    Formal charge and oxidation state are two means of estimating the charge of an atom in a molecule. Though these concepts have very different origins—formal charge is derived from the ball-and-hook model of bonding and oxidation state is based on the ionic approximation of molecules—they are used to predict reactivity and other molecular properties through their properties as charges. In this submission, it is shown that formal charge and oxidation state are two extreme descriptions of bonding: formal charge represents (...) charge transfer between atoms while oxidation state represents complete charge transfer in each bond. These ‘localised electron approximations’ form an incomplete picture of atomic charge. Electronegativity measures the extent of polarity in real bonds; this concept can be introduced to polarise bonds relative to the ‘equal sharing model’. It is shown that the various electronegativity models are fundamentally related. We chose two models to demonstrate numerically that polar bonds yield charges intermediate between the localised electron approximations: Pauling and Mulliken. It is shown that probabilistic interpretation of the Pauling scale (‘scaled Pauling’ method) and use of asymmetric chemical potential (‘modified Mulliken’ method) lead to atomic charges that closely approximate experimental values using simple ‘back of the envelope’ calculations. It is seen that formal charge, oxidation state, and electronegativity-interpolated charge lie on a continuum and are mathematically related. It is therefore concluded that electronegativity introduces (quantum) delocalisation to the localised (classical) picture of electron bonding. (shrink)

    During the last decade, Central Europe became a cynosure for the world for its unparalleled public support for renewable energy. For instance, the production of electricity from purpose-grown biomass received approximately twice the amount in subsidies as that produced from biowaste. Moreover, the guaranteed purchase price of electricity from solar panels was set approximately five times higher than that from conventional sources. This controversial environmental donation policy led to the devastation of large areas of arable land, a worsening of (...) availability, unprecedented market distortions, and serious threats to national budgets, among other things. Now, the first proposals to donate the purchase price of electric vehicles from national budgets have appeared for public debate. Advocates of these ideas argue that they can solve the issue of electricity overproduction, and that electric vehicles will reduce emissions in cities. However, our analysis reveals that, as a result of previous scandals, environmental issues have become less significant to local citizens. Given that electric cars are not yet affordable for most people, in terms of local purchasing power, this action would further undermine national budgets. Furthermore, while today’s electromobiles produce zero pollution when operated, their sum of emissions remains much higher than that of conventional combustion engines. Therefore, we conclude that the mass usage of electromobiles could result in the unethical improvement of a city environment at the expense of marginal regions. (shrink)

    As public and private resources are increasingly being directed towards the elimination of food deserts in urban areas, proper measurement of food access is essential. Amelioration has been approached through the use of farmers markets, virtual grocery stores, and corner store programs, but properly situating these assets in neighborhoods in need requires localized data on both the location and content of food outlets and the populations served. This paper examines the reliability of current techniques for identifying (...) deserts, and identifies some of the flaws in those approaches. Information derived from geographic information systems mapping is the predominant means of determining food availability. In this study, food access in Bridgeport, CT, is examined utilizing both computer-based GIS mapping and on-the-ground observations. While the GIS output indicates generalized food accessibility issues, supplementation by survey data reduces the geographic extent of the food desert problem. Still, nearly 60,000 people reside in neighborhoods served only by small retailers who provide few healthy food options, and those at inflated prices. The high opportunity cost of travelling by bus to a major grocery store may outweigh the direct cost savings, and residents choose to consume locally available but unhealthy foods. (shrink)
