Effective stakeholder engagement and inclusive governance are essential for effective and equitable ocean management. However, few cross-national studies have been conducted to examine how stakeholders’ economic and cultural benefit perceptions influence their support level for policies focused on ocean preservation. The current study aims to fill this gap by employing the Bayesian Mindsponge Framework (BMF) analytics on a dataset of 709 stakeholders from 42 countries, a part of the MaCoBioS project funded by the European Commission H2020. We found that (...) economic and cultural benefit perceptions are generally negatively associated with the policy support level. Regarding economic aspects, stakeholders considering transportation and shipping, renewable energy generation, and oil and gas provision as the most crucial benefits their countries’ oceans provide tend to obtain less support for policies focusing on ocean preservation. Meanwhile, for cultural aspects, perceiving recreation and tourism, aesthetic pleasure, mental health and well-being support, and sense of identity provision as the most important benefits provided by the country’s ocean are negatively associated with the policy support level. The perceived economic, cultural, and environmental tradeoffs when supporting policies focused on ocean preservation were discussed. Recommendations for improving the effective management of multi-use marine space are also provided to reduce the perceived competing interests among stakeholders. (shrink)

The hydrogen economy has received increasing attention recently. Common reasons cited for investigating hydrogen energy options are improved energy security, reduced environmental impacts, and its contribution to a transition to sustainable energy sources. In anticipation of these benefits, national and local initiatives have been launched in the United States, creating pilot “roadmaps” and technology partnerships to explore hydrogen economy platforms. Although hydrogen can provide several positive improvements over a carbon- or uranium-based energy system, several problems are (...) also likely. As well, competitive technologies (e.g., hybrid vehicles) may offer comparatively greater economic and/or environmental advantages. Before policies to advance a hydrogen energy economy proceed, it is vital that all aspects of hydrogen be compared with other available alternatives. Important questions to ask in this regard are whether a hydrogen economy can fulfill key energy needs and whether there are appropriate roles for hydrogen to play in a sustainable energy future. This study examines an important aspect of energy history and policy: the intertwinement of energy technologies with ideals. Ideals play an important role in energy visions and innovation pathways. Aspirations to realize technical, social, and political ideals indicate a long-term commitment in the design of energy systems, distinguishable from commitment to other abstract goals, such as values. This study offers an analytical scheme that could help to conceptualize these differences and their impact on energy (...) policy. In the proposed model, two spheres of interaction are highlighted: a material sphere in which values and technologies co-evolve, and an imaginary sphere in which ideals interact with idealized technologies. Furthermore, the relation between these two spheres can be understood in different ways. This study examines three cases that are illustrative of the different roles of ideals in the development of energy technologies and visions: (1) the evolution of safety in nuclear reactor design; (2) visions of atomic power in France; (3) the political idealization of a tidal power scheme in the Severn Estuary. Finally, the developed model implies more general insights for the development of sociotechnical systems. Alongside other types of mass atrocities, genocide has received extensive scholarly, policy, and practitioner attention. Missing, however, is the contribution of economists to better understand and prevent such crimes. This edited collection by 41 accomplished scholars examines economic aspects of genocides, other mass atrocities, and their prevention. Chapters include numerous case studies, probing literature reviews, and completely novel work based on extraordinary country-specific datasets. Drawing a link between energy policy and sustainable development, this paper explores the normative dimensions of policy analysis that inform energy sector decision-making, and how these norms fall short of incorporating adequate considerations of sustainability. The discussion focuses on the obligations that our present generation has to conserve for future generations, the decision of which discount rate to use, and the importance of citizen-oriented preferences in economic valuation. This analysis concludes with the claim that if (...) sustainability insights are applied to conventional methods of approaching these issues, we may be better prepared to address issues that are unconventional and complex, such as those involving the production and use of energy resources. Global climate change is one of the biggest threats humankind faces today. Changing climatic conditions are expected to lead to rising sea levels, a higher frequency of natural hazards, extended phases of drought, and a greater risk of many other sudden and slow-onset events. These threats will impact not only economic development but also the livelihood and cultures of many communities and regions of the world. Governing climate change to minimize these risks not only concerns understanding its science but (...) also analyzing policy options with methods from social sciences and economics. This in turn means making evaluative judgments about what policy measures can be considered just and fair. These kinds of judgments are normative; they concern ethics. In 2004, a government-backed Japanese consortium signed an agreement with the government of Iran to develop the major Azadegan oil field. Not only has the project been given the go-ahead despite numerous political obstacles and poor prospects attributed it, but the agreement also appears to be in conflict with Japan's energy policy, materializing from the mid 1980s to date. Consequently it is important to evaluate Azadegan in terms of Japan's evolving oil policy. Three alternative arguments are proposed (...) to evaluate the quality of policy change: Japanspecial relationship’, bureaucratic factors in the energy policy-making process, and the rise of China. The conclusion emerging from this article is that the rise of China and the growing competition between Tokyo and Beijing in the Middle East and elsewhere are the primary factors in Japan's decision to conclude the Azadegan oil deal. The Azadegan case study therefore sets a new precedent for Japanese energy policy which emphasizes the political and strategic rather than economic factors leading this policy formulation. (shrink)

This work examines Japanese government policies that impact on the environment in order to determine whether they incorporate a sufficient ethical substance. In the enquiry into the ethics of the policies, Kagawa-Fox explores how Western philosophers combined their theories to develop a 'Western environmental ethics code'; she also reveals the existence of a unique 'Japanese environmental ethics code' built on Japan's cultural traditions, religious practices, and empirical experiences. The discovery of the distinctive Japanese code is not only important for what (...) it discloses as a new philosophy, but most importantly how it can be used to analyse the ethical framework of the Japanese policies. In spite of the positive contributions that Japan has shown towards the global environment, the government has failed to show a corresponding moral obligation to the world ecology in its global environmental policy. The policies examined in the three case studies comprising whaling, nuclear energy, and forestry, have also been found wanting in ecological ethical considerations, both from a Western and Japanese perspective. The main reason for this is that the integrity of the policies has been compromised by Japanese vested interest groups; business and political interests ensure that the policies are primarily focused on maintaining sustainable economic growth. Upholding sustainability in the use of energies for the increasing global industrial activity has been one of the priority agendas of the global leaders of the West and East. The projection of different GHGs has thus been the important policy agenda of the economies to justify the positions of their own as well as of others. Methane is one of the important components of GHGs, and its main sources of generation are the agriculture and livestock activities. Global diplomacy regarding (...) the curtailment of the GHGs has set the target of reducing the levels of GHGs time to time, but the ground reality regarding the reduction is far away from the targets. Sometimes, the targets are fixed without the application of scientific methods. The aim of the present study is to examine sustainability of energy systems through the forecasting of the methane emission and agricultural output of the world’s different income groups up to 2030 using the data for the period 1981–2012. The work is novel in two senses: the existing studies did not use both the Box–Jenkins and artificial neural network methods, and the present study covers all the major economic groups in the world which is unlike to any existing studies. Two methods are used for forecasting of the two. One is the Box–Jenkins method, where linear nature of the two variables is considered and the other is artificial neural network methods where nonlinear nature of the variables is also considered. The results show that, except the OECD group, all the remaining groups display increasing trends of methane emission, but unquestionably, all the groups display increasing trends of agricultural output, where middle- and upper middle-income groups hold the upper berths. The forecasted emission is justified to be sustainable in major groups under both methods of estimations since overall growth of agricultural output is greater than that of methane emission. Infrastructure management has traditionally been based on a logic of predict and provide in which rising demand was met with an increase in infrastructure capacity. However, recent changes in political, economic, and environmental priorities mean that projects such as new roads, which simply expand supply, have become more controversial, and that reducing demand is now a key challenge. This article is about the different ways in which infrastructure managers have tried to achieve reductions in demand, as well as the (...) range of plans that blend various proportions of technological and institutional innovation. For the sociology of science, the controversies over these urban environment plans are interesting not just because they are scientific controversies but because they are controversies over the relationships between science, expertise, technology, and society. As a result, the authors argue that sociologists of science have a contribution to make as experts in their own right. This article argues that the sociology of scientific knowledge needs to move beyond symmetry and neutrality and outlines some of the ways in which SSK can make a difference by repositioning itself at the center of contemporary policy debates. Methodology/methods In order to better explain these points, the article relies partially on a comparison with the framework and application of the monetary policy by the Federal Reserve as well as on a historic method when outlining the influence of definition of financial (...) stability from the ECB/eurosystem towards other prominent central banks. Scientific aim The article presents selected aspects of the monetary policy in the part of the EU where single currency was introduced in order to outline state of the art governance structure as well as a certain institutional creativity in application of powers conferred upon the central banks by the Treaty on the Functioning of the European Union and Protocol on the Statute of the European System of Central Banks and of the European Central Bank. The goal is to prove the hypothesis of robustness of the framework and present the limits that can only be pushed further by the legislative power. The conclusions confirm on the one hand that the framework of monetary policy based on strong institutional safeguards such as legislative power and independence is very resilient and can prove efficient and creative enough to stabilise an innovative monetary system, however, on the other hand, validate the hypothesis that certain adaptations can only be performed on the basis of a legislative adaptations. This paper is focused on the theory of drives, particularly on its economic model, which was an integral part of Freud’s original formulation. Freud was aiming to make a link between the psychic energy of drives and the biophysical rules of nature. However, he was not able to develop this model into a comprehensive system linking the body and the mind. The further development of psychoanalytic theory, in various attempts to comprehend the theory of drives, can be described (...) as taking different approaches. Some of them equate drives with bodily impulses, others abandon the economic model, a few stay with Freud’s original model. I believe that the Friston notion of free energy and the hierarchical model of the brain allows us to develop this model and to integrate the economic model into some contemporary theories of drives. I argue against those theories equating drives with biological impulses. My arguments are supported by Freud’s project itself but also by recent developments within neuro-psychoanalysis describing the process of mentalizing homeostasis, interoceptive signals and relations with caregivers. I argue for those theories which see the drives as psychic forces, which through developmental processes and cathexes acquire aims and objects, and become intertwined with impulses originating internally and externally, such as affect, interoceptive impulses, perception of the external world, and impulses from erotogenic zones in particular. Here, I present my analysis of the compatibility and consistency of free energy and the hierarchical model perspective, and two psychoanalytical traditions of thoughts: French psychoanalysis and the post-Kleinian school of British psychoanalysis. In particular, my analysis focuses on the contemporary Kleinian notion of unconscious phantasies, especially Bronstein’s description of their semiotic aspects. Secondly, I look at Segal’s view of drives as dialectic forces of adaptation vs. conservatism. Analyzing the French tradition, I focus on Green’s perspective on the drives, Lacan’s distinction between drives and desire, and Penot’s description of the process of subjectivation. I conclude that free energy, as described by Friston, can be seen as a source of the drives’ energy and the process of minimizing it is an equivalent of what Freud described as binding the free energy, in which psychic unbound energy acquires distinctive features and becomes bound. By interpreting political possibilities with Christian commitments to justice, the book makes a distinctively practical contribution to the literature on Christianity and climate; it lifts an important theological voice in the growing subfield of climate ethics.The book begins by elaborating the general notion of ecological justice into workable criteria. Martin-Schramm describes four basic norms of ecojustice (sustainability, sufficiency, participation, and solidarity), from which he develops twelve energy policy guidelines (e.g., equity, adequacy). He then specifies those guidelines into fourteen criteria by which to assess the justice of climate action (e.g., historical responsibility, emissions verifiability).Subsequent chapters use those criteria to evaluate policy options. Since those emission reductions are unlikely apart from a price on carbon, Martin-Schramm argues that justice mandates a fossil fuel tax. The technological, economic and political advances of the 20th and 21st centuries have established new conditions for the development of civilization. The world economy has simultaneously expanded (the number of states/organization participating in world trade or the volume of heterogeneous transactions) and shrunk (close interrelations between transactions, no matter their geographic origins). Economic policy has gained an indispensable role in the creation of order in international relations and foreign policy. The tendency to prioritize foreign policy (...) aims towards economic policy aims has resulted in ‘reverse flow’, i.e. foreign policy has become a central part of national economic policy. The engagement of external action services and public budget in economic promotion and investments triggers (inter alia) the ethics dilemma. The mentioned ethical aspect is often omitted when discussing ‘the economic foreign policy’. For instance, the ethics dilemma can appear when development and humanitarian aid are taken into account or when it comes to assessing the results (and membership) of economic missions. In this context, the author analyses the Polish foreign policy example and attempts to answer two questions. First, are the economic activities performed by external action services effective? Second, are the mentioned activities in accordance with the social ethical code of conduct? The author focuses on three elements – development and humanitarian aid, the participation of Polish diplomats in economic promotion, and economic missions. (shrink)

In addition to the rosy picture of healthy and wealthy tourists having a sojourn for medical care during a vacation, Reisman is not afraid to tackle the thorny issues concerning trade in organs, eggs and even death, in this sobering and comprehensive volume. It is a rare skill to bring the luminaries of Smith, Marshall, Mill and Confucius to bear on such a contemporary tale! Instead of technological policyprescriptions, the search for solutions to managementproblems in irrigation systems is increasingly soughtin organizational and institutional reforms. Thereseems to be an emerging consensus that water and moneysavings can be brought about by (1) treating water asan economic good; and (2) decentralizing themanagement of irrigation water. Policies based on thisconsensus are being implemented in a large number ofcountries. On the basis of insights derived fromfeminist economics, the paper identifies and discussesgender biases of new irrigation management policies.The paper (...) shows that policies do not explicitlyconsider the possibility that women are water users,and are implicitly based on a belief that all usersare equally able to pay for water. Calculations aboutexpected increases in efficiency may be wrong, becausethey do not take women‘s unpaid contributions tothe economy into account. Existing evidence about theimpacts of irrigation programs shows that these haveprovoked changes in the costs of irrigation or users,in water use practices, and in the accountabilitybetween users and providers of water. No empiricalinformation exists to ascertain whether these changesare gender specific. Impact studies do not addressgender concerns, and methods employed in impactstudies do not allow a critical re-assessment of thetheories underlying new irrigation policies. Economists reason causally. Like many other scientists, they aim at formulating justified causal claims about their object of study. This thesis contributes to our understanding of how causal reasoning proceeds in economics. By using the research on the causes of unemployment as a case study, three questions are adressed. What are the meanings of causal claims? How can a causal claim be adequately supported by evidence? How are causal beliefs affected by incoming facts? In the process of answering these semantic, (...) epistemic and dynamical questions, the richness of causal reasoning in economics is brought to the foreground. In the part on semantics, it is argued that the meaning of causal generalizations in policy-oriented economics is best captured by using the concept of ‘inferential relation’ rather than the one of ‘referential relation’. This part contributes to develop an inferentialist semantics by distinguishing among types of inferential relations. In the part on epistemology, it is argued that justification in sciences like economics often relies, and ought to rely, on evidential variety―i.e. the combination of evidence from multiple sources. An interpretation of independence among evidential sources is offered: two evidential sources are fully independent if and only if the reasons why they would be unreliable do not overlap. It is then shown that the variety-of-evidence thesis does not hold under extreme circumstances. The part on dynamics focuses on deviant-case study. A storyline is provided for what deviant-case study aims at and how it proceeds in what is characterized as an ‘eclectic science’. (shrink)

In the years that have passed since publication of the Club of Rome's seminal report "Limits to Growth," the issues raised in terms of development, resource use and the environment have become ever more pressing. The potential of advances in science and technology to affect all aspects of life, including development, was then little understood. Today's unparalleled burst in scientific and technological creativity has given new options and opportunities to the world economic system. Central to this process is a (...) series of concepts which includes the scientification of technology, by which technology is increasingly generated and developed on scientific bases, the breaking down of interdisciplinary barriers and mankind's new found capacity literally to invent resources, leading to the emergence of whole categories of new materials. These changes make possible a new approach to economic growth, relying on decentralization and flexibility and the selection of technology mixes best suited to different socio-economic and cultural contexts. In parallel, the key importance above all of the information technologies is producing a dematerialization of goods, a trend exemplified by the shift from product oriented to function oriented industries. The new technologies of the 1980s are cross-fertilizing and self-disseminative. They are creating an exceptional number of innovative options in processes, products, services, organization and markets. Mature industrial sectors can undergo a process of rejuvenation to recover competitiveness by the grafting of advanced technologies onto traditional activities. The results are already evident in industrialized countries, such as Italy. The flexibility offered by the new technologies offers perhaps our best hope for a solution to the widening gap between rich and poor nations, contrary to the belief that identifies in advances in science and technology the seeds of a process of polarization dividing the world. The countries of the United States, Japan and Western Europe--the so-called Triad Power--dominate the emerging technologies and their applications. In fact, given the pace of today's technological revolution, developing countries are effectively excluded from active participation in the process of technological change. New technologies are not "off the peg," they have to be learned and controlled, to be introduced into an existing flexible system possessing trained manpower and an adequate capital base. Introduction into the Third World, where these essential conditions are frequently lacking, will not be a painless process. Technology transfer without adaptation is likely to have undesirable cultural and societal disadvantages. North and South are simultaneously experiencing radically different processes of evolution: the former, through restructuring and innovation; the latter, through the drive for more quantitative growth. Continuing stress on quantitative growth carries with it the risk that other goals--environmental quality, even the eradication of poverty--may suffer. Here lies the possibility that unless economic patterns change, today's imbalance between the haves and the have nots may be perpetuated or even consolidated. The countries of the North individually all face problems in addressing these issues. The international banking system is hamstrung with the problems of Third World debt. Primary producers no longer command high prices for their raw materials on world markets and so this source of development funding is also drying up. The need is therefore for a global approach. In each Third World situation, specific needs and requirements must be identified to be tackled via technology blending, whereby a mix of emerging and traditional technologies is selected to raise the quality of output to the levels now demanded by a sophisticated world economy. Another important area is that of energy, together with the worsening environmental and even climatic effects of energy policies. The need is for a long term strategic view to marshall the contribution new technologies can make to improving the lot of mankind in full respect for his environment. Technological change also implies societal change. In labor markets, labor mismatch creates pockets of employment which are difficult to eradicate. Yet, overall, the hope is that expanding economic horizons will create unlimited opportunities for new jobs and new skills. The key is education and training. A feed and feedback mechanism between education and the economy represents an intangible investment in the future. Economic growth, technological innovation, development of culture and society, have always moved together with synergism. Current changes are not so much just physical as conceptual. We are passing from a mechanical (or mechanistic) society to one that can be termed cybernetic. Causality, sequentiality and hierarchy are giving way to a functional interdependence at a systems level. Greater participation will produce more opportunities for self-fulfillment. As old social equilibria collapse, management of social change can be seen to be as important as management of technological change. The technological revolution has deep roots in Western culture. It is a liberating force that can lead to greater cultural enrichment. By understanding the changes now underway, we can ensure that the new pattern of society that emerges from exploitation of the new technologies retains man at its center and so benefits the whole of humanity. Approximately one in six top economic research papers draws an explicitly causal conclusion. But what do economists mean when they conclude that A 'causes' B? Does 'cause' say that we can influence B by intervening on A, or is it only a label for the correlation of variables? Do quantitative analyses of observational data followed by such causal inferences constitute sufficient grounds for guiding economic policymaking? The Philosophy of Causality in Economics addresses these questions by analyzing the meaning (...) of causal claims made by economists and the philosophical presuppositions underlying the research methods used. The book considers five key causal approaches: the regularity approach, probabilistic theories, counterfactual theories, mechanisms, and interventions and manipulability. The convergent development of distributed electricity sources, storage technologies, ‘big data’ devices, and novel ICT infrastructure matching energy supply and demand enables new local and collective forms of energy consumption and production. This socio-technical evolution has been accompanied by the development of citizen energy communities that have been supported by EU energy governance and directives, adopting a political narrative of placing the citizen central in the ongoing energy transition. But to what extent are the ideals (...) that motivate the energy community movement compatible with those of neoliberalism that have guided EU energy policy for the last four decades? Using a framework inspired by Michel Foucault’s idea of governmentality, we analyze the two political forms from three dimensions: ontological, economic and power politics. For the ontological and the economic dimensions, neoliberal governmentality is flexible enough to accommodate the tensions raised by the communitarians. In the dimension of power politics however, the communitarian logic does raise a fundamental challenge to neoliberal governmentality in the sense that it explicitly aims for a redefinition of the ‘common good’ of society’s energy supply based on democratic premises. Abstract This paper begins with an introduction to the ancient spiritual tradition of India. The focus is upon aspects of ancient Indian philosophy relevant to modern society. In the Indian context, science and spirituality are complementary. The application of ethical and religious motivations derived from these ideas is delineated with respect to the practical implementation of energy projects. The efforts of religious and social groups in promoting renewable energy in India are included. A few bioenergy technologies relevant to (...) rural communities in developing nations are then described. The paper argues that though scientific research, technology development, community-based efforts, environmental activism, and renewable energy policy making are important elements in dealing with the energy crisis, they are not sufficient to solve the crisis. The paper closes with the premise that the main wisdom to be drawn from the religious, spiritual, and philosophical traditions concerns the inner transformation that is key to meeting today's energy and environmental crisis. Semantic codes constitute the world, not in a mechanistic “cause-and-effect” sense but through another type of linkage. This article explores some of the semantic code, the “semantic DNA,” of mainstream neoclassical economic development policy thinking and writing and looks at what that mode of thinking incorporates into its discourse as “social.” The various forms of the “social” in economics discourse add up, from a sociologist’s viewpoint, to disappointingly little: they mainly consist of a miscellaneous set of noneconomic aspects (...) that mainstream economic thinking can use to blame for the policy-performance gap between what such thinking promises and what it often actually delivers. Children’s exposure to the marketing of energy-dense nutrient-poor (EDNP) foods is a public health concern and marketing investment is known to be shifting to non-broadcast media, such as the Internet. This paper examines the perceptions of parents and children on ethical aspects of food marketing to which children are exposed. The research used qualitative methods with parent-child (aged between 8–13 years), from South Australia. Thirteen parent-child pairs participated in this research. Ethical concerns raised by parents and children included, the (...) marketing of EDNP foods, pester power and family conflict and the use of powerful techniques via the Internet. Their views on rights and responsibilities represented a complex mixture of idealistic and pragmatic positions. They appeared to be caught within the tensions of problematizing unhealthy food marketing to children, both as a social problem and as an individual problem. Their dilemmas are not dissimilar to the broader policy debate in Australia on the matter of food marketing to children. The stale-mate on statutory regulations to protect children from exposure to EDNP food marketing could be advanced by stronger use of ethical arguments to protect children from harmful exploitation and to protect parents from forces that undermine their authority. _In this article we justify why justice ought to be considered in scenarios of energy transitions, stipulate what dimensions should reasonably be considered, and investigate whether such considerations are taken in Swedish parliamentary debates on energy policies. Through interviews we investigated how Swedish parliamentary politicians think through justice in energy transitions, providing a practical perspective. We conclude that while there is some overlap between minimal conditions for energy justice and the issues brought forward by Swedish politicians, (...) several issues are omitted. Examples include procedural justice and recognizing Sámi interests. On the other hand, principles of energy justice omit economic issues, which are however often brought up by respondents. It can be argued that justice issues, and not only the technical and economic issues that currently dominate the political debate, should be considered in energy transitions. It is therefore unfortunate that questions about justice are not adequately recognized by Swedish members of parliament, as outlined here by interview results. Stronger conclusions would require more empirical work, but the article points out several discrepancies between the topics discussed in the research literature on energy policies, and the topics discussed by elected parliamentarians having a specific focus on energy policies. _ _Keywords_: energy justice; energy transitions; Swedish energy policies; climate justice. As policy innovation is essential for upscaling responsible innovation, understanding its relationship to value change(s) occurring or sought in sociotechnical systems is imperative. In this study, we ask: what are the different types of values in the policy process? And, how does value change influence policy innovation? We propose a disaggregation of values and value change based on a four-stream variant of the multiple streams framework (MSF), a conceptual lens increasingly used for explaining policy innovation in (...) sociotechnical transitions. Specifically, we posit that the values that ‘govern’ problem framing, policy design, political decision making, and technological diffusion can evolve relatively independently, potentially leading to value conflict. We apply this framework to the ongoing case of the market-based economic dispatch of electricity (MBED) policy in the Indian energy transition using content analysis. We find that the MBED scheme—with its emphasis on efficiency (problem), economic principles (policy), low-cost dispatch (technology), and centralization (politics)—attempts value change in each stream. Each instance of value change is, however, widely contested, with the ensuing value conflicts resulting in significant opposition to this policy innovation. We conclude that a disaggregation of values based on the MSF can facilitate an analysis of value change and value conflict in sociotechnical transitions and lay the foundation for systematically studying the relationships among technological change, value change, and policy change. Energy production and consumption give rise to issues of justice for future humans. By analysing a specific case – Swedish energy politics – this article contributes to the discussion of how consideration for future humans should affect energy policy making. It outlines three different energy scenarios for the period 2035-2065 – the nuclear-renewables, the renewables-low and the renewables-high scenarios – and assesses them from the point of view of justice for future individuals by using the (...) capabilities approach as a normative framework. We cannot make a definitive assessment of the different scenarios due to the great uncertainties involved in determining the impacts on individuals living between 2035 and 2065 and individuals born thereafter, but we still conclude that we have certain reasons to prefer the renewables-low scenario since it avoids certain risks connected with the other scenarios. The economic growth in this scenario is lower than in the others, but we question whether this is a disadvantage from the point of view of the capabilities approach. _Keywords:_ energy scenarios, justice, future generations, capabilities approach. Purpose – Research described in this paper focuses on a need to consult inhabitants about a new technical solution introduced in a country-wide scale like it is in the case of a smart metering system – finally, all energy consumers will become its users. Its social acceptance is required. So it is a good example of an ethical approach to introduce an innovative solution in the society. The conducted research was intended to help developing strategy to build appropriate relationships (...) with energy consumers during the planned exchange of energy meters and to prepare energy consumers to make use of all functionality of the installed meters. The course of the conducted research and its results are presented. The paper aims to discuss these issues. Design/methodology/approach – The described forms of cooperation with people are direct interviews in focus groups and a questionnaire survey involving representative social sample. They are described as a case study. An agenda of each interview and also a content of a questionnaire cover topics within the area of natural environment protection, a need to save energy, individual activities leading to energy saving, smart metering, its benefits and potential threats including risk of intrusion privacy. Selected results are included. Findings – Consultations based on focus groups and questionnaire surveys have been well accepted by the participants. Respondents feel a need to express their opinions on a given subject. Citizens' attention concerns mostly the economic aspects of a new system. Energy consumers are able to formulate and declare strong and weak points of smart meters. Some threats concerning intrusion of privacy have been expressed by respondents and included in the paper. Practical implications – General conclusion is the following – each large system is not only a set of technical devices and software routines but it is also a system built by humans and for humans. Wide consultations on a smart metering bring benefits and help ensuring social acceptance. The raising social awareness of the need to save energy is one more benefit from the undertaken activities. An importance of consulting people about new solution involving all inhabitants is emphasized. Direct and structured interviews are the preferred form of social consultations. it is highlighted by some of the pollsters involved in the survey that respondents tell the truth rather in a direct conversation than in a remote mode via internet. Originality/value – The described research took place in November 2012. Earlier only technical experts and academia were involved in discussions concerning smart metering. Selected data are included to show results of the research. The presented approach may help interested parties to introduce new solution and to avoid social opposition, rejection of the idea and misunderstandings. (shrink)

Energy poverty is a key detriment to labor productivity, economic growth, and social well-being. This article presents a qualitative review of literature on the potential role of intelligent communication technology, web-based standards, and smart grid technology to alleviate energy costs and improve access to clean distributed energy in developed and developing countries. It puts forward the argument that energy poverty can be addressed through the use of smarter technologies— which inform decisions we make as individual (...) and corporate citizens, policy makers, and elected officials. Furthermore, the potential application of smarter technologies and energy mapping is explored at the global, national, and provincial levels, with particular attention on their ability to affect our choice of energy and resulting economic impacts. Telegraphy, the distant ancestor of Internet and GSM (Global System for Mobile Communications), was invented by Samuel Morse in 1838. One year later, William Grove invented the fuel cell. Although numerous highly successful innovations stemming from telegraphy may be observed, the development of fuel cells has been insignificant, slow, and erratic and has not yet resulted in notable positive socioeconomic effects. By comparing the modern development of fuel cells and hydrogen technology, that is, a potential radical innovation in energy (...) generation, with some aspects related to the evolution of two highly successful radical innovations, Internet and GSM, the author focuses on the role of innovation regimes and policy in a sectorial system of innovations perspective. In the slow pace in fuel cells and hydrogen technology development, two factors seem to interact negatively: weak and fragmented innovation regimes in the energy sector and the current hegemony of market-oriented R&D policies. An energy efficiency scenario (Joint Institute for a Sustainable Energy and Environmental Future) demonstrates that an energy future built on the use of cost-effective, high-efficiency technologies is clearly within the grasp of South Korea and would justify a nuclear power moratorium with significantly lower carbon dioxide emissions. This is a promising result, especially because applications of other sustainable energy options, such as renewables, decentralized technologies, material recycling/reuse, ecologically based land use planning, forest conservation, sustainable agriculture, and (...) redirection of economic development toward an environment-friendly industrial base, are not included in the analysis. Here lies one of the most fundamental policy choices of the newcentury: Will we build a sustainable energy and environmental future, or will we send forward the burdens and risks of a policy regime that is unwilling to value the future beyond the satisfaction of short-term interests and convenience?
