In this paper we will discuss constraints on the number of (non-dummy) players and on the distribution of votes such that local monotonicity is satisfied for the Public Good Index. These results are compared to properties which are related to constraints on the redistribution of votes (such as implied by global monotonicity). The discussion shows that monotonicity is not a straightforward criterion of classification for power measures.

Introduction. The paper contains political and psychological profiles of the local self-government deputies in the city of Chelyabinsk. The purpose of the study is to examine how municipal reform in 2014 influenced institutional opportunities for creating a new model of political leadership in terms of its effectiveness on political and psychological level. Methods. The author’s approach is based on the combination of political and psychological techniques, such as qualitative content analysis, psychobiography and in-depth interview (for assessing politicians’ images in (...) mass consciousness). Scientific novelty. The author presumes that political leadership is a complex phenomenon based on institutional and psychological factors. Its institutional framework for the purpose of the research is determined by the municipal reform. The deputies’ psychological profiles are viewed as individual patterns of political behavior shaped as a result of adopting individual psychological characteristics to the demands of political role presumed by the reform’s conceptual foundations. Results. The data contain evidence that political and psychological profiles of the deputies under analysis in general lack features which make it possible to uncover the institutional potential of the reform. A new model of political leadership presumed by the reform’s conception was supposed to possess such attributes as: 1) widening political representation; 2) enhancing effectiveness of communication between leaders and followers; 3) depoliticizing agenda. The analysis shows that deputies elected under reform on the “inner” level are rigid and reproduce inertial model of political behavior. On the “outer” level their perception is superficial and does not have explicit potential to improve due to revealed unconscious parameters. Conclusions. Two electoral cycles within the reform did not fully reveal the leadership potential of the deputies. Therefore, the perspectives of its prolongation are viewed by the author as highly problematic. Introduction. The article examines the dynamics of electoral competition over four electoral cycles from 2005 to 2019 as exemplified by forming representative bodies of local self-government in the city of Chelyabinsk. Particular attention is paid to the impact that the transition of Chelyabinsk to a twotier model of forming local self-government bodies in 2014 had on the electoral competition. The purpose of the paper is to study the dynamics of electoral competition in municipal elections in Chelyabinsk before and (...) after the 2014 reform. Methods. The empirical basis of the study is the database “Electoral competition in the elections of municipal deputies of Chelyabinsk (2005—2019)”, which includes 414 observation units. The analysis of the empirical material is carried out according to the method of G.V. Golosov’s triangle of relative sizes, proposed for classifying party systems and adapted for analyzing elections in single-mandate constituencies. Scientific novelty. The author suggests a methodology for analyzing electoral competition in singlemandate constituencies. For the first time, the phenomenon of “controlled competition” is analyzed on the basis of 4 municipal elections cycles. Results. The analysis makes it possible to speak about fluctuations in electoral competition, its decline in 2009 and 2014 compared to the 2005 elections and increasing by the 2019 elections Conclusions. The “controlled competition” was formed in Chelyabinsk in the period preceding the reform of 2014. The reform introduced a level of local self-government, the effectiveness and necessity of which is not obvious with the existing design of the electoral system. In the course of the reform, the principal-agent model of relations between local self-government bodies and state authorities was finally consolidated. Given the close relatedness of local issues, water scarcity, and sustainability, this research sought to investigate the factors affecting residents’ willingness to reuse direct and indirect potable water in the arid region. Utilizing the Bayesian Mindsponge Framework (BMF), an analysis was undertaken with a sample of 1,831 water consumers in the City of Albuquerque, the most populous city in New Mexico, United States. The primary analysis revealed positive associations between local concerns about drought or water scarcity and population (...) growth with residents' willingness to reuse direct and indirect potable water. Conversely, concerns about water quality and water bills were found to be negatively associated with the willingness to utilize directly and indirectly recycled water for drinking. In light of these findings, the study explores the potential of fostering an eco-surplus culture by cultivating a sense of environmental responsibility and acknowledging the relationship between local issues and environmental conditions. Simultaneously, the study proposes collaboration between the government and residents to promote water reuse programs to conserve water resources effectively. (shrink)

Scientific realism and anti-realism are most frequently discussed as global theses: theses that apply equally well across the board to all the various sciences. Against this status quo I defend the localist alternative, a methodological stance on scientific realism that approaches debates on realism at the level of individual sciences, rather than at science itself. After identifying the localist view, I provide a number of arguments in its defense, drawing on the diversity and disunity found in the sciences, as well (...) as problems with other approaches (such as basing realism debates on the aim of science). I also show how the view is already at work, explicitly or implicitly, in the work of several philosophers of science. After meeting the objections that localism collapses either into globalism or hyperlocalism, I conclude by sketching what sorts of impacts localism can have in the philosophy of science. (shrink)

Cultural models of health, illness, and moral reasoning are receiving increasing attention in bioethics scholarship. Drawing upon research tools from medical and cultural anthropology, numerous researchers explore cultural variations in attitudes toward truth telling, informed consent, pain relief, and planning for end-of-life care. However, culture should not simply be equated with ethnicity. Rather, the concept of culture can serve as an heuristic device at various levels of analysis. In addition to considering how participation in particular ethnic groups and religious traditions (...) can shape moral reasoning, bioethicists need to consider processes of socialization into professional cultures, organizational cultures, national civic culture, and transnational culture. From the local world of the community clinic or oncology unit to the transnational workings of human rights agencies, attentiveness to the concept of culture can illuminate how patients, family members, and health care providers interpret illness, healing, and moral obligations. Religion and culture play a central role in building harmonious relations between followers of different religions, both within the nuclear family and in the extended family. This study examines the revitalisation of religious moderation with a cultural approach in strengthening tolerance. Data was obtained qualitatively from in-depth interviews and observations of families of different religions, religious leaders, traditional leaders, and other relevant informants. The research findings show that the family institution is the most crucial place in carrying out moderate religious (...) culturalisation through the local wisdom values of kasiuluran [kinship], tengko situru [togetherness], and karapasan [tenacity]. Institutionally, traditional leaders, religious leaders, and clans in Tongkonan encourage peace in society, both in traditional and religious activities. Meanwhile, religious celebrations, traditional ceremonies, and community activities are occasions to socialise and interact by placing a firm tolerance for religious differences. CONTRIBUTION: This study contributes to the realisation of tolerance through the application of moderate religious values and local wisdom that the world needs today. Strengthening inter-religious relations is very important because the position of religion is complex and sensitive. This contribution is crucial in the midst of the rampant issue of radicalism in Indonesia lately. (shrink)

In this paper I argue that resource allocation in publicly funded medical systems cannot be done using a purely substantive theory of justice, but must also involve procedural justice. I argue further that procedural justice requires institutions and that these must be “local” in a specific sense which I define. The argument rests on the informational constraints on any non-market method for allocating scarce resources among competing claims of need. However, I resist the identification of this normative account of (...) local justice with the actual approach to local decision-making taken within the UK National Health Service. In this paper I distinguish between ‘local’ and ‘global’ forms of ‘envatment’. I show that recent envatment arguments work similarly to arguments from perceptual illusion and that neither of them are able, by themselves, to get us ‘global’ scepticism. Consequently, motivating the radical sceptical idea that all of our perceptual beliefs might be false is harder than it looks.

The analysis of UCEPS results obtained during a sociological survey gives grounds to claim that religiosity and the Church are different things for Ukrainian society. First, faith in God does not meet the level of trust in the Church. If 57.8% of our fellow citizens believed themselves to be believers, only 33.7% fully trusted the Church, with less than half being 48%; of the non-believers, only 7.8%. This situation testified to the alienation of society and even believers from the Church (...) itself. (shrink)

In this paper (a sequel to [4]) I put forward a "local" interpretation of mathematical concepts based on notions derived from category theory. The fundamental idea is to abandon the unique absolute universe of sets central to the orthodox set-theoretic account of the foundations of mathematics, replacing it by a plurality of local mathematical frameworks - elementary toposes - defined in category-theoretic terms.

In recent decades, the logical study of rational belief dynamics has played an increasingly important role in philosophy. However, the dynamics of concepts such as conceptual learning received comparatively little attention within this debate. This is problematic insofar as the occurrence of conceptual change (especially in the sciences) has been an influential argument against a merely logical analysis of beliefs. Especially Kuhn’s ideas about the incommensurability, i.e., untranslatability, of succeeding theories seem to stand in the way of logical reconstruction. This (...) paper investigates conceptual change as model-changing operations similar to belief revision and relates it to the notion of incommensurability. I consider several versions of conceptual change and discuss their influences on the expressive power, translatability and the potential arising of incommensurability. The paper concludes with a discussion of animal taxonomy in Aristotle’s and Linnaeus’s work. (shrink)

Since Kit Fine published his famous counter-examples to the modal account of essence, numerous modalists have proposed to avoid the counter-examples by revising the modal account. A sophisticated revision has been put forward by Fabrice Correia. Drawing on themes from Prior’s modality, Correia has introduced a nonstandard conception of metaphysical modality and has proposed to analyze essence in its terms. He has claimed that the analysis is immune to Fine’s counter-examples. In this paper, I argue that there are counter-examples supported (...) by the very intuition underlying Fine’s counter-examples, which are not accommodated by Correia’s account. If my argument is sound, then Correia has not been successful in his defense of modalism. An important corollary of my argument will be that Fine’s consequential conception of essence needs to be modified if it is to capture his own intuitive notion of essence. (shrink)

The neurophysiological evidence from the Miyashita group's experiments on monkeys as well as cognitive experience common to us all suggests that local neuronal spike rate distributions might persist in the absence of their eliciting stimulus. In Hebb's cell-assembly theory, learning dynamics stabilize such self-maintaining reverberations. Quasi-quantitive modeling of the experimental data on internal representations in association-cortex modules identifies the reverberations (delay spike activity) as the internal code (representation). This leads to cognitive and neurophysiological predictions, many following directly from the (...) language used to describe the activity in the experimental delay period, others from the details of how the model captures the properties of the internal representations. We examine recent work in cognitive neuroscience that investigates brain networks. Brain networks are characterized by the ways in which brain regions are functionally and anatomically connected to one another. Cognitive neuroscientists use various noninvasive techniques (e.g., fMRI) to investigate these networks. They represent them formally as graphs. And they use various graph theoretic techniques to analyze them further. We distinguish between knowledge of the graph theoretic structure of such networks (structural knowledge) and knowledge of what instantiates that structure (nonstructural (...) knowledge). And we argue that this work provides structural knowledge of brain networks. We explore the significance of this conclusion for the scientific realism debate. We argue that our conclusion should not be understood as an instance of a global structural realist claim regarding the structure of the unobservable part of the world, but instead, as a local structural realist attitude towards brain networks in particular. And we argue that various local approaches to the realism debate, i.e., approaches that restrict realist commitments to particular theories and/or entities, are problematic insofar as they don't allow for the possibility of such a local structural realist attitude. The apparent nonlocality of quantum theory has been a persistent concern. Einstein et al. and Bell emphasized the apparent nonlocality arising from entanglement correlations. While some interpretations embrace this nonlocality, modern variations of the Everett-inspired many worlds interpretation try to circumvent it. In this paper, we review Bell's "no-go" theorem and explain how it rests on three axioms, local causality, no superdeterminism, and one world. Although Bell is often taken to have shown that local causality is ruled out (...) by the experimentally confirmed entanglement correlations, we make clear that it is the conjunction of the three axioms that is ruled out by these correlations. We then show that by assuming local causality and no superdeterminism, we can give a direct proof of many worlds. The remainder of the paper searches for a consistent, local, formulation of many worlds. We show that prominent formulations whose ontology is given by the wave function violate local causality, and we critically evaluate claims in the literature to the contrary. We ultimately identify a local many worlds interpretation that replaces the wave function with a separable Lorentz-invariant wave-field. We conclude with discussions of the Born rule, and other interpretations of quantum mechanics. (shrink)

Sociology requires a robust theory of how local circumstances create social order. When we analyze social structures not recognizing that they depend on groups with collective pasts and futures that are spatially situated and that are based on personal relations, we avoid a core sociological dimension: the importance of local context in constituting social worlds. Too often this has been the sociological stance, both in micro-sociological studies that examine interaction as untethered from local traditions and in research (...) that treats culture as autonomous from action and choice. Building on theories of action, group dynamics, and micro-cultures, I argue that a sociology of the local solves critical theoretical problems. The local is a stage on which social order gets produced and a lens for understanding how particular forms of action are selected. Treating ethnographic studies as readings of ongoing cultures, I examine how the continuing and referential features of group life (spatial arenas, relations, shared pasts) generate action and argue that local practices provide the basis for cultural extension, influencing societal expectations through the linkages among groups. The local food movement is, increasingly, becoming a part of the modern American landscape. However, while it appears that the local food movement is gaining momentum, one could question whether or not this trend is, in fact, politically and socially sustainable. Is local food just another trend that will fade away or is it here to stay? One way to begin addressing this question is to ascertain whether or not it is compatible with liberalism, a set of (...) influential political theories that have shaped and continue to shape our political system. In this paper, I argue that the local food movement is partially compatible with forms of liberalism that accept the limited application of the principle of neutrality, as there are two directions or trends within local food: (1) The systems based direction and (2) the individual focused direction. The systems based direction is not compatible while the individual focused movement is largely compatible with liberalism. I go on to argue that the two directions form a dialectic that increases the political and social sustainability of the movement as a whole. Conceiving of the individual focused and the systems focused directions as in opposition to one another is, itself, a mistake. (shrink)

This article argues that studies of late-development should be altered in two respects: the unit of analysis should increasingly be the subnational economy, and an understanding of economic outcomes should be sector specific. Variation in the developmental outcomes of particular sectors can be best understood by analyzing the fit between local institutions and firms within a particular sector. The specific development needs of firms vary across sectors, and the institutional structures required to meet firm-level needs are local more (...) often than national. In this paper, we propose to incorporate the local attention in WaveNet-CTC to improve the performance of Tibetan speech recognition in multitask learning. With an increase in task number, such as simultaneous Tibetan speech content recognition, dialect identification, and speaker recognition, the accuracy rate of a single WaveNet-CTC decreases on speech recognition. Inspired by the attention mechanism, we introduce the local attention to automatically tune the weights of feature frames in a window and pay different attention on context (...) information for multitask learning. The experimental results show that our method improves the accuracies of speech recognition for all Tibetan dialects in three-task learning, compared with the baseline model. Furthermore, our method significantly improves the accuracy for low-resource dialect by 5.11% against the specific-dialect model. (shrink)

Regional food is grounded in local practices and heritage. With industrialization and post-green revolution threat to food produced within specific region and the associated knowledge has become imminent. Scholars have analyzed the revival of regional foods in different parts of the world. However, there have been limited studies focusing on the revival of regional food from the perspective of food as commons. The paper fills this gap by analyzing the efforts of Morarka-GDC Foundation along with farmers collective in Nawalgarh, (...) India. Employing the framework of commons, we examine how the foundation along with the collective is reviving Shekhawati region’s foods. We used primary and secondary sources to capture the social activities undertaken to sustain the commons. It was found that adopting organic agricultural practices helped in reviving the regional foods by creating and using stock of local resources. Further, social dilemma associated with culinary commons was avoided by creating networks between producers and consumers through _Shekhawati_ festival and Morarka Organics. These practices have resulted in rebuilding the local food system, local tourism, and intergenerational transmission strengthening the local gastronomic identity. However, linking regional food with gastronomic tourism can threaten the local gastronomic culture and survival of authentic regional food. We also find that for a sustained management of the regional foods, scaling-up plays an essential role which has further limitations. (shrink)

The case describes the developments of an ethics code observed in the local government of Suffolk County, New York, USA. In Suffolk County, there is now a dedicated Board of Ethics Agency (“Board”) within the local government to ensure that business operations and government operations run as ethically compliant as possible. This Board was created in 2012 in order to follow compliance with a law that established a replacement for the Ethics Commission (previously existing within Suffolk County) because (...) this Ethics Commission had been involved in a serious controversy. The former County Executive, Steve Levy, was found guilty of compromising the “integrity of an ethics commission”. Suffolk County government prescribed various measures in order to ensure that the citizens of Suffolk County were protected from business ethical violations. What drives Chinese MNEs’ global CSR integration and local CSR responsiveness? Drawing on institutional theory, we argue that both antecedents reflecting globally isomorphic patterns of adaptation and antecedents mirroring the distinct characteristics of China’s institutional context are relevant. We support our argument using fuzzy-set qualitative comparative analysis on a sample of 29 of China’s globally most influential companies. We find that state influence and global CSR associations affect global CSR integration, whereas presence in the West and internationalization through mergers (...) and acquisitions predict local CSR responsiveness. Our study thus suggests that home-country characteristics are an important co-determinant of the CSR approaches of emerging-market MNEs. We further find that multicultural experience in top management teams is associated with both global CSR integration and local CSR responsiveness, supporting notions of transnational CSR. (shrink)

Reconnection between producers and consumers is often presented as an integral part of the local food narrative. However, questions can arise as to whether local food producers and their food purchasers align in mindset and the value proposition that underpins their involvement. This paper draws on interview data collected from producers and consumers participating in direct-sell meat operations to explore so-called value propositions between these two actors in local food initiatives in Southwestern Ontario, Canada. We suggest that (...) because producers and consumers value their participation and associated ‘reconnection’ for different reasons and experience practical limitations in satisfying diverse expectations, the ‘reconnection’ metaphor is complex and contingent—especially at the level of the individual. The findings suggest that new roles, realities and beliefs for each party in regard to marketing, customer relations, distribution, and convenience might predispose participants to be in favor of other arrangements if they became more readily available and were capable of guaranteeing both profitability for the producer and healthy foods for the consumer. Approaching mental health on a global scale with particular reference to low- and mid-income countries raises issues concerning the disregard of the local context and values and the imposition of values characteristic of the Global North. Seeking a philosophical viewpoint to surmount these problems, the present paper argues for a value-laden framework for psychiatry with the specific incorporation of value pluralism, particularly in relation to the Global South context, while also emphasizing personal values such as the choice of treatment. In sketching out this framework, the paper aims to overcome the clash between universalism and relativism about psychiatric categories by focusing on how overlaps between cultures can contribute to ontology-building. A case study analyzing ethnopsychiatric research in the context of South India will illustrate the proposed view, while also pointing out avenues for further research on the causal efficacy of local shared beliefs about mental disorder. If approaches across different traditions and theoretical frames are shown to work in treating similar ailments, causal connections appear to cut across the different ontologies. Ethnopsychiatry would play a central role in such research, namely in disclosing the variables and mechanisms at work within the local approaches. (shrink)

Highly sophisticated capabilities of artificial intelligence (AI) have skyrocketed its popularity across many industry sectors globally. The public sector is one of these. Many cities around the world are trying to position themselves as leaders of urban innovation through the development and deployment of AI systems. Likewise, increasing numbers of local government agencies are attempting to utilise AI technologies in their operations to deliver policy and generate efficiencies in highly uncertain and complex urban environments. While the popularity of AI (...) is on the rise in urban policy circles, there is limited understanding and lack of empirical studies on the city manager perceptions concerning urban AI systems. Bridging this gap is the rationale of this study. The methodological approach adopted in this study is twofold. First, the study collects data through semi-structured interviews with city managers from Australia and the US. Then, the study analyses the data using the summative content analysis technique with two data analysis software. The analysis identifies the following themes and generates insights into local government services: AI adoption areas, cautionary areas, challenges, effects, impacts, knowledge basis, plans, preparedness, roadblocks, technologies, deployment timeframes, and usefulness. The study findings inform city managers in their efforts to deploy AI in their local government operations, and offer directions for prospective research. (shrink)

This article critically assesses the moral arguments that speak in favour of three consumer options: buying local food, buying global (non‐local) food, and buying global food while also purchasing carbon offsets to mitigate the environmental impact of food transportation. We argue that because the offsetting option allows one to provide economic benefits to the poorest food workers while also mitigating the environmental impact of food transportation it is morally superior to the alternatives.

Given a topological Ramsey space math formula, we extend the notion of semiselective coideal to sets math formula and study conditions for math formula that will enable us to make the structure math formula a Ramsey space and also study forcing notions related to math formula which will satisfy abstract versions of interesting properties of the corresponding forcing notions in the realm of Ellentuck's space. This extends results from to the most general context of topological Ramsey spaces. As applications, we (...) prove that for every topological Ramsey space math formula, under suitable large cardinal hypotheses every semiselective ultrafilter math formula is generic over math formula; and that given a semiselective coideal math formula, every definable subset of math formula is math formula-Ramsey. This article assesses the shortcomings and the disconnectedness of the current academic theological education in South Africa. It offers a brief history to provide a guiding principle for academic theology. It then proceeds to show the current disconnect and challenges between academic theology and the church, with its primary focus on academic theology. Drawing on original research and reflection on these responses, commodification, euro-centricity and rankings are seen as three traps of modern academics. These three areas have distorted the true (...) content of theological reflection. This article thus clearly highlights the current problem and motivates the need for academic theology and the local church to reconnect with each other. With this article focussing on academic institutions, it calls for the academy to change not in nature but in content, and to draw its content for the local context. (shrink)

This article examines the relationship between corporate social responsibility and locality in the small business context. This issue is addressed by studying the interplay between small businesses and local community based on the embeddedness literature and using the concept of social proximity. On the basis of 25 thematic interviews with owner-managers a typology is constructed which illustrates the owner-managers' perceptions of the relationship between the business and the local community. The findings emphasize the importance of reciprocity as it (...) is suggested that corporate social responsibility in relation to locality is constructed as a response to the interpretations of reciprocal community support between small business owner-managers and local community.
