Society has historically not taken a benign view of genetic disease. The laws permitting sterilization of the mentally re tarded~ and those proscribing consanguineous marriages are but two examples. Indeed as far back as the 5th-10th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have not been (...) inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. The bill, termed the National Genetic Diseases Act is, however, still far from being enacted. The concept of the national is often perceived, both in public and academic discourse as the central obstacle for the realization of cosmopolitan orientations. Consequently, debates about the nation tend to revolve around its persistence or its demise. We depart from this either-or perspective by investigating the formation of the ‘cosmopolitan nation’ as a facet of world risk society. Modern collectivities are increasingly preoccupied with debating, preventing and managing risks. However, unlike earlier manifestations of risk characterized by daring actions (...) or predictability models, global risks can no longer be calculated or forecast. Accordingly, more influence accrues to the perception of risk, largely constructed by media representations. Cosmopolitanized risk collectivities are engendered through the anticipation of endangered futures which are, for the most part, communicated through an increasingly global media scape. While global media events produce shared exposure, risk conceptions retain distinctive political-cultural features as their respective meanings are prefigured by path-dependent pasts. Nevertheless, the promulgation of risk societies, we argue, results in a reimagination of nationhood which takes place in the context of: global norms (e.g. human rights); globalized markets; transnational migrations; global generations and their embeddedness in civil society movements; and the local interpenetration of world religions to name but a few of the global backdrops shaping new associational intersections. We develop our argument in four interrelated steps. Contrary to essentialized notions of nationalism or universal versions of cosmopolitanism, we address the cosmopolitan reconfiguration of nationhood by differentiating between presumptions of thick belonging and the actual proliferation of cosmopolitan affiliations. In a second step we overcome the territorial fixation of the social sciences by shifting our attention to temporal dimensions, with a particular focus on competing conceptions of the future. In a third step we demonstrate how these cosmopolitan transformations of nationhood are taking place in the context of a world risk society regime that marshals a set of cosmopolitan imperatives situating the global other in our midst. In a fourth step we illustrate these developments by exploring how the mediatization of risk, and concomitant notions of the future, contribute to the reimagination of cosmopolitan risk collectivities. One of the important problems of the emerging ICT-driven global society is the issue of maintaining the national identity, important in many parts of the world. It is done, among others, through cultivation of the national language. However, the ‘language of ICT’ is dominated by English, which causes tensions between thedesire (and the necessity) to use ICT and join the globalization process, and the desire to preserve the national identity and national language. There is also a (...) fear that ICT will force all people to think in English, and thus further jeopardize their sense of national identity. The use of ICT conditions people to ‘think English’ in communication with others in situations where they would normally use their native natural language. Moreover, it poses a potential danger of ‘culturalhomogenization,’ which in this case means the ‘Americanization’ of the ICT-driven global society. These problems indicate that there is an urgent need to find a way for people to benefit from digital technology, while maintaining their personal autonomy and the sense of national identity; accepting the new to the degree they feel comfortable with, while maintaining the ‘old ways’ as long as they want it. Such a solution could be the ‘dialectical synthesis’ of the various existing trends, and it would be a viable option for easing the current tensions. (shrink)

Japan, Russia, and Turkey are major examples of countries with different ethnic, religious, and cultural background that embarked on the path of modernization without having been colonized by a Western country. In all three cases, national consciousness has played a significant role in this context. The project of Modernity is obviously of European origin, but is it essentially European? Does modernization imply loss of a country’s cultural or national identity? If so, what is the “fate” of the modernization (...) process in these cases? The presence of the idea and reality of civil society can be considered a real marker of Modernity in this respect, because it presupposes the development of liberalism, individualism and human rights. But are these compatible with nationalism and with the idea of a national religion? These questions are the more pressing, as Japan is considered part of the Western world in many respects, and Russia and Turkey are defining their relation to the European Union in different ways. An investigation of these three countries, set off against more general reflections, sheds light on the possibilities or limitations of modernization n a non-European context. (shrink)

This article discusses the British Nationalization of Labour Society , a group formed in response to the political ideas brought forth by Edward Bellamy’s novel Looking Backward. The article traces the roots of this group in British radicalism in general, and in campaigns for land nationalization and the works of Henry George in particular. The NLS were grounded in a deeply materialist and rationalist worldview and the influence of this on their political ideas and practice is shown. This book studies the diverse societies, cities, nations, economies, and regions of the Americas as they emerged in the Western hemisphere in the nineteenth and twentieth centuries. Drawing on the paradigms of social imaginaries and civilizational analysis, it explores regions of Central America, the Caribbean, the United States, and Latin America.

The author describes his efforts to become a participant observer while he was a Program Director at the NSF. He describes his plans for keeping track of his reflections and his goals before he arrived at NSF, then includes sections from his reflective diary and comments after he had completed his two-year rotation. The influx of rotators means the NSF has to be an adaptive, learning organization but there are bureaucratic obstacles in the way.

Flags are conceptual representations that can prime nationalism and allegiance to one’s group. Investigating children’s understanding of conflict-related ethno-national flags in divided societies sheds light on the development of national categories. We explored the development of children’s awareness of, and preferences for, ethno-national flags in Northern Ireland, Kosovo, and the Republic of North Macedonia. Children displayed early categorization of, and ingroup preferences for, ethno-national flags. By middle-childhood, children’s conflict-related social categories shaped systematic predictions about other’s group-based (...) preferences for flags. Children of minority-status groups demonstrated more accurate flag categorization and were more likely to accurately infer others’ flag preferences. While most Balkan children preferred divided versus integrated ethno-national symbols, children in the Albanian majority group in Kosovo demonstrated preferences for the new supra-ethnic national flag. We discuss the implications of children’s ethno-national flag categories on developing conceptualizations of nationality and the potential for shared national symbols to promote peace. (shrink)

The article is a bold extraction of the intangible cultural heritage (ICH) value of traditional African education, attempting to capture the essence of what education made a young person be when he/she qualified for marriage. At the marriage stage an adult was given the green light to become the head of a family and manager of a home, and permitted make all the decisions touching on the family and, at the same time, take care of the community and country at (...) large. In that situation, Prof. F.X. Gichuru has identified the qualifications as five pillars, viz. self-discipline, self-drive, integrity, harmony and patriotism, qualities that have been eroded in Kenya today by modernization and westernization, rendering the people generally irresponsible and non-accountable. The author proposes the five pillars as a solution to this problem, thereby creating a new accountable and responsible people, a new nation and a new leadership quality, targeting the young as the people to culturally transform in the space of twenty years. The African Cultural Regeneration Institute the author founded, now accredited by UNESCO to advise on ICH in Africa, has been proposed as the institution to champion this transformation of the national ethos of Kenya, starting with an initial action of two years. The success of the model will serve other countries of Africa and, indeed, the global community, in showing how ICH can be used to solve the challenges of modern society. (shrink)

The aim is to analyze the influence of national culture on the formation of national consciousness. National culture and national self-consciousness are the main features of a nation, without which it cannot exist and develop as a whole. National culture and national self-consciousness are one whole of the spiritual world of nations and nationalities. The development of national culture and national self-consciousness is an objective regularity. Naturally, contradictions in this process will exist and demand their resolution or escalate into conflicts. With a timely solution, they will play the role of an indicator of national development. People’s comfort with and acceptability of artificial intelligence (AI) instantiations is a topic that has received little systematic study. This is surprising given the topic’s relevance to the design, deployment and even regulation of AI systems. To help fill in our knowledge base, we conducted mixed-methods analysis based on a survey of a representative sample of the US population (_N_ = 2254). Results show that there are two distinct social dimensions to comfort with AI: as a peer and as a (...) superior. For both dimensions, general and technological efficacy traits—locus of control, communication apprehension, robot phobia, and perceived technology competence—are strongly associated with acceptance of AI in various roles. Female and older respondents also were less comfortable with the idea of AI agents in various roles. A qualitative analysis of comments collected from respondents complemented our statistical approach. We conclude by exploring the implications of our research for AI acceptability in society. (shrink)
