Construction of rural roads started to expand in Nepal since the 1980s and is still an ongoing process, however environmental considerations have been considered since the mid 1990s. Adoption of environmental safeguards in development projects have been an important aspect of project cycle although there is lot more to do at the field level. In this study, three different ongoing projects in different regions of Nepal have been accessed at the field level and mitigation measures were examined in (...) order to study the effectiveness of those measures. This study reviews a lot of mitigation measures that have been proposed and each of them were implemented at the field level. A successful implementation of mitigation measures was found but it still recommends that there is still a lot more room for improvement. (shrink)

Abstract This paper reports the results obtained in an aid project designed to improve transport in the municipal area of Jocotán (Guatemala). The rural road network of an area occupied by indigenous people was analysed and a road chosen for repair using the labour-intensive method–something never done before in this area. The manpower required for the project was provided by the population that would benefit from the project; the involvement of outside contractors and businesses was avoided. All payment for (...) labour went into the pockets of the local people. The small earth movements made and the use of local materials guaranteed the project’s environmental sustainability, while the on-site training of the local community prepared its members for the continued maintenance of the road, thus investing the project with social sustainability. Infrastructure-making in interwar India was a dynamic, multilayered process involving roads and vehicles in urban and rural sites. One of their strongest playgrounds was Bombay Presidency and the Central Provinces in central and western India. Focusing on this region in the interwar period, this paper analyzes the varied relationship between peasant households and town-centred modernizing agents in the making of road transport infrastructures. The central argument of this paper is about the persistence of bullock carts over motor cars (...) in the region. This persistence was grounded in the specific regional environment, the effects of the 1930s economic depression, and the priorities of social classes. Pinpointing these connections, the paper highlights that “modernization” of infrastructure was not a simple, linear process of progressivist change, nor did it mean the survival of apparently “old” technologies in the modern era. Instead, the paper pays attention to conflicting social complexities, implications, and meanings of the connection between infrastructure and modernity that modernization assumptions often overlook. Here, the paper shows how technological change occurred as a result of real, material class interests pulling infrastructural technology in different directions. This was where and why arguments of road-motor lobbyists and cart advocates eventually clashed, and Gandhian social workers resisted motor transport in defense of peasant interests. (shrink)

Guilin rural homestays are an important support for rural tourism destinations, serving not only as accommodation but also as a representative of the local culture of the town. To improve satisfaction with rural homestays among tourists, enhance destination attractiveness, and better meet tourist demands for accommodation conditions, this study combines literature and network text analysis to construct an evaluation index system for Guilin rural homestay tourist satisfaction. The data collected by a questionnaire survey based on importance–performance (...) analysis are analyzed. The results show that actual tourist satisfaction with the experience in the 21 indexes is lower than the pre-consumption expectation, due to the imperfect facilities, lack of special service development, relative optimization of basic road construction, and the need for improvement in the internal and external environment, among other factors. Through the improvement of the above factors, the satisfaction of tourists to the rural homestay can be improved. (shrink)

Development Agencies established with the Law on the Establishment, Coordination and Duties of Development Agencies No. 5449 dated 08.02.2006 on the condition that the pre-accession financial assistance program can be utilized in the 2003 European Union Accession Partnership Certificate, were obliged to increase the regional and rural development capacity of the region and to provide support to the projects in this context. To improve the intelligence of urban and rural buses, it is necessary to realize the accurate prediction of bus arrival time. This paper first introduced urban and rural buses. Then, the arrival time prediction was divided into two parts: road travel time and stop time, and they were predicted by the support vector regression method and k-nearest neighbor (KNN) method. A section of a bus route in Pingdingshan city of Henan province was taken as an example for analysis. (...) The results showed that the method designed in this study had better accuracy, and the result was closer to the actual value, with a maximum error of 84 s, a minimum error of 10 s, an average error of 42.5 s, and an average relative error of 5.74%, which could meet the needs of passengers. The results verify the reliability of the designed method in predicting the arrival time of urban and rural buses, which can be popularized and applied in practice. (shrink)

While investigating the role of business and accepting that profitable partnerships are the primary solution for poverty alleviation, we voice certain concerns that we hope will extend the authors’ discourse in Alleviating Poverty through Profitable Partnerships . We present a model that we believe can serve as an effective framework for addressing these issues. We then establish the imperative of inclusive growth. Here, we engage with the necessity of formulating strategies that focus on the pace and, importantly, the pattern of (...) economic growth, including its social and cultural dimensions. We also deliberate on the parameters of inclusive growth with the overriding objective of ensuring that multiple strata of society share the benefits of globalization. Turning to the critical role of institutions in promoting social welfare, we explore the impact of government policy vis-à-vis the leverage enjoyed by other social institutions. Despite the reality that state and private interests often operate at cross purposes, we argue that government must still be an integral part of the solution matrix. With direction from other social institutions, entrepreneurial forces can be unleashed to tackle endemic poverty prevalent in the base of the pyramid. We then provide an in-depth case study in which the availability of telecommunications in rural areas was utilized as a means to foster development and ensure inclusive growth. The conclusion examines lessons learned while operationalizing the model, and spells out the impact of our enablers at ground level. (shrink)

Acquiring perceptual expertise is slow and effortful. However, untrained novices can accurately make difficult classification decisions by reformulating the task as similarity judgment. Given a query image and a set of reference images, individuals are asked to select the best matching reference. When references are suitably chosen, the procedure yields an implicit classification of the query image. To optimize reference selection, we develop and evaluate a predictive model of similarity-based choice. The model builds on existing psychological literature and accommodates stochastic, (...) dynamic shifts of attention among visual feature dimensions. We perform a series of human experiments with two stimulus types and nine classification tasks to validate the model and to demonstrate the model's potential to boost performance. Our system achieves high accuracy for participants who are naive as to the classification task, even when the classification task switches from trial to trial. (shrink)

Anozie Role of off-farm income in agricultural production and its environmental effect in Southeast, Nigeria was studied. Two hundred and forty respondents were selected through multi stage random sampling techniques. The objectives of the study were captured using percentage responses, multiple regression and factor analyses. Structured questionnaire was used to collect data from the respondents. The result of socio-economic characteristics of commercial motor cycle riders showed that most (...) riders were youthful, single and experienced. Also, most of the riders used their money generated in the business in hiring labour, procurements of farm inputs, family welfare, expansion of business and procurement of equipment. As well, the menaces caused by motor cycle to the riders and the general society were accidents, traffic jam, crimes, health challenges and gang beating. More so, the determinant factors to the motor cycle riders’ income generated were number of years of experience and marital status. In addition, the effects of motor cycle operations to the environment were dusty and noisy situations, soil erosion, vegetation loss and oil spillage. The avenues in alleviating the affects of motor cycle operations on the environment were use of gadgets, educational programme, ban on the use of big motor cycle, use of traffic control and cleanliness of vehicular emission. The major problems encountered by the riders were extortions by the police, emblem, high cost of fuel and high cost of spare parts. Based on the findings the following recommendations were proffered. There is need to enhance riders’ access to hearing and head protective devices and goggle gadget at affordable prices. Also, experienced and novice riders should be encouraged to remain in business through among others provision of motor cycle parts at affordable prices and rehabilitation of rural roads by the government. Finally, all forms of extortions of the riders should be checkmated and the culprits brought to book. (shrink)

Almost fifty minorities coexist in the country in addition to the majority Han people. Tension and conflict are inevitable as diverse—and sometimes incompatible—values come to the fore at this historic juncture. Many fields, including medicine, face new challenges, and in this environment the field of bioethics is flourishing.Like many countries, China is groping with the effects of new medical technology and skyrocketing health care costs. But in the context of the Chinese sociocultural environment, some unique—as well as more familiar—issues arise. None of the classic texts provide ready-made answers to these dilemmas; we must find the answers ourselves. The only reasonable way to resolve the conflicts between opposing values is through dialogue, consultation, and negotiation among the various social and cultural groups.The bioethical dilemmas receiving the most attention in China now relate to the two ends of life: birth and death. Wives who do not bear a child are stigmatized and mistreated—even abused—in families that stick to traditional values.In China today, this widely held belief is colliding with another reality: an apparent increase in infertility among newly-married couples. The rate may be about 5 percent. These couples turn to doctors for help.Artificial insemination by donor (AID) and by husband is now widely practiced. Eleven provinces have established sperm banks, and private doctors are performing AID for considerable fees. But procedures to address legal and ethical problems associated with the procedure have lagged behind. With the exception of a few centers in large cities, AID is undertaken without established procedures or policies relating to the selection of donors and recipients, records about those involved, or clarification of the status of the child. The legal status of the child remains unresolved.The status of the child within the community is also unresolved as traditional values clash with the application of modern technology to childbearing. The case of "The Child Who Did Not Belong" (see box), illustrates how an AID child is not accepted by the family that embraces traditional values because he is not the husband's biological child.In vitro fertilization (IVF) is another alternative. Two IVF centers are in operation, one in Beijing and the other in Changsha, and both have succeeded in producing live births. This technology has received considerable media attention and is generally accepted even among those with traditional views.But much of this medical technology is not widely accessible—especially in rural areas—and so some infertile couples resort to surrogate motherhood to ensure an heir. An infertile couple enters into a contract with a woman who has intercourse with the husband in order to bear a child for the couple. This practice is called "borrowing a wife." In some villages, the "borrowed wife" receives as much as 10,000 yuan (five times a professor's monthly salary or about $250) for a girl and double that for a boy.But the more common and thorny problems involved with the beginning of life relate to birth control, family planning, and the "one couple, one child" policy that the Chinese government instituted to curb overpopulation. One can rightly say of Peter Sloterdijk that each of his essays and lectures is also an unwritten book. That is why the texts presented here, which sketch a philosophical physiognomy of Martin Heidegger, should also be characterized as a collected renunciation of exhaustiveness. In order to situate Heidegger's thought in the history of ideas and problems, Peter Sloterdijk approaches Heidegger's work with questions such as: If Western philosophy emerged from the spirit of the polis, what are we to make (...) of the philosophical suitability of a man who never made a secret of his stubborn attachment to rural life? Is there a provincial truth of which the cosmopolitan city knows nothing? Is there a truth in country roads and cabins that would be able to undermine the universities with their standardized languages and globally influential discourses? From where does this odd professor speak, when from his professorial chair in Freiburg he claims to inquire into what lies beyond the history of Western metaphysics? Sloterdijk also considers several other crucial twentieth-century thinkers who provide some needed contrast for the philosophical physiognomy of Martin Heidegger. A consideration of Niklas Luhmann as a kind of contemporary version of the Devil's Advocate, a provocative critical interpretation of Theodor Adorno's philosophy that focuses on its theological underpinnings and which also includes reflections on the philosophical significance of hyperbole, and a short sketch of the pessimistic thought of Emil Cioran all round out and deepen Sloterdijk's attempts to think with, against, and beyond Heidegger. Finally, in essays such as "Domestication of Being" and the "Rules for the Human Park," which incited an international controversy around the time of its publication and has been translated afresh for this volume, Sloterdijk develops some of his most intriguing and important ideas on anthropogenesis, humanism, technology, and genetic engineering. History would be the most profound social, political, and economic points of contention behind the daily lives of a population under siege. Not simply those talked about (...) while people travel in public transportation (Haitians talk a lot while in public transportation), but also the interpretive matrices mobilized to speak about these problems. As for current events, they are the province of newspaper headlines, those front pages and editorial pages most often read and shared, the public opinion machine.Of course, a few snippets of news come to me: the rise of kidnapping, political instability, the opposition declaring that the presidential mandate has ended, a government sponsored referendum to change the constitution, upcoming elections. As I write this piece (summer 2021), armed banditry is rife in many working-class neighborhoods. There are victims by the dozens nearly every day.As I was asking myself how best to express the bicentennial dyspnea of the Haitian people, I learned about the assassination of the president of the Republic in his private residence.Haiti could not breathe. Now it is suffocating.I recently published a novel entitled Combats (March 2021) in which the characters live in a nineteenth-century rural setting. They experience the full force of the first consequences provoked by the infamous independence debt, well understood by Haitians and analyzed by international specialists such as David Graeber and Thomas Piketty.After its independence in 1804, Haiti was not accepted into the concert of nations. The country, founded by hordes of previously enslaved Blacks and by freed Mulattos, was a bad example, a model not to be emulated so geographically near a slave society, the United States, and the Antilles belonging to France. No economic power, that is, no white country defining itself as such, recognized the independence of the new Black, abolitionist, and egalitarian population. The isolation of Haiti thus began at the very moment of its foundation. [End Page 165]In a vain attempt to escape the embargo and to construct a collective destiny at the international level, Haiti accepted a colossal debt imposed on it by France. Charles X, king of France and Navarre, forced Jean-Pierre Boyer, supreme leader of the Haitian nation, to assume the responsibility for a ransom of 120 million francs. The economist Thomas Piketty calculates that this was equivalent to 28 billion euros in today's currency. David Graeber, in his Debt: The First 500 Years, considers it to be the most egregious debt in history. In truth, for Haitians, this strange transaction consisted in buying lands they had already conquered in their independence struggle, having taken them from the previous colonial settlers representing the French state.Since the previously emancipated ancestors were considered the colonial settlers' property, Haitians, under threat from the French army, assumed the weight of this debt, which really consisted in purchasing—from their previous torturers—their very persons and those of their grandparents. In other words, after the war of independence, begun by Black Maroons as soon as they arrived on the island of Haiti, pursued by Toussaint Louverture against slavery, brought successfully to a conclusion by Jean Jacques Dessalines through victorious military battles (November 1803 at Vertières, for example), after this long road toward emancipation, France, supported by all the foreign powers of the period, extracted from Haiti recognition of the debt in 1826, that is, during the first half of the nineteenth century, at the very moment when the independent countries of the world were beginning to undergo a massive industrialization.Haiti clearly missed out on this entrance into the industrial age of the steam engine. Robert Merton may not remember it, but in the 1930s we met in Cambridge and took one or more walks together – 1 think they were along Trapelo Road in Waltham, then a rural lane. Our conversation must have been interesting, since I remember the episode, but I can only guess at the subject. Since Merton was working on the sociology of science in Newton's day and I had a long standing interest in the relations between mathematics and society, (...) especially at the dawn of capitalism, it is very likely that we discussed the Hessen paper of 1931, published inScience at the Cross Roads. The paper had impressed me, as it had impressed several British scientists of the younger generation, including J. D. Bernal and Joseph Needham; Merton's dissertation, when it appeared, showed that Hessen's “provocative essay” had made its impression on his work as well. It also showed that he was aware of some of the oversimplifications of the Hessen lecture, as was G. N. Clark (see Clark 1937a; Clark 1937b, chap. 3). As part of his Easter Sunday homily last year, my friend Mitch—the rector of the Episcopal church I attend—told the story of Gladys, a lifelong pillar of her Congregational church, one of only three churches within a seventy-mile radius in her area of the rural Midwest; the other two were Lutheran and Roman Catholic. One fateful Easter morning, Gladys arrived with her three children in tow, ready for Easter festivities. The homily was given by a young man who, according (...) to Gladys, was “too smart for his own good.” The elements the sermon wove together included spring, new life, and baby rabbits, but nary a word was said about Jesus or the Resurrection. That was Gladys’ last time at the Congregational church; starting the next Sunday she and her family joined forces with the Lutherans down the road, a church where, according to Gladys, “they at least knew how to get Jesus out of the tomb!”. Within a given culture – whether industrialized or more tradition oriented – essentially the same fundamental medical theories, practices, and pharmacopoeia tend to be applied to human and non-human sickness and patients. In modern industrialized societies, however, healthcare services are sharply divided between human and veterinary medicine. There is likewise a sharp division between practitioners in these two health sectors: medical doctors and veterinarians. Yet in non-Western, traditional or indigenous medical systems, the same practitioners often treat both humans and animals. (...) There is a growing body of literature that attests to the efficacy of traditional health practices and herbal medicines for the prevention and treatment of both human and livestock ailments.The authors argue for an intersectoral approach to human and veterinary health services in poor countries, especially those targeted to rural people with LIMITED access to modern health services. Extension of conventional medical and veterinary services is particularly difficult and costly in Third World countries where the necessary infrastructure (roads, clinics, labs, cold chains, etc.) is poorly developed and where much of the populace and their livestock reside in remote, rural areas, or where people may be nomadic or transhumant. Consideration should therefore be given to the joint delivery of human and livestock healthcare and related services, as well as to linking informal, ethnoveterinary practices and practitioners with more formalized systems of veterinary AND medical practice. Government have in the past embarked on many infrastructural programmes such as building of roads, hospitals, health centers in the rural areas, schools, etc for its citizens. A lot of projects have been carried out in the past years, there are institutions formed to carter for the implementation of such programmes, institutions like NEMA to check disasters, repair of roads, collapse buildings etc. NDDC was formed to take care of roads in the South East but many (...) of these programmes and institutions have not fared well in recent years because of corruption. Take for instance in the channels news of Tuesdays 16/6/2020 the new NDDC Director revealed how projects awarded to contractors in the past were all not carried out, funds meant for those purposes were all embezzled into private pockets. With the coming of Covid 19, governments have now found cover to say Covid 19 has attacked all revenue sources and so cannot carry out projects in the country. This is the burden of this work. The invocation of natural themes has been especially prominent in the marketing and promotion of sport utility vehicles over the past decade. Speeding through deserts and jungles, fording raging rivers, and even scaling the heights of Mt. Everest, the SUV is routinely depicted in the most spectacular and remote natural locations. These fanciful themes now attract the scorn of many who draw upon them to underscore the rather glaring contradictions between how these vehicles are marketed and how they are actually used: the irony of using pristine images of a hyper-pure nature to motivate the use of a product that consumes excessive amounts of natural resources and emits high levels of pollutants lies at the core of the growing public backlash against the SUV. While generally sympathetic to this critical perspective, I argue that we need to think through the role of nature in constructing the promotional field of these vehicles in a more [End Page 4] rigorous fashion than is often the case. Otherwise, we risk failing to fully understand the complexity of the SUV's appeal; even worse, simplistic criticism can have the perverse effect of reinforcing the ideological conceptions of nature that constitute a cornerstone of that appeal. Through an examination of recent print and television advertising campaigns, I develop an alternative account of the significance of natural imagery based upon the dialectical relation between nature and society that dominates the SUV's promotional field.1 Instead of reifying the conceptual distance that divides these two categories, we must look to how they flow into and define each other, often blending together into a dense cluster of associations in which the images of one connote and invoke ideas of the other.Welcome to the (not So) Great Outdoors: The Many Faces of NatureSince the emergence of the automobile as a commodity in the early twentieth century, natural themes and imagery have been used to attach a utopian flavor to movement through space. From the 1920s onward, car advertising has often invoked the fantasy of leaving behind the constraints of a crowded, mundane, and polluted urban environment for the wide open spaces offered by nature. In words that have guided advertisers (and urban planners) ever since, Henry Ford once quipped, "we shall solve the city problem by leaving the city."2 Charting the evolution of automotive promotional discourse, Andrew Wernick argues that the reliance upon natural imagery intensified in the 1970s and 1980s as people grew disenchanted with technology (and its militaristic overtones) and expressed concerns over growing traffic congestion, energy consumption, and road construction. The invocation of natural themes has been especially prominent in the marketing and promotion of sport utility vehicles over the past decade. Speeding through deserts and jungles, fording raging rivers, and even scaling the heights of Mt. Everest, the SUV is routinely depicted in the most spectacular and remote natural locations. These fanciful themes now attract the scorn of many who draw upon them to underscore the rather glaring contradictions between how these vehicles are marketed and how they are actually used: the irony of using pristine images of a hyper-pure nature to motivate the use of a product that consumes excessive amounts of natural resources and emits high levels of pollutants lies at the core of the growing public backlash against the SUV. While generally sympathetic to this critical perspective, I argue that we need to think through the role of nature in constructing the promotional field of these vehicles in a more [End Page 4] rigorous fashion than is often the case. Otherwise, we risk failing to fully understand the complexity of the SUV's appeal; even worse, simplistic criticism can have the perverse effect of reinforcing the ideological conceptions of nature that constitute a cornerstone of that appeal. Through an examination of recent print and television advertising campaigns, I develop an alternative account of the significance of natural imagery based upon the dialectical relation between nature and society that dominates the SUV's promotional field.1 Instead of reifying the conceptual distance that divides these two categories, we must look to how they flow into and define each other, often blending together into a dense cluster of associations in which the images of one connote and invoke ideas of the other.Welcome to the (not So) Great Outdoors: The Many Faces of NatureSince the emergence of the automobile as a commodity in the early twentieth century, natural themes and imagery have been used to attach a utopian flavor to movement through space. And rightly so, for Forest Recollections is a valuable study of twentieth-century wandering ascetics in northeast Thailand.The author includes (...) minibiographies of Ajaan Man Phurithat (1871–1949) and nine of his disciples, who also are now no longer in this world. The nine, all ethnic Laotians from the Isaan, are Waen Sujinno, Dun Atulo, Fan Ajaro, Thet Thetrangsi, Li Thammatharo, La Khempatato, Cha Photiyan, Juan Kulachettho, and Wan Uttamo. Her account of the lives of these holy men is woven into a history of Siam, beginning in the middle of the Fifth Reign as King Chulalongklon implemented a series of sweeping reforms, including centralization of the bureaucracy. The increase of central authority over outlying regions of the kingdom had a direct impact on the Sangha (the community and hierarchy of Buddhist Monks) and the forest tradition (which is a fusion of Buddhism, animism, and local customs that had been practiced for centuries). The book provides a background account of how regional Buddhist traditions were affected by various Sangha reforms in the twentieth century and is divided into three sections: forest communities prior to 1957; the “forest-invasion” [End Page 235] period (1957–1988); and the “forest-closure” period (1989 to the present).For centuries, wandering monks had acted as both physical and spiritual healers for villagers they encountered on their travels. The changing political situation, however, resulted in wandering monks being co-opted and used by the elite. In the name of development, monks endorsed the construction of dams and wide modern roads, the wearing of Buddhist amulets, and the erection of ever more elaborate temple buildings. Many were eventually to lose the influence they had once exerted over rural people. With the notable exception of Ajaan Man Phurithat, however, most of them did not realize the very real threat posed to their way of life by an increasingly powerful centralized administration.Tiyavanich has utilized Thai-language sources extensively, an effort that is hardly matched by any previous Western scholar. But despite the excellent research and the obvious care she took in writing her dissertation, Tiyavanich has failed to fully grasp the complexity of the Sangha order and the reality of the wandering monks themselves. What we get instead is a wide-angle portrait that lacks depth. It is rather unfortunate, for example, that she did not interview wandering monks who are still alive, such as Ajaan Maha Bua and Ajaan Viriyang, or foreign-born monks who are practicing in this same tradition, such as Pannavaddho Bhikkhu (of English birth) and Ajaan Sumedho Bhikkhu (an American). Some important figures have been left out, too. There is no mention, for instance, of Ajaan Bunnag, and this is a great pity for his life story reflects the failed attempts of a wandering monk to gain independence from the centralized power of the state. Conservationist monk Phra Prajak Khuttajitto gets only a brief mention, and even the world-famous Buddhadasa Bhikkhu receives scant attention. If the author had been acquainted with the Sekiya Dhamma group of monks or if she had ever read Sanitsuda Ekachai’s excellent Seed of Hope, her account would have been strengthened. Naga Tribal communities residing in rural Nagaland are deprived of access to adequate health care services, livelihood opportunities, road connectivity, sanitation and education. About 71.14 percent of Naga Tribes inhabit rural areas; most of these tribal communities are engaged in agriculture and allied activities for livelihood. The absence of adequate road network suitable for all weather, public transportation system, and high cost of transportation fares hinder the mobility of the tribal communities in the rural areas. The confinement (...) of development to the urban areas has led to interdistrict disparities and dearth of basic facilities in the rural communities. This study intends to portray the socio-economic status of the Naga Tribal communities in rural areas. The study will identify infrastructural challenges of the Naga tribal communities. Descriptive Research Design have been adopted and the study includes only secondary data. The Survey method was used in the analysis of the collected secondary data. The implementation of inclusive development has become an urgent need, in order to provide basic infrastructures with equity to the Naga tribal community in rural Nagaland. The study will show how achieving inclusive development can contribute to the realization of Sustainable Development Goals at the national and global level. BOOK REVIEW: Through fifteen interrelated essays, Daniel Campos’ Loving Immigrants in America reflects upon his experiences as a Latin American immigrant to the United States and develops an experiential philosophy of personal interaction. Building upon previous work, Campos’ implicit conceptual framework comes from Charles S. Peirce’s dual philosophical accounts of the evolution of personality and evolutionary love. But the flesh and blood of the book are Campos’ own personal experiences as an immigrant who has labored for more than twenty years (...) to make himself at home in the United States, aka la Yunai, by growing to love an impressively broad range of places and people across the country. Campos begins in rural Arkansas (where he arrived as an eighteen-year-old from Costa Rica to study at a small religious liberal arts college), travels extensively across the Deep South (in a series of road trips described in Chapters 3-6), completes an MA in Statistics and later a PhD in Philosophy at Penn State, and eventually settles to teach at Brooklyn College where he is surrounded by immigrants from all over the world. The book’s cast of characters and Campos’ interactions with them are so extensive as to defy generalization, but careful readers are likely to walk away convinced of Campos’ claim that “anyone who is receptive and attentive to the commonality of human experience can empathize with immigrants” (2). With by far the lowest population density in the United States, myriad challenges attach to healthcare delivery in Alaska. In the “Size, Population, and Accessibility” section, we characterize this geographic context, including how it is exacerbated by lack of infrastructure. In the “Distributing Healthcare” section, we turn to healthcare economics and staffing, showing how these bear on delivery—and are exacerbated by geography. In the “Health Care in Rural Alaska” section, we turn to rural care, exploring in more depth (...) what healthcare delivery looks like outside of Alaska’s major cities. This discussion continues in the “Alaska’s Native Villages” section, which specifically analyzes healthcare in Alaska’s indigenous villages, some of the smallest and most isolated communities in the United States. Though many of the ways we could improve Alaskan health care for Alaskan residents are limited by its unique features, the “Justice and Healthcare Delivery” and “Technology and Telemedicine” sections consider ways in which certain policies and technology—including telemedicine—could mitigate the challenges developed in previous sections. In recent years the quantum foundations community has seen increasing interest in the possibility of using retrocausality as a route to rejecting the conclusions of Bell’s theorem and restoring locality to quantum physics. On the other hand, it has also been argued that accepting nonlocality leads to a form of retrocausality. In this article we seek to elucidate the relationship between retrocausality and locality. We begin by providing a brief schema of the various ways in which violations of Bell’s inequalities (...) might lead us to consider some form of retrocausality. We then consider some possible motivations for using retrocausality to rescue locality, arguing that none of these motivations is sufficient to show that local retrocausal theories should always be preferred to nonlocal retrocausal theories, and therefore there is no clear reason to focus research efforts entirely on seeking local retrocausal models. Next, we examine several different conceptions of retrocausality, concluding that ‘all-at-once’ retrocausality is more coherent than the alternative dynamical picture. We then argue that since the ‘all-at-once’ approach requires probabilities to be assigned to entire histories, locality is not playing any crucial role within this picture. Thus we conclude that using retrocausality as a way to rescue locality may not be the right route to retrocausality. Finally, we demonstrate that accepting the existence of nonlocality and insisting on the nonexistence of preferred reference frames leads naturally to the acceptance of a form of retrocausality, albeit one which is not mediated by physical systems travelling backwards in time. We argue that this is the more natural way to motivate retrocausal models of quantum mechanics. (shrink)

This book challenges readers to rethink rural health ethics. Traditional approaches to health ethics are often urban-centric, making implicit assumptions about how values and norms apply in health care practice, and as such may fail to take into account the complexity, depth, richness, and diversity of the rural context. There are ethically relevant differences between rural health practice and rural health services delivery and urban practice and delivery that go beyond the stereotypes associated with rural (...) life and rural health services. This book examines key values in the rural context that have not been fully explored or taken into account when we examine health ethics issues, including the values of community and place, and a need to “revalue” relationships. It also advocates for a greater attention to meso and macro level analysis in rural health ethics as being critical to ethical analysis of rural health care. This book is essential reading for those involved in health ethics, rural health policy and governance, and for rural health providers. (shrink)

The publication of Guido Calabresi’s book “The Future of Law and Economics” has drawn a substantial amount of attention among law and economics scholars. We thought that the best way to devote special attention to this book was to devote a Special issue to it. This article situates Calabresi’s book among other reflections on the future of the discipline, introduces and explains the reasons behind this Special issue and discuss the organization and content of it. -/- We emphasize how Calabresi’s (...) historical-conceptual standpoint allows him to isolate the stakes of different future developments around the question of how could further appreciation of legal institutions that defy the standard economic assumptions help the field develop theoretically. Overall, the contributors all shared Calabresi’s attempt to restore the balance between Law and Economics and the need to better account for the “whole unanalysed experience of human race”, often neglected by the Economic Analysis of Law approach. Most disagreements are about the ‘how’. In any case, the search for the Law and Economics ‘not (yet) taken’ or for other “Law and … ” approaches is always open to the Future. (shrink)

This paper examines the situation of rurally rooted cross-border migrant workers from Myanmar during the Covid-19 pandemic. It looks at the circumstances of the migrants prior to the global health emergency, before exploring possibilities for a post-pandemic future for this stratum of the working people by raising critical questions addressed to agrarian movements. It does this by focusing on the nature and dynamics of the nexus of land and labour in the context of production and social reproduction, a view that (...) in the context of rurally rooted cross-border migrant workers necessarily requires interrelated perspectives on labour, agrarian, and food justice struggles. This requires a rethinking of the role of land, not as a factor in either production or social reproduction, but as a central component in both spheres simultaneously. The question is not ‘whether’ it is necessary and desirable to forge multi-class coalitions and struggles against external capital, while not losing sight of the exploitative relations within rural communities and the household; rather, the question is ‘how’ to achieve this. It will require a messy recursive process, going back and forth between theoretical exploration and practical politics. (shrink)

Rural landscapes are facing a loss of biodiversity. To deal with this challenge, landscape governance is seen as an alternative and addition to sectoral policies and a potential way of realizing transformative change for biodiversity. To study transformative change in the Bulb Region, the Netherlands, this study uses a discursive-institutional perspective. A mixed methods approach was used including 50 interviews, participant observation and document analysis. The structuration and institutionalization of three competing landscape discourses were analyzed: a hegemonic discourse rejecting (...) any changes in bulb farming; an emerging discourse aiming to enhance sustainability through innovation; and an unstructured discourse questioning the sustainability of bulb farming. The paper shows that the emerging sustainability discourse strengthens the hegemonic discourse by providing an action repertoire for farmers to deal with changing societal demands, while not questioning the hegemonic view on the landscape. Moreover, an institutionalized landscape discourse can be very stable if discursive (relation between naturalized landscape perspectives, identity and the articulated economic interests) and non-discursive factors (natural-spatial conditions, structure of agricultural sector, embeddedness in international trade) are strongly intertwined, leaving little room for alternative discourses. The sustainability discourse was induced by changes outside the Bulb Region (e.g., legislation), thus raising the question whether landscapes are the appropriate level to expect the initiation of transformative change. For rural transformations to come about, solely relying on policies on the landscape level is not sensible. A mix of policies at both the landscape and higher levels offers more perspective for transformative change. (shrink)
