue that this strategy faces serious normative issues. In this paper, I present the more fundamental problem of logical omnipotence, which highlights (...) the normative content of the problem of logical omniscience. I introduce two developments of the notion of implicit belief (accessible and stable belief ) and use them in two versions of the most common strategy applied to the problem of logical omnipotence. Much research is currently being conducted on health care practitioners' experiences of moral distress, especially the experience of nurses. What moral distress is, however, is not always clearly delineated and there is some debate as to how it should be defined. This article aims to help to clarify moral distress. My methodology consists primarily of a conceptual analysis, with especial focus on Andrew Jameton's influential description of moral distress. I will identify and aim to resolve two sources of confusion about (...) moral distress: the compound nature of a narrow definition of distress which stipulates a particular cause, i.e. moral constraint, and the distinction drawn between moral dilemma and moral distress, which implies that the two are mutually exclusive. In light of these concerns, I argue that the definition of moral distress should be revised so that moral constraint should not be a necessary condition of moral distress, and that moral conflict should be included as a potential cause of distress. Ultimately, I claim that moral distress should be understood as a specific psychological response to morally challenging situations such as those of moral constraint or moral conflict, or both. This paper is about the alethic aspect of epistemic rationality. The most common approaches to this aspect are either normative (what a reasoner ought to/may believe?) or evaluative (how rational is a reasoner?), where the evaluative approaches are usually comparative (one reasoner is assessed compared to another). These approaches often present problems with blindspots. For example, ought a reasoner to believe a currently true blindspot? Is she permitted to? Consequently, these approaches often fail in describing a situation of alethic maximality, (...) where a reasoner fulfills all the alethic norms and could be used as a standard of rationality (as they are, in fact, used in some of these approaches). I propose a function α, which accepts a set of beliefs as inputand returns a numeric alethic value. Then I use this function to define a notion of alethic maximality that is satisfiable by finite reasoners (reasoners with cognitive limitations) and does not present problems with blindspots. Function α may also be used in alethic norms and evaluation methods (comparative and non-comparative) that may be applied to finite reasoners and do not present problems with blindspots. A result of this investigation isthat the project of providing purely alethic norms is defective. The use of function α also sheds light on important epistemological issues, such as the lottery and the preface paradoxes, and the principles of clutter avoidance and reflection. (shrink)

The adaptation-by-binding account and the arousal-biased competition model suggest that emotional arousal increases binding effects for transient links between stimuli and responses. Two highly-powered, pre-registered experiments tested whether transient stimulus-response bindings are stronger for high versus low arousing stimuli. Emotional words were presented in a sequential prime-probe design in which stimulus relation, response relation, and stimulus arousal were orthogonally manipulated. In Experiment 1 (N = 101), words with high and low arousal levels were presented individually in prime and probe displays. (...) In Experiment 2 (N = 170), a high arousing affective word was presented simultaneously with a neutral word during the prime display; in the subsequent probe display, either the arousing or the neutral word repeated or a different high versus low arousal word was shown. Data from both experiments did not demonstrate a modulation of SRBR effects by stimulus arousal and SRBR effects were of equal magnitude for word stimuli of high and low arousal levels. These null results are not in line with binding accounts that hypothesise a modulatory influence of emotional arousal on perception-action binding. (shrink)

This article explores safety and politics of space in two ways. First, it reviews research on women’s fear and calls for safer cities, identifying four contradictions in the geography of fear discourse. Second, it elaborates on how including various forms of fear may repoliticize the contemporary depoliticized and co-opted safety discussion by focusing on sexist and racist threats rather than exclusively on the white middle classes. Here, threats to veiled Muslim women and their experiences in public spaces are, in particular, (...) emphasized as exemplifying fears that are neglected in the safety debate. The article concludes that, rather than the whole safety issue being dismissed as ‘neoliberal’, there is an urgent need to strengthen the analysis of power and illuminate experiences of pain and fear in sexist and racist violence. Texts about theory in nursing often refer to theory construction by using inductive methods in a rigid way. In this paper, it is instead argued that theories are created, which is in line with most philosophers of science. Theory creation is regarded as a creative process that does not follow a specific method or logic. As in any creative endeavour, the inspiration for theory creation can come from many sources, including previous research and existing theory. The main idea put forward (...) is that deductive qualitative research approaches should play a key role in theory creation. Furthermore, there is a need to differentiate between theory creation and theory justification. A model that emphasizes the creative aspects of theory creation and theory justification using qualitative approaches is presented. The model suggests that knowledge development is a deductive trial‐and‐error process where theory creation is followed by testing. Scientific theory creation and justification are presented as an iterative process that is deductive in that a testable hypothesis is derived from the theory. If the hypothesis is falsified, then the theory needs modification or might be altogether wrong. Several factors can block the creative process, both in theory development and in finding ways to test a theory in the justification phase. Some of these blockers are the idea of ‘building blocks’ and the inductive view of science often brought forward in nursing. Other blockers include striving for consensus and adherence to existing nursing philosophies and existing theories. Research and knowledge development are creative processes, and following predefined methods is not enough to ensure scientific rigour in qualitative nursing research. (shrink)

This article conveys some of the findings from a hermeneutic-phenomenological study on lived experiences of school failure. The informants were students in Swedish senior high schools and teenagers in Swedish juvenile institutions. Contrary to the common belief that school failure is related to low grades or failing exams, the students’ descriptions of lived experiences of failure had little to do with intellectual shortcomings. The students’ interpretation of my research question did not encompass cognitive deficiencies. They rarely spoke of failure to (...) understand, or failure to meet scholastic demands. Instead, the students offered stories about failure to behave according to expectations and the way in which they experienced their teachers’ reactions to this ‘deviant’ behaviour. Thus, the question of school failure did not revolve around the students’ cognitive knowledge and proficiency – or lack of thereof – but around the hidden curriculum. The feelings the students lived through while experiencing failure included lack of trust, confidence, belief, joyfulness, patience, hope, and serenity. The origin and evolutionary dynamics of the spatial heterogeneity in genomic base composition have been debated since its discovery in the 1970s. With the recent availability of numerous genome sequences from a wide range of species it has been possible to address this question from a comparative perspective, and similarities and differences in base composition between groups of organisms are becoming evident. Ample evidence suggests that the contrasting dynamics of base composition are driven by GC‐biased gene conversion (gBGC), a process (...) that is associated with meiotic recombination. In line with this hypothesis, base composition is associated with the rate of recombination and the evolutionary dynamics of the recombination landscape, therefore, governs base composition. In addition, and at first sight perhaps surprisingly, the relationship between demography and genomic base composition is in agreement with the gBGC hypothesis: organisms with larger populations have higher GC content than those with smaller populations. Word co‐occurrence patterns in language corpora contain a surprising amount of conceptual knowledge. Large language models (LLMs), trained to predict words in context, leverage these patterns to achieve impressive performance on diverse semantic tasks requiring world knowledge. An important but understudied question about LLMs’ semantic abilities is whether they acquire generalized knowledge of common events. Here, we test whether five pretrained LLMs (from 2018's BERT to 2023's MPT) assign a higher likelihood to plausible descriptions of agent−patient interactions than to minimally (...) different implausible versions of the same event. Using three curated sets of minimal sentence pairs (total n = 1215), we found that pretrained LLMs possess substantial event knowledge, outperforming other distributional language models. In particular, they almost always assign a higher likelihood to possible versus impossible events (The teacher bought the laptop vs. The laptop bought the teacher). However, LLMs show less consistent preferences for likely versus unlikely events (The nanny tutored the boy vs. The boy tutored the nanny). In follow‐up analyses, we show that (i) LLM scores are driven by both plausibility and surface‐level sentence features, (ii) LLM scores generalize well across syntactic variants (active vs. passive constructions) but less well across semantic variants (synonymous sentences), (iii) some LLM errors mirror human judgment ambiguity, and (iv) sentence plausibility serves as an organizing dimension in internal LLM representations. Overall, our results show that important aspects of event knowledge naturally emerge from distributional linguistic patterns, but also highlight a gap between representations of possible/impossible and likely/unlikely events.
