Mandelstam’s criticism of the Rayleigh theory of the blue color of the sky (1907) and his polemic with M. Planck (1907–1908) did not become notable events in the history of physics. However, the method of their coverage in the Soviet and in the post-Soviet physics literature is remarkable. Most of Soviet physicists and historians of physics supported Mandelstam's point of view in his criticism of both Raleigh and Planck. The situation changed only at the beginning of the 21st century: (...) in the Russian literature the publications appeared emphasizing that in the Raleigh–Mandelstam and Planck–Mandelstam controversies Mandelstam was not right, Raleigh and Planck were closer to the truth. Which presumptions of this trend can be noted? This was patriotism of the scientific school peculiar to Mandelstam’s graduate students and the former graduate students, the patriotism connected with solidarity which helped Mandelstam’s community to survive in the Soviet totalitarian regime and in the totalitarian organization of science. This was also progressionism which was popular among academics and among men in the street. The phenomenon of common knowledge, mutual knowledge among the members of a scientific community should be taken under consideration. Common knowledge is connected with the non-thematized anonymous inclusion of the ideological terminology into scientific discourse. (shrink)

Rather than assume a unitary cybernetics, I ask how its disunity mattered to the history of the human sciences in the United States from about 1940 to 1980. I compare the work of four prominent social scientists – Herbert Simon, George Miller, Karl Deutsch, and Talcott Parsons – who created cybernetic models in psychology, economics, political science, and sociology with the work of anthropologist Gregory Bateson, and relate their interpretations of cybernetics to those of such well-known cyberneticians as Norbert (...) Wiener, Warren McCulloch, W. Ross Ashby, and Heinz von Foerster. I argue that viewing cybernetics through the lens of disunity – asking what was at stake in choosing a specific cybernetic model – shows the complexity of the relationship between first-order cybernetics and the postwar human sciences, and helps us rethink the history of second-order cybernetics. Unnatural States is a radical critique of international theory, in particular, of the assumption of state agency--that states act in the world in their own right. Peter Lomas argues that since the universal states system is inequitable and rigid, and not all states are democracies anyway, this assumption is unreal, and to adopt it means reinforcing an unjust status quo. Looking at the concepts of state, nation, and agency, Lomas sees populations struggling to find an agreed model of the state, (...) owing to inherited material differences; and unsurprisingly, among theorists of the nation, only controversy and a great confusion of terms. Meanwhile, the functional incarnations of the state agent are caricatures: the mandarin state, the lawyer state, the landlord state, the heir-to-history state, and the patriot state. Yet recent developments in international theory (constructivism, scientific realism, postmodernism) sacrifice state agency only at the price of an unhelpful abstraction. The states system is dysfunctional and obsolete, Lomas contends, and international theory must be recast, with morality as central, to inspire and to guide historic change. He focuses in his conclusion on prescriptions for change, led by four moral concerns: human rights, weapons of mass destruction, relations between rich and poor societies, and the environment. "I begin this book," writes Lomas, "with the commonest commonplace of international theory, to expose it as a meaningless cliche. In the masterly hands of Hobbes, it was elaborated into a shock formula for organized society, a reading of history as civilization's failure. Kant sought to rescue morality from Hobbes and create the structures of modernity, but Kant's influence is coming to an end. In the Cold War, politicians disagreeing over another philosopher almost brought the world to an end. Hence the challenges of our time. These are primary and profound. Philosophers have done much to define the modern world. The point of international theory is to change it.". (shrink)

Foucault's governmentality lectures at the Collège de France analyze the history of the state through the lens of governmental reason. However, these lectures largely omit consideration of the relationship between discipline and the state, prioritizing instead raison d'État and liberalism as dominant state technologies. To remedy this omission, I turn to Foucault's early studies of discipline and argue that they provide materials for the reconstruction of a genealogy of the "disciplinary state." In reconstructing this genealogy, I demonstrate that the (...) disciplinary state marks the "dark side" of the liberal state, a dark side which is, moreover, largely obscured in the governmentality lectures. I further construe the difference between this early genealogy of the state and the later governmental studies in methodological terms. At stake in this difference is the historiographic status of capitalism and social conflict. Foucault's governmentality lectures employ what I term an "idealist disavowal," thereby treating capitalism and social conflict as irrelevant to the history of the state. The early disciplinary studies, on the other hand, enact a "materialist avowal," by which these objects are avowed as central to the explanation of how and why the state develops. Finally, I argue that Foucault's governmental genealogy of the liberal state is explanatorily and analytically incomplete, while the genealogy of the disciplinary state contributes to its completion on both fronts. Oakeshott sets out philosophical and historical views of the state. They are distinct, and their distinctiveness harmonizes with his notion of the exclusivity of philosophical and historical perspectives. The modal distinctness of philosophy, history, and practice is established in Experience and Its Modes and is then rehearsed in subsequent publications, notably in essays in Rationalism and Politics. History is a way of seeing the past that is at odds with practical thought and philosophy. It is the sign of (...) ideology, and its misperceptions of the relations between philosophy and practice that ideologists such as Lenin and Thatcher invoke abstractions of communism and the market to frame practical political decision-making. However, in considering art in the essay “The Voice of Poetry in the Conversation of Mankind,” Oakeshott imagines art to be independent of other activities and yet to maintain a conversational relationship between the modes of experience. What is meant by a conversation? For Oakeshott, a conversation does not preclude the independence of modes of experience from one another. The closeness between philosophy, practice, and history is also assumed and yet underplayed by the argument of On Human Conduct, which imagines theory to be separate from history and practice. In this paper, it is argued that the connections between practical, historical, and philosophical modes of understanding the state in Oakeshott’s work are closer than is suggested by the metaphor of conversation and at odds with the separation that is maintained in Experience and its Modes. This article focuses on the history of the customs laboratories in the United States between the 1870s and the 1930s, focusing especially on the decades up to World War I. It pays attention to the various dimensions of these laboratories, in particular the context of their creation. The first customs laboratory was established in New York in 1878, and over the subsequent years, similar laboratories were set up across the country. The evolution of this network was influenced by factors (...) such as the increasing specialization of these spaces, their geographic distribution, and changes in their organization and scope. The article also explores the types of imported merchandise analyzed in these labs; the roles of their staff, especially customs chemists, both within and outside these laboratories; their impact on the circulation of goods and in generating revenue from taxation; and the main challenges faced by customs chemists in adapting and standardizing their work. After discussing the necessity of customs laboratories in the United States, the article examines their progressive specialization, with a detailed study of the customs laboratory in New York. This laboratory was the largest and most significant due to its location and longevity. Finally, the paper considers the relationship between customs labs and the law, and how these spaces adapted to new challenges during the first third of the twentieth century. (shrink)

While the history of science in Polish language has a long history, both intellectual and institutional, it became less visible internationally following the fall of the Iron Curtain. This article looks into the institutional state of history-of-science writing in Poland, and discusses several key focal points that emerged in recent years. By distinguishing between the core history of science, written at institutions devoted to this discipline, and broader academic discussions concerning science's past, I claim that, in (...) recent decades, more important topical and theoretical innovation has come from what we can term the “esoteric” circle (referring to Ludwik Fleck)—that is, scholars who do not identify themselves as historians of science. Given that those scholars from abroad who are interested in Polish history of science are in fact general historians, we get a strong impression that we are witnessing a deeper turn in the field, one with diminishing specialization and greater attention paid to situating science in a broader range of societal processes. This Article uses a history of the push for job security in the United States during the late 20th century to assess New Private Law (NPL) theory. The history recounts the rise and fall of common law and statutory approaches to replacing at-will employment with termination for just cause only. Applying NPL theory to that history, the Article argues that NPL theorists’ current approach to defining their topic of study and distinguishing it from public law is inconsistent (...) within and across theories. NPL theorists seek to carve out an area of law where interpersonal morality trumps legal economists’ goal of collective welfare maximization. That conceptual project depends on a coherent and consistent approach to distinguishing private from public law. Ultimately, the Article argues, NPL theorists face a more fundamental problem, however. Regardless of how one categorizes the events in this history, it shows that the common law-derived interpersonal morality at the heart of NPL theory may not strengthen worker protections in the ways at least some of its theorists hope. Is libertarianism a progressive doctrine, or a reactionary one? Does libertarianism promise to liberate the poor and the marginalized from the yoke of state oppression, or does talk of "equal liberty" obscure the ways in which libertarian doctrines serve the interests of the rich and powerful? Through an examination of the history of libertarianism, this book argues that the answer is (and always has been): both. In this book we explore the neglected 19th century roots of libertarianism to show (...) that it emerged first as a radical and progressive doctrine. Libertarianism took a conservative turn in the 20th century primarily as a reaction against the rise of state socialism. Now, with international communism no longer a threat, libertarianism is in the midst of an identity crisis, with progressive and reactionary elements struggling to claim the doctrine as their own, most notably on issues of race. This book tells the history of libertarianism through an examination of six defining themes: private property, skepticism of authority, free markets, individualism, spontaneous order, and individual liberty. In doing so, it reveals that history to be longer, wider, and considerably more diverse than is commonly believed. It is a history full of internal tensions, idiosyncratic personalities, and surprising arguments. It is a history of the men (and sometimes women) who called themselves: The Individualists. (shrink)

This paper raises a challenge for those who assume that corporate social responsibility and good corporate governance naturally go hand-in-hand. The recent spate of corporate scandals in the United States and elsewhere has dramatized, once again, the severity of the agency problems that may arise between managers and shareholders. These scandals remind us that even if we adopt an extremely narrow concept of managerial responsibility – such that we recognize no social responsibility beyond the obligation to maximize shareholder value – (...) there may still be very serious difficulties associated with the effective institutionalization of this obligation. It also suggests that if we broaden managerial responsibility, in order to include extensive responsibilities to various other stakeholder groups, we may seriously exacerbate these agency problems, making it even more difficult to impose effective discipline upon managers. Hence, our central question: is a strong commitment to corporate social responsibility institutionally feasible? In searching for an answer, we revisit the history of public management, and in particular, the experience of social-democratic governments during the 1960s and 1970s, and their attempts to impose social responsibility upon the managers of nationalized industries. The results of this inquiry are less than encouraging for proponents of corporate social responsibility. In fact, the history of public-sector management presents a number of stark warnings, which we would do well to heed if we wish to reconcile robust social responsibility with effective corporate governance. One of the curious things about this challenging book is that its ostensible subject— the Saxon medical and political scientist Hermann Conring (1606–1681)— is not mentioned in the title. Constantin Fasolt argues that we cannot know what Conring really thought or meant in his writings, which means that his topic cannot be Conring as such and must instead be that which occludes our knowledge of him, the titular limits of history. Given that we do in fact learn a good (...) deal about Conring from Fasolt’s book, we can only hope that the decapitation of its subject will be rectified in a subsequent edition, or perhaps by the restorative work of librarians putting together subject headings. And yet Fasolt’s decision is understandable, for Conring is indeed a stalking-horse for a much bigger quarry: historiography and the historical consciousness. By “history” Fasolt understands a way of imposing intelligibility on the world, which is founded on the twin assumptions that the past is gone and unchangeable, and that the meaning of texts can be determined by placing them in their historical contexts (ix). In challenging this mode of intelligibility, Fasolt is not attempting to improve professiona history—it’s already as good as it can be—but to displace it. He regards his work as a declaration of “independence from historical consciousness” (32). At the same time, Fasolt insists that he is not simply jumping from historiography to philosophy, or attempting to preempt history with ontology (37-39). That has been tried by Nietzsche and Heidegger, who have been tainted by Nazism (Fasolt thinks unfairly). It has also been attempted by modern philosophers from Gadamer to Foucault and Charles Taylor who, in failing to address the “violence” that its mode of intelligibility does to the world, have not succeeded in outflanking history. Perhaps, Fasolt wonders, it is only the personal experience of those who have been subject to this violence—the experience of those who have been subject to historical examination—that can break the spell of history. Fasolt’s disclaimer notwithstanding, in the course of these remarks I shall argue that he is indeed jumping from history to philosophy, or attempting to outflank history by subjecting it to a particular metaphysical understanding. I shall do so in part by sketching the recent intellectual history of this move—a historical examination that I hope inflicts as little violence as possible on Fasolt’s argument. (shrink)

Anievas and Nişancıoğlu’s attempt to shift the terms of the debate about early modern capitalism by a major widening of its perspectives is a welcome move. Accepting this, the paper suggests that their argument can be more forcefully made if the theoretical residues of earlier traditions of Marxist historical explanation are purged from the way they expound that argument. The most ambivalent of these relates to their continued use of the idea of a ‘coexistence of modes of production’. This permeates (...) the confused way they present Atlantic slavery. A second, comparable source of confusion concerns their description of the relationship between merchant capital and the absolutist state. The alliance between the modern state and mercantile capital is radically misrecognised thanks to an uncritical espousal of Anderson’s view of absolutism. The paper suggests that Anievas and Nişancıoğlu might have written a stronger book had they reconceptualised the economic history of capitalism by allowing for a whole epoch dominated by powerful groups of merchant capitalists. In conclusion, I argue that the commercial capital of the later middle ages/early modern period was the first form in which production began to be subordinated to capital. (shrink)

Fitzpatrick’s writing on international law did not constitute the main focus of his oeuvre. However, the determinate-responsive nature of law that characterised so much of his work did extend to an analysis of the generative force of international law. This article picks up on commentary from Modernism and the Grounds of Law (2001) and ‘Latin Roots’ (2010), among other contributions, to test this generative force of international law, which Fitzpatrick identifies as a necessary affirmation of the movement between the ‘determinate (...) but not ultimately determinate’ sovereignty of a singular nation state and the ‘illimitably responsive but not ultimately responsive’ force of the community (Fitzpatrick 2010, p. 46). We test Fitzpatrick’s view of international law through two examples of un-recognised states and the mechanism of non/recognition utilised by the international legal community to determine what constitutes a singular nation-state for participation in the community of international law. Our two case studies, North Cyprus and Crimea, illuminate the continuing relevance of Fitzpatrick’s schema. Through non/recognition, ‘states’ that are included-as-excluded participate in the ongoing affirmation of an international legal ‘community’, a community that continues to be constituted through the affirmation of imperial power. This book offers a significant reinterpretation of the history of republican political thought and of Niccolo Machiavelli's place within it. It locates Machiavelli's political thought within enduring debates about the proper size of republics. From the sixteenth century onward, as states grew larger, it was believed only monarchies could govern large territories effectively. Republicanism was a form of government relegated to urban city-states, anachronisms in the new age of the territorial state. For centuries, history and theory were in (...) agreement: constructing an extended republic was as futile as trying to square the circle; but then James Madison devised a compound representative republic that enabled popular government to take on renewed life in the modern era. This work argues that Machiavelli had his own Madisonian impulse and deserves to be recognized as the first modern political theorist to envision the possibility of a republic with a large population extending over a broad territory. In physics, the temporal dimension has units of infinitesimally brief duration. Given this, how is it possible to perceive things, such as motion, music, and vibrotactile stimulation, that involve extension across many units of time? To address this problem, it is proposed that there is what is termed an “information construct of happening” (ICOH), a simultaneous representation of recent, temporally differentiated perceptual information on the millisecond time scale. The main features of the ICOH are (i) time marking, semantic labeling of (...) all information in the ICOH with ordinal temporal information and distance from what is informationally identified as the present moment, (ii) vector informational features that specify kind, direction, and rate of change for every feature in a percept, and (iii) connectives, information relating vector informational features at adjacent temporal locations in the ICOH. The ICOH integrates products of perceptual processing with recent historical information in sensory memory on the subsecond time scale. Perceptual information about happening in informational sensory memory is encoded in semantic form that preserves connected semantic trails of vector and timing information. The basic properties of the ICOH must be supported by a general and widespread timing mechanism that generates ordinal and interval timing information and it is suggested that state‐dependent networks may suffice for that purpose. Happening, therefore, is perceived at a moment and is constituted by an information structure of connected recent historical information. (shrink)

In this chapter we consider the tension between how pain researchers today typically define pains and the dominant, ordinary conception of pain. While both philosophers and pain scientists define pains as experiences, taking this to correspond with the ordinary understanding, recent empirical evidence indicates that laypeople tend to think of pains as qualities of bodily states. How did this divide come about? To answer, we sketch the historical origins of the concept of pain in Western medicine, providing evidence that during (...) large swaths of this history, medical experts characterized pains as laypeople tend to today—that is, as qualities of bodily states. The conception of pains as experiences that we find in contemporary definitions seems to be a relatively recent development corresponding with changes in the diagnostic tools available to doctors. We argue that this history is important and suggests that the most prominent current scientific definition of pain (IASP) is partly stipulative and fails to match how laypeople most often think of pain. We suggest that either we should acknowledge this stipulative character, or else should amend the IASP definition in a pluralistic fashion that notes both bodily and experiential conceptions of pain. How Propaganda Became Public Relations pulls back the curtain on propaganda: how it was born, how it works, and how it has masked the bulk of its operations by rebranding itself as public relations. Cory Wimberly uses archival materials and wide variety of sources — Foucault’s work on governmentality, political economy, liberalism, mass psychology, and history — to mount a genealogical challenge to two commonplaces about propaganda. First, modern propaganda did not originate in the state and was never primarily (...) located in the state; instead, it began and flourished as a for-profit service for businesses. Further, propaganda is not focused on public beliefs and does not operate mainly through lies and deceit; propaganda is an apparatus of government that aims to create the publics that will freely undertake the conduct its clients’ desire. Businesses have used propaganda since the early twentieth century to construct the laboring, consuming, and voting publics that they needed to secure and grow their operations. Over that time, corporations have become the most numerous and well-funded apparatuses of government in the West, operating privately and without democratic accountability. Wimberly explains why liberal strategies of resistance have failed and a new focus on creating mass subjectivity through democratic means is essential to countering propaganda. This book offers a sophisticated analysis that will be of interest to scholars and advanced students working in social and political philosophy, Continental philosophy, political communication, the history of capitalism, and the history of public relations. The article deals with the main ideas of the political philosophy of Abu Abdallah Ibn al-Azraq al-Garnati (1427-1491), a well-known Muslim statesman, supreme judge of Granada, lawyer, diplomat, supporter of Arab Muslim peripatetism, a student of the outstanding thinker of the Muslim Middle Ages Ibn Khaldun (1332-1406). In the history of the political philosophy of the Muslim East, a number of major transformations in the development of the Arab Caliphate from the Medina state of the prophet to the Sultanate (...) in the Abbasid period should be noted, which were reflected in the development of the theory of the Arab-Muslim state (caliphate). The main problem of the theory of the caliphate was connected with the question of the relationship between power and authority in the context of the moral foundations of the state. The creative heritage of Ibn al-Azraq is mainly known for his work in the genre of adab ("mirrors of princes") “Miracles on the way, or the Nature of dominion”. The treatise became a classic of the political philosophy of the Muslim Middle Ages, in which, under the influence of Aristotelian ideas, a special place was given to the moral foundations of power and the state, that is, ethics was considered as a political science. In the form of instructive parables, the rulers and heirs to the throne were explained the basics of state administration as part of their studies and education. His doctrine of the virtues can be viewed as ethical rationalism with a belief in the moral perfection of people in power and subjects of the state. Since morals are largely acquired and a person can control them, the task of purifying his own morals and curing them is entrusted to him. In addition, accordingly, it is possible and necessary to cultivate virtues in rulers, since the well-being of the state and the ummah depends on their morals. The moral foundations of power determine the strength of political authority. (shrink)

Selected as a Financial Times Best Book of 2013Governments today in both Europe and the United States have succeeded in casting government spending as reckless wastefulness that has made the economy worse. In contrast, they have advanced a policy of draconian budget cuts--austerity--to solve the financial crisis. We are told that we have all lived beyond our means and now need to tighten our belts. This view conveniently forgets where all that debt came from. Not from an orgy of government (...) spending, but as the direct result of bailing out, recapitalizing, and adding liquidity to the broken banking system. Through these actions private debt was rechristened as government debt while those responsible for generating it walked away scot free, placing the blame on the state, and the burden on the taxpayer. That burden now takes the form of a global turn to austerity, the policy of reducing domestic wages and prices to restore competitiveness and balance the budget. The problem, according to political economist Mark Blyth, is that austerity is a very dangerous idea. First of all, it doesn't work. As the past four years and countless historical examples from the last 100 years show, while it makes sense for any one state to try and cut its way to growth, it simply cannot work when all states try it simultaneously: all we do is shrink the economy. In the worst case, austerity policies worsened the Great Depression and created the conditions for seizures of power by the forces responsible for the Second World War: the Nazis and the Japanese military establishment. As Blyth amply demonstrates, the arguments for austerity are tenuous and the evidence thin. Rather than expanding growth and opportunity, the repeated revival of this dead economic idea has almost always led to low growth along with increases in wealth and income inequality. Austerity demolishes the conventional wisdom, marshaling an army of facts to demand that we austerity for what it is, and what it costs us. (shrink)

In current histories, C.I. Lewis is credited for bringing the strict concept of qualia – concerned solely with sensory states – into contemporary philosophy. It is this strict notion which is then credited with bringing in worries about inverted spectra, philosophical zombies, and the idea that we can individuate the senses introspectively. In this paper, I argue that this is a mistaken reading of Lewis and the history of qualia. I argue that the strict notion of qualia stems from (...) the work of Johannes Müller in the mid-nineteenth century and his work on individuating the senses. The structuralist psychologists who followed in his wake, in turn, developed an account where the qualitative character of experience played no causal role. I also show that Lewis adamantly rejects this strict concept of qualia. He instead endorses a pragmatic conception of qualia derived from William James in which evaluative states – such as the painfulness of pain – play an essential, causal role in the life of the organism. The upshot is that Lewis positions himself against the strict conception of qualia, arguing it is phenomenologically false and philosophically wrong-headed. (shrink)

In recent times philosophers have made attempts to capture essential elements of Marx’s political theory in order to reconstruct a general understanding of his ideas about state action that is consistent with his theory of history. It has been my purpose in this paper to layout and synthesize recent developments in this area with ideas developed in the late 1960’s (...) and early 1970’s in order to obtain a comprehensive understanding of what Marx meant. The debate of nearly two decades past, between instrumentalists and structuralists, is developed here in the context of more recent theories of “abdication” and “class balance” to generate four basic principles of state action consistent with Marx’s statements about the state. The article is dedicated to the history of developing highly effective catalysts in the leading scientific institutions of Ukraine and explores the prerequisites for developing theories in physical chemistry, in particular those related to kinetics and catalysis. It highlights the significance of scientific discoveries at the turn of the 19th and 20th century and their application by native scientists to advance theoretical development in the field of chemistry. Special attention is paid to the works of Lev Pisarzhevskii, focusing on (...) his advancements in electronic chemistry and, in particular, the electronic theory of catalysis. The article also outlines current challenges in creating highly efficient catalysts for the chemical and light industry, emphasizing the importance of such indicators of catalysts as activity and selectivity. Drawing on historical, scientific and patent data, the study investigates the process of creating a highly efficient catalyst for obtaining acrylic acid from acrolein. This catalyst holds a great ractical importance for the production of various polymers in industrial conditions. It is shown that, as a result of research conducted by native scientists of the Institute of Physical Chemistry of the Academy of Sciences of the Ukrainian SSR and the Chemistry Department of Kyiv State University, the catalyst K-2-5 was developed. The catalyst has good indicators for the industrial production of acrylic acid from acrolein. The authors also highlight works studying the properties of the obtained catalyst, specifically its porous structure, which is an important factor in catalytic processes. They extensively focus on the kinetic indicators of catalytic reactions that occur when using this catalyst. The article also emphasizes the relevance of these developments for advancing research in catalysis and chemical industrial production. (shrink)

This introductory chapter provides a general framework for thinking about the relationship between wealth and power. It begins by situating the topic in the history of political thought, modern social science, and recent political philosophy, before putting forward an analytical framework. This has three elements: first, the idea of liberalism's public/private divide: a division between a power-wielding state from which wealth should be absent, and a market economy from which power should be absent; second, the two ways the division (...) can be transgressed by the power of the wealthy: by the wealthy subverting the power of the state and by directly exercising power within the economy; and third, the four different approaches to responding to the transgression, either aiming to reassert the public/private divide or to move beyond it. This paper offers an analysis of central features of modern world history which suggest a confirmation, and extension, of something resembling Fukuyama's Kojeve-Hegel *end of history' thesis. As is well known, Kojeve interpreted Hegel as having argued that in a meaningful sense history, as struggle and endeavour to achieve workable stasis in the mutual relations of selves and state-society collectivities, literally came to an end with Napoleon's 1806 victory at the battle of Jena. That victory led to (...) the establishment or consolidation of a European system which significantly embodied the conceptually ideal roles and mutual relations of individual, state, law, and culture, in the aggregated states ruled or presided over by Napoleon. For Hegel the universal structures which constitute the progression of the Absolute are importantly independent of the actual concrete historical individuals and doings which embody and implement them. Once realized upon the earth, the idea of a civil society living, under law, with a sustainable religious and national normative ideology is inexpungible. Even if it has for a time dimmed, it will resurface and re-present itself, and, for Kojeve, has done so, in the gradual articulation of European union and the formations of the League of Nations and its successor the United Nations, in the world that is still our present world. It is much of this model that Fukuyama adopted, and conceived, more explicitly than perhaps either Hegel or Kojeve had done, as a realized triangulation of democracy, liberal individual rights ideology, and capitalism. The realization came to the fore, in Fukuyama's view, in the matrix of the events set in motion by the fall of communism in the European world in 1989. Contrary to Fukayama, of course, there has been rather a lot of 'history' very dramatically in the years in and since 1989, and of course especially explosively in 2001. This recent history notwithstanding, the end of history thesis seems plausible and defensible. Four large geopolitical struggles may be identified, as constituting sequential clusters of argument aimed at determining the human telos, or end-state. They constitute also a sequence of reductios of blueprints that are rivals to the liberalism-democracy-capitalism complex. The four are World War I and the geopolitical struggles between Liberal modernism and fascism, communism, and Islamism. Analyses of these four struggles are offered and defended. (shrink)

Precision medicine is emerging as a scientific bandwagon within the contemporary biomedical sciences in the United States. PM brings together concepts and tools from genomics and bioinformatics to develop better diagnostics and therapies based on individualized information. Developing countries like China and Brazil have also begun pursuing PM projects, motivated by a desire to claim genomic sovereignty over its population. In spite of commonalities, institutional arrangements produced by the history of genomics research in China and Brazil are ushering PM (...) along different trajectories. In the Chinese case, we identify a strong state-backed push for PM combined with a dynamic network of international academic and private actors along the lines of networked technonationalism that has made large-scale, speculative PM projects possible. The Brazilian case is characterized by an institutional void at the federal level in which PM is driven by domestic academic actors in universities in the regional level, resulting in smaller scale, needs-driven PM projects. Through these cases, this paper shows how a scientific bandwagon adapts to national histories and institutions. Through this peripheral translation of the scientific bandwagon, the global infrastructure of biomedical knowledge has the potential to be transformed. (shrink)

Washington, D.C.: The Catholic University of America Press, 1993. Pp. 541. $24.95 (paper). The Church, Community of Salvation: An Ecumenical Ecclesiology. By GEORGE H. TAVARD. Collegeville, Minnesota: The Liturgical Press, 1992. Pp. 264. $18.95 (paper). These two works represent two recent and very different attempts by contemporary Catholic ecclesiologists (...) to present a comprehensive or systematic theology of the church. I shall deal with the specifics of each work separately. Johann Auer (1910-1989) was professor of dogmatics and the history of dogma at the University of Bonn when in 1983 he first published his Die Kirche: Das allgemeine Heilssakrament. This present work is an English translation of that German text which was Volume VIII in a comprehensive, nine-part, dogmatic survey, with volumes addressing the traditional dogmatic themes: God, Creation, Christ, Grace, Eucharist, Sacraments, Church and Eschatology. Joseph Ratzinger was co-editor with Auer of the original series. And while Auer authored the first eight volumes, Ratzinger authored the final volume on eschatology. We have seen this kind of dogmatic survey in English before in the comparable six-volume work of Michael Schmaus called Dogma (1968). As with Schmaus's work, this dogmatic survey is intended as a series of textbooks for theology students and thus its method is to survey each dogmatic theme focusing upon three elements, the biblical foundation for the theme, the historical development of this theme, and finally its systematic inner coherence or integral rational development. In this volume, Auer accomplishes all three tasks in exemplary fashion and with a depth of treatment Schmaus never aimed at approaching. Auer's The Church is divided into eighteen chapters organized into four thematic sections bearing the titles, " Pathways towards the Proper Understanding of the Church," " Pathways towards a Theological Concept of the Church taken from Biblical Images," "Manifestations of the Church's Being, Life and Activity in the Light of its Sacramental Structure," and "The Church's Tasks and Its Ways to Self-Realization in the World." Under these titles are treated all the traditional themes expected of a comprehensive ecclesiology: the origin and authority of the church, its mission and ministries, biblical images, organizational BOOK REVIEWS 141 models and dogmatic marks of the church, ecumenism, the place of the Blessed Virgin Mary among the People of God, relations between church and state. Auer's consideration of each of these themes is marked by his thorough knowledge of the sources and his skillful handling of these materials. Even so, Auer's work is hardly beyond criticism. For example, arguably the heart of the book is the author's 213-page treatment of the history and theology of the ministries which comprises Part III, "Manifestations of the Church's Being, Life and Activity...." I want to call this section masterful because of the vastness of the enterprise (the development of the ministries over almost two thousand years) and the wealth of careful distinctions Auer brings to his treatment of so much material. To choose among the riches here one might single out Auer's treatment of the two principles of democracy and hierarchy and the numerous collegial forms for participative governance and administration that have been created or once existed in the church and have been revived since Vatican II (pp. 157-173). This is a stimulating but balanced discussion, blending historical material with more immediate and urgent concerns. But there are also some serious weaknesses in the larger section. For example, while extended attention is given to the offices of bishop and pope (almost a hundred pages on the papal office alone), comparatively little attention is given to the role of presbyters (four pages) and the laity. As for the latter, though Auer considers "The Question of the Secular Office of the Laity," he never addresses the question of the religious office of the laity, that is, their ministry in the church and not just to the world. He broaches this theme in his section on " Vocations or Charisms, Ministries and Offices or Commissionings " (pp. 179-194), but all too quickly he concludes this section... (shrink)
