This paper describes a theory that explains both the creativity and the efficiency of people's conceptual combination. In the constraint theory, conceptual combination is controlled by three constraints of diagnosticity, plausibility, and informativeness. The constraints derive from the pragmatics of communication as applied to compound phrases. The creativity of combination arises because the constraints can be satisfied in many different ways. The constraint theory yields an algorithmic model of the efficiency of combination. The C3 model admits the full creativity of (...) combination and yet efficiently settles on the best interpretation for a given phrase. The constraint theory explains many empirical regularities in conceptual combination, and makes various empirically verified predictions. In computer simulations of compound phrase interpretation, the C3 model has produced results in general agreement with people's responses to the same phrases. (shrink)

As much a doubter as a believer, Emily Dickinson often expressed views about God in general—and God with respect to suffering in particular. In many of her poems, she contemplates the question posed by countless theologians and poets before her: how can one reconcile a benevolent deity with evil in the world? Examining Dickinson’s perspectives on the role played by a supposedly omnipotent and all-loving God in a world marked by violence and pain, Patrick Keane initially focuses on her (...) poem “Apparently with no surprise,” in which frost, a “blonde Assassin,” beheads a “happy Flower,” a spectacle presided over by “an Approving God.” This tiny lyric,Keane shows, epitomizes the poet’s embattled relationship with the deity of her Calvinist tradition. Although the problem of sufferingis usually couched in terms of natural disasters or human injustice, Dickinson found new ways of considering it. By choosing a flower as her innocent “victim,” she bypassed standard “answers” to the dilemma in order to focus on the problem in its purest symbolic form. Keane goes on toprovide close readings of many of Dickinson’s poems and letters engaging God, showing how she addressed the challenges posed—by her own experience and by an innate skepticism reinforced by a nascent Darwinism—to the argument from design and the concept of a benevolent deity. More than a dissection of a single poem, Keane’s book is a sweeping personal reflection on literature and religion, faith and skepticism, theology and science. He traces the evolving history of the Problem of Suffering from the Hebrew Scriptures, through the writings of Paul, Augustine, and Aquinas, to the most recent theological and philosophical studies of the problem. Keane is interested in _how_ readers today respond to Emily Dickinson’s often combative poems about God; at the same time, she is located as a poet whose creative life coincided with the momentous changes and challenges to religious faith associated with Darwin andNietzsche.Keane also considers Dickinson’s poems and letters in the context of the great Romantic tradition, as it runs fromMilton throughWordsworth, demonstrating how thework of these poets helps illuminate Dickinson’s poetry and thought. Because Dickinson the poet was also Emily the gardener, her love of flowers was an appropriate vehicle for her observations on mortality and her expressions of doubt. _Emily Dickinson’s Approving God _is a graceful study that reveals not only the audacity of Dickinson’s thought but also its relevance to modern readers. In light of ongoing confrontations between Darwinism and design, science and literal conceptions of a divine Creator, it is an equally provocative read for students of literature and students of life. Consequentialist arguments point out beneficial aspects of capital punishment, normally focusing on deterrence, while non-consequentialist arguments seek to justify execution independently of its effects, for example, by appealing to the concept of retribution. Michael Keane's target article "The ethical 'elephant' in the death penalty 'room'" should, we believe, be read as an interesting new consequentialist defense (...) of physician involvement in capital punishment. Las nuevas formas de participación política en las cuales las tecnologías de la información y la comunicación habilitan el desarrollo de novedosas dinámicas de intervención por parte de la ciudadanía, es el tema central de la obra La reconfiguración de la democracia: el laboratorio político español. El presente texto busca, por un lado, realizar una reflexión filosófica crítica en torno a la realidad política española vivida entre los años 2009 y 2015 en los que el panorama y la esfera política (...) se encontraban en un momento activo y complejo. Por otro lado, pretende llevar a cabo una aproximación de carácter más analítico a dicha realidad política, basándose en diferentes estudios de casos prácticos. Current debates in science and technology studies emphasize that the bio-economy—or, the articulation of capitalism and biotechnology—is built on notions of commodity production, commodification, and materiality, emphasizing that it is possible to derive value from body parts, molecular and cellular tissues, biological processes, and so on. What is missing from these perspectives, however, is consideration of the political-economic actors, knowledges, and practices involved in the creation and management of value. As part of a rethinking of value in the bio-economy, this (...) article analyzes three key political-economic processes: financialization, capitalization, and assetization. In doing so, it argues that value is managed as part of a series of valuation practices, it is not inherent in biological materialities. (shrink)

Information can be public among a group. Whether or not information is public matters, for example, for accounts of interdependent rational choice, of communication, and of joint intention. A standard analysis of public information identifies it with (some variant of) common belief. The latter notion is stipulatively defined as an infinite conjunction: for p to be commonly believed is for it to believed by all members of a group, for all members to believe that all members believe it, and so (...) forth. This analysis is often presupposed without much argument in philosophy. Theoretical entrenchment or intuitions about cases might give some traction on the question, but give little insight about why the identification holds, if it does. The strategy of this paper is to characterize a practical-normative role for information being public, and show that the only things that play that role are (variants of) common belief as stipulatively characterized. In more detail: a functional role for “taking a proposition for granted” in non-isolated decision making is characterized. I then present some minimal conditions under which such an attitude is correctly held. The key assumption links this attitude to beliefs about what is public. From minimal a priori principles, we can argue that a proposition being public among a group entails common commitment to believe among that group. Later sections explore partial converses to this result, the factivity of publicity and publicity from the perspective of outsiders to the group, and objections to the aprioricity of the result deriving from a posteriori existential presuppositions. Ned Block argues that the higher-order (HO) approach to explaining consciousness is ‘defunct’ because a prominent objection (the ‘misrepresentation objection’) exposes the view as ‘incoherent’. What’s more, a response to this objection that I’ve offered elsewhere (Weisberg 2010) fails because it ‘amounts to abusing the notion of what-it’s-like-ness’ (xxx).1 In this response, I wish to plead guilty as charged. Indeed, I will continue herein to abuse Block’s notion of what-it’s-like-ness. After doing so, I will argue that the HO approach accounts (...) for the sense of what-it’s-like-ness that matters in a theory of consciousness. I will also argue that the only incoherence present in the HO theory is that generated by embracing Block’s controversial notion of what-it’s-like-ness, something no theorist of any stripe ought to do. Block is famous for (among other things) having introduced the notion of ‘phenomenal consciousness’ into contemporary philosophy of mind (Block 1995). This term is widely employed in the philosophical literature and it even appears in the empirical literature. But wide-speared usage has brought about divergent interpretations of the term. We can distinguish a ‘moderate’ and a ‘zealous’ reading of ‘phenomenal consciousness’. On the moderate reading, ‘phenomenal consciousness’ just means ‘experience’. Many people have embraced this sense of the term and use it to roughly pick out conscious experience involving sensory quality (states like conscious visual experiences or conscious pains, for example).2 On the zealous reading, however, phenomenal consciousness is held to be ‘distinct from any cognitive, intentional, or functional property’ (Block 1995: 234). That is, any explanation of phenomenal consciousness in exclusively cognitive, intentional, or functional terms will fail to capture, without remainder, what is really distinctive about phenomenal consciousness. Block, of course, is fully clear about embracing the zealous reading; indeed, his initial introduction of the notion is in those terms. The same ambiguity occurs with the much-used (and abused) idea of ‘what-it’s-like-ness’.. (shrink)

Contemporary, technoscientific capitalism is characterized by the configuration of a range of “things” as assets or capitalized property. Accumulation strategies have changed as a result of this assetization process. Rather than entrepreneurial strategies based on commodity production, technoscientific capitalism is increasingly underpinned by rentiership or the appropriation of value through ownership and control rights, monopoly conditions, and regulatory or market devices and practices. While rentiership is often presented as a negative phenomenon in both neoclassical and Marxist political economy literatures—and much (...) in between—in this paper, I conceptualize rentiership as a technoeconomic practice and process framed by insights from science and technology studies. So, rather than a problematic “side effect” of capitalism, the concept of rentiership enables us to understand how different forms of value extraction constitute, and are constituted by, different forms of technoscience. This allows STS to contribute a distinctive analytical approach to ongoing debates in political economy about economic rents and rent-seeking. (shrink)

ABSTRACTIn 2001, Julian Savulescu wrote an article entitled ‘Procreative Beneficence: Why We Should Select the Best Children’, in which he argued for the genetic selection of intelligence in children. That article contributes to a debate on whether genetic research on intelligence should be undertaken at all and, if so, should intelligence selection be available to potential parents. As such, the question of intelligence selection relates to wider issues concerning the genetic determination of behavioural traits, i.e. alcoholism. This article is designed (...) as an engagement in the intelligence selection debate using an analysis of Savulescu's arguments to raise a series of problematic issues in relation to the ethics of parental selection of intelligence. These problematic issues relate to wider assumptions that are made in order to put forward intelligence selection as a viable ethical option. Such assumptions are more generic in character, but still relate to Savulescu's article, concerning issues of genetic determinism, private allocation and inequality, and, finally, individual versus aggregate justice. The conclusion focuses on what the implications are for the question of agency, especially if intelligence selection is allowed. (shrink)

This short essay presents the case for a renewed research agenda in STS focused on the political economy of technoscience. This research agenda is based on the claim that STS needs to take account of contemporary economic and financial processes and how they shape and are shaped by technoscience. This necessitates understanding how these processes might impact on science, technology and innovation, rather than turning an STS gaze on the economy.

When we talk about ideology and new genetics we tend to think of concepts like geneticisation and genetic essentialism, which present genetics and biology in deterministic terms. However, the aim of this article is to consider how a particular economic ideology - neoliberalism - has affected the bioeconomy rather than assuming that it is the inherent qualities of biotechnology that determine market value. In order to do this, the paper focuses on the discourses and practices of economic competitiveness that pervade (...) biotechnology policy-making in the UK, Europe and the USA. Finally it will consider how the manufacture of scarcity - in order to produce the bioeconomy - has led to a problematic focus on a specific innovation paradigm that may prove detrimental to the development and distribution of new biotechnologies. Telling a patient that the outcome of his illness is not good, or even hopeless, requires sensitivity and the ability to communicate with him in the setting of a hospital which is an unnatural environment divorced from family and friends. It is a task which must be taught and learned by doctors and nurses.

In bioethics there is an ongoing debate about the ethical case for human enhancement through new biomedical technologies. In this debate there are both supporters and opponents of human enhancement technologies such as genetic improvements of cognitive abilities (eg, intelligence). The supporters argue that human enhancement will lead to healthier and therefore better lives, meaning that any delays to the introduction of such technologies is problematic. In contrast, the opponents argue that new technologies will not solve problems such as inequality (...) and social justice. In order to overcome opposition to human enhancement, Bostrom and Ord have outlined a test to evaluate ethical arguments for "status quo bias" or what they call "intuitive judgements" in the assessment of human enhancement. This article is a response to their paper in which I raise a number of problems with their position, particularly with their "status quo bias" test and the incorporation of economistic thinking into their ethical arguments. Schmittova strategija kritike parlamentarizma je zasnovana na poskusu histo-riziranja parlamentarnega diskurza, na tem, da ga opazuje kot produkt liberalnih poskusov depolitiziranja modernega sveta. Na tej podlagi skuša Schmitt, metafizik, razgaliti pojave, ki so vezani na parlament, in s tem razkriti in razložiti njegovo bistvo. Fenomen parlamenta hoče demaskirati z vprašanjem po njegovih temeljnih načelih. Schmittov opis parlamenta temelji na poenostavljenih konceptualnih abstrakcijah in zaradi tega selektivno, to je — enostransko, preučuje in poudarja le nekatere od značilnosti in zagat parlamenta. Ta (...) enostranskost Schmittove interpretacije se kaže na več načinov: prvič v njegovem očitnem neupoštevanju predliberalne zgodovine parlamenta; drugič v tem, da mu ni uspelo dojeti globokega prepada med liberalnimi načeli parlamentov devetnajstega stoletja; in končno v njegovem slepem zavračanju možnosti, da bi se demokratično reformiralo parlament in okrepilo njegove moči v nasprotju s »totalno državo«. La relación entre las ideas de identidad nacional, nacionalismo y democracia es el tema central del artículo. El concepto de "nación" en la Edad Moderna, especialmente en la teoría de T. Paine sobre la indisoluble unidad de los conceptos de nación y de gobierno democrático y la doctrina de la autodetenninación nacional del siglo XIX son los puntos de partida para una explicación del nacimiento del nacionalismo, resaltando cómo en la idea original no existía una percepción de la diferencia entre (...) identidad nacional y nacionalismo y cómo se infravalora el potencial antidemocrático de la lucha por la identidad nacional. El autor presenta su tesis de que ya que los mecanismos democráticos facilitan la transfonnación de la identidad nacional en nacionalismo, la democracia es mejor servida abandonando la doctrina de la autodetenninación nacional y considerando un sentido compartido de identidad nacional como una legítima pero limitada forma de vida. El corolario de esta tesis es que la identidad nacional, un sopone imponante de las instituciones democrálicas, es preservada mejor restringiendo su ámbito en favor de las identidades no nacionales, lo cual puede reducir la posibilidad de su transfonnación en nacionalismo antidemocrático. En este senlido el autor señala cómo la emergencia en el contexto europeo de una Ciudadanía Europea puede servir como antídoto contra los peligros del nacionalismo. (shrink)

This paper advances a framework for modeling the component interactions between cognitive and social aspects of scientific creativity and technological innovation. Specifically, it aims to characterize Innovation Networks; those networks that involve the interplay of people, ideas and organizations to create new, technologically feasible, commercially-realizable products, processes and organizational structures. The tri-partite framework captures networks of ideas (Concept Level), people (Individual Level) and social structures (Social-Organizational Level) and the interactions between these levels. At the concept level, new ideas are the (...) nodes that are created and linked, kept open for further investigation or closed if solved by actors at the individual or organizational levels. At the individual level, the nodes are actors linked by shared worldviews (based on shared professional, educational, experiential backgrounds) who are the builders of the concept level. At the social-organizational level, the nodes are organizations linked by common efforts on a given project (e.g., a company–university collaboration) that by virtue of their intellectual property or rules of governance constrain the actions of individuals (at the Individual Level) or ideas (at the Concept Level). After describing this framework and its implications we paint a number of scenarios to flesh out how it can be applied. (shrink)

The Knowledge-Based Bio-Economy has gained prominence as an agricultural R&D agenda of the European Union. Specific research policies are justified as necessary to create a KBBE for societal progress. Playing the role of a master narrative, the KBBE attracts rival visions; each favours a different diagnosis of unsustainable agriculture and its remedies in agro-food innovation. Each vision links a technoscientific paradigm with a quality paradigm: the dominant life sciences vision combines converging technologies with decomposability, while a marginal one combines agro-ecology (...) with integral product integrity. From these divergent visions, rival stakeholder networks contend for influence over research policies and priorities, especially within the Framework Programme 7 on Food, Agriculture, Fisheries and Biotechnology, which has aimed to promote a Knowledge-Based Bio-Economy. Although the FAFB programme has favoured a life sciences vision, agro-ecological approaches have gained a presence, thus overcoming their general lock-out from agricultural research agendas. In their own way, each rival paradigm emphasises the need for collective systems to gather information for linking producers with users, as a rationale for the public sector to fund distinctive research priorities.
