This paper argues for a comprehensive conception of empathy as comprising epistemic, affective, and motivational elements and introduces the ancient Stoic theory of attachment as a model for describing the embodied, emotional response to others that we take to be distinctive of empathy. Our argument entails that in order to provide a suitable conceptual framework for the interdisciplinary study of empathy one must extend the scope of recent “simulationalist” and “enactivist” accounts of empathy in two important respects. First, against the (...) enactivist assumption that human mindreading capacities primarily rely on an immediate, quasi-perceptual understanding of other’s intentional states, we draw on Alfred Schutz’ analysis of social understanding to argue that reflective types of understanding play a distinct, but equally fundamental role in empathic engagements. Second, we insist that empathy also involves an affective response toward the other and their situation. We suggest analyzing this response in terms of the Stoic concepts of attachment, concern, and a fundamental type of prosocial motivation, that can best be described as an “extended partiality.” By way of conclusion, we integrate the above concepts into a comprehensive conceptual framework for the study of empathy and briefly relate them to current debates about empathic perception and prosocial motivation. The result, we argue, is an account that stays neutral with regard to the exact nature of the processes involved in producing empathy and can therefore accommodate discussion across theoretical divides—e.g., those between enactivist, simulationalist, and so-called theory-theorist approaches. Meontology of Gorgias vs. Nihilism. The purpose of this paper is to challenge Gorgias’ image of a “nihilist existentialist”. The original thesis ouden estin, too frequently rendered as „nothing exists”, thus reducing the verb “to be” to denote “bare” existence, and ouden to denote “nothingness”. On close inspection, it turns out that, in Gorgias, neither do we have a negation of reality nor an affirmative treatment of the word “nothingness”.Therefore, ouden” should not be understood as a negation of all reality (...) or a kind of affirmative “nothingness”, whereas “estin” should not be reduced to “bare” existence. (When existence is negated what we obtain is annihilation). Such practices still affect the various translations of Gorgias’ treaty On the non-being or on Nature. Gorgias’ “sophist” thought is typically interpreted as a joke or a parody of dialectical thinking of the Eleatics. In fact, as it turns out, he made no parody of dialectic but applied the elenctic, apagogic method in Zeno’s masterly manner. He did so not for an artificial purpose but to prove the absurdity of the hypothesis of absolute, transcendent (hence incognizable) one Truth-Being, which eliminates the non-being of becoming as absolute non-being. Gorgias argued in earnest in favour of relative being as such, Becoming as the only reality, which from the point of view of absolute being is after all non-being, but not-this-being, or relative non-being but not non-relative non-being, as the Eleatics had claimed. Gorgias’ positions appears to be an apologia of non-being which is, that is of Becoming. We do not transform the “nothing” into a “no thing”. The main question of the treaty is: what is predicated by the word “nothing”? Gorgias’ position can be recapitulated as “nothing is sc. true, there is no criterion because, after all, everything is opinion. It is reinforced further by meontological, i.e. anti-eleatic Gorgias’ emphasis: “No thing is Being (substance)”, because everything is Becoming. Thus the title if Gorgias’ treaty can thus be treated as as an antithesis to that of Melissos’, which – in our opinion – is to emphasize the “non-beingness” of nature, the non-substantiality of things. Therefore, if Gorgias’ text was polemical, and it questioned (while at the same time maintaining the positivity of Becoming as non-being) only the immutability of things, and thus we cannot speak of the existence or the cognizability of natures or of essences of things. In sum, the reasoning of Zeno and Melissos was of a kind that is apt to cut both ways, and that is what Gorgias showed. The argument given as peculiar to himself was to this effect. “What is not” is not, so, it is just as much as “what is”. It is as if the onset of the issues that Plato will take up in The Sophist as the problem of non-being understood as difference. The axis of Gorgias’s anti-eleatic critique, in our view, is his polemic with Parmenides’ famous thesis B3 regarding the relationship of identity or equality between noein and einai. It is an additional and perhaps the most important point of his critique that aims at demonstrating that such relationship is impossible. The General Theory of Relativity (GR) and the Dynamic Universe (DU) are evaluated in how they explain frequencies of atomic clocks. DU and GR predict the frequencies with equal accuracy, but their explanations, the postulates they apply in the explanations and the word-views that come along with them are entirely different. The central argument is that if unified and under- standable physics is appreciated, then DU deserves to be taken as a viable alternative to GR. In GR different frequencies of (...) identical atomic clocks are explained by letting rates of the flow of time in their frames of reference vary as functions of the clocks’ states of motion and gravitation. The GR- based world-view is nonunderstandable because GR violates absolute simultaneity, and disunified because quantum mechanics is built on different postulates than GR. In DU different frequencies of identical atomic clocks are explained by letting their frequencies vary as functions of their states of motion and gravitation. As DU commits to absolute simultaneity and as the postulates of DU suffice as the ontological ground of quantum mechanics at least partially, DU provides an under- standable and unified scientific world-view. -/- Résumé: La théorie de la relativité générale (RG) et de l’univers dynamique (UD) sont évalués sur la fac ̧on dont ils expliquent les fréquences des horloges atomiques. The significance of teaching to the evolution of human culture is under debate. We contribute to the discussion by using a quantitative, cross-cultural comparative approach to investigate the role of teaching in the lives of children in two small-scale societies: Aka foragers and Ngandu farmers of the Central African Republic. Focal follows with behavior coding were used to record social learning experiences of children aged 4 to 16 during daily life. “Teaching” was coded based on a functional definition from evolutionary (...) biology. Frequencies, contexts, and subtypes of teaching as well as the identity of teachers were analyzed. Teaching was rare compared to observational learning, although both forms of social learning were negatively correlated with age. Children received teaching from a variety of individuals, and they also engaged in teaching. Several teaching types were observed, including instruction, negative feedback, and commands. Statistical differences in the distribution of teaching types and the identity of teachers corresponded with contrasting forager vs. farmer foundational cultural schema. For example, Aka children received less instruction, which empirically limits autonomous learning, and were as likely to receive instruction and negative feedback from other children as they were from adults. Commands, however, exhibited a different pattern suggesting a more complex role for this teaching type. Although consistent with claims that teaching is relatively rare in small-scale societies, this evidence supports the conclusion that teaching is a universal, early emerging cognitive ability in humans. There is growing interest for implementing tools to monitor cognitive performance in naturalistic work and everyday life settings. The emerging field of research, known as neuroergonomics, promotes the use of wearable and portable brain monitoring sensors such as functional near infrared spectroscopy (fNIRS) to investigate cortical activity in a variety of human tasks out of the laboratory. The objective of this study was to implement an on-line passive fNIRS-based brain computer interface to discriminate two levels of working memory load during (...) highly ecological aircraft piloting tasks. Twenty eight recruited pilots were equally split into two groups (flight simulator vs. real aircraft). In both cases, identical approaches and experimental stimuli were used (serial memorization task, consisting in repeating series of pre-recorded air traffic control instructions, easy vs. hard). The results show pilots in the real flight condition committed more errors and had higher anterior prefrontal cortex activation than pilots in the simulator, when completing cognitively demanding tasks. Nevertheless, evaluation of single trial working memory load classification showed high accuracy (>76%) across both experimental conditions. The contributions here are two-fold. First, we demonstrate the feasibility of passively monitoring cognitive load in a realistic and complex situation (live piloting of an aircraft). In addition, the differences in performance and brain activity between the two experimental conditions underscore the need for ecologically-valid investigations. (shrink)

In bioethical discussions of human cloning there are sometimes employed definitions broadening the denotation of the term human being to include also, on an equal footing, human embryos. Also, the fact of being human is being equated with being a person. Consequently, embryos are treated as having dignity and calls are heard in the name of justice to protect the rights and interests of embryos whenever these clash with the interests of mature human beings. The author, being a layman in (...) the area of human cloning, limits himself to indicating views he agrees with and those he finds doubtful. He expects human cloning will be taking place, albeit on a small scale, regardless of any bans which would only force the practice to become clandestine. Arguments in favor of controlled human cloning include not only the need to preserve freedom in scientific research, but also hopes for minimizing the adverse effects of cloning. The author indicates factors of an emotional nature which hamper discussions of cloning. He also argues that objections to experiments with humans and demands to make them conditional on prior consent of the people being experimented on are ineffective and often impossible to satisfy. The author also believes that it is impossible to unconditionally obey the commandment "You shall not kill". He does not see any threats posed by the fact that the clone and the cloned person will be identical. While not overlooking the potential dangers to clones (such as genetic defects), the author also sees potential advantages of cloning and transplantology (therapeutic, psychic, social). (shrink)

(Coauthor: Daniel Novotný) -/- Euclid [fl. 300 BCE] divides his basic principles into what came to be called ‘postulates’ and ‘axioms’—two words that are synonyms today but which are commonly used to translate Greek words meant by Euclid as contrasting terms. -/- Euclid’s postulates are specifically geometric: they concern geometric magnitudes, shapes, figures, etc.—nothing else. The first: “to draw a line from any point to any point”; the last: the (...) parallel postulate. -/- Euclid’s axioms are general principles of magnitude: they concern geometric magnitudes and magnitudes of other kinds as well even numbers. The first is often translated “Things that equal the same thing equal one another”. -/- There are other differences that are or might become important. -/- Aristotle [fl. 350 BCE] meticulously separated his basic principles [archai, singular archê] according to subject matter: geometrical, arithmetic, astronomical, etc. However, he made no distinction that can be assimilated to Euclid’s postulate/axiom distinction. -/- Today we divide basic principles into non-logical [topic-specific] and logical [topic-neutral] but this too is not the same as Euclid’s. One feature of the neo/liberal possessive self is the propertied character of certain beliefs: treated as belonging to those who hold them, recognized and supported in acting on the world, and protected. While an ownership paradigm predates anti-discrimination and human rights regimes, these regimes have consolidated and extended the propertied status of certain identity beliefs in ways that naturalize and siloize them. But if beliefs’ propertied character is politically problematic, can it be unsettled and reformed? This paper considers one (...) possible mode for doing so, namely play. Oftentimes, play works to secure and assert the propertied attachments people have to their beliefs; but some forms of play offer other possibilities. Focusing on the state as a complex site of play relations and encounters, this article explores how state play engages identity beliefs in a contemporary legal drama of colliding beliefs between conservative Christians and liberal gay equality advocates. In this work, Professors Rosenfeld and Mancini have brought together an impressive group of authors to provide a comprehensive analysis on the greater demand for religions exemptions to government mandates. Traditional religious conscientious objection cases, such as refusal to salute the flag or to serve in the military during war, had a diffused effect throughout society. In sharp contrast, these authors argue that today's most notorious objections impinge on the rights of others, targeting practices like abortion, LGTBQ adoption, and same-sex (...) marriage. The dramatic expansion of conscientious objection claims have revolutionized the battle between religious traditionalists and secular civil libertarians, raising novel political, legal, constitutional and philosophical challenges. Highlighting the intersection between conscientious objections, religious liberty, and the equality of women and sexual minorities, this volume showcases this political debate and the principal jurisprudence from different parts of the world and emphasizes the little known international social movements that compete globally to alter the debate's terms. Unlike identity physicalism, ground physicalism does not achieve the physicalist dream. It faces the T-shirt problem for ground physicalism (Pautz 2014; Schaffer this volume; Rubenstein ms). In the case of insentient nature, it may be able to get by with small handful of very general ground laws to explain the emergence of nonfundamental objects and properties – for example, a few “principle of plenitude”. But I argue that for the case consciousness it will require a separate huge raft of (...) special, anomalous psychophysical ground laws. So it is just as complex and nonuniform as dualism. (shrink)

G.A. Cohen criticizes Rawls’s account of justice because his difference principle permits inequalities that reflect the relative scarcity of different skills and natural abilities. Instead of viewing the ‘basic structure’ as the primary subject of justice, Cohen argues that individual citizens should cultivate an egalitarian ethos, which would enable a just society to dispense with the use of incentive payments to induce individuals to use their talents in socially ideal ways. This study examines Cohen’s critique, including his rejection of ‘incentives,’ (...) and vindicates Rawls’s approach. Ultimately, Cohen’s argument fails to grapple with the moral pluralism that characterizes modern, democratic societies, whereas Rawls’s theory is constructed to accommodate such pluralism. (shrink)

This article is an extended promenade strolling along the winding roads of identity, equality, nameability and completeness, looking for places where they converge. We have distinguished between identity and equality; the first is a binary relation between objects while the second is a symbolic relation between terms. Owing to the central role the notion of identity plays in logic, you can be interested either in how to define it using other logical concepts or in the (...) opposite scheme. In the first case, one investigates what kind of logic is required. In the second case, one is interested in the definition of the other logical concepts in terms of the identity relation, using also abstraction. The present paper investigates whether identity can be introduced by definition arriving to the conclusion that only in full higher-order logic a reliable definition of identity is possible. However, the definition needs the standard semantics and we know that with this semantics completeness is lost. We have also studied the relationship of equality with comprehension and extensionality and pointed out the relevant role played by these two axioms in Henkin’s completeness method. We finish our paper with a section devoted to general semantics, where the role played by the nameable hierarchy of types is the key in Henkin’s completeness method. (shrink)

In a logically perfect language the oxymoron ‘the numbers 3 and 2+1 are the same number’ could not be said. Likewise, ‘the number 3 and the number 2+1 are one number’ is just as bad from a (...) logical point of view. In normal English these two sentences are idiomatically taken to express the true proposition that ‘the number 3 is the number 2+1’. Another idiomatic convention that interferes with clarity about equality and identity occurs in discussion of numbers: it is usual to write ‘3 equals 2+1’ when “3 is 2+1” is meant. When ‘3 equals 2+1’ is written there is a suggestion that 3 is not exactly the same number as 2+1 but that they merely have the same value. The plural predicate ‘are equal’ as in ‘All diameters of a given circle are equal’ is useful and natural. ‘Are identical’ as in ‘All centers of a given circle are identical’ is awkward or worse; it suggests that a circle has multiple centers. Substituting equals for equals [replacing one of two equals by the other] makes sense. Substituting identicals for identicals is empty—a thing is identical only to itself; substituting one thing for itself leaves that thing alone, does nothing. There are as many types of equality as magnitudes: angles, lines, planes, solids, times, etc. Each admits unit magnitudes. And each such equality analyzes as identity of magnitude: two lines are equal [in length] if the one’s length is identical to the other’s. Tarski [1] hardly mentioned equality-identity distinctions (pp. 54-63). His discussion begins: -/- Among the logical concepts […], the concept of IDENTITY or EQUALITY […] has the greatest importance. -/- Not until page 62 is there an equality-identity distinction. His only “notion of equality”, if such it is, is geometrical congruence—having the same size and shape—an equivalence relation not admitting any unit. Does anyone but Tarski ever say ‘this triangle is equal to that’ to mean that the first is congruent to that? What would motivate him to say such a thing? All advanced societies maintain a commitment to equal educational opportunity, which they claim to implement through a public school system that is charged toprovide all children with an education up to a state-enforced standard. Indeed, what public schools do, even in the best of circumstances, is to provide all children with a more or less equal exposure to educational inputs, rather than to guarantee them equal educational attainment. Children, as the schools receive them, differ markedly in their docility — due (...) in part to innate ability, but perhaps due more to the economic status and cultural practices of their families. Many, including myself, believe that the task of schools should be to provide some measure of equal educational attainment among students of heterogeneous talent and background. One of the central theses of egalitarian liberals in the domain of distributive justice is that talented individuals should not be allowed to keep their entire market-income even if it flows solely from their greater abilities. This claim is usually supported by one of several arguments or some mixture of them, but in the present paper, I want to concentrate on the version that invokes equality of opportunity as its starting point. Namely, it is claimed that every human being (...) should enjoy an equal starting point in the life-race but that this is not secured insofar as some have greater natural talents than others. Therefore, egalitarians hold that results that arise from such an unfair situation are unjust and should be corrected by a redistributive taxation. I want to criticize this argument by hoping to show that it presupposes an untenable view about identity of persons. (shrink)

According to the ‘starting-gate’ interpretation of equality of opportunity, individuals who enjoy equal starts can legitimately become unequal to the extent that their differences derive from choices for which they can be held responsible. There can be no coercive transfers of resources in favour of individuals who disregarded their own futures, and no limits on the right of an individual to distribute resources intrapersonally. This paper assesses two ways in which advocates of equality of opportunity might depart from (...) the starting-gate interpretation. The first involves limiting the degree to which people are liable to pay the costs of their past choices. The second involves limiting their initial opportunities so as to prevent certain risky or apparently short-sighted choices. The paper compares these alternatives in terms of their compatibility with a particular conception of persons as morally equal and temporally extended. It constructs this conception by combining reductionist premises about personal identity with the premise that our status as equals is based on the fundamental requirement of opacity respect. Two conclusions about equality of opportunity are shown to follow from this conception of persons as morally equal and temporally extended: the first is that an individual’s liability to pay the costs of her past choices does not diminish over time; the second is that the individual’s initial scope of choice, in bringing about intrapersonal distributions between her current and future selves, can nevertheless be permissibly limited. The two conclusions are consistent, and the second allows for departures from starting-gate equality of opportunity. (shrink)

Most research in environmental psychology is conducted in individualistic countries and focuses on factors pertaining to individuals. It is yet unclear whether these findings also apply to more collectivistic countries, in which group factors might play a prominent role. In the current paper, we test the individual-focused value–identity–behaviour pathway, in which personal biospheric values relate to pro-environmental actions via environmental self-identity, in an individualistic and a collectivistic country. Furthermore, we test in both countries whether a new group-focused pathway (...) also exists, in which group values relate to pro-environmental behaviour via environmental group identity, particularly in collectivistic countries. Questionnaire studies were conducted among Dutch and Chinese students. Our results indicated that personal biospheric values, mostly via environmental self-identity, predict pro-environmental behaviour in both countries. We also found initial support for our newly proposed value–identity–behaviour pathway at the group level, particularly in China. Yet, in both countries, the association between group-level variables and pro-environmental behaviour was weaker than for personal-level variables, and partly overlapped with personal-level variables. Our findings show the relevance of personal- and group-level factors in understanding pro-environmental behaviour in both individualistic and collectivistic countries, which has strong theoretical and practical implications, particularly for developing international strategies to promote pro-environmental actions across the world. ABSTRACT In this paper I attempt to show that our commonly shared ideas of justice, which include principles of fair distribution and of compensation for past injustices, tend to come into conflict in practice, and generate serious dilemmas for persons in certain positions of authority, such as managers. I identify the source and nature of such dilemmas, and sketch a rough pattern for analysing and partially resolving conflicts between the duty not to discriminate unfairly and the duty to compensate for (...) past unfair discrimination. After stating what I regard as widely shared ideas of justice, I emphasise their application to actual policy decisions of the small‐scale sort, using general precepts for avoiding or minimising conflicts. The precepts include a commitment to the priority of compensatory justice. The paper includes theoretical portions, principally defences of my position against other views on the relationship between compensation and fair distribution. I end with an examination of the virtues and limitations of money as a tool for compensatory social policies. (shrink)

For it is widely, and in my view correctly, held that some sort of equality is utterly fundamental in these matters. We seek a principle, or principles, that apply to all, are the same for all. In that sense, certainly, equality is fundamental and inescapable. But this is a very thin sort of “equality.” It will almost equally widely be agreed that the principles in question should in some more interesting sense “treat” people equally, e.g., by allotting to all the same set of rights, and moreover, rights that are – again we have to say “in some sense” – nonarbitrary, so that whatever they are, persons of all races, sexes, and so on will have the same fundamental rights assigned to them. Taking this to be, again, essentially uncontroversial, though not without potentially worrisome points of unclarity, it needs, now, to be pointed out that this characterization does not settle the issue that this essay is concerned with. There is at present a divide in the geographical literature between those interested in distributive justice as a social value and those who seek to implement distributive plans on the basis of efficiency of resource use. The former are 'social geographers' interested in equity as a social value, and the latter are 'practical' economic and locational geographers. This divide mirrors one existing elsewhere in social science between Rawlsian liberalism and utilitarian planners. Here we argue that equality and efficiency are (...) related values that cannot be separated easily in the analysis of practical problems. Data on the distribution of transplantable human organs are considered in a practical consideration of this approach. The case-study suggests that inequality of distribution appears to effect adversely the general organ supply. Stated positively, the data suggest that, to the extent that equality of service is an objective, that goal may positively impact on organ supply. More generally, the conclusion argues for a conjoining of theoretical and practical geographical approaches where a scarce resource must be allocated across a dispersed population. (shrink)

Brentano’s empiricism displays striking similarities with Mach’s phenomenalism. Both authors hold physical reality to be a “fiction” and reject the traditional view of truth and existence. In this paper, the author seeks to clarify some aspects of the Mach-Brentano debate, with a special focus on the theory of intentionality. First, he links this debate to an earlier one, namely to the debate about the mind-body relation. Self-Ownership, Freedom and Equality is G.A. Cohens attempt to rescue something of the socialist outlook on society from the challenge of libertarianism, which Cohen identifies with the work of Robert Nozick in his famous book, Anarchy, State, and Utopia. Sympathizing with the leading idea that a person must belong to himself, and thus be unavailable for forced redistribution of his efforts, Cohen is at pains to reconcile the two. This cannot be done – they are flatly contrary. Moreover, (...) class='Hi'>equality is a nonsense principle, calling for such things as equal distribution of natural resources. But resources, as goods, are not natural: all require work to utilize. The only thing exchanged on markets is services, and estimates of value received are relevantly made only by those party to the exchanges in question. The purpose of the article is to study the creative heritage of A. Pushkin and P. Chaadaev as catalysts of historiosophical reflections on the fate of Russia, which later took shape in the circles of Westernizers and Slavophiles. By comparing the positions of Pushkin and Chaadaev, the author finds out the reasons and consequences of the emergence and strengthening of the Uvarov ideological construction "Orthodoxy, autocracy, nationality", which is still the main identifying principle of Russian thought. Study of theses of (...) Pushkin and Chaadaev in relation to Russia; its attitude to Europe; the opposition of Eastern Orthodoxy to Catholicism gives reason to consider the general goal of the Russian autocracy through the dialogue of Russian thinkers. This article is a continuation of our promenade along the winding roads of identity, equality, nameability and completeness. We continue looking for a place where all these concepts converge. We assume that identity is a binary relation between objects while equality is a symbolic relation between terms. Identity plays a central role in logic and we have looked at it from two different points of view. In one case, identity is a notion which has (...) to be defined and, in the other case, identity is a notion used to define other logical concepts. In our previous paper, [16], we investigated whether identity can be introduced by definition arriving to the conclusion that only in full higher-order logic with standard semantics a reliable definition of identity is possible. In the present study we have moved to modal logic and realized that here we can distinguish in the formal language between two different equality symbols, the first one shall be interpreted as extensional genuine identity and only applies for objects, the second one applies for non rigid terms and has the characteristic of synonymy. We have also analyzed the hybrid modal logic where we can introduce rigid terms by definition and can express that two worlds are identical by using the nominals and the @ operator. We finish our paper in the kingdom of identity where the only primitives are lambda and equality. Here we show how other logical concepts can be defined in terms of the identity relation. We have found at the end of our walk a possible point of convergence in the logic Equational Hybrid Propositional Type Theory, [14] and [15]. (shrink)

Much of early western research has focused on identity. A primed identity can inhibit the priming of other alternative identities, and also negatively affect the intention to purchase products related to those alternative identities. In western culture, individuals operate within a cultural framework that makes them more likely to prioritize their own goals and less likely to rely on environmental factors when evaluating others. Individuals are more likely to choose products that fit their primed identity. In this (...) study, we suggest that in collectivist Chinese culture, individuals may give priority to group-level goals and attach more importance to situational factors when evaluating others. Therefore, a primed identity may not necessarily inhibit the priming of alternative identities. In this research, we examine the association between a focal identity and alternative identities, with particular emphasis on the accessibility, discrepancies, and effects on purchase intention of alternative identities. We also examine the intent to purchase products related to the alternative identity vs. the focal identity, developing a model with which to explore this construct. We test four hypotheses through experiments using an online questionnaire and analyzing the resulting data using statistical product service solutions 22.0 and the PROCESS macro modeling tool. The results are as follows: First, the association between a focal identity and alternative identity has a positive impact on the accessibility of the alternative identity. The clearer the alternative identity is, the greater the impact of the association between the focal identity and alternative identity on the latter’s accessibility. Second, the accessibility of the alternative identity has a positive impact on the intent to purchase alternative identity vs. focal identity-related products. The greater the discrepancy between the focal identity and the alternative identity, the greater the impact on the intent to purchase alternative identity vs. focal identity-related products. The results of this study confirmed the interaction between identity association and the clarity of the alternative identity, as well as the influence of the accessibility of the alternative identity on the intent to purchase alternative identity vs. focal identity-related products. This chapter describes the introduction and diffusion of the Finnish Electronic Identity Card (FINEID card). FINEID establishes an electronic identity (eID), based on the civil registry and placed on an identity chip card issued by Finnish government to Finnish citizens and permanent residents from age 18 and older. It is a non-mandatory electronic identity card introduced in 1999 in order to replace the older citizen ID card. It serves as a travel document and is intended to (...) facilitate access to eGovernment services as well as offering a possibility to sign electronically. Therefore the chip contains two certificates: one for authentication purposes, and one for qualified signatures. The eID function had to compete with the already existing PIN/TAN based TUPAS standard for online authentication for eBanking, eCommerce and eGovernment applications, and has lost this battle by reaching less than one percent of all online authentications. The history, actor constellation, time line and barriers will be described and a few communalities and differences to other countries under study in this special issue will be highlighted. (shrink)

The inclusion of girls and women in sport at all levels depends on single sex categories for most sports from puberty onwards, because of the biological differences between the sexes. Most sport is, by definition, competitive; involving invasion games, teams, leagues, races, competitions and sometimes rankings, from foundation to excellence. Girls and women are underrepresented, particularly in traditional sport, as recognised by the UK Sports Councils and most governing bodies of sport. This paper uses feminist philosophy: Lister on androcentric citizenship, (...) and Fraser on justice as balance, framing, recognition, representation and redistribution. It investigates the impact on the inclusion of girls and women, of eligibility policies adopting ‘self-identification of gender’ guidelines for the inclusion of transgender people in sport, at participation rather than elite levels. It explores fairness and equality as incorporated in law in the 2010 Equality Act in Britain, and contributes to ‘equality evidence’ available to the UK Sports Councils and GBS. These bodies are charged with developing fair and inclusive evidence-based eligibility criteria, in sports participation settings, for both girls and women, and transgender people. (shrink)

This article examines the development of a gender mainstreaming strategy in the EU by illustrating how this strategy was shaped by other than gender equality policy goals. Gender mainstreaming was originally launched in 1996 to promote gender equality in all EU policies, in the context of international and European mobilization on women’s issues. It was aimed to transform mainstream policies by introducing a gender equality perspective. However, it has been largely used as an alibi for neutralizing positive (...) action. The successful implementation of positive action in political decision-making had challenged the gender distribution of political power over policy institutions and technical, human and financial resources. This led to policy softening and institutional weakening due to counteracting by the EU political and administrative hierarchies. The argument is based on text analyses of relevant Community acts and on direct observations of the policy process, based on personal working experiences in the European Commission. (shrink)
