Illusionists about consciousness boldly argue that phenomenal consciousness does not fundamentally exist — it only seems to exist. For them, the impression of having a private inner life of conscious qualia is nothing more than a cognitive error, a conjuring trick put on by a purely physical brain. Some phenomenal realists have accused illusionism of being a byproduct of modern Western scientism and overzealous naturalism. However, Jay Garfield has endorsed illusionism by explicitly drawing support from the classical Yogācāra Buddhist philosopher (...) Vasubandhu. In this paper, I assess the degree to which Garfield’s illusionist interpretation accurately captures the views of Vasubandhu and his commentator Sthiramati in their extant Sanskrit works. As it turns out, Vasubandhu and Sthiramati converge with contemporary illusionists in taking an unconscious causal basis of cognitive/linguistic processes to be responsible for generating the illusion of representational states with apparently phenomenal contents. Within their constitutive understanding of the mind as the “imagination of what is non-existent” (abhūtaparikalpa), I raise possible candidates for what might seem to be real instances of phenomenality — mental appearances (pratibhāsa), affective sensory experience (vedanā), and “intrinsic luminosity” (prakṛtiprabhāsvara) — and consider possible responses on behalf of an illusionist interpreter. I conclude that Vasubandhu and Sthiramati really do appear to be strong illusionists about phenomenal consciousness, particularly if phenomenal states are assumed to be essentially representational. Ensuring that countries have adequate research capacities is essential for an effective and efficient response to infectious disease outbreaks. The need for ethical principles and values embodied in international research ethics guidelines to be upheld during public health emergencies is widely recognized. Public health officials, researchers and other concerned stakeholders also have to carefully balance time and resources allocated to immediate treatment and control activities, with an approach that integrates research as part of the outbreak response. Under such circumstances, research (...) “ethics preparedness” constitutes an important foundation for an effective response to infectious disease outbreaks and other health emergencies. A two-day workshop was convened in March 2018 by the World Health Organisation Global Health Ethics Team and the African coaLition for Epidemic Research, Response and Training, with representatives of National Ethics Committees, to identify practical processes and procedures related to ethics review preparedness. The workshop considered five areas where work might be undertaken to facilitate rapid and sound ethics review: preparing national ethics committees for outbreak response; pre-review of protocols; multi-country review; coordination between national ethics committees and other key stakeholders; data and benefit sharing; and export of samples to third countries. In this paper, we present the recommendations that resulted from the workshop. In particular, the participants recommended that Ethics Committees would develop a formal national standard operating procedure for emergency response ethical review; that there is a need to clarify the terminology and expectations of pre-review of generic protocols and agree upon specific terminology; that there is a need to explore mechanisms for multi-country emergency ethical consultation, and to establish procedures for communication between national ethics committees and other oversight bodies and public health authorities. In addition, it was suggested that ethics committees should request from researchers, at a minimum, a preliminary data sharing and sample sharing plan that outlines the benefit to the population from which data and samples are to be drawn. This should be followed in due time by a full plan. It is hoped that the national ethics committees, supported by the WHO, relevant collaborative research consortia and external funding agencies, will work towards bringing these recommendations into practice, for supporting the conduct of effective research during outbreaks. Background: There are intriguing and challenging ethical dilemmas in the practice of palliative care in a traditional developing society.Objective: To review the different ethical issues involved in cancer and palliative care in developing countries, with special reference to India.Methods: Published literature on pain relief and palliative care in the developing countries was reviewed to identify ethical issues and dilemmas related to these, and ways in which ethical principles could be observed in delivery of palliative care in such countries are discussed.Results: (...) The literature review revealed a number of ethical dilemmas and challenges that professionals, cancer patients and their families encountered during palliative care. It was noted that patients’ preferences and decisions are influenced by family members. Dilemmas leave the professionals and families confused about how ethical their actions have been. Specific ethical issues were noted in relation to the availability and use of oral morphine for pain relief, spiritual care, lack of adequate palliative care services, and palliative care education.Conclusions: The four principles of ethics posed difficulties in understanding the complex ethical issues in a developing country with a traditional background. Ethical issues need to be handled delicately and sensitively in palliative care settings, within the framework of the traditions and culture of the society and financial constraints. The possible role of ethics committees in palliative care settings to help decision-making needs to be studied and discussed. (shrink)

In 2016, following pandemic influenza threats and the 2014–2016 Ebola virus disease outbreaks, the WHO developed a guidance document for managing ethical issues in infectious disease outbreaks. In this article, we analyse some ethical issues that have had a predominant role in decision making in response to the current COVID-19 pandemic but were absent or not addressed in the same ways in the 2016 guidance document. A pandemic results in a health crisis and social and political crises both nationally and (...) globally. The ethical implications of these global effects should be properly identified so that appropriate actions can be taken globally and not just in national isolation. Our analysis, which is a starting point to test the broader relevance of the 2016 WHO document that remains the only available guidance document applicable globally, concludes that the WHO guidance should be updated to provide reasoned and thoughtful comprehensive ethics advice for the sound management of the current and future pandemics. New humanism theory of M. N. Roy, 1887-1954; a study.

We emphasize that the pressure related work appearing in a general relativistic first law of thermodynamics should involve proper volume element rather than coordinate volume element. This point is highlighted by considering both local energy momentum conservation equation as well as particle number conservation equation. It is also emphasized that we are considering here a non-singular fluid governed by purely classical general relativity. Therefore, we are not considering here any semi-classical or quantum gravity which apparently suggests thermodynamical properties even for (...) a (singular) black hole. Having made such a clarification, we formulate a global first law of thermodynamics for an adiabatically evolving spherical perfect fluid. It may be verified that such a global first law of thermodynamics, for a non-singular fluid, has not been formulated earlier. (shrink)

This book is a scholarly treatise on the subject of Indian philosophy and is also written by one of its foremost and most well-known proponents. Chaturvedi Badrinath shows that the Mahabharata is the most systematic inquiry into the human condition. Badrinath shows that the concerns of the Mahabharata are the concerns of everyday life––of dharma, artha, kama and moksha. This book dispels several false claims about what is today known as ‘Hinduism’ to show us how individual liberty and knowledge, (...) freedom, equality, and the celebration of love, friendship and relationships are integral to the philosophy of the Mahabharata, because they are integral to human life. What sets this book apart from others is that Badrinath has used more than 500 Sanskrit shlokas, which he has translated himself to illustrate his arguments. Secondly, his approach to Hindu philosophy is one based in humanism, rather than in divisive politics. (shrink)

In the present research, we examine the relation between leader mindfulness and employee performance through the lenses of organizational justice and leader-member relations. We hypothesize that employees of more mindful leaders view their relations as being of higher leader-member exchange quality. We further hypothesize two mediating mechanisms of this relation: increased interpersonal justice and reduced employee stress. In other words, we posit that employees of more mindful leaders feel treated with greater respect and experience less stress. Finally, we predict that (...) LMX quality serves as a mediator linking leader mindfulness to employee performance—defined in terms of both in-role and extra-role performance. Across two field studies of triadic leader-employee-peer data and dyadic leader–employee data, we find support for this sequential mediation model. We discuss implications for theorizing on leadership, organizational justice, business ethics, LMX, and mindfulness, as well as practical implications. (shrink)

Since time immemorial Indian culture has been upholding a symbiotic relationship between man and environment. It has led to the all round evolution of Indian culture as an integral whole. This assimilation has been possible due to the spiritual vision of Indian seers. Every Culture is based upon certain values. In India values are usually discussed in the context of the principal ends of human life (chatuspurusartha): dharma (moral value), artha (political and economic values), kama (sensual value) and moksha (spiritual (...) value). Indian cultural tradition shaped human behaviour in accordance with these values, which impinged ecological issues as well. Again, Indian classification of value is based on two percepts. These are (1) the essential infinitude and divinity of all souls and (2) the essential oneness and solidarity of universe and all life. Supreme being resides in all; hence no area of life is alien to spiritual influence. It emphasizes the presence of an infinite knowledge, power, purity and bliss behind the body-mind complex of human beings, which is called Atman. Upanisads express this truth as Aham Brahmasmi (I am Brahman) or Ayam Atma Brahma (the individual soul is Brahman) or Tat Twam Asi (thou art that). Acceptance of the presence of God in everything led Indian culture to maintain and protect the natural harmonious relationship between human beings and nature. Moreover, Indians discovered the essential unity of all existence. The universe is holistic. Here at the deeper level of all pervading consciousness everything in the world is interconnected. Oneness of the entire reality is the basic presupposition and the guiding principle of the spiritualistic approach of Indian culture. The paper is an attempt to show that the holistic view of Indian culture is mirrored in the philosophy of ecology. (shrink)

In research interviews, interviewees are usually well aware of why they were selected, and in their narratives they often construct ‘default identities’ in line with the interviewers’ expectations. Furthermore, narrators draw on shared cultural knowledge and master narratives that tend to form an implicit backdrop of their stories. Yet in this article we focus on how some of these master narratives may be mobilized explicitly when default identities are at stake. In particular, we investigate interviews with successful female professionals from (...) diverse geographical contexts. We found that the interviewees deal with challenges to their ‘successful professional’ identities by drawing on categorical narratives or categorical statements. As such, the interviewees talk into being a morally ordered gendered worldview, thus making explicit gendered master narratives about their societies and workplaces. In general, this article shows that categorical narratives and statements can bring master narratives to the surface and that these can thus contribute to the narrators’ identity work. (shrink)

In controlled human infection studies (CHIs), participants are deliberately exposed to infectious agents in order to better understand the mechanism of infection or disease and test therapies or vaccines. While most CHIs have been conducted in high‐income countries, CHIs have recently been expanding into low‐ and middle‐income countries (LMICs). One potential ethical concern about this expansion is the challenge of obtaining the voluntary informed consent of participants, especially those who may not be literate or have limited education. In some CHIs (...) in LMICs, researchers have attempted to address this potential concern by limiting access to literate or educated populations. In this paper, we argue that this practice is unjustified, as it does not increase the chances of obtaining valid informed consent and therefore unfairly excludes illiterate populations and populations with lower education. Instead, we recommend that investigators improve the informed consent process by drawing on existing data on obtaining informed consent in these populations and interventions aimed at improving their understanding. Based on a literature review, we provide concrete suggestions for how to follow this recommendation and ensure that populations with lower literacy or education are given a fair opportunity to protect their rights and interests in the informed consent process. Some recent surveys of the modern philosophical debate over the existence of non-conceptual perceptual content have concluded that the distinction between conceptual and non-conceptual representations is largely terminological. To remedy this terminological impasse, Robert Hanna and Monima Chadha claim that non-conceptualists must defend an essentialist view of non-conceptual content, according to which perceptual states have representational content whose structure and psychological function are necessarily distinct from that of conceptual states. Hanna and Chadha additionally suggest that non-conceptualists should go “back to (...) Kant” to find the most defensible version of an essentialist content non-conceptualism. I propose instead that non-conceptualists go back even further to the seventh-century Indian Buddhist philosopher Dharmakīrti, so that they may not only find historical precedent for an essentialist content view, but also some better arguments in its favor. This essay reconstructs Dharmakīrti's essentialist non-conceptualism about the contents of conscious sensory representations and the refined theory of conceptualization that it presupposes. In particular, I examine his arguments from the proprietary phenomenology of sensory experience, the cognitive encapsulation of sensory processing, as well as the iconic format of sensory representations, and assess the strength of these arguments relative to their modern counterparts. Some have argued that a subject has an inner awareness of its conscious mental states by virtue of the non-introspective, reflexive awareness that any conscious state has of itself. But, what exactly is it like to have a ubiquitous and reflexive inner awareness of one’s conscious states, as distinct from one’s outer awareness of the apparent world? This essay derives a model of ubiquitous inner awareness (UIA) from Sebastian Watzl’s recent theory of attention as the activity of structuring consciousness into (...) an experiential center and periphery. I develop Watzl’s theory into an account of UIA by suggesting that a subject is acquainted with its own conscious mental states through being reflexively aware of how these states are structured by attention into a unified subjective perspective. I favorably compare this Watzl-inspired account of UIA against other contemporary analytic and classical Buddhist accounts of reflexive awareness and subjective character, which variously ground the inner awareness of conscious states on their intrinsic phenomenal quality of “for-me-ness,” their affective/hedonic valence, or a subject’s disposition to introspect them. The Watzl-inspired account also accommodates possible counter-examples to Watzl’s theory posed by states of minimal phenomenal experience such as lucid dreamless sleep and non-dual meditative awareness. This paper analyzes the incisive counter-arguments against Gaṅgeśa’s defense of non-conceptual perception offered by the Dvaita Vedānta scholar Vyāsatīrtha in his Destructive Dance of Dialectic. The details of Vyāsatīrtha’s arguments have gone largely unnoticed by subsequent Navya Nyāya thinkers, as well as by contemporary scholars engaged in a debate over the role of non-conceptual perception in Nyāya epistemology. Vyāsatīrtha thoroughly undercuts the inductive evidence supporting Gaṅgeśa’s main inferential proof of non-conceptual perception, and shows that Gaṅgeśa has no basis for thinking (...) that non-conceptual perception has any necessary causal role in generating concept-laden perceptual awareness. He further raises a number of internal inconsistencies and undesirable consequences for Gaṅgeśa’s claim that non-conceptual states are introspectively invisible. His own causal theory of perception is more parsimonious than the Nyāya account, and is equally compatible with direct realism. I conclude by noting several striking parallels between Vyāsatīrtha’s views and the conceptualism of John McDowell, while also suggesting that Vyāsatīrtha's own conceptualism is not unduly constrained by some of McDowell’s limiting assumptions about concepts and perceptual contents. The use of technology and innovation in developing long-term global food security, and ensuring sustainable and adequate food production, is contextualized by values and controversies associated with food technologies. The framing and context of these technologies may impact on consumer perceptions and acceptance. In some countries this can influence policy decisions. Analysis of the public discourses on the themes of innovation, risk, power and control, and their socio-economic and ethical implications, is applied to explain the utility of novel and emerging (...) food technologies. Potential differences in stakeholder interests are taken into account in different economic and regulatory environments, contrasting Europe with the emerging economies of China and India. In the case of India, there is considerable public debate on finding a balance between various technological choices for food production, viz transgenic, traditional breeding and organic production. In China, the debate about technological innovation is driven largely by political and scientific elites with relatively little consumer debate. European agri-technological innovation is framed by ‘post-productivism’, which informs both implementation strategies and regulatory and governance issues. Economic values cannot be dismissed as irrelevant to the European innovation process, in particular in relation to investment and scientific endeavour. (shrink)

A data provenance framework is subject to security threats and risks, which increase the uncertainty, or lack of trust, in provenance information. Information assurance is challenged by incomplete information; one cannot exhaustively characterize all threats or all vulnerabilities. One technique that specifically incorporates a probabilistic notion of uncertainty is subjective logic. Subjective logic allows belief and uncertainty, due to incomplete information, to be specified and operated upon in a coherent manner. A mapping from the standard definition of information assurance to (...) a more quantitative subjective logic framework is suggested with a focus on the specific application of data provenance. Finally, specific consideration is given to the notion of uncertainty within subjective logic and its relation to information entropy. Information entropy is an alternative measure of uncertainty and a fundamental relationship is hypothesized between uncertainty in subjective logic and entropy. (shrink)

Biobank-based research is not specifically addressed in Indian statutory law and therefore Indian Council for Medical Research guidelines are the primary regulators of biobank research in India. The guidelines allow for broad consent and for any level of identification of specimens. Although privacy is a fundamental right under the Indian Constitution, courts have limited this right when it conflicts with other rights or with the public interest. Furthermore, there is no established privacy test or actionable privacy right in the common (...) law of India. In order to facilitate biobank-based research, both of these lacunae should be addressed by statutory law specifically addressing biobanking and more directly addressing the accompanying privacy concerns. A biobank-specific law should be written with international guidelines in mind, but harmonization with other laws should not be attempted until after India has created a law addressing biobank research within the unique legal and cultural environment of India. According to Hubert Dreyfus’s famous claim that expertise is fundamentally “mindless,” experts in any domain perform most effectively when their activity is automatic and unmediated by concepts or cognitive processes like attention and memory. While several scholars have recently challenged the plausibility of Dreyfus’s “mindless” account of expertise for explaining a wide range of expert activities, there has been little consideration of the one form of expertise which might be most amenable to Dreyfus’s account – namely, perceptual expertise. Indeed, Dreyfus’s (...) account of expert coping is ultimately an account of perceptual expertise, in that an expert’s intuitive situational responses are thought to rely on a sophisticated repertoire of perceptual skills. In this paper, I examine the feedforward model of sensory processing that Dreyfus uses to illustrate the perceptual underpinnings of expert action, and consider its resonance with psychological research that characterizes perceptual expertise as being automatic, holistic, pre-attentive, and non-cognitive in nature. However, citing competing empirical research, I argue instead that Dreyfus’s model of perceptual expertise cannot adequately explain the integral roles of attention, memory, and conceptual knowledge in expert object recognition. I conclude that the Dreyfusian model of perceptual expertise fails – the perceptual repertoire of skills that grounds expert object recognition is not operative in isolation from the expert’s conceptual repertoire. This research focuses on the similarities and differences in the cognitive moral development of business professionals and graduate business students in two countries, India and the United States. Factors that potentially influence cognitive moral development, namely, culture, education, sex and gender are analyzed and discussed. Implications for ethics education in graduate business schools and professional associations are considered. Future research on the cognitive moral development of graduate business students and business professionals is recommended.

I argue against interpretations of Mencius by Liu Xiusheng and Eric Hutton that attempt to make sense of a Mencian account of moral judgment and deliberation in light of the moral particularism of John McDowell. These interpretations read Mencius’s account as relying on a faculty of moral perception, which generates moral judgments by directly perceiving moral facts that are immediately intuited with the help of rudimentary and innate moral inclinations. However, I argue that it is a mistake to identify innate (...) moral inclinations as the foundational source of moral judgments and knowledge. Instead, if we understand that for Mencius an individual’s natural dispositions (xing 性) have a relational element, then the normativity of moral judgments can be seen as stemming from the relationships that constitute the dispositions of each individual. Finally, this essay elaborates on John Dewey's account of moral deliberation as moral imagination, an account which also takes the relational quality of natural dispositions as its starting point, in order to suggest the vital role of imagination for Mencius’s own account of moral deliberation. Concept of soul in Indic philosophy; a study.

ABSTRACTThe concept of poverty is understood differently by people across the globe. Despite this conceptual limitation, higher economic growth in the last few decades in many countries has helped reduce extreme global poverty. The growth process has been supported by globalization. The number of global poor is, however, still quite large and more than the entire population of USA, UK, France and Russia. Their numbers have gone up by 100 million in Sub Sahara region in last three decades. While removal (...) of extreme poverty is clearly vital, it cannot be considered sufficient for a dignified life. The crux of human dignity is development and it must provide every individual access to education, healthcare, nutrition, habitat, and exercising of democratic rights in accordance with the rule of law. While helping reduce poverty, globalization has also led to some morally unsustainable consequences. There is huge and rapidly increasing inequality of wealth and income in most nations. There are now new opportunities for corruption which are being exploited by multinationals. These corrupt practices are resulting in illicit flow of about one trillion Dollars every year. For a more ethical society, effective measures are needed for controlling corruption for improving quality of life. (shrink)

Prior research has used an Interactive Landslide Simulator tool to investigate human decision making against landslide risks. It has been found that repeated feedback in the ILS tool about damages due to landslides causes an improvement in human decisions against landslide risks. However, little is known on how theories of learning from feedback would account for human decisions in the ILS tool. The primary goal of this paper is to account for human decisions in the ILS tool via computational models (...) based upon reinforcement learning and to explore the model mechanisms involved when people make decisions in the ILS tool. Four different reinforcement-learning models were developed and evaluated in their ability to capture human decisions in an experiment involving two conditions in the ILS tool. The parameters of an Expectancy-Valence model, two Prospect-Valence-Learning models, a combination EV-PU model, and a random model were calibrated to human decisions in the ILS tool across the two conditions. Later, different models with their calibrated parameters were generalized to data collected in an experiment involving a new condition in ILS. When generalized to this new condition, the PVL-2 model’s parameters of both damage-feedback conditions outperformed all other RL models. We highlight the implications of our results for decision making against landslide risks. (shrink)

Introduction: Decisions to withdraw or withhold curative or life-sustaining treatment can have a huge impact on the symptoms which the palliative-care team has to control. Palliative-care patients and their relatives may also turn to palliative-care physicians and nurses for advice regarding these treatments. We wanted to assess Indian palliative-care nurses and physicians’ attitudes towards withholding and withdrawal of curative or life-sustaining treatment. Method: From May to September 2008, we interviewed 14 physicians and 13 nurses working in different palliative-care programmes in (...) New Delhi, using a semi-structured questionnaire. For the interviews and analysis of the data we followed Grounded-Theory methodology. Results: Withholding a curative or life-sustaining treatment which may prolong a terminal cancer patient’s life with a few weeks but also has severe side-effects was generally considered acceptable by the interviewees. The majority of the interviewees agreed that life-sustaining treatments can be withdrawn in a patient who is in an irreversible coma. The palliative-care physicians and nurses were of the opinion that a patient has the right to refuse life-saving curative treatment. While reflecting upon the ethical acceptability of withholding or withdrawal of curative or life-sustaining treatment, the physicians and nurses were concerned about the whole patient and other people who may be affected by the decision. They were convinced they can play an important advisory role in the decision-making process. Conclusion: While deciding about the ethical issues, the physicians and nurses do not restrict their considerations to the physical aspects of the disease, but also reflect upon the complex wider consequences of the treatment decisions. In Perceiving Reality: Consciousness, Intentionality, and Cognition in Buddhist Philosophy, Christian Coseru makes the innovative and ambitious argument that the project of Indian Buddhist epistemology, as represented by thinkers in the Yogācāra tradition of Dignāga and Dharmakīrti, is continuous in many of its methods and conclusions with the phenomenological theories of Edmund Husserl and Maurice Merleau-Ponty, as well as with recent naturalistic approaches in epistemology and the philosophy of mind. In Coseru’s reading, Buddhism shares with phenomenology the attitude that metaphysical (...) and epistemological questions cannot be treated in isolation from questions concerning the nature of conscious awareness and .. Recent studies showing that pontine burst cells carry a monocular code for rapid eye movements raise questions about the organisation of signals at more central levels. Evidence that the superior colliculus may also be involved in the coding of movements in depth is reviewed. Recent work showing that the global effect is a property of refixations in 3-D space is another indication that the oculomotor systems for direction and depth are centrally coupled.

Between 2013 and 2016, West Africa experienced the largest ever outbreak of Ebola Virus Disease. In the absence of registered treatments or vaccines to control this lethal disease, the World Health Organization coordinated and supported research to expedite identification of interventions that could control the outbreak and improve future control efforts. Consequently, the World Health Organization Research Ethics Review Committee was heavily involved in reviews and ethics discussions. It reviewed 24 new and 22 amended protocols for research studies including interventional (...) and observational studies. WHO-ERC provided the reviews within on average 6 working days. The WHO-ERC often could not provide immediate approval of protocols for reasons which were not Ebola Virus Disease specific but related to protocol inconsistencies, missing information and complex informed consents. WHO-ERC considerations on Ebola Virus Disease specific issues are presented. To accelerate study approval in future public health emergencies, we recommend: internally consistent and complete submissions with information documents in language participants are likely to understand, close collaboration between local and international researchers from research inception, generation of template agreements for data and sample sharing and use during the ongoing global consultations on bio-banks, formation of Joint Scientific Advisory and Data Safety Review Committees for all studies linked to a particular intervention or group of interventions, formation of a Joint Ethics Review Committee with representatives of the Ethics Committees of all institutions and countries involved to strengthen reviews through the different perspectives provided without the ‘opportunity costs’ for time to final approval of multiple, independent reviews, direct information exchange between the chairs of advisory, safety review and ethics committees, more Ethics Committee support for investigators than is standard and a global consultation on criteria for inclusion of pregnant women and children in interventional studies for conditions which put them at particularly high risk of mortality or other irreversible adverse outcomes under standard-of-care.
