Although the method of Belgian budgeting and controlling has considerably improved during recent years, there still remain a lot of shortcommings such as: frequently late introduction into Parliament of the budget, inadequate information about expenditure, rarely application of zero base budgeting aften combined with techniques which embellish the budget. Debudgeting is the most important camouflage technique. Debudgeting appears in different manners and influences not only the height but also the evolution of the budget deficit. An improvement of the budgeting technique (...) in Belgium doesn't ask fundamental changes of actual law. Just a switch in applicating the law according to the original spirit and interpretation of actual legislation, would be satisfactory to obtain an efficient and effective budget-policy. (shrink)

Summary This article focuses on the relevance of Alexander von Humboldt's correspondence in the formation of transatlantic scientific networks at the beginning of the nineteenth century. Apart from connecting Humboldt with scientists and scholars worldwide, his correspondence turned out to be a fundamental tool for assuring the material conditions and the social and scientific connections he needed to carry out his research on the Spanish colonies and to simultaneously diffuse his achievements on the European side of the Atlantic. His contact (...) with Hispanic American scientists and with the local elites enabled him to build a broad social network, gaining access to key material, human and intellectual resources. The letters sent to scientists, scientific institutions and noblemen in Europe, for their part, kept Humboldt's European correspondents informed about his activities in Hispanic America, contributing to the validation of his work before the scientific community and the fulfilment of the duties resulting from the political and institutional support he received both before and during his travels. This stresses the importance of strategic social groups and their cooperation in the framework of exploratory travels as a means to gaining access to resources in the peripheries. It also reveals the scientist's dependence on all those who supported his research: kings, barons, botanical gardens, universities, and academies. (shrink)

Se aborda de forma crítica la exposición del desorden del espectro autista llevada a cabo en la quinta y última edición del Diagnostic and Statistical Manual of Mental Disorders (DSM-5), herramienta principal de muchos psiquiatras para comprender y diagnosticar cualquier psicopatología. Con este abordaje se busca evidenciar cómo, en el DSM-5 –al igual que en la interpretación inaugurada por Baron-Cohen, Leslie y Frith–, se deja de lado la experiencia y el cuerpo animado del paciente, por lo que es aconsejable (...) un nuevo acercamiento a dicho desorden que tenga fundamentos fenomenológicos. Finalmente, se presenta el bosquejo de una fenomenología del desorden del espectro autista que reconoce la primacía del cuerpo animado en la experiencia del mundo, de sí mismo y de los otros. This paper intends to recover the “phenomenological” basis of Sartre’s trajectory since his very first reception of Edmund Husserl’s and Martin Heidegger’s philosophies until the moment in which the main synthesis of his existentialism is published, entitled Being and Nothingness (1943). In this sense, the paper situates the status of Husserl’s and Heidegger’s phenomenologies for Sartrean thought, as well as the originality of Being and Nothingness, which is also influenced by a very particular interpretation of Hegelian negation.

We distinguish dynamical and statistical interpretations of evolutionary theory. We argue that only the statistical interpretation preserves the presumed relation between natural selection and drift. On these grounds we claim that the dynamical conception of evolutionary theory as a theory of forces is mistaken. Selection and drift are not forces. Nor do selection and drift explanations appeal to the (sub-population-level) causes of population level change. Instead they explain by appeal to the statistical structure of populations. [Stephen Yablo] The usual charge against Carnap's internal/external distinction is one of 'guilt by association with analytic/synthetic'. But it can be freed of this association, to become the distinction between statements made within make-believe games and those made outside them-or, rather, a special case of it with some claim to be called the metaphorical/literal distinction. Not even Quine considers figurative speech committal, so this turns the tables somewhat. To determine our ontological commitments, we have to ferret out all traces of (...) nonliterality in our assertions; if there is no sensible project of doing that, there is no sensible project of Quinean ontology. /// [Andre Gallois] I discuss Steve Yablo's defence of Carnap's distinction between internal and external questions. In the first section I set out what I take that distinction, as Carnap draws it, to be, and spell out a central motivation Carnap has for invoking it. In the second section I endorse, and augment, Yablo's response to Quine's arguments against Carnap. In the third section I say why Carnap's application of the distinction between internal and external questions runs into trouble. There are two general approaches to characterising biological functions. One originates with Cummins. According to this approach, the function of a part of a system is just its causal contribution to some specified activity of the system. Call this the ‘C-function’ concept. The other approach ties the function of a trait to some aspect of its evolutionary significance. Call this the ‘E-function’ concept. According to the latter view, a trait's function is determined by the forces of natural selection. The C-function (...) and E-function concepts are clearly quite different, but there is an important relation between them which heretofore has gone unnoticed. The purpose of this paper is to outline that relation.This is not the first paper to discuss the relation of C-function and E-function. Previous attempts all follow either one of two strategies. The first proposes that the two concepts are ‘unified.’ The other proposes that they are radically distinct and apply to wholly different fields within biology. (shrink)

Compared to existing classical approaches to semiotics which are dyadic (signifier/signified, F. de Saussure) and triadic (symbol/concept/object, Ch. S. Peirce), this theory can be characterized as tetradic ([sign/semion]//[object/noema]) and is the result of either doubling the dyadic approach along the semiotic/ordinary dimension or splitting the ‘concept’ of the triadic one into two (semiotic/ordinary). Other important features of this approach are (a) the distinction made between concepts (only functional pairs of extent and intent) and categories (as representations of expressions) and (b) (...) the indication of the need for providing the mathematical passage from the duality between two sets (where one is a singleton) within systems of sets to category-theoretical monoids within systems of categories while waiting for the solution of this problem in the field of logic. Last but not least, human language expressions are the most representative physical instances of semiotic objects. Moreover, as computational experiments which are possible with linguistic objects present a high degree of systematicity (of oppositions), in general, it is relatively easy to elucidate their dependence on the concepts underlying signs. This new semiotic theory or rather this new research program emerged as the fruit of experimentation and reflection on the application of data science tools elaborated within the frameworks of Rough Set Theory (RST), Formal Context Analysis (FCA) and, though only theoretically, Distributed Information Logic (DIL). The semiotic objects (s-objects) of this theory can be described in tabular datasets. Nevertheless, at this stage of formalisation of the theory, lattices (not trees) can be used as working representation structures for characterizing the components of concept systems and graphs for categories of each layer. Over the past fifteen years there has been a considerable amount of debate concerning what theoretical population dynamic models tell us about the nature of natural selection and drift. On the causal interpretation, these models describe the causes of population change. On the statistical interpretation, the models of population dynamics models specify statistical parameters that explain, predict, and quantify changes in population structure, without identifying the causes of those changes. Selection and drift are part of a statistical description of population (...) change; they are not discrete, apportionable causes. Our objective here is to provide a definitive statement of the statistical position, so as to allay some confusions in the current literature. We outline four commitments that are central to statisticalism. They are: 1. Natural Selection is a higher order effect; 2. Trait fitness is primitive; 3. Modern Synthesis (MS)-models are substrate neutral; 4. MS-selection and drift are model-relative. (shrink)

This article provides a non-technical overview of the conflict between the special theory of relativity and the dynamic theories of time. The chief argument against dynamic theories of time from relativistic mechanics is presented. The space of current responses to that argument is subsequently mapped.

The principle of exchange seems to be limited in its application, and it cannot serve as a link between utilitarianism and the idea of a market for interpersonal relations. Our preferences concern the inner states of other people as well as their overt behavior. The neglect of this aspect of our preferences is a result of the coupling of utilitarianism with behaviorism. The problem is thus behaviorism, not consequentialism. It might be argued that commensurability is wrong because it sanctions impure (...) practices - aside from any principle of exchange. In reply, it may be argued that the principle of purity is an intuitive one, which must be justified at a higher level. At the intuitive level, the purity principle competes with the view that practices are in some cases too pure already, and that blind purity cannot be maintained without educational deception. The apparent difficulty of making tradeoffs among different kinds of consequences is a problem in practice, not a problem in principle. The difficulty may indeed justify certain prescriptive rules, but a blanket prohibition against impure practices would seem to require considerable defense. (shrink)

The indispensability argument seeks to establish the existence of mathematical objects. The success of the indispensability argument turns on finding cases of genuine extra- mathematical explanation. In this paper, I identify a new case of extra- mathematical explanation, involving the search patterns of fully-aquatic marine predators. I go on to use this case to predict the prevalence of extra- mathematical explanation in science.

The present paper advances an analogy between cases of extra-mathematical explanation and cases of what might be termed ‘extra-logical explanation’: the explanation of a physical fact by a logical fact. A particular case of extra-logical explanation is identified that arises in the philosophical literature on time travel. This instance of extra-logical explanation is subsequently shown to be of a piece with cases of extra-mathematical explanation. Using this analogy, we argue extra-mathematical explanation is part of a broader class of non-causal explanation. (...) A l'interieur de cette grande unite, ou la philosophie ne cesse de se confronter aux plus hauts problemes de l'homme, le clivage entre un idealisme transcendantal et l'idealisme speculatif apparait comme une faille profonde, en ce que la description de la finitude humaine, et par consequent la comprehension des (...) limites de l'homme, est l'objet du premier alors que le rapport d'expression du fini a l'infini est au coeur du second. L'attitude idealiste symbolisee par Hegel a eu de nombreuses consequences. Mais les critiques qui ont ete faites aux successeurs de Hegel ne doivent pas nous faire oublier la presence de l'idealisme allemand. C'est cette presence philosophique que ce livre espere restituer. On peut comprendre ainsi le beau texte de Louis Lavelle, "La pensée religieuse d'Henri Bergson", ou l'interprétation que Péguy fait de cette philosophie rationaliste du temps. Cette compréhension de Bergson peut d'ailleurs s'appuyer sur un texte du philosophe lui-même, à savoir Principes de métaphysique et de psychologie où Bergson explique que sa pensée vise à constituer une "science relative de l'absolu". Le présent volume tente (...) d'examiner dans quelle mesure il est possible de soutenir, l'instar d'Henri Gouhier, que l'oeuvre d'observation intérieure de Bergson a posé les bases du spiritualisme moderne. Priority monism (hereafter, ‘monism’) is the view that there exists one fundamental entity—the world—and that all other objects that exist (a set of objects typically taken to include tables, chairs, and the whole menagerie of everyday items) are merely derivative. Jonathan Schaffer has defended monism in its current guise, across a range of papers. Each paper looks to add something to the monistic picture of the world. This book presents a comprehensive and detailed exploration of the relationship between the thought of G.W.F. Hegel and that of John McDowell, the latter of whom is widely considered to be one of the most influential living analytic philosophers. It serves as a point of entry in McDowell’s and Hegel’s philosophy, and a substantial contribution to ongoing debates on perceptual experience and perceptual justification, naturalism, human freedom and action. The chapters gathered in this volume, as well as McDowell’s responses, make (...) it clear that McDowell’s work paves the way for an original reading of Hegel’s texts. His conceptual framework allows for new interpretive possibilities in Hegel’s philosophy which, until now, have remained largely unexplored. Moreover, these interpretations shed light on various aspects of continuity and discontinuity between the philosophies of these two authors, thus defining more clearly their positions on specific issues. In addition, they allow us to see Hegel’s thought as containing a number of conceptual tools that might be useful for advancing McDowell’s own philosophy and contemporary philosophy in general. Entrepreneurs sometimes make unethical decisions that have devastating effects on their companies, stakeholders, and themselves. We suggest that insights into the origins of such actions can be acquired through attention to personal motives and their impact on moral disengagement—a cognitive process that deactivates moral self-regulation, thus enabling individuals to behave in ways inconsistent with their own values. We hypothesize that entrepreneurs’ motivation for financial gains is positively related to moral disengagement, while their motivation for self-realization is negatively related to this (...) process. Results obtained with a sample of founding entrepreneurs offered support for the first prediction, as well as support for the prediction that moral disengagement is positively related to the tendency to make unethical decisions. The distinction between justifications and excuses is a familiar one to most of us who work either in moral philosophy or legal philosophy. But exactly how it should be understood is a matter of considerable disagreement. My aim in this paper is, first, to sort out the differences and try to figure out what underlying disagreements account for them. I give particular attention to the following question: Does a person who acts on a reasonable but mistaken belief have a justification, (...) or only an excuse? One disagreement I highlight concerns the extent to which justification is primarily about agents rather than about actions. Those who think, as I do, of “His action, X, was justified” as “He was justified in doing X” are far more likely to allow that justification requires reasonable belief and does not require truth, than are those who think of “His action, X, was justified” as “Although actions of this type usually are prohibited, X is in these circumstances in fact permissible.” In addition to sorting out the differences and tracing them to some underlying disagreements, I defend the reasonable belief view of justification against some objections, and argue that, whether or not we continue to use the term “justified” in a way that does not require truth, we need the concept. Contrary to the claims of some who reject the reasonable belief view of justification, justification thus understood does not reduce to excuse. (shrink)
