Vigilanz wird alltäglich ausgeübt, etwa im Bereich der Sicherheit, des Rechts, der Religionen oder auch der Öffentlichen Gesundheit: überall dort, wo wir auf etwas achten, gegebenenfalls auch etwas tun oder melden sollen. Der Münchner SFB 1369, in dem dieser Band entstanden ist, untersucht die Geschichte, kulturellen Varianten und aktuellen Formen dieses Phänomens nichtinstitutioneller, aber doch hochgradig funktionaler Wachsamkeit. Der erste Band der Publikationsreihe,Vigilanzkulturen' widmet sich der zeitlichen Dimension von Vigilanz. So wie menschliche Aufmerksamkeit erheblichen Schwankungen unterliegt, ist auch Wachsamkeit zeitlich (...) instabil. Die hohe physiologisch-kognitive Intensität von Wachsamkeit lässt sich nur schwer auf Dauer stellen. Wird über längere Zeit hinweg ein ereignisloses oder unstrukturiertes Geschehen beobachtet, sinkt die Aufmerksamkeit oder richtet sich auf anderes. Kulturelle Anleitungen zur Wachsamkeit arbeiten daher in der Regel selbst mit zeitlichen Strukturen: mit Rhythmisierungen, Habitualisierungen oder Dramatisierungen. Sie geben vor, in welcher Abfolge Wachsamkeit herauf- oder herabgestuft werden soll oder sie variieren denkbare Gefahren. Sie arbeiten mit natürlichen Zeitverläufen (wie Tag und Nacht, Licht und Dunkelheit), die sie, kulturell überformt, nutzbar machen. Darüber hinaus können auch Techniken und Medien helfen, Wachsamkeit zu verstetigen. Der Band untersucht diese zeitliche Gestaltung der Wachsamkeit anhand historisch spezifischer Konstellationen. Er versammelt Beiträge aus unterschiedlichen Disziplinen wie Geschichte, Ethnographie, Kunstgeschichte, Literatur- und Medienwissenschaft, um die Zeiten der Wachsamkeit zu erforschen. (shrink)

Le rôle majeur que jouent les sciences et les techniques dans les sociétés modernes et les mutations profondes qu’elles connaissent exigent de nouveaux moyens d’analyse. On ne peut désormais comprendre l’activité scientifique qu’en replaçant ses logiques propres dans leur contexte social. Il s’agit de saisir la pratique actuelle des sciences, en révisant les notions constitutives de leur histoire et de leur philosophie, comme l’expérimentation ou la preuve ; de penser les sciences en société, lorsqu’elles quittent le laboratoire et qu’elles interviennent (...) dans les grandes questions économiques, politiques et sociétales (OGM, nucléaire, etc.) ; de faire le point sur le statut des études récentes sur les sciences ( Science Studies ), en montrant ce qu’elles ont apporté de décisif, mais aussi ce qu’elles ignorent. Des laboratoires européens du XIXe siècle à la Silicon Valley aujourd’hui, c’est en s’appuyant sur de nombreux exemples historiques que ces études sont menées. Les savoirs scientifiques, mais aussi managériaux et économiques, participent à la mise en place de la société néolibérale, faisant surgir des questions cruciales comme celle de la possibilité d’une participation démocratique aux choix scientifiques et techniques, ou celle du sens de la notion de développement durable. C’est pourquoi la visée finale de ce livre est essentiellement politique. (shrink)

Biobanks, collecting human specimen, medical records, and lifestyle-related data, face the challenge of having contradictory missions: on the one hand serving the collective welfare through easy access for medical research, on the other hand adhering to restrictive privacy expectations of people in order to maintain their willingness to participate in such research. In this article, ethical frameworks stressing the societal value of low-privacy expectations in order to secure biomedical research are discussed. It will turn out that neither utilitarian nor communitarian (...) or classical libertarian ethics frameworks will help to serve both goals. Instead, John Rawls’ differentiation of the “right” and the “good” is presented in order to illustrate the possibility of “serving two masters”: individual interests of privacy, and societal interests of scientific progress and intergenerational justice. In order to illustrate this counterbalancing concept with an example, the five-pillar concept of the German Ethics Council will be briefly discussed. (shrink)

The formation of blood vessels within the vascular system entails a variety of cellular processes, including proliferation, migration and differentiation. In many cases, these diverse processes need to be finely coordinated among neighbouring endothelial cells in order to establish a functional vascular network. For instance, during angiogenic sprouting specialized endothelial tip cells follow guidance cues and migrate extensively into avascular tissues while trailing stalk cells must stay connected to the patent blood vessel. The vascular endothelial growth factor (VEGF) and Notch (...) signalling pathways have emerged as the major players in governing these different cellular behaviours. In particular, recent work indicates an important role for Notch signalling in determining how an endothelial cell responds to VEGF. In this review, we provide an overview of these biochemically distinct pathways and discuss how they may interact during endothelial cell differentiation and angiogenesis. Childhoods in contemporary Kenya are entangled with discourses of care in a post-colonial landscape. Such imaginaries of childhoods through discourses of ‘care’ and ‘charity’ are well established through Western lenses. Another lens that is often enacted is the lens of de-commercialised, un-spoilt, pure and innocent childhoods in the Kenyan landscape. In this study, the authors utilize Nel Nodding’s concept of an ethics of care, and a feminist lens, to explore this binary of Western views through real experiences of childhoods. This (...) paper provides an analysis of childhoods as lived experiences in Kenya, and challenges constructions of children/childhoods as vulnerable, based upon observations and interviews conducted in Kenya in the remote area of Kwale County. In 1922, philosopher Jakob Klatzkin and Zionist politician and later president of the World Jewish Congress, Nahum Goldmann founded the Eschkol publishing company in Berlin and began their major work on the Encyclopaedia Judaica. Eschkol was active during the Weimar Republic, where culture and politics were shaped by a Jewish renaissance and by the sustained migration of Jews from Eastern Europe. Most of the publisher’s books and brochures show emblematic historical ruptures and the migration of knowledge to new spaces, languages, (...) and cultures. This article analyzes Eschkol’s publications and cultural agenda from the perspective of a material culture of printed works, and focuses on its textbook program. It concentrates the discussion on the historian Simon Bernfeld and Jakob Klatzkin, two formative scholars of that period. (shrink)

Corruption continues to be a considerable challenge for internationally active companies. In this article, we examine personal and socioenvironmental antecedents of corrupt behavior in organizations. In particular, we aim to illuminate the links between Machiavellianism, on-the-job experience with corrupt behavior at work, neutralization, and the attitude of business professionals toward corruption. The empirical analysis is based on the responses of 169 professionals. At first, a positive relationship between both Machiavellianism and on-the-job experience and the acceptance of corruption appears in the (...) model. However, an in-depth mediation analysis shows that neutralization is the keystone linking both Machiavellianism and on-the-job experience to the likelihood to condone corruption. Based on these results, we offer avenues for further research and implications for practitioners. (shrink)

The present paper reports a set of experimental studies concerning the comprehension of French argumentative operators and connectives.The first part is a presentation of the theoretical framework, the methodological problems and some of the most general results. Experiments were carried out in the perspective of the linguistic theory of argumentation developed by Anscombre and Ducrot. According to this theory, a number of devices in language are mainly defined by their argumentation function, i.e. by the types of discursive sequences and conclusions (...) they involve. Three categories of such devices were examined: (1) operators like “presque” (almost), “à peine” (hardly), “au moins” (at least), etc. which give an argumentative orientation to the statement; (2) co-orientation connectives, like “même” (even), which relate two statements oriented towards the same conclusion; (3) counter-orientation connectives, like the concessive ones (“mais” (but), “quand même” (even so), etc.), which relate two statements oriented towards opposite conclusions. The data shed light on issues such as: What is the nature of the relationship between the informative and argumentative functions of different operators? Is there a hierarchical relation between the argumentative processes of “co-orientation” and “counter-orientation”? What is the role of negation in the processing of argumentative sequences?The second part of the paper focuses specifically on the study of how 8 and 10 year-old children process “counter-oriented” statements. Five concessive connectives were studied: “mais”, “pourtant”, “quand même”, “même si”, “bien que”. The test was composed of two successive completion tasks: in one task the children had to choose the relevant context of complex sentences involving concessive connectives; in the other task they had to choose their relevant conclusion. Main results show a clear evolution in the performance of children between 8 and 10, suggesting that concessive strategies are not completely mastered at the age of 8. Differences among the concessive connectives studied were brought out: the item “quand même” obtained much better results than the other items with 8-year-old subjects; statements with “mais” seemed to be better processed in the conclusion task than in the context task, especially by 10-year-old subjects. These results are compared with other data obtained in some of the numerous studies on the production and comprehension of concessive connectives in various languages, and discussed from the point of view of argumentative theory. Cette promenade dans le temps, par le texte et l'image, restitue le lyrisme ou le désenchantement d'une époque qui oscille entre espérance et désillusion. Elles donnent le ton des revendications écologiques, environnementales, sur la pertinence de la partition traditionnelle droite/gauche pour les enjeux écologiques ou simplement humains qui ponctuent notre société depuis quarante ans. In recent years consumer law has come more and more into the focus of legislation within the EU. One of the EU’s key objectives, completing the final stage of the internal market, is to place consumer rights in the centre of it. Following the adaption of various consumer law measures for some decades, the EU has undertaken a thorough review of its consumer acquis. After years of consultations, the Consumer Rights Directive 2011/83/ EU, which was supposed to set new standards (...) of consumer protection, came into force and will have to be implemented by the Member States by 13 December, 2013. Renouncing its principal practice of minimum harmonisation in the area of consumer law, i.e. allowing Member States on the basis of Directives to adopt more protective rules, the EU legislator now turned to a targeted full harmonisation approach by means of the Consumer Rights Directive, aiming at increasing the consumer protection across the EU by bringing together the currently distinct laws for distance selling and off-premises contracts as well as other types of consumer contracts in a single instrument. The article briefly introduces the background of the Directive and discusses the shift in means of harmonisation concepts. Then, it analyses the scope, concepts and content of the Directive, which mainly brings considerable reforms in the areas of information requirements and the right of withdrawal. Taking into account the Directive’s improvements and shortcomings, conclusions are drawn that further harmonisation and a uniform and universally applicable set of European consumer rights are needed. Fifty years ago, on 12 September, 1963, the association agreement between the European Economic Community (EEC) and Turkey was signed in Ankara. However, in contrast to many other countries who applied later on, Turkey has not yet become a member of the EU. Nevertheless, Turkey’s candidacy to join the EU is still one of the most considerable and controversial topics within the European political arena. Within the accession negotiations, apart from human rights and the Kurdish and the Cypriot issues, one (...) of the greatest challenges to Turkey’s successful candidacy is the issue of respect for and protection of minorities. It might indeed represent an unsolvable problem, which will ultimately block Turkey joining the EU. Neither the EU nor Turkey has really come to terms or dealt with what the EU sees as an “unsatisfactory” protection of minorities in Turkey. What lies at the root of this disagreement is what the term “minority” actually means. Due to Turkey’s own nation state concept as being a united and undivided country and to the terms of the Treaty of Lausanne signed in 1923, which defined Turkey as a nation, the country only recognises non-Muslim minorities. Moreover, contrary to the wording of the minority protection clauses in the Treaty of Lausanne, Turkey restricts its recognition of non-Muslim minorities only to the Greek, Armenian and Jewish religious populations. Although being a non-Muslim group as well, the Assyrians are excluded from the Turkish concept of minorities and, therefore, also from minority protection. In contrast to that, the EU’s concept of minority includes ethnic, linguistic and religious minorities, which means that according to the EU’s concept of minorities, also ethnic minorities like the Kurds, linguistic minorities like the Laz and religious minorities like the Alevis are included in the term “minority” and, therefore, these minorities should benefit from specific minority protection rights. To find a common basis for discussing the unsatisfactory issue of minority rights in Turkey, the concept of “ethnic groups” is introduced by the author as the most promising approach to deal with this unreconciled conceptual difference. According to this concept, ethnic groups could form a sub-identity of Turkishness and help build a legal basis to the treatment of minority groups founded on human rights, which would be compatible with both Turkish and EU Law. Die Studie ist am Schnittpunkt von Geschichts-, Sprach- und Kulturwissenschaften angesiedelt und behandelt die Jahre 1893-1933. Anhand einschlägiger Alltagsquellen werden liberaljüdische, zionistische und antisemitische Einstellungen zu Sprache generell sowie zu den Einzelsprachen Deutsch, Jiddisch und Hebräisch im diskursiven Spannungsfeld von Angriff und Apologie untersucht. Dabei versucht die Untersuchung auch Antworten zu geben auf die Frage, wie das kulturell fruchtbare Verhältnis zwischen Juden und Deutschen letztlich in die Katastrophe der nationalsozialistischen Judenvernichtung münden konnte.

Demander une assistance médicale à la procréation, recourir à l'avortement pour des raisons diverses, contrôler après coup une conduite sexuelle à risque par une pilule du lendemain, et bientôt peut-être exiger d'être euthanasié : depuis que l'État s'est engagé dans un processus de dépénalisation de ces pratiques médicales, on peut aujourd'hui faire beaucoup de choses de son propre corps quand il s'agit du début ou de la fin de vie. Cette liberté s'exerce néanmoins à une condition, toujours la même : (...) se présenter devant un médecin. Et que vous demande ce médecin? Presque rien, semble-t-il. Il vous demande de vous asseoir et de parler de votre état, de votre demande. Bref, de ce qui vous amène là. C'est ce " presque rien " dont il est question dans cet ouvrage. Un " presque rien " qui révèle, en réalité, un nouveau système de surveillance dans lequel le médecin prodigue informations et conseils à un sujet jugé désormais capable de prendre seul des décisions souveraines en matière de vie et de mort. Un face-à-face où apparaît le malaise de ceux qui assument la délicate mission de recueillir l'expression du désir ou de la détresse. À partir d'une longue enquête dans le secret des cabinets médicaux, l'auteur explique comment la régulation juridique a laissé place à des formes de pouvoir beaucoup plus sophistiquées, un dispositif souple de gouvernement des conduites qui laisse toute sa place à l'autocontrôle et à l'intériorisation par les individus des normes sociales. Elle montre ainsi comment, du cabinet du praticien jusqu'au Comité consultatif national d'éthique, c'est une nouvelle administration du vivant qui se met en place. (shrink)

This article presents the critique of cybernetics as central to the history of one of the twentieth century’s most infamous avant-garde movements: the Situationist International (SI). Bringing together and analysing a series of seemingly marginal events in the build-up to May ’68, this article shows how the SI’s portrait of cybernetics as an emerging form of social power and control foreshadows later developments in French radical thought. This little-noted trajectory in the situationist movement also highlights the ways in which aesthetics, (...) theory, and politics are inextricably tied together in the events of May ’68. (shrink)

Mammalian synthetic biology holds the promise of providing novel therapeutic strategies, and the first success stories are beginning to be reported. Here we focus on the latest generation of mammalian transgene control devices, highlight state‐of‐the‐art synthetic gene network design, and cover prototype therapeutic circuits. These will have an impact on future gene‐ and cell‐based therapies and help bring drug discovery into a new era. The inventory of biological parts that are essential for life on this planet is becoming increasingly complete. (...) The postgenomic era has provided encyclopedic information on gene‐function correlations and systems biology is now delivering comprehensive details on the dynamics of biochemical reaction networks in living organisms. The time has come to reassemble these catalogued items and design new biological devices and systems with novel and useful functionality in a rational and systematic manner. This is the premise of synthetic biology, a constructive systems biology discipline likely to become the life science revolution of the 21st century. (shrink)

The analysis of identity in cases of memory loss, particularly in Alzheimer’s disease, sheds light on relevant philosophical and practical concerns, such as decision-making processes, autonomy, and the improvement of interaction with patients. Literature on psychological continuity recognizes identity when there are no disruptions in memory, which is certainly not the case in Alzheimer´s disease. Narrative identity, particularly in its relational and non-relational versions, delivers tools which are not exempt from difficulties. Either the caregivers’ narrative or the patient’s narrative is (...) dismissed. Furthermore, if there is a contradiction of narratives in relational theories, we are advised to either find the best narrative or seek agreement. However, one option rejects one narrative, while the other is unattainable in practice for the case in question. Hence, we propose drawing from ironism (Rorty, 1989), which suggests duality of dialogues when dealing with problems. This will be used to defend that the narratives of both, a person with Alzheimer and those close to them, are valid when constituting identity of the former. In this case, we will articulate and defend relational ironism, which allows us to embrace inconsistent narratives without seeking agreements. According to this, personal identity in this case is in constant tension between the narratives of those who suffer Alzheimer’s disease and the narratives of those close to them. We close illustrating possible benefits for how best to interact with patients. (shrink)

During dialog, references are presented, accepted, and potentially reused. Two experiments were conducted to examine reuse in a naturalistic setting. In Experiment 1, where the participants interacted face to face, self-presented references and references accepted through verbatim repetition were reused more. Such biases persisted after the end of the interaction. In Experiment 2, where the participants interacted over the phone, reference reuse mainly depended on whether the participant could see the landmarks being referred to, although this bias seemed to be (...) only transient. Consistent with the memory-based approach to dialog, these results shed light on how differences in accessibility in memory affect the unfolding of the interaction. (shrink)
