Second, she demonstrates how a natural law theory grounded in the work of the medieval scholastics can address some of the questions of contemporary jurisprudence. Readers familiar with her previous work will be delighted that she has extended her constructive account of natural law into the realms of jurisprudence and in the process also engages cultural psychology, rhetoric, political philosophy, and international law.Porter begins her engagement with jurisprudence in chapter 1 by noting a paradox recognized by many legal philosophers in the Anglophone world. Legal systems, as they have developed in the West, are characterized by a high degree of autonomy and independence vis-à-vis other social dynamics such as politics or morality. At the same time, however, no legal system can function in complete isolation from considerations of politics and morality. How can we account for the paradoxical autonomy of legal authority? Porter suggests that a scholastic account of natural law can provide a rationally defensible solution to this paradox by developing an account of natural authority (in chapter 2).The force of Porter’s argument rests on the capacity of her account to justify political and legal authority as a natural expression of the authority that any community exercises vis-à-vis its individual members. A community’s authority over its members is justified on the grounds that in prescribing or prohibiting particular acts, it must appeal to claims that could potentially be recognized as justifiable by any rational member of that community. The concept that creates this important hinge between an individual’s good and the good of the community is, of course, the common good. Scholars interested in the concept of the common good will find that her reflection upon it is both rooted deeply in the Christian tradition and applied with fresh insight to the realm of politics (chapter 3) and law (chapter 4). [End Page 210]One potential objection to Porter’s account of natural law could arise in response to her insistence that natural inclinations “underdetermine” the normative content of a natural law morality, leaving her account open to charges of cultural relativism or of being merely descriptive as opposed to normative. However, in this work she is able to turn these criticisms into assets for her account of natural law. She shows (successfully, I believe) how her theory of natural law is able to account for the plurality of moral, political, and legal systems that exist in our world today while still providing normative grounds for critiquing existing social systems. And in chapter 5 she demonstrates how nonderogable, jus cogens principles can be developed from her account of natural law and applied to the field of international law and human rights. In fact, the final section left me hungry for further development of her insights regarding the relationship between natural and international law.This book is written with the same rigorous logic and careful research that has made Porter one of the leading scholars of natural law theory in the field today. As such, this book would be suitable for academics in a wide variety of fields, such as law, political theory, and of course Christian ethics, or for advanced graduate students. A review of the PRSA Code of Professional Standards reveals that despite the messianic strains of its originators, the code has become in part a public relations device to allow claims of adherence to virtue and in part a matter of constraining free competition. The author maintains that to date the code has not even helped the public relations of public relations. ?Responsibility to the public?; remains undefinable, but trust in individual ethical judgment becomes problematic when there is no common (...) sense of what such responsibility entails. An effective public relations code must include not only pious sentiments, but painful penalties. What is needed are more ?'public relations watchers,?; monitoring the publicity and communication channels and blowing whistles when necessary. News media and trade journals should expose and bring shame to bear on unscrupulous PR practitioners, the essay concludes. In addition, two deeper types of changes are suggested. First, clear distinctions must be made between what is public and what is private information, so the tendency to deceive will be decreased. Second, PR people should return to a different understanding of the word ?truth?; than is common in contemporary culture, and rely upon objective truth and honest service rather than pandering to public opinion. This article constructs and deploys a set of autoethnographic narratives from the author’s experience as a Baptist minister to critically retrieve the category of ‘women’s experience’ for feminist theological construction. Autoethnography, as a response to the crisis of representation in the Humanities, uses personal narratives of the self to reveal, critique and transform wider cultural trends. It therefore provides helpful tools for analysing, critiquing and transforming theological thought and practice. Following the article’s methodological sections, the constructive sections use the crafted (...) autoethnographies to re-frame Rowan Williams’s vision for how church and world co-constitute each other towards God’s just ends. Whereas Williams argues that this co-constitution occurs through processes of interactive transformative judgment, the feminist theological understanding argued for here founds the process instead on interactive, transformative grace. It contains the actual ordination vows and her response to them, based upon an outline of questions suggested by the United Church of Christ.

Polish-German relations in the first half of 2014 were dominated by the Ukraine crisis. This study is an attempt to answer the question of how Polish and German press assessed the cooperation of both countries in resolving the conflict in Ukraine; to what extent the most widely read magazines associated themselves with the decisions of their politicians and the feelings of their own societies and how much understanding they showed for the arguments of their EU partner. The analysis focuses on (...) the unprecedented mission of the Weimar Triangle foreign ministers to Ukraine in February 2014, which led to an agreement between the Ukrainian opposition and President Viktor Yanukovych. A turning point was the visit paid by Radoslaw Sikorski and Frank-Walter Steinmeier to St. Petersburg in June 2014. The next meetings agreed on by EU partners were held without inviting the Polish partner. In view of the speed of events in the selected time interval, the articles subjected to analysis were taken from the most widely read online editions of national daily newspapers in Poland and Germany. The title of this book is particularly significant in that Dr. Rushdoony was able to identify the basic contradiction that pervades a secular society that rejects God's sovereignty by still needs law and order, justice, science, and meaning to life. Secular man wants to use the thinks of creation while denying their creator. As Dr. Rushdoony writes, 'there is no law, no society, no justice, no structure, no design, no meaning apart from God.' And so, modern man has become schizophrenic. (...) He wants to assert his autonomy while rejecting the divine order that gives meaning to life. To the humanist, the aim of living is something he calls the 'good life.' For the nihilist, it is violence and death. Dr. Rushdoony saw cultural schizophrenia as a split between thought and feeling, a withdrawal from the reality of God and a flight into fantasies of world government achieved through an unattainable unity. Utopians are undeniably schizophrenic. They want a heaven on earth, which can only be achieved by coercion and enslavement. But perhaps what they really want, as depraved human beings, is coercion and enslavement, and use utopian idealism to deceive and entrap the gullible. Nor is it by accident that the government schools now lavish so much time on death education, which has been marbleized throughout the curriculum. As Dr. Rushdoony writes: 'For man to turn his back on God, therefore, is to turn towards death.' And this is exactly what the government schools have done. Add to this, multiculturalism, transcendental meditation, sensitivity training, explicit sex education, drug education, evolution, behavioral psychology, humanism, whole language, and other such programs, and you get a curriculum that is so profoundly anti-Christian that one wonders how any Christian parent or minister can condone putting a Christian child in a government school from the forward by Samuel L. The main purpose of the present paper is to introduce and explicate the position and services of the most brilliant character –Etemad-Al-doleh of the ruling era of Shah Abbass the first called Khajeh Mirza Hatam Beig Ordoobadi and his son-Talib Khan. Due to Shah's authority in this era, the paramount duty which can be assigned to the position of Etemad-Al-doleh was to control the geostrategy and military actions.After Shah Abbass, the first-and due to the fact that the kings were brought (...) up in seraglios and were far from gaining experience to manage the country, Etemad- Al-doleh developed his position so increasingly. According to the historical sources belonging to the Safavid era and itinerary of European, we can easily find out that Etemad-Al-doleh found his way into any governmental affairs. Based on the outstanding position of Hatam Beig and his son, it can be claimed that the social position is not considered just to promote the military officers ' ranks in Shah- Abbass era. Unlike the Safavi's point of view, the term of virtue- centered community was limited to recruiting the Georgian servants called "the establishment of the third military force". In the first decades, Etemad-Al-doleh enjoyed a valid social position and a proper background in tribunal. Studying the lives of supreme ministers shows us that the majority of them had court-based and military social origins. (shrink)

The ordination of women into ministry remains a theological and scholarly debate. Even though PCEA was among the earliest churches to ordain the first woman clergy, the progress of ordination of women compared to men remains inadequate. Cultural aspects, patriarchy, and religious traditions of the Church have influenced the position of women in the church. Patriarchy as a theology of headship continues to be a roadblock to having many women ordained in the church. This paper investigated the cultural aspects and (...) their effect on the ordination of women. Further, the paper explores the effect of patriarchy on the ordination of women into the holy ministry. The paper was anchored on egalitarian theology. The study concludes that no theological, biblical, or traditional ratification hinders women from being ordained as ministers of word and sacrament. The study criticizes a theological standpoint that hinders the ordination of women and recommends the ordination of women not only in the Presbyterian Church but also in other mainstream and African-instituted churches. The church should extirpate all forms of discrimination, patriarchy, negative attitudes, and cultural practices that deny women life in its fullness. (shrink)

During the century following the Council of Trent, two trends within Catholic religious orders matured: the first consisted in unifying and strengthening the Order’s culture by focussing on one author of reference; the other in elaborating a new way of presenting that author’s doctrines. In the case of the Friars Minor Conventuals, these trends were fostered in the second decade of the seventeenth century by the minister general of the Order, Giacomo Montanari, who promoted the idea that providing the (...) Order with new works featuring innovative didactic characteristics and a renewed defence of the doctrines of John Duns Scotus was a prime way to lead an authentic religious life. Bartolomeo Mastri and Bonaventura Belluto’s “philosophiae cursus ad mentem Scoti” was probably the major result of this impulse. This article explores nationalist interpretations of blood donation activity, examining how some Indians read integrative messages into the practical procedures through which blood is donated and distributed. The first post-Independence Prime Minister of India, Jawaharlal Nehru, proclaimed the need for `national integration' as a bulwark against a myriad of linguistic, caste and ethnic agitations that threatened to disrupt the unity of the newly formed nation-state. This article shows that a striking manifestation of the Nehruvian ideology of national integration possesses a (...) compelling presence in the Indian blood donation milieu. Scholars of India have long been preoccupied with documenting attempts by the Hindu right to redefine the nation in exclusively Hindu, anti-Nehruvian terms. Questioning the prevailing assumption that the only thing that counts politically in India today is the debunking or overriding of Nehruvian ideals of the secular inclusive nation, this article rehabilitates Nehruvianism as an important ethnographic subject. In so doing it demonstrates the roles of anonymity, enumeration and an array of technical and imaginative gathering points in the formation of the `difference-traversing gift'. The article also highlights ways in which technology may be employed for the imagining of social diversity. (shrink)

Mihai Ralea was a university professor and prominent representative of the Romanian interwar literary intelligentsia. M. Ralea taught psychology, sociology and aesthetics, and was at the same time the director of a reputed literary magazine (Viaţa românească-Romanian Life). Ralea was also a politician, initially an important member of the National Peasant Party, representing its centre left wing. In his case, one may notice the contradiction between his moral arguments in public and his deeds after he reached positions of power (Minister (...) of Labour under the royal dictatorship, Minister of Arts under the pro-communist Petru Groza government, etc.). Ralea was also called “the moralist without morals”, and the compromises he made – manifested through his adherence to anti-democratic regimes – can be documented by numerous archival documents. Due to strong political connections, Ralea survived in the high ranks of cultural bureaucracy even during cultural Stalinism. He maintained important positions both at the University of Bucharest and with humanities research institutes of the post-1948 Soviet-style Romanian Academy of Sciences. In the late 1950s and early 1960s, he also gained posi-tions of international cultural representation with the Romanian branch of the United Nations Educational, Scientific and Cultural Organisation (UNES-CO) and the Romanian Institute for the Cultural Relations with Foreign Countries (IRRCS, the Romanian VOKS). His survival (as a professor of psychology after 1948) had a significant price – Ralea’s collaboration with the Stalinist regime. Using open sources and also newly declassified archival documents, the article is an attempt to approach M. Ralea’s case of survival in the high cultural bureaucracy in the East European context. Farrell’s Norms of Rhetorical Culture (1993, 6) remains both a masterly synthesis of previous constructive work in rhetorical theory and the essential starting point for anyone committed to reconciling the practical impulses of Aristotelian rhetoric, ethics, and politics with (...) the critical imperatives of modernity. In what follows, I try to make a very simple point about Farrell’s recuperation of Aristotelianism: he neglects matters of social causation and institutional design that were essential to Aristotle’s understanding of rhetoric. In turn, by displacing the social in favor of the cultural—a displacement characteristic of much recent work in the human sciences (Schudson 1997)—Farrell lacks a coherent account of the gap between the normative aspirations of classical rhetoric and the empirical characteristics of public life in modern liberal democracies.The problem appears most clearly in chapter 7 of Norms : “Criticism, Disturbance, and Rhetorical Community.” Farrell defines culture as “the common definition of places for the invention and perpetuation of meaning. A culture offers to those who live in it symbols and families of practices that [End Page 402] permit ongoing performances of meaning and value” (1993, 277). Summarizing his previous arguments, Farrell contends that Aristotle’s Rhetoric informs modern “cultural occasions” in three ways: “the impetus for rhetorical meaning, which we find in Aristotle’s seminal understanding of phronēsis, typified by deliberative prudence; a concept of rhetorical form, which we have found in the prototype for public inference and judgment—the enthymeme; and a modern rhetorical forum, a space of engagement wherein the modern constraints of rhetorical culture might assert themselves” (1993, 277). Although these three concepts are inherently useful, both for analyzing past rhetorical episodes and for projecting emancipatory rhetorical possibilities in the present, they are insufficiently grounded in a historical account of the differences between ancient and modern prudential deliberation, rhetorical forms, and rhetorical forums. An adequate history of these differences would require attention to modern social systems as a whole, which include the economy, the polity, and social institutions such as the family, schools, religious and ethnic organizations, and, most crucially for contemporary social systems, the entire apparatus of the culture industry, including the news and entertainment “media.”The cultural aspect of the modern social system, loosely following Talcott Parsons (1951), includes norms, which make for communal solidarity, and values, which undergird the whole system. Although a thoroughgoing account of the place of rhetoric in the entire contemporary social system of a modern liberal democracy such as the United States or Canada would have required a book three times as long as Norms, there are three ways in which modernity complicates the appropriation of Aristotle’s concepts. First, rhetorical meaning is very different in a social system in which individual autonomy takes precedence over communal solidarity as a fundamental value (Pippin 1999). Second, rhetorical forms function differently in a social system in which those forms can be commodified (Aune 1994, 2001). Third, rhetorical forums are also far more complex, especially in an extended republic like Canada or the United States, requiring greater attention to the way in which constitutions literally create persons who speak (such as the president or prime minister) and spaces for speaking (Congress, the state or provincial houses [White 1984]). The need to raise massive sums of money to obtain media access for common rhetorical deliberation, as is especially the case in the United States, complicates the notion of a rhetorical forum immensely. Even without adopting a broadly Marxian framework, it is clear that the rise and development of capitalism have permanently altered rhetorical deliberation and its forms and forums. This book explores the life, thought and political commitments of the free-thinker John Toland (1670-1722). Studying both his private archive and published works, it illustrates how Toland moved in both subversive and elite political circles in England and abroad. It explores the connections between his republican political thought and his irreligious belief about Christian doctrine, the ecclesiastical establishment and divine revelation, arguing that far from being a marginal and insignificant figure, Toland counted queens, princes and government ministers as his (...) friends and political associates. In particular his intimate relationship with the Electress Sophia of Hanover saw him act as a court philosopher, but also as a powerful publicist for the Hanoverian succession. In the late 1960s and early 1970s, a significant body of scholars called attention to the idea of the millennium in English thought during the seventeenth century. These scholars argued that, especially during the epoch of the Civil Wars and Commonwealth, 1640 to 1660, religious speculation that history was moving toward its imminent consummation in a thousand-year reign of Christ exercised powerful influence on English politics and society, both in England itself and in colonial New England. To a lesser extent, scholars also noted the persistence of millennial anticipation after the Restoration, including speculation by mathematicians and scientists such as Isaac Newton.Richard H. The recent arrest of Roman Polanski, the film director who fled to France from the United States in 1978 on the eve of sentencing for having unlawful sex with a 13-year-old girl, has caused an international ruckus. The French culture minister, Frédéric Mitterrand, and the French foreign minister, Bernard Kouchner, both issued statements of support for Mr. Polanski. But many others in France have expressed outrage at that support and said he should face justice for the crime.

One of the key achievements of critical realism has been to expose the modernist myth of universal reason, which holds that authentic knowledge claims must be objectively ‘pure’, uncontaminated by the subjectivity of local place, specific time and particular culture. Wright aims to address the lack of any substantial and sustained engagement between critical realism and theological critical realism with particular regard to: (a) the distinctive ontological claims of Christianity; (b) their epistemic warrant and intellectual legitimacy; and (c) scrutiny (...) of the primary source of the ontological claims of Christianity, namely the historical figure of Jesus of Nazareth. As such, it functions as a prolegomena to a much needed wider debate, guided by the under-labouring services of critical realism, between Christianity and various other religious and secular worldviews. This important new text will help stimulate a debate that has yet to get out of first gear. This book will appeal to academics, graduate and post-graduate students especially, but also Christian clergy, ministers and informed laity, and members of the general public concerned with the nature of religion and its place in contemporary society. On 6 September 1966, the prime minister of South Africa, Dr HF Verwoerd was killed by Mr Tsafendas, a Portuguese national of Greek descent, in parliament by stabbing him in the chest. Mr Tsafendas was a messenger in parliament. At the enquiry trial of Mr Tsafendas, he was found unfit to stand trial on the ground that he suffered from schizophrenia. The psychiatric evidence during the enquiry trial was reviewed and discussed under the following headings: Diagnosis of schizophrenia; Consideration of (...) cultural factors in forensic psychiatric settings; Delusional infestation v. extreme overvalued beliefs; Simulation of psychosis; Ethical considerations in criminal capacity and trial competency assessments. Lessons from the Mr Tsafendas enquiry trial for forensic psychiatrists where a defendant previously diagnosed with schizophrenia commits a prominent political murder, are summarised. It is emphasised that the personhood of an accused referred for forensic observation should be respected and protected, instead of focusing exclusively on a specific diagnosis. (shrink)

In 1995, the Dutch Minister of Health proposed that a randomized clinical trial (RCT) with heroin-maintenance for severe abusers be conducted. It took nearly four years of lengthy debates before the Dutch Parliament consented to the plan. Apart from the idea of prescribing heroin, the minister and her scientific advisers had to defend the quite high material and non-material costs that would arise from employing the randomized controlled design. They argued that the RCT represented the truly scientific approach and was (...) the royal way to unambiguous results. In the present article, I question this common dual justification of RCTs. First, I situate the historical origins and the basic assumptions of the ideal experiment in 20th-century economic liberalism. Secondly, using the Dutch heroin experiment as an example, I discuss human-science experimentation as an attempt to create reality rather than merely record it. Finally, I discuss some surprising responses by heroin users. These responses display the assumptions of RCTs discussed in the historical section, and underline the importance of the culture of heroin use. In the epilogue, I suggest that cultural aspects of heroin consumption can best be studied by thorough ethnographic research. (shrink)

Although women are the centre of African society, not much scholarly attention has been given to these conduits of human development in the Methodist Church in Zimbabwe. The stories of individual women have never formed part of Methodist historiography, ecclesiology, or theology. Methodist scholars exercised this pigeonholing even though women contribute to the life and mission of the church in a formidable way. Moreover, the ministers’ wives who are the leaders of the women’s movement that has the majority of (...) church membership in the Methodist Church in Zimbabwe have also not received scholarly attention despite how they have dedicated their lives to supporting their husband’s ministry. As a result, lay members of the women’s movement would not be expected to be celebrated as most Methodist scholars are male ministers who have never celebrated the work of their wives. This article was motivated by the appointment of Mrs. Sipiwe Chisvo, an ordinary member of the Women’s Fellowship from the low-density suburb of Chitungwiza, Zimbabwe to be the first black President of the World Federation of the Methodist and Uniting Church Women in 2022. Chisvo actively participated in the Methodist Church in Zimbabwe’s interventions in response to the COVID-19 pandemic and presumably, this contributed towards her visibility and recognition in the international arena.Contribution: Although African women often remain in the peripheries of culture, Sipiwe Chisvo is an example of a religious African woman who gave hope to the hopeless people during COVID-19 and this role contributed immensely to her appointment as the president of the World Federation of the Methodist and Uniting Church Women. With this identity, Chisvo represents selfless services rendered by African women to communities during pandemics and these services do not go unnoticed. (shrink)

The article seeks to investigate the role that censorship had in the history of modern Colombian theater during the decades from 1950 to 1980, on the basis of a journey through the trajectory of groups such as Candelaria, TEC and Escuela Municipal de Teatro, as well as its directors Santiago García, Enrique Buenaventura and Gilberto Martínez. The censorship usually came from government institutions, Church ministers, or educational institutions such as universities and colleges. In addition to the analysis of direct (...) censorship phenomena such as the prohibition of performances and the expulsion of members of theater formations, or more indirect ones such as red tape or excessive tax collection, we are interested in highlighting the strategies and practices of resistance and opposition generated by playwrights and theater groups during this time before the censorial actions and speeches. Among these strategies to fight censorship, we highlight the collectivization of structured cultural formations or guilds that brought together various theater groups at the national level, as was the case with the formation of the Colombian Theater Corporation. Collectivization was the strategy against power through which the theater guild fought to resist the repressive effects of censorship. It is necessary to shed light on the role that censorship played in the life of Colombian groups and theater in general. This approach will allow us to see the history of modern theater in Colombia as the history of resistance strategies against censorship and power. (shrink)

Christ and Culture remains a useful heuristic device for discerning and interpreting the process of struggle and change produced by the attempts of the church to minister to the world. It is also helpful for ecclesial self-evaluations. While its typologies are conceptually imperfect, they can be used, nevertheless, to disclose important changes in society and within denominations. These attributes can and do help to facilitate the African American church's ongoing liberation efforts and therefore, hopefully, the flourishing of African American (...) communities. (shrink)

The issue looks into different issues (...) and provides us with indepth information, queries, fears and reservations.In the article on Knowledge, attitude and practice of medical ethics among medical intern students in a Medical College in Kathmandu, Ramesh P Aacharyaand Yagya L Shakya, report on a Knowledge Attitude and Practice survey of 46 medical undergraduate interns of Maharajgunj Medical Campus. The result of the survey is quite interesting. ‘Doctors know the best irrespective of patients’ opinion was agreed upon by 35 %, ‘Confidentiality cannot be kept in modern era and should be abandoned’ was strongly disagreed by 34.8% and disagreed by 60.9%. The Authors hope that the findings will assist the faculties to strengthen the teaching of medical ethics and guiding the interns for ethical professional conduct. In the article titled Organizational Justice and Employee’s Service Behavior in the Healthcare Organizations in Bangladesh is an agenda for Research, Md. Nuruzzaman and Md. Humayun Kabir Talukder present a conceptual framework and a set of hypotheses regarding the relationships among distributive justice, procedural justice, interactional justice, employee’s citizenship behaviour, role prescribed behaviour and counterproductive behavior in the healthcare organizations in Bangladesh. The authors state that the purpose is to assist the policy makers and service providers in identifying desirable and undesirable HRM practices in order to maintain optimum level of employee commitment for ensuring quality and efficient service delivery to the communities. Though the article is theoretical it may be useful for the policy makers and service providers. If an operational research could be carried out to test the hypothesis the practical utility of the concept could be tested in Bangladesh.Zoheb Rafique in the article Ethical Justification of Conducting Research Trials in Lower and Middle Income Countries Including Pakistan: The Responsibilities of Research Enterprises explores the ethical aspects of research sponsored by commercial agencies. He looks into the factors that influence selection of a study site for a sponsored trial particularly in traditional countries like Pakistan where cultural values add to the problem in assuring that research is conducted in an ethical manner. In this paper, the Author discusses the responsibilities of researchers and funders in low and middle income countries like Pakistan and the ethical justifications of doing research trials in developing countries. He concludes that research participants should be fully informed about the research trial and their participation and it is their right to know all risks and benefits so that they have the option of rejecting participation.The article on Ethical aspects of Dhaka University Tele-medicine System by Ahmed Raihan Abir provides and analysis of the tele- medicine system in Dhaka University. The Author is a member of an extended group at Dhaka University (DU) which has been developing telemedicine equipment and data acquisition software to promote telemedicine practice in Bangladesh. Recently the Telemedicine group of DU and a local NGO named SAMAMA with support from Service innovation fund (SIF) of the Prime Minister Office (PMO) of Bangladesh took the initiative to establish eight rural telemedicine centers and one expert center for the field trial of telemedicine in Bangladesh. The aim of this paper is to examine the ethical challenges of such health care system and the effort to overcome these problems before starting the field trial. The author looks into the details of Data confidentiality and security, Responsibilities of Doctor and Rural Technician, Quality of service and Implications of telemedicine in Bangladesh. He concludes that DU telemedicine project will essentially bring the services of qualified medical experts to the doorsteps of the common people throughout the country, even in the remote rural areas. Although a telemedicine cannot match a face to face consultation, DU tele-medicine system is much better than no consultation at all.Sifat Rahman in the article on Ethical Issues of Fair Subject Selection in Research provides an overview of the criterion for maintaining ethical standards for conducting research. The Author reviews the three fundamental conditions to be met for adhering to strict ethical standards which are: Respect for Persons by protecting the autonomy of people, treating them with courtesy and respect and obtaining informed consent.; Beneficence which incorporates the philosophy of "Do no harm" while maximizing benefits for the research project and minimizing risks to the research subjects; and Justice by ensuring that reasonable, non-exploitative, and well-considered procedures are administered fairly. In 1798, the National Institute and the French minister of foreign relations invited European countries to send delegations of science practitioners to Paris to finalise the values of the metre and the kilogram. This article reads the event as part of a wider attempt to establish the political relevance of international scientific consensus and include scientific exchanges in the diplomatic culture of post-revolutionary Europe. At the end of the 18th century, the scope and methods of both the sciences and (...) diplomacy were being renegotiated. French academicians hoped that the new system of weights and measures would at once facilitate international scientific exchanges and advertise that new authority should be politically invested in savants. During the Directory, part of the political elite hoped to stabilise the Revolution and forge an international order where the Republic could coexist with old regime monarchies. This entailed focusing diplomatic negotiations on commercial development, something a shared metrological system could foster. The conference was the product of the alliance between the two groups. Foreign responses to the project reveal the novelty of the association between scientific discussions and diplomatic negotiations. Furthermore, European savants and governments did not agree that metrological reforms fell primarily under the expertise of science practitioners, rather than under that of trading actors or administrators. The conference did not produce consensus on the suitability of the metric system or on the feasibility of programmes for the unification of weights and measures. It was more successful at promoting precision and rationality as key parameters to assess metrological systems and science practitioners as main experts in the matter. (shrink)

The book stresses that the reciprocal relationship between Christology and Christian moral discernment needs greater attention as well as creative reformulation. The essays produce a variety of models of how other (...) disciplines provide the critical and constructive developments that can strengthen the bond between Christology and the Christian moral life. Rather than a definitive resolution to the “problem” of these Christian disciplines, the book is an invitation to further inquiry, an offer to join the conversation.Although the contributors to this anthology present disparate analyses, they share the goal of integrating interdisciplinary developments in the engagement of Christology and ethics. While each author shares similar departure points for these essays, the conclusions are vastly diverse for each contributor. This is in part because the essays draw from a broad range of sources, from the theological to the scientific. One chapter incorporates developments in the field of psychoanalysis in a discussion of the Christian emphasis on participation in the “new creation” through Jesus Christ, who is akin to the psychoanalytic “third” (121). Another chapter applies evolutionary epistemology and evolutionary ethics to a discussion of the ongoing social mediation and cultural reinterpretation of what it means to “do as Jesus did” (178). Underlying all the expositions is an affirmation that ethics and Christology mutually instruct and challenge each other (98). [End Page 211]Despite the integral connection among the essays, some underlying tensions remain. For instance, Brent Waters’s “The Incarnation and the Moral Life” strongly emphasizes the distinction between the civil community and the church, between the City of Man and the City of God (30). The church is the body of Christ that ministers to the world; therefore, “the singular ministry of the baptized engages, evangelizes, and orders the world in the name and under the authority of Jesus Christ” (21). All moral discernment outside of that with Christological foundations falls short of its goal. Conversely, Jan-Olav Henriksen’s “The Surprise of Judgment and Justice” suggests a much more inclusive view of non-Christian (and non-Christological) contributions to ethics in his interpretation of Matthew 25. Using the imago Dei as the springboard for his analysis, the world is envisioned as God’s gift, and the other (the neighbor) is the imago Dei who calls for recognition. Henriksen contends, “Because Christ is the true image of God, all of humanity is related to him, and is in some sense represented in him.... Christ is the face of every other human—as the one who calls us to mercy, compassion, and love” (142). Christian moral action, then, “is not only determined by you, it is determined by them and their calling of you” (141). In this sense, then, the church does not minister to the world, but the world ministers to the church in helping her to recognize the world as God’s gift and to see the image of God in the neighbor.While the emphases of the various proposals in this collection of essays may produce tensions, the strain is actually a positive contribution to the overall project. The anthology seeks to examine the most significant issues in the relationship between Christology and ethics without necessarily providing a conclusive resolution to how these disciplines mutually inform and reinforce each other. The election of Bill Clinton (born in 1946) to the Presidency signaled the generational shift in the United States as (...) early as 1992, and that shift was confirmed by the election campaign of 2000, in which both candidates, Al Gore (born in 1948) and George W. Bush (born in 1946), in spite of their differences, represented the same generation. In Germany the political shift in generations did not occur until 1998, when Gerhard Schröder (born slightly before the beginning of the German baby boom, in 1944) defeated Helmut Kohl (born in 1930).Significantly, Kohl is a member of the generation of Germans born during the 1930s and reared during the years of the Third Reich but too young to have played any significant role, either negative or positive, during the Nazi era. No member of this generation born in the 1930s ever became President in the United States, where the generation of World War Two veterans dominated national politics from Eisenhower to George Herbert Walker Bush. However what in America is a "silent generation" has been, in Germany, the generation most closely identified with the success of the Federal Republic of Germany: these were the so-called Flakhelfer (antiaircraft helpers) who had been children during the war. Kohl therefore famously referred to them as having the "grace of late birth," meaning that they, unlike the war veterans, were presumably untouched by any form of collective guilt for Nazi crimes against humanity. Whereas in the United States the Presidency was transferred directly from the World War Two veterans to [End Page 341] baby boomers—and in the case of the two Bush presidencies, literally, albeit indirectly, from father to son—in Germany the transition from the World War Two veterans (particularly former Chancellor Helmut Schmidt) to the baby boomers was interrupted by a long period of domination by the in-between generation of Flakhelfer.In both countries the baby-boom generation represents a significant shift in sensibilities and encompasses the generation involved in student protest and oppositional social movements in the 1960s and 1970s. In the United States these included the anti-Vietnam War movement, the feminist and gay-rights movements, the sexual revolution, the civil-rights movement, and the ecological movement, as well as, on the extreme fringes, terrorist groupings such as the Weather Underground and a great many religious sects and cults. In Germany the baby boomers formed many parallel groups and movements, including antiwar, feminist, ecological, and gay segments, as well as a proliferation of sectarian Marxist political groupings (so-called K-Gruppen, with the "K" meaning "Kommunist"). Floyd-Thomas (bio)IN LIGHT OF THE SOCIETY OF CHRISTIAN ETHICS’ TWENTY-First Century and 2020 Initiatives, several ad hoc committees and working groups have examined the fate and future of both the Society and the field of Christian ethics. The stated purposes of these initiatives and their correlative task forces were to think about a new era that (...) is ostensibly different from the state of the discipline of Christian ethics and the demographics of the Society in the past. In effect, each initiative was charged with addressing the evolving needs of our field, particularly giving attention to our mission, membership, meeting, media, management, and mass appeal. There has also been considerable attention paid to our relevance in an academy and society where underrepresented groups of color are no longer minorities in the demographic composition of the United States. Further, numerous discussions have focused on the shifting dynamics of a global and postsecular age. Each initiative therefore chose to focus its attention on the practices of the Society in order to expand our ethical conversations with ethicists in other cultures, traditions, and institutional settings. Finally, each initiative executed its own inventory, and recommendations to the board and membership emerged.The 2016 preconference workshop titled “Got Ethics?” was a roundtable discussion that was an effort to make good on the hard work of those initiatives and the good intentions of the SCE board. Herein four ethicists—namely, Gloria Albrecht, Agnes Chiu, Gary Dorrien, and Miguel De La Torre, joined me in the quest to revisit the implications that a diverse demographic and discipline as well as the developing global context may pose for the future of our scholarship and society. Each panelist stated hard truths for these troubling times that poignantly mark both the crises of theological education and the church, and even more urgently for the future of our discipline and our Society as Christian ethicists. [End Page 195]Gary Dorrien offered a rigorous overview of the history of Christian social ethics that coalesced around the ever-growing gap that threatens its viability:Today, as in previous generations, some ethicists work hard at straddling the divide between social justice activism and disciplinary scholarship. For many of us, our purview consists entirely of ethicists fitting this description. All of us up here work hard at doing both things and we struggle with the trade-offs of doing so. I have completed my assignment and my time is up, but I have a cautionary conclusion. Unlike previous generations of social ethicists, we cannot assume that our field has a future. The existence of our field is in jeopardy except in Catholic institutions. On the road I have talked with many academic administrators who are skeptical that their schools need to teach anything called Christian ethics or comparative religious ethics or social ethics. We cannot settle for merely asserting that our work is relevant and that our field has an established standing. The weight of presumption is shifting against us. The field is shrinking, and we must prove that our work is substantial and relevant.1As Dorrien traces the history of social ethics as a discipline, beginning with the rise of the Social Gospel and its modern social consciousness, he also causes us to reflect on our postmodern consciousness as well. Social ethics began with black and white Social Gospel ministers who preached radical social change; however, Reinhold Niebuhr’s Christian realism tempered this radical vision, moving the discipline in a more moderate direction. Today social ethics remains in a crisis of identity and relevance, caught between the need to establish itself as a discipline in its own right and the ethical exigency of speaking directly to social injustices.As an emerging moral theologian, Agnes Chiu echoes Dorrien’s perspective by asserting thatChristian ethics is a discipline that intersects and calls for Christian engagement with the world. The Second World War and its associated political events of a national and global scale brought new circumstances, which was considerably influenced the development processes of Tehran. During World War II, Iran hoped that Washington would keep Britain and the Soviet Union from seizing control of the country’s oil fields. In 1951 and 1952 Truman worked with Iranian Prime Minister, though unsuccessfully, to regain some of those lost oil rights for Iran. By the late 1950s and President Kennedy’s presidency, he (...) used aid as leverage for social reform. During the early years of 1960s, the Kennedy Administration was urging its allies in the third world to carry out necessary reforms in order to prevent popular discontent and enhance the dominant ideology of ‘modernism’. In 1968, a major piece of legislation, the Urban Development and Renewal Act, enabled the municipality to implement Tehran’s Comprehensive Plan (TCP 1968), which integrated all the elements of a 1960s’ American city such as the separation of functions, highways, suburbs, shopping centers and housing area. The export of these American cities principles can only be understood from the background of the Cold War period, in which the east and west were both competing for cultural colonization of Middle Eastern strategically important cities like Tehran. During this period, the new developments supported by the oil boom of 1970s, were built in different forms to constitute an expanding metropolis. In 1974, the second “International Congress of Architecture” with the theme of “Toward a Quality of Life” held at Persepolis and brought together all leading world architects and planners to review Iran’s progress in its professional response to the challenges posed by increasing oil revenues. In many ways the twentieth century was a turning point in the history of mankind. Rebellious social forces defied any reasonable explanation. Philosophical theories of society that had previously been considered true turned out to be inapplicable to the analysis of new historical processes. To an even greater extent than before, religion began to be used by its ministers in the service of corporate and political interests. The hope of solving the problems of human existence and social development with (...) the help of science was also shaken, for many phenomena of human life and cosmic processes were not amenable to scientific explanation. In spite of the impressive successes of science, which changed the face of the world, a critical, even negative, attitude towards science increasingly took hold of public opinion, for the negative features of the technogenic civilization that science helped to create became more and more visible. There were also cultural crises. Alongside beautiful examples of painting, poetry, literature, music, and architecture, a mass culture ruled by the dark spirit of consumerism, banality, and violence sprang up and entrenched itself. The moral sphere is in serious crisis. First the West and, following it, Russia tasted the bitter fruits of the sexual revolution. All of this was the reflection of a deep spiritual crisis that enveloped mankind, a crisis that became obvious in the twentieth century. (shrink)

The introduction of mass public education posed unfamiliar problems for the governments of modern states, and the ways in which governments worked through those problems can reveal much about the culture and values of a state. This paper focuses on central Government officials and the Ministers they advised, with particular attention to the pivotal period 1960-1976. Trends identified include: the shift from post-War optimism to the more pessimistic view of schooling since the late 1960s; the dynamics of professional (...) development amid over-rapid expansion and contraction; relationships between training institutions and schools; and policy-makers' changing perceptions of teachers as professionals. Four themes are considered in detail: the imperatives of numbers; status concerns as a driver of change; linkages among the 'partners' in the schooling enterprise; and accountability. Some questions are posed about the sustainability of the schooling enterprise in England and Wales. (shrink)

Alexis de Tocqueville (1805-1859) was born into an aristocratic family with strong political connections. He served as a representative in the French Chamber of Deputies starting in 1839 and was briefly Minister of Foreign of Affairs in 1849. As an author, he attained instant fame after publishing the first part of Democracy in America in 1835 (the second part appeared in 1840). In 1838, he was elected to the Academy of Moral and Political Sciences and, in 1841, to the even (...) more prestigious French Academy whose forty members were, in principle, the greatest living writers in the French language, known as 'the immortals.' In spite of these achievements, his was an anguished life. He was tormented by the depressing fluctuations of his country between revolution and Bonapartism, and by his own political ineffectiveness. Yet, it was not a failed life. Although he was unable to modify the course of history, he succeeded in articulating a new set of terms for the comprehension of political regimes and how they change. His cultivation of paradoxical theses (for example, that revolutions often occur when improving social conditions create rising expectations), his perception of how cultural values affect government and vice versa, and finally, his capacity to dramatize why the understanding of social institutions is an important part of our search for meaning in life, all this made him a profound historical and sociological thinker. The existential problem at the heart of Tocqueville's identity was that he was a democratically inclined aristocrat. (shrink)

In the December 2015 Issue of the Police Journal Sam Poyser and Rebecca Milne addressed the subject of miscarriages of justice. Cold case investigations can address some of these wrongs. The salient points for attention are those just before his sudden death: Milligan was appointed Private Secretary to Jonathan Aitken, the then Minister of Arms in the Conservative government in 1994. The known facts are as follows: 1. Stephen David Wyatt Milligan was found deceased on Tuesday 8th February 1994 at (...) his Chiswick, West London house where he lived alone. His body was found by his secretary Vera Taggart who was told by Julie Kirkbride where a spare key to his London house was kept and who decided to go to his house that day because he was not answering his telephone. Police said he had made one last telephone call on Saturday evening at 9.00pm. 2. Stephen David Wyatt Milligan had been the elected Member of Parliament (‘MP’) for Eastleigh in Hampshire since 1992. 3. The important topics this MP was addressing in 1994 at the time of his death included: (i) rail privatization plans and the impact through job losses on communities, especially his own constituency of Eastleigh; (ii) arms dealings with Saudi Arabia, especially with his previous intelligence gathered as an economics journalist for esteemed publications; (iii) the UK military industry; (iv) homosexuality among senior government Ministers, as revealed by British footballer Fasanu; (v) personal relationship and planned marriage to his fiancée (Julie Kirkbride) who at the time was a political journalist. 4. Stephen Milligan was also appointed as Parliamentary Private Secretary to Jonathan Aitken, Arms Minister and this position must have required that he came ‘up to speed’ on international arms trade and indeed its relation to bribery and corruption across jurisdictions. Milligan’s experience and knowledge as a former high-level political and economics journalist must have been of huge benefit to government minister Jonathan Aitken who was later imprisoned for perjury. 5. Regarding Stephen Milligan’s death in 1994, the Guardian newspaper in their immediate obituary said that ‘The death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. He was on the left of the Tory party - he had even had a brief flirtation with the SDP when it was formed - and was a noted Euro-enthusiast… the death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. Regarding Stephen Milligan’s sudden and unexpected death in 1994, MP David Willetts (Conservative, Havant) said in March 2015, in his address in the House of Commons. ‘…The inevitable ups and downs and triumphs and disasters of politics are among the great features of this place. There are colleagues in all parts of the House who are tolerant and understanding. There are friendships that keep the downs as well as the ups of politics in perspective. Having entered the House in 1992, I think particularly of two good friends, Judith Chaplin and Stephen Milligan, who both died within two years of being elected; that loss stayed with me for a long time...’ 6. On 28 February 2000, in the House of Commons, at Column 106, Mr Mike Hancock (Portsmouth) said, on the deaths of Michael Colvin and of Stephen Milligan MP: ‘I knew Michael Colvin for nearly 30 years, from when he was first elected to Hampshire county council. During my time as leader of that council, he and the late former Member of Parliament for Eastleigh, Stephen Milligan, were usually the only Members of Parliament who readily supported the council when necessary. Michael Colvin supported many ventures in the county of Hampshire. He will be missed here, in his constituency, and in Europe, and I stress that Hampshire has lost a staunch supporter. I am sure that the county will at some stage want to record its regret at his death and its deepest appreciation of the part that he played in its life....’ -/- Mike Hancock had, like Stephen Milligan, served on the Select Committee on Defence. It is interesting that he mentioned Stephen Milligan’s support as MP for Eastleigh when Milligan had only been so appointed a couple of years before his sudden death, as compared to 30 years of support from Mike Colvin. 7. Mr Andrew Robathan (for Blaby) said in the House of Commons Hansard Debates on 27 January1997, (Column 62) (on the registering of sex offenders): ‘I remember the death of my honourable friend Stephen Milligan, who represented Eastleigh. The press reports of the time stated that each Metropolitan police station had a police officer in the pay of newspapers. I do not know whether that is true, but I am aware that the police are not renowned for being entirely secure with their information…’ This statement is mischievous and it has been demonstrated time and time again, as being untrue, especially during the recent press inquiry leading to the four-volume Leveson Report, published in November 2012, into phone hacking and the ethics and culture of the UK media, pursuant to section 26 of the Inquiries Act 2005, and ordered by the House of Commons to be printed on 29 November 2012, ISBN: 9780102981063, by the Stationery Office Limited on behalf of the Controller of Her Majesty’s Stationery Office. In Volume 4 of the 2012 Leveson Report, chapter 4 concluded on the Press Complaints Commission (‘PCC’) and its effectiveness and revealed that the PCC does not initiate its own investigations other than those ‘needed to head off criticism of the press or self-regulation- or to accept complaints from third parties across the board and on a transparent basis… and the report states that ‘the resources of the police are limited’ in terms of being able to fully inspect the Press and media reports. Imagine a scene sometime in the 1750s in the depths of west Wales. This was wild country. Even a century later, George Borrow called it a ‘mountainous wilderness … a waste of russet-coloured hills, with here and there a black craggy summit’. Through this desolation rides the Reverend William Williams. As he rode, he read – and the book in his saddlebags on this occasion was William Derham'sAstro-Theology, first published some twenty years earlier. Williams was a leading figure in the (...) Methodist revolution that had been sweeping through Wales for the past two decades. Disenchanted with an Anglican Church that seemed increasingly disconnected – culturally and linguistically – from their everyday lives, and attracted by powerful and charismatic preachers like Williams himself, men and women across Wales turned to Methodism. They organized themselves into local groups worshipping in meeting houses rather than in their parish churches. Leaders like Williams usually had a number of such groups under their care, and spent much of their time on horseback, travelling between widely scattered communities to minister to their congregations. That Williams read in the saddle is well known. As shall become clear, he had certainly read Derham's book as well. It is not too much of an imaginative leap, therefore, to picture him reading about God's design of the cosmos as he rode through the Welsh hills – and it is a good image with which to begin a discussion about Wales, science and European peripheries. BidwellIt is somewhat paradoxical to write or speak about identity formation in two religious traditions that ultimately deny the reality of any identity that we might claim or fashion for ourselves. In the Christian traditions, a person’s true (or ultimate) identity is received through God’s action and grace in baptism; to foreground any other facet of the self, or (...) to anchor identity in anything but baptism, could be considered a form of idolatry. In the Buddhist traditions human identity is empty, woven not from an inherent or externally granted essence but through the interdependent arising of all things; 1 to cling to self and to identity as independent, enduring, immutable, or autonomous signals a mistaken understanding of reality.2 Indeed, as religious scholar Alice Keefe has written, “belief in the self as independent and self-existent is our fundamental delusion and root poison.” 3Yet day by day most of us experience our identities, including our religious, cultural, and social identities, as neither empty nor erased. On the contrary: they seem to be inscribed with enduring meaning. Knowledge has been chiseled into them through our participation in the rituals and relationships of the world. At times the very fullness of our identities can feel on the verge of overflowing. This sense of dynamic presence and fullness causes our identities to serve as important (and perhaps essential) tools for negotiating the hurly-burly of experience and relationship in the mundane, finite, material world.4 From this perspective, our religious identities are social artifacts, entities and meanings formed in between, or on the margins of, biological selves that are related to one another through communities of practice.5 These communal artifacts may then be interiorized by individuals as resources that can be employed in or offered back to the world—performed, if you will—through particular (and sometimes disciplined) practices.6The primacy of social process in creating and maintaining religious identity implies that community remains central to the process of fashioning the religious self in contemporary Buddhist and Christian practice. If this is true, it raises, of course, important questions about our understandings of ecclesiology and the nature of the sangha, theological anthropology and Buddhist understandings of the person. These questions [End Page 3] deserve to be answered, but they are too broad to be addressed here. My more modest intention is to contribute to generative conversation about religious identity formation by illustrating how my own religious identities as Buddhist and Christian have been practiced and performed as social artifacts in two particular instances. In a secondary sense, this essay serves as a reflection on pastoral work in a multifaith context, something “much needed in the Buddhist-Christian studies milieu.” 7Given the diverse academic approaches to Buddhist-Christian studies, it seems wise to begin by describing my own background and approach. By training I am a pastoral theologian, someone who seeks to understand critically the richness and complexity of human experiences and then to respond with appropriate, faithful, and effective acts of care. The psychological meta-theory of social constructionism serves as a primary conversation partner for my work; it invites me to ask “not what goes on ‘inside’ people, but what people go on inside of.” 8 For pragmatic reasons I tend to utilize David Tracy’s mutual critical (or revised) correlational method,9 and in the dialectic between understanding human experience and responding to it, I privilege liberationist theologies and religio-ethical norms of justice, love, and wisdom. My practice as a spiritual director and pastoral counselor seeks to promote practices of freedom for all people.10As a minister in the Presbyterian Church (USA) I am accountable to the Reformed tradition of Christian theology. My formal theological education occurred in the ecumenical context of a divinity school affiliated with the Christian Church (Disciples of Christ) and at a diocesan seminary affiliated with the contemplative Anglican tradition. My informal training in Buddhist philosophy and practice occurred in the Theravada traditions of Southeast Asia, primarily through five years of participation in an immigrant congregation and weekly study with Thich Phap Nhan, a Vietnamese monk... On 17 May 2016 Lucy Welsh interviewed Annelise Riles about her work on the relationship between law and time as part of Welsh’s involvement with the AHRC Regulating Time network. Annelise Riles is the Jack G. Clarke Professor of Law in Far East Legal Studies and Professor of Anthropology at Cornell, and is Director of the Clarke Program in East Asian Law and Culture. Her work examines the transnational dimensions of laws, markets and culture across the fields of (...) comparative law, conflict of laws, the anthropology of law, public international law and international financial regulation. Most recently Professor Riles has been examining the nature and meaning of the settlement made on the so-called Comfort Women, and what impact that has for locating events in the past. The Comfort Women were Korean women who were essentially captured and forced to work as sexual slaves for the Japanese army during World War Two. In 2015, Japanese and South Korean ministers agreed a settlement in what they regarded as an irreversible and final settlement of the issue. Welsh and Riles exchange over their mutual interests in time and routinisation in this interview as they discuss what the story of the Comfort Women has to tell us. (shrink)

Two recently published oral histories highlight the long-term trend concerning the mainstreaming of Objectivism, the political and economic ideas of the libertarian conservative writer and ideologue, Ayn Rand. Scott McConnell’s sympathetic interview collection focuses on supporters and acquaintances from Rand’s active period in the 1960s and 1970s. These supporters and acquaintances include former Australian Prime Minister, Malcolm Fraser, who provides McConnell with his considered views concerning Rand. Gary Weiss’s critical interview collection focusses on her more recent supporters, with one displeased (...) and insightful interviewee to be found in both collections. Weiss’s collection reveals the role played by Objectivists in galvanizing the focus of the populist Tea Party movement. Both oral histories reveal the role played by the media and popular culture in mainstreaming Rand’s views. The review ends by comparing Randolph Stow’s socially responsive individualism as described in his novel 'Tourmaline' with Rand’s transactional individualism as described in 'Atlas Shrugged.'. On the winter morning of 16 June 1976, fifteen thousand black children marched on Orlando Stadium in Soweto, carrying slogans dashed on the backs of exercise books. The children were stopped by armed police who opened fire, and thirteen-year-old Hector Peterson became the first of hundreds of schoolchildren to be shot down by police in the months that followed. If, a decade later, the meaning of Soweto’s “year of fire” is still contested,1 it began in this way with a symbolic (...) display of contempt for the unpalatable values of Bantu education, a public rejection of the “culture of malnutrition” with which blacks had been fed.2 The local provocation for the Orlando march was a ruling that black children be taught arithmetic and social studies in Afrikaans—the language of the white cabinet minister, soldier, and pass official, prison guard, and policeman. But the Soweto march sprang from deeper grievances than instruction in Afrikaans, and the calamitous year that passed not only gave rise to a rekindling of black political resistance but visibly illuminated the cultural aspects of coercion and revolt.The children’s defacement of exercise books and the breaking of school ranks presaged a nationwide rebellion of uncommon proportion. The revolt spread across the country from community to community, in strikes, boycotts, and street barricades. It represented in part the climax of a long struggle between the British and Afrikaans interlopers for control over an unwilling black populace and was at the same time a flagrant sign of the contestation of culture, an open declaration by blacks that cultural value, far from shimmering out of reach in the transcendent beyond, would now be fought for with barricades of tires, empty classrooms, and precocious organization. 1. The 1970-1971 revision of the Belgian constitution recognized the existence of three cultural communities and three geographic regions.The implementation of the constitutional provisions regarding cultural and regional autonomy led to the creation of several new subnational institutions of which the most important are the cultural and the regional Councils. Each cultural Council groups the senators and the representatives of similar linguistic group, while the regional Councils are composed of these same parliamentarians in accordance with their geographic residence. These Councils may (...) thus be seen as sub-groupings of the national Parliament.Although both are essentially advisory bodies, the cultural Councils do legislate decrees which, when enforced by the respective Ministers of Culture, have the force of law. On the other hand, the regional Councils are purely consultative assemblies, providing opinions and requesting clarifications and justifications of national decisions in the functional areas, specified by the Constitution. A ministerial committee of each region considers the Council's recommendations in enforcing national policies in the regions.The complexity of national-community-regional relations and the political discussions between the supporters of regionalization and those favoring culturalization shows the temporary nature of the present institutionalization. This paper is a philosophical, socio-political, analysis of the problem of democratic despair and the possibility of finding hope in the midst of it. The analysis spring boards from a dialectical discussion on the state of Black America between Harry Belafonte, Minister Louis Farrakhan, and Cornel West, to an examination of the reasons for believing this house called America is on fire. The paper then moves to two possible responses for African Americans to the burning house: separatism (physical or psychological), (...) and radical cultural pluralism grounded in a transformative deep democracy. The paper opts for the latter, concludes by offering a new cultural pluralistic democracy as a model for hope, and suggests the basic tools necessary for building such a transformative democracy. One of the leading representatives of a “Western” Marxism, György (Georg) Lukács was born in 1885 in Budapest. He joined the Communist Party of Hungary in 1918. During the short‐lived Hungarian Commune of 1919 he was responsible for the cultural policy of the revolutionary regime. After its collapse he lived in emigration in Vienna, Berlin, and Moscow. Following the condemnation of his political views by the Comintern in 1928 he withdrew from direct participation in politics. He returned to Hungary in (...) 1945. A new wave of official attacks in 1949 resulted in his renewed retreat from political activity. During the Hungarian revolution of 1956 he was minister of culture in the government of Imre Nagy. First interned in Romania, he worked then in the situation of an internal emigration and banishment in Hungary till 1967, when he was allowed to return to public cultural life. He died in 1971.
