The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Western Political Thought in Dialogue with Asia is a unique collection of essays that examines the exchange of political ideas between Western Europe and Asia from the Middle Ages to the early twentieth century. The contributors to the volume call for globalizing the scope of research and teaching in the history of political thought.

Consumer involvement in clinical research is an essential component of a comprehensive response during emergent health challenges. During the COVID-19 pandemic, the moderation of research policies and regulation to facilitate research may raise ethical issues. Meaningful, diverse consumer involvement can help to identify practical approaches to prioritize, design, and conduct rapidly developed clinical research amid current events. Consumer involvement might also elucidate the acceptability of flexible ethics review approaches that aim to protect participants whilst being sensitive to the challenging context (...) in which research is taking place. This article describes the main ethical challenges arising from pandemic research and how involving consumers and the community could enable resolution of such issues. (shrink)

This paper argues that Pedro Tabenksy's Aristotelean understanding of true happiness overlooks the constitutive significance of the virtues and values of relationships of radical dependency. Tabensky's focus on the rational and contextual aspects of personhood as the locus for our social interdependence results in friendship relationships being taken as paradigmatic for social engagements. Through a sketch of some of the unique dimensions of the asymmetrical relations upon which our bodily functioning and personal identities inevitably depend, I show that this focus (...) risks perpetuating the lack of recognition of the value and significance of caring relations familiar to us in contemporary societies today. For many centuries now, those considering themselves civilized have carried out numerous atrocities—from abductions to dispossession to massacres—against those thought to be less civilized, all in the name of civilization. This has particularly been the case in the last 500 years when Europeans came into contact with indigenous peoples in their voyages of discovery and subsequent settlement. One of the justifications for these offences was often couched in terms of the self-appointed duty of “civilized” Europeans to bring the blessings of (...) civilization to the “savage” and “barbarian” hordes, also called the “white man's burden” or the “burden of civilization.” Many nations took up this sacred trust of civilization and the challenge of bringing enlightenment and salvation to the uncivilized peoples of the world, during which the latter were either subjugated or perished. In this article I trace the intellectual heritage of the sacred trust and note its inherent contradictions, ranging from debates between Sepúlveda and Las Casas over Spain's rights of conquest in the New World to the musings of key Enlightenment thinkers such as Locke, Hegel, Kant, and J. S. Mill. As some of its advocates acknowledge the sacred trust and concomitant civilizing missions were inevitably and invariably violent and went against the very idea of civilization. And as Las Casas deftly highlighted, much of the reasoning underpinning the sacred trust was in the form of “poisons disguised with honey.”. (shrink)

This paper offers a new psychological reading of the Pyrrhonian Skeptic and their way of life (the so-called Skeptic Way). The Pyrrhonist, I suggest, has three peculiar psychological hallmarks: (1) she is psychologically compelled to inquire after the truth, (2) she is persistently and repeatedly disturbed by anomaly in the facts, and (3) she is able to achieve tranquility (_ataraxia_) as a result of suspension of judgment (_epochē_). This new psychological interpretation has two payoffs. First, it helps us resolve the (...) “inquiry problem”—how can the Pyrrhonist possibly engage in genuine inquiry into the truth, when it also seems to the Pyrrhonist that holding beliefs of any kind, but particularly evaluative beliefs, causes psychological disturbance? Second, it allows us to appreciate a new kind of value for Pyrrhonism, what I term _psychological value_. We can discern two distinct types of _ataraxia_, both a moderate type resulting from the simple, temporary cessation of inquiry and a more significant, enduring type achieved by failing to hold any evaluative beliefs. On the whole, the Pyrrhonist fares better than the non-Pyrrhonist by acquiring both forms of _ataraxia_ more regularly. (shrink)

Metabolic systems are complicated and contain very large numbers of interacting reactions and many internal regulatory mechanisms. This does not prevent the genetic composition of an organism from influencing its behavior, however, nor does it preclude the possibility that some aspects of its behavior may be amenable to simple explanations.

The goal of synthetic biology is to create artificial organisms. To achieve this it is essential to understand what life is. Metabolism-replacement systems, or (M, R)-systems, constitute a theory of life developed by Robert Rosen, characterized in the statement that organisms are closed to efficient causation, which means that they must themselves produce all the catalysts they need. This theory overlaps in part with other current theories, including autopoiesis, the chemoton, and autocatalytic sets, all of them invoking some idea of (...) closure. A simple model of an (M, R)-system has been implemented in the computer, and behaves in ways that may shed light on the requirements for a prebiotic self-organizing system. In addition to a trivial steady state in which nothing happens, it can establish a non-trivial steady state in which all intermediates have finite concentrations, with their rates of degradation balanced by their rates of synthesis. The system can be regenerated from the set of food components plus a single intermediate, and maintain itself in that state indefinitely, despite continuous degradation. At the very low compartment volumes that may have existed in prebiotic conditions, for example in cavities in minerals, or in micelles formed by simple amphiphiles, statistical fluctuations in the numbers of molecules need to be taken into account. With the stochastic approach there is no non-trivial steady state in strict mathematical terms, because the system will always collapse to the trivial state after sufficient time. However, the average time before collapse is so long for volumes greater than $10^{-19}\;{\textsc{l}}$ (much smaller than the volume of the order of $10^{-15}\;{\textsc{l}}$ for a typical bacterial cell) that for practical purposes the self-maintaining state of non-null concentrations becomes significant, recalling the situation of bistability that is observed in deterministic analysis. In turn, there exists a minimum size below which the self-organizing system cannot maintain itself on chemically relevant time scales. The value of the critical volume depends on the particular concentrations and rate constants assumed, but the principle could apply generally. (shrink)

Reductive intellectualists hold that knowledge-how is a kind of knowledge-that. For this thesis to hold water, it is obviously important that knowledge-how and knowledge-that have the same epistemic properties. In particular, knowledge-how ought to be compatible with epistemic luck to the same extent as knowledge-that. It is argued, contra reductive intellectualism, that knowledge-how is compatible with a species of epistemic luck which is not compatible with knowledge-that, and thus it is claimed that knowledge-how and knowledge-that come apart.

In _Caring_, Peta Bowden extends and challenges recent debates on feminist ethics. She takes issue with accounts of the ethics of care that focus on alleged principles of caring rather than analysing caring in practice. Caring, Bowden argues, must be understood by 'working through examples'. Following this approach, Bowden explores four main caring practices: mothering, friendship, nursing and citizenship. Her analysis of the differences and similarities in these practices - their varying degrees of intimacy and reciprocity, formality (...) and informality, vulnerability and choice - reveals the practical complexity of the ethics of care. _Caring_ recognizes that ethical practices constantly outrun the theories that attempt to explain them, and Bowden's unique approach provides major new insights into the nature of care without resorting to indiscriminate unitary models. It will be essential reading for all those interested in ethics, gender studies, nursing and the caring professions. (shrink)

An incisive analysis of Deleuze's philosophy of eventsSean Bowden shows how the Deleuzian event should be understood in terms of the broader metaphysical thesis that substances are ontologically secondary with respect to events. He achieves this through a reconstruction of Deleuze's relation to the history of thought from the Stoics through to Simondon, taking account of Leibniz, Lautman, structuralism and psychoanalysis along the way.This exciting new reading of Deleuze focuses firmly on his approach to events. Bowden also examines (...) and clarifies a number of Deleuze's most difficult philosophical concepts, including sense, problematic Ideas and intensive individuation, and engages with material by Lautman and Simondon that has not yet been translated into English. In the UK, it has been proposed that alongside the current advice to abstain from alcohol completely in pregnancy, there should be increased screening of pregnant women for alcohol consumption in order to prevent instances of fetal alcohol spectrum disorder. The Scottish Intercollegiate Guidelines Network published guidelines in 2019 recommending that standardised screening questionnaires and associated use of biomarkers should be considered to identify alcohol exposure in pregnancy. This was followed in 2020 by the National Institute for Health and Care (...) Excellence Draft Quality Standard, which recommended that pregnant women should have information on their alcohol consumption recorded throughout their pregnancy and this information transferred to the child’s health records. Most recently, Public Health England has stated that the alcohol intake of all women should be recorded throughout pregnancy, not just at the initial booking appointment and that tools such as blood biomarkers and meconium testing should be researched in order to determine true prevalence rates of alcohol in pregnancy. We argue that this proposed enhanced screening undermines women’s autonomy and their legal right to be sufficiently informed to consent to screening. We argue that there is no evidence that this kind of screening will result in a reduction of fetal harm and there is a danger that undermining the autonomy of women and the trust relationship between women and healthcare professionals may even increase harm to future children. Aristotle is widely regarded as the greatest of all philosophers; indeed, he is traditionally referred to simply as `the philosopher'. Today, after more than two millennia, his arguments and ideas continue to stimulate philosophers and provoke them to controversy. In this book J.L. Ackrill conveys the force and excitement of Aristotle's philosophical investigations, thereby showing why contemporary philosophers still draw from him and return to him. He quotes extensively from Aristotle's works in his own notably clear English translation, and a (...) picture emerges of a lucid, lively, subtle and tough-minded thinker of astonishing range and penetration. Professor Ackrill identifies many striking connections between Aristotle's ideas and ideas in recent philosophy; he also raises philosophical questions of his own, and exemplifies the way in which Aristotle can still be argued with and learned from. Smoking is frequently presented as being particularly problematic when the smoker is a pregnant woman because of the potential harm to the future child. This premise is used to justify targeting pregnant women with a unique approach to smoking cessation including policies such as the routine testing of all pregnant women for carbon monoxide at every antenatal appointment. This paper examines the evidence that such policies are justified by the aim of harm prevention and argues that targeting pregnant women in (...) this way is likely to do more harm than good. Routine carbon monoxide testing is particularly problematic as it sends a message to pregnant women that they cannot be trusted either to truthfully answer questions as to whether or not they smoke, or to make decisions in the best interests of themselves and their future children in the way that non-pregnant individuals are. Further, if the aim is to reduce rates of prenatal harm, the evidence suggests that adopting a supportive and empowering approach to prenatal care is the most effective way to achieve this, something that the current policies aimed at pregnant women are in conflict with. Anorectics typically maintain that they perceive their bodies as ‘fat’ and yet also state that they are aware of being ‘too thin.’ In this study, I use phenomenological insights from the work of Merleau-Ponty and Sartre to explore this apparent contradiction. I suggest that the anorectic experiences a pathological corporealization of the body, and show how this bodily experience may be described as ‘feeling fat’ due to cultural influences. In addition, I explore how this anomalous bodily experience may lead to (...) partial feelings of disassociation from visual perceptions of the body, allowing the anorectic to recognize the emaciation of a reflected image of herself without it impacting upon her subjective experience of the body as ‘fat.’. In Difference and Repetition, Deleuze claims that it is in virtue of a relation of expression which holds between intensive processes of individuation and virtual Ideas that the former determines the latter to be actualised in concrete entities. He is, however, less than forthcoming in this book about exactly how we should understand the relation of expression. This article addresses itself to this lacuna. It clarifies five characteristic features of the expressive relation, partly by drawing on Deleuze's discussion of the (...) relation of expression in Expressionism in Philosophy, party by examining familiar examples of expressive relations. It then maps these characteristic features of expression onto Deleuze's discussion of the relation between Ideas and intensity in Difference and Repetition, showing that virtual Ideas are ontologically inseparable from the intensive processes that both constitute and actualise them in the production of actual entities. By way of conclusion, this expressive account of the relation between the virtual, the actual and the intensive will be compared and contrasted with several leading accounts to be found in the secondary literature. Two experiments examine the effects of unreportable hints on anagram solving performance and on solvers' subjective experience of insight. In Experiment 1, after seeing a hint presented too briefly to identify, participants solved anagrams preceded by the solution fastest and solved anagrams preceded by unrelated hints slowest. Participants' “warmth” ratings for solution hints were more insight-like than those for unrelated hints. In Experiment 2 a hint, or no hint, was presented at one of three different exposure durations . Participants benefited (...) from solution-relevant hints that were either unreportable or reportable, but showed a cost only for unrelated hints that were reportable. Participants' ratings of their insight experiences showed that unreportable solution and semantically related hints produced more insight-like experiences than did unrelated hints. The results suggest that unreportable processing of solution-related information is important for the insight experience. (shrink)
