This paper uses the imaginary case of Gemma, presented initially at the International Swine Flu Conference (London, March 2010), to discuss whether a nurse who disagrees with most ways in which animals are farmed would be wronged if she contracted swine flu. It is argued that the farm animal sector has contributed to the emergence of H1N1 flu, and that the sector in general contributes significantly to the burden of human disease. Studying national and local contexts is essential for understanding the ending of epidemics and related policy responses. This article examines HIV/AIDS in the 1980s and 1990s and swine flu in 2009-2010 in the UK as comparative “tracer epidemics” to understand the multiplicity of endings from the perspective of the contemporary history of policy. Such endings can include: the political ending, changes in definition away from epidemic, the medical end, different endings for different “risk groups,” local endings, and media endings. (...) Public concern over major agricultural product safety incidents, such as swine flu and avian flu, can intensify financial losses in the livestock and poultry industries. Crawler technology were applied to reviewed the Weibo social media discussions on the African Swine Fever incident in China that was reported on 3 August 2018, and used content analysis and network analysis to specifically examine the online public opinion network dissemination characteristics of verified individual users, institutional users and ordinary users. It was (...) found that: attention paid to topics related to “epidemic,” “treatment,” “effect” and “prevent” decrease in turn, with the interest in “prevent” increasing significantly when human infections were possible; verified individual users were most concerned about epidemic prevention and control and play a supervisory role, the greatest concern of institutional users and ordinary users were issues related to agricultural industry and agricultural products price fluctuations respectively; among institutional users, media was the main opinion leader, and among non-institutional users, elites from all walks of life, especially the food safety personnel acted as opinion leaders. Based on these findings, some policy suggestions are given: determine the nature of the risk to human health of the safety incident, stabilizing prices of relevant agricultural products, and giving play to the role of information dissemination of relevant institutions. Several bioethical topics received a great deal of news coverage here in Scotland in 2009. Three important issues with transatlantic connections are the swine flu outbreak, which was handled very differently in Scotland, England and America; the US debate over healthcare reform, which drew the British NHS into the controversy; and the release to Libya of the Lockerbie bomber, which at first glance might not seem particularly bioethical, but which actually hinged on the very public discussion of the prisoner’s (...) medical records. On a national level, there have been attempts in both Scotland and England to change the law on assisted suicide, where success looks more likely than ever. This paper will discuss each of these issues, and hopefully raise awareness of how these issues were dealt with in the UK and its component countries. (shrink)

Die Entdeckung der Aristotelischen Politica muss als einschneidendes Ereignis in der Geschichte der politischen Theorien im Mittelalter verstanden werden. Gleich nach dem Erscheinen der ersten vollständigen Übersetzung wurde dieses Werk von der gelehrten Welt des Abendlandes mit grossem Interesse studiert und kommentiert. Die berühmtesten politischen Werke des späten Mittelalters, wie der Bestseller De regimine principum von Aegidius Romanus oder die äusserst kontroversen Bücher wie die Monarchia von Dante oder der Defensor pacis von Marsilius von Padua basieren weitgehend auf der mittelalterlichen (...) Rezeption der Aristotelischen Politica. Von zentraler Bedeutung für das Verständnis politischer Theorien im 13. und 14. Jahrhundert sind natürlich auch die Kommentare zu diesem Werk. Weit über hundert Kommentare sind von circa 1270 bis 1500 überliefert. Sie zeigen, wie die politische Philosophie des den mittelalterlichen Verhältnissen angepasst werden musste und auf welche Weise das erste Mal im Abendland an der Universität politische Wissenschaft gelehrt wurde. Der zweite Teilband enthält ein Verzeichnis der Kommentare zur Politica and Yconomica im genannten Zeitraum. Besondere Aufmerksamkeit wird dabei den Kommentaren in Quaestionenform gewidmet, von denen jeweils auch die Tabula quaestionum ediert wird. (shrink)

Neben einem Uberblick uber die vielfaltigen gegenwartigen Debatten im franzosischsprachigen Diskurs uber Demokratietheorie und Staatskritik bietet der Band wichtige Impulse fur eine vertiefende Auseinandersetzung mit kritischer Demokratietheorie und deren Perspektiven - jenseits von Sprach- und Landesgrenzen auch auf der transnationalen und globalen Ebene. Kollektive und individuelle Selbstbestimmung lassen sich in pluralistischen Gesellschaften kaum verwirklichen, ohne die Besonderheiten sozialer Gruppen zu berücksichtigen. Die Autoren fragen, wie die politische Philosophie diese Herausforderungen normativ reflektieren kann. Es wird deutlich, dass die größte Aufgabe heute darin besteht, Besonderheits- und Gleichheitsforderungen miteinander zu vermitteln.

​Kaum ein Konzept in der jüngeren politischen Theoriegeschichte kann auf eine solch steile und, wie sich mittlerweile gezeigt hat, auch langanhaltende Karriere zurückblicken wie das der Deliberation. Die in diesem Sammelband vereinigten Überlegungen stehen unter der zweiteiligen übergreifenden Überschrift "Deliberative Kritik – Kritik der Deliberation", die in einem Zug den kritischen Sinn der Deliberation und die Notwendigkeit einer reflexiven Kritik am Konzept der Deliberation selbst deutlich macht. Industries of production and scientific research rely on the use of nonhuman animals and plants, remaking environments, populations, and even genetic information to suit human designs. This issue of _Social Text_ considers the radical implications of questioning the exceptional status of humans among the planet’s species. Responding to growing interest in animal studies and posthumanism, the contributors draw on racial, feminist, queer, postcolonial, and disability theories to probe the diversity of human relationships with other forms of biosocial life. “Interspecies” queries (...) the politics of traditional species taxonomy and examines the ways humans use the material characteristics of other species to pursue their economic, political, and social aims. This collection goes beyond companionate species to examine less charismatic life forms: viruses, vermin, transgenic pigs, and commodified plants. Bringing together prominent scholars and artists from a range of fields, the issue examines the histories of species collection and display. In the context of current public health challenges, including the swine flu epidemic and the scarcity of donor organs, the contributors explore the limits of transgressing species boundaries that arise when human bodies contain other species, such as viruses or transplanted organs from genetically customized pigs. “Interspecies” analyzes the use of nonhuman species in the biopolitics of warfare and torture and examines how interspecies relationships shape conditions of colonialism, imprisonment, and violence. A journal editor recently apologised for publishing a 2010 paper in which authors designated an enzyme as New Delhi metallo-β-lactamase-1 (NDM-1) and its related gene bla_NDM-1 after a city, New Delhi. This name had raised an outcry in India, with health authorities, media and medical practitioners demanding New Delhi be dropped from the name. The name was actually first given in another 2009 paper, whose corresponding author remains the same as the 2010 paper. There is a tradition of eponymous names (...) in science. But those found derogatory to races, groups, cities, and countries have been changed. For example, Mongolism was changed to Down's syndrome; Australia antigen to HBsAg; Mexican Swine flu to H1N1; GRID (Gay Related Immune Deficiency) and 4H-Disease (Haitians, Homosexuals, Haemophiliacs and Heroin Users Disease) to AIDS. It is necessary that NDM-1 also be changed to a name based on scientific characteristics. NDM-1 must be changed to PCM (plasmid-encoding carbapenem-resistant metallo-β-lactamase). It is also necessary to review the tradition of naming organisms, diseases, genes, etc. after cities, countries and races. Often, such names giving amounts to names calling. It needs to be discarded by scientists in all new names giving from now on. Geographical and racial names giving must be replaced by scientific names giving. Journal editors must ensure that such scientific names giving is laid down as standard guideline in paper submissions. All such names still in currency need to be phased out by replacing them with names based on scientific characteristics, or in honour of their pioneering scientist/s or institutions. The lead author of the above 2010 paper has said he was not consulted about the final draft and did not agree with the conclusions of the paper. To ensure that corresponding authors do not ride roughshod over co-authors, and lead and other authors do not backtrack on papers, editors must ensure written concurrence of all authors, especially the lead author, to the final draft of a paper and include this in their guidelines for paper submissions. Communicable diseases, especially those that are readily contagious, are on the rise as evidenced by the emergence of viruses like severe acute respiratory syndrome, the global resurgence of resistant forms of ancient mycobacteria such as extensively drug resistant tuberculosis, and the 2009 swine flu outbreak in Mexico. Moreover, each of us, no matter who we are or where we live, is just as likely to transmit contagious diseases to others as we are to contract such diseases from others. As (...) cogently described in the title of a recent book by Margaret Battin et al., we are all potential “victims and vectors.”Just as contagious diseases are readily passed person to person, so too can they readily be passed across local and national boundaries. We therefore all have a stake in the development of effective infectious disease control policies on a national scale, with “effective” being the operative term: regulations and statutes that are neither enforceable nor likely to be complied with may do more harm than good. Even as public health ethics was developing as a field, major incidents such as 9/11 and the SARS epidemic propelled discourse around public health emergency preparedness and response. Policy and practice shifted to a multidisciplinary approach, recognizing the broad range of potential threats to public health, including biological, physical, radiological, and chemical threats. This propelled the development of surveillance systems to detect incidents, laboratory capacities to rapidly test for potential threats, and therapeutic and social countermeasures to prepare for and respond (...) to a range of hazards. In bringing public health ethics and emergency preparedness together, Emergency Ethics: Public Health Preparedness and Response adds depth and complexity to both fields. As global threats continue to emerge, the book, edited by Bruce Jennings, John D. Arras, Drue H. Barrett, and Barbara A. Ellis, will offer a vital compass. (shrink)

I argue that Mill introduced the distinction between quality and quantity of pleasures in order to fend off the then common charge that utilitarianism is ‘a philosophy for swine’ and to accommodate the (still) widespread intuition that the life of a human is better, in the sense of being intrinsically more valuable, than the life of an animal. I argue that in this he fails because in order to do successfully he would have to show not only that the (...) life of a human is preferable to that of an animal on hedonistic grounds, but also that it is in some sense nobler or more dignified to be a human, which he cannot do without tacitly presupposing non-hedonistic standards of what it means to lead a good life. In the earliest phase of his logical investigations, Peirce adopts Mill's doctrine of real Kinds as discussed in the System of Logic and adapts it to the logical conceptions he was then developing. In Peirce's definition of natural class, a crucial role is played by the notion of information: a natural class is a class of which some non-analytical proposition is true. In Peirce's hands, Mill's distinction between connotative and non-connotative terms becomes a distinction between symbolic and informative and pseudo-symbolic (...) and non-informative forms of representation. A symbol is for Peirce a representation which has information. Just as for Mill all names of Kind connote their being such, so for Peirce all symbols profess to correspond to a natural class. It is still remarkably difficult for public health officials charged with developing and implementing pandemic influenza preparedness plans at the community levelto obtain clear, concrete, and consistent guidance on how to construct plans that are both ethical and actionable. As of mid-2007, most of the federal and state pandemic plans filed with the Centers for Disease Control and Prevention, describing how public health officials will coordinate public agencies and private entities in the event of an outbreak, failed to include ethical (...) guidance for first responders responsible for providing essential services and making fair decisions during a public health emergency. Messaging from U.S. authorities about COVID-19 has been widely divergent. This research aims to clarify popular perceptions of the COVID-19 threat and its effects on victims. In four studies with over 4,100 U.S. participants, we consistently found that people perceive the threat of COVID-19 to be substantially greater than that of several other causes of death to which it has recently been compared, including the seasonal flu and automobile accidents. Participants were less willing to help COVID-19 victims, who they considered (...) riskier to help, more contaminated, and more responsible for their condition. Additionally, politics and demographic factors predicted attitudes about victims of COVID-19 above and beyond moral values; whereas attitudes about the other kinds of victims were primarily predicted by moral values. The results indicate that people perceive COVID-19 as an exceptionally severe disease threat, and despite prosocial inclinations, do not feel safe offering assistance to COVID-19 sufferers. This research has urgent applied significance: the findings are relevant to public health efforts and related marketing campaigns working to address extended damage to society and the economy from the pandemic. In particular, efforts to educate the public about the health impacts of COVID-19, encourage compliance with testing protocols and contact tracing, and support safe, prosocial decision-making and risk assessment, will all benefit from awareness of these findings. The results also suggest approaches, such as engaging people's stable values rather than their politicized perspectives on COVID-19, that may reduce stigma and promote cooperation in response to pandemic threats. What constitutes a good life? A hedonist’s answer to this question is rather simple— more pleasure, less pain. While hedonism was previously a widely accepted belief, it now suffers from several crucial objections. A challenge particularly vexing to hedonists is the Philosophy of Swine: could it be possible that our lives may be less than that of a theoretical swine? In this essay, I argue that lifetime hedonism, the view of hedonism concerned with one’s total lifelong well-being, does (...) not survive this objection. In particular, I will refute the counterarguments that modern-day hedonist, Ben Bramble, presents against the Philosophy of Swine objection. (shrink)

In recent years, several cases about the legal personhood of nonhuman animals garnered global attention, e.g. the recognition of ‘basic rights’ for the Argentinian great apes Sandra and Cecilia. Legal scholars have embraced the animal turn, blurring the once sovereign boundaries between persons and objects, recognising nonhuman beings as legal subjects. The zoonotic origins of the Covid-19 pandemic stress the urgency of establishing ‘global animal law’ and deconstructing anthropocentrism. To this end, it is vital to also consider the extensive premodern (...) legal history that humans share with other animals. Over 200 so-called animal trials have been documented in premodern Europe. In these proceedings, certain nonhuman animals—particularly domestic pigs—were prosecuted, often resulting in their capital punishment or anathema. This paper takes a history of ideas approach to these historical instances where Western philosophy of law and philosophical anthropology intersect, problematising the notion that such trials constitute wholesome precedents of the kind of legal personhood presently debated in jurisprudence. My counter-hegemonic analysis of the legal prosecution and execution of several pigs in fifteenth-century France demonstrates that late mediaeval notions of criminality transcended the alleged human-nonhuman divide whilst reaffirming and reifying human distinctiveness. I propose that pig trials were local laboratories where Christian communities reflected upon the natural hierarchy of God’s creation. Ensuing the apparent breach of the prescribed boundaries of nature, these communities renegotiated and re-naturalised everyday interspecies sociability by utilising the offending animals to exemplify particular norms about what it means to be human, generally to the animals’ detriment. Few diseases are extensively diffused as influenza, but though flu pandemics occur with regularity throughout history the bibliography is dominated by the 1918-1919 “Spanish influenza” pandemic. This review argues that this preoccupation is largely a product of historical epidemiology and retrospective statistical analysis which has made the Spanish flu the reference point against which other modern respiratory pandemics, including COVID-19, are measured—hence the Spanish flu’s importance for the 21st century pandemic imaginary. The review identifies six distinct thematic areas within the (...) historiography of H1N1 Spanish influenza. These include medical writings which attempt to read the history of the Spanish flu backwards to “learn” public health “lessons” for the mitigation of future pandemics, and ecological writings in which influenza is seen as the paradigm of an emerging infectious disease and a model for the genesis of epidemics and pandemics from zoonotic reservoirs. Scholarship since 1997 also reflects a growing interdisciplinarity, one in which bioarchaeology and molecular dating techniques have furnished new insights into the history of influenza and the Spanish flu’s evolutionary origins, bringing the life sciences into closer dialogue with the medical and environmental humanities. These scientific insights have spurred both academic and popular writings on the Spanish flu, rendering its characterization as the “forgotten pandemic” something of an oxymoron. Indeed, if anything, the centenary of the Spanish flu in 2018 and the 2019-2023 COVID pandemic have provoked renewed interest in several of the themes identified in this review: including, most particularly, the writings of social historians of medicine, cultural historians, and disease demographers. Scientists and policy‐makers have long understood that the products of research can often be used for good or evil. Nuclear fission research can be used to generate electricity or create a powerful bomb. Studies on the genetics of human populations can be used to understand relationships between different groups or to perpetuate racist ideologies. While the notion that scientific research often has beneficial and harmful uses has been discussed before, the threat of bioterrorism—a concern that has only grown since 2001—has (...) led to increased awareness about the need to prevent the misuse of biomedical research, particularly when it involves dangerous pathogens or toxins. In 2012, the concern was ratcheted up another notch by two papers reporting the results of research on genetically engineered strains of the H5N1 avian influenza virus. Although the H5N1 papers have potential scientific and social value, some scientists and policy‐makers opposed their publication because they feared that terrorists (or others with nefarious motives) could use the research to create a bioweapon that could trigger a global pandemic. The H5N1 papers raise difficult questions concerning the ethics of knowledge. Should scientific research with dangerous applications be published? Should some types of research be kept secret or not be conducted at all? What type of government oversight of dangerous research is appropriate? In this essay, I will develop a framework for thinking about the ethics of knowledge and apply it to the H5N1 controversy, focusing on issues related to publication. I will argue that redacted publication would have been a reasonable response to the dilemmas posed by the H5N1 papers if not for practical and legal problems with this option. Much as developing countries have been saddled with unwanted incinerators, refineries, waste dumps, or dangerous assembly sectors in an era of global outsourcing, a great many U.S. rural communities have in the last decade and a half found themselves face-to-face with massive industrial livestock complexes. This article examines the alliances that emerged in opposition to corporate livestock complexes including farm and rural community associations and environmental organizations. This study of anti-factory farm campaigns in Kansas, Oklahoma, and Missouri examines the circumstances (...) under which broad-based coalitions opposing powerful corporate interests emerge, and what such alliances do and do not achieve under given institutional circumstances. Many of the world’s mental health acts, including all Australian legislation, allow for the coercive detention and treatment of people with mental illnesses if they are deemed likely to harm themselves or others. Numerous authors have argued that legislated powers to impose coercive treatment in psychiatric illness should pivot on the presence or absence of capacity not likely harm, but no Australian act uses this criterion. In this paper, I add a novel element to these arguments by comparing the use (...) of the harm to others justification for coercive treatment in mental illness with its use in illness due to infectious disease, and suggest a double standard applies. People with mental illness are subjected to coercive treatments at levels of risk to others far, far lower than would precipitate coercive treatment in people with influenza. In effect, this element of mental health legislation represents an example of sanism—state-sanctioned discrimination against people with mental illnesses. (shrink)
