In their self-understanding, expert committees solely draw on scientific knowledge to provide policy advice. However, we try to show, first, on the basis of material related to the German Radiation Protection Commission that much of their work consists in active model building. Second, expert advice is judged by criteria that diverge from standards used for judging epistemic research. In particular, the commitment to generality or universality is replaced by the criterion of specificity, and the value of precision gives way to (...) epistemic robustness. Third, non-epistemic considerations are included in the reasoning—albeit hesitantly. Manageability and social robustness, understood as compatibility with widespread value attitudes in society, affect the content of the recommendations. (shrink)

Die Philosophie Karl Leonhard Reinholds (1757-1823) findet heute vermehrt Beachtung. Während dieser Denker lange Zeit als Popularisator Kants, als Vorläufer Fichtes oder als tatsachenphilosophischer Antipode Schellings und Hegels wahrgenommen wurde und gemeinhin im Ruf eines unsteten und unselbständigen Geistes stand, ist seit einigen Jahrzehnten eine Gegentendenz feststellbar: Reinholds Denkentfaltung wird zunehmend in ihrem gesamten Umfang sowie als eigenwilliger und innovativer Ansatz innerhalb der postkantischen Systemphilosophie zur Kenntnis genommen. Mehr und mehr wird anerkannt, dass Reinhold entscheidende Anstöße zur Entstehung des deutschen (...) Idealismus gegeben und diese Strömung zugleich auf der Grundlage von Einsichten, die in die Richtung der Phänomenologie und Sprachphilosophie des 20. Jahrhunderts weisen, kritisiert hat. Die in diesem Band vereinigten Beiträge gehen auf die I. Internationale Reinhold-Tagung zurück, die vom 14. bis 18. März 1998 in Bad Homburg stattgefunden hat. Sie geben systematische Fragestellungen und entwicklungsgeschichtliche Kontexte aus Reinholds kantischer Phase der Elementarphilosophie, aus der Periode seiner Zusammenarbeit mit Fichte und Jacobi sowie aus seiner sprachphilosophisch orientierten Spätzeit wieder. Alles in allem spiegeln sie das gegenwärtige Bedürfnis, Reinhold zu entdecken, sein Denken und Schaffen in seinen Wandlungen und in seiner thematischen Breite aufzuarbeiten und nachzuvollziehen. While presenting this manuscript to art practitioners and art theorists, we noticed that there is great discomfort confronting this topic. Some questions raised were why is such research conducted, what is it good for, and does it impose preconceptions on men and women. Since Bourdieu and Darbel,1 it is widely assumed that sociodemographic factors such as education or profession have an impact on art reception. Background: The Parkinsonian [i.e., Parkinson's disease ] gait disorder represents a therapeutical challenge with residual symptoms despite the use of deep brain stimulation of the subthalamic nucleus and medical and rehabilitative strategies. The aim of this study was to assess the effect of different DBS modes as combined stimulation of the STN and substantia nigra and environmental rehabilitative factors as footwear on gait kinematics.Methods: This single-center, randomized, double-blind, crossover clinical trial assessed shod and unshod gait in patients with PD with (...) medication in different DBS conditions during different gait tasks and compared gait characteristics to healthy controls. Notably, 15 patients participated in the study, and 11 patients were analyzed after a dropout of four patients due to DBS-induced side effects.Results: Gait was modulated by both factors, namely, footwear and DBS mode, in patients with PD. Footwear impacted gait characteristics in patients with PD similarly to controls with longer step length, lower cadence, and shorter single-support time. Interestingly, DBS exerted specific effects depending on gait tasks with increased cognitive load. STN+SN DBS was the most efficient DBS mode compared to STIM OFF and STN DBS with intense effects as step length increment during dual task.Conclusion: The PD gait disorder is a multifactorial symptom, impacted by environmental factors as footwear and modulated by DBS. DBS effects on gait were specific depending on the gait task, with the most obvious effects with STN+SN DBS during gait with increased cognitive load. (shrink)

The human self model comprises essential features such as the experiences of ownership, of body-centered spatial perspectivity, and of a long-term unity of beliefs and attitudes. In the pathophysiology of schizophrenia, it is suggested that clinical subsyndromes like cognitive disorganization and derealization syndromes reflect disorders of this self model. These features are neurobiologically instantiated as an episodically active complex neural activation pattern and can be mapped to the brain, given adequate operationalizations of self model features. In its unique capability of (...) integrating external and internal data, the prefrontal cortex (PFC) appears to be an essential component of the neuronal implementation of the self model. With close connections to other unimodal association cortices and to the limbic system, the PFC provides an internally represented world model and internal milieu data of the organism, both serving world orientation. In the pathophysiology of schizophrenia, it is the dysfunction of the PFC that is suggested to be the neural correlate for the different clinical schizophrenic subsyndromes. The pathophysiological study of psychiatric disorders may contribute to the theoretical debate on the neuronal basis of the self model. (shrink)

Recording and manipulating neuronal ensemble activity is a key requirement in advanced neuromodulatory and behavior studies. Devices capable of both recording and manipulating neuronal activity brain-computer interfaces should ideally operate un-tethered and allow chronic longitudinal manipulations in the freely moving animal. In this study, we designed a new intracortical BCI feasible of telemetric recording and stimulating local gray and white matter of visual neural circuit after irradiation exposure. To increase the translational reliance, we put forward a Göttingen minipig model. The (...) animal was stereotactically irradiated at the level of the visual cortex upon defining the target by a fused cerebral MRI and CT scan. A fully implantable neural telemetry system consisting of a 64 channel intracortical multielectrode array, a telemetry capsule, and an inductive rechargeable battery was then implanted into the visual cortex to record and manipulate local field potentials, and multi-unit activity. We achieved a 3-month stability of the functionality of the un-tethered BCI in terms of telemetric radio-communication, inductive battery charging, and device biocompatibility for 3 months. Finally, we could reliably record the local signature of sub- and suprathreshold neuronal activity in the visual cortex with high bandwidth without complications. The ability to wireless induction charging combined with the entirely implantable design, the rather high recording bandwidth, and the ability to record and stimulate simultaneously put forward a wireless BCI capable of long-term un-tethered real-time communication for causal preclinical circuit-based closed-loop interventions. A survey on the knowledge and attitudes towards the Austrian organ donation legislation (an opt-out solution) of selected groups of the Austrian population taking into account factors such as age, gender, level of education, affiliation to healthcare professions and health related studies was conducted.

Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

Objectives:Social isolation is increasing in aging societies and several studies have shown a relation with worse cognition in old age. However, less is known about the association in the oldest-old (85+); the group that is at highest risk for both social isolation and dementia. Methods:Analyses were based on follow-up 5 to 9 of the longitudinal German study on aging, cognition, and dementia in primary care patients (AgeCoDe) and the study on needs, health service use, costs, and health-related quality of life (...) in a large sample of oldest-old primary care patients (AgeQualiDe), a multi-center population-based prospective cohort study. Measurements included the Lubben Social Network Scale (LSNS-6), with a score below 12 indicating social isolation, as well as the Mini-Mental Status Examination (MMSE) as an indicator of cognitive function. Results:Dementia-free study participants (n = 942) were M = 86.4 (SD = 3.0) years old at observation onset, 68.2% were women. One third (32.3%) of them were socially isolated. Adjusted linear hybrid mixed effects models revealed significantly lower cognitive function in individuals with smaller social networks (β = 0.5, 95% CI = 0.3-0.7, p <.001). Moreover, changes in an individual's social network size were significantly associated with cognitive changes over time (β = 0.2, 95% CI = 0.1-0.4, p =.003), indicating worse cognitive function with shrinking social networks. Conclusion:Social isolation is highly prevalent among oldest-old individuals, being a risk factor for decreases in cognitive function. Consequently, it is important to maintain a socially active lifestyle into very old age. Likewise, this calls for effective ways to prevent social isolation. (shrink)

Performing and listening to music occurs in specific situations, requiring specific media. Empirical research on music listening and appreciation, however, tends to overlook the effects these situations and media may have on the listening experience. This article uses the sociological concept of the frame to develop a theory of an aesthetic experience with music as the result of encountering sound/music in the context of a specific situation. By presenting a transdisciplinary sub-field of empirical studies, we unfold this theory for one (...) such frame: the classical concert. After sketching out the underlying theoretical framework, a selective literature review is conducted to look for evidence on the general plausibility of the single elements of this emerging theory and to identify desiderata. We refer to common criticisms of the standard classical concert, and how new concert formats try to overcome alleged shortcomings and detrimental effects. Finally, an empirical research program is proposed, in which frames and frame components are experimentally manipulated and compared to establish their respective affordances and effects on the musical experience. Such a research program will provide empirical evidence to tackle a question that is still open to debate, i.e., whether the diversified world of modern-day music listening formats also holds a place for the classical concert – and if so, for what kind of classical concert. Widowhood is common in old age, can be accompanied by serious health consequences and is often linked to substantial changes in social network. Little is known about the impact of social isolation on the development of depressive symptoms over time taking widowhood into account. We provide results from the follow-up 5 to follow-up 9 from the longitudinal study AgeCoDe and its follow-up study AgeQualiDe. Depression was measured with GDS-15 and social isolation was assessed using the Lubben Social Network Scale (LSNS-6). (...) The group was aligned of married and widowed people in old age and education through entropy balancing. Linear mixed models were used to examine the frequency of occurrence of depressive symptoms for widowed and married elderly people depending on the risk of social isolation. Our study shows that widowhood alone does not lead to an increased occurrence of depressive symptoms. However, "widowed oldest old", who are also at risk of social isolation, have significantly more depressive symptoms than those without risk. In the group of "married oldest old", women have significantly more depressive symptoms than men, but isolated and non-isolated do not differ. Especially for people who have lost a spouse, the social network changes significantly and increases the risk for social isolation. This represents a risk factor for the occurrence of depressive symptoms. (shrink)

An infinite binary sequence X is Kolmogorov–Loveland random if there is no computable non-monotonic betting strategy that succeeds on X in the sense of having an unbounded gain in the limit while betting successively on bits of X. A sequence X is KL-stochastic if there is no computable non-monotonic selection rule that selects from X an infinite, biased sequence.One of the major open problems in the field of effective randomness is whether Martin-Löf randomness is the same as KL-randomness. Our (...) first main result states that KL-random sequences are close to Martin-Löf random sequences in so far as every KL-random sequence has arbitrarily dense subsequences that are Martin-Löf random. A key lemma in the proof of this result is that for every effective split of a KL-random sequence at least one of the halves is Martin-Löf random. However, this splitting property does not characterize KL-randomness; we construct a sequence that is not even computably random such that every effective split yields two subsequences that are 2-random. Furthermore, we show for any KL-random sequence A that is computable in the halting problem that, first, for any effective split of A both halves are Martin-Löf random and, second, for any computable, nondecreasing, and unbounded function g and almost all n, the prefix of A of length n has prefix-free Kolmogorov complexity at least n−g. Again, the latter property does not characterize KL-randomness, even when restricted to left-r.e. sequences; we construct a left-r.e. sequence that has this property but is not KL-stochastic and, in fact, is not even Mises–Wald–Church stochastic.Turning our attention to KL-stochasticity, we construct a non-empty class of KL-stochastic sequences that are not weakly 1-random; by the usual basis theorems we obtain such sequences that in addition are left-r.e., are low, or are of hyperimmune-free degree.Our second main result asserts that every KL-stochastic sequence has effective dimension 1, or equivalently, a sequence cannot be KL-stochastic if it has infinitely many prefixes that can be compressed by a factor of α<1. This improves on a result by Muchnik, who has shown that were they to exist, such compressible prefixes could not be found effectively. (shrink)

The present text shows that the prevailing view of Martin Heidegger's approach to society and technology is not only based on prejudice, but more importantly works to obscure a more relevant perception of reality. Heidegger's “phenomenological hermeneutic” sought to uncover technology's hidden truth, beyond the appearance of technology as framing our existence (Gestell). Even if we acknowledge that technology has now reached a planetary and all-encompassing dissemination – becoming, in effect, the leading figure of our time – we still (...) need to remain vigilant to the metaphysical notions embedded in such a characteristic. We should seek other ways of living with and within technology. A radical critique should seek topologies and “orders” that are universal and preliminary, so that by potentially exceeding every demarcation we can be liberated to a way of listening – a “hearing” (Hören) – to a “constellation” of a different “essence of technology”. We present a comparatively simple way to construct Martin-Löf random and rec-random sets with certain additional properties, which works by diagonalizing against appropriate martingales. Reviewing the result of Gács and Kučera, for any given set X we construct a Martin-Löf random set from which X can be decoded effectively. By a variant of the basic construction we obtain a rec-random set that is weak truth-table autoreducible and we observe that there are Martin-Löf random sets that are computably (...) enumerable self-reducible. The two latter results complement the known facts that no rec-random set is truth-table autoreducible and that no Martin-Löf random set is Turing-autoreducible [8, 24]. (shrink)
