Some artificial intelligence systems can display algorithmic bias, i.e. they may produce outputs that unfairly discriminate against people based on their social identity. Much research on this topic focuses on algorithmic bias that disadvantages people based on their gender or racial identity. The related ethical problems are significant and well known. Algorithmic bias against other aspects of people’s social identity, for instance, their political orientation, remains largely unexplored. This paper argues that algorithmic bias against people’s (...) class='Hi'>political orientation can arise in some of the same ways in which algorithmic gender and racial biases emerge. However, it differs importantly from them because there are strong social norms against gender and racial biases. This does not hold to the same extent for political biases. Political biases can thus more powerfully influence people, which increases the chances that these biases become embedded in algorithms and makes algorithmic political biases harder to detect and eradicate than gender and racial biases even though they all can produce similar harm. Since some algorithms can now also easily identify people’s political orientations against their will, these problems are exacerbated. Algorithmic political bias thus raises substantial and distinctive risks that the AI community should be aware of and examine. (shrink)

Although the concept of “AI governance” is frequently used in the debate, it is still rather undertheorized. Often it seems to refer to the mechanisms and structures needed to avoid “bad” outcomes and achieve “good” outcomes with regard to the ethical problems artificial intelligence is thought to actualize. In this article we argue that, although this outcome-focused view captures one important aspect of “good governance,” its emphasis on effects runs the risk of overlooking important procedural aspects of (...) good AI governance. One of the most important properties of good AI governance is political legitimacy. Starting out from the assumptions that AI governance should be seen as global in scope and that political legitimacy requires at least a democratic minimum, this article has a twofold aim: to develop a theoretical framework for theorizing the political legitimacy of global AI governance, and to demonstrate how it can be used as a compass for critially assessing the legitimacy of actual instances of global AI governance. Elaborating on a distinction between “governance by AI” and “governance of AI” in relation to different kinds of authority and different kinds of decision-making leads us to the conclusions that much of the existing global AI governance lacks important properties necessary for political legitimacy, and that political legitimacy would be negatively impacted if we handed over certain forms of decision-making to artificial intelligence systems. National Artificial Intelligence (AI) strategies articulate imaginaries of the integration of AI into society and envision the governing of AI research, development and applications accordingly. To integrate these central aspects of national AI strategies under one coherent perspective, this paper presented an analysis of Germany’s strategy ‘AI made in Germany’ through the conceptual lens of ordoliberal political rationality. The first part of the paper analyses how the guiding vision of a human-centric AI not only adheres to (...) ethical and legal principles consistent with Germany’s liberal democratic constitutional system but also addresses the risks and promises inherent to the ordoliberal problematization of freedom. Second, it is scrutinized how the strategy cultivates the fear of not achieving technological sovereignty in the AI sector. Thereby, it frames the global AI race as a race of competing (national) approaches to governing AI and articulates an ordoliberal approach to governing AI (the ‘third way’), according to which government has to operate between the twin dangers of governing too much and not governing enough. Third, the paper analyses how this ordoliberal proportionality of governing structures Germany’s Science Technology & Innovation Policy. It is shown that the corresponding risk-based approach of regulating AI constitutes a security apparatus as it produces an assessment of fears: weighting the fear of the failure to innovate with the fear of the ramifications of innovation. Finally, two lines of critical engagement based on this analysis are conducted. (shrink)

In July 2017, China’s State Council released the country’s strategy for developing artificial intelligence, entitled ‘New Generation Artificial Intelligence Development Plan’. This strategy outlined China’s aims to become the world leader in AI by 2030, to monetise AI into a trillion-yuan industry, and to emerge as the driving force in defining ethical norms and standards for AI. Several reports have analysed specific aspects of China’s AI policies or have assessed the country’s technical capabilities. This article outlines a broader framework to think about responsibility that includes causal responsibility, relational responsibility, and what I call “narrative responsibility” as a form of “hermeneutic responsibility”, connects these notions of responsibility with different kinds of knowledge, disciplines, and perspectives on human being, and shows how this framework is helpful for mapping and analysing how artificial (...) intelligence (AI) challenges human responsibility and sense-making in various ways. Mobilizing recent hermeneutic approaches to technology, the article argues that next to, and interwoven with, other types of responsibility such as moral responsibility, we also have narrative and hermeneutic responsibility—in general and for technology. For example, it is our task as humans to make sense of, with and, if necessary, against AI. Artificial Intelligence (AI) in the 21st century is no longer perceived as a purely technological phenomenon, more and more becoming a social and humanitarian phenomenon that develops in a complex context of cultural, value, philosophical, and ethical aspects of human life. The impact of AIrelated technologies on contemporary society is still difficult to assess fully, which does not prevent enthusiastic researchers and political leaders from attempting to define a value framework that will ensure the use of (...) AI for societal development. As interest in AI grows, more and more technologically advanced countries in the world are creating their own strategies for the development and use of this technological marvel of the 21st century. These pioneering documents often seem vague and indefinite, but nevertheless they allow us to assess how the political and scientific and technological elites of these countries see the value orientations of AI technology development, both nationally and internationally. The article presents a philosophical analysis of the value orientations of AI technology development in the USA and China – modern scientific and technological leaders in this field – on the basis of strategic documents defining the development and application of AI in these countries from the position of post-non-classical scientific rationality. The authors of the article conclude that, at the contemporary post-non-classical stage of science development, the value component is not only one of the integral components of scientific and technological activities but may be decisive in determining the goals and objectives of high-tech development at the state level. Throughout Mary Shelley’s early life, she was exposed to numerous well-known and influential people regarding cultural, political, and socio-economic matters. As she began writing, these influences undoubtedly played a role in her narrative. Her novel, _Frankenstein_, written during the time of the first Industrial Revolution in Britain, was one such novel that exhibited her political and economic influences through science fiction. This article addresses many of those influences, including the introduction of the machine into manufacturing. It further addresses (...) how Frankenstein’s Monster may have been one of the first created forms of artificial intelligence (AI). We further expound upon many economic concepts that have persisted through time and are relevant today given the faciliatory aspects, as well as the uncertainty, of AI. We relate these through the literary piece _Frankenstein_ to explore how a two-century-year-old tale provides a blueprint for understanding the conflict among humans and machines and provides a roadmap for harmonization in the past, present, and future. Background In an effort to improve the quality of medical care, the philosophy of patient-centered care has become integrated into almost every aspect of the medical community. Despite its widespread acceptance, among patients and practitioners, there are concerns that rapid advancements in artificial intelligence may threaten elements of patient-centered care, such as personal relationships with care providers and patient-driven choices. This study explores the extent to which patients are confident in and comfortable with the use of these technologies (...) when it comes to their own individual care and identifies areas that may align with or threaten elements of patient-centered care. Methods An exploratory, mixed-method approach was used to analyze survey data from 600 US-based adults in the State of Florida. The survey was administered through a leading market research provider (August 10–21, 2023), and responses were collected to be representative of the state’s population based on age, gender, race/ethnicity, and political affiliation. Results Respondents were more comfortable with the use of AI in health-related tasks that were not associated with doctor-patient relationships, such as scheduling patient appointments or follow-ups (84.2%). Fear of losing the ‘human touch’ associated with doctors was a common theme within qualitative coding, suggesting a potential conflict between the implementation of AI and patient-centered care. In addition, decision self-efficacy was associated with higher levels of comfort with AI, but there were also concerns about losing decision-making control, workforce changes, and cost concerns. A small majority of participants mentioned that AI could be useful for doctors and lead to more equitable care but only when used within limits. Conclusion The application of AI in medical care is rapidly advancing, but oversight, regulation, and guidance addressing critical aspects of patient-centered care are lacking. While there is no evidence that AI will undermine patient-physician relationships at this time, there is concern on the part of patients regarding the application of AI within medical care and specifically as it relates to their interaction with physicians. Medical guidance on incorporating AI while adhering to the principles of patient-centered care is needed to clarify how AI will augment medical care. (shrink)

In the age of ubiquitous computing and artificially intelligent applications, social machines serves as a powerful framework for understanding and interpreting interactions in socio-algorithmic ecosystems. Although researchers have largely used it to analyze the interactions of individuals and algorithms, limited attempts have been made to investigate the politics in social machines. In this study, I claim that social machines are per se political machines, and introduce a five-point framework for classifying influence processes in socio-algorithmic ecosystems. By drawing from scholars (...) from political theory, I use a notion of influence that functions as a meta-concept for connecting and comparing different conceptions of politics. In this way, I can associate multiple political aspects of social machines from a cybernetic perspective. I show that the framework efficiently categorizes dimensions of influence that shape interactions between individuals and algorithms. These categories are symbolic influence, political conduct, algorithmic influence, design, and regulatory influence. Using case studies, I describe how they interact with each other on online social networks and in algorithmic decision-making systems and illustrate how the framework is able to guide scientists in further research. The article argues that AI can enhance the measurement and implementation of democratic processes within political parties, known as Intra-Party Democracy (IPD). It identifies the limitations of traditional methods for measuring IPD, which often rely on formal parameters, self-reported data, and tools like surveys. Such limitations lead to the collection of partial data, rare updates, and significant demands on resources. To address these issues, the article suggests that specific data management and Machine Learning (ML) techniques, such as natural language (...) processing and sentiment analysis, can improve the measurement (ML about) and practice (ML for) of IPD. The article concludes by considering some of the principal risks of ML for IPD, including concerns over data privacy, the potential for manipulation, and the dangers of overreliance on technology. Moving from a behavioral definition of intelligence, which describes it as the ability to adapt to the surrounding environment and deal effectively with new situations (Anastasi, 1986), this paper explains to what extent the performance obtained by ChatGPT in the linguistic domain can be considered as intelligent behavior and to what extent they cannot. It also explains in what sense the hypothesis of decoupling between cognitive and problem-solving abilities, proposed by Floridi (2017) and Floridi and Chiriatti (2020) should be (...) interpreted. The problem of symbolic grounding (Harnad, 1990) is then addressed to show the problematic relationship between ChatGPT and the natural environment, and thus the impossibility for it to understand the symbols it manipulates. To explain the reasons why ChatGPT does not succeed in this task, an investigation is carried out and a possible solution to the problem in the artificial domain is proposed by making a comparison with the natural ability of living beings to ground their own meanings from some basic cognitive-sensory aspects, which, it is explained, are directly related to the emergence of self-awareness in humans. Thus, the question is raised whether a possible and concrete solution to the Symbol Grounding Problem would involve in the artificial domain the development of cognitive abilities fully comparable to those of humans. Finally, I explain the difficulties that would have to be overcome before such a level could be reached, since human cognitive capacities are intimately linked to intersubjectivity and intercorporeality. Some recent uses of artificial intelligence for facial recognition, evaluating resumes, and sorting photographs by subject matter have revealed troubling disparities in performance or impact based on the demographic traits of subject populations. These disparities raise pressing questions about how using artificial intelligence can work to promote justice or entrench injustice. Political theorists and philosophers have developed nuanced vocabularies and theoretical frameworks for understanding and adjudicating disputes about what justice requires and what constitutes injustice. The (...) interdisciplinary community committed to understanding and conscientiously using big data could benefit from this work. Thus, in the spirit of encouraging cross-disciplinary dialogue and collaboration, this piece examines contemporary scholarship in political theory and philosophy to illustrate some of the vocabularies and frameworks political theorists and philosophers have developed for thinking about justice and injustice. It then draws on these frameworks to illuminate how the use of artificial intelligence can implicate questions of justice, with a focus on institutional discrimination, structural injustice, and epistemic injustice. Ultimately, the piece argues that the use of artificial intelligence—far from representing a decision to take power out of human hands—represents a novel way of harnessing human power, making questions of justice central to its conscientious undertaking. This article draws on contributions from the Sociology of Science and Technology and Science and Technology Studies, the Sociology of Risk and Uncertainty, and the Sociology of Work, focusing on the transformations of employment regarding expanded automation, robotization and informatization. The new work patterns emerging due to the introduction of software and hardware technologies, which are based on artificial intelligence, algorithms, big data gathering and robotic systems are examined closely. This article attempts to “open the black boxes” of (...) the “black carpet” (robotic sorting system) and examine the reorganization of Greek postal services through the introduction of software and hardware technologies, highlighting a) the high risk of flexible, pluralistic, decentralized (under)employment and aspects of the sub-politics of automation, b) the new forms of work organization and c) aspects of labor precariousness as a result of de-specialization or “flexible expertise” interconnected with new forms of inequalities based on AI, algorithms, big data and robots as reflected in the lived experiences of workers. In March 2016, DeepMind's computer programme AlphaGo surprised the world by defeating the world‐champion Go player, Lee Sedol. AlphaGo exhibits a novel, surprising and valuable style of play and has been recognised as “creative” by the artificial intelligence (AI) and Go communities. This article examines whether AlphaGo engages in creative problem solving according to the standards of comparative psychology. I argue that AlphaGo displays one important aspect of creative problem solving (namely mental scenario building in the form of (...) Monte Carlo tree search), while lacking another (domain generality). This analysis has consequences for how we think about creativity in humans and AI. (shrink)

In this essay, we explore the philosophical and theoretical resonances of the artwork Qatipana from the perspective of some key insights of Gilbert Simondon’s information processing system approach. Qatipana (Quechua word that means flow, sequence, transmission) is a hybrid ecosystem of information flow which, even though not the kind of dispositive systems theory was designed to read, offers some valuable empirical insights to test some key aspects of Simondon’s information processing systems. In particular, we are interested in observing how (...) Simondon’s becoming and individuation play out in an algorithmic cycle performed by the cognitive system of an Artificial Intelligence agent: how does mono-technology and computerization of cultural techniques influence the nature of knowing the affection of being with others (people, things, animals)? We contrast Simondon’s contributions with the work of Norbert Wiener and Stafford Beer on information in cybernetics and the cosmotechnics and Technodiversity of Chinese philosopher Yuk Hui. Furthermore, we offer a provisional assessment of the reach, limits, and possibilities this kind of symbiotic crossing of technologies and arts: it is a field filled with challenges and unresolved complexities that should encourage us to recognize the urgency that is implied in the disruptive (and creative) we can see unfolding in social and political life. The already pervasive (and growing) presence of computational systems has become both a tremendous risk and a vertiginous deployment of liberating opportunities. In October 2016, the White House, the European Parliament, and the UK House of Commons each issued a report outlining their visions on how to prepare society for the widespread use of artificial intelligence. In this article, we provide a comparative assessment of these three reports in order to facilitate the design of policies favourable to the development of a ‘good AI society’. To do so, we examine how each report addresses the following three topics: the development of (...) a ‘good AI society’; the role and responsibility of the government, the private sector, and the research community in pursuing such a development; and where the recommendations to support such a development may be in need of improvement. Our analysis concludes that the reports address adequately various ethical, social, and economic topics, but come short of providing an overarching political vision and long-term strategy for the development of a ‘good AI society’. In order to contribute to fill this gap, in the conclusion we suggest a two-pronged approach. (shrink)

Artificial intelligence (AI) national strategies provide countries with a framework for the development and implementation of AI technologies. Sixty countries worldwide published their AI national strategies. The majority of these countries with more than 70% are developed countries. The approach of AI national strategies differentiates between developed and developing countries in several aspects including scientific research, education, talent development, and ethics. This paper examined AI readiness assessment in a developing country (Palestine) to help develop and identify the (...) main pillars of the AI national strategy. AI readiness assessment was applied across education, entrepreneurship, government, and research and development sectors in Palestine (case of a developing country). In addition, it examined the legal framework and whether it is coping with trending technologies. The results revealed that Palestinians have low awareness of AI. Moreover, AI is barely used across several sectors and the legal framework is not coping with trending technologies. The results helped develop and identify the following five main pillars that Palestine’s AI national strategy should focus on: AI for Government, AI for Development, AI for Capacity Building in the private, public and technical and governmental sectors, AI and Legal Framework, and international Activities. The topic of the impact of artificial intelligence on law, the legal profession and legal culture, in general, has not yet been sufficiently discussed in the Croatian scientific community. This paper aims to encourage a more comprehensive analysis of the relationship between the increasing use of artificial intelligence in our daily lives and the specifics of practising the legal profession in such an environment. Artificial intelligence is still a broad and heterogeneous field. It is (...) therefore justified to ask the question: Which of the many technologies currently being developed can be applied in the field of law? Which legal matters can be “entrusted” to the new technologies? To answer such and similar questions, it is necessary to have an excellent knowledge of both artificial intelligence and the law, as well as the areas in which they intersect. We have chosen criminal law, which is a part of public law and the ultimate social mechanism for responding to undesirable behaviour, as our object of study. We pay particular attention to its two important aspects: the element of culpability in a criminal offence and the possibility of autonomous decision-making in criminal law. The reflections have shown that Croatian criminal law may have the ability and potential to adapt to the challenges of artificial intelligence when it comes to culpability. On the other hand, the necessity and value of artificially intelligent decisions are questionable given the fundamental characteristics of criminal law. In conclusion, the authors express a departure from views of artificial intelligence as a decision-making substitute in criminal law but support the view that artificially intelligent legal technologies are an aid to decision-making. The challenge of this work is to connect physics with the concept of intelligence. By intelligence we understand a capability to move from disorder to order without external resources, i.e., in violation of the second law of thermodynamics. The objective is to find such a mathematical object described by ODE that possesses such a capability. The proposed approach is based upon modification of the Madelung version of the Schrodinger equation by replacing the force following from quantum potential with (...) non-conservative forces that link to the concept of information. A mathematical formalism suggests that a hypothetical intelligent particle, besides the capability to move against the second law of thermodynamics, acquires such properties like self-image, self-awareness, self-supervision, etc. that are typical for Livings. However since this particle being a quantum-classical hybrid acquires non-Newtonian and non-quantum properties, it does not belong to the physics matter as we know it: the modern physics should be complemented with the concept of the information force that represents a bridge to intelligent particle. As a follow-up of the proposed concept, the following question is addressed: can artificial intelligence system composed only of physical components compete with a human? The answer is proven to be negative if the AI system is based only on simulations, and positive if digital devices are included. It has been demonstrated that there exists such a quantum neural net that performs simulations combined with digital punctuations. The universality of this quantum-classical hybrid is in capability to violate the second law of thermodynamics by moving from disorder to order without external resources. This advanced capability is illustrated by examples. In conclusion, a mathematical machinery of the perception that is the fundamental part of a cognition process as well as intelligence is introduced and discussed. (shrink)

The tendency to idealise artificial intelligence as independent from human manipulators, combined with the growing ontological entanglement of humans and digital machines, has created an “anthrobotic” horizon, in which data analytics, statistics and probabilities throw our agential power into question. How can we avoid the consequences of a reified definition of intelligence as universal operation becoming imposed upon our destinies? It is here argued that the fantasised autonomy of automated intelligence presents a contradistinctive opportunity for philosophical (...) consciousness to understand itself anew as holistic and co-creative, beyond the recent “analytic” moment of the history of philosophy. Here we introduce the concept of “crealectic intelligence”, a meta-analytic and meta-dialectic aspect of consciousness. Intelligent behaviour may consist in distinguishing discrete familiar parts or reproducible functions in the midst of noise via an analytic process of segmentation; intelligence may also manifest itself in the constitution of larger wholes and dynamic unities through a dialectic process of association or assemblage. But, by contrast, crealectic intelligence co-creates realities in the image of an ideal or truth, taking into account the desiring agent imbued with a sense of possibility, in a relationship not only with the Real but also with the creative sublime or “Creal”. This essay examines the answers to these questions in Brian Cantwell Smith's The Promise of Artificial Intelligence and Mark Coeckelbergh's The Political Philosophy of AI with a focus on their central concern with judgment—whether AI can possess judgment and how developments in AI are affecting human judgment. First, I argue that the existentialist conception of judgment (...) that Smith defends is highly idealized. While it may be an appropriate standard for intelligence, its implications for when and how AI should be deployed are not as clear as Smith suggests. Second, I point out that the concern with the displacement of judgment in favor of “reckoning” (or calculation) predates the rise of AI. The meaning and implications of this trend will become clearer if we move beyond ontology and metaphysics and into political philosophy, situating technological changes in their social context. Finally, I suggest that Coeckelbergh's distinctly political conception of judgment might offer a solution to the important boundary-drawing problem between tasks requiring judgment and those requiring reckoning, thus filling a gap in Smith's argument and clarifying its political stakes. The first issue of Artificial Intelligence and Law journal was published in 1992. This paper provides commentaries on nine significant papers drawn from the Journal’s second decade. Four of the papers relate to reasoning with legal cases, introducing contextual considerations, predicting outcomes on the basis of natural language descriptions of the cases, comparing different ways of representing cases, and formalising precedential reasoning. Nurses have traditionally been regarded as clinicians that deliver compassionate, safe, and empathetic health care (Nurses again outpace other professions for honesty & ethics, 2018). Caring is a fundamental characteristic, expectation, and moral obligation of the nursing and caregiving professions (Nursing: Scope and standards of practice, American Nurses Association, Silver Spring, MD, 2015). Along with caring, nurses are expected to undertake ever‐expanding duties and complex tasks. In part because of the growing physical, intellectual and emotional demandingness, of nursing as well (...) as technological advances, artificial intelligence (AI) and AI care robots are rapidly changing the healthcare landscape. As technology becomes more advanced, efficient, and economical, opportunities and pressure to introduce AI into nursing care will only increase. In the first part of the article, we review recent and existing applications of AI in nursing and speculate on future use. Second, situate our project within the recent literature on the ethics of nursing and AI. Third, we explore three dominant theories of caring and the two paradigmatic expressions of caring (touch and presence) and conclude that AI—at least for the foreseeable future—is incapable of caring in the sense central to nursing and caregiving ethics. We conclude that for AI to be implemented ethically, it cannot transgress the core values of nursing, usurp aspects of caring that can only meaningfully be carried out by human beings, and it must support, open, or improve opportunities for nurses to provide the uniquely human aspects of care. With the advancement of artificial intelligence and humanoid robotics and an ongoing debate between human rights and rule of law, moral philosophers, legal and political scientists are facing difficulties to answer the questions like, “Do humanoid robots have same rights as of humans and if these rights are superior to human rights or not and why?” This paper argues that the sustainability of human rights will be under question because, in near future the scientists (considerably the most (...) rational people) will be the biggest critics of the human rights. Whereas to make artificial intelligence sustainable, it is very important to reconcile it with human rights. This paper looks at philosophical questions that arise in the context of AI alignment. It defends three propositions. First, normative and technical aspects of the AI alignment problem are interrelated, creating space for productive engagement between people working in both domains. Second, it is important to be clear about the goal of alignment. There are significant differences between AI that aligns with instructions, intentions, revealed preferences, ideal preferences, interests and values. A principle-based approach to AI alignment, which combines these (...) elements in a systematic way, has considerable advantages in this context. Third, the central challenge for theorists is not to identify ‘true’ moral principles for AI; rather, it is to identify fair principles for alignment that receive reflective endorsement despite widespread variation in people’s moral beliefs. From 2010 to 2020, Indonesia’s tax-to-gross domestic product (GDP) ratio has been declining. A tax-to-GDP ratio trend of this magnitude indicates that the tax authority lacks the capacity to collect taxes. The tax administration system’s modernization utilizing information technology is thus deemed necessary. Artificial intelligence (AI) technology may serve as a solution to this issue. Using the theoretical frameworks of innovations in tax compliance, the cost of taxation, success factors for information technology governance (SFITG), and AI readiness, this (...) study aims to analyze the costs and benefits, the enablers and inhibitors, and the readiness of the government and related parties to apply AI to modernize the tax administration system in Indonesia. This study used qualitative approaches for the data’s collection and analysis. The data were obtained through a literature study and in-depth interviews. The findings show that AI application in the field of taxation can assist tax authorities in enforcing the law, provide taxpayers with convenience in fulfilling their tax obligations, improve justice for all taxpayers, and reduce tax compliance costs. The openness of Indonesia to technological developments, as evidenced by the AI National Strategy, is a supporting factor in the application of AI in Indonesia, particularly for the modernization of the tax administration system. The absence of specific regulations governing AI adoption, as well as a lack of human resources that can help the tax administration process, data, and infrastructure already support, are the impediments to implementing AI for the modernization of the tax administration system in Indonesia. The article examines the problem of ensuring the political stability of a democratic social system with a shortage of a vital commodity (like vaccine against COVID-19). In such a system, members of society citizens assess the authorities. Thus, actions by the authorities to increase the supply of this commodity can contribute to citizens' approval and hence political stability. However, this supply is influenced by random factors, the actions of competitors, etc. Therefore, citizens do not have sufficient information about (...) all the possibilities of supplying, and it is difficult for them to make the right decisions. Such citizen unawareness can be exploited by unscrupulous politicians to achieve personal targets. Therefore, it is necessary to organize public control to motivate politicians to use all available opportunities in supplying. The goal of the paper is to build such a digital mechanism of public control of the politicians by citizens, which would best assess and stimulate the activities of the authorities to improve the supply of a vital commodity. In the age of artificial intelligence, such digital public control in the face of uncertainty can be based on digital machine learning. In addition, it is necessary to take into account and model the activities of politicians associated with the presence of their own targets that do not coincide with public ones. Such politicians can use the learning of citizens for their own targets. The objective of the article is to build an optimal digital mechanism of public control in a two-level model of a democratic social system—a digital society. At its top level, there is the Citizen, who gives an assessment for the Politico located at the lower level. In turn, the Politico can influence the supplying of a vital commodity. Political stability is guaranteed if the Citizen regularly approves of the Politico’s actions to increase this supply. However, the Politico may not use the opportunities available to him to offer a commodity to achieve a personal target. To avoid this, the Politico’s control mechanism is proposed. It includes the procedure for digital learning of the Citizen, as well as a procedure for assessing the Politico activity. Sufficient conditions have been found for the synthesis of such the Politico’s control mechanism, at which stochastic possibilities of increasing the supply of a vital commodity are used. The example of such the Politico’s control mechanism is considered on the case of supply of the COVID-19 vaccine in England. (shrink)

As artificial intelligence (AI) continues to advance, one key challenge is ensuring that AI aligns with certain values. However, in the current diverse and democratic society, reaching a normative consensus is complex. This paper delves into the methodological aspect of how AI ethicists can effectively determine which values AI should uphold. After reviewing the most influential methodologies, we detail an intuitionist research agenda that offers guidelines for aligning AI applications with a limited set of reliable moral intuitions, each (...) underlying a refined cooperative view of AI. We discuss appropriate epistemic tools for collecting, filtering, and justifying moral intuitions with the aim of reducing cognitive and social biases. It began with Turing's famous "can machine think?", a philosophical question that too many were quick to transform into a more prosaic "can Thought be mechanized?" Only in this perspective can the history and the technological success of AI be duly explained and understood, one of the tasks this book engages in. -/- It is important for philosophers to take AI seriously, and for AI researchers to see their (...) discipline through the lenses of the adventure of the Spirit of man. The conclusion is that - paraphrasing Von Clausewitz's declaration about politics - "AI is a continuation of Philosophy by other means". This Open Forum contribution critically interrogates the use of space race rhetoric in current discussions about artificial intelligence (AI). According to this rhetoric, similar to the space race of the twentieth century, AI development is portrayed as a rivalry among superpowers where one country will win and reap major benefits, while others will be left behind. Using this rhetoric to frame AI development tends to prioritize narrow and short-term economic interests over broader and longer-term societal needs. Three particularly (...) problematic aspects of using space race narrative in AI discussions are highlighted: first, perceiving technology development globally as a zero-sum game; second, pressuring governments to regulate less; and third, prioritising high technologies over social issues. In an era of digital revolution, artificial intelligence, big data and augmented reality, technology has shifted from being a tool of communication to a primary medium of experience and sociality. Some of the most basic human capacities are increasingly being outsourced to machines and we increasingly experience and interpret the world through digital interfaces, with machines becoming ever more ‘social’ beings. Social interaction and human perception are being reshaped in unprecedented ways. "The article is devoted to the ethical aspects of artificial intelligence functioning. The problem of the safe coexistence of man and artificial intelligence is taking on increasing importance. The definition of artificial intelligence and the explanation of the difference between weak, strong artificial intelligence and super-intelligence are given. The first ethical problem of artificial intelligence functioning is the existential question of human redundancy due to the spread of (...) class='Hi'>artificial intelligence. The article emphasizes that artificial intelligence, on the one hand, frees a person from certain areas of activity, facilitating their existence, on the other hand, it makes them superfluous in production and in personal life. The article argues for the necessity of human responsibility for the actions of artificial intelligence because artificial intelligence does not have consciousness. The third problem is the intensification of the phenomenon of stupidity in society. Artificial intelligence creates the conditions for the increasing cleverness of some segments of the population and stupidity of others, which can result in even greater mental and property inequality. Artificial intelligence receives attention in media as well as in academe and business. In media coverage and reporting, AI is predominantly described in contrasted terms, either as the ultimate solution to all human problems or the ultimate threat to all human existence. In academe, the focus of computer scientists is on developing systems that function, whereas philosophy scholars theorize about the implications of this functionality for human life. In the interface between technology and philosophy there is, however, one (...) imperative aspect of AI yet to be articulated: how do intelligent systems make inferences? We use the overarching concept “Artificial Intelligent Behaviour” which would include both cognition/processing and judgment/behaviour. We argue that due to the complexity and opacity of artificial inference, one needs to initiate systematic empirical studies of artificial intelligent behavior similar to what has previously been done to study human cognition, judgment and decision making. This will provide valid knowledge, outside of what current computer science methods can offer, about the judgments and decisions made by intelligent systems. Moreover, outside academe—in the public as well as the private sector—expertise in epistemology, critical thinking and reasoning are crucial to ensure human oversight of the artificial intelligent judgments and decisions that are made, because only competent human insight into AI-inference processes will ensure accountability. Such insights require systematic studies of AI-behaviour founded on the natural sciences and philosophy, as well as the employment of methodologies from the cognitive and behavioral sciences. The growing advancement of Artificial Intelligence models based on deep learning and the consequent popularization of large language models (LLMs), such as ChatGPT, place the academic community facing unprecedented dilemmas, in addition to corroborating questions involving research activities and human beings. In this work, Content Analysis was chosen as the object of study, an important technique for analyzing qualitative data and frequently used among Brazilian researchers. The objective of this work was to compare the process of categorization by (...) themes carried out by human researchers on material from the Educational area, at the end of 2022, with the help of the ATLAS.TI software and the same process of categorization by themes, now carried out by the version 2023 of the ATLAS.TI software, carried out in an automated way by Artificial Intelligence, for the same material. Through lexical and semantic analysis, the themes used in the two processes were compared, observing similarities and differences between the two proposals, and verifying the consistency between the two analyses. The main result of this study is the difficulty of Artificial Intelligence in carrying out a broader categorization, eliminating specificities that were considered irrelevant by the authors for understanding the material. It is concluded, therefore, that the automated categorization process proposed by ATLAS.TI through Natural Language Processing (NLP) is consistent from a lexical point of view but is still insufficient from a semantic aspect. Drawing on the analytic of the “colonial matrix of power” developed by Aníbal Quijano within the Latin American modernity/coloniality research program, this article theorises how a system of coloniality underpins the structuring logic of artificial intelligence (AI) systems. We develop a framework for critiquing the regimes of global labour exploitation and knowledge extraction that are rendered invisible through discourses of the purported universality and objectivity of AI. ​​Through bringing the political economy literature on AI production into conversation (...) with scholarly work on decolonial AI and the modernity/coloniality research program, we advance three main arguments. First, the global economic and political power imbalances in AI production are inextricably linked to the continuities of historical colonialism, constituting the colonial supply chain of AI. Second, this is produced through an international division of digital labour that extracts value from majority world labour for the benefit of Western technology companies. Third, this perpetuates hegemonic knowledge production through Western values and knowledge that marginalises non-Western alternatives within AI’s production and limits the possibilities for decolonising AI. By locating the production of AI systems within the colonial matrix of power, we contribute to critical and decolonial literature on the legacies of colonialism in AI and the hierarchies of power and extraction that shape the development of AI today. Artificial Intelligence (AI) pervades humanity in 2022, and it is notoriously difficult to understand how certain aspects of it work. There is a movement—_Explainable_ Artificial Intelligence (XAI)—to develop new methods for explaining the behaviours of AI systems. We aim to highlight one important philosophical significance of XAI—it has a role to play in the elimination of vagueness. To show this, consider that the use of AI in what has been labeled _surveillance capitalism_ has resulted in (...) humans quickly gaining the capability to identify and classify most of the occasions in which languages are used. We show that the knowability of this information is incompatible with what a certain theory of vagueness—_epistemicism_—says about vagueness. We argue that one way the epistemicist could respond to this threat is to claim that this process brought about the end of vagueness. However, we suggest an alternative interpretation, namely that epistemicism is false, but there is a weaker doctrine we dub _technological epistemicism_, which is the view that vagueness is due to ignorance of linguistic usage, but the ignorance can be overcome. The idea is that knowing more of the relevant data and how to process it enables us to know the semantic values of our words and sentences with higher confidence and precision. Finally, we argue that humans are probably not going to believe what future AI algorithms tell us about the sharp boundaries of our vague words unless the AI involved can be explained in terms understandable by humans. That is, if people are going to accept that AI can tell them about the sharp boundaries of the meanings of their words, then it is going to have to be XAI. (shrink)

BackgroundThe emergence of artificial intelligence (AI) in medicine has prompted the development of numerous ethical guidelines, while the involvement of patients in the creation of these documents lags behind. As part of the European PROFID project we explore patient perspectives on the ethical implications of AI in care for patients at increased risk of sudden cardiac death (SCD).AimExplore perspectives of patients on the ethical use of AI, particularly in clinical decision-making regarding the implantation of an implantable cardioverter-defibrillator (ICD).MethodsSemi-structured, (...) future scenario-based interviews were conducted among patients who had either an ICD and/or a heart condition with increased risk of SCD in Germany (n = 9) and the Netherlands (n = 15). We used the principles of the European Commission’s Ethics Guidelines for Trustworthy AI to structure the interviews.ResultsSix themes arose from the interviews: the ability of AI to rectify human doctors’ limitations; the objectivity of data; whether AI can serve as second opinion; AI explainability and patient trust; the importance of the ‘human touch’; and the personalization of care. Overall, our results reveal a strong desire among patients for more personalized and patient-centered care in the context of ICD implantation. Participants in our study express significant concerns about the further loss of the ‘human touch’ in healthcare when AI is introduced in clinical settings. They believe that this aspect of care is currently inadequately recognized in clinical practice. Participants attribute to doctors the responsibility of evaluating AI recommendations for clinical relevance and aligning them with patients’ individual contexts and values, in consultation with the patient.ConclusionThe ‘human touch’ patients exclusively ascribe to human medical practitioners extends beyond sympathy and kindness, and has clinical relevance in medical decision-making. Because this cannot be replaced by AI, we suggest that normative research into the ‘right to a human doctor’ is needed. Furthermore, policies on patient-centered AI integration in clinical practice should encompass the ethics of everyday practice rather than only principle-based ethics. We suggest that an empirical ethics approach grounded in ethnographic research is exceptionally well-suited to pave the way forward. (shrink)
