This article addresses the issue of future cosmopolitanism, building on a minimal reconstruction of what cosmopolitanism has been in the past. It will elucidate the notion of ‘political’ cosmopolitanism in its relation to a certain methodological option which is designated by the shorthand term ‘judgment’. Cosmopolitanism is not a new idea but a new version of it is constituted by ‘political’ cosmopolitanism, bound up with a judgmentbased, as opposed to principle-based, understanding of normativity.

Kant bequeaths to the present discourse of cosmopolitanism the question of how a constitutionalized global order without a world state is possible. At the core of the matter is what a legitimate public authority as the necessary enactor of the cosmopolitan sovereignty is. Habermas’s answer that this is a three-tiered, networked realm of public authority is a plausible one. The key to Habermas’s answer is the concept of a political constitution for a pluralist world. If such a constitution (...) is possible, I believe that we need a new concept of constitution as a body politic of norms, statute laws, common laws, legal precedents, and international treaties; on this point, we should take the UK constitution as the paradigm and recognize that since the end of World War II, such a body politic of norms, statute laws, common laws, legal precedents, and international treaties of the global human community has been emerging. In this essay, I first outline the contexts in which the idea of cosmopolitanism appears in Kant's moral and political philosophy. I then survey the three main debates regarding his political cosmopolitanism, namely, on the nature of the international federation he advocated, his theory of cosmopolitan right, and his views on colonialism and ‘race’, and I consider the relation between patriotism and cosmopolitanism in Kant's work. I subsequently discuss Kant's moral cosmopolitanism. Kant is widely (...) held to be a defender of moral cosmopolitanism, but the terminology of world citizenship is in fact strikingly rare in Kant's writings on moral theory. Based on the theoretical reconstruction of neglected post-WWI writings and political action of W. E. B. Du Bois, this volume offers a normative account of transnational cosmopolitanism. Pointing out the limitations of Kant's cosmopolitanism through a novel contextual account of Perpetual Peace, Transnational Cosmopolitanism shows how these limits remain in neo-Kantian scholarship. Inés Valdez's framework overcomes these limitations in a methodologically unique way, taking Du Bois's writings and his coalitional political action both as text that (...) should inform our theorization and normative insights. Barely a decade after the end of the Cold War, the fury of violence has been unleashed around the world, taking the form of terrorism, wars against terrorism, and genocidal mayhem. These developments stand in contrast to more hopeful legacies of the twentieth century: creation of the United Nations and adoption of international documents such as the “Universal Declaration of Human Rights.” These legacies have encouraged a series of initiatives aiming at the formulation of a global or cosmopolitan ethics guiding (...) the global community. The essay examines the promise and drawbacks of some of these initiatives. After reviewing proposals sponsored by Hans Küng and Martha Nussbaum, the essay turns to criticisms registering a perceived neglect of situated differences and motivational resources. To correct these deficits, the conclusion focuses on the political plane arguing that a viable global ethics needs to be anchored in, or supplemented by, a global political praxis. (shrink)

The brand of cosmopolitanism that Cécile Fabre develops in her excellent book, Cosmopolitan Peace, leaves room for qualifying groups to exercise political self‐determination. Important questions thus emerge regarding who is entitled to have a say in the group's self‐determination, questions that take on a heightened practical urgency in the wake of wars that cause massive migration. In this article, I call into question Fabre's contention that the descendants of unjust occupants necessarily acquire occupancy rights which entitle them to (...) a say in the political self‐determination over the territory on which they currently reside. Resurgent nationalisms and disputes over educational curricula have brought to the fore an old debate between cosmopolitans and patriots. The cosmopolitans emphasize our moral obligations to all human beings, while the patriots argue that our greatest moral obligations lie closer to hand, within our political community. My dissertation concerns the roots of this debate by focusing on the first philosophers in the West to devise an ethical theory which is fully committed to the strictly cosmopolitan denial that we have (...) any obligations to fellow citizens qua fellow citizens, the Greek Stoics of the third century scBCE. I discuss the arguments they offer for their strict cosmopolitanism, and I demonstrate how they argue in favor of the locally engaged political life in spite of their strict cosmopolitanism. For perspective, my dissertation also includes a background chapter on Plato and Aristotle and a chapter on the development of Stoic cosmopolitanism in Cicero. ;An introductory chapter clarifies the conflict between cosmopolitanism and patriotism. The first chapter concerns the Socrates of Plato's early dialogues, who seems to recognize obligations to all human beings, and the mature Plato and Aristotle, who do not develop the cosmopolitan implications of Socratic ethics. Chapter Two argues that the early Stoics ground their strict cosmopolitanism in certain assumptions about cosmic nature, and in Chapter Three, I reconstruct how Chrysippus' On Lives endorses the political life in spite of his strictly cosmopolitan commitments. The fourth chapter discusses the retreat in Cicero's De Officiis to a more limited Stoic cosmopolitanism which recognizes special obligations to fellow citizens. A brief concluding chapter relates the findings of the dissertation both to some broad historical questions about the origins and subsequent development of cosmopolitanism and to an argument for special obligations to fellow citizens which is prominent in the contemporary literature. This book examines the idea of cosmopolitanism, its reconceptualisations and critiques. It explores the specific institutional and philosophical challenges in constructing a cosmopolitan political community and critically engages with assumptions about the nature and direction of global politics. The volume presents a post-colonial critique of 'Western' cosmopolitanism and suggests alternative frameworks.

From climate change, debt, and refugee crises, to energy security, environmental disasters, and terrorism, the events that lead nightly newscasts and drive public policy demand a global perspective. In the twentieth century the world sought solutions through formal institutions of international governance such as like the United Nations, the International Criminal Court, and the World Bank, but present-day our responses to global realities are often more provisional, improvisational, and contingent. Tracing this uneven history in order to identify principal actors, contesting (...) ideologies, and competing rhetoric, Negative Cosmopolitanism challenges the Kantian ideal of cosmopolitanism as the precondition for a perpetual global peace. Uniting researchers working on contemporary problems with those studying related issues of the past--including slavery, industrial capitalism, and corporate imperialism--essays in this volume scrutinize the entanglement of cosmopolitanism within expanding networks of trade and global capital from the eighteenth-century to the present. What is the relationship between cosmopolitanism and secularism—the worldwide and the worldly? While cosmopolitan politics may seem inherently secular, existing forms of secularism risk undermining the universality of cosmopolitanism because they privilege the European tradition over all others and transform particular historical norms into enunciations of truth, valid for all cultures and all epochs. In this book, the noted philosopher Étienne Balibar explores the tensions lurking at this troubled nexus in order to advance a truly democratic and emancipatory (...) cosmopolitanism, which requires a secularization of secularism itself. Balibar argues for the idea of the universal against its particular dominant institutions. He questions the assumptions that underlie popular ideas of secularism and religion and outlines the importance of a new critique for the contemporary world. Balibar holds that conflicts between religious and secular discourses need to be reframed from a point of view that takes into account the cultural hybridization, migration and mobility, and transformation of borders that have reshaped the postcolonial age. Among the topics discussed are the uses and misuses of the category of religion and the religious, the paradoxical genealogy of monotheism, French laïcité’s identitarian turn, and the implications of the responses to the Charlie Hebdo attacks for an extended definition of free speech. Going beyond circumscribed notions of religion and the public sphere, Secularism and Cosmopolitanism is a profound rethinking of identity and difference that seeks to make room for a renewed political imagination. In this paper, I argue that Arendt's understanding of freedom should be examined independently of the search for good political institutions because it is related to freedom of movement and has a transnational meaning. Although she does not say it explicitly, Arendt establishes a correlation between political identities and territorial moves: She analyzes regimes in relation to their treatment of lands and borders, that is, specific geographic movements. I call this correlation a political itinerary. My aim is (...) to show genealogically that her elaboration on the regimes of ancient, modern, and 'dark' times is supported by such a correlation. I read Arendt in light of the current clash between an amorphous global political identity (and 'new' international order) and the renewal of nationalisms. I show that, for Arendt, the world is divided by necessary frontiers - territorial borders and identity frames - and that the political consists precisely of the effort to transgress them. Arendt never proposed a restoration of authority but, on the contrary, a worldwide anarchic (that is, based on no predetermined rule) politics of de-localization and re-localization; in her terms, a politics of free movement of founded identities, a cosmopolitanism, which, nevertheless, would have nothing to do with global sovereignty. This article analyses the articulation of the relationship between ‘patriotism’ and ‘cosmopolitanism’ or commitment to ‘humanity’ in the writings of some major Victorian political thinkers. It is argued that: (a) there was no neat distinction between ‘patriotism’ and ‘nationalism’ in the thought of the time; (b) ‘patriotism’ was seen as a stepping stone to universalistic commitment to ‘humanity’ rather than as opposed to or incompatible with the latter; (c) most thinkers avoided the term ‘cosmopolitanism’, because of some (...) of its associations, and preferred to use love of ‘humanity’ or similar terms to refer to universalistic commitments; (d) all thinkers discussed here believed that some form of ‘patriotism’ was necessary, while all of them complained that the term was being misused by most of their contemporaries and inveighed against some misconceived and morally reprehensible version of ‘patriotism’; and (e) most discussions of patriotism and universalism were conducted in a religious or quasi-religious language. The main focus of this article is on John Stuart Mill (1806-73), Matthew Arnold (1822-88), Herbert Spencer (1820-1903), Thomas Hill Green (1836-82), Henry Sidgwick (1838-1900), Frederic Harrison (1831-1923) and, to a lesser extent, Frederick Denison Maurice (1805-72), John Robert Seeley (1834-95) and Charles Henry Pearson (1830-94). While we generally take it for granted that governments should provide social welfare and other benefits to their citizens, justification of these services depends on special moral requirements people owe to their compatriots, as opposed to inhabitants of other countries, who may be far more needy. While widely discussed defenses of compatriot preferences can be seen to be flawed, the latter may be justified through a public goods argument. Security and other public goods are not only necessary for acceptable lives (...) but are provided through the cooperative activity of compatriots, coordinated and enforced by the state. Because the necessary public goods require general cooperation throughout society, all individuals who are required to comply should have rights to participate in decisions about the form in which they are provided. Because these political rights must be substantive rather than merely formal, they justify requirements of distributive justice and so compatriot preferences. (shrink)

In this paper I reconstruct the historical significance of the concept of sovereignty and I defend its relevance against the critique of Hannah Arendt. I argue that sovereignty, understood as the concept that expresses the normative unity of the legal order, is not incompatible with plurality and constitutionalism and that it was the condition for the formation of inter state law. Further I criticize the abstract moralism that characterizes today's cosmopolitanism and the paradigm of global governance. Although the significance (...) of sovereignty is shifting in the context of globalisation, it is not becoming irrelevant because it symbolizes the right of political self-determination of a community as well as the capacity to transfer some portion of its regulatory competence to a supra-national legal order. Philosophical issues of hospitality are bound up with broader issues of cosmopolitanism in thought and in practice. This paper considers the interplay of human faces, masks, forms of hospitality, and cosmopolitanizing and anti-cosmopolitanizing socio-political dynamics in the time of Covid-19. Despite confident assertions by some interested parties that it is now finished and past history, Covid-19 remains a major challenge across the globe, and so reflections on the interplay of masking, cosmopolitanism, and hospitality remain pertinent today and (...) are not merely a quaint feature of life during the early years of the pandemic. Voluntary acts of self-masking are argued to be more than just mundane forms of micro-level action and interaction among persons. Instead, freighted sometimes with political meaning, and certainly loaded with ethical force, the donning of a face mask can operate as a small but compelling quotidian act of cosmopolitan concern and hospitableness towards other people, including those perceived to be very unlike oneself. In Hegel on Political Identity, Lydia Moland provocatively draws on Hegel's political philosophy to engage sometimes contentious contemporary issues such as patriotism, national identity, and cosmopolitanism. Moland argues that patriotism for Hegel indicates an attitude toward the state, whereas national identity is a response to culture. The two combine, Hegel claims, to enable citizens to develop concrete freedom. Moland argues that Hegel's account of political identity extends to his notorious theory of world history; she also proposes (...) that his resistance to cosmopolitanism be reassessed in response to our globalized world. By focusing on Hegel's depiction of political identity as a central part of modern life, Moland shows the potential of Hegel's philosophy to address issues that lie at the heart of ethical and political philosophy. The paper deals with the idea of cosmopolitanism in contemporary Anglo-American social and political philosophy. The aim of the paper is to introduce cosmopolitan theories as one of the components of the concept of global justice. Its basis is the clarification of the theoretical ground of cosmopolitanism. Attention is paid also to the problems of moral argumentation in contemporary Anglo-American social and political philosophy.

Is it possible and desirable to translate the basic principles underlying cosmopolitanism as a moral standard into eff ective global institutions? Will the ideals of inclusiveness and equal moral concern for all survive the marriage between cosmopolitanism and institutional power? What are the eff ects of such bureaucratization of cosmopolitan ideals? Th is book examines the strained relationship between cosmopolitanism as a moral standard and the legal institutions in which cosmopolitan norms and principles are to be implemented. (...) This paper reviews the contribution of Hannah Arendt's 1963 monograph, On Revolution, to the theme of this collection: “contestatory cosmopolitanism.” I am critical of normative interpretations of the text that treat it as a wholesale rejection of the French revolutionary tradition and as a tribute either to American constitutionalism, in more liberal readings, or to the council system of direct democracy, in more radical readings. I read it against this doctrinal grain as a dialectical analysis of the modern revolutionary (...) tradition as a whole. I argue that it is more productive for our own purposes and more faithful to Arendt's own approach to read the book as an exploration of the developmental forms of the modern revolutionary tradition, beginning with the “perplexities” present in the modern concept of revolution and then moving on to the more applied and practical “perplexities” involved in the realization of the concept: first in the French Revolution, then in the American Revolution and finally in.. Kant’s cosmopolitanism can be read from two main perspectives: temporal and spatial. Reading cosmopolitanism from a temporal perspective means paying attention to the historical realization of the ideal of cosmopolitanism and to its related issues such as: the progress of humankind, its final destination, the purpose of universal history, the highest purpose of nature. Instead, reading cosmopolitanism from a spatial perspective means paying attention, e.g. to the ‘fact’ of the sphericity of the earth and to its (...) relationship with cosmopolitan right, territoriality, borders and freedom of movement. In this paper I would like to show how adopting a spatial perspective is useful not only in order to delimit a field of inquiry, but also to shed new light on apparently well-known and thoroughly investigated notions of Kant’s cosmopolitanism, such as the notions of the citizen of the world, of the cosmopolitan right, and of the World republic. The world is becoming deeply interconnected, whereby actions in one part of the world can have profound repercussions elsewhere. In a world of overlapping communities of fate, there has been a renewed enthusiasm for thinking about what it is that human beings have in common, and to explore the ethical basis of this. This book seeks to address the relation of political philosophy and Donald Trump as a political phenomenon through the notions of patriotism, cosmopolitanism, and civic virtue. Political philosophers have been prescient in explaining trends that may explain our political misgivings. Madison warned during the debates on the Constitution that democracies are vulnerable to factions based on passion for personalities and beliefs; various continental thinkers have addressed the problem of nihilism—the modern loss of faith in objective (...) standards of truth and morality—that in Max Weber’s analysis pointed to the importance of charisma, in Carl Schmitt’s to the idea that politics is essentially rooted in the definition of friends and enemies, and in early Heidegger resulted in the emphasis on the enduring significance of local, rather than cosmopolitan values. The former concerns—regarding demagoguery, charisma and nihilism—will enable an evaluation of Trump as a political character, while the latter concerns—regarding the status of universal versus local values—will enable us to evaluate the content of “Trumpism.” Taken together, these essays seek to advance the public conversation about the relationship between the rise of Trump and the ideological forces that seek to justify that rise. The present volume argues that a radical transformation of cosmopolitanism is already ongoing and that more effort is needed to take stock of transformations which are both necessary and possible.

In these two important lectures, distinguished political philosopher Seyla Benhabib argues that since the UN Declaration of Human Rights in 1948, we have entered a phase of global civil society which is governed by cosmopolitan norms of universal justice--norms which are difficult for some to accept as legitimate since they are sometimes in conflict with democratic ideals. In her first lecture, Benhabib argues that this tension can never be fully resolved, but it can be mitigated through the renegotiation of (...) the dual commitments to human rights and sovereign self-determination. Her second lecture develops this idea in detail, with special reference to recent developments in Europe (for example, the banning of Muslim head scarves in France). The EU has seen the replacement of the traditional unitary model of citizenship with a new model that disaggregates the components of traditional citizenship, making it possible to be a citizen of multiple entities at the same time.
