Future population growth is uncertain and matters for climate policy: higher growth entails more emissions and means more people will be vulnerable to climate-related impacts. We show that how future population is valued importantly determines mitigation decisions. Using the Dynamic Integrated Climate-Economy model, we explore two approaches to valuing population: a discounted version of total utilitarianism (TU), which considers total wellbeing and is standard in social cost of carbon dioxide (SCC) models, and of average utilitarianism (AU), which ignores population size (...) and sums only each time period’s discounted average wellbeing. Under both approaches, as population increases the SCC increases, but optimal peak temperature decreases. The effect is larger under TU, because it responds to the fact that a larger population means climate change hurts more people: for example, in 2025, assuming the United Nations (UN)-high rather than UN-low population scenario entails an increase in the SCC of 85% under TU vs. 5% under AU. The difference in the SCC between the two population scenarios under TU is comparable to commonly debated decisions regarding time discounting. Additionally, we estimate the avoided mitigation costs implied by plausible reductions in population growth, finding that large near-term savings ($billions annually) occur under TU; savings under AU emerge in the more distant future. These savings are larger than spending shortfalls for human development policies that may lower fertility. Finally, we show that whether lowering population growth entails overall improvements in wellbeing—rather than merely cost savings—again depends on the ethical approach to valuing population. Integrated assessment models of climate and the economy provide estimates of the social cost of carbon and inform climate policy. We create a variant of the Regional Integrated model of Climate and the Economy (RICE)—a regionally disaggregated version of the Dynamic Integrated model of Climate and the Economy (DICE)—in which we introduce a more fine-grained representation of economic inequalities within the model’s regions. This allows us to model the common observation that climate change impacts are not evenly distributed within regions (...) and that poorer people are more vulnerable than the rest of the population. Our results suggest that this is important to the social cost of carbon—as significant, potentially, for the optimal carbon price as the debate between Stern and Nordhaus on discounting. (shrink)

How much should the present generations sacrifice to reduce emissions today, in order to reduce the future harms of climate change? Within climate economics, debate on this question has been focused on so-called “ethical parameters” of social time preference and inequality aversion. We show that optimal climate policy similarly importantly depends on the future of the developing world. In particular, although global poverty is falling and the economic lives of the poor are improving worldwide, leading models of climate economics may (...) be too optimistic about two central predictions: future population growth in poor countries, and future convergence in total factor productivity (TFP). We report results of small modifications to a standard model: under plausible scenarios for high future population growth (especially in sub-Saharan Africa) and for low future TFP convergence, we find that optimal near-term carbon taxes could be substantially larger. Integrated assessment models (IAMs) of climate and the economy provide estimates of the social cost of carbon and inform climate policy. With the Nested Inequalities Climate Economy model (NICE) (Dennig et al. PNAS 112:15,827–15,832, 2015), which is based on Nordhaus’s Regional Integrated Model of Climate and the Economy (RICE), but also includes inequalities within regions, we investigate the comparative importance of several factors—namely, time preference, inequality aversion, intraregional inequalities in the distribution of both damage and mitigation cost and the damage (...) function. We do so by computing optimal carbon price trajectories that arise from the wide variety of combinations that are possible given the prevailing range of disagreement over each factor. This provides answers to a number of questions, including Thomas Schelling’s conjecture that properly accounting for inequalities could lead the inequality aversion parameter to have an effect opposite to what is suggested by the Ramsey equation. Animal welfare science and ecology are both generally concerned with the lives of animals, however they differ in their objectives and scope; the former studies the welfare of animals considered ‘domestic’ and under the domain of humans, while the latter studies wild animals with respect to ecological processes. Each of these approaches addresses certain aspects of the lives of animals living in the world though neither, we argue, tells us important information about the welfare of wild animals. This paper argues (...) for the development of a new scientific discipline ‘welfare biology’ to address these issues and more, given the deficiencies of pre-existing life science disciplines to research the subject. Welfare biology is the study of the welfare of all living beings who have a welfare, with a value orientation toward promoting that welfare, regardless of the beings’ situation or relationship to humans and our activities. In this paper, we address several puzzles concerning speech acts,particularly indirect speech acts. We show how a formal semantictheory of discourse interpretation can be used to define speech actsand to avoid murky issues concerning the metaphysics of action. Weprovide a formally precise definition of indirect speech acts, includingthe subclass of so-called conventionalized indirect speech acts. Thisanalysis draws heavily on parallels between phenomena at the speechact level and the lexical level. First, we argue that, just as co-predicationshows that some words can (...) behave linguistically as if they're `simultaneously'of incompatible semantic types, certain speech acts behave this way too.Secondly, as Horn and Bayer (1984) and others have suggested, both thelexicon and speech acts are subject to a principle of blocking or ``preemptionby synonymy'': Conventionalized indirect speech acts can block their`paraphrases' from being interpreted as indirect speech acts, even ifthis interpretation is calculable from Gricean-style principles. This volume is about abstract objects and the ways we refer to them in natural language. Asher develops a semantical and metaphysical analysis of these entities in two stages. The first reflects the rich ontology of abstract objects necessitated by the forms of language in which we think and speak. A second level of analysis maps the ontology of natural language metaphysics onto a sparser domain--a more systematic realm of abstract objects that are fully analyzed. This second level reflects (...) the commitments of real metaphysics. The models for these commitments assign truth conditions to natural language discourse. Martin Buber’s political thought has enjoyed renewed attention lately, particularly his concept of “theopolitics,” a type of political practice that recognizes God as the ultimate political authority. In Buber’s biblical exegesis, theopolitics is a condition of everyday life in premonarchical Israel, but following the installation of the monarchy, it becomes a specialized activity of prophets, consisting chiefly in divinely commanded intercession against state actions. Buber suggests that a version of this prophetic activity is manifest in present-day socialist cooperatives, especially the (...) kibbutzim. Indeed, for Buber, these cooperatives can be seen as laying the groundwork for messianic redemption. This essay probes some potentially troubling implications of Buber’s theopolitical framework, taking objections raised in Walter Benjamin’s correspondence as an entry point. A central concern for Benjamin is Buber’s nationalist articulation of Jewish identity, which appears all the more problematic when considered in tandem with the teleological view of history evident in Buber’s framework. The paper offers a new reading of the argument against poetry in Plato’s Republic 10. I argue that Socrates’ corruption charges rely on the tripartite theory of the soul, and that metaphysical doctrines play a role only in the first charge, which demonstrates that the poets are not qualified to teach by reducing tragic poetry to mimetic skill. This accusation clears the way for two corruption charges: the strengthening of appetite, and the softening of spirit (i.e., ‘the greatest charge’). The (...) former focuses on the dangerous association between the poets and the largest appetitive class in the city (hoi polloi), while the latter focuses on the corruption of the educated elite (hoi epieikeis). The study of the feeling of knowing may have implications for some of the metatheoretical issues concerning consciousness and control. Assuming a distinction between information-based and experience-based metacognitive judgments, it is argued that the sheer phenomenological experience of knowing (''noetic feeling'') occupies a unique role in mediating between implicit-automatic processes, on the one hand, and explicit-controlled processes, on the other. Rather than reflecting direct access to memory traces, noetic feelings are based on inferential heuristics that operate implicitly and unintentionally. Once (...) such heuristics give rise to a conscious feeling that feeling can then affect controlled action. Examination of the cues that affect noetic feelings suggest that not only do these feelings inform controlled action, but they are also informed by feedback from the outcome of that action. (shrink)

“Metapolitics” is an ambiguous term. Recent philosophers have claimed the concept for neo-conservative, even right-wing agendas, while others have employed it to signal radical discontent with politics altogether. Beginning with Peter Viereck’s characterization of Nazi ideology as “Meta-Politics,” this essay works its way back from an “irrational,” “volkish,” and supposedly “conservative” concept to another use of “Metapolitics” as found in Martin Buber and Hermann Cohen that was rooted in a liberal tradition of the Enlightenment—especially in August Schlözer and Saul Ascher. (...) Both, Buber and Cohen, linked “metapolitical politics” to prophetic and theopolitical sensibilities. As such, the prophetic motif of turning loomed large at the center of their respective philosophies of nationalism. But it was a theme that also connected a wide range of thinkers, including Hans Kohn and Leo Baeck, and which emerged as a Leitmotiv of cultural and spiritual Zionism as well as of the modern Renaissance of Jewish culture. Drawing on Moritz Lazarus, the essay argues that the recurring trope of turning helped establish a paradoxical nationalism founded not upon self-empowerment and political othering but on self-criticism. Concluding with a brief excursion on Abraham Joshua Heschel’s prophetic politics in the Civil Rights Movement, the essay gestures towards the possibility of nationalism as collective introspection and self-reformation. Franz Rosenzweig’s Star of Redemption culminates in an aesthetic configuration of simultaneous presences: world, man, God, creation, revelation, and redemption are viewed in a metahistorical side-by-side, connected by the “factualizing power of the And.” But the idea of simultaneity, which is central to Rosenzweig’s configurative thinking, belongs to the historical imagination as much as it belongs to the theological “breaking through the shackles of time.” Rosenzweig’s “and” belongs to both a tradition of cosmic-aesthetic historicism and the philosophical reconstitution of time (...) as a simultaneous perception. In the co-presence of all historical moments, history’s hidden Gestalt, which only a people that is at once old and young can envision, connects the “and” of history with what Hegel considered history’s end—its ultimate self-recognition. Eternity, then, means neither flight from, nor resistance to, history’s naked fact, but the recognition of history’s Gestalt as an image that “does not tolerate epochs.”. (shrink)

GraphicalThirty healthy participants received 60 trials of intermittent SO tACS at an intensity of 2 mA. Motor cortical excitability was assessed using TMS-induced MEPs acquired across different oscillatory phases during and outlasting tACS, as well as at the start and end of the stimulation session. Mean MEP amplitude increased by ∼41% from pre- to post-tACS ; however, MEP amplitudes were not modulated with respect to the tACS phase.Converging evidence suggests that transcranial alternating current stimulation may entrain endogenous neural oscillations to (...) match the frequency and phase of the exogenously applied current and this entrainment may outlast the stimulation. However, observing entrainment in the electroencephalograph during stimulation is extremely difficult due to the presence of complex tACS artifacts. The present study assessed entrainment to slow oscillatory tACS by measuring motor cortical excitability across different oscillatory phases during and outlasting stimulation. 30 healthy participants received 60 trials of intermittent SO tACS at an intensity of 2 mA peak-to-peak. Motor cortical excitability was assessed using transcranial magnetic stimulation of the hand region of the primary motor cortex to induce motor evoked potentials in the contralateral thumb. MEPs were acquired at four time-points within each trial – early online, late online, early offline, and late offline – as well as at the start and end of the overall stimulation period. A significant increase in MEP amplitude was observed from pre- to post-tACS and from the first to the last tACS block. However, no phase-dependent modulation of excitability was observed. Therefore, although SO tACS had a facilitatory effect on motor cortical excitability that outlasted stimulation, there was no evidence supporting entrainment of endogenous oscillations as the underlying mechanism. This paper draws upon Hannah Arendt's idea of the 'right to have rights' to critique the current protection gap faced by refugees today. While refugees are protected from refoulement once they make it to the jurisdiction or territory of a state, they face an ever-increasing array of non-entrée policies designed to stymie access to state territory. Without being able to enter a state capable of securing their claims to safety and dignity, refugees cannot achieve the rights which ought to be (...) afforded to them under international law. Drawing upon both legal theory and political philosophy, this paper argues that refugees today, just as the stateless in Arendt’s time, must be afforded the ‘right to have rights’, understood as a right to enter state territory. CRISPR-Cas9 genome editing can and has altered human genomes, bringing bioethical debates about this capability to the forefront of philosophical and policy considerations. Here, I consider the underexplored implications of CRISPR-Cas9 gene drives for heritable human genome editing. Modification gene drives applied to heritable human genome editing would introduce a novel form of involuntary eugenic practice that I term guerrilla eugenics. Once introduced into a genome, stealth genetic editing by a gene drive genetic element would occur each subsequent generation irrespective (...) of whether reproductive partners consent to it and irrespective of whether the genetic change confers any benefit. By overriding the ability to ‘opt in’ to genome editing, gene drives compromise the autonomy of carrier individuals and their reproductive partners to choose to use or avoid genome editing and impose additional burdens on those who hope to ‘opt out’ of further genome editing. High incidence of an initially rare gene drive in small human communities could occur within 200 years, with evolutionary fixation globally in a timeframe that is thousands of times sooner than achievable by non-drive germline editing. Following any introduction of heritable gene drives into human genomes, practices intended for surveillance or reversal also create fundamental ethical problems. Current policy guidelines do not comment explicitly on gene drives in humans. These considerations motivate an explicit moratorium as being warranted on gene drive development in heritable human genome editing. (shrink)

This article considers financial risk management practice using a virtue ethics lens, in response to ongoing critiques of risk management from within business ethics. Risk management should be seen as embedded within a complex system of cultures, organizations and regulations that are underpinned by a quantitatively reductive or ‘mechanistic’ economic paradigm, where dominant logics of self-interest, profit maximization and short-termism prevail. Building on recent work applying virtue ethics in finance, an alternative to the values, normative expectations and priorities in financial (...) risk management is presented in the form of a refined ‘taxonomy’ of the virtues that can be applied to individuals and organizations engaged in financial risk management. This article aims to contribute to and extend debate on the ethical aspects of risk management and presents an alternative to more technically based critiques which do not engage with the underlying socially constructed foundations of risk management practice. It thereby provides a basis to critique the mechanistic and narrow approach used in the current regulation of the sector. (shrink)

It is tempting to invoke organismal selection as perpetually optimizing the function of any given gene. However, natural selection can drive genic functional change without improvement of biochemical activity, even to the extinction of gene activity. Detrimental mutations can creep in owing to linkage with other selectively favored loci. Selection can promote functional degradation, irrespective of genetic drift, when adaptation occurs by loss of gene function. Even stabilizing selection on a trait can lead to divergence of the underlying molecular constituents. (...) Selfish genetic elements can also proliferate independent of any functional benefits to the host genome. Here we review the logic and evidence for these diverse processes acting in genome evolution. This collection of distinct evolutionary phenomena – while operating through easily understandable mechanisms – all contribute to the seemingly counterintuitive notion that maintenance or improvement of a gene's biochemical function sometimes do not determine its evolutionary fate. Fundamentismus und Skeptizismus-Anarchismus sind zwei entgegengesetzte Positionen in der traditionellen Erkenntnistheorie und in der modernen Wissenschaftstheorie. Zwischen ihnen gibt es einen dritten Standpunkt, den Evolutionismus. Beispiele sind zwei neuere Arbeiten von Putnam und Stegmüller . Im Gegensatz zum logisch-statischen Fundamentismus berücksichtigt der Evolutionismus auch dynamische und naturalistische Ansätze. Stegmüller folgend entlehnen wir in der vorliegenden Untersuchung aus der Sprachphilosophie pragmatische Gesichtspunkte, um die logische Syntax und Semantik, die Werkzeuge des Fundamentismus, zu ersetzen. Wir zeigen die Kraft der Pragmatik bei der (...) Behandlung von Problemen wie Erkenntniswachstum, Begriffswechsel, Theorien- und Bedeutungsdynamik, wissenschaftliche Entdeckung und besonders beim Problem der Inkommensurabilität. Unser nicht-fundamentistischer Vorschlag ist ein heuristisches Modell, das auf der modernen genetischen Theorie basiert. (shrink)

This article is intended to emphasize several ethical issues relating to the activities of the internal auditor. The points of view expressed relate mainly to the public sector of Israel. Beyond the discussion of the specific issues against its unique Israeli background (Internal Audit Law), the discussion throws light on general problems that have not yet been solved.

Free choice permission, a crucial test case concerning the semantics/ pragmatics boundary, usually receives a pragmatic treatment. But its pragmatic features follow from its semantics. We observe that free choice inferences are defeasible, and defend a semantics of free choice permission as strong permission expressed in terms of a modal conditional in a nonmonotonic logic.

This paper refines the game theoretic analysis of conversations in Asher et al. by adding epistemic concepts to make explicit the intuitive idea that conversationalists typically conceive of conversational strategies in a situation of imperfect information. This ‘epistemic’ turn has important ramifications for linguistic analysis, and we illustrate our approach with a detailed treatment of linguistic examples.

Recent research has filled many gaps about Caenorhabditis natural history, simultaneously exposing how much remains to be discovered. This awareness now provides means of connecting ecological and evolutionary theory with diverse biological patterns within and among species in terms of adaptation, sexual selection, breeding systems, speciation, and other phenomena. Moreover, the heralded laboratory tractability of C. elegans, and Caenorhabditis species generally, provides a powerful case study for experimental hypothesis testing about evolutionary and ecological processes to levels of detail unparalleled by (...) most study systems. Here, I synthesize pertinent theory with what we know and suspect about Caenorhabditis natural history for salient features of biodiversity, phenotypes, population dynamics, and interactions within and between species. I identify topics of pressing concern to advance Caenorhabditis biology and to study general evolutionary processes, including the key opportunities to tackle problems in dispersal dynamics, competition, and the dimensionality of niche space. As concerns the explication of the intuitive notion of truthmaking, Barry Smith has an insight that deserves more attention. Basically, in his view, an object x makes a proposition true iff (i) x necessitates and (ii) is representationally closely tied with x. To be more specific, he suggests that (ii) is fulfilled only if x is among ’s ontological commitments. I appreciate his basic insight but reject his specific suggestion. I argue that we can make a more attractive proposal from (...) his basic insight if we take into consideration that the close tie can also be realized by ’s being about x. (shrink)
