In _Regimens of the Mind_, Sorana Corneanu proposes a new approach to the epistemological and methodological doctrines of the leading experimental philosophers of seventeenth-century England, an approach that considers their often overlooked moral, psychological, and theological elements. Corneanu focuses on the views about the pursuit of knowledge in the writings of Robert Boyle and John Locke, as well as in those of several of their influences, including Francis Bacon and the early Royal Society virtuosi. She argues that their experimental programs (...) of inquiry fulfill the role of regimens for curing, ordering, and educating the mind toward an ethical purpose, an idea she tracks back to the ancient tradition of _cultura animi_. Corneanu traces this idea through its early modern revival and illustrates how it organizes the experimental philosophers’ reflections on the discipline of judgment, the study of nature, and the study of Scripture. _ _ _ _ It is through this lens, the author suggests, that the core features of the early modern English experimental philosophy—including its defense of experience, its epistemic modesty, its communal nature, and its pursuit of “objectivity”—are best understood. La gestión de la movilidad/circulación de la población es una cuestión de biopolítica que implica la producción jerárquica y desigual de las condiciones de dicha movilidad. En esta distribución desigual no solo se ordenan los espacios sino también los tiempos, ritmo y velocidad, de ahí que se pueda hablar de una cronopolítica asociada a la gestión política de la movilidad. Este aspecto del tema que nos ocupa, pese a su relevancia, no ha sido objeto de un estudio exhaustivo y detallado. (...) The notion of a distinct 'executive power' was famously employed by Locke and Montesquieu; but the term potestas executiva, coined by medieval canonists, had been adopted by the early sixteenth-century theologian Cajetan, who located it as regimen medium in his defence of papal power against a revived 'conciliarist' challenge. The distinction between legislative sovereignty and a power effectively executive was used in post- Reformation political controversy and in Bodin's République. From those beginnings it was developed by mid-seventeenth-century writers, from (...) whom it passed to Locke; and the concept of the executive as a 'mediating' power was notably echoed by Rousseau. Entre los años 2015 y 2016 se produjo un aumento en las movilidades extraregionales a través de Centroamérica. La presencia de migrantes provenientes de varios países de África, produjo desafíos institucionales para su abordaje, así como la elaboración de discursos sociales estructurados en categorías raciales. Un concepto fundamental para entender dicha coyuntura es el cuerpo migrante, en su implicación ontológica y su carácter de trashumancia sobre las narrativas del poder representado por los Estados-nación y vinculado con el funcionamiento de regímenes (...) corporales, histórica y socialmente situados. Esta reflexión recupera la construcción racializada del cuerpo migrante en los dispositivos institucionales y en los discursos sociales vinculados con la coyuntura de las transmigraciones africanas producidas en Costa Rica en los últimos años. La diferencia semántica entre la disposición afectiva y la comprensión en Sein und Zeit radica en que el sentido inherente a la afectividad es del orden de lo continuo. En cambio, el sentido de la comprensión es del orden de lo discreto. El régimen de lo continuo se caracteriza por ser un campo de fuerzas que organiza el sentido de acuerdo a una continuidad gradiente. El régimen de lo discreto, por el contrario, organiza el sentido de acuerdo a una articulación (...) de unidades significativas pragmáticas diferenciables que no se identifican con el lenguaje. De esta manera lo continuo y lo discreto puede ser reinterpretado como la fuerza y el significado. Así, entonces, el sentido de la disposición afectiva y el de la comprensión se distinguen por pertenecer a regímenes semánticos distintos. Los afectos pertenecen al dominio de la fuerza y la comprensión pertenece al campo del significado. The semantic distinction between Disposedness and Understanding on Sein und Zeit can be described as the difference between the continuous and the discrete. The continuous domain organizes the space of meaning as strength field and a gradient polarization. In contrast the discrete domain organizes the space of meaning as an articulation of pragmatic meaningful and differential units. These units on Sein und Zeit don´t identify with the language. So, the continuous and the discrete can be reinterpreted as strength and meaning. In this way, the space of meaning has two diverse domains: Disposedness belongs to the strength regime and Understanding to meaning field. (shrink)

El Régimen jurídico que regula la prestación de los servicios públicos, específicamente los servicios públicos domiciliarios, ha variado sustancialmente, desde que la clásica noción de servido público comenzó a entrar en crisis, debido a las transformaciones sociales, políticas y, especialmente, económicas del entorno internacional, hasta la actualidad, en la que la actividad de servicio público es considerada como una actividad económica de gran trascendencia social. Colombia, no ajena a esta nueva realidad internacional, ajustó su ordenamiento jurídico desde la propia Constitución (...) Política, creando un escenario jurídico acorde con los requerimientos del mercado, para garantizar, con ello, la posibilidad de libre competencia económica entre los operadores públicos y privados. En este contexto, es en el que las empresas oficiales prestadoras de servidos públicos, han sido dotadas de un régimen contractual que les permite competir con los operadores privados, y frontar los nuevos retos sociales y económicos de un mundo globalizado. Este trabajo estudia los aportes y limitaciones del concepto de «régimen farmacopornográfico» propuesto por Paul B. Preciado junto con los pilares que lo constituyen: el farmacopoder y el pornopoder. El análisis será complementado con las aportaciones de otros autores, destacando las de Judith Butler, filósofe de referencia para el autor, cuyas teorías sobre el género y el cuerpo han influido de forma indiscutible en las posteriores investigaciones sobre la identidad. A través del estudio del pensamiento de ambos será posible llegar (...) a una mejor comprensión de lo que Paul B. Preciado denomina «farmacopornocapitalismo» y también dirimir las aportaciones y límites de la teoría del autor. Su trabajo ha sido indiscutiblemente revolucionario en materia de género e identidad, poniendo en tela de juicio categorías naturalizadas y exhibiendo las dinámicas biopolíticas de opresión y discriminación que encarnan nuestra existencia. Reconociendo esto, también debemos poner sobre la mesa los límites en su planteamiento, donde algunas veces la provocación le lleva a afirmaciones que difieren del objetivo final de su teoría: mostrar cómo actúa el control en los cuerpos y encontrar una salida a este. El presente artículo analiza la influencia de Hannah Arendt en la noción «régimen de historicidad » de François Hartog. Explica el cambio operado por el concepto moderno de historia respecto al antiguo y la ruptura de la tradición, desde los textos de Arendt. Dicha explicación permite atisbar la anticipación arendtiana de problemáticas y acentos que, desde la necesidad hermenéutica, configuran las coordenadas de lo que hoy entendemos como «régimen de historicidad».

Yet even if synthetic phonics can be identified as one of the component ‘skills’ of reading, an assumption vigorously contested in this paper, it does not follow that it can or should be taught explicitly and independently of reading for meaning. Imposing such a ‘method’ is, at a deep level, (...) incompatible with teachers acting as teachers and potentially constitutes a kind of abuse of early readers. Moreover, because of the conceptual difficulties confronting any attempt to specify synthetic phonics as an approach, there cannot exist, in principle, empirical research that actually supports its value. Current policy in England since the Rose Report, at least, assumes the opposite. All this cannot be dismissed as a little local difficulty for England concerning the teaching of reading English with all its spelling irregularities: there are broader implications for the relationship between research and teaching, together with continuing tendencies to impose ‘teacher proof’ approaches on schools and their staff in many countries. Este trabajo se trata de un estudio sobre el régimen legal de las garantías en la contratación pública venezolana, su especialidad, los tipos de garantías, las formas de otorgarlas y su ejecución. Adicionalmente se comenta el régimen sancionatorio vinculado a las garantías contractuales, y por último, se hace una pequeña referencia a los tipos de garantías previstos en el régimen de compras públicas en España.

The COVID-19 pandemic has resulted in more than 524 million cases and 6 million deaths worldwide. Various drug interventions targeting multiple stages of COVID-19 pathogenesis can significantly reduce infection-related mortality. The current within-host mathematical modeling study addresses the optimal drug regimen and efficacy of combination therapies in the treatment of COVID-19. The drugs/interventions considered include Arbidol, Remdesivir, Interferon and Lopinavir/ritonavir. It is concluded that these drugs, when administered singly or in combination, reduce the number of infected cells and viral (...) load. Four scenarios dealing with the administration of a single drug, two drugs, three drugs and all four are discussed. In all these scenarios, the optimal drug regimen is proposed based on two methods. In the first method, these medical interventions are modeled as control interventions and a corresponding objective function and optimal control problem are formulated. In this framework, the optimal drug regimen is derived. Later, using the comparative effectiveness method, the optimal drug regimen is derived based on the basic reproduction number and viral load. The average number of infected cells and viral load decreased the most when all four drugs were used together. On the other hand, the average number of susceptible cells decreased the most when Arbidol was administered alone. The basic reproduction number and viral load decreased the most when all four interventions were used together, confirming the previously obtained finding of the optimal control problem. The results of this study can help physicians make decisions about the treatment of the life-threatening COVID-19 infection. (shrink)

Muchos entienden el tema de los derechos humanos y de las garantías como una conquista de las sociedades modernas, una manera de pensar ligada a la Ilustración y a los movimientos que surgieron bajo el seno de la Revolución Francesa. Por ende, se ve en las civilizaciones antiguas una especie de época no evolucionada sobre estas materias, una época en que la barbarie y la sinrazón parecieran hablar más que la cordura. Sin embargo, existieron civilizaciones antiguas que nada envidiarían a (...) sociedades modernas basadas en legislaciones que sustentan los derechos humanos como bandera de lucha y broche de distinción. Una de estas civilizaciones es la hebrea, y su legislación es la ley mosaica.El presente artículo tiene por finalidad resolver si la legislación mosaica tuvo un estatuto conveniente en materia de derechos humanos, si éstos efectivamente se consagraban y respetaban, siendo la ley no sólo prescripciones en este sentido sino además un posible régimen garantista de dichos derechos. Por consecuencia, se busca rastrear una posible constitucionalidad en el sistema mosaico y, finalmente, un régimen penal y procesal penal de garantías. (shrink)

Abstinence from meat has been a subject of much controversy and friction from the dawn of Christian history. Relatively widespread in the early Church, it was praised when it formed part of a temporary ascetic fasting regimen, but condemned if it amounted to a permanent rejection of animal flesh, as it would be associated with heretical ideas found in various dissident groups, gnostic sects, and pagan philosophical schools. Nevertheless, several patristic authors put forth a number of compelling arguments in (...) defense of a meatless diet, all of which would be revisited by future generations of Christian thinkers. Laying the emphasis upon the ethical incentives for abstaining from animal flesh, as well as upon enduring ambivalent attitudes toward vegetarian dietary practices, this article offers a brief overview of abstinence from meat throughout Christian history. Michel Senellart Cet article propose une réponse à la critique adressée par G. Agamben, dans Le Règne et la Gloire (2008), à la généalogie foucaldienne de la gouvernementalité. En cherchant dans la pensée chrétienne des premiers siècles la matrice d’une conception nouvelle du pouvoir comme gouvernement des hommes — « économie » ou conduite des âmes —, Foucault aurait méconnu la signification proprement théologique, au sein du dispositif trinitaire, du mot oikonomia. Nous voudrions montrer, à partir d’une relecture du 2e (...) Discours (362) de Grégoire de Nazianze (329-390), dont Foucault tire le concept d’une « économie des âmes », que cette idée ne présuppose nullement la référence au schéma trinitaire et renvoie bien davantage au modèle du « patronage » romain, couplé à la figure sacerdotale du bon berger. Cette analyse conduira, en outre, à rappeler le lien de la « direction des âmes » avec le paradigme médical. (shrink)

This study aims to clarify the role played by higher order dispositions in the context of the explanatory method in Regimen I and of the approach to dietetics in Regimen as a whole. My main claim is that there are two concomitant directions involved in the inquiry carried out in Chaps 25–36 of Regimen I: there is an inferential and revelatory move from premises about complex dispositions to the ‘invisible’, that is, to the particular composition of one's (...) body ; and there is a causal-explanatory move, based on such inferences, from the powers of elemental varieties and of their combinations to the resulting higher level dispositions. Ptolomeu de Lucca no De Regimine Principum apresenta uma nova maneira de conceber a ordenação política da cidade, a partir do referencial teórico da tradução latina da Política de Aristóteles. Ptolomeu apresenta novas práticas e ações para os indivíduos que constituem o corpo político da cidade. Há, pode-se supor, uma nova compreensão do contexto político do ponto de vista da estrutura institucional, mas também do ponto de vista dos indivíduos. A noção de regime politicum começa a ser delineada em alguns (...) capítulos em livros II e III, e é o principal assunto do livro IV, onde ela é apresentada como uma novidade conceptual, quer em relação à tradição latina antes da tradução da Política, quer em relação ao aristotelismo político. A novidade é a proposta de Ptolomeu para a disposição política da cidade composta em várias partes. Em tal disposição, o papel e ação dos cidadãos ganham centralidade na estruturação e condução da cidade. Este trabalho pretende mostrar que Ptolomeu é muito inovador em relação à tradição aristotélica, mais especialmente no que respeita ao regime, na qual participação política das pessoas adquire centralidade. En el presente trabajo se reconstruye el modelo de transformaciones agrosocioeconómicas que subyace en The Struggle for Maize de Elizabeth Fitting, obra que interpreta un conjunto de datos etnográficos e históricos de una comunidad del sur del valle de Tehuacán, México, en relación con dinámicas mundiales o continentales de la producción y distribución alimentaria. La autora apela a la teoría de los regímenes agroalimentarios de Philip McMichael y otros autores para dar cuenta de un desarrollo agrosocioeconómico local. La labor de (...) acople que realiza The Struggle for Maize implica un modelo de la articulación entre lo mundial y lo local; un modelo que podría generalizarse para dar cuenta de dinámicas en otros escenarios. Sin embargo, hay que extraerlo pues The Struggle for Maize no lo presenta a modo de un esquema conciso y explícito. A ese fin se orienta el presente artículo: con base en la teoría de categorías, aquí se reconstruye el modelo mencionado como un diagrama de la categoría de los conjuntos. La intención principal es explorar las posibilidades expresivas del aparato en cuestión, así como desarrollar un modo de presentación didáctico que le permita al lector entender cabalmente la propuesta de Fitting y comprender el instrumento reconstructor empleado. El presente texto ilustra una manera de reconstruir arquitecturas conceptuales usando como ejemplo una monografía académica con importante impacto social, pues incide en la discusión actual sobre la soberanía alimentaria. Like Wittgenstein, John Searle believes that much of analytic philosophy—especially the philosophy of mind—is founded on confusion and falsehood. Unlike Wittgenstein, he does not consider this condition to be endemic to philosophy. As a result, Searle's dual goals in The Rediscovery of the Mind are to rid the philosophy of mind of the fundamental confusions that plague it, and to set the field on the path toward genuine progress. Thus, the book opens with a chapter entitled “What's Wrong with the (...) Philosophy of Mind?” and closes with “The Proper Study.” The text is a blend of old and new: Searle introduces several new ideas, the most important of which is his thesis of the unconscious, and incorporates them into theses that have figured prominently in his previous works. Even for those who will find little to agree with in this book, The Rediscovery of the Mind serves as a testament to the sheer scope and iconoclasm of Searle's work. (shrink)

RESUMEN Desde una visión ético-ontológica de la vida, esta posee una entidad propia. Una entidad que no dejaría de ser tal bajo un reconocimiento pleno de la entidad jurídica de todo lo vivo y sus capacidades de agencia, ya que ello implicaría no el flotar jerárquico-simbólico de una significación antropocéntrica sino el flotar discursivo de una significación biocéntrica mucho más amplia e igualitaria. En esa medida, el objetivo principal de este artículo estriba en relacionar de forma reflexiva y filosófica el (...) vasto y complejo universo de lo natural con las particularidades antropocéntricas, jerárquicas y excluyentes de la filosofía contractualista, centrada esta última, para los fines de este texto, en el problema de la legitimidad de la soberanía tanto en el inicio del Estado moderno en la conflictividad humana hobbesiana como en las relaciones geopolíticas de la actualidad. ABSTRACT From an ethical and ontological view of life, it is accepted that life has its own entity. An entity that does not cease to be such under a full recognition of the legal entity of all living things and their capabilities of agency, since that would imply not a hierarchical-symbolic float with an anthropocentric significance, but a discursive float with a biocentric significance; much more wide and egalitarian. To that extent, the main objective of this article is to relate in a reflective and philosophical way the vast and complex universe of the natural to the anthropocentric, hierarchical and exclusive features of the contractualism philosophy. For the purposes of this text, contractualism philosophy will be centered on the problem of the legitimacy of sovereignty at the beginning of the modern state with the Hobbesian human conflict and in today geopolitical relations. The authors of the first constitutions of the Spanish-American world, in New Granada, were also scientists who published articles on geography, natural history, political economy, population or medicine. From this observation, the article seeks to show how these scholars understood how to apply the new naturalistic knowledge to the regeneration of society in their constitutional work. This ambition entailed the need to destroy the supposedly artificial and despotic hierarchies of the Ancien Régime, based on the genealogical transmission of dignities and (...) infamy, in order to replace them with others that were "natural". This device did not mean the constitutional triumph of equality, since, to take up a formula of Madame de Staël, equality before the law would mean nothing other than the reestablishment of natural inequalities. The article firstly deals with the works of the Enlightenment of New Granada and of Baron Humboldt to understand the assumptions of their naturalistic anthropology on the "American man", which later served to think, in revolutionary times, about certain political topics such as federalism, the rights of man and the limits of citizenship. It ends with a re-reading of the Discurso de Angostura by showing how this naturalistic knowledge, influenced Bolívar's constitutionalist thought. (shrink)
