This book provides a comprehensive guide to the conceptual methodological, and epistemological problems of biology, and treats in depth the major developments in molecular biology and evolutionary theory that have transformed both biology and its philosophy in recent decades. At the same time the work is a sustained argument for a particular philosophy of biology that unifies disparate issues and offers a framework for expectations about the future directions of the life sciences. The argument explores differences between autonomist and anti-autonomist (...) views of biology. The result is a vindication of reductionism, but one that is unexpectedly hollow. For it leaves the exponents of the autonomy of biology from physical science with as much as their view of biology really requires - and rather more than the reductionist might comfortably concede. Professor Rosenberg shows how the problems of the philosophy of biology are interconnected and how their solutions are interdependent, However, this book focuses more on the direct concerns of biologists, rather than the traditional agenda of philosophers' problems about biology. One of the immediate eukaryotic cellular responses to DNA breakage is the covalent post‐translational modification of nuclear proteins with poly(ADP‐ribose) from NAD+ as precursor, mostly catalysed by poly(ADP‐ribose) polymerase‐1 (PARP‐1). Recently several other polypeptides have been shown to catalyse poly(ADP‐ribose) formation. Poly(ADP‐ribosyl)ation is involved in a variety of physiological and pathophysiological phenomena. Physiological functions include its participation in DNA‐base excision repair, DNA‐damage signalling, regulation of genomic stability, and regulation of transcription and proteasomal function, supporting the previously observed correlation of cellular (...) poly(ADP‐ribosyl)ation capacity with mammalian life. The pathophysiology effects are mediated through PARP‐1 overactivity, which can cause cell suicide by NAD+ depletion. It is apparent that the latter effect underlies the pathogenesis of a wide range of disease states including type‐1 diabetes, ischaemic infarcts in various organs, and septic or haemorrhagic shock. Therefore pharmacological modulation of poly(ADP‐ribosyl)ation may prove to be an exciting option for various highly prevalent, disabling and even lethal diseases. Context Informed consent is crucial in daily clinical practice and research in medicine and psychiatry. A recent neuroethical investigation explored the psychological factors that are crucial in determining whether or not subjects give consent. While cognitive functions have been shown to play a central role, the impact of empathy and emotions on subjects' decisions in informed consent remains unclear. Objective To evaluate the impact of empathy and emotions on subjects' decision in informed consent in an exploratory study. Design Decisional capacity (...) and informed consent to a subsequent imaging study were evaluated with the MacArthur Competence Assessment Tool for Clinical Research (MacCAT-CR). Empathy and emotion recognition were measured with the Multifaceted Empathy Test (MET) and the Florida Affect Battery (FAB). Setting Psychiatric subjects were recruited from a general psychiatric hospital and a forensic state hospital. Patients A mixed group of 98 healthy men and forensic and non-forensic psychiatric subjects were investigated. Results Both empathy (MET) and emotion recognition (FAB) correlated with MacCAT-CR scores. Higher cognitive empathy and good emotion recognition (compared with low empathy and emotion recognition) were associated with increased decisional capacity and higher rates of refusal to give informed consent. Conclusions This study shows an empirical relationship between decision-making and informed consent, on the one hand, and emotions and empathy on the other. While this study is exploratory and preliminary, the findings of a relationship between informed consent, emotions and empathy raise important neuroethical questions with regard to an emotional-social concept of informed consent and potential clinical implications for testing informed consent. To understand the future of informed consent, we should pay attention to two ethical-legal sources in addition to the revised Common Rule. Physicians acting as investigators and patients serving as research subjects bring to that relationship a long history regarding consent to treatment, and everyone dealing with research ethics needs to be aware of the Nuremberg Code and other human-rights documents. These three streams make separate and distinctly different contributions to informed consent doctrine.

This article examines the critique of deliberative democracy leveled by William Connolly. Drawing on both recent findings in cognitive science as well on Gilles Deleuze's cosmological pluralism, Connolly argues that deliberative democracy, and the contemporary left more generally, is guilty of intellectualism for overlooking the embodied, visceral register of political judgment. Going back to Deleuze and Guattari's A Thousand Plateaus, this article reconstructs the working assumptions of Connolly's critique and argues that it unwittingly leads to an indefensible embrace of manipulation. Against his micropolitics of visceral manipulation, I propose an alternative route for realizing Connolly's politics of agonistic negotiation in the form of a critical theory of the public sphere. The range and types of performance metrics has recently proliferated in academic settings, with bibliometric indicators being particularly visible examples. One field that has traditionally been hospitable towards such indicators is biomedicine. Here the relative merits of bibliometrics are widely discussed, with debates often portraying them as heroes or villains. Despite a plethora of controversies, one of the most widely used indicators in this field is said to be the Journal Impact Factor. In this article we argue that much of (...) the current debates around researchers’ uses of the JIF in biomedicine can be classed as ‘folk theories’: explanatory accounts told among a community that seldom get systematically checked. Such accounts rarely disclose how knowledge production itself becomes more-or-less consolidated around the JIF. Using ethnographic materials from different research sites in Dutch University Medical Centers, this article sheds new empirical and theoretical light on how performance metrics variously shape biomedical research on the ‘shop floor.’ Our detailed analysis underscores a need for further research into the constitutive effects of evaluative metrics. Doxastic dualists acknowledge both outright beliefs and credences, and they maintain that neither state is reducible to the other. This gives rise to the ‘Bayesian Challenge’, which is to explain why we need beliefs if we have credences already. On a popular dualist response to the Bayesian Challenge, we need beliefs to simplify our reasoning. I argue that this response fails because credences perform this simplifying function at least as well as beliefs do.

This book presents a concise introduction to the epistemology and methodology of the Austrian School of economics as defended by Ludwig von Mises. The author provides an innovative interpretation of Mises’ arguments in favour of the a priori truth of praxeology, the received view of which contributed to the academic marginalisation of the Austrian School. The study puts forward a unique argument that Mises – perhaps unintentionally – defends a form of conventionalism. Chapters in the book include detailed discussions of (...) individualism, historicism, epistemological positions, and essentialism. The author goes on to discuss Mises’ justification of the fundamental axiom and proposes a conventionalist interpretation. By presenting praxeology as a conventionalist research programme, the author aims to reinvigorate the interaction between the Austrian School, mainstream economics, and the philosophy of science. John Rawls argues that it is possible to describe a suitably defined initial situation from which to form reliable judgements about justice. In this initial situation, rational persons are deprived of information that is . It is rational, Rawls argues, for persons choosing principles of justice from this standpoint to be guided by the maximin rule. Critics, however, argue that (i) the maximin rule is not the appropriate decision rule for Rawls's choice position; (ii) the maximin argument relies upon an (...) imprecise account of the satisfactory minimum to be secured under the maximin rule; or that (iii) Rawls relies upon unrealistic assumptions about diminishing marginal value. These critics, I will suggest, argue from a number of assumptions that are confused or false. The satisfactory minimum that choosers in the original position seek to achieve is not a minimum level of primary goods, nor is the satisfactory minimum sought under the maximin rule supplied by the difference principle. I will argue that the maximin argument is more robust than has generally been recognized and that this argument performs a number of important functions in clarifying the nature and implications of Rawls's argument for justice as fairness. The mentioning of error-possibilities makes us less likely to ascribe knowledge. This paper offers a novel psychological account of this data. The account appeals to “subadditivity,” a well-known psychological tendency to judge possibilities as more likely when they are disjunctively described.

As the USA contends with another surge in COVID-19 cases, hospitals may soon need to answer the unresolved question of who lives and dies when ventilator demand exceeds supply. Although most triage policies in the USA have seemingly converged on the use of clinical need and benefit as primary criteria for prioritisation, significant differences exist between institutions in how to assign priority to patients with identical medical prognoses: the so-called ‘tie-breaker’ situations. In particular, one’s status as a frontline healthcare worker (...) has been a proposed criterion for prioritisation in the event of a tie. This article outlines two major grounds for reconsidering HCW prioritisation. The first recognises trust as an indispensable element of clinical care and mistrust as a hindrance to any public health strategy against the virus, thus raising concerns about the outward appearance of favouritism. The second considers the ways in which proponents of HCW prioritisation deviate from the very ‘ethics frameworks’ that often preface triage policies and serve to guide resource allocation—a rhetorical strategy that may undermine the very ethical foundations on which triage policies stand. By appealing to trust and consistency, we re-examine existing arguments in favour of HCW prioritisation and provide a more tenable justification for adjudicating on tie-breaker events during crisis standards of care. I owe you a dinner invitation, you owe ten years on your mortgage, and the government owes billions. We speak confidently about these cases of debt, but is that concept clear in its meaning? This book aims to clarify the concept of debt so we can find better answers to important moral and political questions. This book seeks to accomplish two things. The first is to clarify the concept of debt by examining how the word is used in language. The (...) second is to develop a general, principled account of how debts generate genuine obligations. This allows us to avoid settling each case by a bare appeal to moral intuitions, which is what we seem to currently do. It requires a close examination of many institutions, e.g. money, contract law, profit-driven finance, government fiscal operations, and central banking. To properly understand the moral and political nature of debt, we must understand how these institutions have worked, how they do work, and how they might be made to work. There have been many excellent anthropological and sociological studies of debt and its related institutions. Philosophy can contribute to the emerging discussion and help us to keep our language precise and to identify the implicit principles contained in our intuitions. (shrink)

In preparation for the treatment of the gravitational field at spatial infinity, this paper deals with the electromagnetic field at spatial infinity. The field equations on this three-dimensional(1+2) manifold can be obtained from an action principle, which in turn lends itself to a Hamiltonian formulation. Quantization is formally straightforward, but some thought is given to the physical interpretation of the results.

This paper treats the formulation of the gravitational field variables and the equations obeyed by them at spatial infinity. The variables consist of a three-dimensional tensor and a scalar, which satisfy separate field equations, which in turn can be obtained from two distinct Lagrangians. Aside from Lorentz rotations, the symmetry operations include an Abelian gauge group and an Abelian Lie group, leading to a number of conservation laws and to differential identities between the field equations.

The present study deals with the oldest surviving written reactions of Byzantine and Christian Oriental authors to the emergence of the Seljuk Turks in the Middle East and Asia Minor, mainly focusing on recognizable elements of a preexisting collective knowledge concerning barbarian nomads in general and the Turks in particular, as well as on prevailing modes of perception and mentalities reflected in these texts. The first part, after providing a survey of the extant material and the particularities of each tradition (...) in Greek, Syriac, Armenian and Latin, examines the account of the late eleventh-century historian John Scylitzes in comparison with that of the twelfth-century Syrian writer Michael Syrus. The former appears to be a diligent compilation of ancient ethnographic stereotypes with pieces of historical information originating from the official Muslim version of Seljuk court ideology. Michael Syrus' report, instead, stays closer to ancient ethnographic traditions enriched with elements from Turkic myths of origin and biblical allusions. In general, one realizes the author's intention to explain the Turks' intrusion into the Muslim World through a rational interpretation of mythical features with the aid of religious, political and ethnological arguments. The second part concerns itself with Byzantine perceptions of early Seljuk institutions, in particular the notion of an independent Seljuk sultanate on Anatolian soil, which allegedly came into existence in about 1080. A re-examination of Anna Comnena and other relevant sources clearly shows that modern scholars who accept these views as historical facts widely ignore the highly confused and anachronistic use of terms, names and facts in Anna's account, which in retrospect describes the situation of 1080 through the prism of the realities of about 1140. For quantum systems, whose energy ratios En/E0 are integers, and |E0| is the smallest energy, the time dependent wavefunctions and expectation values of time independent operators have time periodicitiy with a time period T equal to T = h/|E0|, where h is the Planck constant. This periodicity is imposed on the wavefunctions due to undersampling in energy, but following a similarity with aliasing in signal analysis, it may allow to probe future and past events under the condition that our world (...) is in reality a true four-dimensional, “static” space–time. We suggest an experiment to test that possibility. A positive result will indicate that we live in a four-dimensional space–time. A negative result (not getting signals from the future) will indicate that four-dimensional space–time is not physical one and that we live in a three-dimensional space with a time. (shrink)

In The Law of Peoples, John Rawls develops a theory of global justice whose scope and ambitions are quite modest. Far from justifying a global resource distribution principle modeled on the difference principle, Rawls’s theory does not argue for significant redistribution among peoples. This paper focuses on Rawls’s claim that the character and scope of his account of global justice are determined by the constructivist method that he employs to extend political liberalism’s project from the domestic to the global sphere. The principles of an acceptable law of peoples, he argues, are simply those principles that would be selected by rational representatives of peoples from the standpoint of a suitably characterized fair choice position. This paper argues that Rawls’s constructivist method in fact provides support for an account of global justice of greater scope and ambition than Rawls’s Law of Peoples. (shrink)

In this paper we pay attention to the inconsistency in the derivation of the symmetric electromagnetic energy–momentum tensor for a system of charged particles from its canonical form, when the homogeneous Maxwell’s equations are applied to the symmetrizing gauge transformation, while the non-homogeneous Maxwell’s equations are used to obtain the motional equation. Applying the appropriate non-homogeneous Maxwell’s equations to both operations, we obtained an additional symmetric term in the tensor, named as “compensating term”. Analyzing the structure of this “compensating term”, (...) we suggested a method of “gauge renormalization”, which allows transforming the divergent terms of classical electrodynamics (infinite self-force, self-energy and self-momentum) to converging integrals. The motional equation obtained for a non-radiating charged particle does not contain its self-force, and the mass parameter includes the sum of mechanical and electromagnetic masses. The motional equation for a radiating particle also contains the sum of mechanical and electromagnetic masses, and does not yield any “runaway solutions”. It has been shown that the energy flux in a free electromagnetic field is guided by the Poynting vector, whereas the energy flux in a bound EM field is described by the generalized Umov’s vector, defined in the paper. The problem of electromagnetic momentum is also examined. (shrink)

Some RNases possess preferential cytotoxicity against malignant cells. The best known of these RNases, onconase, was isolated from frog oocytes and is in clinical trials as anticancer therapy. Here we propose an alternative platform for anticancer therapy based on T1 RNases of microbial origin, in particular binase from Bacillus intermedius and RNase Sa from Streptomyces aureofaciens. Yoo (Economic Letters 37:145–149, 1991) argues that the law of iterated expectations must be violated if the probability measure of a Choquet decision maker is non-additive. In this article, we prove the positive result that the law of iterated expectations is satisfied for Choquet decision makers whenever they update their non-additive beliefs in accordance with the Sarin and Wakker (Journal of Risk and Uncertainty 16:223–250, 1998) update rule. The formal key to this result is the act-dependence of the Sarin–Wakker update (...) rule, which does not hold for the update rules considered by Yoo (1991). (shrink)

Writing a captivating book about a bureaucrat and his statistical modelling techniques is impossible? Erwin Dekker’s biography of Jan Tinbergen proves otherwise. As he has done before, Dekker tells the history of economic thought and methodology as part and parcel of general intellectual and cultural history. Nevertheless, he never downplays or neglects the analysis of inner-scientific problem situations. Drawing on rich archival material and conversations with Tinbergen’s family, students, and colleagues, Dekker vividly introduces us to an extraordinary personality and career. (...) Tinbergen of course was so much more than a Dutch bureaucrat and Nobel Prize winning econometrician. He became a key figure in transforming the discipline of economics. Perhaps even more sweeping – and reaching far beyond academia – is Tinbergen’s re-invention of the role played by economists in the modern nation state and in the international community. Ultimately, he spearheaded a shift in the public notion of how malleable “the economy” is by conscious policy efforts – or so Dekker convincingly exhibits and critically discusses. Anybody reflecting on the proper role of scientific experts in democratic societies, may want to pick up Dekker’s entertaining and thought-provoking study. (shrink)

The article responds to an overlooked objection put by Allen Buchanan to John Rawls’s theory of justice: that implementing the Difference Principle over time may require gross and frequent disruptions of people’s framing and execution of long-term plans. Having strengthened Buchanan’s objection to resolve significant weaknesses in his main counterexample, I argue that the best response to this objection draws on the concept of the rule of law, specifically, the legal doctrine of legitimate expectations, which can be found in English, (...) French, and European Union administrative law. I also explore the suitability of incorporating this doctrine into Justice as Fairness given its absence in United States constitutional and administrative law. Finally, I turn to consider the question of what the government owes to agents in whom legitimate expectations are induced and then frustrated.
