Rift Valley Fever is a vector-borne disease mainly transmitted by mosquito. To gain some quantitative insights into its dynamics, a deterministic model with mosquito, livestock, and human host is formulated as a system of nonlinear ordinary differential equations and analyzed. The disease threshold $$\mathcal{R}_0$$ is computed and used to investigate the local stability of the equilibria. A sensitivity analysis is performed and the most sensitive model parameters to the measure of initial disease transmission $$\mathcal{R}_0$$ and the endemic equilibrium (...) are determined. Both $$\mathcal{R}_0$$ and the disease prevalence in mosquitoes are more sensitive to the natural mosquito death rate, d m . The disease prevalence in livestock and humans are more sensitive to livestock and human recruitment rates, $$\Uppi_l$$ and $$\Uppi_h$$, respectively, suggesting isolation of livestock from humans is a viable preventive strategy during an outbreak. Numerical simulations support the analytical results in further exploring theoretically the long-term dynamics of the disease at the population level. (shrink)

The Rift Valley fever (RVF), which first appeared in Kenya in 1912, is an anthropozoonosis widespread in tropical areas. In Senegal, it is particularly felt in the Ferlo area where a strong presence of ponds shared by humans, cattle and vectors is noted. As part of the studies carried out on the environmental factors which favour its start and propagation, the focus of this paper is put on the decision making process to evaluate the impacts, the interactions and (...) to make RVF monitoring easier. The present paper proposes a model based on data mining techniques and dedicated to trade experts. This model integrates all the involved data and the results of the analyses made on the characteristics of the surrounding ponds. This approach presents some advantage in revealing the relationship between environmental factors and RVF transmission vectors for space–time epidemiology monitoring purpose. (shrink)

To date, our knowledge of Rift Valley fever disease spread and maintenance is still limited, as flooding, humid weather and presence of biting insects such as mosquitoes, have not completely explained RVF outbreaks. We propose a model that includes livestock, mosquitoes and ticks compartments structured according to their questing and feeding behaviour in order to study the possible role of ticks on the dynamics of RVF. To quantify disease transmission at the initial stage of the epidemic, we derive (...) an explicit formula of the basic reproductive number, $$R_0$$ R 0. Using the concept of Metzler matrix, we state necessary conditions for global asymptotic stability of the disease-free equilibrium. Results suggest that although host-ticks interactions may serve as disease reservoirs or disease amplifiers, the Aedes reproductive number should be kept under unity if disease post-epizootics activities are to be controlled. Results of both local and global sensitivity analysis of selected model parameters indicate that $$R_0$$ R 0 is more sensitive to the ticks attachment and detachment rates, probability of transmission from ticks to host and from host to ticks, length of infection in livestock and ticks death rate. Furthermore, when comparing the mean value of $$R_0$$ R 0 with that from previous studies which did not include ticks we found that our $$R_0$$ R 0 is very much larger resulting in an increase in the exponential phase of an outbreak. These findings suggest that if ticks are capable of transmitting the virus, they may be contributing to disease outbreaks and endemicity. (shrink)

This article adduces several lines of argument to try to analyze the need for certain sorts of interventions in medical crises. The recent Ebola crisis is taken as exemplary, and other similarly serious medical situations requiring intervention, such as the endemic presence of Valley fever in parts of California, are alluded to. The overall contention is that our duties in medical crises may be somewhat stronger than previously constructed by analysts. Dengue fever is a debilitating and infectious disease that could be life-threatening. It is caused by the dengue virus which affects millions of people in the tropical area. Currently, there is no cure for the disease as there is no vaccine available. Thus, prevention of the vector population using conventional methods is by far the main strategy but has been found ineffective. A genetically modified mosquito is among the favoured alternatives to curb dengue fever in Malaysia. Past studies (...) have shown that development and diffusion of gene technology products depends heavily upon public acceptance. The purpose of this study is to identify the relevant factors influencing stakeholders’ attitudes toward the GM Aedes mosquito and to analyse the relationships between all the factors using the structural equation model. A survey was carried out on 509 respondents from various stakeholder groups in the Klang Valley region of Malaysia. Results of the survey have confirmed that public perception towards complex issues such as gene technology should be seen as a multi-faceted process. The perceived benefit-perceived risk balance is very important in determining the most predominant predictor of attitudes toward a GM mosquito. In this study the stakeholders perceived the benefit of the GM mosquito as outweighing its risk, translating perceived benefit as the most important direct predictor of attitudes toward the GM mosquito. Trust in key players has a direct influence on attitudes toward the GM mosquito while moral concern exhibited an indirect influence through perceived benefits. Other factors such as attitudes toward technology and nature were also indirect predictors of attitudes toward the GM mosquito while religiosity and engagement did not exhibited any significant roles. The research findings serve as a useful database to understand public acceptance and the social construct of public attitudes towards the GM mosquito to combat dengue. (shrink)

Concerns about censorship have once again reached a fever pitch across the liberal West. In other historical periods, such concerns may have marked reactions to book bans and burnings. Often, they followed prosecutions and subsequent jailtime for things spoken or written. During the Red Scare, they were the hushed response to chilling state-sponsored watch-lists and employer-supported blacklists designed to ensure victory against communism. Against this history, complaints about the new censorship appear differently. With respect to the new censorship, there (...) are no books burnings, no prosecutions, no laws or committees. Indeed, there is no coercive state involvement at all. With a few notable exceptions, complaints about censorship in the 21st-century West are complaints about the behavior of private parties: social groups, employers, media conglomerates, social media platforms, and search engines. -/- To better understand the concerns surrounding nonstate interference with speech, Private Censorship offers an account of censorship, as well as an assessment of the ethical and political issues it raises across contexts. This article uses a close reading of Jacques Derrida’s short work Archive fever: A Freudian impression (1996), in order to show the structural impossibility for law and the wider legal system to protect itself from the destabilising effects of deconstruction. It shows law’s inability to stabilise/close the system and hence its inability to ‘assure order’.

Syphilis occupies a unique position in the history of U.S. medicine and medical ethics. Given its widespread prevalence and variable presentation, syphilis was a major professional concern among late nineteenth‐ and early twentieth‐century physicians. Syphilis was also at the center of perhaps the most famous example of medical racism in our history, the U.S. Public Health Service Syphilis Study at Tuskegee, in which officials followed the natural history of the disease in a cohort of black men for forty years without (...) offering treatment, even once penicillin became available. In this essay, I call attention to a less well‐known aspect of syphilis and its history. I examine one of the disease's most dreaded manifestations, neurosyphilis (also known as general paresis or general paralysis of the insane), and its treatment via malarial inoculation from the 1920s into the 1950s. The goal of this treatment, dramatic even to observers at the time, was to produce spiking fevers that would kill the syphilitic spirochete and arrest the disease process. My focus will be on developments at St. Elizabeths Hospital, a large‐scale federal psychiatric facility in the District of Columbia that served the city's residents and members of the U.S. military. Physicians at St. Elizabeths were the first in the United States to experiment with malarial fever therapy, treating their initial cohort of patients in December of 1922.Malarial fever therapy raised a host of ethical questions, rendered all the more complex from today's vantage point by efforts to understand them within the context of the time. What sorts of risks, both from malaria and via indirect exposure, might be deemed acceptable in the treatment of a devastating and almost invariably fatal disease? How ought researchers and clinicians to have approached the question of consent, itself an evolving concept in the early decades of the twentieth century, when the disease they were targeting impaired a patient's ability to reason effectively? Finally, at a time when segregated and inferior care for black Americans was the norm and when the black community bore a disproportionate burden of disease, who would have had access to malarial fever therapy, and at what cost? Most discussions of racial fetish center on the question of whether it is caused by negative racial stereotypes. In this paper I adopt a different strategy, one that begins with the experiences of those targeted by racial fetish rather than those who possess it; that is, I shift focus away from the origins of racial fetishes to their effects as a social phenomenon in a racially stratified world. I examine the case of preferences for Asian women, also known as ‘yellow (...) fever’, to argue against the claim that racial fetishes are unobjectionable if they are merely based on personal or aesthetic preference rather than racial stereotypes. I contend that even if this were so, yellow fever would still be morally objectionable because of the disproportionate psychological burdens it places on Asian and Asian-American women, along with the role it plays in a pernicious system of racial social meanings. Sherwood Anderson's Winesburg, Ohio, published in 1919, is an episodic collection of character sketches based mostly around the perspective of George Willard, a small-town journalist who listens to the stories of various characters, often described in grotesque terms, whose passionate inner lives contrast with their limited outwardly lived existences. The initial critical response to these stories was to regard Anderson as a sort of cheap Freudian who was making an obvious criticism of American Puritanism and conformity. In this article, I flesh out and crip the bodily experience and institutional terrain of academic feminist presentation, so as to socialise the increasing privatising of experience in the neoliberal academy. As a means of staging feminism, presenting is a vital part of the academic habitus, yet it is an experience and practice that is problematic for intersectional feminisms. Without critical examination, the reproduction of power and claims to power in feminist events are mystified. My aim is to contribute to (...) a collective conversation and reimagining of the ethics and politics of how we make feminism present and public; outside of an incessant tendency towards mastery. Biography is a metaphor for this critical study of a major Australian archive that holds the records of government departments responsible for the administration of Aboriginal affairs in Western Australian from 1897 to 1972. This artefact of totalitarian state control is structured by western colonial ontologies of bureaucracy and legislative control of subject people. The project of decolonizing this archive was begun in the 1970s by Indigenous writers negotiating between the archives and their own cultural knowledge to produce major creative (...) works combining both. These works show the passionate, rich storytelling that emerges when indigenous people release the stories captured in the archives and restore them as living cultural heritage. (shrink)

An earthy smell seeps from the cinderblock room, and a fan in the corner rattles as it circulates the heat. My eyes cross trying to read the square black numbers on the thermometer. I feel achy and tired. I would not be so nervous about the result except that I have been caring for Ebola patients in West Africa.

During the Italian campaigns of the French Revolutionary Wars (1796–1801), several epidemic outbreaks sparked acrimonious aetiological debates: were the fevers spread by soldiers and prisoners of war, or produced by environmental factors? This debate was not only a scientific issue, but also a political one, for causation was linked to accountability. Looking at a series of medical investigations written by French military practitioners, this paper argues that theories of contagion were used by civilians to accuse the army of spreading disease, (...) in what I describe as an “aetiology of blame.” Likewise, military officials attempted to absolve themselves of responsibility for the spread of disease by focusing on unwholesome environments, depicting diseases as unavoidable fatalities. Military doctors thus supported French imperial endeavours by obscuring the army's responsibility for the spread of diseases, putting forward aetiologies of fate and blaming individual behaviour. Even when they did not radically dismiss contagionist perspectives, military practitioners insisted on a wide range of pathogenic causes. Their discourses were in line with medical theories of the time, but they downplayed the responsibility of the army for the spread of diseases, which they depicted as a factor among others. Military doctors were thus not always involved in the direct and deliberate production of ignorance, but they did sustain controversies and uncertainty. (shrink)

This article reads Derrida's Archive Fever as a sustained reflection on the influence of psychoanalysis on deconstruction. It examines the text's deployment of two financial figures — debt and inheritance — as contrasting ways of coming to terms with the intellectual legacy of psychoanalysis. Derrida's reading of Yosef Hayim Yerushalmi's Freud's Moses exposes the historian's reliance on a ‘classical’ concept of the archive as the depository of a self-identical past, a concept which underpins Yerushalmi's thesis of Freud's unpaid debt (...) to Jewish culture. This conception gives rise to several aporias identified in Derrida's analysis of Yerushalmi's methodological procedure. A more positive and productive notion of inheritance characterizes Derrida's exploration of his own relationship to Freud, allowing him to move beyond the burden of a calculable indebtedness to the past towards an incalculable inheritance for the future. Deconstruction inherits from Freud's theoretical legacy, reaffirming and transforming psychoanalytic insights in its own account of our collective mal d'archive, our feverish desire both to preserve and destroy the archive. This article reflects on the history of queer theory's entry in France by turning to two critics, Marie-Hélène Bourcier and François Cusset, who claim to have introduced the term ‘queer’ into French culture. It analogizes these critics' claims as a battle of the ‘archons’ as conceptualized by Derrida in Archive Fever. Archons police official memory and search for the ‘authentic’ origins of the event, practice or discipline that is archived. The Derridean formulation allows me to consider the narrative that (...) Bourcier and Cusset assert, particularly that concerning the status of French theory as the progenitor of queer theory, in terms of the authority of the archon. The Derridean analogy also enables me to consider what gets written out of each account in the archontic endeavour. The article finally turns to the subject of the possibility of a more disruptively queer archive by arguing for a re-evaluation of Bourcier's earlier collaborative work. I argue that what Derrida pinpointed as an anarchivizing ‘fever’ that threatens stable, exclusionary memory may be detected in this early work. (shrink)

This paper outlines a brief ecological and industrial history of Sydney Harbour before evaluating the different design strategies for post-industrial landscape architecture. Four recent projects by Sydney based landscape architects are critiqued in relation to the traditions of the Sydney Landscape School. Each project seeks to celebrate the topographic drama of Sydney Harbor with distinctive and innovative design approaches. This new Sydney Landscape School adopts a more complex approach to landscape palimpsests then the Sydney School of the 1970s.

Across the world, militaries are racing to acquire and develop new capabilities based on the latest in machine learning, neural networks, and artificial intelligence. In this paper, I argue that the shift into military AI is shaping human behaviour in heretofore unacknowledged and morally significant ways. Following Anders, I argue that as the human becomes digitally co-machinistic, they are compelled to adopt a logic of speed and optimisation in their ethical reasoning. The consequence of this is a form a moral (...) de-skilling, whereby military personnel working with digital infrastructures and interfaces become less able to act and decide as moral agents. This is an especially concerning development when it comes to the conduct of war, where the moral stakes could not be higher. (shrink)
