'Philosophy' in the context of this book means that the author is looking at education as a whole, without restrictions or simplifications; looking at ends and purposes, not merely at methods and means.

Investigation of neural and cognitive processes underlying individual variation in moral preferences is underway, with notable similarities emerging between moral- and risk-based decision-making. Here we specifically assessed moral distributive justice preferences and non-moral financial gambling preferences in the same individuals, and report an association between these seemingly disparate forms of decision-making. Moreover, we find this association between distributive justice and risky decision-making exists primarily when the latter is assessed with the Iowa Gambling Task. These findings are consistent with neuroimaging studies (...) of brain function during moral and risky decision-making. This research also constitutes the first replication of a novel experimental measure of distributive justice decision-making, for which individual variation in performance was found. Further examination of decision-making processes across different contexts may lead to an improved understanding of the factors affecting moral behaviour. (shrink)

ABSTRACT In establishing National Bioethics Organisations (NBOs), liberal democracies seek to acknowledge the diversity of strongly held ethical positions and the imperative to engage in public debate about important bioethical decisions. NBOs are typically given a range of responsibilities, including contributing to and stimulating public debate; providing expert opinion on relevant issues for policy deliberations; and developing public policy. The state is now found to have an interest in areas previously thought to be a matter of individual choice. NBOs can (...) provide one way of opening up public debate to allow the diversity of views to be heard in a manner that is well‐informed, articulate and responsive to both expert and ‘lay’ public views. We draw on debates in political theory about democratic decision‐making and on the policy making roles of some key NBOs. We are particularly interested in examining the capacity of NBOs to meet the democratic ideal of effective participation by the public, or citizenry, especially by those who are directly affected by the policies, in the development of effective public policy. We provide a basic framework for policy development involving NBOs that can begin to meet this ideal, a process of ‘contested deliberation’. (shrink)

Probably few scholars would now doubt that at least the bulk of the matter both of Servius' commentary on Virgil and of the additions to it which were first printed by Daniel descends from Donatus. The problem of these additions has been approached by a number of writers from different directions, and different lines of evidence have been found to converge on one conclusion. An important contribution to the discussion has recently been made by J. J. Savage in a thorough (...) study of the multifarious scholia contained in the well-known Bernensis 165 and some other Virgil manuscripts.1 He shows that some of these scholia go back to a commentary which was fuller than that of Servius, and which moreover was related both to S and to D.2 Other fragments of such a commentary are to be found by those who have the patience to sift the rubbish of the Latin glossaries,3 and also, among other sources, in Isidore, who is all the more useful for his habit of verbal transcription.4 When material of this kind is found, there is a strong temptation to say ‘Here is Donatus,’ and one can hardly doubt that that is where much of it ultimately comes from; but the question how far we may assume that the words of Donatus are directly reproduced can hardly yet be regarded as satisfactorily answered. I have before ventured to doubt whether Donatus was the immediate source of D.5 Professor Rand and Mr. Savage think that he was, that the compiler of SD supplemented S with material which S had not reproduce from Donatus the statement to which S had objected. The histories of literature tell us that these three poets were out of favour with scholars during the second and third centuries and the first half of the fourth. Lucan and Statius certainly had a vogue in the first: Suetonius studied Lucan at school , and Statius can say to his book: ‘Iam te magnanimus dignatur noscere Caesar Itala iam studio discit memoratque iuuentus.’.

Cistifero was the reading of A and B, but for want of a satisfactory interpretation of it, or indeed any evidence for it, cistibero has been preferred. Hirschfeld, who first brought this forward , explained it as meaning one of the ‘quinqueuiri cis Tiberim,’ a low official contrasting effectively with the senator of Gellia's dreams. It seems worth while to call attention to the Abstrusa gloss ,‘Vicorum et cistifer nomina sunt metallorum’ There seems to be no doubt that the first (...) word should be uiocurus ; and in theNotae Tironianae uiocurus and cistifer stand thus in succession at the end ofa list of officials. Heraeus thinks the author of the gloss must have confused the words with cistophorus and uictoriatus; but would he be likely to write metallorum for ‘coins’ ? For this last word in the gloss magistratuum has been proposed, a somewhat violent change even in a glossary. I suggest metatorum; cf.Abstr. 116, 17,‘Metatores: mansionum praeparatores.’ Was cistifer perhaps the title of a low-grade official who had something to do on the staff of a quartermaster? (shrink)

The Abstrusa glossary consists to a great extent of glosses extracted apparently from the margins of a Virgil MS., which contained not merely explanations of difficult words but many long scholia taken from ancient commentators such as Donatus and Servius. In its original form it was probably much larger than it appears in C.G.L. IV. The process of curtailment is visible in the MSS. we possess. Moreover, the Liber Glossarum and other glossaries borrowed freely from it, and often show its (...) glosses in a fuller form. It is reasonable to suppose that many glosses of the kind described above, which are found in the Liber Glossarum and sometimes elsewhere, belonged to the Abstrusa glossary, though they do not appear in the edition of it which has survived. Some of the following notes will show how these principles help to clear up difficulties which arise in the investigation of individual items. (shrink)

Beneficence is one of the four principles that form the basis of the Australian National Statement. The aim of this paper is to explore the philosophical development of this principle and to clarify the role that beneficence plays in contemporary discussions about human research ethics. By examining the way that guidance documents, particularly the National Statement, treats beneficence we offer guidance to researchers and human research ethics committee members on the practical application of what can be a conceptually difficult principle.

Genetic testing for cancer susceptibility is an application of biotechnology that has the potential both to improve the psychosocial and physical wellbeing of the population and to cause significant psychosocia1 and physical harms. In spite of the uncertain value of genetic testing, it has captured the interest of biotechnology companies, researchers, health care providers, and the public. As more tests become feasible, pressure may increase to make the tests available and reimbursable. Both the benefits and harms of these tests lie (...) not as much in the tests themselves, as in their power to predict or alter the future. The value of the tests does not derive from the information per se, but from the ability to communicate effectively the information to patients and providers, and the behavioral responses of patients, providers, and others to this information. The conduct of prior ethics review of human research projects helps to protect vulnerable groups or populations from potential negative impacts of research. Contemporary considerations in human research considers the concept of vulnerability in terms of access to research opportunities, impacts on the consenting process, selection bias, and the generalisability of results. Recent work questions the validity of using enumerated lists as a check box approach to protect research participants from exploitation. Through the use of broad categories to treat cohorts (...) of human research participants as homogenous classes and label some participants as vulnerable merely because they are members of a particular class, some ethics reviewers have used the National Statement on Ethical Conduct in Human Research to strip individuals of their “ethical equality”. Labelling people as vulnerable does not help researchers or human research ethics committee members develop an understanding of the complexities of applying the principles of respect and of justice in ethical decision-making. Conversely, defining specific cohorts of research participants as needing nuanced ethical consideration, due to their vulnerable nature, may imply that other population groups need not be considered vulnerable. We contend that this assumption is erroneous. This paper explores the way that human research ethics guidance documents treat vulnerability within the Australian context and draws on contemporary discussion to focus an alternative perspective based on the principles in the National Statement on Ethical Conduct in Human Research for researchers and human research ethics committee members to consider. In 1916 Bertrand Russell was prosecuted and fined for publishing (in defence of a conscientious objector) 'statements likely to prejudice the recruiting and discipline of His Majesty's forces.' He was almost immediately afterwards dismissed from his Lectureship at Trinity College, Cambridge, by the College Council. This expulsion provoked a storm of protest and the true facts of the case became obscured by misconceptions, prejudices and uninformed gossip, to the discredit of the College. In 1942, therefore G. H. Hardy the mathematician (...) printed for private circulation to another generation of Fellows at Trinity a full account of the incident in an attempt to explain what really happened. This is now made public. Besides provoking an authoritative record of a celebrated but misinterpreted episode in Russell's eventful academic career, this document contains interesting evidence about attitudes to pacifism in the First World War and in particular about the sympathies of such distinguished colleagues and contemporaries of Russell as Cornford, Housman, McTaggart and Whitehead.
