A large-scale field experiment in Rotterdam, Netherlands, tested whether nudging could increase public transport use. During one work week, 4000 commuters on six bus lines, received a free travel card holder. On the three bus lines in the experimental condition, the card holders displayed a social label that branded bus passengers as sustainable travelers because of their bus use. On the three bus lines in the control condition, there was no such message on the card holders. Analysis of the (...) number of rides per hour showed that the intervention led to a change from pre-intervention to post-intervention period that was estimated to be 1.18 rides per day greater on experimental lines than on control lines. This experiment shows that public transport operators can increase public transport use by incorporating messages that positively label passengers as sustainable travelers in their communication strategies. Public transport in Warsaw is currently showing a dynamic development. The capital of Poland, as the largest city in the country, is constantly increasing spending on transport and implementing large investment projects, such as the expansion of the subway, which gives residents more opportunities for efficient movement within the agglomeration. Despite the implementation of these investments, there are still some sensitive places in Warsaw where access to public transport may be difficult. Given these conditions, a study of (...) class='Hi'>public transportation accessibility is warranted and socially needed. This article presents the results of a questionnaire survey conducted among Warsaw residents. The study included a group of 986 respondents, most people between the ages of 18 and 44. The analysis conducted looked at perceived accessibility of public transportation and satisfaction with public transportation services. As a result of the study, we could identify the main factors that influence passenger satisfaction, as well as examine transport accessibility in the social city of Warsaw. The concentration of high-frequency controls in a limited period of time constitutes an important feature of many law-enforcement policies around the world. In this paper, we offer a comprehensive investigation on the relative efficiency and effectiveness of various crackdown policies using a lab-in-the-field experiment with real passengers of a public transport service. We introduce a novel game, the daily public transportation game, where subjects have to decide, over many periods, whether to buy or not a ticket knowing (...) that there might be a control. Our results show that concentrated crackdowns are less effective and efficient than random controls; prolonged crackdowns reduce fare-dodging during the period of intense monitoring but induce a burst of fraud as soon as they are withdrawn; pre-announced controls induce more fraud in the periods without control. Overall, we also observe that real fare-dodgers fraud more in the experiment than non-fare-dodgers. (shrink)

The aim of this paper is to characterize a non-standard use of the method of market basket analysis in one of the areas of economy, i.e. public transport. Generally, one of the aims of the market basket analysis method is associating the consumer's market basket – in the case of public transport this being the choice of bus stops in the city area made by passengers. Owing to a new, practical use of this method, it was possible to (...) build an efficient model characterizing the movement of flows of public transport passengers, and assess the degree of transferring, thus making it possible to adapt the routes of buses to the needs of people using this particular means of transport, as well as to plot new communication lines. The recent increase in the road transportation necessitates scheduling to reduce the adverse impacts of the road transportation and evaluate the effectiveness of previous actions taken in this context. However, it is impossible to undertake the scheduling and evaluation tasks unless previous information are available to predict the future. The grey model requires a limited volume of data for estimating the behavior of an unknown system. It provides high-accuracy predictions based on few data points. Various grey prediction models (...) have been proposed so far, in which three different approaches are followed to increase the accuracy: (1) data preprocessing, (2) improved equation models, and (3) error improvement or error balancing. In this paper, firstly, a theorem is proposed and proved to recognize the parameters affecting two grey models, namely GM(1, 1) and FGM(1, 1). Then, the effective parameters are adjusted through particle swarm optimization (PSO) to formulate two adjusted models, namely IGM(1, 1) and IFGM(1, 1). According to the simulation results of the proposed models, accuracy of the modeling improved by a minimum of 14.24% and a maximum of 82.39%. Finally, the number of users of a public road transportation system was predicted using the proposed models. The results showed enhanced accuracy (by 7.7%) of the proposed models for predicting the number of users of the public road transportation system. (shrink)

This study assessed the validity of instrument including various negative psychological and physical behaviors of commuters due to the public transport delay. Instruments have been mostly evaluated by parametric method of item response theory. However, the IRT has been characterized by some restrictive assumptions about the data, focusing on detailed model fit evaluation. The Mokken scale analysis, as a scaling procedure is a non-parametric method, which does not require adherence to any distribution. The results of the study show that (...) in most regards, our instrument meets the minimum requirements highlighted by the MSA. However, the instrument did not adhere to the minimum requirements of the “scalability” for two variables including “stomach pain” and “increased heart rate”. So, modifications were proposed to address the violations. Although MSA technique has been used frequently in other fields, this is one of the earliest studies to implement the technique in the context of transport psychology. (shrink)

Para ello ocupa una metodología y estadísticas de elaboración propia a partir de información contenida en dos diarios nacionales. Se concluye que el servicio está por debajo de lo mínimamente aceptable, generando múltiples problemas e incomodidades a los usuarios, llevando esto a una presión por el incremento de la adquisición de vehículos particulares.

Despite numerous ethical examinations of automated vehicles, philosophers have neglected to address how these technologies will affect vulnerable people. To account for this lacuna, researchers must analyze how driverless cars could hinder or help social justice. In addition to thinking through these aspects, scholars must also pay attention to the extensive moral dimensions of automated vehicles, including how they will affect the public, nonhumans, future generations, and culturally significant artifacts. If planners and engineers undertake this task, then they will (...) have to prioritize their efforts to avoid additional harm. The author shows how employing an approach called a “complex moral assessment” can help professionals implement these technologies into existing mobility systems in a just and moral fashion. Initial moves to develop a new generation of commercial supersonic transports to succeed Concorde are already under way. Aircraft manufacturers promise a plane that will withstand both economic and environmental scrutiny. Yet, the crash of an Air France Concorde at Paris in July 2000 has caused further doubts about the viability of SSTs. This study revisits the previous debate surrounding Concorde to explore the potential for current initiatives to overcome the public’s anxiety of further environmental degradation. This article seeks, (...) therefore, to examine the role that environmental issues and campaign groups played in the development of the first generation of SSTs, concentrating on the influence of global environmental arguments on political decision making. Debate surrounding the global environmental impact of SSTs foreshadows later attention to human impact at the planetary scale. It provides the first illustration of the often complex links between attempted protection of the global environment and political and public perceptions of national vested interests. (shrink)

The proposed article is devoted to the description of an intelligent urban passenger transport system based on unmanned electric vehicles, sequentially moving along a separate line. This system is a passenger transport system of a new urban mobility, formed under the influence of social conditions generated by high population density in cities, that suppose the development of pedestrian zones and ecological modes of transport, "transport as a service", etc. In this historical context, public transport systems acquire special relevance. The (...) described transport system belongs to intelligent systems, since it is capable of functioning in autonomous mode without human intervention, adaptively responding to changes in the dynamics of the flow of passengers during the day. Passengers are transported by electric cars, which can be combined into cassettes according to the principle of road trains based on the transportation plan drawn up by the intelligent center of the transport system according to the matrix of correspondences, filled in taking into account the incoming requests for service from passengers. When drawing up a transportation plan, the algorithms of the transport system give preference to transportation according to the "source-destination" principle, that is, when the passenger goes to the destination with a minimum number of intermediate stops, and ideally without them. The paper formulates also a criterion of arising of a conflict in the movement of vehicles, which allows to identify situations when an electric vehicle driving in front can detain vehicles following after. The work has relevance because the criterion will allow to make adjustments in the schedule of movement of vehicles and exclude the loss of time and energy that carries the transport system during braking and acceleration of electric cars, as well as to reduce waiting time and travel of passengers. Historically, the topic is rich with social and political controversy and the resultant transit systems in the United States cause problems for minority residents and issues for the public. Environmental justice frameworks provide a means to identify and address harms that affect marginalized groups, but environmental justice has limits that cannot account for the mainstream population. Scientists are typically responsible for greater greenhouse gas emissions than the general population. These ‘extra’ emissions are largely due to frequent travel, often by airplane, to professional and academic meetings. In the following commentary, we explore how employing mixed modes of transportation, particularly by prioritizing train travel, can significantly reduce the environmental costs associated with attending conferences. Estimating travel distances for attendants to recent meetings, we demonstrate that the proposed strategy has the potential to decrease emissions, even when considering (...) exotic, remote (and potentially enticing) locations. Our suggestions are easy to implement, can be combined with previous proposals for reducing emissions, and provide an opportunity for scientists to convey an important message to the general public. This message is not confined to our particular example and we hope that it will encourage ecologists, sociologists and other scientists, historians and philosophers to pursue additional creative behavioural solutions in order to reduce our impact on an increasingly stressed ecosphere. The objective was to test the Theory of Planned Behavior and the proposition that relative measures should be used in travel mode choice situations. Data from a survey in Norway was analyzed using regression analysis. The results indicated that factors of the Theory of Planned Behavior and past behavior predicted intentions to travel by car, public, transport, bicycle, and on foot. The results supported the idea that there is a split in perceived behavioral control in controllability and self-efficacy, as (...) controllability was a significant predictor only for intention to travel by car. The use of relative measures added to the predictive strength of all predictors and increased prediction of behavioral intention for all travel modes. The results supported the Theory of Planned Behavior and the proposition regarding choice situations. Previous tests of the theory may have underestimated its predictive power. Attitudes, subjective norms, and perceived behavioral control predict travel intentions and may be targeted in interventions aimed at promoting travel mode choice. (shrink)

This paper analyzes the characteristics of the transportation system and constructs a multidimensional urban public transportation evaluation index system from the perspective of basic network evaluation. The DEA efficiency evaluation model is constructed based on the perspective of environmental and social issues in transportation systems. Environmental and social issues in transportation systems refer to the differences in the average number of people carried and their technical indicators such as environmental pollution and energy consumption for different (...) modes of transportation, which will also lead to different consumption of natural resources per unit of transportation capacity. The multidimensional public transportation system efficiency evaluation system for different evaluation scenarios provides useful technical ideas and implementation methods. This article explores the process by which intelligent transport system technologies have further advanced a data-driven culture in public transport and traffic control. Based on 12 interviews with transport engineers and fieldwork visits to three control rooms, it follows the implementation of Real-Time Passenger Information in Dublin and the various technologies on which it is dependent. It uses the concept of ‘data ratcheting’ to describe how a new data-driven rational order supplants a gradualist, conservative ethos, creating technological dependencies that (...) pressure organisations to take control of their own data and curate accessibility to outside organisations. It is argued that the implementation of Real-Time Passenger Information forms part of a changing landscape of urban technologies as cities move from a phase of opening data silos and expanded communication across departments and with citizens towards one in which new streams of digital data are recognised for their value in stabilising novel forms of city administration. Street and/or transportation harassment is a major problem for women in a number of countries. These forms of harassment constrain women’s freedom of movement, preventing them from taking advantage of opportunities at school, at work, and in politics. Due to the environmental and health impact of the private transport sector, social scientists have largely focused on psychosocial and contextual factors associated with people's choice over transport means. This study aims to contribute to this line of research by applying a user-centered approach, with the objective of taking into account the specific environmental and social context of the metropolitan area of Cagliari city. To accomplish this aim, four groups of people were matched according to their shared starting point: car (...) users vs. public transport users, and light-rail users vs. non-light-rail users. Groups were interviewed using a focus group method. Participants were invited to discuss their everyday travel experiences and to exchange their ideas on different sustainable and less sustainable means of transport. Both consolidated drivers/barriers in the field of environmental psychology and public transportation design features have been investigated. Other than highlighting the importance of socio-psychological factors to promote more sustainable transport choices like in previous studies, the present research offers an insight into how these aspects and factors are shaped and experienced in the narratives of residents. In step with rapid advancements in computer vision, vehicle classification demonstrates a considerable potential to reshape intelligent transportation systems. In the last couple of decades, image processing and pattern recognition-based vehicle classification systems have been used to improve the effectiveness of automated highway toll collection and traffic monitoring systems. However, these methods are trained on limited handcrafted features extracted from small datasets, which do not cater the real-time road traffic conditions. Deep learning-based classification systems have been proposed to incorporate (...) the above-mentioned issues in traditional methods. However, convolutional neural networks require piles of data including noise, weather, and illumination factors to ensure robustness in real-time applications. Moreover, there is no generalized dataset available to validate the efficacy of vehicle classification systems. To overcome these issues, we propose a convolutional neural network-based vehicle classification system to improve robustness of vehicle classification in real-time applications. We present a vehicle dataset comprising of 10,000 images categorized into six-common vehicle classes considering adverse illuminous conditions to achieve robustness in real-time vehicle classification systems. Initially, pretrained AlexNet, GoogleNet, Inception-v3, VGG, and ResNet are fine-tuned on self-constructed vehicle dataset to evaluate their performance in terms of accuracy and convergence. Based on better performance, ResNet architecture is further improved by adding a new classification block in the network. To ensure generalization, we fine-tuned the network on the public VeRi dataset containing 50,000 images, which have been categorized into six vehicle classes. Finally, a comparison study has been carried out between the proposed and existing vehicle classification methods to evaluate the effectiveness of the proposed vehicle classification system. Consequently, our proposed system achieved 99.68%, 99.65%, and 99.56% accuracy, precision, and F1-score on our self-constructed dataset. (shrink)

Recently, there has been a concerted effort to shift bioethics’ traditional focus from clinical and research settings to more robustly engage with issues of justice and health equity. This broader bioethics agenda seeks to embed health related issues in wider institutional and cultural contexts and to help develop fair policies. In this paper, we argue that bioethicists who ascribe to the broader bioethics’ agenda could gain valuable insights from the interdisciplinary field of environmental justice and transportation justice, in particular. (...) We then proceed to demonstrate the importance of adopting an intersectional approach to transportation and health. The paper concludes with the argument that intersectional gender inequality is of particular importance when studying both health equity and the unequal distribution of burdens associated with transportation systems in local contexts. The intensification of debate over environmental ethics in recent years have clarified some ethical arguments such as autonomy, justice, beneficence, non-maleficence, trans-generational ethics and the rights of nature. However, we can ask if these ethical principles could become an incentive for people to act considering the environment. A questionnaire sheet for use in face-to-face interviews was developed to explore the ideas of the general public in order to describe the attitudes and behaviour towards transportation using private cars. People (...) were interviewed to ask how they think of the use of private cars in the future, and whether they have restricted their use of private cars considering the environment, using open-ended questions. According to this survey, it is suggested that while more than 90% of the general public in Japan think the environment faces serious problems, most lack concrete knowledge about why environmental problems are dangerous. Among those who object to restrictions on private car use, there are also many respondents who expect a solution from the development of science and technology, as well as the general state of mind and society that considers a convenient life to be most important. Objective: This main aim of the study is to explore COVID-19 pandemic problems from the perspective of public health-clinical care ethics through online mediareports in Turkey. Method: This research was designed as a descriptive and qualitative study that assesses COVID-19 through online media reports on critics between the periods of March 11, 2020 and April 2 2020 as a quantitative as number of reports and qualitative study, across Turkey. Reports were from Turkish Medical Association websites which included newspaper reports. (...) Study data were presented as statistically and qualitative data case and headlines. No ethical or ofTicial permission was sought as the study was conducted through open access internet news sites. Results: This online reports analysis retrieved about 6723 articles about the COVID-19. According to study data, information about COVID-19 were themed as follows: general deTiciencies in taking action and isolation, lack of isolation, passengers and transport vehicles not quarantined ; insufTicient diagnostic tests, decision to test after healthcare professionals become infected, lack of equipment, lack of evaluation outbreak countries [Table 2]. Conclusion and Suggestions: COVID-19 is a pandemic and is a global public health problem that concerns every individual and needs to be handled carefully. This requires a multi-faceted preparation and education. In this context, healthcare professionals should be well trained in this aspect and have all the necessary equipment throughout the process. Additionally, it should work systematically with the cooperation of all health organizations, the Ministry of Health, local governments and of course the media, in order to inform society, fairly distribute the resources and to implement the safety measures effectively. BrieTly, lack of transparency, insufTicient information, limited resources, lack of public health protection measures such as partial quarantine decision, partial implementation of the scientiTic board's re c ommenda ti on s fo r e c on omi c rea s on s, and contradiction of the explanations are revealed as serious ethical problems. A woman is listening to Sinatra before work. As she later describes it, ‘suddenly from nowhere I could hear my mother singing along to it … I was there again home again, hearing my mother … God knows why I should choose to remember that … then, to actually hear her and I had this image in my head … of being at home … with her singing away … like being transported back you know I got one of those (...) … like shivery feelings really suddenly’ (Anderson 2004, 9-10). An older couple, discussing their honeymoon forty years ago, each say that they can’t remember the show they saw, until through iterative, puzzled cross-cuing they finally get there – ‘Desert Song, that’s it’ (Harris et al 2011, 292). An elderly English veteran of a prisoner of war camp in Japan, finishing up morning tea with a young Japanese social scientist interested in reconciliation, suddenly calls out loudly - in Japanese - ‘stand to attention’. He stands to attention in front of her: like many of the men she interviews, he physically re-enacts fragments of that long-past world of the camp, bringing that absent past into this new present context with a visceral shock (Murakami 2001, 2012; Middleton & Brown 2005, 133-136). Societal concerns dictate the need for animal welfare standards and legislation. The public and livestock producers often differ on their views of livestock welfare, and failure to meet public expectations may threaten the “social license to operate” increasing the cost of production and hampering the success of the industry. This study examined public and producer attitudes toward common practices and animal welfare issues in the Australian red meat industry, knowledge of these practices, and public and producer (...) trust in people working the red meat industry using an Australia-wide survey of both the general public and red meat producers. Public participants were recruited using a random digit dialing telephone survey while the red meat producers were randomly selected within a curated database of Australian red meat producers. After controlling for gender and age, there were marked differences between public and producer respondents in 20 of the 27 attitude, trust and knowledge variables studied. Producers reported more positive beliefs in the conditions provided for sheep and beef cattle during sea and land transport, the husbandry practices used in the red meat industry, and red meat attributes regarding human health, environmental impact, animal use and animal welfare. Both public and producers reported similar levels of trust in conventional and commercial media and had similar beliefs about animal rights, prevention of animal cruelty and balancing the welfare of people and animals. The results indicate a polarization between the public and livestock producers in their attitudes toward animal welfare, knowledge of husbandry practices and trust in livestock people. (shrink)

Means of transportation are changing through advances in automation. One issue to be considered in this development is public opinion regarding these systems, yet existing studies of automated transportation do not provide theoretical or methodological means for exploring public imagination, even though this would be relevant in exploring public acceptance of future technologies. Applied for studying public views on a future automated metro system, a method was devised that includes quantitative and qualitative analysis of (...) media and questionnaire data. Although supportive arguments dominated media discussion, people’s attitudes were negative. The two most prominent models of media influence, repetition and cultural resonance, could not fully explain the results; therefore, public imagination, which reflected daily experiences and science fiction, was explored with reference to social representations literature. It is suggested in general that public imagination, along with media discourses and societal settings that contribute to explanations, should be considered in the design and study of automated systems. It is also discussed that the social representations approach could be beneficial for media frame studies by providing explications as to why certain frames might have or lack cultural resonance. JOHN CHRISTIAN LAURSEN and GREG COOLIDGE David Hume's views on public credit have not only received prominent attention in the literature on his political thought, but have even been the subject of attention in The Wall Street Journal.1 Most of the attention has centered on Hume's essay "Of Public (...) Credit" of 1752, and treats it only as an expression of ideas, without relating it to the historical facts. This note lays out Hume's views on this matter throughout his lifetime, and juxtaposes them with figures for the actual public debt, carrying the story down to the twentieth century. Public debt as we know it only goes back about 300 years. The British government in the 1690s was the first modern government to establish enough genuine credit that private citizens would loan it money without having to be compelled.2 At the turn of the century, in the year 1700, the British public debt amounted to 14.2 million pounds sterling.3 As early as 1741, Hume was already worrying about the public debt in the essay "Of Liberty and Despotism" (later changed to "Of Civil Liberty"). Credit" of 1752, and treats it only as an expression of ideas, without relating it to the historical facts. This note lays out Hume's views on this matter throughout his lifetime, and juxtaposes them with figures for the actual public debt, carrying the story down to the twentieth century. Public debt as we know it only goes back about 300 years. The British government in the 1690s was the first modern government to establish enough genuine credit that private citizens would loan it money without having to be compelled.2 At the turn of the century, in the year 1700, the British public debt amounted to 14.2 million pounds sterling.3 As early as 1741, Hume was already worrying about the public debt in the essay "Of Liberty and Despotism" (later changed to "Of Civil Liberty"). The attainment of good governance is often perceived to bringpolitical stability which in turn, facilitates sound and effective governmentadministration. In the case of Malaysia, good governance serves as the coreelement in public policy reforms. This can be seen through the implementationof National Transformation Policy which was introduced in 2010.The NTP comprises of two major plans, namely Government TransformationPlan and Economic Transformation Plan. Since its inception,the NTP has brought unprecedented changes in policy management throughthe establishment of the National Key Result (...) Areas and NationalKey Economic Areas. The NTP has been commended due to itsinclusiveness which is in line with good governance practices. The NTPaddresses fundamental policy issues in areas such as public transportation,socio-economic improvement, public sector performance and political stability.This study has revealed that the implementation of NTP has been reasonablyaccepted by many, despite nuances on the policy outcomes. The NTP embracesgood governance principles as the study confirmed the positive associationbetween these two. This transformation agenda seems to be the genesis ofMalaysia’s road to good governance. This paper focuses on how the social, dialogical and collaborative strategies and practices of The Artists Village openly intervened in the public spaces of Singapore at various times in the city-state’s history from 1989 to 2015. The objective of this paper is to draw out how the artists collective used social situations to openly produce relational, participatory and socially engaged art in public spaces with specific functions, history and importance. These various forms of artistic interventions took place on (...) a farm, in shopping malls, on public transport networks and at national monuments during different moments in Singapore’s rapid urban transformation. From these examples, one is able to understand why The Artists Village openly intervened in the public spaces of Singapore and how these interventions functioned in their limited scope. Through this study we are able to assess how the varying levels of collaboration, openness and criticality present in their public art projects enabled them to grow outside the centralised system of the nation-state in inserting their practice into the public sphere and engaging the masses. For over forty years, economic inequality and distributive justice have been two of the primary concerns of political philosophers. This volume addresses these issues in a novel way, by focusing on the concepts of solidarity and public goods as both descriptive and normative frameworks. Solidarity links the social, political and moral together, in a distinctively political approach that recognizes the social sources of power on the one hand and sources of moral motivation on the other. Public goods such (...) as education, healthcare, and transport systems are indispensable to the forging of solidarity, but at the same time they may become sources of oppression or injustice, when they fail to respect individual autonomy or when they calcify majoritarian preferences. The essays in this volume explore different features of the political, moral and civic approaches to solidarity. The moral theory of solidarity is advanced in one case as an intrinsically valuable concept of social connectedness and in another as an approach of epistemic deference; a structural account of solidarity theorizes about action against racial oppression, and a power-relations account points at the urgency of the affective, non-rational dimensions of solidarity. The social value of property and its moral implications are articulated through the lens of French 19th Century ‘Solidarism’ and as a complementary theory to left-libertarianism. Public goods are defended as instrumental to solidarity, in one case within a liberal framework and in another within a human-perfectionism framework. By providing a series of thought-provoking debates about social obligations and justice, the volume re-establishes solidarity and public goods as pertinent concepts for theorizing about social justice and inequality. In the modern world, science and technology touch our lives every day, and if they are to serve the public interest it is more important than ever that society discusses the way in which scientific research is performed, funded, organized and reported. Science for Survival provides an accessible and readable examination of the ways in which society interacts with science and the means by which political and other leaders use and misuse science and engineering. Case studies, such as the (...) handling of 'mad cow disease' and the internet revolution, reveal both how mistakes are often made in handling science and technology, and also how good practice can contribute to the public interest. Each of the first eight chapters of Science for Survival is focused on an issue of public debate – such as the environment, unemployment, defence, pensions, or transport policy – and uses recent examples and historical parallels to demonstrate different aspects of the relationship between science and the rest of society. The final chapter examines some of the ways in which society can discuss science, technology and engineering in order to maximise mutual understanding between scientists and non-scientists. Perhaps no technological innovation has so dominated the second half of the twentieth century as has the introduction of the programmable computer. It is quite difficult if not impossible to imagine how contemporary affairs—in business and science, communications and transportation, governmental and military activities, for example—could be conducted without the use of computing machines, whose principal contribution has been to relieve us of the necessity for certain kinds of mental exertion. This paper uses distinctions between differing senses of “private,” “public” and “political” in the United States to argue for the value of framing food issues as a collective problem that calls for broadscale demands for justice. We argue that food choices do not simply belong to the realm of private preferences and market transactions. Rather, they are a set of decisions that have systemic causes and public consequences. They are shaped and constrained by public policies that underwrite (...) the transportation of food over long distances as well as particular crops and foodstuffs, and by the vendors and advertisers who try to convince us to eat more of the foods they produce. Because the consequences of eating an abundance of empty calories are not easily remedied at the personal level, citizens need to demand public, systemic solutions, including better food information, youth food education, and a healthier food supply. Medical doctors are commissioned by the migration authorities and/or border police to assist in decision making about asylum seeker’s requests for residency permits in Sweden. They are asked to: (i) assess the formal written medical opinions made by physicians in support of asylum or humanitarian narratives in the asylum process and/or (ii) to make medical assessments of persons considered for deportation. This arrangement raises questions such as: How is the decision making process carried out? How is medical knowledge used, and (...) who ought to make decisions about medical evidence in the asylum process? Does this approach effect public health overall? There are longstanding concerns that medical assessments to certify whether a person is fit for transport or not, can have a direct, negative impact on persons in need of care and protection. A separate structure of doctors commissioned by the immigration authority seems to raise professional tensions, politicizes medical constructs and contributes to moral disengagement. Empirical data are used to illustrate this discussion with reference to medical issues, medical ethics, public health and legal discourses. I then reflect on key value conflicts using public health ethics theory and conclude with implications for public health ethic theory, policy and practice. (shrink)

The role of state services in a market economy has been lately at the care of an intellectual and political debate in Belgium as well as in most European countries. State companies as the Post Office, the Railways and the Telegraph Service have to face an ever more fierce competition and have to be efficient and profitable.The way to deal with privatisation bas however been much less clearcut in Belgium than in other countries such as the United Kingdom or France. (...) A law bas been passed recently and the monopoly position of the Transport and Telecommunications state companies has been alleviated and their autonomy increased as a result. A distinction has been made between, on the one hand, the commercial activities for which they have to compete with the private sector and, on the other hand, the activities of public interest which are subject to certain limitations laid down in a management contract. This article concerns the implementation of new EU Directives coordinating the procedures for awarding public contracts in European Union Member States. In a number of countries, including Poland, the process of their implementation (Directive 2014/24/eu of the European Parliament and of the Council of 26 February 2014 on public procurement; Directive 2014/25/eu of the European Parliament and of the Council of 26 February 2014 on procurement by entities operating in the water, energy, transport, and postal services sectors; Directive (...) 2014/23/eu of the European Parliament and of the Council of 26 February 2014 on the award of concession contracts) was delayed. In most cases, the modernization of EU regulations on public procurement required a thorough modification of national regulations in this respect. As a result of the introduction of the package of new Directives, the European Union public procurement market has undergone substantial changes. The need to adjust legal regulations to the changing political, social, and economic situations in a better way has resulted in the transposition of the modernized EU Directives concerning public procurement to the Polish legal system, affecting the final shape of the new Polish Public Procurement Law. The implementation of the package of new Directives has significantly affected the functioning of the Polish public procurement market. For the entities operating in this market, this means the necessity to expand their knowledge, so as to become familiar with the new legal solutions in this respect. (shrink)

Emergency scheduling of public resources on the cloud computing platform network can effectively improve the network emergency rescue capability of the cloud computing platform. To schedule the network common resources, it is necessary to generate the initial population through the Hamming distance constraint and improve the objective function as the fitness function to complete the emergency scheduling of the network common resources. The traditional method, from the perspective of public resource fairness and priority mapping, uses incremental optimization algorithm (...) to realize emergency scheduling of public resources, neglecting the improvement process of the objective function, which leads to unsatisfactory scheduling effect. An emergency scheduling method of cloud computing platform network public resources based on genetic algorithm is proposed. With emergency public resource scheduling time cost and transportation cost minimizing target, initial population by Hamming distance constraints, emergency scheduling model, and the corresponding objective function improvement as the fitness function, the genetic algorithm to individual selection and crossover and mutation probability were optimized and complete the public emergency resources scheduling. Experimental results show that the proposed method can effectively improve the efficiency of emergency resource scheduling, and the reliability of emergency scheduling is better. (shrink)

The public transport sector in the urban landscape in Nigeria is a prominent social site for the spatial distribution of automobile graffiti signatures. Transporters have various kinds of symbolic tags on their vehicles that convey different messages which represent their local attitudes, beliefs, religious identities, folk psychology, and safety precautionary measures to recipients (other road users and passers-by). This article, based on two case studies, examines the practice of automobile graffiti on trucks and lorries in Calabar metropolis, Cross River (...) State, south-eastern Nigeria. It investigates the motivations, thematic categories, and subjective semiotic interpretations of these verbal signatures from the perspectives of visual semiotics theory using participant observations, semi-structured interviews, and informal conversations. The study demonstrates that truck drivers/owners use their vehicles as visible artistic platforms in the public space to express their thoughts and sentiments on personal, social, and religious issues affecting the society. The study concludes that these inscriptions and imageries are artistic subcultures that mirror wide ranging value categories and provide outlets for spatial transformation, creative agencies, and social commentaries. Sweden’s road safety policy, Vision Zero, seeks to eliminate deaths and serious injuries from traffic crashes, and it recognizes that the bottleneck in improving road safety is displacing mobility as the main priority of the road transportation system. This analysis considers the theory and practice of Vision Zero, first interpreting its proposed changes to responsibility for road safety, and then examining how it has been implemented. The research methods include document analyses, field observations, and interviews with Swedish safety practitioners. (...) This study found that Vision Zero’s main innovation is its explicit call for experts to have causal responsibility for injuries. Moreover, Vision Zero expands the responsibility attributed to road users, who are called on to voice demand for safety improvements to civil servants and elected officials. However, Vision Zero also needed to create institutions through which experts could be accountable for their new causal responsibility, and it needed to support popular organizing around traffic injury prevention. I suggest that a major limitation to increasing the status of road safety as a public problem is that it is generally understood as a private problem and changing this perception through policy requires a more deeply engaged public process. For Rousseau, the reason that people give themselves over to the spectacle, the celebration, is that it is the opportunity for manifesting the profound political legitimacy which, aside from being rooted in the freedom involved in the contract, in rooted the unity of human nature and the whole of nature as the order of the world. This order is thus present in the celebration, even as social and political order. But the order is not there to be respected in itself; it is just a symbol or vehicle of world’s order, to which everyone may relate through the celebration. There is therefore enjoyment, and collective enjoyment, in each one transporting himself to the author of his being in and by the collective evidence of his fully satisfied love of self. (shrink)
