Society has historically not taken a benign view of genetic disease. The laws permitting sterilization of the mentally re tarded~ and those proscribing consanguineous marriages are but two examples. Indeed as far back as the 5th-10th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have not been (...) inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. The bill, termed the National Genetic Diseases Act is, however, still far from being enacted. The peculiarities of the “domestic” and political worlds’ interactions as well as their impact on the freedom of human choice are considered in the article. The purpose of the article is to analyze political and existential being which can be transformed in the light of collecting or distracting way. The phenomenon of national security is analyzed in theoretical as well as in practical dimension. The first part of the study of separatism is connected with the modern social world’s (...) tendency of social transgression which involves blurring the rules and limits expansion. The frontier concept as the transgressive space, which can be embodied in the form of possibility of political interaction or as a place of a political conflict, is offered. Frontier understanding in the light of a cultural dialogue permits to consider it as a perspective dynamic system in the social projects of common being construction. The second part of the article reveals three main directions of transgression: philosophical and reflexive, ethical and normative, common practices. An idea of correlation between freedom of choice, manifestation of will with the human ability of critical thinking, reflection is offered and proved. Tolerance is defined to be the strategical practice in the process of launching a dialogue program of conflicting political communication. (shrink)

New advances in neuroscience promise innovations in national security, especially in the areas of law enforcement, intelligence collection, and armed conflict. But ethical questions emerge about how we can, and should, use these innovations. This book draws on the open literature to map the development of neuroscience, particularly through funding by the Defense Advanced Research Projects Agency, in certain areas like behavior prediction, behavior modification, and neuroenhancement, and its use in the creation of novel weapons. It shows how (...) advances in neuroscience and new technologies raise ethical issues that challenge the norms of law enforcement, intelligence collection, and armed conflict, broadly grouped under the term "national security." Increasing technological sophistication without attention to ethics, this book argues, risks creating conditions for the development of "dual-use" technologies that may be prone to misuse, are grounded in an incomplete understanding of the brain, or are based on a limited view of the political contexts in which these technologies arise. Is it possible and whether it is necessary to consider the events of the inter-church and inter-church Orthodox life of Ukraine through the prism of national security? What are the pain points in relations between the Ukrainian state and the Orthodox Churches? Does the legislation in Ukraine regulate state-church relations in Ukraine and whether it is Ukrainian-centric? These and other issues were the subject of consideration of the Expert Round Table on "Fighting Identities in Orthodoxy of Ukraine after (...) the" Revolution of Dignity ": an aspect of national security", which took place in Kyiv on July 1, 2014. The organizers of the event were the All-Ukrainian Society "Prosvita" named after Taras Shevchenko and the Ukrainian Association of Religious Studies. In the work of the Round Table, in addition to the representatives of the organizers of this conference, experts from the UOC-KP, UOC-MP, the All-Ukrainian Orthodox Brotherhood of Andriy Pervozvannogo of the UOC-KP, scholars and public figures from different cities and regions of the country, and other interested persons took part. This chapter provides an analysis of the long process of introducing an electronic identity for online authentication in Germany. This process is described as a multi-facet innovation, involving actors from different policy fields shifting over time. The eID process started in the late ‘90s in the context of eGovernment and eCommerce with the legislation on e-signatures, which were supposed to allow for online authentication of citizens. When after 5 years it was recognized that this was not the case, a new (...) digital ID card, which had meanwhile been announced, was chosen as token for the eID. This process was dominated by the concerns for visual inspection and border control, including the storage of digital fingerprints. Under the leadership of the Ministry of the Interior (BMI) and technical guidance of the Federal Agency for Information Security (BSI), technical specifications have to a large extent been adopted from the electronic passport, which had been smoothly introduced 2 years before. However, in the legislative process some concern regarding digital fingerprints on the eID card was raised and led to an opt-in solution. In 2009, a bill on the new ID card was passed which regulates the eID function for online authentication as well. This is characterized as a radical innovation by introducing a double-sided, mutual authentication of the citizen and the service provider and implementing the principle of proportionality regarding the access of service providers to data on the chip. At the time of writing, field tests are conducted. Roll-out of the new eID card is to start in November 2010. Therefore no figures about adoption can be provided here. (shrink)

The promise to keep "secrets of state," once demanded and given, becomes virtually part of one's core identity. In the national security apparatus, one's pride and self-respect is founded in particular in the fact that one has been trusted to keep secrets in general and trusted with these particular secrets. I suggest that there are psycho-social aspects of promises made under these circumstances—bearing on self-image and self-respect, as well as status and acceptance in the larger society— that especially (...) inhibit violating these particular promises. The circumstances I have in mind apply to "secret societies" ranging from the Mafia or associations like the Masons to the CIA, and much more broadly to the Departments of Defense and State and the multitude of corporate contractors that do classified work for the Pentagon and the "intelligence community." Thus what is most feared by most prospective secret-tellers—with good reason— is social isolation, ostracism, exile, if they reveal the secrets of the group. If they are found out, they can expect the loss of friends and relationships, more or less irrevocably, as well as loss of job and career. What would a better secrecy system in a democracy look like? Let's take a moment to be utopian and consider some features it might have or omit, without asking what we could get from this Congress and this president or the next. (shrink)

In the wake of revelations about the American Psychological Association's complicity in the military's enhanced interrogation program, some psychologists have called upon the association to sever its ties to national security agencies. But psychology's relationship to the military is no short-term fling born of the War on Terror. This article demonstrates that psychology's close relationship to national security agencies and interests has long been a visible and consequential feature of the discipline. Drawing on social scientific debates (...) about the relationship between national security agencies and the social sciences in the late 1960s and early 1970s, this article also provides cautionary lessons for psychologists confronting the torture controversy. It concludes that an ethically robust response to this controversy requires that psychologists engage in a sustained reckoning with the powerful institutional, epistemological, and financial incentives that have bound the discipline to the military and intelligence communities since World War I. The major part of India’s architectural heritage is to be found in its towns. This paper will, after an historical survey, look at the various agencies that over the last two decades have been concerned with urban heritage, to examine their agenda, and the pressures they face. ‘Heritage cities’ is a term which appears not only in documents of the Archaeological Survey of India and of the Indian National Trust but also, more recently, in statements made by the (...) class='Hi'>Ministry of Urban Development, the Government of Delhi in the context of the Commonwealth Games, and the Ministry of Tourism. The paper will discuss ‘preservation’ of facades/interiors of individual buildings, or of precincts, the use/reuse of historic areas/buildings, and the references to history, through commemoration, naming/renaming, erasing. This volume examines the ethical issues generated by recent developments in intelligence collection and offers a comprehensive analysis of the key legal, moral and social questions thereby raised. Intelligence officers, whether gatherers, analysts or some combination thereof, are operating in a sea of social, political, scientific and technological change. This article argues that the encounter between Andromache and Ulysses in Seneca's Troades engages with the genre of declamation to juxtapose two different discourses surrounding torture: one focussed on torture's connection to truth, the other on its connection to tyranny. It describes how the Greek general Ulysses, convinced of the danger of letting the Trojan prince Astyanax live, threatens his mother Andromache with physical torture in order to ascertain the truth of Astyanax's whereabouts. However, Ulysses is countered by Andromache's rhetoric, (...) through which, the article shows, she depicts herself as the archetypal heroic victim of a tyrant. It discusses how Ulysses innovates with an effective psychological torture in response. The article sets the scenario within the broader rhetorical context and demonstrates how it reflects debate among the contemporary elite about the necessity of, and the risks from, the rising use of torture by the Julio-Claudian emperors, a debate which resonates in the modern era. In contemporary academic, political, and media discourse, terrorism is typically portrayed as an existential threat to lives and states, a threat driven by religious extremists who seek the destruction of Western civilization and who are immune to reason and negotiation. In many countries, including the US, the UK, and Australia, this existential threat narrative of terrorism has been used to justify sweeping counterterrorism legislation, as well as military operations and even the use of tactics such as torture and indefinite detention. In this chapter I outline the components of the existential threat narrative, and explain how critical terrorism scholars have critiqued this narrative on two main grounds: that it is based on false empirical claims about the nature, scale, and motivations of modern non-state terrorism, and that counterterrorism policies and practices based on this narrative have had extremely destructive consequences for individuals, communities, and states—in some cases, causing far more destruction than terrorism itself. In the final section I offer some suggestions for the direction of future terrorism research in light of these critiques of the existential threat narrative. (shrink)

Revolutions and aborted revolutions and bitter civil and "local" wars in the 1980s and since have raised new questions about national security, its definition, and its implementation. Nevertheless, a number of basic philosophical and political issues remain constant at a level deeper than tactical considerations. These are what eight accomplished philosophers, political scientists, Christian ethicists, and policymakers came together to discuss. They ask the fundamental and perduring questions of pacifism, war, intervention, and political negotiation. They focus on such (...) problems as ascertaining the role of the churches in the quest for peace, defining "national interest" and "national purpose," and construing intervention in other that strictly unilateral terms. This paper theorizes that the effect of human rights violations on US economic aid is conditioned by the salience of US national security concerns. National security concerns will be more salient in situations where recipients contribute to maintaining US security and in temporal eras when the USA is perceived as being under increased external threat. As the relational and temporal salience of national security increases, any negative effect of human rights violations on US (...) economic aid should decrease. I test this hypothesis by examining US economic aid allocations to states from 1977 to 2005. The results show that the salience of national security concerns present in the US-recipient relationship does condition the relationship between human rights violations and US economic aid. There are also significant differences between different temporal eras of US foreign aid allocation. Future work should address how conflicts between interests and values in US foreign policy are negotiated. (shrink)

On September 4, 2001, press reports indicated that the Defense Intelligence Agency of the U.S. Department of Defense planned to reproduce a strain of anthrax virus suspected of being held in Russian laboratories. According to the same reports, the Central Intelligence Agency, under the auspices of Project Clear Vision, is engaged in building replicas of bomblets believed to have been developed by the former Soviet Union. These small bombs were designed to disperse biological agents, including anthrax. Government attorneys were said (...) to be confident that, because these projects were designed to develop defensive measures, they were not in violation of the 1972 Biological and Toxin Weapons Convention. Most discussions of the relationship between liberty and security focus on the idea that enhancing citizens’ security may require imposing constraints on their civil liberties. This paper explores the question of how measures to enhance security stand vis à vis the idea of political liberty, i.e. the idea of citizens’ collectively directing the power of their state. It distinguishes two models whereby citizens might enact that ideal of self-rule and argues that with respect to issues of (...) class='Hi'>national security, the less direct model, which entrusts political agents to make decisions beyond direct democratic input, will often be more appropriate. It argues as well that various practices often seen as fundamentally at odds with the ideal of rule by the people are in fact consistent with a reasonable construal of that ideal. This article examines a new dimension in the Nigerian Pentecostal understanding of sexuality, which is influenced by the security gospel emanating from Mountain of Fire and Miracles Ministries in Nigeria. This new dimension is noted in how Mountain of Fire and Miracles Ministries intricately connects sexuality with destiny. This article shows how Mountain of Fire and Miracles Ministries promotes a conservative understanding of sexuality as the key to securing believers' destinies. Understanding sexuality from the security gospel perspective is (...) an indication that the Pentecostal theology of sex is dynamic and ambivalent, especially when the theology is spiced with African traditional beliefs. This is demonstrated through a content analysis of the teachings and messages of Pastor Daniel Olukoya, the founder of Mountain of Fire and Miracles Ministries, which are available in print, audio and video clips. It is argued that the persuasive manner in which these teachings are presented tends to create a phobia of sex in the minds of listeners. (shrink)

Gender differences have been observed regarding many political and social issues, yet we lack comprehensive evidence on differences in perceptions on a wide range of security issues increasingly important to voters: military threats, criminality, and terrorism. Previous research suggests that when women are highly politically mobilized, as they are in Sweden, gender differences in political opinion are large. On the other hand, Swedish politicians have worked hard to reduce gender stereotypical thinking. This prompts the question: Are there gender differences (...) in attitudes on security issues in Sweden, and if so, in what ways do the attitudes differ? This study is based on comprehensive data from focus groups and a large-scale survey. The results show that women were more prone to respond with an “ethic of care,” across security issues. Women were more inclined to understand security problems as structural, explained by macho culture, segregation, and injustice. Women tend to support preventive measures that provide individuals with opportunities to choose “the right path,” such as education and economic investment in deprived areas. When asked about national security, women believe more in diplomacy and dialogue. In general, women are less inclined to support various repressive solutions. (shrink)

In the U.S.A., advocates of academic freedom—the ability to pursue research unencumbered by government controls—have long found sparring partners in government officials who regulate technology trade. From concern over classified research in the 1950s, to the expansion of export controls to cover trade in information in the 1970s, to current debates over emerging technologies and global innovation, the academic community and the government have each sought opportunities to demarcate the sphere of their respective authority and autonomy and assert themselves in (...) that sphere. In this paper, we explore these opportunities, showing how the Social Contract for Science set the terms for the debate, and how the controversy turned to the proper interpretation of this compact. In particular, we analyze how the 1985 presidential directive excluding fundamental research from export controls created a boundary object that successfully demarcated science and the state, but only for a Cold War world that would soon come to an end. Significant changes have occurred since then in the governance structures of science and in the technical and political environment within which both universities and the state sit. Even though there have been significant and persistent calls for reassessing the Cold War demarcation, a new institutionalization of how to balance the concerns of national security and academic freedom is still only in its nascent stages. We explore the value of moving from a boundary object to a boundary organization, as represented in a proposed new governance body, the Science and Security Commission. (shrink)

The European Union policy is geared towards fostering the diversity of cultural expression in its member states. Globalisation, cosmopolitanism and increasing mobility of the population have been destroying the fundamental values of nation-based states. The preservation of the ethnicity of the nation is becoming an increasing challenge. In Lithuania, where ethnicity has deep roots, many prominent representatives of the Lithuanian national revival, cultural figures, philosophers and pedagogues have emphasised the importance of national culture and the development of (...) class='Hi'>national identity in the educational space in order to preserve the foundations of the state and its future sovereignty. This is, therefore, becoming an important educational challenge. In 2009, the Ministry of Education, Science and Sport of the Republic of Lithuania adopted the “Strategy for the Development of Ethnic Culture in Educational Institutions”, which was specified in the action program in 2012. However, the modelling of civic education, especially the practical implementation process, faces challenges in the area of education, one of which is the lack of proper attention from participants in education and media. The empirical research reveals that the interest of Lithuanian youth in the history of the national and ethnic culture remains low. This shows that when implementing reforms in the country’s education system, it is appropriate to impart fundamental provisions of citizenship and nationality to the young generation in a consistent and attractive manner. The aim of the article is to present the expression of citizenship and nationality in the educational space of Lithuania and to provide guidelines for improvement of civic education based on research. Radio Frequency Identification (RFID) is quickly growing in its applications. A variety of uses for the technology are beginning to be developed, including chips which can be used in identification cards, in individual items, and for human applications, allowing a chip to be embedded under the skin. Such chips could provide numerous benefits ranging from day-to-day convenience to the increased ability of the federal government to adequately ensure the safety of its citizens. However, there are also valid concerns about the (...) potential of this technology to infringe on privacy, creating fears of a surveillance society. These are concerns that must be addressed quickly, with sensitivity to individual interests and societal welfare, allowing humanity to reap the benefits of convenience and safety without paying an unacceptable price in the loss of privacy. Mihai Ralea was a university professor and prominent representative of the Romanian interwar literary intelligentsia. M. Ralea taught psychology, sociology and aesthetics, and was at the same time the director of a reputed literary magazine (Viaţa românească-Romanian Life). Ralea was also a politician, initially an important member of the National Peasant Party, representing its centre left wing. In his case, one may notice the contradiction between his moral arguments in public and his deeds after he reached positions of power (...) (Minister of Labour under the royal dictatorship, Minister of Arts under the pro-communist Petru Groza government, etc.). Ralea was also called “the moralist without morals”, and the compromises he made – manifested through his adherence to anti-democratic regimes – can be documented by numerous archival documents. Due to strong political connections, Ralea survived in the high ranks of cultural bureaucracy even during cultural Stalinism. He maintained important positions both at the University of Bucharest and with humanities research institutes of the post-1948 Soviet-style Romanian Academy of Sciences. In the late 1950s and early 1960s, he also gained posi-tions of international cultural representation with the Romanian branch of the United Nations Educational, Scientific and Cultural Organisation (UNES-CO) and the Romanian Institute for the Cultural Relations with Foreign Countries (IRRCS, the Romanian VOKS). His survival (as a professor of psychology after 1948) had a significant price – Ralea’s collaboration with the Stalinist regime. Using open sources and also newly declassified archival documents, the article is an attempt to approach M. Ralea’s case of survival in the high cultural bureaucracy in the East European context. As a nation, we seem to be of two minds about secrecy. We know that government secrecy is incompatible with democratic decision-making in obvious ways. Yet there is a near-universal consensus that some measure of secrecy is justified and necessary to protect authorized national security activities. Reconciling these conflicting interests is an ongoing challenge. In recent years, a large and growing number of public interest organizations and professional societies have turned their attention to government secrecy, identifying it as (...) an obstacle to achieving their own objectives. These professionally and politically diverse groups are united by the perception that secrecy has escalated to the point of dysfunction. On that point, there is not much disagreement. One basic premise of the critics of government secrecy is that too much information gets classified and withheld from the public in the name of national security, and that this has undesirable effects on public policy and on public discourse. But a second basic premise is that it is possible to do something about that. These organizations, including my own, do not simply want to protest against improper secrecy but to correct it. And to a remarkable extent, the secrecy system lends itself to such corrective efforts through various mechanisms that will be described below. (shrink)

This study examines Japanese reactions to neighboring countries’ behavior by addressing possible micro-motives, such as patriotism, the rational demand for national defense, and retrospective policy evaluation. This theoretical development leads to distinctive hypotheses from different motivations and directly tests them using macro-data . This research will apply this framework to Japanese politics and will show that foreign threats stimulate patriotism in the public mind and enhance political support for national leaders. It will also demonstrate that the Japanese public (...) has no optimistic view of the new prime minister and that the honeymoon effect in previous research may be confounded with the patriotic effect because the new leader is less experienced and is often challenged by foreign countries.
