It is striking to note that the political unrest and instability in 1981 coincided with continual and serious unrest on the national money market. On the political party level, one notes that the Christian Democratic Parties and the Socialist Parties had more and more difficulties in getting along with each other. This probably is related to the policyof the new chairman of the French-speaking Socialist Party, who has resolutely chosen to back Wallonia. The Flemish Christian Democratic Party, has still difficulties (...) in seeing itself as the largest party in Flanders and to act appropriately. In addition, the French-speaking Socialist Party feels confident in the conviction that influential circles, including the Court, prefer not to see the Socialists in the opposition. This has motivated some to cling as long as possible to the formation of a three -party cabinet. The actual political situation, however, has clearly demonstrated that such a three-party cabine! cannot fu nction for a long time. The question remains why the Christian Democratic Party has not pursued elections with the same energy as it did in September af ter the resignationof the Martens IV government. In the meantime, it has become evident that the state reform of August 1980 is certainly not «completed», that is should best be redone, andthat the consequences of this reorganization can be gauged only with difficulty. The article describes the political crises of June and October 1978 in Belgium.For reasons connected with time and space, this contribution ends with the formation of the Vanden Boeynants transition-government, although even with the formation of the Martens-cabinet in April 1979the problems are not yet solved.The formation of this cabinet has been a long-drawn effort, hampered by substantial obstacles, that have been present since June 1978: the difficulties to elaborate both a crisis-management-policy and a consensus concerning a new constitution. Moreover, (...) all this remains overshadowed by fear and distrust from the other political parties towards de Flemish christian-democrats, who usually succeeded in keeping their internal quarrels a really inside affair. The crisis of 1978 has proved on the other side, that the Egmont-Stuyvenberg agreement on the federalisation of Belgium was neither well-balanced nor mature. (shrink)

The year 1980 might become a basic reference year for the study of «political stability» and «governmental maintenance» in Belgium.Indeed, within this year, four different cabinet formulae have been used. The first cabinet included the two christian-democratic parties, the two socialist parties and the Brussels regionalist party. When the latter was fired, the combination of the remaining did not last long, for the cabinet fell in parliament - rare exception in Belgium -, by not obtaining a 2/3 majority. Therefore, a (...) cabinet of the traditional parties had to be formed to pass the devolution bill. Within a short time, this third coalition broke down on proposals on cuts in the budgets. A new negociation between socialists and christian-democrats led to the fourth Martens' cabinet. Although the Belgian classe politica favoured a cabinet that would last an entire legislature, all these coalitions arosefrom only one general election. (shrink)

The talks from mid-februari 1978 on the regionalization pact in Belgium were more than a mere format approval of the Stuyvenbergprotocol. This becomes very clear when one compares the unpublished draft-Stuyvenbergprotocol and the official agreement. History will learn that the third round of negotiation wilt not be the last one.

The first months of political life in Belgium in 1979 were essentially characterized by the great difficulties encoutered in the formation of a new cabinet. In 1979 Belgium lived its longest cabinet crisis in its history.As usual, the process of cabinet formation started with the nomination of an «informateur», followed by that of a «formateur». However, formateur Wilfried Martens did not succeed in forming a cabinet : oppositions on issues and strategies between the parties proved to a high to be (...) surmounted. The King there upon introduced an innovation: he designated two «mediators». These, however, also failed to find some ground for agreement. Eventually, after elaborate informal contacts, the resigning Prime-Minister, Paul Vanden Boeynants, was nominated as formateur. After a month of laborious negotiations he successfully completed his mission. However, he preferred to leave the post of Prime-Minister of the new five party cabinet to Mr. Martens, till then president of the FlemishChristian-Democrats. (shrink)

This paper concerns how motor actions are neurally represented and coded. Action planning and motor preparation can be studied using a specific type of representational activity, motor imagery. A close functional equivalence between motor imagery and motor preparation is suggested by the positive effects of imagining movements on motor learning, the similarity between the neural structures involved, and the similar physiological correlates observed in both imaging and preparing. The content of motor representations can be inferred from motor images at a (...) macroscopic level, based on global aspects of the action and the motor rules and constraints which predict the spatial path and kinematics of movements. A more microscopic neural account calls for a representation of object-oriented action. Object attributes are processed in different neural pathways depending on the kind of task the subject is performing. During object-oriented action, a pragmatic representation is activated in which object affordances are transformed into specific motor schemas. Animal as well as human clinical data implicate the posterior parietal and premotor cortical areas in schema instantiation. A mechanism is proposed that is able to encode the desired goal of the action and is applicable to different levels of representational organization. (shrink)

Our ability to acknowledge and recognise our own identity - our 'self' - is a characteristic doubtless unique to humans. Where does this feeling come from? How does the combination of neurophysiological processes coupled with our interaction with the outside world construct this coherent identity? We know that our social interactions contribute via the eyes, ears etc. However, our self is not only influenced by our senses. It is also influenced by the actions we perform and those we see others (...) perform. Our brain anticipates the effects of our own actions and simulates the actions of others. In this way, we become able to understand ourselves and to understand the actions and emotions of others. -/- This book is the first to describe the new field of 'Motor Cognition' - one to which the author's contribution has been seminal. Though motor actions have long been studied by neuroscientists and physiologists, it is only recently that scientists have considered the role of actions in building the self. How consciousness of action is part of self-consciousness, how one's own actions determine the sense of being an agent, how actions performed by others impact on ourselves for understanding others, differentiating ourselves from them and learning from them: these questions are raised and discussed throughout the book, drawing on experimental, clinical, and theoretical bases. -/- The advent of new neuroscience techniques, like neuroimaging and direct electrical brain stimulation, together with a renewal of behavioral methods in cognitive psychology, provide new insights into this area. Mental imagery of action, self-recognition, consciousness of actions, imitation can be objectively studied using these new tools. The results of these investigations shed light on clinical disorders in neurology, psychiatry and in neuro-development. -/- This is a major new work that will lay down the foundations for the field of motor cognition. Richard Boyd’s Homeostatic Property Cluster Theory is becoming the received view of natural kinds in the philosophy of science. However, a problem with HPC Theory is that it neglects many kinds highlighted by scientific classifications while at the same time endorsing kinds rejected by science. In other words, there is a mismatch between HPC kinds and the kinds of science. An adequate account of natural kinds should accurately track the classifications of successful science. We offer an alternative account of natural (...) kinds that better recognizes the diversity of epistemic aims scientists have for constructing classifications. That account introduces the idea of a classificatory program and provides criteria for judging whether a classificatory program identifies natural kinds. (shrink)

: To what extent do moral judgments depend on conscious reasoning from explicitly understood principles? We address this question by investigating one particular moral principle, the principle of the double effect. Using web-based technology, we collected a large data set on individuals’ responses to a series of moral dilemmas, asking when harm to innocent others is permissible. Each moral dilemma presented a choice between action and inaction, both resulting in lives saved and lives lost. Results showed that: patterns of moral (...) judgments were consistent with the principle of double effect and showed little variation across differences in gender, age, educational level, ethnicity, religion or national affiliation and a majority of subjects failed to provide justifications that could account for their judgments. These results indicate that the principle of the double effect may be operative in our moral judgments but not open to conscious introspection. We discuss these results in light of current psychological theories of moral cognition, emphasizing the need to consider the unconscious appraisal system that mentally represents the causal and intentional properties of human action. Unlike explanation in science, explanation in mathematics has received relatively scant attention from philosophers. Whereas there are canonical examples of scientific explanations, there are few examples that have become widely accepted as exhibiting the distinction between mathematical proofs that explain why some mathematical theorem holds and proofs that merely prove that the theorem holds without revealing the reason why it holds. This essay offers some examples of proofs that mathematicians have considered explanatory, and it argues that these examples suggest a (...) particular account of explanation in mathematics. The essay compares its account to Steiner's and Kitcher's. Among the topics that arise are proofs that exploit symmetries, mathematical coincidences, brute-force proofs, simplicity in mathematics, merely clever proofs, and proofs that unify what other proofs treat as separate cases. Building on earlier work on the relationship between corporate social performance (CSP) and a firm’s financial performance, this integrative empirical study supports the theoretical argument that the higher a firm’s CSP the lower its financial risk. Specifically, the relationship between CSP and risk appears to be one of reciprocal causality, because prior CSP is negatively related to subsequent financial risk, and prior financial risk is negatively related to subsequent CSP. Additionally, CSP is more strongly correlated with measures of market risk (...) than measures of accounting risk. Of all CSP measures, reputation for social responsibility appears to be the most important one in terms of its risk implications. (shrink)

This study presents the theoretical apparatus of Foucault's early historical analyses as a version of Kantian criticism. In an initial textual exposition, the author attempts to distill a unified discursive practice from Kant's theoretical writings, arguing for Foucault's proximity to Kant on the basis of this reconstruction, by showing that his studies are modeled on this way of thinking. By recasting it in this framework, an unorthodox version of Foucault's work is generated, one that is at odds with the tendency (...) to emphasize a certain skepticism about the possibility of universal and necessary knowledge in his writings, and to mistake it for irrationalism and a hostility to the practice of theory. By drawing attention to the structural parallel between Foucault's practice and Kantian criticism, this study belies this picture. (shrink)

Across the social sciences and even in philosophy, trust is most often characterized in terms of expectations and probabilities. This book defends an alternative conception of trust as a moral phenomenon. -/- When one person trusts another to do something, the first relies on the second’s commitment(s). So, trust reflects—and is a product of—agreement about the commitments and obligations that bind persons who live and work together. These commitments and obligations can be implicit, but building (or rebuilding) trust often requires (...) making these commitments and obligations explicit, defining the terms of cooperation. Part 1 argues that this account of trust better captures our actual trust practices, and it draws out connections with both the philosophy and the social science literatures. It also describes the process of creating trust relationships with reference to trust invitations. Part 2 addresses practical applications of the account defended here, in the context of social relationships, economic systems, and within business organizations. Crise de l'art ou consensus culturel? Aujourd'hui, l'important n'est plus, semble-t-il, que la critique esthetique ait encore a dire sur Josef Beuys mais que le Centre Pompidou puisse faire croire qu'il dit tout de lui. Le culturel, dans son mecanisme institutionnel et mediatique bien huile, apparait comme l'ultime parade que l'ordre social ait su trouver pour conjurer sa peur - ou sa haine - de l'art. Cependant la critique n'a pas a se laisser abuser ni intimider par l'artifice du consensus (...) culturel qui regne actuellement. Il lui revient de continuer a evaluer les oeuvres, pour autant que le jugement sur l'art engage aussi la societe et l'epoque dans lesquelles cet art se deploie. La reflexion esthetique ne se reduit pas au jugement de gout, elle commence avec lui et se poursuit apres lui. (shrink)

Is contemporary media society still interested in truth? This paper will try to unravel the vaguely suspicious epistemic relationship between information marketers and information consumers in today's society. There seems to have been forged a feeling of quasi-omniscience within the private and public spheres wherein people, due to the sheer volume of inforntation readily accessible for viewing at any time, become predisposed to exhibit an intriguingly relaxed relationship with knowledge. If the current systems of information seem to trivialize the question (...) of truth or falsehood, and since the public is apparently just interested in spectacles, then how must we view epistemologically the status of contemporary media discourse? Does it still reveal truth or is it simply empry talk? To address this question, the paper explores a possible parallelism between Plato's critique of rhetoric in his dialogue, Gorgias, and Jean Baudrillard's critique of contemporary media society. Using the Western tradition of metaphysical and political thought as a backdrop, Critique of Sovereignty (a work in 4 volumes) re-examines the concept of sovereignty in order to better understand why our ethical values and technical capacities often seem so divorced from our lived realities. On the one hand, ostensibly self-enclosed entities like the nation-state and the person are rhetorically bolstered as sites of technical agency and/or moral responsibility. On the other hand, these same entities appear fragile -- if not (...) purely fictional -- in relation to ever ongoing tidal processes such as the migration, diffusion, and conglomeration of bodies, capital, ideas, etc. While some of our institutions might work some of the time, they always seem to work differently than we like to think they do. Accordingly, the forging of more humane institutions might very well entail if not require ways of thinking that strive to undo the self-imagined binds, exceptions, and sureties of thought for the sake of embracing a continuity with all that withers, decays, and falls away. Book I, "Contemporary Theories of Sovereignty," compares the varied interpretations of sovereignty given by a range of 20th-century political theorists (Maritain, Foucault, Derrida, Schmitt, Agamben, Hardt, and Negri) with Jean Bodin's initial outline of the concept, rendered at the outset of modern political thought in the 16th century. The analytic framework of sovereignty encountered in these comparative readings provides an initial point of departure for unfolding a method of critique appropriate to the concept of sovereignty. Sovereignty is an ideal starting point for a critique of the deadlocks between thought and reality for a simple reason: it doesn't actually exist. When it serves as a guide to action, sovereignty may be regarded as a particularly captivating fantasy. The closer it appears, the further it recedes, and, too often, the more vigorously it is pursued. (shrink)

Ethological theories usually attribute semantic content to animal signals. To account for this fact, many biologists and philosophers appeal to some version of teleosemantics. However, this picture has recently came under attack: while mainstream teleosemantics assumes that representational systems must cooperate, some biologists and philosophers argue that in certain cases signaling can evolve within systems lacking common interest. In this paper I defend the standard view from this objection.
