In this paper, I will examine John Smeaton’s contribution to the vis viva controversy in Britain, focusing on how the hybridization of science, technology, and industry helped to establish vis viva, or mechanic power, as a measure of motive force. Smeaton, embodying the ‘hybrid expert’ who combined theoretical knowledge and practical knowhow, demonstrated that the notion of vis viva possessed a greater explanatory power than momentum, because it could be used to explain the difference in efficiency between overshot and (...) undershot waterwheels. Smeaton’s conclusions were correct since waterwheel efficiency was already measured in terms that were proportional to vis viva, not momentum, as a result of the industrial applications of waterwheel technology, which favored measuring efficiency by the product of mass and vertical displacement. Toward the end of the eighteenth century, the loss of motive force in the inelastic collision driving the undershot wheel began to be seen as equivalent to the expenditure of labor in the manufacture of commodities, further underlining how strictly scientific conclusions about motive force could have their origin in industrial practices. Rare copy number variants have a prominent role in the aetiology of schizophrenia and other neuropsychiatric disorders. Substantial risk for schizophrenia is conferred by large CNVs at several loci, including microdeletions at 1q21.1, 3q29, 15q13.3 and 22q11.2 and microduplication at 16p11.2. However, these CNVs collectively account for a small fraction of cases, and the relevant genes and neurobiological mechanisms are not well understood. Here we performed a large two-stage genome-wide scan of rare CNVs and report the significant association of copy (...) number gains at chromosome 7q36.3 with schizophrenia. Microduplications with variable breakpoints occurred within a 362-kilobase region and were detected in 29 of 8,290 patients versus 2 of 7,431 controls in the combined sample. All duplications overlapped or were located within 89 kilobases upstream of the vasoactive intestinal peptide receptor gene VIPR2. VIPR2 transcription and cyclic-AMP signalling were significantly increased in cultured lymphocytes from patients with microduplications of 7q36.3. These findings implicate altered vasoactive intestinal peptide signalling in the pathogenesis of schizophrenia and indicate the VPAC2 receptor as a potential target for the development of new antipsychotic drugs. © 2011 Macmillan Publishers Limited. This paper analyses the activities of five organizations shaping the debate over the global governance of genome editing in order to assess current approaches to public engagement (PE). We compare the recommendations of each group with its own practices. All recommend broad engagement with the general public, but their practices vary from expert-driven models dominated by scientists, experts, and civil society groups to citizen deliberation-driven models that feature bidirectional consultation with local citizens, as well as hybrid models that combine elements (...) of both approaches. Only one group practices PE that seeks community perspectives to advance equity. In most cases, PE does little more than record already well-known views held by the most vocal groups, and thus is unlikely to produce more just or equitable processes or policy outcomes. Our exploration of the strengths, weaknesses, and possibilities of current forms of PE suggests a need to rethink both “public” and “engagement.”. (shrink)

It is a well-known and documented fact that the primary influence on Dewey’s thought in its early, pre-Chicago, years was the neo-Hegelianism of his Hopkins mentor and later Michigan colleague, G. S. Morris. It was Morris’ thought that suggested to Dewey that if the world evinces any order, purposefulness, and beauty it cannot be accounted for empirically or mechanistically; it must be the expression of mind and spirit in history. Background: A growing literature has raised—skeptically—the question of whether cutting-edge scientific research can identify and address broader ethical and policy considerations in real time. In genomics, the question is: Can ELSI contribute to genomics in real time, or will it be relegated to its historical role of after-the-fact outsider critique? We address this question against the background of a genomic screening project where we participated as embedded, real-time ELSI researchers and observers, from its initial design through its conclusion.Methods: As part (...) of the ELSI study design, the project included an ongoing reflexive ethnography in which the authors studied the process of its design and implementation. The authors were true participant observers, serving as members of various task-oriented groups while recording meetings and other events for ongoing qualitative analysis. We also conducted and analyzed interviews of multiple participants at the conclusion of the project.Results: Our real-time ELSI initiative had a mixed record of successes and challenges. If we define success as ELSI researchers having had an opportunity to participate fully in the project and to make the ELSI perspective heard, then our assessment is largely positive. If, however, we define successes as instances where real-time ELSI contributions changed the direction of the genomic or public health aspects of the GeneScreen project or, after careful deliberation, confirmed the appropriateness of the status quo, then we can identify only a few examples. While we had a seat at the table, we were, for the most part, tolerated guests.Conclusions: We conclude that there are significant barriers to real-time ELSI influence. The difficulty does not reside in any intended exclusion of an ELSI perspective, but in factors endemic to genomic research, including knowledge disparities, epistemological biases, and the pressures of time and money. The often turbulent but nevertheless short history of psychology as a science reveals a strange and often strained relationship with its parent, philosophy. Martin Heidegger played a prominent role in the developing dialogue between philosophy and psychology in this country. As such, he was identified as a principal contributor to the philosophy of existentialism. And Ludwig Binswanger was seen as being the bridge between existential philosophy and psychotherapy. Heidegger's method of inquiry, meticulously thought through and developed, has become an eloquent (...) expression of man's never-ending search for knowledge and the clarification of what "is." This method, along with the scope of his questioning, has generated the development of a phenomenological foundation for medicine and psychology. In this paper, the author attempts to demonstrate Heidegger's work as remarkably poignant for the human condition. He shows how Binswanger, seeing and sensing these new insights, nevertheless remained captive to traditional expressions of thought. This is the story of a particular insight into the conceptual structure of human volition — the will. The insight is that volition — (...) or, more precisely, intention — is (or presupposes) a kind of knowledge, practical knowledge. Our larger goal is to show how this insight was developed from the time of Aristotle into the Middle Ages, and then fell into obscurity in modern philosophy until quite recently. This insight became especially clear in the writings of Thomas Aquinas. The epistemological development which obscured it was most powerfully furthered by David Hume. I argue that the dispute between two leading theories of interpretation of legal texts, textual originalism and textual evolutionism, depends on the false presupposition that changes in the way a word is used necessarily require a change in the word’s meaning. Semantic externalism goes a long way towards reconciling these views by showing how a word’s semantic properties can be stable over time, even through vicissitudes of usage. I argue that temporal externalism can account for even more semantic stability, however. (...) Temporal externalism is the theory that the content of an utterance at time t may be determined by developments in linguistic usage subsequent to t. If this semantic theory is correct, then the originalist and evolutionist positions effectively collapse. Originalism is correct in that the original meaning of the text is the meaning that is binding on jurists, but evolutionism is vindicated, as it is the current practices and standards that determine the meaning the text now has, and has always had. Objections to temporal externalism, and to its application to the interpretation of legal texts, are considered and addressed. (shrink)

Recent interest among both philosophers and the wider public in the tradition of virtue ethics often takes its inspiration from Aristotle or from Thomas Aquinas. In this essay I briefly outline the ethical approaches of these two towering figures, and then describe more fully the virtue ethics of Meister Eckhart, a medieval thinker who admired, though critically, both Aristotle and Aquinas. Clark and Fischer analyze social robots as interactive depictions, presenting characters that people can interact with in social settings. Unlike other types of depictions, the props for social robot depictions depend on emerging interactive technologies. This raises questions about how such depictions depict: They conflate character and prop in ways that delight, confuse, mistreat, and may become ordinary human–technology interactions.

In the following I will first show that Wittgenstein revived Hume's theory in his early philosophy. I will argue that wishing is taken as a model for willing in both Hume's and (...) the early Wittgenstein's theories. I am therefore speaking of a 'wish-theory of will'. In his middle and later philosophy, however, Wittgenstein presents a completely different point of view. He acknowledges the deep difference between wishing and willing. In willing, but not in wishing, we do have knowledge, namely we can predict our future voluntary actions. This knowledge is to be distinguished from our knowledge of future events in nature. I believe that the wish-model of willing can be regarded as 'philosophically confused' in Wittgenstein's sense: he who says that we cannot know what our future voluntary actions will be, is in fact only attacking our linguistic conventions regarding the meaning of 'will' or 'intention,' though he thinks he is defending an empirical claim. VII, Part I, Hume gives several arguments in favour of the thesis that, "like all other natural events," the influence of volition over the organs of the body can only be known by experience. His second argument here is from the comparison of voluntary with involuntary movements. He is arguing against the thesis that the relationship between the will and voluntary movement might be that of logical necessity. If that were the case, then by inspecting the cause we would be aware of a certain power producing the effect. But we are not conscious of such a power in distinguishing this relationship from the one between will and involuntary movements. So we can only conclude that in most cases, when we have willed certain (namely voluntary) movements, the movement has followed upon our will, and that we must 2 infer the necessity of this relationship. His first argument backs up the second: the relationship between will and voluntary movement, between soul and body, is a completely mysterious one: "were we empowered, by a secret wish, to remove mountains, or control the planets in their orbit: this extensive authority would not be more extraordinary, nor more beyond our comprehension." (E 65) Now, without wanting to milk too much out of this remark, I take it in fact to give Hume's model for his account of willing: If the influence of volition over the organs of the body in voluntary movement is known only by experience, volition is nothing but a wish. And this is just what follows from Hume's description 308 of the will: that we don't know and cannot know if the execution of the will will come true. An example is his distinction of voluntary and involuntary movement: if we don't know that our volition (of a voluntary movement) will come true, then will is perfectly equal in this respect to our wish (of an involuntary movement, or some other event). So Hume points to a man, suddenly struck with palsy in a leg, who wills to move his leg: Hume's volition is logically independent of its execution. But his denial of knowledge in will blurs the distinction between willing and wishing.
