The rapidly changing field of genetics affects society through advances in health-care and through implications of genetic research. This study addresses the impacts of new genetic discoveries and technologies on different segments of today's society. The book begins with a chapter on genetic complexity, and subsequent chapters discuss moral and ethical questions arising from today's genetics from the perspectives of health care professionals, the media, the general public, special interest groups and commercial interests.

Circular economy is a critical approach to realize the coordinated development of society, economy, and ecological environment. Given the fact that urban is a complex system in which human beings integrate material, energy, information, and natural environment and interact and influence each other, reviewing the urban circular economy research and development could benefit for having a better and comprehensive understanding on urban complexity. Mainly based on the Chinese literature studies from 1999 to 2020, this study aims to present an (...) in-depth analysis of the research themes, policy systems, and index system of Chinaʼs urban-scale circular economy, discuss the changes and evolution trends of themes, levels, and perspectives in time series, sort out the policy systems at both the national and local levels, and analyze the design principles and application fields of indicators. Finally, we propose that future development of an urban circular economy should be built based on modern techniques, technologies, and models. The construction of development mechanism on the circular economy should be framed as “government-led, market-driven, legal norms, policy support, technological support, and public participation” and inject concepts such as “Internet +,” “sharing economy,” “Internet of Things,” and “artificial intelligence.”. Researchers have iterated that the future of synthetic biology and biotechnology lies in novel consumer applications of crossing biology with engineering. However, if the new biology’s future is to be sustainable, early and serious efforts must be made towards social sustainability. Therefore, the crux of new applications of synthetic biology and biotechnology is public understanding and acceptance. The RASVaccine is a novel recombinant design not found in nature that re-engineers a common bacteria to produce a strong immune response in humans. (...) Synthesis of the RASVaccine has the potential to improve public health as an inexpensive, non-injectable product. But how can scientists move forward to create a dialogue of creating a ‘common sense’ of this new technology in order to promote social sustainability? This paper delves into public issues raised around these novel technologies and uses the RASVaccine as an example of meeting the public with a common sense of its possibilities and limitations. Wage inequality, including the college/high school education premium, has increased substantially in the United States. A key part of the most widely accepted explanation for this is that skill-biased technological change accelerated during this time. This article suggests that the impact of skill-biased technological change was closer to constant in the second half of the twentieth century. This leaves a large unexplained decrease in the college/high school education premium in the 1940s and a large unexplained increase in the (...) 1980s. The current article provides evidence that the upsurge and decline in union power during those respective periods provide a good explanation for these unexplained wage inequality changes. (shrink)

This essay discusses the trade-off between the opportunities and the dangers involved in technological change. It is argued that Artificial Intelligence technology, if properly used, could contribute substantially to coping with some of the major problems the world faces because of the highly complex interconnectivity of modern human society.In order to lay the foundation for the discussion, the symptoms of general unease which are associated with current technological progress, the concept of reality, and the field of Artificial (...) Intelligence are very briefly discussed. In the main body of the essay, the dangers are contrasted with the potential benefits of such high technology. Besides discussing more well-known negative and positive aspects we elaborate on the disadvantages of executive systems and the advantages of legislative systems. This article reviews and brings together two literatures: classical political economists’ views on the skilling or deskilling nature of technological change in England, during the eighteenth and nineteenth centuries when they wrote, are compared with the empirical evidence about the skill effects of technological change that emerges from studies of economic historians. In both literatures, we look at both the skill impacts of technological change and at the “inducement mechanisms” that are envisaged for the introduction of new (...) technologies. Adam Smith and Karl Marx both regarded the deskilling of the labour force as the predominant form of biased technical change, but other authors such as Charles Babbage also took account of capital-skill complementarities and skill-enhancing effects of technological change. For Smith, the deskilling bias was an unintended by-product of the increasing division of labour, which in his view “naturally” led to ever more simplification of workers’ tasks. As opposed to Smith, Marx considered unskilled-biased technical change as a bourgeois weapon in the class struggle for impairing the workers’ bargaining position. Studies of economic historians lend support to Marx’s hypothesis about the inducement mechanisms for the introduction of unskilled-biased innovations, but have produced no clear-cut empirical evidence for a deskilling tendency of eighteenth- and nineteenth-century technological change as a whole. Industrialization in the eighteenth and nineteenth centuries rather led to labour polarization, by simultaneously deskilling a large part of the workforce and raising the demand for some high-skilled workers. The last decade has seen massive progress in technological advancement in Africa. Many pastors have embraced the use of technology in their religious and ministerial practices. Within such a context, it is necessary to understand the various identities of the African pastor emerging from responses to the use of technology. This article discusses technological use in churches, particularly focusing on the changing technological context of Africa. The article uses Zimbabwe as a case study to assess and determine (...) technology use and the responsive emerging identities of pastors. Three identities of pastors arising from increased technological use in Zimbabwe have been discerned. The first identity is that of the pastor who is on a par with the world. He is a technology embracer and is as sophisticated as the congregational members. He is a networker and entrepreneur. The second identity is that of a pastor who is trailing society and technology. He is a cautious technology embracer and is a confused technology consumer. The third identity is that of a pastor in isolation. He is a technology objector, and is unconnected, ignorant and feels that God is somewhat an enemy of technology. (shrink)

Modern technology, and information technology in particular, has changed the nature of human interaction, which has created a certain “disease” as more and more transactions move from the familiarity of traditional community to the abstractness of modern society. This article explores two studies of trust that emerged in the past decade as a result of this “disease.” The first, rational choice, redefines trust as a risk management tool. The second, social capital, reexamines the traditional concept in light of the (...) present situation. Our study compares both definitions with traditional Judeo-Christian conceptions of trust and measures them against the demands of the new world introduced by the Internet. We find that both definitions are lacking, offering little reason to speak of trust outside of direct human interaction. The studies reveal severe limitations when attempting to mediate trust by technology. (shrink)

This paper looks at the history of identification in England over the past 1,000 years. It contends that techniques and technologies of identification do not identify a single entity but a number of forms of personality, including the juridical person, the citizen and the deviant. Individuals can be the bearers of more than one of these personalities at the same time, or over the course of their life. These personalities are created by social performances to which people are trained to (...) react conventionally. As such identity, and its identification, is a social and cultural phenomenon, rather than a ‘thing’. Each of the personalities noted above has been identified historically in differing ways -through possessions or techniques in the case of the juridical person, though the community in the case of the citizen, and on, or through, the body in the case of the deviant. In the contemporary world these distinctions are being effaced, as all forms of identification are being reduced to the body and the database. This levelling of social forms of being has implication for what it means to be a person in our society, and for public perceptions of new techniques and technologies of identification. (shrink)

Technological changes affect Western culture in three ways: the ratio between the lifetimes of technologies and the human lifetime is inverted; the three principal realms of human life (the home, the workplace, and leisure activity), as well as political systems, are affected; and the cohesion of the social body is threatened. The impact on Eastern culture is softened by a clearer role assigned to school, the resulting level of education, and the influence of Confucian ethics. Three philosophical perspectives on the relation between technology and society are distinguished and discussed: 1) technology as an autonomous force that determines society; 2) technology as a human construct that can be shaped by human values, and 3) a co-evolutionary perspective on technology and society where neither of them determines the other. The historical evolution of the three perspectives is discussed and it is argued that all three are still present in current debates about technological change (...) and how it may affect society. This is illustrated for the case of Artificial Intelligence (AI). The concept of an operator is used in a variety of practical and theoretical areas. Operators, as both conceptual and physical entities, are found throughout the world as subsystems in nature, the human mind, and the manmade world. Operators, and what they operate, i.e., their substrates, targets, or operands, have a wide variety of forms, functions, and properties. Operators have explicit philosophical significance. On the one hand, they represent important ontological issues of reality. On the other hand, epistemological operators form (...) the basic mechanism of cognition. At the same time, there is no unified theory of the nature and functions of operators. In this work, we elaborate a detailed analysis of operators, which range from the most abstract formal structures and symbols in mathematics and logic to real entities, human and machine, and are responsible for effecting changes at both the individual and collective human levels. Our goal is to find what is common in physical objects called operators and abstract mathematical structures, with the name operator providing foundations for building a unified but flexible theory of operators. OECD figures reveal a sharply increasing flow of foreign workers into European countries. Ethnic diversification has become a generalized matter of fact. At the same time, rapidly developing technology and ‘intellectual globalization’ processes—the world wide web—have also become a reality. This complex cluster of changes has an impact on the perceptions of the self and of the other. Multilayered belongings and paradoxical meanings enter into interethnic relations in sometimes most surprising and unpredictable ways from outside of the boundaries of (...) local communities. But the developments also create new and very positive opportunities for education/schooling and social cohesion. Taking issue with those who see recent social transformations as an extension of modernity, the author contends that social theory must confront an epochal change from the modern era to a new era of globality, in which human beings can conceive of forces at work on a global scale, and in which they espouse values that take the globe as their reference point. The book begins by assessing the problems of writing about modernity, showing how narratives of an endlessly self-perpetuating (...) modern age were intrinsic to the "modern project," the attempt by Enlightenment philosophers to transform the everyday world in accord with science and logic under the auspices of the nation-state. Now we are beginning to realize that the nation-state and the modern project cannot renew themselves endlessly through expansion. Instead, the author contends, the age has culminated in its own dissolution, and globality has supplanted modernity as the basis for action and social organization. In theorizing the global age, he considers the worldwide environmental consequences of aggregate human activities, the reconception of human security in the age of nuclear weapons, technological advances in communication systems, the rise of a global economy, and the growing reflexivity of global consciousness, as people and groups begin to refer to the globe as the frame for their beliefs. The book concludes by examining the consequences of the Global Age thesis for politics, identifying a new popular construction of the state that the author terms "performative citizenship." In the modern age, the nation-state was the central power and citizens were beneficiaries of that power, with rights and duties. In the global age, citizens respond to the lack of central power by creating, or performing, the state themselves. The global managerial class uses the skills learned in the bureaucracy of the nation-state to bring pressure on national governments in the interests of global economic, environmental, or human-rights issues. This review argues that the role of technology in business and society debates has predominantly been examined from the limited, narrow perspective of technology as instrumental, and that two additional but relatively neglected perspectives are important: technology as value-laden and technology as relationally agentic. Technology has always been part of the relationship between business and society, for better and worse. However, as technological development is frequently advanced as a solution to many pressing societal problems and grand challenges, (...) it is imperative that technology is understood and analyzed in a more nuanced, critical, and comprehensive way. The two additional perspectives invite a broader research agenda, one that includes questions, such as “Which values and whose interests has technology come to emulate?”; “How do these values and interests play out in stabilizing the status quo?”; and, importantly, “How can it be contested, disrupted, and changed?” Any research that endorses green, sustainable, environmental, or climate mitigating technologies potentially contributes to maintaining the very thing that it seeks to change if questions such as these are not being addressed. This paper investigates the compatibility of Hegel’s analyses of the mechanization of work in industrial society with Hegel’s notion of freedom as rational self-determination. Work as such is for Hegel a crucial moment on the way to a more complete realization of human freedom, but, as I maintain with Adorno, the technological developments of the last two centuries raise the question of whether the nature of work itself has changed since the industrial revolution. In his Jena lectures, Hegel (...) recognized significant problems that the mechanization of work poses for human freedom that—on my assessment—his later, mature thought does not sufficiently address. One finds, however, a more comprehensive depiction of the same worries that Hegel mentioned in his Jena lectures in Adorno’s critique of the dominant forms of labor in contemporary society and his understanding of technological rationality, which according to Adorno, dominates the contemporary world. I suggest, furthermore, that juxtaposing Hegel’s and Adorno’s thoughts on technology and the mechanization of work reveals Adorno’s philosophy of technology to be an extension, rather than a critique, of the spirit of Hegel’s own philosophical project as immanent critique of the necessary entailments of any given concept. Many recent studies of technological change have focussed on the implementation of computer-based high technology systems. The research described here deals with the introduction of a new but ‘low’ technology into an ancient craft tradition in India. The paper describes a project to capture and archive aspects of the tacit knowledge content of the traditional cire perdue brass foundry (Dhokra) craft of Bikna village, near Bankura, West Bengal. The research involved collaboration between the Indian National Institute for Science, Technology (...) and Development Studies (NISTADS) and School of Art, Media and Design, University of Wales, Newport, UK in the context of the EU-India Cross-Cultural Innovation Network Project. NISTADS were proposing to introduce a new fuel-efficient furnace technology in place of the traditional form used in Bikna. It was expected that the introduction of the new furnace would catalyse major changes in the entire dhokra craft at Bikna. What was not anticipated, however, was the speed and extent of this change, to the extent that the old traditional way of doing things was changed within the space of a few months. A Multimedia record of the craft and the process was developed. These technologies make it possible to develop adequate representations of skilled performance mediated by the craftsman him- or herself. Particularly valuable in this respect is the capacity of multimedia systems to use a full range of modalities of description, including video, sound, still image, conventional text and technical diagrams. This enables the presentation of very complex information in a variety of formats and contexts. The context and process of developing this knowledge archive are described. (shrink)

In a small course on technology and society, students participated in an extended role-play simulation for two weeks. Each student played a different adult character in a fictional community, which faces technological decisions in three scenarios set in the near future. The three scenarios involved stem cell research, nanotechnology, and privacy. Each student had an active role in two scenarios and served as an observer for the third. At the beginning, students were apprehensive, excited, and uncertain. During the (...) first and second sessions, they experienced some frustration, but by the end, they were generally satisfied with the outcomes. Over the two weeks, students changed their definitions of success: Initially they tried to convince others to agree with their positions; at the end, they felt that a consensus represented success. In their final reflective essays, students reported that the role-play experience helped them learn to understand the perspectives of others. (shrink)

In response to rapid technological changes in our society, there are calls by governments and industry for increased training of the workforce. But training alone is not sufficient to ensure success, even if talent, discipline and good fortune are all amply provided. When “training” goals require creativity, or decision making, or moral judgment, then adequate preparation must also include “education” in John Dewey’s sense—that is, imparting abilities to solve new problems and grasp novel meanings. Concluding this small (...) monograph is a proposed research agenda, which includes exploring the crucial role of “intuition” and related processes in abilities to generate hypotheses and solve problems. In this innovative book, Hasok Chang constructs a philosophy of science for 'realistic people' interested in understanding and promoting the actual practices of inquiry in science and other knowledge-focused areas of life. Inspired by pragmatist philosophy, he reconceives the very notions of reality and truth on the basis of his concept of the 'operational coherence' of epistemic activities, and offers new pragmatist conceptions of truth and reality as operational ideals achievable in actual scientific practice. Rejecting the version of scientific realism (...) that is concerned with claiming that our theories correspond to an ultimate reality, he proposes instead an 'activist realism': a commitment to do all that we can actually do to improve our knowledge of realities. Scholarly pursuits of the topics encompassed by science, technology, and society (STS) provide many opportunities to combine sociology with history. This article notes some of the reasons why sociology has tended to ignore history but asserts that scholarly explorations of STS topics, and in particular the study of technological change, provide many opportunities for engagements with history. A number of research issues are presented that focus on such topics as the rise of the nation-state, changes in the (...) occupational structure, and recast gender roles. The article concludes that a historically informed study of technology and technological change will add an important dimension to a key sociological insight, that people actively create the forces shaping their lives while also being constrained and molded by these creations. Most familiar approaches to social conflict moot reasonable ways of dealing with conflict, ways that aim to serve values such as legitimacy, justice, morality, fairness, fidelity to individual preferences, and so on. In this paper, I explore an alternative approach to social conflict that contrasts with the leading approaches of Rawlsians, perfectionists, and social choice theorists. The proposed approach takes intrinsic features of the conflict—what I call a conflict's evaluative ‘structure’—as grounds for a rational way of responding to that conflict. (...) Like conflict within a single person, social conflict can have a distinctive evaluative structure that supports certain rational responses over others. I suggest that one common structure in both intra- and interpersonal cases of conflict supports the rational response of ‘self-governance’. Self-governance in the case of social conflict involves a society's deliberating over the question, ‘What kind of society should we be?’ In liberal democracies, this rational response is also a reasonable one. This paper seeks to draw policy makers into a discussion of the need to guide technological change and of the steps required to accomplish this.

This article identifies the types of legal issues that result from technological change and discusses the different institutions involved in resolving those problems. It demonstrates that, despite the focus on political solutions, other institutions also have a role to play in solving legal dilemmas presented by technological change. Legislation may not always be necessary and can cause problems, especially where a technology is likely to evolve further. A proposal is presented for the incorporation of the concepts of STS into the teaching of science and technology at the Faculty of Engineering, Mexicali Campus, of the University of Baja California. The method outlined for the development of research and the application of the “Opinions Questionnaire on Science, Technology and Society” is described. This method allows an assessment of the views and attitudes of students and teachers on STS issues to identify their strong and weak points and to (...) detect the teaching and learning needs. Also, it is adequate to investigate the students’ attitudinal changes, their increased interest in the processes of learning, and the contribution of STS to their education and integration into the society. Technology regulation is one of the most important public policy issues facing society and governments at the present time, and further clarity could improve decision making in this complex and challenging area. Since the rise of the internet in the late 1990s, a number of approaches to technology regulation have been proposed, prompted by the associated changes in society, business and law that this development brought with it. However, over the past decade, the impact of technology has (...) been profound and the associated issues for government have extremely challenging, ranging across cyber security, artificial intelligence, and many other areas. To that end, this article introduces a Theory of Institutional Technology Actors and Norms (TITAN), a normatively informed and institutionally-based account of technology regulation. It focuses on the moral and legal (including regulatory) rights and responsibilities of the relevant actors and seeks to inform the development of regulation that is both fit for purpose, rights compliant and fair for all concerned. The account incorporates the perspectives of four key categories of groups in society: producers of technology, users of technology, government regulators, and normative policy shapers. (shrink)

Development of the discipline of Philosophy and Society in Higher Education is one of the requirements in the guidelines to the 6th Congress of the Communist Party of Cuba which contributes to the preparation of a professional at the height of the scientific-technological changes that Cuban Higher Medical Education currently deploys. For the achievement of this purpose the educational simulation was applied as a teaching tool advanced in terms of science, technology and society in the discipline of Philosophy and Society, which helped the students to develop research skills, scientific, political, economic and social thinking as well as raise their creative and productive level. Transformative technologies can radically alter human lives making us stronger, faster, more resistant to disease and so on. These include enhancement technologies as well as cloning and stem cell research. Such technologies are often approved of by many liberals who see them as offering us opportunities to lead better lives, but are often disapproved of by conservatives who worry about the many consequences of allowing these to be used. In this paper, we consider how a democratic government with mainly liberal (...) values that is governing a population divided between liberals and conservatives can introduce new transformative technologies and try to achieve consensus about the introduction of such technologies. To do so, we draw on recent work in moral psychology which enables us to better understand the intuitive and emotional responses that underpin conservative objections to such new technologies. We then show how a government may introduce incremental changes in our social practices that have the long-term effect of weakening conservative objections to transformative technologies and better enabling governments to achieve consensus about these. Acclaimed throughout the world as a philosopher of liberation and revolution, Herbert Marcuse is one of the most influential thinkers of the twentieth century. His penetrating critiques of the ways modern technology produces forms of society and culture with oppressive modes of social control indicate his enduring significance in the contemporary moment. This collection of unpublished or uncollected essays, unfinished manuscripts, and correspondence between 1942 and 1951, provides Marcuse's exemplary attempts to link theory with practice, and develops ideas that (...) can be used to grasp and transform existing social reality. These papers vividly chronicle Marcuse's increasing, yet reluctant estrangement from Max Horkeimer, director of the Institute for Social Research and his years as an analyst with various U.S. government agencies. Marcuse's later attempts to link theory and practice in the 1960s and 1970s in regard to the New Left, National Liberation Movements and other new social movements were grounded in his work from the 1940s. As the 1940s witnessed the rise to global prominence of German fascism and its defeat in World War Two, and the emergence of the Cold War, Marcuse strived to preserve the radical vision of his youth during a difficult historical period while many turned toward more conservative positions. Precisely the sort of broad theoretical and political theorizing that Marcuse undertook througout his life is needed today to analyze the momentous changes that we are currently undergoing. My father had a deep sense of personal privacy, both as a character trait and as a political expression of resistance to the commodification of the private. Yet the letters contain substantive discussions also. We could have edited out, expurgated some of the material. While not publishing every letter my father wrote, our selection was based on interest, and every letter that is included is included in full. That decision was in part painful for me personally. The purpose of ‘Technological rabbits and communication turtles’ is to place the subject of commercial and scholarly publishing in a larger historical and philosophical context; one that takes seriously differential frames of everyday operations and also long term values being serviced. The dramatic changes in electronic information processing have created new fields of communication as an empirical science. Its successes cannot be disputed. At the same time, concerns over the legacy of publishing itself, its higher moral aims that (...) date back to the development of language as such, has been opened to new scrutiny. Issues of judging, evaluating, and generalizing, have been opened to scrutiny. This essay argues that both empirical research and ethical theory are needed in an open society. Public policy and common interests are best served by exploring how technology and morality intersect. In sum, rabbits and turtles each have a right to live in the animal kingdom, and no less, in the human realm of that kingdom as well. (shrink)
