Communism lost the Cold War, not to pure free market capitalism, but to a range of diverse economic systems based onvarying degrees and forms of social regulation of the market. Such social regulation was possible because both polities and economies were primarily national. Since the end of the Cold War, there has been rapid globalization of the economy, but not of effective social regulation. Incipient global political institutions are too weak to regulate global corporate power, while national governments no longer (...) have sufficient reach to regulate large multinationals. Corporate self-regulation has begun, but only haltingly and mostly ineffectively.While global prosperity has risen dramatically in recent decades, not everyone has progressed since the end of the Cold War. Since 1990 some 55 countries have had declining per capita incomes, while inequality has risen within and between countries. It is too soon to say whether global capitalism will be saved from itself by regulation, just as American national capitalism may have been saved by the New Deal reforms it opposed. As Pope John Paul II has warned, the world must not succumb to a "radical capitalist ideology" which "blindly entrusts" social problems to market forces. (shrink)

This paper proposes a cognitive linguistic explanation of the unusual narrative construal of time as moving backwards. It shows that backwards time in narrative involves setting up an alternative space in which a second narrative is constructed simultaneously, resulting in a viewpoint hierarchy which postulates four viewpoints on each discourse statement. The paper draws together research on conceptual metaphor, mental spaces theory and viewpoint multiplicity, bringing it to bear on discourse fragments. The majority of these are taken from Martin Amis’s (...) Time’s Arrow (Amis, Martin. 2003 [1991]. Time’s Arrow. London: Vintage.) (a logically consistent and linguistically revealing text), but the discussion is contextualised with further examples. It is argued that the causal construal implied by narrative is not limited by our phenomenological experience, as other studies (e.g., Evans, Vyvyan. 2013. Language and time: A cognitive linguistics approach. Cambridge: Cambridge University Press.) might suggest, but is instead prompted by conceptual re-interpretation of deictic markers in the discourse. The analysis focuses on causal construal, negation (especially causal catachresis), and alternativity. It shows how linguistic features at the sentential level generate top-down reorganization of both episodic structure and discourse meaning, and how this relies on multiplicity of viewpoint and a conceptual “zooming out” prompting the perception of irony. Scholars debate whether the Buddha’s teachings preserved in the Pāli Canon can be considered philosophy, and whether the Buddha himself can be considered a philosopher. The existence of a philosophically tractable Buddhist soteriology is not in doubt; however, there is debate over the point at which this structure emerges in the tradition. In this essay we put forth several prominent objections to reading the Buddha as a philosopher, then offer responses to these objections based in part on the work of (...) Pierre Hadot. While we cannot claim to capture the definitive reading of the Buddha, we suggest that close attention to the Nikāyas gives reason to read him as a philosopher.1Paul.. (shrink)

The project in this essay will be to chart a naturalist theory of content for perceptual states, where the content is constituted by that state of the world picked out by a proposition telling us what it is that is believed, desired, etc. We will focus on the perceptual states of desire and vision, and only on contents involving physical objects. ;We will begin by doing an overview of some recent attempts to define function. We will consider a treatment by (...) Peter Godfrey-Smith, who looks at the "recent history" of an organism to determine the functions of its parts. We will end the section with a definition of function upon which we will base what follows. ;Then we investigate the nature of need, in order to get an eventual handle on desire. Desire states function to dispose behavior that fulfills unmet needs. We will pick out the state change which meets the need and extinguishes the desire as the proper object of the desire state D in question. ;Then we turn to the problems of determining content in visual states. We will look for how the visual system provides information which allows an organism to locate and re-locate an object in space over time. We will use David Marr's theory of vision as a basis for understanding the function of the visual system. We will pay particular attention to how the visual sytem's modules transform two-dimensional information into information about the relative depths and locations of objects in the world. ;Finally, material from Gareth Evans will help us investigate the role of the behavioral system in determining the content of perceptual states. What makes Marr's information information "about" depth and placement depends crucially upon how it is used in patterns of behavior to enhance fitness. This gives us a method of cashing out what it is to locate and re-locate an object without relying on an unexplained ability to represent. (shrink)

This essay explores Elster's analysis of Marx's theory of historical evolution. The meaning of the terras ?productive forces? and the ?relations of production? are examined both as specified by Marx and interpreted by Elster. The essay then goes on to demonstrate how the modern literature on transaction costs can provide a more precise and useful framework within which to explore the ongoing tension between productive forces and relations of production.

Economic theory is built on assumptions about human behavior – assumptions which are embodied in rational choice theory. Underlying those assumptions are implicit notions about how the mind works. Until recently economists have not self‐consciously examined those implicit notions, but recent work in economics and particularly game theory has forced economists to explore the sources of the beliefs that underlie economic choices and therefore to build a bridge between cognitive science and economics. Ken Binmore has written an exciting book and I am in complete agreement with his objectives and conclusions. But his approach is flawed because of his reliance on tools of analysis to understand the way the mind and brain have developed that are not up to explaining our evolving understanding of the human environment.

Thomas Hobbes has recently been cast as one of the forefathers of political realism. This article evaluates his place in the realist tradition by focusing on three key themes: the priority of legitimacy over justice, the relation between ethics and politics, and the place of imagination in politics. The thread uniting these themes is the importance Hobbes placed on achieving a moral consensus around peaceful coexistence, a point which distances him from realists who view the two as competing goals of (...) politics. The article maintains that only a qualified version of the autonomy of the political position can be attributed to Hobbes, while arguing more generally that attending to the relation between ethics and politics is central to assessing his liberal credentials from a realist perspective. Against the prevalent reading of Hobbes as a hypothetical contract theorist, the article proceeds to show that the place of consent in his theory is better understood as part of his wider goal of transforming the imagination of his audience: a goal which is animated by concerns that realists share. In his posthumously published lectures, Politics in Commercial Society, István Hont argues that Jean-Jacques Rousseau and Adam Smith should be understood as theorists of commercial society. This article challenges Hont’s interpretation of both thinkers and shows that some of his key claims depend on conflating the terms ‘commercial society’ and ‘commercial sociability’. I argue that, for Smith, commercial society should not be defined in terms of the moral psychology of commercial sociability, before questioning Hont’s Epicurean interpretation of Smith’s theory of (...) sociability. I then turn to Rousseau and outline some of the difficulties involved with classifying him as a theorist of commercial society, the most important of which is that he often appeared to be more deeply opposed to commercial progress than Hont suggests. I conclude by highlighting some of the most salient differences between Rousseau’s and Smith’s views of the politics of eighteenth-century Europe. (shrink)

This article analyzes the relationship between the ideas of cruelty and injustice in Judith Shklar’s political theory. Shklar’s The Faces of Injustice is sometimes read as an instantiation of the liberalism of fear, which regards cruelty and the fear that it inspires as the summum malum. I challenge this interpretation and instead argue that her account of injustice should be read independently of her commitment to the liberalism of fear. In doing so, I show how her exploration of the faces (...) of injustice—especially the importance she accords to passive injustice and the sense of injustice—raises important challenges for the liberal case for putting cruelty first. Although democratic attitudes and institutions constitute the best available remedy for the sense of injustice, on Shklar’s account, those who focus too much on the requirements of democratic citizenship risk treating injustice as a greater evil than cruelty, which could, in turn, facilitate cruelty and undermine liberal democracy. I conclude by suggesting that the republican-inspired theory of citizenship from The Faces of Injustice, which Shklar outlines in response to the problem of passive injustice, reflects a distinct strand of her political theory that goes beyond the more familiar defense of law-bound constitutional government associated with the liberalism of fear. In this respect, I argue that the _Leviathan_ account is better understood as filling in gaps and resolving equivocations in Hobbes’s theory, rather than marking a decisive break in his thinking. First, while Hobbes only explicitly distinguishes between the “alienation” and “authorisation” clauses of the covenant in _Leviathan_, the earlier versions of his theory rely on a two-clause account. Second, in the earlier versions of his theory, Hobbes equivocates between suggesting that the relation between the state and sovereign should be understood in terms of representation or identity; an equivocation that he would only resolve in _Leviathan_. The discourses of agricultural extension reveal how actors represent their scientific activities and goals. The “transfer of technology” discourse developed with the professional U.S. extension service, reproducing its expert/lay power relations. Agroecology is emerging as a systems approach to preventing agricultural pollution. Its theoreticians argue that agroecology cannot be transferred like technology but must be extended through networks of participatory social learning. In California, hundreds of actors and dozens of institutions have cocreated agroecological partnerships using this alternative extension model. They (...) have developed three alternative extension discourses to represent and explain their activities. Bruno Latour's “circulatory system of science” model provides a superior theoretical framework for interpreting the participation and discourses of diverse actors in this extension practice. He explores and evaluates the most important differences between them, and advances an original interpretation of Rousseau's political philosophy.

This article provides a broad overview of the interplay among cognition, belief systems and institutions, fleshing out a position best characterized as 'cognitive institutionalism'. We argue that a deeper understanding of institutions, emergence, their working properties and their effect on economic performance should start with the analysis of cognitive processes. Exploring the nature of individual and collective learning the article suggests that the issue is not whether agents are perfectly or boundedly rational, but rather how human beings actually reason and (...) choose. We also show how a full treatment of the phenomenon of path dependence should look like; there is a path dependence at the cognitive level, at the institutional level and at the economic level and there are links among them. SummaryR. G. Collingwood presented his major work of political philosophy, The New Leviathan, as an updated version of Thomas Hobbes's Leviathan. However, his reasons for taking Hobbes's great work as his inspiration have puzzled and eluded many Collingwood scholars, while those interested in the reception of Hobbes's ideas have largely neglected the New Leviathan. In this essay I reveal what Collingwood saw in Hobbes's political philosophy and show how his reading of Hobbes both diverges from other prominent interpretations of the (...) time and invites us to reassess Hobbes's complex association with the origins of liberalism. In doing so, I focus on Collingwood's science of mind, his ideas on society and authority, and his dialectical theory of politics, in each case showing how he engaged with Hobbes in order to elucidate his own vision of civilisation. That vision is based on the development of social consciousness, which involves people coming to understand the body politic as a joint enterprise whereby they confer authority upon those who rule. In this article, I review Frederick Neuhouser’s latest book, Rousseau’s Critique of Inequality, while critically assessing the legacy of Rousseau’s ideas on inequality and amour-propre for contemporary political philosophy. I challenge the widely held notion that the account of equality set out in the Social Contract should be read as a remedy to the problems generated by amour-propre, and suggest that we have to turn to Rousseau’s other writings to reconstruct his own political remedies for these problems. I then draw (...) attention to a much neglected dimension of Rousseau’s critique of inequality, which concerns the effect inequality has on our ability to identify with other humans and feel compassion for them. Taken together, these considerations highlight some of the limitations of the dominant Kantian–Rawlsian strand of Rousseau interpretation within contemporary liberal political philosophy. (shrink)

While many of Bernard Mandeville's contemporary critics read him as trying to ridicule and subvert all ideas of morality and virtue, others criticized him for insisting on too demanding a conception of virtue as self-denial. In this article, I take the latter line of criticism as my point of departure and evaluate whether Mandeville's ‘origins of virtue’ thesis can be reconciled with his claims about virtue requiring self-denial. To do so, I trace the changes to Mandeville's account of virtue between (...) the different editions of The Fable of the Bees and An Enquiry Into the Origin of Honour, placing particular emphasis on the conceptual distinctions introduced in the 1723 edition of the Fable. I show that there are important tensions in Mandeville's argument and I evaluate potential ways in which they might be resolved. The most important inconsistency, I argue, is that it is unclear whether Mandeville's speculative historical explanation of the origins of virtue can support the strongest claims he makes about virtue requiring a complete conquest of the passions, even if it can support weaker conceptualizations of virtue as self-denial. There has been a renewed interest in psychology and anthropology in the idea of altered states of consciousness. This paper begins by examining the meaning of this term and the extent to which such experiences are reported globally. The topic of shamanism is then discussed, first with respect to its social functions, and then to what is known about its psychological aspects (which is little). Far more is known about altered states of consciousness (ASCs) as they are expressed in meditation, (...) trance and possession, and channeling, and a number of studies are reviewed, both of individuals and of groups, which illustrate the full extent of ASCs. The following section then goes more deeply into the stimulus situations that are associated with ASCs. This brings the discussion into drugs, attempts at altering the sensorium (music and imagery in particular) and recent technological innovations, peculiar to our time, which deliberately alter our usual state of awareness through feedback principles. In the final section, what is known about the physiology of ASCs is reviewed and also the extent to which these phenomena, including shamanism, are regarded as pathological. As a great number of people across the world utilize the healing aspects of trance, possession and shamanic practices, this aspect is discussed, and lastly the adaptive functions of ASCs are considered, with their context in the history of psychology.
