Ensuring that countries have adequate research capacities is essential for an effective and efficient response to infectious disease outbreaks. The need for ethical principles and values embodied in international research ethics guidelines to be upheld during public health emergencies is widely recognized. Public health officials, researchers and other concerned stakeholders also have to carefully balance time and resources allocated to immediate treatment and control activities, with an approach that integrates research as part of the outbreak response. Under such circumstances, research (...) “ethics preparedness” constitutes an important foundation for an effective response to infectious disease outbreaks and other health emergencies. A two-day workshop was convened in March 2018 by the World Health Organisation Global Health Ethics Team and the African coaLition for Epidemic Research, Response and Training, with representatives of National Ethics Committees, to identify practical processes and procedures related to ethics review preparedness. The workshop considered five areas where work might be undertaken to facilitate rapid and sound ethics review: preparing national ethics committees for outbreak response; pre-review of protocols; multi-country review; coordination between national ethics committees and other key stakeholders; data and benefit sharing; and export of samples to third countries. In this paper, we present the recommendations that resulted from the workshop. In particular, the participants recommended that Ethics Committees would develop a formal national standard operating procedure for emergency response ethical review; that there is a need to clarify the terminology and expectations of pre-review of generic protocols and agree upon specific terminology; that there is a need to explore mechanisms for multi-country emergency ethical consultation, and to establish procedures for communication between national ethics committees and other oversight bodies and public health authorities. In addition, it was suggested that ethics committees should request from researchers, at a minimum, a preliminary data sharing and sample sharing plan that outlines the benefit to the population from which data and samples are to be drawn. This should be followed in due time by a full plan. It is hoped that the national ethics committees, supported by the WHO, relevant collaborative research consortia and external funding agencies, will work towards bringing these recommendations into practice, for supporting the conduct of effective research during outbreaks. We emphasize that the pressure related work appearing in a general relativistic first law of thermodynamics should involve proper volume element rather than coordinate volume element. This point is highlighted by considering both local energy momentum conservation equation as well as particle number conservation equation. It is also emphasized that we are considering here a non-singular fluid governed by purely classical general relativity. Therefore, we are not considering here any semi-classical or quantum gravity which apparently suggests thermodynamical properties even for (...) a (singular) black hole. Having made such a clarification, we formulate a global first law of thermodynamics for an adiabatically evolving spherical perfect fluid. Polanyi’s philosophy of “man in thought,” by all appearances, chronologically and structurally, seems to be founded on his epistemology. Polanyi’s epistemology of tacit knowing as integration is teleological. By his “ontological equation,” he patterned comprehensive (and complex) entities as emergence on his epistemology. This forces him to make puzzling formulaic statements which land him in trouble with fellow scientists. The equation also lends itself to unwarranted problematic interpretations. The exploration leads me to suggest that Polanyi may be understood as a (...) “rational realist” who insisted on a tacit knowledge version of interactionist mode of mind-body relation. (shrink)

In 2016, following pandemic influenza threats and the 2014–2016 Ebola virus disease outbreaks, the WHO developed a guidance document for managing ethical issues in infectious disease outbreaks. In this article, we analyse some ethical issues that have had a predominant role in decision making in response to the current COVID-19 pandemic but were absent or not addressed in the same ways in the 2016 guidance document. A pandemic results in a health crisis and social and political crises both nationally and (...) globally. The ethical implications of these global effects should be properly identified so that appropriate actions can be taken globally and not just in national isolation. Our analysis, which is a starting point to test the broader relevance of the 2016 WHO document that remains the only available guidance document applicable globally, concludes that the WHO guidance should be updated to provide reasoned and thoughtful comprehensive ethics advice for the sound management of the current and future pandemics. For the last two centuries the novel has been the predominant literary genre; but the generic identity of the novel is far from established. Attempts to define the novel have focussed on formal features of particular types of texts, with the result that definitions of “the” novel have merely canonized one or another of the innumerable novelistic manifestations—Bildungsroman, eighteenth-century English novels, novels of the kind George Eliot or Henry James or Marcel Proust or Feodor Dostoevsky wrote, etc. By basing themselves (...) upon such formal attributes, such definitions exclude a vast number of potential texts on essentially normative grounds. Further, the history of the novel has outgrown and contradicted those conceptions; no sooner than a theory has been formulated, the novel itself has moved forward, adapting to changing conditions and substituting for those formal properties a set of new ones, thus rendering the theories obsolete and revealing the inadequacy of formalist categories to define the genre. This predicament is certainly not unique to the theory of the novel but rather a necessary concomitant of any theoretical project; what makes any attempt to theorize about the novel particularly vulnerable is the genre's resistence to formalist analysis, its lack of precisely those organizing categories upon which a formalist theory of any genre can be built. In research interviews, interviewees are usually well aware of why they were selected, and in their narratives they often construct ‘default identities’ in line with the interviewers’ expectations. Furthermore, narrators draw on shared cultural knowledge and master narratives that tend to form an implicit backdrop of their stories. Yet in this article we focus on how some of these master narratives may be mobilized explicitly when default identities are at stake. In particular, we investigate interviews with successful female professionals from (...) diverse geographical contexts. We found that the interviewees deal with challenges to their ‘successful professional’ identities by drawing on categorical narratives or categorical statements. As such, the interviewees talk into being a morally ordered gendered worldview, thus making explicit gendered master narratives about their societies and workplaces. In general, this article shows that categorical narratives and statements can bring master narratives to the surface and that these can thus contribute to the narrators’ identity work. (shrink)

Since time immemorial Indian culture has been upholding a symbiotic relationship between man and environment. It has led to the all round evolution of Indian culture as an integral whole. This assimilation has been possible due to the spiritual vision of Indian seers. Every Culture is based upon certain values. In India values are usually discussed in the context of the principal ends of human life (chatuspurusartha): dharma (moral value), artha (political and economic values), kama (sensual value) and moksha (spiritual (...) value). Indian cultural tradition shaped human behaviour in accordance with these values, which impinged ecological issues as well. Again, Indian classification of value is based on two percepts. These are (1) the essential infinitude and divinity of all souls and (2) the essential oneness and solidarity of universe and all life. Supreme being resides in all; hence no area of life is alien to spiritual influence. It emphasizes the presence of an infinite knowledge, power, purity and bliss behind the body-mind complex of human beings, which is called Atman. Upanisads express this truth as Aham Brahmasmi (I am Brahman) or Ayam Atma Brahma (the individual soul is Brahman) or Tat Twam Asi (thou art that). Acceptance of the presence of God in everything led Indian culture to maintain and protect the natural harmonious relationship between human beings and nature. Moreover, Indians discovered the essential unity of all existence. The universe is holistic. Here at the deeper level of all pervading consciousness everything in the world is interconnected. Oneness of the entire reality is the basic presupposition and the guiding principle of the spiritualistic approach of Indian culture. The paper is an attempt to show that the holistic view of Indian culture is mirrored in the philosophy of ecology. (shrink)

I examine social capital’s impact on financial reports. Based on the social capital literature, I predict that the quality of the financial reports is higher when a firm is headquartered in a region with high social capital. Consistent with this prediction, I find that the firms that are headquartered in this type of region in the USA have a lower probability of committing fraud by misrepresenting financial information. The chemist and philosopher Michael Polanyi was one of the first twentieth-century scientists to propose a program to resolve the internal conflict of the modern Enlightenment: scientific detachment and moral nihilism with humanist values. Stefania Jha’s intellectual biography places Polanyi in the context of his time and culture, analyzes his key philosophical ideas, and explicates the application—and at times misappropriation—of his work. Polanyi’s method was not laid out in his published works, and his vocabulary tends to make his writings difficult (...) to understand. By exposing the structure of his theory of tacit knowing, and by tracing the growth of his thinking, Jha shows how the various elements of his thought are integrated. Through examination of his philosophical roots in Kant and the complexity of his evolving thought, she counteracts the popular notion that Polanyi’s philosophy stands apart from the western philosophic tradition. Jha’s deep analysis makes Polanyi’s shift of focus from science to philosophy more intelligible, his philosophy more approachable, and the causes he championed—such as the freedom of science and cultural freedom—more understandable. Applying his notion of tacit knowing in practical directions, Jha seeks to bring the study of Polanyi’s philosophy out of the specialists’ enclave and into such fields as ethics and clinical medicine. This article will critically examine the Nyāya-Vaiśeṣika theory of substance (_dravya_). The Buddhists are reductionists, who believe that there is no substance over and above its attributes (_guṇa_) or parts (_avayava_). Thus, a pot is a set of a certain shape, size, color, texture, etc. But the Nyāya-Vaiśeṣika philosopher thinks that a pot is a substance that houses all of its attributes and actions (_karman_). It holds all these together. Also, it binds its parts. Although the Nyāya-Vaiśeṣika school defines a (...) substance, it does not seem to offer any theory of the diachronic identity of a substance; it does not discuss a Theseus’-ship-like case. In this article we shall offer a theory of diachronic identity of a substance based on a Nyāya-Vaiśeṣika definition of substance. (shrink)

Group Violence Interventions combine a focused deterrence law enforcement approach with community mobilization and social services. The current study qualitatively examines Project Longevity, Connecticut's largest GVI initiative, to contribute to the limited literature on implementation of gun violence reduction strategies. Relying on interviews with 24 of Project Longevity law enforcement and non-law enforcement partners, we explore the establishment of interagency collaboration, which was viewed by study participants as the most pressing implementation challenge of Project Longevity. Flow prediction in a vegetated channel has been extensively studied in the past few decades. A number of equations that essentially differ from each other in derivation and form have been developed. Because the process is extremely complex, getting the deterministic or analytical form of the process phenomena is too difficult. Hybrid neural network model is particularly useful in modeling processes where an adequate knowledge of the physics is limited. This hybrid model is presented here as a complementary tool to (...) model channel flow–vegetation interactions in submerged vegetation conditions. The hybrid model is used to overcome the local minima limitations of a feed-forward neural network. The prediction capability of model has been found to be better than past empirical predictors. The model developed herein showed significantly better results in several model performance criteria compared with empirical models. (shrink)

Abstract:In contemporary debates, the materialist ethics of Cārvāka has primarily been discussed in relation to and on the backdrop of ethical schema suited for systems whose metaphysics permits the notions of God and soul. This essay elaborates on this insight and draws attention to the significance of the metaphysical backdrop of ethical theories. Well-being advocates state that it provides a more holistic, humanistic focus for public policy. Paradoxically, however, well-being debates tend to be dominated by highly quantitative, de-contextualised statistical methods accessible to only a minority of technical experts. This paper argues the need to reverse this trend. Drawing on original primary mixed method research in Zambia and India it shows the critical contribution of qualitative methods to the development of a quantitative model of subjective perspectives on well-being. In controlled human infection studies (CHIs), participants are deliberately exposed to infectious agents in order to better understand the mechanism of infection or disease and test therapies or vaccines. While most CHIs have been conducted in high‐income countries, CHIs have recently been expanding into low‐ and middle‐income countries (LMICs). One potential ethical concern about this expansion is the challenge of obtaining the voluntary informed consent of participants, especially those who may not be literate or have limited education. In some CHIs (...) in LMICs, researchers have attempted to address this potential concern by limiting access to literate or educated populations. In this paper, we argue that this practice is unjustified, as it does not increase the chances of obtaining valid informed consent and therefore unfairly excludes illiterate populations and populations with lower education. Instead, we recommend that investigators improve the informed consent process by drawing on existing data on obtaining informed consent in these populations and interventions aimed at improving their understanding. Based on a literature review, we provide concrete suggestions for how to follow this recommendation and ensure that populations with lower literacy or education are given a fair opportunity to protect their rights and interests in the informed consent process. It is often argued that the indispensability of continuum models comes from their empirical adequacy despite their decoupling from the microscopic details of the modelled physical system. There is thus a commonly held misconception that temperature varying across a region of space or time can always be accurately represented as a continuous function. We discuss three inter-related cases of temperature modelling — in phase transitions, thermal boundary resistance and slip flows — and show that the continuum view is fallacious on (...) the ground that the microscopic details of a physical system are not necessarily decoupled from continuum models. We show how temperature discontinuities are present in both data (experiments and simulations) and phenomena (theory and models) and how discontinuum models of temperature variation may have greater empirical adequacy and explanatory power. The conclusions of our paper are: a) continuum idealisations are not indispensable to modelling physical phenomena and both continuous and discontinuous representations of phenomena work depending on the context; b) temperature is not necessarily a continuously defined function in our best scientific representations of the world; and c) that its continuity, where applicable, is a contingent matter. We also raise a question as to whether discontinuous representations should be considered truly de-idealised descriptions of physical phenomena. (shrink)

This research focuses on the similarities and differences in the cognitive moral development of business professionals and graduate business students in two countries, India and the United States. Factors that potentially influence cognitive moral development, namely, culture, education, sex and gender are analyzed and discussed. Implications for ethics education in graduate business schools and professional associations are considered. Future research on the cognitive moral development of graduate business students and business professionals is recommended.

There is a major debate as to whether there are non-causal mathematical explanations of physical facts that show how the facts under question arise from a degree of mathematical necessity considered stronger than that of contingent causal laws. We focus on Marc Lange’s account of distinctively mathematical explanations to argue that purported mathematical explanations are essentially causal explanations in disguise and are no different from ordinary applications of mathematics. A data provenance framework is subject to security threats and risks, which increase the uncertainty, or lack of trust, in provenance information. Information assurance is challenged by incomplete information; one cannot exhaustively characterize all threats or all vulnerabilities. One technique that specifically incorporates a probabilistic notion of uncertainty is subjective logic. Subjective logic allows belief and uncertainty, due to incomplete information, to be specified and operated upon in a coherent manner. A mapping from the standard definition of information assurance to (...) a more quantitative subjective logic framework is suggested with a focus on the specific application of data provenance. Finally, specific consideration is given to the notion of uncertainty within subjective logic and its relation to information entropy. Information entropy is an alternative measure of uncertainty and a fundamental relationship is hypothesized between uncertainty in subjective logic and entropy. (shrink)

When labeling an infectious disease, officially sanctioned scientific names, e.g., “H1N1 virus,” are recommended over place-specific names, e.g., “Spanish flu.” This is due to concerns from policymakers and the WHO that the latter might lead to unintended stigmatization. However, with little empirical support for such negative consequences, authorities might be focusing on limited resources on an overstated issue. This paper empirically investigates the impact of naming against the current backdrop of the 2019–2020 pandemic. The first hypothesis posited that using place-specific (...) names associated with China leads to greater levels of sinophobia, the negative stigmatization of Chinese individuals. The second hypothesis posited that using a scientific name leads to increased anxiety, risk aversion, beliefs about contagiousness of the virus, and beliefs about mortality rate. Results from two preregistered studies [N = 504; N = 412], conducted across three countries with the first study during the early outbreak and the second study at a later stage of the pandemic, found no evidence of any adverse effects of naming on sinophobia and strong support for the null hypothesis using Bayesian analyses. Moreover, analyses found no impact of naming on anxiety, risk aversion, beliefs about contagiousness of the virus, or beliefs about mortality rate, with mild to strong support for the null hypothesis across outcomes. Exploratory analyses also found no evidence for the effect of naming being moderated by political affiliation. In conclusion, results provide no evidence that virus naming impacted individual’s attitudes toward Chinese individuals or perceptions of the virus, with the majority of analyses finding strong support for the null hypothesis. Therefore, based on the current evidence, it appears that the importance given to naming infectious diseases might be inflated. (shrink)

So-called ‘distinctively mathematical explanations’ (DMEs) are said to explain physical phenomena, not in terms of contingent causal laws, but rather in terms of mathematical necessities that constrain the physical system in question. Lange argues that the existence of four or more equilibrium positions of any double pendulum has a DME. Here we refute both Lange’s claim itself and a strengthened and extended version of the claim that would pertain to any n-tuple pendulum system on the ground that such explanations are (...) actually causal explanations in disguise and their associated modal conditionals are not general enough to explain the said features of such dynamical systems. We argue and show that if circumscribing the antecedent for a necessarily true conditional in such explanations involves making a causal analysis of the problem, then the resulting explanation is not distinctively mathematical or non-causal. Our argument generalises to other dynamical systems that may have purported DMEs analogous to the one proposed by Lange, and even to some other counterfactual accounts of non-causal explanation given by Reutlinger and Rice. Convolutional neural networks (CNNs) are increasingly widely used in psychology and neuroscience to predict how human minds and brains respond to visual images. Typically, CNNs represent these images using thousands of features that are learned through extensive training on image datasets. This raises a question: How many of these features are really needed to model human behavior? Here, we attempt to estimate the number of dimensions in CNN representations that are required to capture human psychological representations in two ways: (1) (...) directly, using human similarity judgments and (2) indirectly, in the context of categorization. In both cases, we find that low-dimensional projections of CNN representations are sufficient to predict human behavior. We show that these low-dimensional representations can be easily interpreted, providing further insight into how people represent visual information. A series of control studies indicate that these findings are not due to the size of the dataset we used and may be due to a high level of redundancy in the features appearing in CNN representations. A venture in a less traversed terrain of Indian scholarship, this article looks at the transformation in the value regimes that go into the making of colours in the Indian milieu. At one level, this study traces the sacredness imbued in colours and at another level the article delves into the genealogy that gives rise to a complex where colour, colonial investment in the economy of colours, values and experiential dynamics enshrined in the imageries and practices associated with colours all (...) come together. With these entanglements, the idea is to engage with the social fabrics and the politics of colours in the Indian milieu. In this rendering, the distinction between values and forms collapses giving us in turn a field of aesthetic experience. Mobilizing a wide range of registers, this story is narrated with key rubrics, such as, ambiguous location of colour in the discourse on visuality, social and cultural life of colours and the manner in which Western science and modernity has influenced the values pertaining to colours. However, the core anxiety is parked on the relation between colour, aesthetic experience and the question of value. (shrink)

In this response to Jeff Pflug’s review of my dissertation Michael Polanyi’s Integrative Philosophy, I note that Pflug focused on my discussion of possible extension of Polanyi’s epistemology; he has also taken my statements on scientific truth out of context. In addition, he ignored the four major elements of the dissertation, thereby not giving the reader a “map” to the meaning and the rationale of the work – an intellectual biography of Polanyi.
