Dans cet effort, le genie de Condillac prend appui sur toute la culture de son temps pour ouvrir avec alacrite une voie de recherche dans laquelle il fait oeuvre de pionnier. Ayant en effet arrime l'idee au signe, il entreprend l'inventaire des modalites de fonctionnement de toutes les especes de signes d'institution. Il lui devient alors possible de bousculer de l'interieur la theorie des idees sous les formes qu'elle a prises chez ses predecesseurs, en particulier Malebranche et Locke, et de reconduire sans reste l'idee jusqu'a la sensation. Political judgments usually combine a normative principle or intuition with an appreciation of empirical facts regarding the achievability of different options and their potential consequences. The interesting question dividing partisans of political idealism and realism is whether these kinds of considerations should be integrated into the normative principles themselves or considered apart. At first sight, if a theorist is concerned with guiding political judgments, non-ideal or realist theorizing can seem more attractive. In this article, however, I argue that ideal theorizing (...) might be considered valuable even by theorists moved by a pragmatic concern because it is less exposed to conservatism. I nonetheless contend that the aim to guide action in the world as it is should not be abandoned. Therefore, I outline a four-step method for proceeding from abstract moral principles to concrete political judgments and apply it to a test case. (shrink)

Sustentamos a práxis em uma experiência político-clínica de acolhimento na Universidade, salientando sua função terapêutica como forma de resistência coletiva a um modus operandi absolutamente individualista. Cada investida neoliberal em nossa sociedade é capaz de produzir engendramentos subjetivos da pulsão de morte, resultando em sofrimento e adoecimento na medida em que o sujeito é abandonado à própria (...) sorte, desamparado, num tecido social que se esgarça. Para fazer face a tamanho desalento, recorremos a um projeto de extensão, delineado enquanto um dispositivo de escuta psicanalítica gratuita, no seio da Universidade Pública, oferecido à comunidade acadêmica, a educadores e, principalmente, a jovens estudantes em estado de intenso sofrimento psíquico. The idea of a hybrid bicameral system combining election and sortition is investigated. More precisely, the article imagines how an elected and a sortition chamber would interact, taking into account their public perception and their competing legitimacies. The article draws on a survey of a representative sample of the Belgian population and Belgian members of parliament assessing their views about sortition in political representation. Findings are combined with theoretical reflections on election’s and sortition’s respective sources of legitimacy. The possibility of (...) conflicting legitimacies and mutually detrimental interactions leads to considerations of the effects of different possible distributions of power between the chambers as a crucial determinant of their interactions and perceived legitimacy. Un point de départ, semble-t-il, de votre réflexion porte sur le fait que ces termes servent souvent (à l’instar du vocable péjoratif de « politicien » auquel ils se substituent souvent) à dévaloriser le personnel politique. Ils avaient pourtant été (...) conçus par les sciences sociales pour mettre à distance tout jugement de valeur à propos des élus. On pense bien sûr à Max Weber, mais aussi aux travaux fondateurs de Daniel Gaxie ou Jacques Lagroye, notamment. Comment vos propres travaux se situent-ils par rapport à la dimension normative inévitablement attachée à cet objet qu’est le « métier » de député? Cet article défend une définition de l’exploitation, restreinte aux relations de travail, en tentant d’une part d’expliciter une certaine compréhension de sens commun du concept (rémunération inéquitable en fonction du travail presté), et d’autre part d’échapper aux difficultés qui ont affecté la définition marxiste traditionnelle de l’exploitation comme extorsion de la plus-value (dans ses diverses variantes). Il explore ainsi le lien entre l’exploitation et l’obligation matérielle de travailler pour subvenir à ses besoins fondamentaux. Après avoir mis en garde contre les (...) politiques d’activation des chômeurs, il conclut que l’exploitation est un phénomène contre lequel on peut lutter à l’aide de mécanismes relativement simples, même dans les sociétés capitalistes. Il rappelle toutefois que cela ne suffit pas à réaliser la justice sociale, resituant l’exploitation parmi d’autres enjeux fondamentaux pour une philosophie politique égalitariste. (shrink)

La tension problématique du concept de Gestalt dans la première pensée de l’art de Heidegger indique une autre provenance que celle, implicitement reconnue par Heidegger, de Nietzsche. La première interprétation du schématisme kantien programme le dépassement phénoménologique de sa dissimulation comme « art caché ». Cette phénoménologie de la temporalité originaire, formulée en termes de « schèmes horizontaux », révèle l’échec de ce dépassement, lié à celui de la Seinsfrage. La collusion entre le problème de la liberté et celui du (...) schématisme se résout, au-delà du phénoménologique, dans le motif de la figure, nous conduisant à voir dans le retrait du schématisme un « impensé » de Heidegger, auquel il aura répondu par une surdétermination « onto-typologique » de la finitude du figural.The problematical tenseness of the concept of Gestalt in Heidegger’s first philosophy of art indicates another source than Nietzsche’s influence, which was implicitly recognized by Heidegger. The first interpretation of Kant’s schematism programs a phenomenological overstepping of its dissimulation as « hidden art ». Such a phenomenology of original temporality, formulated in terms of « horizontal schemas », shows the stumble of this overstepping, related to that of « the question of being ». The connexion between the problematics of freedom and of schematism finds a resolution, beyond phenomenology, in the motif of the figure, leading us to see the withdrawal of schematism as an « unthought », to which Heidegger responded by « onto-typological » overdetermination of the finitude of figurality. We discuss the latent variables construct, particularly in regard to the following: that latent variables are considered as the sole explanatory factor of a disorder; that pragmatic concerns are ignored; and that the relationship of these variables to biological markers is not addressed. Further, we comment on the relationship between bridge symptoms and causality, and discuss the proposal in relationship to other constructs (endophenotypes, connectionist-inspired networks).

De alledaagse leefwereld. Dingen die we zien en horen. De hedendaagse mens wordt opgeslokt door de consumptiecultuur van de markteconomie en verkeert haast permanent in een virtuele werkelijkheid. Individualisme. De liefdesrelatie als meest basale vorm van gemeenschap is hierdoor op de helling gekomen. Welke therapeutische perspectieven kunnen we verbinden aan de gestelde diagnose? We zijn aangewezen op een mentaliteitsverandering, die wordt bepaald door het ‘morele kapitaal’ waarmee een gemeenschap kan voortbestaan. De auteur opereert binnen de traditie die Montaigne en Kierkegaard (...) introduceren en waaiert voortdurend uit door geregeld zijn rol als dienende gastheer voor die van zoekende filosoof te verruilen. Hij laat tijdslijnen door elkaar lopen. Toch is sprake van intrinsieke ordening: ideeënimprovisaties worden weerspiegeld in een afwisseling tussen levende herinneringen en abstracte argumenten. Zo krijgt de alledaagsheid een filosofische lading. Kleine verhalen en anekdotes zijn nodig om grote verhalen een persoonlijk karakter te geven. Aldus ontstaat een collage, waarin niets is gelogen, maar alles is verzonnen. Een waargebeurde, fictieve levensgeschiedenis op grond van herinneringen, een portret waarin verslag wordt gedaan van een gedreven zoektocht naar zinvolheid. De lezer is genoodzaakt zich te laten meevoeren over hoofd- en zijwegen, bemodderde bospaden, drassige velden, gevaarlijke bochten, grillige slingerpaden, solide bruggen en wankele bruggetjes. This article covers the voting behaviow- of the three major belgian parties: CVP, BSP and PVV during three legislatures in which all three partieswere twice in government and once in the opposition.The cohesion between the government parties bas been very high. This is also the case within each party. Deviations from the so-called «partyline» are minimal, especially within the socialist party.Looking at the final votes, two voting patterns dominate : government versus opposition and unanimity.All amendments, except those introduced by the (...) government, were rejected. The major conclusion is that the role of the public session of the House is reduced to a mere registration function. (shrink)

Le present ouvrage est un recueil d'articles de J. Etienne, professeur de philosophie et de theologie morales a l'UCL, en l'honneur de son 75eme anniversaire. Le choix des articles et leur agencement dans une structure tripartite temoignent de la dynamique directrice de la vie et de la pensee de J. Etienne, a savoir une recherche ethique alimentee par la raison et motivee par la foi. C'est ainsi que la premiere partie, consacree aux sources philosophiques de la pensee de (...) J. Etienne, rassemble diverses etudes qui vont de Platon a Ricoeur en passant par Bergson et Nabert; la seconde partie s'offre comme une mediation religieuse et theologique: elle reprend diverses contributions de J. Etienne sur le sacre, sur les relations entre la dynamique evangelique et la vie morale. La troisieme partie, quant a elle, fait se croiser ces deux sources de la reflexion morale que sont la raison et la foi sur des axes fondamentaux de la reflexion ethique ainsi que sur des thematiques plus actuelles: y sont abordes, entre autres, les rapports entre nature et culture, entre anthropologie et ethique, mais aussi les droits de l'homme, le droit d'ingerence, le respect aux mourants. Le recueil se termine par une bibliographie de J. Etienne. Comme un fil rouge qui traverse ce recueil, la mise en evidence du primat dialogue et de la raison sur la victoire privee de parole qu'est la violence, rappelle la capacite ethique qui habite tout etre humain et qui confere a sa liberte sa dignite. El autor sugiere que la laicidad es la política de la tolerancia cuando la tolerancia es la ética de la política, y que la forma republicana del poder político es la condición (...) de posibilidad de una sociedad democrática. Se puede, entonces, entender que la intransigencia política de la laicidad es como la condición trascendental de la tolerancia civil en el seno de las sociedades democráticas, o incluso que la intransigencia cívica es la única manera de garantizar la tolerancia civil. What is the relationship between cosmopolitanism and secularism—the worldwide and the worldly? While cosmopolitan politics may seem inherently secular, existing forms of secularism risk undermining the universality of cosmopolitanism because they privilege the European tradition over all others and transform particular historical norms into enunciations of truth, valid for all cultures and all epochs. In this book, the noted philosopher Étienne Balibar explores the tensions lurking at this troubled nexus in order to advance a truly democratic and emancipatory cosmopolitanism, which (...) requires a secularization of secularism itself. Balibar argues for the idea of the universal against its particular dominant institutions. He questions the assumptions that underlie popular ideas of secularism and religion and outlines the importance of a new critique for the contemporary world. Balibar holds that conflicts between religious and secular discourses need to be reframed from a point of view that takes into account the cultural hybridization, migration and mobility, and transformation of borders that have reshaped the postcolonial age. Among the topics discussed are the uses and misuses of the category of religion and the religious, the paradoxical genealogy of monotheism, French laïcité’s identitarian turn, and the implications of the responses to the Charlie Hebdo attacks for an extended definition of free speech. Going beyond circumscribed notions of religion and the public sphere, Secularism and Cosmopolitanism is a profound rethinking of identity and difference that seeks to make room for a renewed political imagination. C'est avec la publication de l'etre et l'essence (1948) que Gilson fit veritablement irruption dans le debat philosophique contemporain, contraignant beaucoup de ceux qui n'avaient jamais entendu parler de l'etre autrement qu'a travers l'etre et le neant ou le premier chapitre de Wissenschaft der Logik, a admettre que ce petit mot etre, qu'une certaine tradition idealiste avait vainement tente de bannir du vocabulaire philosophique, abritait, sinon peut-etre le destin de l'Occident, du moins le lieu d'une de ses plus anciennes et (...) plus constantes querelles. Beaucoup se convainquirent alors, en lisant Gilson, que Saint Thomas occupait dans ce debat une place a tout le moins originale et importante, qu'il n'etait plus permis d'ignorer, meme et surtout si l'on voulait prendre parti dans la polemique que menait alors l'existentialisme contre l'essentialisme suppose de toute la tradition. étienne Balibar has been one of Europe's most important philosophical and political thinkers since the 1960s. His work has been vastly influential on both sides of the Atlantic throughout the humanities and the social sciences. In We, the People of Europe?, he expands on themes raised in his previous works to offer a trenchant and eloquently written analysis of "transnational citizenship" from the perspective of contemporary Europe. Balibar moves deftly from state theory, national sovereignty, and debates on multiculturalism and European (...) racism, toward imagining a more democratic and less state-centered European citizenship. Although European unification has progressively divorced the concepts of citizenship and nationhood, this process has met with formidable obstacles. While Balibar seeks a deep understanding of this critical conjuncture, he goes beyond theoretical issues. For example, he examines the emergence, alongside the formal aspects of European citizenship, of a "European apartheid," or the reduplication of external borders in the form of "internal borders" nurtured by dubious notions of national and racial identity. Addressing the dramatic situation of migrants and refugees in the Euro-Mediterranean and Euro-British space, Étienne Balibar mobilizes and questions the Marxist theoretical legacy, in particular the “law of population” and the “general law of capitalist accumulation”. Introducing the notion of “absolute capitalism” – the idea that there is no longer any existing alternative economic system to capitalism –, Balibar focuses on the violence inherent to new regimes of mobility and immobility in migration and migratory politics, focusing on borders, exploitation and (...) the segmentation of the labour-force. Contrary to traditional Marxist analysis, absolute capitalism, according to Balibar, is not characterized by stability and self-regulation, but by financial and political instability which, due to a severely limited capacity for control and restraint of violence, opens up for extreme violence. Prokaryotes growing at high temperatures have a high proportion of charged residues in their proteins to stabilize their 3D structure. By mining 175 disparate bacterial and archaeal proteomes we found that, against the general trend for charged residues, the frequency of aspartic acid residues decreases strongly as natural growth temperature increases. In search of the explanation, we hypothesized that the reason for such unusual correlation is the deleterious consequences of spontaneous chemical transformations of aspartate at high temperatures. Our subsequent statistical (...) analysis supported this hypothesis. This finding reveals that organisms have likely adapted to high temperatures by minimizing the harmful consequences of spontaneous chemical transformations. (shrink)

Quel rapport entre l'existence d'une oeuvre d'art et celle d'un être vivant? Entre l'existence de l'atome et celle d'une valeur comme la solidarité? Ces questions sont les nôtres à chaque fois qu'une réalité est instaurée, prend consistance et vient à compter dans nos vies, qu'il s'agisse d'un morceau de musique, d'un amour ou de Dieu en personne. Comme James ou Deleuze, Souriau défend méthodiquement la thèse d'un pluralisme existentiel. Il y a, en effet, différentes manières d'exister, et même différents degrés (...) ou intensités d'existence : des purs phénomènes aux choses objectivées, en passant par le virtuel et le " sur-existant " dont témoignent les œuvres de l'esprit ou de l'art, tout comme le fait même de la morale. L'existence est polyphonique, et le monde s'en trouve considérablement enrichi et élargi. Outre ce qui existe au sens ordinaire du terme, il faut compter avec toutes sortes d'états virtuels ou fugaces, de domaines transitionnels, de réalités ébauchées, en devenir, qui sont autant d'" intermondes ". Servi par une érudition stupéfiante qui lui permet de traverser d'un pas allègre toute l'histoire de la philosophie, Souriau donne les éléments d'une grammaire de l'existence. Mais son enquête se veut aussi une introduction à " la pratique de l'art d'exister ". A quoi nous attachons-nous précisément lorsque nous aimons un être? A quoi nous engageons-nous lorsque nous nous identifions à un personnage de roman, lorsque nous valorisons une institution ou adhérons à une théorie? Et finalement, quel(s) mode(s) d'existence(s) sommes-nous capables d'envisager et d'expérimenter pour nous-mêmes? Questions métaphysiques, questions vitales. Cette nouvelle édition est précédée d'une présentation d'Isabelle Stengers et Bruno Latour intitulée " Le sphinx de l'œuvre ". One central objection to philosophical defences of liberal neutrality is that many neutrally justified laws and policies are nonetheless discriminatory as they unilaterally impose costs or confer unearned privileges on the bearers of a particular conception of the good. Call this the false neutrality objection. While liberal neutralists seldom consider this objection to be a serious allegation, and often claim that it rests on a misunderstanding, I argue that it is a serious challenge for proponents of justificatory neutrality. Indeed, a (...) careful examination of recent French and Canadian laws which impede the members of cultural minorities from freely practising their religion reveals that the state can hide its discriminatory aims by cloaking the policies it enacts in neutral language. In order to avoid the problem of false neutrality, I contend, liberal neutralists should defend a combination of neutrality of justification and neutrality of aim and operationalize neutrality of aim through a practical test that has been a defining feature of American jurisprudence on religious freedom in the last thirty years: the general applicability requirement.
