The Common Agricultural Policy (CAP) of the European Community (EC) has been criticized for causing a misallocation of resources, inequitable income transfers, and enormous budgetary costs. The purpose of this paper is to examine the political economy of agriculture and agricultural policy in the EC. The results of the analysis indicate that conflicts between national political objectives and broader, community-wide concerns are important factors in the performance of EC agriculture. The pressures for reform of the CAP will lead to modification (...) of the system, but changes in EC agricultural policy are likely to be moderate because of the inherent inertia of the policy-making process. As a result, the agricultural system in the EC will probably continue to evolve in an atmosphere of crisis with most reforms directed at symptoms rather than fundamental problems. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Many scholars have contended that Clare of Assisi’s original intention upon leaving her family home to take up religious life sometime around 1211 was to lead a life essentially like that of the mendicant friars.1 She and the women who soon joined her would be not only poor and penitential, but also itinerant and apostolic. Like the friars their life would be marked by both insertion into the (...) world and seclusion from it as they alternated between active service and recollected contemplation. The important proof text for this claim is a passage in a letter composed by Jacques de Vitry in 1216, just five years after Clare’s conversion. Many scholars, including Paul Sabatier, Luigi Pellegrini, Roberto Rusconi, Marco Bartoli, Ingrid Peterson, Chiara Frugoni, Giovanni Boccali, and Chiara Augusta Lainati believe the text to be the earliest witness to the manner of life led by Clare and her followers during their initial years.2 The letter has been used to argue further that the women were explicitly grouped together with the Lesser Brothers, were known by the parallel title of “Lesser Sisters,” and had the freedom to come and go as they wished during their early years in San Damiano.Since claims about the women’s early likeness to the friars’ mendicant way of life are often made as brief assertions resting on Jacques’s letter, I think it important to consider in a more detained fashion the provocative passage thought to support them. Closer scrutiny of Jacques’s text shows that while none of these claims can be entirely ruled out, importantly, none can be supported with any solid evidence. I agree essentially with scholars such as Lilly Zarncke, Ernest McDonnell, Maria Pia Alberzoni, Jacques Dalarun, and Lezlie Knox who consider the letter’s language too general to know if it refers specifically to Clare and her sisters.3 I suggest, furthermore, that there are reasons to conclude that this is certainly unlikely if the passage is interpreted to mean, specifically, that Clare and her sisters carried on an active apostolate outside of San Damiano.Jacques de Vitry is generally recognized as one of the most astute and forward-thinking observers of his time in terms of recognizing the importance of new religious groups. A Parisian master, canon regular, and bishop, Jacques had the opportunity to live in a variety of settings, including his native France, the Low Countries, Italy, and the holy land.4 In 1216, he traveled from Liège in the Low Countries to Perugia to be consecrated bishop by Honorius III, who himself had just been elevated to the papacy.5 Along with observations about other matters, Jacques shared the following comment about religious men and women in a letter that he sent almost certainly to a group of his friends back in Liège. He was writing in the early days of October 1216 as he was leaving Italy on a boat that would carry him to his new episcopal see in Acre. The letter, the first of six that survive, is prized not only for its reference to the Lesser Sisters, but also as the very first written testimony regarding the Franciscan movement in general. The great nineteenth-century historian Paul Sabatier thought it provided a more vivid and precise description of Francis’s ministry than any single passage contained in his early biographies.6 The passage, which represents less than seven percent of the entire letter, is rendered thus in a widely available English translation:I found one consolation in those parts, nevertheless: many men and women [multi enim utriusque sexus], rich and worldly, after renouncing everything for Christ, fled the world. They are called Lesser Brothers and Lesser Sisters [fratres minores et sorores minores]. They are held in great esteem by the Lord Pope and the cardinals. Pure time preference is a preference for something to come at one point in time rather than another merely because of when it occurs in time. In opposition to Sidgwick, Ramsey, Rawls, and Parfit we argue that it is not always irrational to be guided by pure time preferences. We argue that even if the mere difference of location in time is not a rational ground for a preference, time may nevertheless be a normatively neutral ground for a preference, and (...) this makes it plausible to claim that the preference is rationally permitted. To consequentialise a moral theory means to account for moral phenomena usually described in nonconsequentialist terms, such as rights, duties, and virtues, in a consequentialist framework. This paper seeks to show that all moral theories can be consequentialised. The paper distinguishes between different interpretations of the consequentialiser’s thesis, and emphasises the need for a cardinal ranking of acts. The paper also offers a new answer as to why consequentialising moral theories is important: This yields crucial methodological insights about how to (...) pursue ethical inquires. (shrink)

The imposing scope and penetrating insights of German philosopher Nicolai Hartmann’s work have received renewed interest in recent years. The Neo-Kantian turned ontological realist established a philosophical approach unique among his peers, and it provides a wealth of resources for considering contemporary philosophical problems. The chapters included in this volume examine his ethics, ontology, aesthetics, philosophy of mind, and philosophy of nature. They explore his ontology of values, autonomy and human enhancement, and law; his theory of levels of reality, space-time (...) and geometry, the categories of temporality, causality, and “life,” the question of realism, and social ontology. Others take inspiration from his aesthetic theory, ideas about education,and his embrace of the Socratic pathos of wonder. They bring his philosophy into conversation with that of his contemporaries, including Roman Ingarden and Konrad Lorenz’s appropriation of Hartmann, as well as with the history of philosophy, including Plato’s theory of recollection, pre-Socratic philosophy, and that of his Russian teacher Nikolai Lossky. Those familiar with Hartmann’s wide-ranging systematic philosophy will benefit from these new engagements with his work, and those new to it will find them relevant to a number of current philosophical debates. Using food regime analysis, this paper critically analyzes how corporate actors amass, secure and apply power in the global agrifood system through International Investment Agreements (IIAs). IIAs are a key enabler of increasing corporate power in the agrifood system. We focus on three sets of investment provisions in IIAs: (a) the stringent enforceability mechanism of the investor-state dispute settlement (ISDS) system, (b) the expansion of the concept of expropriation, and (c) limitations or prohibitions on host countries to impose performance requirements (...) on foreign investors. We argue that these provisions compromise fairness in the international economic system. Attracted by promises of technology transfer, economic growth and employment, host states often prioritize policies that favor foreign investors even if such policies compromise domestic policy space. We provide analysis and examples of escalating corporate power at different stages of the industrial and transgenic model of agriculture. (shrink)

Schools are ideal settings for implementing multi-component programs to prevent and control childhood obesity. Thoughtful improvements to proven strategies, coupled with careful evaluation, can contribute to accumulation of evidence needed to design and implement the next generation of optimal interventions.

The obesity epidemic among children and adolescents in the United States continues to worsen. The most recent analysis of data from the National Health and Nutrition Examination Survey showed that the prevalence of overweight among children and adolescents – defined as a Body Mass Index at or above the 95th percentile on gender-specific BMI-for-age growth charts developed by the Centers for Disease Control and Prevention – increased significantly between 1999-2000 and 2003-2004. Over this period, the prevalence of overweight among children (...) and adolescents aged 2-19 increased 23% – from 13.9% to 17.1%. In 2003-2004, 18.8% of children aged 6-11 and 17.4% of adolescents aged 12-19 were overweight. Roughly comparable proportions of each age group were considered to be at risk of becoming overweight. Factive predicates (like ‘-matters’, ‘discover-’, ‘realizes-’) take NPs that refer to facts, propositional predicates (like ‘-seems’, ‘believes-’, ‘-likely’) take NPs that refer to propositions, and eventive predicates (like ‘-occurs’, ‘-take place’, ‘-causes-’) take NPs that refer to events (broadly speaking, including states, processes, conditions, ect.). Logically speaking at least two out of the three categories (facts, propositions, and events) can be eliminated. So, if all three kinds of referents turn out to be required for natural language semantics, their postulation is (...) empirically significant since a priori logical considerations do not require all of them.Pronominalization evidence inter alia raises questions about the distinctness of facts, events, and propositions. Two proposals for resolving the pronominalization dilemmas are, first, that abstract elements exist which contain the genuine antecedents for the pronouns (co-reference remaining both syntactic and semantic) and second, that syntactic co-reference is simply distinct from semantic co-reference. The first proposal hardly works at all, since it requires the postulation of many abstract elements and associated unmotivated deletion (or insertion) rules. The second proposal works for all the examples considered. Prior to discussing the two proposals, I show how any two of the three categories can be logically eliminated, a demonstration which also produces some hypothetical abstract elements of use in discussing both proposals. The global COVID‐19 pandemic challenged the world—how it functions, how people move in the social worlds and how government/government services and people interact. Health services, operating under the principles of new public management, have undertaken rapid changes to service delivery and models of care. What has become apparent is the mechanisms within which contemporary health services operate and how services are not prioritising the person at the centre of care. Person‐centred care (PCC) is the philosophical premise upon which models of (...) health care are developed and implemented. Given the strain that COVID‐19 has placed on the health services and the people who deliver the care, it is essential to explore the tensions that exist in this space. This article suggests that before the pandemic, PCC was largely rhetoric, and rendered invisible during the pandemic. The paper presents an investigation into the role of PCC in these challenging times, adopting a Foucauldian lens, specifically governmentality and biopolitics, to examine the policies, priorities and practical implications as health services pivoted and adapted to changing and acute demands. Specifically, this paper draws on the Australian experience, including shifting nursing workforce priorities and additional challenges resulting from public health directives such as lockdowns and limitations. The findings from this exploration open a space for discussion around the rhetoric of PCC, the status of nurses and that which has been lost to the pandemic. (shrink)

Health literacy is a contemporary term used in health services, often used to describe individuals requiring additional support to access, understand and implement health service information. It is used as a measure of self‐efficacy in chronic disease models of care such as the nurse navigator service. The aim of the research was to investigate the concept of health literacy in the nurse navigator service, particularly in relation to the defined role objective of person‐centred care. Fairclough's critical discourse analysis was used (...) to analyse the experiential, relational and expressive elements of texts, investigating the hidden truths which are represented in discourse. Texts from a variety of health service micro‐, meso‐ and macro‐hierarchical sources were selected for analysis using the nurse navigator evaluation data set and other associated texts. Health literacy in the nurse navigator service is a technology of government used to increase participation of individuals in their own health and well‐being. The discourse suggests that health literacy responsibilises both individuals and nurses and is discursively formed within a matrix of rational choice. In this context, health literacy contributes to structural vulnerability. (shrink)

This paper reports on a survey of college students which was designed to provide insights into associations of advertising with the eating disorders of anorexia nervosa and bulemia. The study involved measuring self image and ideal self image and relating these measures to the incidence of the eating disorders and to advertising and merchandising measures. Based upon the findings, various tentative recommendations were made to advertisers who desire to assist in containing eating disorders through their efforts in the marketplace.

Public sector national agricultural research organizations (NARO)s are confronting the need to demonstrate performance, accountability, and results to maintain support and funding from investors. Current evaluation practices in NAROs are not performance oriented, nor are they applied at the organization level. A performance assessment system for NAROs is presented that integrates productivity and outcome evaluation with the assessment of key management activities influencing research outputs and impact. The system allows managers to record output levels over time and identify management weaknesses.

This review essay examines several recentbooks about agriculture, including two books on thelinks between cultural and biological diversity intraditional agriculture, two books on the US farmcrisis, and a collected volume examining globalaspects of agricultural restructuring andsustainability. Finally, a history of ``alternative''agriculture provides a framework for thinking aboutthe ways the different cases shed light on the complexrelations between tradition and innovation inagriculture. A historical perspective highlights theextent to which ``alternative'' is a relative term. Themonocrop, ``factory'' mode that dominate US agriculturetoday certainly (...) differs from what has characterizedfarming for most of history and in most of the world.Small-scale, more or less organic, diversified farms,which appear so ``alternative'' in the present context,have until lately counted as the norm, here andelsewhere. Construing all efficient causes as beginning and ceasing with their effects invites the dilemma that a given effect or event either always occurs or neveroccurs. One escapes the dilemma by distinguishing basic and subsidiary efficient causes, according temporal priority of causes to their effects in the case of theformer. In the case of human making and doing, where the two efficient causes belong to the same subject, the two are supplemented by a final cause whichserves to link or to mediate (...) them. This it does by drawing out or actuating the subsidiary cause which exists potentially in the basic cause. Arguing from analogy,can it be argued that, just when basic and subsidiary efficient causes belong to the same non-human subject in nature, they must likewise be supplemented byfinal causes if the potentiality of subsidiary causes in basic causes is to be drawn out and made actual? Surprising though it might seem to some, the answer tothis question is yes. To show this, I first place efficient causes in a dilemma. Next I show how one escapes the dilemma by distinguishing basic and subsidiary efficient causes, making the former temporally precede the latter. These two causes in some cases need to be linked, and this, I argue, requires a cause of another type, a final cause. (shrink)

The Afro-Pessimist contends the impossibility of building a movement from “absolutely nothing.” This assumption comes from a misreading of Franz Fanon’s proposition in Black Skin, White Masks, “The Negro is not. Any more than the white man.” This paper analyzes the structure of Fanon’s proposition by considering ‘not’ as an operator while challenging and setting limits to the function of Identity utilized by the Pessimist. The way in which Fanon puts to use the elements of his proposition functions as that (...) statement’s meaning, rather than assuming a dictionary definition for each word whose sum presupposes a definition of the sentence. Where the Afro-Pessimist treats the period in Fanon’s assertion as a full stop, intending Black Identity’s interchangeability with “absolutely nothing,” I take the logical structure of Fanon’s assertion as a conditional, illustrating the fallacy inherent to the Pessimist position. In all, the structure of a proposition begets its expressive capacity. (shrink)

The essay distils from Badiou's writing a pedagogy based on his theories of knowledge and truth, as brought to bear on poetry and the arts. By following Badiou's implicit ontology of learning, which presupposes a dynamic and passionate engagement with a concrete situation, the essay argues that Badiou's view of modernity, in particular, contributes greatly to the educational topic, and offers an alternative teaching paradigm to the outmoded schools of criticism of the 20 th century. It is widely agreed that because animals feel pain we should not make them suffer gratuitously. Some ethical theories go even further: because of the capacities that they possess, animals have the right not to be harmed or killed. These views concern what not to do to animals, but we also face questions about when we should, and should not, assist animals that are hungry or distressed. Should we feed a starving stray kitten? And if so, does this commit us, (...) if we are to be consistent, to feeding wild animals during a hard winter? In this controversial book, Clare Palmer advances a theory that claims, with respect to assisting animals, that what is owed to one is not necessarily owed to all, even if animals share similar psychological capacities. Context, history, and relation can be critical ethical factors. If animals live independently in the wild, their fate is not any of our moral business. Yet if humans create dependent animals, or destroy their habitats, we may have a responsibility to assist them. Such arguments are familiar in human cases-we think that parents have special obligations to their children, for example, or that some groups owe reparations to others. Palmer develops such relational concerns in the context of wild animals, domesticated animals, and urban scavengers, arguing that different contexts can create different moral relationships. Many individual sentient wild animals are vulnerable to anthropogenic climate change. In this article, I suggest that animal ethicists who take sentient animals’ moral status seriously are likely to agree that, other things being equal, we have moral responsibilities to assist wild animals made vulnerable to climate change. However, I also argue that these ethicists are likely to diverge in terms of the strategies they believe would actually fulfil such moral responsibilities, depending on whether their primary concern is rectificatory justice (...) or duties of beneficence. To support this argument, I consider three plausible strategies for helping wild animals vulnerable to climate change: rescue and rehabilitation, habitat restoration, and assisted migration. I argue that different theoretical approaches to animal ethics are likely to diverge on aspects of all these strategies. These differences mean that the process of creating wide agreement among animal ethicists on climate adaptation strategies to assist vulnerable wild animals faces significant hurdles. (shrink)
