As policy innovation is essential for upscaling responsible innovation, understanding its relationship to value change(s) occurring or sought in sociotechnical systems is imperative. In this study, we ask: what are the different types of values in the policy process? And, how does value change influence policy innovation? We propose a disaggregation of values and value change based on a four-stream variant of the multiple streams framework (MSF), a conceptual lens increasingly used for explaining policy innovation in sociotechnical transitions. Specifically, we (...) posit that the values that ‘govern’ problem framing, policy design, political decision making, and technological diffusion can evolve relatively independently, potentially leading to value conflict. We apply this framework to the ongoing case of the market-based economic dispatch of electricity (MBED) policy in the Indian energy transition using content analysis. We find that the MBED scheme—with its emphasis on efficiency (problem), economic principles (policy), low-cost dispatch (technology), and centralization (politics)—attempts value change in each stream. Each instance of value change is, however, widely contested, with the ensuing value conflicts resulting in significant opposition to this policy innovation. We conclude that a disaggregation of values based on the MSF can facilitate an analysis of value change and value conflict in sociotechnical transitions and lay the foundation for systematically studying the relationships among technological change, value change, and policy change. As is well known, the late Husserl warned against the dangers of reifying and objectifying the mathematical models that operate at the heart of our physical theories. Although Husserl’s worries were mainly directed at Galilean physics, the first aim of our paper is to show that many of his critical arguments are no less relevant today. By addressing the formalism and current interpretations of quantum theory, we illustrate how topics surrounding the mathematization of nature come to the fore naturally. Our (...) second aim is to consider the program of reconstructing quantum theory, a program that currently enjoys popularity in the field of quantum foundations. We will conclude by arguing that, seen from this vantage point, certain insights delivered by phenomenology and quantum theory regarding perspectivity are remarkably concordant. Our overall hope with this paper is to show that there is much room for mutual learning between phenomenology and modern physics. (shrink)

Networks pervade social and economic life, and they play a prominent role in explaining a huge variety of social and economic phenomena. Standard economic theory did not give much credit to the role of networks until the early 1990s, but since then the study of the theory of networks has blossomed. At the heart of this research is the idea that the pattern of connections between individual rational agents shapes their actions and determines their rewards. The importance of connections has (...) in turn motivated the study of the very processes by which networks are formed. In Connections, Sanjeev Goyal puts contemporary thinking about networks and economic activity into context. He develops a general framework within which this body of research can be located. In the first part of the book he demonstrates that location in a network has significant effects on individual rewards and that, given this, it is natural that individuals will seek to form connections to move the network in their favor. This idea motivates the second part of the book, which develops a general theory of network formation founded on individual incentives. Goyal assesses the robustness of current research findings and identifies the substantive open questions. Written in a style that combines simple examples with formal models and complete mathematical proofs, Connections is a concise and self-contained treatment of the economic theory of networks, one that should become the natural source of reference for graduate students in economics and related disciplines. BackgroundNeuropsychological profile of Indian Duchenne muscular dystrophy subjects remains unidentified and needs to be evaluated.MethodsA total of 69 DMD and 66 controls were subjected to detailed intelligence and neuropsychological assessment. The factor indexes were derived from various components of Malin’s Intelligence Scale for Indian Children and Rey Auditory Verbal Learning Test.ResultsPoor verbal and visual memory profiles were demonstrated by DMDs, which include RAVLT-immediate recall, RAVLT-delayed recall, Rey–Osterrieth complex figure test -IR, and RCFT-DR. RAVLT-memory efficiency index demonstrated poor verbal memory efficiency. (...) Significant differences in the functioning of working memory axis [RAVLT T1, recency T1, Digit Span Backward ] were observed along with reduced performance in visuomotor coordination, visuospatial, and visual recognition abilities. Block designing efficiency index and attention fraction showed a normal performance in DMD kids.ConclusionWorking memory deficits were found to be the crucial element of cognitive functioning in DMD cases. In view of the importance of symmetry principles in elucidating the structure of physical theories, it is natural to ask to what extent conservation and relativity determine the structure of mechanics. In this paper, we address this question by deriving classical mechanics—both nonrelativistic and relativistic—using relativity and (...) conservation as the primary guiding principles. The derivation proceeds in three distinct steps. First, conservation and relativity are used to derive the asymptotically conserved quantities of motion. Second, in order that energy and momentum be continuously conserved, the mechanical system is embedded in a larger energetic framework containing a massless component that is capable of bearing energy. Imposition of conservation and relativity then results, in the nonrelativistic case, in the conservation of mass and in the frame-invariance of massless energy; and, in the relativistic case, in the rules for transforming massless energy and momentum between frames. Third, a force framework for handling continuously interacting particles is established, wherein Newton’s second law is derived on the basis of relativity and a staccato model of motion-change. Finally, in light of the derivation, we elucidate the structure of mechanics by classifying the principles and assumptions that have been employed according to their explanatory role, distinguishing between symmetry principles and other types of principles that are needed to build up the theoretical edifice. The quantum symmetrization procedure that is used to handle systems of identical quantum particles brings into question whether the elementary constituents of matter, such as electrons, have the fundamental characteristics of persistence and reidentifiability that are attributed to classical particles. However, we presently lack a coherent conception of matter composed of entities that do not possess one or both of these fundamental characteristics. We also lack a clear a priori understanding of why systems of identical particles (as opposed to non-identical (...) particles) require special mathematical treatment, and this only in the quantum mechanical (as opposed to classical mechanical) setting. -/- Here, on the basis of a conceptual analysis of a recent mathematical reconstruction of the quantum symmetrization procedure, we argue that the need for the symmetrization procedure originates in the confluence of identicality and the active nature of the quantum measurement process. We propose a conception in which detection-events are ontologically primary, while the notion of individually persistent object is relegated to merely one way of bringing order to these events. On this basis, we outline a new interpretation of the symmetrization procedure which gives a new physical interpretation to the indices in symmetrized states and to non-symmetric measurement operators. The study comprehensively reviews previous research work in the domain of ‘Organizational Virtuousness’ (OV) using bibliometric and content analysis. It aims to provide insights into what is known about the field and where future research should be directed. As many as 193 published research articles during the last two decades (2004–2022) were retrieved from the Scopus database. These articles were thoroughly studied and then examined using VOSviewer and the Biblioshiny package of R software for bibliometric insights. The findings of the (...) analysis have pinpointed the most influential journals, authors, and keywords and discovered seven research clusters. Notably, this study is one of the foremost attempts to review the extant research body on OV, and it inarguably helps and guides future research and practice. (shrink)

According to our understanding of the everyday physical world, observable phenomena are underpinned by persistent objects that can be reidentified across time by observation of their distinctive properties. This understanding is reflected in classical mechanics, which posits that matter consists of persistent, reidentifiable particles. However, the mathematical symmetrization procedures used to describe identical particles within the quantum formalism have led to the widespread belief that identical quantum particles lack either persistence or reidentifiability. However, it has proved difficult to reconcile these (...) assertions with the fact that identical particles are routinely assumed to be reidentifiable in particular circumstances. For example, when two electrons move through a bubble chamber, each is said to generate a sequence of bubbles that is caused by one and the same particle. Moreover, neither of these assertions accounts for the mathematical form of the symmetrization procedures used to describe identical particles within the quantum framework, leaving open theoretical possibilities other than bosonic and fermionic behavior, such as paraparticles, which do not appear to be realized in nature. Here we propose the novel idea that both persistence and nonpersistence models must be employed in order to fully account for the behaviour of identical particles. Thus, identical particles are neither persistent nor nonpersistent. We prove the viability of this viewpoint by showing how Feynman's and Dirac's symmetrization procedures arise through a synthesis of a quantum treatment of these models, and by showing how reidentifiability emerges in a context-dependent manner. We further show that the persistence and nonpersistence models satisfy the key characteristics of Bohr's concept of complementarity, and thereby propose that the behavior of identical particles is a manifestation of a persistence-nonpersistence complementarity, analogous to Bohr's wave-particle complementarity for individual particles. Finally, we construct a precise parallel between these two complementarities, and detail their conceptual similarities and dissimilarities. (shrink)

What is the temporal course of gratitude and indebtedness and how do these feelings influence helping in the context of reciprocity? In an online-game tapping real-life behaviour, Study 1 (N = 106) finds that while gratitude towards a benefactor remains elevated after an opportunity to reciprocate, indebtedness declines along with helping. Yet, indebtedness rather than gratitude better predicts real-life helping of a benefactor. Using a vignette-based experiment, Study 2 (N = 217) finds that after reciprocation indebtedness and likelihood of helping (...) a benefactor reset to a baseline level while gratitude endures. Furthermore, the decrease in helping after reciprocation is better explained by indebtedness than by gratitude. Study 3 (N = 217) assessed the unique influences of gratitude and indebtedness on helping by comparing contexts in which gratitude is at a baseline level but indebtedness is elevated (e.g. before a monetary payment for a service received) to contexts in which indebtedness is at a baseline level but gratitude is elevated (e.g. after reciprocation of benefits freely given by a friend). People are more likely to help in the former compared to latter context, and this difference is better explained by indebtedness rather than by gratitude. We discuss the interrelated and understudied relationships between gratitude, indebtedness, and reciprocity. (shrink)

Our understanding of the decisions made under scenarios where both descriptive and experience-based information are available is very limited. Underweighting of small probabilities was observed in the gain domain when both description and experience were provided. The divergence observed from the prospect theory suggests a need for a separate or modified theory of decision making under risk. Recent studies suggest a possible role of probability weighting in the choice behaviour under risk. We investigated both gain and loss domains with and (...) without feedback for small and large probability conditions. We characterized the shape of the probability weighting function by a two-parameter functional form representing discriminability (concave-convex shape) and attractiveness (level of absolute weights relative to objective probability). We replicated four-fold pattern of risk attitude on non-WEIRD population. We find that feedback leads to underweighting of small probabilities and overweighting of large probabilities in the gain domain and overall underweighting of probabilities in the loss domain. We find that underweighting of small probabilities is driven by changes in discriminability and attractiveness components in the gain domain and changes in the attractiveness component in the loss domain. We have interpreted the results by proposing an updated belief-based account of decisions under uncertainty in which feedback, when available, influences the probability weighting mediating the choice behaviour. Cloud computing paradigm is growing rapidly, and it allows users to get services via the Internet as pay-per-use and it is convenient for developing, deploying, and accessing mobile applications. Currently, security is a requisite concern owning to the open and distributed nature of the cloud. Copious amounts of data are responsible for alluring hackers. Thus, developing efficacious IDS is an imperative task. This article analyzed four intrusion detection systems for the detection of attacks. Two standard benchmark datasets, namely, NSL-KDD and (...) UNSW-NB15, were used for the simulations. Additionally, this study highlights the proliferating challenges for the security of sensitive user data and gives useful recommendations to address the identified issues. Finally, the projected results show that the hybridization method with support vector machine classifier outperforms the existing techniques in the case of the datasets investigated. (shrink)

I introduce a thin concept of ad hoc identity -- distinct from metaphysical accounts of either relative identity or absolute identity -- and an equally thin account of concepts and their content. According to the latter minimalist view of concepts, the content of a concept has behavioral consequences, and so content can be bounded if not determined by appeal to linguistic and psychological evidence. In the case of counting practices, this evidence suggests that the number concept depends on a notion (...) of identity at least as strong as ad hoc identity. In the context of nonrelativistic QM in particular, all of the counting procedures appealed to in the existing literature on nonindividuality are shown to involve ad hoc identity. I then show that Goyal Complementarity and the associated derivation of a strong symmetrization principle in QM can be understood in terms ad hoc identity. Specifically, persistence and non-persistence models of quantum processes are seen to be complementary in the sense that they involve two relations of ad hoc identity that occasionally overlap in empirically meaningful ways. Finally, I attempt to draw out consequences for theories of nonindividuality from the above conceptual analysis. The upshot is that counting and definite cardinality are incompatible with nonindividuality, and that none of the counting procedures cited for quantum phenomena offer positive support for an interpretation in terms of nonindividuals. (J Polit Econ 114(2):403–412, 2006) or Newman (Proc Natl Acad Sci USA 101(Suppl. 1):5200–5205, 2004) show that scientific collaboration networks present a highly unequal and hierarchical distribution of links. This implies that some researchers can be much more active and productive than others and, consequently, they can enjoy a much better scientific reputation. One may think that big intrinsical differences among researchers can constitute the main driving force behind these inequalities. Contemporary societies are often “polarized”, in the sense that sub-groups within these societies hold stably opposing beliefs, even when there is a fact of the matter. Extant models of polarization do not capture the idea that some beliefs are true and others false. Here we present a model, based on the network epistemology framework of Bala and Goyal, 784–811 1998), in which polarization emerges even though agents gather evidence about their beliefs, and true belief yields a pay-off advantage. As (...) we discuss, these results are especially relevant to polarization in scientific communities, for these reasons. The key mechanism that generates polarization involves treating evidence generated by other agents as uncertain when their beliefs are relatively different from one’s own. (shrink)

Like Samiksha Goyal, many have asked—was Gandhi a Philosopher, deeply committed to moral principles, or a mass leader who was political strategist par excellence? In my response, I argue that scholars have created a false dichotomy between Gandhi the philosopher and Gandhi the pragmatic politician because usually these two are considered as different as chalk and cheese. Politicians are not expected to be moral and spiritual persons are not expected to be pragmatic. But, this article explains that it is (...) wrong to even think in terms of such a dichotomy because Gandhi evolved as a unique combination of a philosopher who had a highly moral and spiritual position that was necessarily political, and a shrewd pragmatic politician who had a political position that was necessarily moral and spiritual. Gallin, Director of the Magnuson Clinical Center of the National Institutes of Health (NIH), convened a one-day "Conference on the Future of Clinical Bioethics at the National Institutes of Health Intramural Program." Conferees included NIH officials and a panel of consultants from bioethics programs around the nation.1 The subject was the future (...) of NIH's intramural bioethics program and specifically a vision of a new multi-component program, presented by Dr. Gallin, the first speaker. Dr. Harold Varmus, Director of NIH, was there to assure his support for Dr. Gallin's vision. This author, honored to be second speaker, was invited to sketch a brief history of bioethics at NIH. The present article reviews some of this history and then reports on Dr. Gallin's proposal, points of consensus among speakers and conferees, and the search for a Chief of the Clinical Bioethics Program.History of Bioethics at NIHIt is often said that NIH is a well-kept secret as the nation's leading biomedical research facility. Also, few people know that NIH has a long history in bioethics. Some key events in that history are shown in Figure 1, beginning with two that occurred prior to the birth of bioethics. NIH made an early policy response to protect human subjects of research and to find acceptable limits for scientific freedom. The Clinical Center (CC), a 550-bed research hospital, opened in 1953. A subcommittee of the Medical Board, the Clinical Research Committee (CRC), was formed for prior group review of all studies with normal volunteers. The traditional practice was for researchers themselves to decide when studies would begin, which subjects to recruit, and whether informed consent would be sought. The CRC intervention bit into this tradition. In addition, patient studies that posed significant risks or departed widely from medical practice were reviewed by referral from the Clinical Directors of the various Institutes. Was this CRC an early institutional review [End Page 355] board (IRB)? As a guest researcher, I was permitted to observe the CRCs meetings between 1966 and 1969. It functioned much like an IRB but had no community or non-scientist members. Other IRB-like review groups undoubtedly existed prior to the CRC. Robert Levine (personal communication, September 7, 1995) recalls that Beth Israel Hospital in Boston had one in 1938. We study a low-rationality learning dynamics called probe and adjust. Our emphasis is on its properties in games of information transfer such as the Lewis signaling game or the Bala-Goyal network game. These games fall into the class of weakly better reply games, in which, starting from any action profile, there is a weakly better reply path to a strict Nash equilibrium. We prove that probe and adjust will be close to strict Nash equilibria in this class of games (...) with arbitrarily high probability. The inversion of directions is an important operation with directions which plays an important role in qualitative spatial reasoning and spatial queries. In this work, we address on the inversion operation of the basic cardinal direction relations in the model of Goyal. The direction relation matrix model proposed by Goyal is a projection-based model for spatial direction relations between regions. This model is simple in calculation and easy to carry out formal reasoning, which is considered as currently one (...) of the most excellent models for representation and qualitative reasoning with cardinal direction relations in two-dimensional space. This work aims to realize the automatic inference and calculation of the inverse of the basic cardinal direction relations in the model of Goyal and further to improve the ability of spatial reasoning and spatial analysis of spatial database. In order to avoid the complicated manual reasoning, an algorithm for automatically performing the inverse operation on this model is devised by means of the operations of direction relation matrix. Theorems are provided to prove formally that our algorithm is correct and complete, which is also verified by comparing the result of our algorithm with that of manual reasoning for each basic cardinal direction relation. This study realized the automatic inference and calculation of the inverse of the basic cardinal direction relations in the model of Goyal and further improved the ability of spatial reasoning and spatial analysis of spatial database. A small consortium of philosophers has begun work on the implications of epistemic networks (Zollman 2008 and forthcoming; Grim 2006, 2007; Weisberg and Muldoon forthcoming), building on theoretical work in economics, computer science, and engineering (Bala and Goyal 1998, Kleinberg 2001; Amaral et. al., 2004) and on some experimental work in social psychology (Mason, Jones, and Goldstone, 2008). This paper outlines core philosophical results and extends those results to the specific question of thresholds. Epistemic maximization of certain types does (...) show clear threshold effects. Here, we present some experiments of non-cooperative games of network formation based on Bala and Goyal (Econometrica 68:1181–1229, 2000 ). We have looked at the one-way and the two-way flow models, each for high and low link costs. The models come up with both multiple equilibria and coordination problems. We conducted the experiments under various conditions which allowed for repeated interactions between subjects. We found that coordination on non-empty Strict Nash equilibria was not an easy task to achieve, even (...) in the one-way model where the Strict Nash equilibria are wheels. We found some evidence of convergence to equilibrium networks through learning dynamics, while we found no effect of salient labels to help coordination. The evidence on learning behavior provides support for subjects that were choosing strategies in line with various learning rules, principally Reinforcement and Fictitious Play. (shrink)
