Rather than attempt to provide an exhaustive and impossibly (...) long list of scholars’ names and dates, this article outlines the history of Latin American philosophy while trying to provide a meaningful sense of detail by focusing briefly on individual thinkers whose work points to broader philosophical trends that are inevitably more complex and diverse than any encyclopedic treatment can hope to capture. A distinctive focus of 19th- and 20th-century Latin American philosophy is the convergence of identity formation and political liberation in ethnically and racially diverse postcolonial contexts. From this perspective, Omar Rivera interprets how a "we" is articulated and deployed in central political texts of this robust philosophical tradition. In particular, by turning to the work of Peruvian political theorist José Carlos Mariátegui among others, Rivera critiques philosophies of liberation that are invested in the redemption of oppressed identities as (...) conditions for bringing about radical social and political change, foregrounding Latin America's complex histories and socialities to illustrate the power and shortcomings of these projects. This book offers to the international reader a collection of original articles of some of the most skillful historians and philosophers of biology currently working in Latin American universities. During the last decades, increasing attention has been paid in Latin America to the history and philosophy of biology, but since many local authors prefer to write in Spanish or in Portuguese, their ideas have barely crossed the boundaries of the continent. This volume aims to remedy this state (...) of things, providing a good sample of this production to the English speaking readers, bringing together contributions from researchers working in Brazilian, Argentinean, Chilean, Colombian and Mexican universities. There is very little study of Latin American Philosophy in the English-speaking philosophical world. This can sometimes lead to the impression that there is nothing of philosophical worth in Latin American philosophy or its history. The present article offers some reasons for thinking that this impression is mistaken, and indeed, that we ought to have more study of Latin American philosophy than currently exists in the English-speaking philosophical world. In particular, the article argues for (...) three things: (1) an account of cultural resources that is useful for illuminating the fact of cultural differences and variations in cultural complexity, (2) a framework for understanding the value of philosophy, and (3) the conclusion that there is demonstrable value to Latin American philosophy and its study. Critique of Latin American Reason is one of the most important philosophical texts to have come out of South America in recent decades. First published in 1996, it offers a sweeping critique of the foundational schools of thought in Latin American philosophy and critical theory. Santiago Castro-Gómez argues that “Latin America” is not so much a geographical entity, a culture, or a place, but rather an object of knowledge produced by a family of discourses in (...) the humanities that are inseparably linked to colonial power relationships. Using the archaeological and genealogical methods of Michel Foucault, he analyzes the political, literary, and philosophical discourses and modes of power that have contributed to the making of “Latin America.” Castro-Gómez examines the views of a wide range of Latin American thinkers on modernity, postmodernity, identity, colonial history, and literature, also considering how these questions have intersected with popular culture. His critique spans Central and South America, and it also implicates broader and protracted global processes. This paper articulates a methodological strategy for creating a “conceptual home” whose aim is the enabling and promotion of Latin American feminist philosophy in the context of Latin American feminist theory's concern for the relationship between theory and practice. The author argues that philosophy as a discipline is still too compromised by masculine-dominant, Anglocentric, and Eurocentric ways of representing knowledge such that discursive and ideological impediments make it difficult to conceive and develop ways of feminist theorizing (...) that arise from an interpellation of the philosopher by the Latin American conditions affecting her social and cultural life. The author offers a fourfold approach to grounding knowledge, based on the principles of pursuing a critical approach to knowledge, a concern for the relationship of theory and practice, an orientation toward progressive political projects of freedom and liberation in the context of Latin American history and politics, and a transformative politics of culture. It is argued that through such specific methodological concerns, Latin American feminist philosophy can attain a distinct identity and stop depending for its articulation on paradigms of knowledge whose premises are not necessarily best attuned to understand the issues it must confront in its sociocultural practice. Abstract:Latin American modernity/coloniality studies emerged in the early 1990s from a network of scholars focused on charting the nature and consequences of causal connections between the first appearances of modernity in Europe and Spanish and Portuguese colonialism in the Americas beginning in 1492. In this article, I address primarily epistemological and ontological issues raised by this literature for issues pertaining to the history and philosophy of science. The first section briefly summarizes the sixteenth century differences that were the (...) starting point of the modernity/coloniality analyses and points to just a few of the still-emerging feminist issues about this early era. The second section focuses on the distinctive epistemic and political stances that Latin American decolonial theorists use today to frame such analyses: they intend to do theory “otherwise.” This Latin American project has been conceptualized through Gloria Anzaldúa's influential “borderlands” thinking and aligns with the feminist standpoint methodology and other knowledge-from-below projects that have appeared in all of the social justice movements. A distinctive form of anticolonial analysis has been emerging from Latin America in recent decades. This decolonial theory argues that important new insights about modernity, its politics, and epistemology become visible if one starts off thinking about them from the experiences of those colonized by the Spanish and Portuguese in the Americas. For the decolonial theorists, European colonialism in the Americas, on the one hand, and modernity and capitalism in Europe, on the other hand, coproduced and coconstituted each other. (...) The effects of that history persist today. Starting thought from these LA histories and current realities enables envisioning new resources for social transformations. These decolonial insights seem to receive only a passing recognition in the Latin American social studies of science and technology projects that have begun cosponsoring events and publications with northern equivalents. My focus will be primarily on the decolonial theory and on just two of its themes. One is the critical resources it offers for creating more accurate and progressive northern philosophies and histories of science as well as social studies of science. The hermeneutic resources necessary for understanding Indigenous women’s lives in Latin America have been obscured by the tools of Western feminist philosophical practices and their travel in North-South contexts. Not only have ongoing practices of European colonization disrupted pre-colonial ways of knowing, but colonial lineages create contemporary public policies, institutions, and political structures that reify and solidify colonial epistemologies as the only legitimate forms of knowledge. I argue that understanding this foreclosure of Amerindian linguistic communities’ ability to collectively engage (...) in interpretive processes of culture and be heard and understood as coherent is an essential background condition to conceiving and theorizing the multiplicity of social oppressions and their intersections in contemporary Latin American contexts. Further, the work of disrupting and disobeying colonial interpretive frameworks has long been practiced by Indigenous women in Latin America, whose testimonies and expressions have been made sub-audible by design in colonial systems of meaning-making. This is part of the extensive legacy of the long quillwork of communal alphabets of survival. (shrink)

Latin American and Latinx philosophers have a long and rich history of deep engagement in public life through a variety of different projects and venues. This chapter offers a brief survey of the historical development and practice of philosophy in public life in Latin American and Latinx traditions. Because of their unique histories, it engages public philosophy in Mexico and Argentina separately. The chapter shows that a guiding thread in Argentinian public philosophy is a deep‐rooted concern (...) about the threats created by political and intellectual authoritarianism and strategies for pushing back against this oppression by developing emancipatory practices and democratic alternatives. This work runs through a long line of Argentinian philosophers from José Ingenieros and Alejandro Korn to María Lugones and Diana Maffía. Public philosophy is clearly a vibrant and ongoing enterprise in contemporary Mexico. Argentina also possesses a long and rich tradition of public philosophy. (shrink)

This article reconstructs the genealogy of the figure of the “global south” from the 1970s to current uses in policy, academic, and political discourses in several countries, to point out its limitations and its unintended ideological consequences. It discusses its connections with similar earlier figures like Antonio Gramsci’s “southern question” and the “third world,” establishing continuities and differences. After tracing the uses of the “global south” in several disciplinary fields, it contrasts them, through specific examples, with the way in which (...) scholars in Latin American Studies have analyzed the history of capitalist globalization and the social and political responses to it more effectively. ABSTRACT This article offers the first step in an ongoing project of revisiting the foundations of latinidad and lo latinoamericano by focusing on the exclusions enacted by the history of these concepts and the cultural and political identity that comes with them. In conversation with Susana Nuccetelli and Omar Rivera, the author focuses on two emblematic authors in the history of Latin American philosophy (Simón Bolívar and José de Vasconcelos) that are usually read as offering a novel, liberatory (...) conception of the Latin American reality/identity, categorically different from European and Anglo-American conceptions. This common reading of some of the foundational texts on Latin American identity, however, conceals not only the active, textual removal of Blackness in the construction of this identity, but also the literal subtraction of Black bodies, lives, and histories from the Latin American nations and communities. Both of these elements are an explicit part of the philosophical programs of Bolívar and Vasconcelos. The article shows how the thought and political practice of these two authors, celebrated in different ways as foundational of what we understand as Latin America today, exemplify the exclusionary historical demarcation of latinidad. This article identifies temporality as a constructed and elemental level of aesthetic experience, and exposes the elemental role of such aesthetic experience in the unfolding of contemporary Latin American liberatory thought. This particularly with regard to the sense of temporality that underlies the unfolding of the development of modernity, a development that occurs throughout the colonization of the Americas in the construction of a rational European ego cogito and its "other." Temporality in the westernizing linear sense figures a (...) projective horizon for the perception and understanding of existence and its coming. The key aim and meaning of all existence under this linear temporality is order and progress. However, ultimately in looking at Latin American thought and experience one finds a distinct sense of history and temporality beyond the possible determination of that sustaining westernizing European thought. In the recognition of distinct temporalities space-times open for rethinking modernity and the accompanying senses of humanity, life, freedom, and philosophical thought's issues and ways of articulating beings. The objective of this article is to introduce a new concept for grouping all countermajoritarian instruments which became the true casualties of polity design during the New Latin American Constitutionalism (NLAC). This theoretical endeavor, which has not been undertaken until now, will be discussed on the basis of the constitutional upheavals that occurred between 1999 and 2009 in Venezuela, Ecuador, and Bolivia. By addressing a specific theme of this experience, namely its implications for the relationship between democracy and (...) countermajoritarian devices, this article shows why an aggregating concept such as state ataraxy is needed. This concept fills the gap that hinders understanding of what has been institutionally dismantled in the course of these reforms. The article then challenges the claim that with the collapse of countermajoritarian institutions, democracy necessarily collapses. It concludes with a new assessment of the novelty that the NLAC may have brought concerning the tension between democracy and countermajoritarian institutions. The findings contribute to understand one of the most enduring concerns of state theory in general, the tension between democracy and the rule of law. (shrink)

El derecho a migrar, como el derecho a la salud del migrante, se encuentran reconocidos en la Ley de Migraciones Nro. 25871/2003 de Argentina. Dicha ley constituye un avance legislativo en derechos humanos; resultado de un largo proceso constituyente, deliberativo, que dio lugar a un modelo inclusivo de migración sin precedentes internacionales en su momento. Sin embargo, recientemente asistimos a un giro en políticas migratorias (DNU 70/2017). Como consecuencia, se produce un retroceso en derechos sociales y políticos. En lo que (...) hace al derecho a la salud, la instauración de políticas neoconservadoras (Cobertura Universal de la Salud –CUS-) impulsó leyes provinciales (Ley 6119/2019) destinadas a exigir seguros pagos de salud para migrantes, contrarios a nuestra constitución. El objetivo del presente trabajo es analizar las raíces de éstos cambios en las normativas citadas sobre migraciones y salud; aplicando un marco de justicia social que nos permita comprender, críticamente, cómo la bifurcación de políticas distributivas y de reconocimiento en las mismas legislaciones habilitó el desarrollo de políticas neoconservadoras impuestas a través de decretos autoritarios; cuyas consecuencias trascienden la esfera de los migrantes, haciendo peligrar al mismo sistema de salud argentino como bien público. The discovery of America was one of the major events that determined the establishment of the world-historical process. However, for a long time this large-scale and all-important phenomenon, as well as the concept itself, was interpreted strictly in accordance with the Eurocentric attitudes and assessments of history. The European outlook tended to review the ambiguous, heterogeneous in its content, and accompanied by contradictions phenomenon in narrow geographical, political, economic, and epistemological perspectives. The usual interpretation lacked the cultural-historical, philosophical, and cultural (...) meanings. The author of the article attempts to fill the lost meanings and to expand the very meaning of the concept of “the discovery of America” by changing perspectives - from the European to the American one, in which the concept reaches a new interpretative level by having defined the continent-wide culture-forming strategy, and is able to absorb many meanings of self-identification of the subject involved in the global historical process. The article concerns history, its origins, goals, and end. The article focuses on two concepts of historical development. One is the concept of the “end of history” by Francis Fukuyama. The article’s authors consider in detail the main provisions of this concept. However, the main emphasis is on the critical reception of this concept within the framework of the philosophy of liberation (represented by Arturo Andrés Roig). Roig’s criticism reveals the Eurocentrism inherent in this concept and shows that it carries (...) the main features inherent in the European worldview and European mentality, which is why it is initially perceived as unsuitable for the Latin American continent. The second concept of historical development analyzed in this article is the earlier concept of the “Axial Age” by K. Jaspers. This concept is often perceived as one of the most striking anti-Eurocentric concepts. At the same time, Jaspers himself is regarded as the founder of the dialogue of cultures and intercultural philosophy and a supporter of civilizational pluralism. The article consistently analyzes three aspects of this concept - the motivation for its creation (presented by Jaspers himself), the criteria for identifying historical and prehistoric cultures (and the associated identification of three centers of the axial period), and the question of the possibility of a new axial age. The article argues that Jaspers’ concept can rightly be called Eurocentric rather than anti-Eurocentric, since both in the initial motivation for creating this concept and in the process of its development and vision of the prospects for the possibility of a new axial age, Jaspers proceeds from the presuppositions characteristic of the European worldview, which is universalized by him and presented as objective and the only correct ones. Ultimately, the study shows that the fight against Eurocentrism is a logical continuation of the latter and carries all the main features of the European mentality. (shrink)
