Some artificial intelligence systems can display algorithmic bias, i.e. they may produce outputs that unfairly discriminate against people based on their social identity. Much research on this topic focuses on algorithmic bias that disadvantages people based on their gender or racial identity. The related ethical problems are significant and well known. Algorithmic bias against other aspects of people’s social identity, for instance, their political orientation, remains largely unexplored. This paper argues that algorithmic bias against people’s political orientation can (...) arise in some of the same ways in which algorithmic gender and racial biases emerge. However, it differs importantly from them because there are strong social norms against gender and racial biases. This does not hold to the same extent for political biases. Political biases can thus more powerfully influence people, which increases the chances that these biases become embedded in algorithms and makes algorithmic political biases harder to detect and eradicate than gender and racial biases even though they all can produce similar harm. Since some algorithms can now also easily identify people’s political orientations against their will, these problems are exacerbated. Algorithmic political bias thus raises substantial and distinctive risks that the AI community should be aware of and examine. (shrink)

This article explores the political dimension of algorithmic face recognition through the prism of Gilles Deleuze and Félix Guattari’s notion of faciality. It argues that algorithmic face recognition is a technology that expresses a key aspect of contemporary capitalism: the problematic position of the individual in light of new forms of algorithmic and statistical regimes of power. While there is a clear relation between modern disciplinary mechanisms of individualization and the face as a sign of individuality, in control societies (...) this relation appears more as a contradiction. The article contends that Deleuze and Guattari’s concepts of machinic enslavement and social subjection offer a fruitful perspective from where to identify the power mechanisms behind the problematic position of the individual in the specific case of algorithmic face recognition. Algorithms are used to calculate and govern varying aspects of public life for efficient use of the vast data available about citizens. Assuming that algorithms are neutral and efficient in data-based decision making, algorithms are used in areas such as criminal justice and welfare. This has ramifications on the ideal of democratic self-government as algorithmic decisions are made without democratic deliberation, scrutiny or justification. In the book _Democracy without Shortcuts_, Cristina Lafont argued against “shortcutting” democratic self-government. Lafont’s (...) critique of shortcuts turns to problematise taken-for-granted practices in democracies that bypass citizen inclusion and equality in authoring decisions governing public life. In this article, I extend Lafont’s argument to another shortcut: the algocratic shortcut. The democratic harms attributable to the algocratic shortcut include diminishing the role of voice in politics and reducing opportunities for civic engagement. In this article, I define the algocratic shortcut and discuss the democratic harms of this shortcut, its relation to other shortcuts to democracy and the limitations of using shortcuts to remedy algocratic harms. We take seriously recent proposals for algorithmic regulation of society, and we identify the existing technologies that can be used to implement them, most of them originally introduced in business contexts. We build on the notion of 'social machine' and we connect it to various ongoing trends and ideas, including crowdsourced task-work, social compiler, mechanism design, reputation management systems, and social (...) scoring. After showing how all the building blocks of algorithmic regulation are already well in place, we discuss possible implications for human autonomy and social order. The main contribution of this paper is to identify convergent social and technical trends that are leading towards social regulation by algorithms, and to discuss the possible social, political, and ethical consequences of taking this path. Science is the basis for managing the affairs of life and human activities, and living without knowledge is a form of wandering and a kind of loss. Using scientific methods helps us understand the foundations of choice, decision-making, and adopting the right solutions when solutions abound and options are numerous. Operational research is considered the best that scientific development has provided because its methods depend on the application of scientific methods in solving complex issues and the optimal use of available (...) resources in various fields, private and governmental work in peace and war, in politics and economics, in planning and implementation, and in various aspects of life. Its basic essence is to use the data provided for the issue under study to build a mathematical model that is the optimal solution. It is the basis on which decision makers rely in managing institutions and companies, and when operations research methods meet with the neutrosophic teacher, we get ideal solutions that take into account all the circumstances and fluctuations that may occur in the work environment over time. One of the most important operations research methods is the linear programming method. Which prompted us to reformulate the linear models, the graphical method, and the simplex method, which are used to obtain the optimal solution for linear models using the concepts of neutrosophic science. In this research, and as a continuation of what we presented previously, we will reformulate the modified simplex algorithm that was presented to address the difficulty that we were facing when applying the direct simplex algorithm. It is the large number of calculations required to be performed in each step of the solution, which requires a lot of time and effort. (shrink)

In the age of ubiquitous computing and artificially intelligent applications, social machines serves as a powerful framework for understanding and interpreting interactions in socio-algorithmic ecosystems. Although researchers have largely used it to analyze the interactions of individuals and algorithms, limited attempts have been made to investigate the politics in social machines. In this study, I claim that social machines are per se political machines, and introduce a five-point framework for classifying influence processes in socio-algorithmic ecosystems. By drawing from (...) scholars from political theory, I use a notion of influence that functions as a meta-concept for connecting and comparing different conceptions of politics. In this way, I can associate multiple political aspects of social machines from a cybernetic perspective. I show that the framework efficiently categorizes dimensions of influence that shape interactions between individuals and algorithms. These categories are symbolic influence, political conduct, algorithmic influence, design, and regulatory influence. Using case studies, I describe how they interact with each other on online social networks and in algorithmic decision-making systems and illustrate how the framework is able to guide scientists in further research. It is this very contention that sits at the heart of Matthew Flisfeder’s, Algorithmic Desire: Towards a New Structuralist Theory of Social Media (2021). In spite of the accusation that, today, our social media is in fact hampering democracy and subjecting us to increasing forms of online and offline surveillance, for Flisfeder (2021: 3), ‘[s]ocial media remains the correct concept for reconciling ourselves with the structural contradictions of our media, our culture, and our society’. With almost every aspect of our (...) contemporary lives now mediated through the digital, the significance of the algorithm maintains a pertinent importance in making sense of the social and psychic investments that our interactions on social media, as well as other forms of digital media, rely upon and encourage. The socio-political tensions and contradictions that such interaction prescribes remains a reoccurring theme throughout Algorithmic Desire, with Flisfeder masterfully navigating the problems and pitfalls of a burgeoning digital infrastructure that is redefining our lives as social beings. What becomes apparent from Flisfeder’s account is how debates and discussions regarding the algorithm can be couched in a number of pressing concerns, including the proliferation of online misinformation and the contradictions inherent to our freedom and security. While these debates are drawn together through the prism of the algorithm, it is mostly with regards to the medium of social media that Flisfeder examines how our desire and enjoyment are algorithmically organized. This focus is expertly followed throughout the book’s eight chapters, producing a critically engaging inquiry that continually considers the socio-political tensions and ambiguities that frame and sustain our digital media interactions. Ultimately, it is this contention that lends further support to Flisfeder’s assertion that algorithms play a key role in reading our desire. In the discussion that follows, this reading will be critically considered by tracing and outlining a number of key significances underpinning Flisfeder’s approach. Most notably, this will require a discussion of the Lacanian conception of desire; the effects of disavowal and cynical perversion; the importance of ‘maintaining appearances’; and, finally, the significance of the social media metaphor. This article draws on contributions from the Sociology of Science and Technology and Science and Technology Studies, the Sociology of Risk and Uncertainty, and the Sociology of Work, focusing on the transformations of employment regarding expanded automation, robotization and informatization. The new work patterns emerging due to the introduction of software and hardware technologies, which are based on artificial intelligence, algorithms, big data gathering and robotic systems are examined closely. This article attempts to “open the black boxes” of the (...) “black carpet” (robotic sorting system) and examine the reorganization of Greek postal services through the introduction of software and hardware technologies, highlighting a) the high risk of flexible, pluralistic, decentralized (under)employment and aspects of the sub-politics of automation, b) the new forms of work organization and c) aspects of labor precariousness as a result of de-specialization or “flexible expertise” interconnected with new forms of inequalities based on AI, algorithms, big data and robots as reflected in the lived experiences of workers. In the digital age, the use of advanced technology is becoming a new paradigm in police work, criminal justice, and the penal system. Algorithms promise to predict delinquent behaviour, identify potentially dangerous persons, and support crime investigation. Algorithm-based applications are often deployed in this context, laying the groundwork for a ‘smart criminal justice’. In this qualitative study based on 32 interviews with criminal justice and police officials, we explore the reasons why and extent to which such a smart criminal (...) justice system has already been established in Switzerland, and the benefits perceived by users. Drawing upon this research, we address the spread, application, technical background, institutional implementation, and psychological aspects of the use of algorithms in the criminal justice system. We find that the Swiss criminal justice system is already significantly shaped by algorithms, a change motivated by political expectations and demands for efficiency. Until now, algorithms have only been used at a low level of automation and technical complexity and the levels of benefit perceived vary. This study also identifies the need for critical evaluation and research-based optimization of the implementation of advanced technology. Societal implications, as well as the legal foundations of the use of algorithms, are often insufficiently taken into account. By discussing the main challenges to and issues with algorithm use in this field, this work lays the foundation for further research and debate regarding how to guarantee that ‘smart’ criminal justice is actually carried out smartly. This article discusses foundations and particularities of the complex approach to researches of processes and phenomena of reception of inogenetic cultural and religious elements. Based on the conception of "comprehending questioning", which, according to Martin Heidegger, is a "ground" for understanding, the author builds a methodologic scheme of the complex approach, which serves to provide a sufficient heuristical minimum in perception of referred subject of research by searching for the answers to the basic issues of scientific philosophical interest. Emphasizing the (...) role of the subject as an efficient cause in processes of cultural-religious syncretism the author focuses on importance of research of his intentions which is expressed verbally, graphically or actively. This task necessitates to differentiate exterior and interior aspects of process or phenomenon being studied. Representing a subjective world as an original place for implementation of syncretization the author gives reasons for expediency of the research of worldview paradigms and dominating idea of subject of reception using not only motivational-targeted analysis but also existential one. A complex research of subject's world relationship, his ontological, epistemological, axiological and praxeological affirmations and social, economic, political and cultural environment enhances the understanding of exogenous and endogenous factors which develop his extrinsic and intrinsic motivation. Based on the interpretation of cultural norms, principles and imperatives, various degrees of subjects' readiness to accomplish or maintain receptions of inogenic elements allow to identify an analytical category of subjective "bounds of inclusivity" and make it possible to develop three-part classification of receptions, highlighting its separational, alternation and fusional types. Taking into consideration that receptions often operate as no final goal but as an implementer of more extensive plans of achieving one or another goal, the author also offers to distinguish strategy and tactics of receptions. Therefore, a process of reception is presenting as consisting of a range of aspects or steps, the consideration of which constitutes the content of suggested methodological "algorithm" for researching the processes and phenomena of reception of inogenic cultural or religious elements within the framework of the complex approach to research. This article explains and discusses the relationship between traditional legislative processes and the development of automated government decision-making systems. The juridical aspects of systems development should be regarded as invisible quasi-legislation. The author investigates and discusses possible ways of changing the legislative process with a view to increasing and improving political involvement in processes today often regarded as mere implementation, and thereby safeguard that important parts of the law of our computerised society is situated in the public domain.

Problem Statement. The process of global evolution has entered the Anthropocene. This fact has almost simultaneously generated two cardinal, inseparable imperatives in the rapidly changing ideological and outlook basis of modern civilization. Firstly, the feeling that the new geological epoch also requires fundamentally new algorithms guiding practical activity and its theoretical comprehension, justification in all spheres of political reality, with inevitable exit to the level of international relations and geopolitics. Secondly, the content of the categories of ANTHROPOCEN and (...) (GLOBAL) CRISIS overlap so diversely and widely that they form an almost inseparable logically and mentally amalgam. The purpose of this publication is to reveal the political aspects of the integration of new biopolitical issues into the life of modern society. The content of the term biopolitics is currently not formalized in a definitive form. In our concept, biopolitics is defined as the processes of implementing biopower, that is, the ability (direct or indirect) of the power structures of society to control and manipulate the performance of the biological functions of certain individuals. Based on a combination of methods of conceptual, discursive and evolutionary-anthropological analysis (the concepts of evolutionary strategy and cultural-ecological niche), possible scenarios for the future development of the political process at the domestic and international levels are identified. The mechanism of transbipolitical transition – the inclusion of civilizational and biological evolution in the political process – is investigated. The conclusion formulates the content of the category “transbiolitics” as the main element of rationalization of the global-evolutionary process in the globalizing world. Transbiolitics in our understanding is an international political problematic related to the rationalization of the global evolutionary process. Technologization of the global evolutionary process, the choice of implemented technological projects and forms of their institutional support is determined primarily by geo- and biopolitical motivation of local elites and humanitarian and other convergent technologies available to them. Does algorithmic political bias contribute to an entrenchment and polarization of political positions? Franke argues that it may do so because the bias involves classifications of people as liberals, conservatives, etc., and individuals often conform to the ways in which they are classified. I provide a novel example of this phenomenon in human–computer interactions and introduce a social psychological mechanism that has been overlooked in this context but should be experimentally explored. Furthermore, while Franke proposes that algorithmic (...) class='Hi'>political classifications entrench political identities, I contend that they may often produce the opposite result. They can lead people to change in ways that disconfirm the classifications. Consequently and counterintuitively, algorithmic political bias can in fact decrease political entrenchment and polarization. (shrink)

This short commentary on Peters identifies the entrenchment of political positions as one additional concern related to algorithmic political bias, beyond those identified by Peters. First, it is observed that the political positions detected and predicted by algorithms are typically contingent and largely explained by “political tribalism”, as argued by Brennan. Second, following Hacking, the social construction of political identities is analyzed and it is concluded that algorithmic political bias can contribute to such (...) identities. Third, following Nozick, it is argued that purist political positions may stand in the way of the pursuit of all worthy values and goals to be pursued in the political realm and that to the extent that algorithmic political bias entrenches political positions, it also hinders this healthy “zigzag of politics”. Algorithmic technologies and artificial intelligence are centred on data and generate new business models, known as the data-driven economy. In the European Union context, the development of such new business is accompanied by a regulatory and political framework. An important aspect of this regulatory framework regards the legal conditions that enable the data collection, availability, sharing, use and reuse. Within the larger context, this article analyses the development of the European Union regulatory framework governing the availability, sharing and reuse (...) of public sector data, also referred to as Public Sector Information policy. Anchored in the analytical tools provided by Discursive Institutionalism and Critical Data Studies and after studying the evolution of this policy over 25 years, this article argues that economic considerations have been overwhelmingly decisive in the European Union Public Sector Information policy and much less attention has been paid to fundamental rights and democracy issues. It also shows how European Union Public Sector Information policy contributes to the data infrastructure, enabling a thriving data-driven economy. In doing so, this article argues that the possible problematic effects of this new data-driven economy are not only affordances of the technology itself but are also the result of political and regulatory choices. More globally, the article stresses the need for policymakers to inscribe each of the policies and regulations affecting the digital transformation in the framework of fundamental rights and democracy. While the value of early detection of dementia is largely agreed upon, population-based screening as a means of early detection is controversial. This controversial status means that such screening is not recommended in most national dementia plans. Some current practices, however, resemble screening but are labelled “case-finding” or “detection of cognitive impairment”. Labelled as such, they may avoid the ethical scrutiny that population-based screening may be subject to. This article examines conceptualizations of screening and case-finding. It shows how the definitions (...) and delimitations of the concepts (the _what_ of screening) are drawn into the ethical, political, and practical dimensions that screening assessment criteria or principles are intended to clarify and control (the _how_ of screening, how it is and how it should be performed). As a result, different conceptualizations of screening provide the opportunity to rethink what ethical assessments should take place: the conceptualizations have different ethico-political implications. The article argues that population-based systematic screening, population-based opportunistic screening, and case-finding should be clearly distinguished. (shrink)

Sustainable Development Goal (SDG) 2 relates to ending hunger, achieving food security and improving nutrition, and promoting sustainable agriculture. The SDGs mention only a few political indicators and SDG2 in particular is largely devoid of political considerations to end hunger and achieve food security. Nobel Laureate Amartya Sen famously observed the absence of famine in democracies, suggesting that a democratic system provides checks and balances that prevent famine. His observation has elicited further debate and triggered empirical studies in (...) recent years. Going beyond Sen’s hypothesis, this essay examines other political factors that would explain vulnerability to famine and that need to be addressed more explicitly in SDG 2 and similar initiatives. By taking the case of pastoralists in the Afar region of Ethiopia, this research explores selected political determinants of vulnerability to famine. The Eritrea-Ethiopia war and the ensuing border closure have had a detrimental effect on the livelihood of pastoralists in Afar – many pastoralists were deprived of a market and a reliable source of income. In addition, Afar pastoralists were sidelined from the informal salt sector on which they used to rely. The state facilitated this expropriation, leaving pastoralists even more vulnerable to famine. I argue that political considerations are crucial in successfully ending hunger and achieving food security. The essay uses a qualitative case study design and is based on a PhD dissertation. This article examines a population-based opportunistic screening practice for cognitive impairment that takes place at a hospital in Sweden. At the hospital, there is a routine in place that stipulates that all patients over the age of 65 who are admitted to the ward will be offered testing for cognitive impairment, unless they have been tested within the last six months or have been diagnosed with any form of cognitive impairment. However, our analysis shows that this routine is not universally (...) and mechanically applied. Rather, the health care professionals have developed and use an ethico-political judgment, concerning, for example,whomto test,whento offer the tests, andhowto explain and perform them. This article explores the role and practice of this form of judgment, emphasising its political and ethical nature. The analysis is based on qualitative interviews with professionals and patients, and draws on the theories of Aristotle and Hannah Arendt. (shrink)

For many years, sociologists, political scientists, and management scholars have readily relied on Qualitative Comparative Analysis (QCA) for the purpose of configurational causal modeling. However, this article reveals that a severe problem in the application of QCA has gone unnoticed so far: model ambiguities. These arise when multiple causal models fare equally well in accounting for configurational data. Mainly due to the uncritical import of an algorithm that is unsuitable for causal modeling, researchers have typically been unaware of the (...) whole model space. As a result, there exists an indeterminable risk for practically all QCA studies published in the last quarter century to have presented findings that their data did not warrant. Using hypothetical data, we first identify the algorithmic source of ambiguities and discuss to what extent they affect different methodological aspects of QCA. By reanalyzing a published QCA study from rural sociology, we then show that model ambiguities are not a mere theoretical possibility but a reality in applied research, which can assume such extreme proportions that no causal conclusions whatsoever are possible. Finally, the prevalence of model ambiguities is examined by performing a comprehensive analysis of 192 truth tables across 28 QCA studies published in applied sociology. In conclusion, we urge that future QCA practice ensures full transparency with respect to model ambiguities, both by informing readers of QCA-based research about their extent and by employing algorithms capable of revealing them. The author describes Heller’s concept of ethics as a “quasi-sphere” intersecting with various fields relating to human relationships. Special attention is paid to the axiological aspects of her concept of ethics and the relationship between virtues and responsibility. The author also seeks to show how Heller integrated a traditional philosophical question—the relationship between “is” and “ought to be”—into her concept of “radical philosophy” at an earlier stage in the development of her philosophy. She initially considered the relationship between “is” and (...) “ought to be” to be contrasting. Later, when she had come to accept the political model of liberal capitalist society, the ideal of all-compassing equality became the ideal of “equality of opportunities”. The author interprets this shift as one in which the relationship becomes continual. In this essay, we explore the philosophical and theoretical resonances of the artwork Qatipana from the perspective of some key insights of Gilbert Simondon’s information processing system approach. Qatipana (Quechua word that means flow, sequence, transmission) is a hybrid ecosystem of information flow which, even though not the kind of dispositive systems theory was designed to read, offers some valuable empirical insights to test some key aspects of Simondon’s information processing systems. In particular, we are interested in observing how Simondon’s (...) becoming and individuation play out in an algorithmic cycle performed by the cognitive system of an Artificial Intelligence agent: how does mono-technology and computerization of cultural techniques influence the nature of knowing the affection of being with others (people, things, animals)? We contrast Simondon’s contributions with the work of Norbert Wiener and Stafford Beer on information in cybernetics and the cosmotechnics and Technodiversity of Chinese philosopher Yuk Hui. Furthermore, we offer a provisional assessment of the reach, limits, and possibilities this kind of symbiotic crossing of technologies and arts: it is a field filled with challenges and unresolved complexities that should encourage us to recognize the urgency that is implied in the disruptive (and creative) we can see unfolding in social and political life. The already pervasive (and growing) presence of computational systems has become both a tremendous risk and a vertiginous deployment of liberating opportunities. Modernity is marked by the advent of technologies capable of storing data almost indefi­nitely. On the other hand, the data collection takes place without the conscious permission of the users. The storage and collection of personal data is a potential problem, since the digital footprint of a person on the Internet has an impact on the social and political rep­resentation of the individual, its perception by other actors. Compromising the content of a digital footprint can expose information that is (...) not intended for others. There is cur­rently an increasing trend of misuse of stored data, both by criminals and by companies that use the data for sale or surveillance. The need to control how data is collected, stored and used leads to the emergence in the academic literature and the legal field of the “right to be forgotten”, which allows a person to actively moderate the process of collecting and storing data, to participate in determining the circle of those to whom they can be accessed, and delete personal data. The adoption of such a right not only allows the state to influence the collection and storage of data, regulating interactions through law-making activities, but also to realize the potential of an autonomous individual. The prospect of legislating the right to be forgotten has sparked debate in the academic and professional community about the destruction of the free marketplace of ideas and the imposition of political censor­ship on the Internet. The article deals with the philosophical, ethical and political founda­tions of the right to be forgotten. The article substantiates the conclusion that the right to be forgotten has a positive heuristic potential, but at the same time it has conceptual flaws, and is also not able to completely correct the current situation of data processing. Evidence affirms that aesthetic engagement patterns our movements, often with us barely aware. This invites an examination of pre-reflective engagement within cities and also aesthetic experience as a form of the pre-reflective. The invitation is amplified because design has political implications. For instance, it can draw people in or exclude them by establishing implicitly recognized public-private boundaries. The Value Sensitive Design school, which holds that artifacts embody ethical and political values, stresses some of this. But while emphasizing that (...) design embodies implicit values, research in this field lacks sustained attention to largely unconscious background biases or values, rooted in cultural attitudes and personal interests, that lead theorists and planners—often too narrowly—to promote design organized around specific values such as defensibility. In examining these points, I draw on J. J. Gibson, a central figure for some writing on aesthetics and cities, and whom pragmatists and phenomenologists in turn influenced. Taking a cue from pragmatists in particular, I argue Gibson’s perceptual theory of affordances entails a theory of values, meaning our perception and therewith movements are inherently value-based. I advocate design that accounts for relatively constantly held values such as safety, while also handling the vast pluralism that exists and not crushing the aesthetic vibrancy of city life. Millions of memes are created and shared every day on social media platforms. Memes are a great tool to spread humour. However, some people use it to target an individual or a group generating offensive content in a polite and sarcastic way. Lack of moderation of such memes spreads hatred and can lead to depression like psychological conditions. Many successful studies related to analysis of language such as sentiment analysis and analysis of images such as image classification have been performed. (...) However, most of these studies rely only upon either one of these components. As classifying meme is one problem which cannot be solved by relying upon only any one of these aspects, the present work identifies, addresses, and ensembles both the aspects for analyzing such data. In this research, we propose a solution to the problems in which the classification depends on more than one model. This paper proposes two different approaches to solve the problem of identifying hate memes. The first approach uses sentiment analysis based on image captioning and text written on the meme. The second approach is to combine features from different modalities. These approaches utilize a combination of glove, encoder-decoder, and OCR with Adamax optimizer deep learning algorithms. Facebook Challenge Hateful Meme Dataset is utilized which contains approximately 8500 meme images. Both the approaches are implemented on the live challenge competition by Facebook and predicted quite acceptable results. Both approaches are tested on the validation dataset, and results are found to be promising for both models. (shrink)

Autonomy has been central to moral and political philosophy for millenia, and has been positioned as a critical aspect of both justice and wellbeing. Research in psychology supports this position, providing empirical evidence that autonomy is critical to motivation, personal growth and psychological wellness. Responsible AI will require an understanding of, and ability to effectively design for, human autonomy (rather than just machine autonomy) if it is to genuinely benefit humanity. Yet the effects on human autonomy of digital experiences (...) are neither straightforward nor consistent, and are complicated by commercial interests and tensions around compulsive overuse. This multi-layered reality requires an analysis that is itself multidimensional and that takes into account human experience at various levels of resolution. We borrow from HCI and psychological research to apply a model (“METUX”) that identifies six distinct spheres of technology experience. We demonstrate the value of the model for understanding human autonomy in a technology ethics context at multiple levels by applying it to the real-world case study of an AI-enhanced video recommender system. In the process we argue for the following three claims: 1) There are autonomy-related consequences to algorithms representing the interests of third parties, and they are not impartial and rational extensions of the self, as is often perceived; 2) Designing for autonomy is an ethical imperative critical to the future design of responsible AI; and 3) Autonomy-support must be analysed from at least six spheres of experience in order to approriately capture contradictory and downstream effects. The book takes a critical look at the phenomenon of disinformation by identifying the historical, technological and human elements that contribute to the current success of disinformation strategies. The author examines the origin of the word "Dezinformatsiya", used by Russian planners in the 1950s, to understand how military strategy has transformed into militarization of information. The book pays particular attention to the power of algorithmic platforms on the selection and dissemination of digital content and their role in the spread of (...) misinformation. This influences traditional editorial practices, disintermediating the production and distribution of news and amplifying a particular human cognitive mechanism: confirmation bias. The author investigates the Italian case to identify general archetypes, and typical and salient elements of disinformation strategies. The results offer a further interpretative aspect to studying disinformation, which represents a fracture in the digital public sphere, a kind of irrational object circulating in a space believed to be governed by rational engagement norms. The book conclusively shows how polarizing narratives used in disinformation strategies are the expression of complex ideological undergrowth embodied in extremes of the political spectrum. As government pressure on major technology companies builds, both firms and legislators are searching for technical solutions to difficult platform governance puzzles such as hate speech and misinformation. Automated hash-matching and predictive machine learning tools – what we define here as algorithmic moderation systems – are increasingly being deployed to conduct content moderation at scale by major platforms for user-generated content such as Facebook, YouTube and Twitter. This article provides an accessible technical primer on how algorithmic moderation works; examines some (...) of the existing automated tools used by major platforms to handle copyright infringement, terrorism and toxic speech; and identifies key political and ethical issues for these systems as the reliance on them grows. Recent events suggest that algorithmic moderation has become necessary to manage growing public expectations for increased platform responsibility, safety and security on the global stage; however, as we demonstrate, these systems remain opaque, unaccountable and poorly understood. Despite the potential promise of algorithms or ‘AI’, we show that even ‘well optimized’ moderation systems could exacerbate, rather than relieve, many existing problems with content policy as enacted by platforms for three main reasons: automated moderation threatens to further increase opacity, making a famously non-transparent set of practices even more difficult to understand or audit, further complicate outstanding issues of fairness and justice in large-scale sociotechnical systems and re-obscure the fundamentally political nature of speech decisions being executed at scale. The paper demonstrates that social alignment is distinct from value alignment as it is currently understood in the AI safety literature, and argues that social alignment is an important research agenda. Work provides an important example for the argument, since work is a cooperative endeavor, and it is part of the larger manifold of social cooperation. These cooperative aspects of work are individually and socially valuable, and so they must be given a central place when evaluating the impact of AI (...) upon work. Workplace technologies are not simply instruments for achieving productive goals, but ways of mediating interpersonal relations. They are aspects of a cooperative interface i.e. the infrastructure by which we engage cooperative behavior with others. The concept of the cooperative interface suggests two conjectures to foreground in the social alignment agenda, motivated by the experience of algorithmic trading and social robotics: that AI impacts cooperation through its effects on social networks, and through its effects on social norms. Data-driven predictive algorithms are widely used to automate and guide high-stake decision making such as bail and parole recommendation, medical resource distribution, and mortgage allocation. Nevertheless, harmful outcomes biased against vulnerable groups have been reported. The growing research field known as 'algorithmic fairness' aims to mitigate these harmful biases. Its primary methodology consists in proposing mathematical metrics to address the social harms resulting from an algorithm's biased outputs. The metrics are typically motivated by -- or substantively rooted in -- (...) ideals of distributive justice, as formulated by political and legal philosophers. The perspectives of feminist political philosophers on social justice, by contrast, have been largely neglected. Some feminist philosophers have criticized the local scope of the paradigm of distributive justice and have proposed corrective amendments to surmount its limitations. The present paper brings some key insights of feminist political philosophy to algorithmic fairness. The paper has three goals. First, I show that algorithmic fairness does not accommodate structural injustices in its current scope. Second, I defend the relevance of structural injustices -- as pioneered in the contemporary philosophical literature by Iris Marion Young -- to algorithmic fairness. Third, I take some steps in developing the paradigm of 'responsible algorithmic fairness' to correct for errors in the current scope and implementation of algorithmic fairness. The human history has evidenced a great number of systems of hierarchy and power, various manifestations of power and hierarchy relations in different spheres of social life from politics to information networks, from culture to sexual life. A careful study of each particular case of such relations is very im-portant, especially within the context of contemporary multipolar and multicultural world. In the meantime it is very important to see both the general features, typical for all or most of the hierarchy (...) and power forms, and their variation. This set of issues has been treated by a series of international conferences titled ‘Hierarchy and Power in the History of Civilizations’ held in 2000–2006. Most articles of this volume were originally presented at the 4th conference of this series (Moscow, 2006). Needless to mention that all those presentations have been substantially re-worked for the publication in this volume. Notwithstanding the fact that the relations of hierarchy and power are rele-vant for all the spheres as they penetrate the whole of social life, establishing a sort of framework for the human agency, they are naturally most visible in the political sphere. They existed long before the formation of the earliest states – ethologists maintain that complex systems of hierarchy and power can be found among many highly organized animals. Yet, this was with the formation of the state and civilization when the power and hierarchy relations acquired their mature forms. Although ancient and medieval systems of government and domination always attract special attention, contemporary systems are much closer for every scholar. At the same time relations of power and hierarchy in the modern political world system demonstrate a great number of variants, levels and dimensions. In the present edited volume we only focus on three aspects of this important subject. These are revolutionary transformations (in the broad sense of this notion), violence, and globalization. In _Elementary Aspects of the Political_ Prathama Banerjee moves beyond postcolonial and decolonial critiques of European political philosophy to rethink modern conceptions of "the political" from the perspective of the global South. Drawing on Indian and Bengali practices and philosophies from the late nineteenth and early twentieth centuries, Banerjee identifies four elements of the political: the self, action, the idea, and the people. She examines selfhood in light of precolonial Indic traditions of renunciation and realpolitik; action in (...) the constitutive tension between traditional conceptions of karma and modern ideas of labor; the idea of equality as it emerges in the dialectic between spirituality and economics; and people in the friction between the structure of the political party and the atmospherics of fiction and theater. Throughout, Banerjee reasserts the historical specificity of political thought and challenges modern assumptions about the universality, primacy, and self-evidence of the political. In formulating a new theory of the political, Banerjee gestures toward a globally salient political philosophy that displaces prevailing Western notions of the political masquerading as universal.
