This paper examines some of the key characteristics of a socialist health care system using the example of the British National Health Service (NHS). It has been claimed that the NHS has socialist principles, and represents an island of socialism in a capitalist sea. However, using historical analysis, this paper argues that while the NHS claims some socialist ends, they could never be fully achieved because of the lack of socialist means. The socialist mechanisms which were associated with (...) earlier plans for a national health service such as a salaried service, health centres, elected health authorities and divorcing private practice from the public service were discarded in negotiation. Moreover, even these would have achieved socialism merely in the sense of distributing health care, without any deeper transformation associated with doctor-patient relationships and prevention. In short, the NHS is more correctly seen as nationalised rather than socialised medicine, achieving the first three levels of a socialist health service identified here. It can be said to have socialist principles in the limited distributional sense and has some socialist means to achieve these. However, it lacks the stronger means to fully achieve its distributional goals, and is very distant from the third level of a radical transformation of health care. (shrink)

Society has historically not taken a benign view of genetic disease. The laws permitting sterilization of the mentally re tarded~ and those proscribing consanguineous marriages are but two examples. Indeed as far back as the 5th-10th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have not been (...) inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. The bill, termed the National Genetic Diseases Act is, however, still far from being enacted. ABSTRACTSome people might argue that there are already too many different documents, guidelines, and regulations in bioethics. Some overlap with one another, some are advisory and lack legal force, others are legally binding in countries, and still others are directed at narrow topics within bioethics, such as HIV/AIDS and human genetics. As the latest document to enter the fray, the UNESCO Declaration has the widest scope of any previous document. It embraces not only research involving human beings, but addresses broader (...) concerns in medicine and healthcare. The UNESCO draft declaration has some minor weaknesses, but on the whole, the strengths outweigh the weaknesses. One weakness is that some items in the draft are stated in a way that is too restrictive, thereby appearing to rule out legitimate activities. A strength of the Declaration is that it is relatively brief, yet at the same time contains sufficient detail to make it something more than a rehearsal of mere pieties. As the most recent of the numerous bioethics and human rights documents, the UNESCO draft draws on many of the earlier documents and also includes some of the most recent thinking about ethical norms and obligations. Perhaps its greatest strength lies not in details of the principles or their implementation, but rather in its stature as an international declaration issued by a United Nations organization. However, the majority of scientists support embryonic stem cell research, believing that it offers good prospects for the treatment of diseases that have remained incurable until now and so will benefit humankind. The Ethics Committee of the Department of Ethical, Legal, and Social Implications of the Chinese National Human Genome Center at Shanghai seriously discussed the ethical debate initiated by embryonic stem cell research. We concluded that we should support the scientists of our country in actively carrying out human embryonic stem cell research for the noble cause of "medicine being a beneficent art." Science 266 (7 October): 20-22, p. 20), Internet resources now receive numerous levels of organization, from basic directory listings (...) to elaborate "links" (cross-references to other Internet documents) that flash and glow in the dark. In many ways, the Internet functions as a direct extension of the traditional library. Following linked references across various sites is an electronic version of browsing library stacks, and the serendipitous discoveries made while "surfing the Net" recall the wonders of physically going "book-to-book." Although many of the Internet's best aspects augment library strengths by eliminating physical distance from sources, Net resources pose unique problems for researchers. It is not always clear who is responsible for the content of Web documents, when the document was produced, or how often (if ever) it is updated. Internet resource tools, then, must enable researchers to identify appropriate resources and to evaluate what they find when they get there. The aim of this chapter is to clarify the meaning and the use of the concept of relativism in the context of National Socialism (NS). This chapter analyzes three aspects of the connection between relativism and NS: The first part examines the critical reproach that NS is a form of relativism. I analyze and criticize the common core of this widespread argument, which is developed in varying contexts, was held in different times, and is still shared by several (...) authors. The second part investigates the ideological debate among Nazi philosophers themselves concerning whether NS is indeed a form of relativism. I focus on the epistemological consequences of Nazi anthropology and analyze both its relativistic tendencies and the strategies used to reject relativism. In contrast to the received view, I argue that Nazi philosophers attempted to overcome both absolutism and relativism. The third part investigates the academic debate on relativism during NS, using the example of the prize question on relativism that was announced by the Prussian Academy of Science in 1936. By examining the academic approaches to the problem of relativism, I also address the question of how broader philosophical debates were related to the core of Nazi ideology. Academic philosophers took the self-understanding of Nazi philosophers seriously. They saw the shared aim of overcoming relativism as an opportunity to collaborate with NS. The brief conclusion summarizes the findings of the chapter. I conclude that, in the context of NS, critics, ideologists, and academics understand and use the concept of relativism in the same way. In 1933 the philosopher Martin Heidegger declared his allegiance to Hitler. Ever since, scholars have asked to what extent his work is implicated in Nazism. To address this question properly involves neither conflating Nazism and the continuing philosophical project that is Heidegger's legacy, nor absolving Heidegger and, in the process, turning a deaf ear to what he himself called the philosophical motivations for his political engagement. It is important to establish the terms on which Heidegger aligned himself with National (...) Socialism. On the basis of an untimely but by no means unprecedented understanding of the mission of the German people, the philosopher first joined but then also criticized the movement. An exposition of Heidegger's conception of Volk hence can and must treat its merits and deficiencies as a response to the enduring impasse in contemporary political philosophy of the dilemma between liberalism and authoritarianism. During the last decades, in different places and under different circumstances, some physicians and other health professionals have supported state violence. The Holocaust is a prime example for how doctors can cooperate with the state to plan, give ideological support to and implement violent policies. As a consequence of the Industrial Revolution, people gained access to health promotion and health protection, not as an achievement of the welfare state, but as a tool necessary to maintain healthy and more productive workers. (...) Gradually, all social strata, employees and their relatives gained access to health coverage. Physicians as a group increased in number and changed the structure of their profession by establishing a symbiotic relationship with the state. Between the state and the medical class, different models of cooperation can be distinguished. In general, we can affirm that with the implementation of a public health system, greater interdependence among the state and the medical class was established. In the case of authoritarian or totalitarian regimes, the support of the medical class for violent policies depends on the degree of previous cooperation. National Socialist Germany and the Soviet Union are two striking examples of totalitarian states in which strong public health systems and subsequent close cooperation between the medical class and the state can be observed. In both countries, violent state policies were quickly accepted and integrated into medical practice. Practices such as forced sterilization, murder of patients or experimentation with prisoners were prevalent under National Socialism. The abuse of psychiatry as tool for exerting power was common in the Soviet Union. South American dictatorships constitute examples of totalitarian states with weak previous cooperation between the medical class and the state, as they did not have strong public health systems. In those countries, support for state violence can be found, such as participation of health care professionals in torture or abduction of babies, but cooperation was not as strong as in Nazi Germany or the Soviet Union. In other cases in which no strong previous relationship existed between medicine and the state, authoritarian regimes were not accompanied by medical support for violence, such as in the case of the Rwandan genocide or in Cambodia, where doctors were persecuted and murdered based on their membership of the bourgeois class. The "Socialist Calculation Debate" is little known outside the economics profession, yet this inter-war debate between liberal and socialist economists on the practical feasibility of socialism has important implications for all contemporary public sector bureaucracies. This article applies the Mises-Hayek critique of central planning that emerged from this debate to the crisis presently facing the British National Health Service. The Mises-Hayek critique suggests that the UK government's plan for a renewal of the National Health Service will fail (...) because of the epistemological pathologies that face any centrally planned system. It is argued that the key lesson of the Socialist Calculation Debate is that market prices and private property rights are essential for the efficient allocation of resources and the attainment of the best possible health outcomes. Splitting the difference between these two extreme positions, Charles Bambach focuses his study on the Heideggerian themes of rootedness (Bodenständigkeit) and self-assertion (Selbstbehauptung) in maintaining the close connection between Heidegger's politics and ontology, particularly during the period from 1933 to 1945. What results is a carefully researched book that vilifies more than it vindicates, though without ever denying Heidegger's place as one of the most important thinkers of the twentieth-century.Turning the tables on Heidegger and his philosophical obsession with the rootedness of the German people, Bambach explores Heidegger's own roots, insisting that we read Heidegger within his proper historical context and not within some imagined "hermeneutic vacuum" (15). This proves to be no easy task, however, as the post-1945 Heidegger took great pains in presenting his previous thought as more of a renunciation than an affirmation of National Socialist ideology. Heidegger's concerns were ontological, not political—or so he would have us think. Contesting what he calls the "The Official Story" of Heideggerian apologetics, Bambach does well in situating Heidegger's writings from that period—from the Rectorial Address of 1933, to the Introduction to Metaphysics of 1935, to the Nietzsche lectures of 1936–37 and 1944–45—in dialogue with some of the foremost Nazi sympathizers of the day. As Bambach has it, Heidegger's interlocutors were not only Plato, Aristotle, Kant, Hegel, and Nietzsche, but contemporary figures like Hans Heyse, Ernst Krieck, Alfred Baeumler, and Kurt Hildebrandt, all of whom argued in favor of National Socialism and the self-assertion of the German people. The theme of Selbstbehauptung was by no means original to Heidegger, nor was it apolitical. The self-assertion of the Volk was not an abstract idea but a very real and pressing concern, particularly at a time when Germany found itself caught between the rootlessness and nihilism of Russia to the East and America to the West.In drawing our attention to Heidegger's co-opting of National Socialist terminology, Bambach nevertheless remains open to the ever-widening gulf that existed between them [End Page 675] Ultimately, Bambach reads Heidegger's writings from 1933 to 1945 as "a philosophical attempt at geo-politics, a grand metaphysical vision of German destiny that develops both within and against the vision of political hegemony forged by the National Socialist movement" (10). While it cannot be doubted that Heidegger's talk of struggle and rootedness, sacrifice and homeland, heroic valor and native soil mimics the language of National Socialism, it is similarly hard to deny that he used these terms in a private way. Heidegger's pastorale militans did not employ a positivist metaphysics founded upon biological racism and bent on worldly domination. Instead, what Heidegger hoped for was an "ontological revolution" (99) wherein the German university would lead the way, with Heidegger himself playing the role of "philosophical Führer" (21). For Heidegger, German autochthony demanded a new beginning that would require a certain return to the Greek understanding of truth and being—Germany, after all, being the "sole nation capable of retrieving the Greek arche" (171). Needless to say, Hitler's brand of National Socialism would never lead to such a revolution—a fact that would become all too clear to Heidegger after his brief stint as rector at Freiburg. And yet, even while acknowledging "the terrible failure of a particular version of [National Socialism] in its organizational, technocratic, administrative, and military-political form" (184), Heidegger refused to relinquish the language of 'rootedness,' holding to what Bambach deems a private, "purer" (180), "Messkirchian" (10) form of National Socialism from the mid-1930s until 1945, and... Charles Bambach’s recent book Heidegger’s Roots: Nietzsche, National Socialism, and the Greeks traces the themes of rootedness and the earthly in Heidegger’s thought. Focusing on the role of these themes in the major works of the 1930’s, Bambach offers an account of Heidegger’s relation to contemporaneous conservative and National Socialist ideologies. In this review article, I question the fundamental presupposition guiding Bambach’s approach and present specific reservations regarding his use of untranslated material from Heidegger’s Nietzsche lecture courses.

According to Trawny, Heidegger’s Black Notebooks show that he turned away from any National Socialism in 1938 and that his thinking could be “contaminated” by National Socialism and anti-Semitism only between 1931 and 1944/1945. However, in this paper it is argued that already in Being and Time Heidegger had made a case for National Socialism; that he discovered in 1938 the “true” National Socialism, and that Trawny’s main criterion regarding Heidegger’s anti-Semitism is (...) false. Heidegger’s case is compared with Max Scheler, who, because of Hitler, turned from the right to the centre. In addition, alternatives to Trawny’s detailed interpretations of three of Heidegger’s anti-Semitic remarks are offered, it is shown that Trawny misconstrues Heidegger’s anti-Semitism, and the anti-Semitic aspects of Heidegger’s history of Being are presented. Writing in 1935 as "Hugo Fiala," Karl Löwith not only connected Martin Heidegger and Carl Schmitt to an apparently contentless "decisionism" but drew attention to the fact that his correspondent Leo Strauss had attacked Schmitt—like Heidegger an open Nazi since 1933— from the Right in 1932. In opposition to the views of Peter Eli Gordon, Heidegger's bellicose stance at the Davos Hochschule of 1929 is presented as "political" in Schmitt's sense of the term while Strauss's embrace of Heidegger, never regretted, (...) showed that he ceased to be Nietzsche's "Good European" in his thirtieth year. A more significant "change of orientation" is revealed in Strauss's 1932 version of the "second cave," a pseudo-Platonic image of Verjudung . Revelation had disrupted a nihilistic "natural ignorance" that could only be reversed by an elite's secret decision for a self-contradictory content: only an atheistic religion provides a post-liberal solution to "the theological-political problem.". People have been attaching increasing importance to national consciousness in recent years. Why is there a general tendency for national consciousness to become stronger in today's world? And why are even the socialist countries no exception? This is indeed an issue worth studying. My paper, "A Preliminary Analysis of ‘National Consciousness,’" was basically limited to explanation and interpretation and did not touch on the subject. Focusing on the spectacular propaganda exhibitions “Degenerate Art” and “Degenerate Music,” critical studies of Nazism's art policy long considered the regime's public attack on modernism and the turn to pseudo-classicism as decisive proof of Nazism's reactionary character. Studies such as Die Kunst im Dritten Reich , which inspired broader research on the topic in the early 1970s, subscribed to a modern conception of aesthetics in which art expresses complex systems of ideas in progress. Artistic style, from this perspective, corresponded to (...) political tendencies and reflected the traditional divide between conservatism and progressivism. But those boundaries have become blurred in the wake of more recent research, which has demonstrated the involvement of modernist artists in Nazi art and, conversely, the continual performance of popular jazz music in the Third Reich . Seen against such instances of modernist collaboration and its own occasional mimicry of modernism, National Socialism acquires a more ambivalent profile, characterized by the ongoing conflict between reactionary factions and those who favoured modernization for various reasons. This paper is an exploration of the ideology of National Socialism in the work and activity of the German terrorist group and Black Metal band Absurd. Historians are divided—and many have criticized how postwar Germany dealt with denazification—, but the fact is that Nazi ideology has been part of the political and social spheres in Germany since then. Neo‑Nazism saw a revival especially in the first years after unification, which coincided with the beginning of Absurd’s story and career. (...) Today, they hold the title of the National Socialist Black Metal act par excellence, with a 28‑year music career actively supporting and promoting Nazi ideology. Absurd makes a very interesting case study, since the band has played a key role in preserving and transmitting Nazi ideology, not just in Germany, but also worldwide. (shrink)

The Nacional Socialist totalitarian project unleashed an unprecedented savagery in Europe, giving raise to the largest war to have taken place in our history and to a never before seen systematic genocide. In opposition to those who consider this way of savagery as something purely irrational, the truth is that Nazism’s savagery was product of a “rational” project which would have its roots in the period of the Enlightenment. The cruel and inhuman murder of millions of people was the result (...) of a perfectly planned, systematic, and rational act, supported in a bureaucracy which made easier the creation of a series of psychological barriers by perpetrators and whose traces were intended to be erased from history.
