Hélé Béji est écrivain. Agrégée de lettres modernes, elle a enseigné la littérature à l'Université de Tunis avant de travailler à l'Unesco en tant que fonctionnaire internationale. En 1998, elle fonde le Collège international de Tunis, société littéraire où des penseurs tunisiens et étrangers viennent s’exprimer sur la culture et la politique contemporaines. Elle est l’auteur d´essais et récits qui brossent un portrait critique de la décolonisation et de l’identité culturelle. Elle consacre également des ouvrages à la question féminine, en (...) analysant les signes de sécularisation de la religion musulmane au sein des sociétés modernes. Ten years after the enactment of the Biologics Price Competition and Innovation Act, competition in biologics markets remains scant and far from sufficient for lowering prices of biologics to the level of 80-90% price drops seen in generic drug markets. This reality is not a result of one or two cardinal reasons, but many. If lowering the price of biologics is the goal and competition is the means by which we seek to achieve that goal, then there does not seem (...) to be a quick fix to address all of the many impediments to competition that plague biologics markets. Yet, certain changes to how the Food and Drug Administration evaluates and approves biologics may go a long way toward the creation of meaningful competition in biologics markets. One such change would be making original biologics' manufacturing information available to follow-on manufacturers.As recognized by several commentators, access to biologics manufacturing information is key to increasing competition in biologics markets. Without access to such information, making follow-on biologics is difficult and expensive, if not outright impossible. This is expected to be especially true for the highly anticipated class of interchangeable biologics, none of which has been approved by the FDA to date. Yet, it has long been the position of the brand-name pharmaceutical industry that biologics manufacturing information is proprietary and, thus, may not be shared. Congress has subscribed to the Industry's position, prohibiting the FDA from disclosing regulatory filings submitted by developers of original biologics, including manufacturing information, to third parties. That prohibition not only undermines competition in biologics markets, but is also wasteful, potentially unethical, and poses unnecessary risks to the health and safety of patients.This article makes the case for FDA sharing of original biologics manufacturing information with follow-on biologics developers. It is informed by the similar legal and commercial circumstances in the area of pesticides and the regulatory regime established by Congress in the Federal Insecticide, Fungicide and Rodenticide Act, which is administered by the Environmental Protection Agency. The article reviews the FIFRA regime, including its upholding as constitutional by the United States Supreme Court, and then examines its applicability to the area of biologics. The article concludes with a proposal for a similar regime to be incorporated into the pathway for approval of follow-on biologics as a means of increasing competition in biologics markets. (shrink)

This paper reviews the severe visual focus problems of health economists–they have developed a one-sided fixation with equity issues, neglecting the efficiency agenda. The problems of meeting need are not just about access–they will vary with cost and supply. Economists in fact developed a more balanced agenda in the 1970s but have failed to follow it up. The paper defines the triple nationalisation of the National Health Service , and presents evidence that pluralism, using the purchaser/provider split, has become more (...) efficient in long term care, home care and services for people with learning difficulties. Health economics has failed to explore options for using the dynamic forces of choice and competition for improving health services. The paper makes the case for a decision rule that “we should seek the process of health care service supply and development which maximises the delivery of high quality, lower cost user relevant services”. After more than a decade teaching ancient Greek history and philosophy at University College, Oxford, British philosopher and political theorist Bernard Bosanquet resigned from his post to spend more time writing. He was particularly interested in contemporary social theory, and was involved with the Charity Organisation Society and the London Ethical Society. He saw himself as a radical in the Liberal Party, and at a theoretical level he was a 'collectivist', considering the individual to be a part of a (...) larger social organism. He thought the state should be in harmony with the general will, and that going beyond it would lead to repression. Bosanquet's political ideas are explained in this influential work, which was published in 1899 and ran to four editions by 1923. Bosanquet begins with the theory of state, and then addresses sociological and philosophical ideas about politics before examining the idea of 'will'. (shrink)

In 1888 he published this two-volume study of logic, addressing a variety of questions relating to logic, and drawing from the work of Hegel in his examination. In Volume 1, Bosanquet considers the question of knowledge, what the act of naming implies, and judgment and measurement, which he considered to be integral to logic and consciousness. (shrink)
