While Japanese society in some respects appears to be very coherent, its history has frequently been one of internal tension and strife. Factionalism is strong even today, and takes both political and religious forms. When the indigenous Shinto religion was harnessed for political and ideological purposes in the 19th century, during a time of rapid national development, life was made very difficult for other religions such as Buddhism. The post-war Constitution of 1946 provided for the equality of all (...) religions under the law and the separation of religion, in particular Shinto, from the state. Since then, however, there have been a series of politically controversial questions, one of the most important being that of the legal status of Yasukuni Shrine, a Shinto institution, at which the war dead are commemorated. Various Buddhist and Christian groups have strongly opposed a movement to reconvert this shrine into a national institution. Since Yasukuni Shrine is at the centre of such sharp controversy, on which Chinese and Korean leaders have also recently commented, it will be introduced in some detail. At the same time Shinto in general, while ethnically oriented, has other important aspects, and some of its contemporary leaders seek international dialogue on subjects such as bio-ethics and environmental issues. If we are looking for an Ur-explanation for the persistence of the Ur-myth, or any other myth, in our literature, could we not more directly find it in the structure of a mind which does not have to remember in order to imitate? The occasion of both myth and literature is the social life of the species which, in Starobinski's sense, is a history of continual eviction; but as regards the apparatus of thought by which this social life is (...) reflected in art it is more a history of assimilation and repetition. "The work of the brain," to cite a recent article in Scientific American, "is to create a model of a possible world rather than to record and transmit to the mind a world that is metaphysically true…Different worlds are presumably constructed by similar species."1 And, presumably, similar worlds are constructed by similar species. Weisinger hints briefly at something like this in his essay "The Mythic Origins of the Creative Process," but one has the clear impression, as his title suggests, that he would like to have the [myth/ritual] cart before the creative horse.2 However much this may satisfy our longing to crown our literature, if not creativity itself, with a mythic genealogy, it seems a wistful hypothesis. Most models of generational succession in sexually reproducing populations necessarily move back and forth between genic and genotypic spaces. We show that transitions between and within these spaces are usually hidden by unstated assumptions about processes in these spaces. We also examine a widely endorsed claim regarding the mathematical equivalence of kin-, group-, individual-, and allelic-selection models made by Lee Dugatkin and Kern Reeve. In his anthology of socio-political essays, Evolution and Human Life, Oka Asajirō, early twentieth century Japan’s foremost advocate of evolutionism, developed a biological vision of the nation-state as super-organism that reflected the concerns and aims of German-inspired Meiji statism and anticipated aspects of radical ultra-nationalism. Drawing on non-Darwinian doctrines, Oka attempted to realize such a fused or organic state by enhancing social instincts that would bind the minzoku and state into a single living entity. Though mobilization during (...) the Russo-Japanese War seemed to evince this super-organism, the increasingly contentious and complex society that emerged in the war’s aftermath caused Oka to turn first to Lamarckism and eventually to orthogenesis in the hopes of preserving the instincts needed for a viable nation-state. It is especially in the state interventionist measures that Oka finally came to endorse in order to forestall orthogenetically-driven degeneration that the technocratic proclivities of his statist orientation become most apparent. The article concludes by suggesting that Oka’s emphasis on degeneration, autarkic expansion, and, most especially, totalitarian submersion of individuals into the statist collectivity indicates a complex relationship between his evolutionism and fascist ideology, what recent scholarship has dubbed radical Shinto ultra-nationalism. Histories of psychiatry in the United States can shed light on current areas of need in mental health research and treatment. Often, however, these histories fail to represent accurately the distinct trajectories of psychiatric care among black and white populations, not only homogenizing the historical narrative but failing to account for current disparities in mental health care among these populations. The current paper explores two parallel histories of psychiatry in the United States and the way that these have come to (...) influence current mental health practices. Juxtaposing the development of psychiatric care and understanding as it was provided for, and applied to, black and white populations, a picture of the theoretic foundations of mental health emerges, revealing the separate history that led to the current uneven state of psychiatric care. This article looks at the relationship between logistical power and the assemblages of sites that constitute modern states. Rather than treating states as centralizing institutions and singular sites of power, we treat them as multi-sited. They gain power by using logistical methods of problem solving, using infrastructures to enforce and depersonalize relations of domination and limit the autonomy of elites. But states necessarily solve diverse problems by different means in multiple locations. So, educating children is not continuous with governing colonies (...) even though both are necessary to nineteenth-century states. For this reason, states use logistical means of coordination to link sites, and they make the power of the state seem unitary even though the exercise of state power is not. (shrink)

Collective self-determination is considered to be an important political value. Many liberal political philosophers appeal to it to defend the right of states to exclude would-be newcomers. In this paper, I challenge the value of collective self-determination in the case of countries like the US, former colonial powers with a history of white supremacist immigration and citizenship policies. I argue for my claim by way of an analogy: There is no value to white neighborhoods in the US, which are (...) the result of racist attitudes and state policies, determining autonomously who should become a neighbor. In light of this commitment, defenders of the US's right to exclude would need to explain why it should be of moral value that a community whose character and composition has been shaped by white supremacy be able to determine its membership on its own terms. The philosophy of history of 1804 and 1805 enables Fichte to place his natural right, developed previously at Jena, against a diachronic background. This means that Fichte does not reason merely synchronically from a timeless conception of society and state. From a synchronic viewpoint, Fichte cannot solve the problem of the control of political power because he has to draw on the assumption of a virtuous ephorate. This assumption is not consistent with the Fichtean ideal of a philosophy (...) of right completely independent from moral considerations. Thus, the control of government is possible only if at least a group of citizens can go beyond the mere rational egoism. This new temporal conception of the state leads Fichte to think that the problems of consistency of his theory of Jena are unavoidable, given that a society integrated by egoist individuals cannot be sustained. However, his later philosophy of history enables Fichte to state the inexorable annihilation of this type of community and gives place to an ensuing epoch, when citizens are not self-interested anymore. Abstract: Perhaps dating back to the fourth century BCE, Shinto traditions in Japan have evolved through the years and have become distinct as Buddhist and Chinese influences have migrated eastward. Kami, supernatural creatures that live in heaven or exist on Earth as sacrosanct forces in nature, are a distinctive aspect of Shinto, which continues to permeate modern Japanese culture. The term "Shinto" refers to the religious ideas and customs that are said to have originated in Japan before (...) the sixth century CE, when Asian religious traditions began to be imported into the country. With a few historical exceptions, the Japanese have avoided attempting to spread Shinto outside of their country because they consider it to be the core of their cultural identity and legacy. Contrary to popular belief, Shinto has had a significant influence on world history. Shinto had a significant impact on how Japan interacted with foreign cultures. In complete distinction to the world or universal religions like Christianity and Buddhism, Shinto is an ethnic religion that has grown out of the history and culture of the Japanese people. Shinto is a way of prayer and festivals that arose from a feeling of awe and reverence towards those entities the Japanese feared and respected as "KAMA (gods, divinities)", whereas Buddhism is a system of belief and practice leading to realization and the attainment of Buddhahood. We (...) can highlight the fundamental differences between Shinto and Buddhism by looking at the following three contrasting features. First, the KAMI simply are, but a Buddha is something that one has tobecome. In other words the KAMI represent the power of existence itself, whereas the Buddha was a human being who became a Buddha only after his enlightenment. Second, the KAMI come towards us but the Buddha goes away from us. Responding to human prayers and festivals, the KAMI make their appearance in that very place, whereas the Buddha departs from this secular world with its delusion and suffering, and makes for the other shore - the world of enlightenment. The third difference is that the KAMI stand whereas the Buddha sits. While the gods are thought to appear standing erect like columns, the Buddhas are envisaged in the meditation posture, doing Zazen to become enlightened. Despite the fact that the KAMA and the Buddhas, Shinto and Buddhism, have these fundamental differences, Shinto and Buddhism in Japan have had a complex relationship characterized by religious fusion. This essay explores four questions through a critical dialogue with Black Marxist, Decolonial, and Political Marxist accounts of racism. First, is it possible to speak of racism before the advent of colonisation in the Americas? Second, what were the determinants for the production of these earlier modalities of racism? Third, who were the key actors responsible for the production of such racism? And fourth, what were the linkages between these developments and racisms that would unfold with the capitalist colonisation of (...) the Americas? I contend that the historical formation of racism as a material force lies in the formation and dissolution of absolutist states in Western Europe between the fifteenth and seventeenth centuries. By demonstrating how elite political cultures of Western European societies were suffused with the logic of racialisation prior to the colonisation of the Americas, the essay helps render transparent hitherto occluded connections between histories focusing on the internal racialisation of Europe and the racialisation of the European exterior. And in doing so, it establishes the constitutive part racism played in the emergence of capitalist modernity. (shrink)

This article argues for a transregional historical approach to explain the career of political secularism, i.e. the ideas and practices that inform the modern state’s relationship to and administration of religion, in the 20th century. More specifically, it asks in how far we can understand secularism in South and Southeast Asia between the end of the First World War and decolonisation after 1945 as a result of transregional patterns that evolved within and beyond these regions. The argument is based (...) on three brief case studies on Atatürk’s Turkey as a contested source of inspiration for state secularity and religious reform, regional women’s networks to foster secularism and social change in the 1930s, and secularism as a strategy of postcolonial state-building and territorial integration. This paper considers the historical and current reception of Husserl’s phenomenological project within the tradition of analytic philosophy, especially in the United States. Despite the fact that both Husserlian phenomenology and the analytic tradition have centrally undertaken systematic analysis and clarification of structures of meaning or sense, the project of phenomenological analysis and reflection has never been centrally or comprehensively integrated into the most characteristic projects of the analytic tradition. This resistance owes in part to the strong elements of naturalism, (...) conventionalism, reductionism, and realism characteristic of the projects of the analytic tradition. I argue that there remains little hope for a comprehensive rapprochement between Husserlian phenomenology and analytic philosophy that retains without significant distortion the most characteristic methods of both. Nevertheless, it is possible to envision a contemporary development of a phenomenologically informed “post-analytic” philosophy that would integrate phenomenological methods and ideas to supplement the analytic project just where some of its constitutive limitations are, today, becoming most evident. Edited by Thomas A. Tweed and Stephen Prothero. New York: Oxford University Press, 1999. 416 pp. Although this book is not about interreligious dialogue per se, it makes several important contributions to it. Two of the necessities for successful interreligious dialogue are (...) a knowledge of the religions of other cultures and an awareness of one's own culture's past misinterpretations of these religions in order to guard against repeating them. This book helps accomplish both of these aims very well. First it helps to understand Asian religions as they are practiced in the United States. This book discusses Hinduism, Buddhism, Shinto, and Chinese religions in America, and it includes selections on Jainism and Sikhism; (it excludes Islam as a monotheistic religion with Middle Eastern roots). Second, the book adroitly catalogues the ways that Americans have misinterpreted Asian religions in the past. Its selections demonstrate that two of the worst errors that Americans commit in dealing with Asian religions is either romanticizing them as being all "spiritual," and thus categorically different from the "worldly" West, or of ignoring their diversity. Anyone reading these selections will be less likely to repeat these errors.The book is an anthology of primary documents with well-written, brief introductions to the selections. Its aim is not just to describe Asian religions in America, but also to document American encounters with Asian religions since the American Revolution. The book is organized historically in four major sections: 1784-1840, 1840-1924, 1924-1964, and 1965 to the present. Within each historical section, the authors have chosen selections that illustrate how Americans during that time viewed Asian religions, how Asian religions were practiced in the U.S., and how Asian religions influenced American culture during that time period.The first section (1784-1840) is, not surprisingly, the shortest. It has one chapter on how Americans abroad viewed Asian religions and another chapter on how those at home viewed Asian religions. This period is dominated by a belief that Christianity is the one, true religion; Asian religions by contrast, are full of "debasing superstitions and cruel abominations" (p. 58). Even those who try to get beyond such crude views demonstrate a gross ignorance of Asian religions. For example, Hannah Adams (the first woman in America to support herself through writing) claimed that the Dalai Lama was the spiritual leader or "pope" of China as well as Tibet (p. 55). Better informed and more balanced are the comments from two of the period's most important intellectuals, Benjamin Franklin and John Adams. Franklin, like other Deists, admired Confucian naturalism and humanism, and he reprinted excerpts of Confucius in the Pennsylvania Gazette. John Adams defended the sublimeness of Indian religion, claiming that it had heavily influenced Greek philosophy because Pythagoras had learnt his most important doctrines there.The second section (1840-1924) has six chapters covering missionaries and their [End Page 299] critics, literary encounters with Asian religions, the World Parliament of Religions, the immigrant experience in America, academic discussions, and American sympathizers and converts to Asian religions. Several selections from nineteenth-century dictionaries and books show how Asian religions were commonly perceived at the time. While there was growing sophistication about Asian religions, the period's most popular book on the subject (James Freeman Clarke, Ten Great Religions) still maintained that only Christianity had the fullness of truth and Asian religions were static and stunted. On the other hand, this section balances out Christian triumphalism with some excerpts from Henry Steel Olcott and other Americans who converted to Asian religions. Substantial selections from Emerson, Whitman, Thoreau, and T. S. The article deals with the main ideas of the political philosophy of Abu Abdallah Ibn al-Azraq al-Garnati (1427-1491), a well-known Muslim statesman, supreme judge of Granada, lawyer, diplomat, supporter of Arab Muslim peripatetism, a student of the outstanding thinker of the Muslim Middle Ages Ibn Khaldun (1332-1406). In the history of the political philosophy of the Muslim East, a number of major transformations in the development of the Arab Caliphate from the Medina state of the prophet to the (...) Sultanate in the Abbasid period should be noted, which were reflected in the development of the theory of the Arab-Muslim state (caliphate). The main problem of the theory of the caliphate was connected with the question of the relationship between power and authority in the context of the moral foundations of the state. The creative heritage of Ibn al-Azraq is mainly known for his work in the genre of adab ("mirrors of princes") “Miracles on the way, or the Nature of dominion”. The treatise became a classic of the political philosophy of the Muslim Middle Ages, in which, under the influence of Aristotelian ideas, a special place was given to the moral foundations of power and the state, that is, ethics was considered as a political science. In the form of instructive parables, the rulers and heirs to the throne were explained the basics of state administration as part of their studies and education. His doctrine of the virtues can be viewed as ethical rationalism with a belief in the moral perfection of people in power and subjects of the state. Since morals are largely acquired and a person can control them, the task of purifying his own morals and curing them is entrusted to him. In addition, accordingly, it is possible and necessary to cultivate virtues in rulers, since the well-being of the state and the ummah depends on their morals. The moral foundations of power determine the strength of political authority. (shrink)

Political philosophy has difficulties to cope with the complexity and variety of state-religions relations. ‘Strict separationism’ is still the preferred option amongst liberals, deliberative and republican democrats, socialist and feminists. In this article, I develop a complex typology based on comparative history and sociology of religions. I summarize my reasons why institutional pluralist models like plural establishment or non-constitutional pluralism are attractive not only for religious minorities but for religiously deeply diverse societies in general. Most attention is paid (...) defending associative democracy, the most flexible and open variety of institutional pluralism, against realist objections that group representation is incompatible with liberal democracy, that it leads to stigmatization and bureaucratization, that it strengthens undemocratic leaders, that it leads to an ossification of the status quo, and, most importantly, that it is inherently divisive undermining social cohesion and political unity. In my refutation of these objections I try to show that it helps to integrate minority religions into liberal democratic policies compatible with reasonable pluralism and to prevent religious and political fundamentalism. In reformed churches the Bible is regarded as the norm of the norms. The confessions of faith of these churches are the second norm and subjected to the Bible. The church order is less powerful than the Bible and the confessions but of a higher status than the normal decisions of church assemblies. Therefore, the influence of the Belgic Confession on three church orders is an important issue in these churches. The author recommends four principles to understand the relation between (...) the church and the state authority in article 36 of the Belgic Confession: both should honour God in their activities; both are guided by the Ten Commandments; both have their own internal law to fulfil the purpose as an institution; and both should respect and co-operate with one another. Although they are not in agreement on every aspect, these principles give the guidance to understand the main issue in all four documents which are investigated. The theme of this article is of a theological and church historical nature and a contribution on a well-discussed topic in reformed churches.CONTRIBUTION: It should be important for the reformed churches in the Dutch tradition that a dynamic relationship exists between their confessions of faith and their church orders. While the Bible is the first and most important norm for church life, the confessions are the second most important. Church history shows that the relationship between the church and state is of utmost importance for the church, the quality of the confessions and the order of the church. (shrink)

Ibn KhaldØun’s theory of history has been extensively discussed and interpreted in widely divergent ways by Western scholars. In the context of present debates, it seems most appropriate to read his work as an original and comprehensive version of civilizational analysis (the key concept of ‘umran is crucial to this line of interpretation), and to reconstruct his model in terms of relations between religious, political and economic dimensions of the human condition. A specific relationship between state formation and (...) the broader context of civilizational processes appears as the most central theme. This civilizational approach is then contrasted with the most influential recent Western interpretation, put forward by Ernest Gellner. Gellner translates Ibn KhaldØun’s analysis into functionalist terms and thus tones down its historical and civilizational specificity. The consequences are most obvious when it comes to discussing the unity and diversity of the Islamic world, especially with regard to the Ottoman Empire. (shrink)
