For much of the last 50 years, a key platform animating public sector reform in Canada and elsewhere has been that efficiency and effectiveness can be achieved by adapting private sector financial management methods and practices. We argue that the recent re-establishment of the Office of the Comptroller General (OCG) of Canada represents a key element of a program of strengthening financial accountability that has emerged within the Canadian Federal Government. Although this program is longstanding and is associated Canada’s implementation (...) of new public management initiatives, it has recently drawn particular sustenance from the sponsorship scandal in Canada. We demonstrate that the reincarnated OCG, re-established amid a rhetoric of “modernization” and of “strengthening” accountability, has a wide-ranging mandate to enhance financial and audit controls, create financial standards, nurture professional development, and oversee government spending. We explore some of the consequences of this development and of the broader financial accountability mechanisms introduced in response to the Sponsorship scandal within the Canadian public sector. The aim of UK-REACH (“The United Kingdom Research study into Ethnicity And COVID-19 outcomes in Healthcare workers”) is to understand if, how, and why healthcare workers (HCWs) in the United Kingdom (UK) from ethnic minority groups are at increased risk of poor outcomes from COVID-19. In this article, we present findings from the ethical and legal stream of the study, which undertook qualitative research seeking to understand and address legal, ethical, and social acceptability issues around data protection, privacy, and information (...) governance associated with the linkage of HCWs’ registration data and healthcare data. We interviewed 22 key opinion leaders in healthcare and health research from across the UK in two-to-one semi-structured interviews. Transcripts were coded using qualitative thematic analysis. Participants told us that a significant aspect of Big Data research in public health is varying drivers of mistrust—of the research itself, research staff and funders, and broader concerns of mistrust within participant communities, particularly in the context of COVID-19 and those situated in more marginalised community settings. However, despite the challenges, participants also identified ways in which legally compliant and ethically informed approaches to research can be crafted to mitigate or overcome mistrust and establish greater confidence in Big Data public health research. Overall, our research indicates that a “Big Data Ethics by Design” approach to research in this area can help assure (1) that meaningful community and participant engagement is taking place and that extant challenges are addressed, and (2) that any new challenges or hitherto unknown unknowns can be rapidly and properly considered to ensure potential (but material) harms are identified and minimised where necessary. Our findings indicate such an approach, in turn, will help drive better scientific breakthroughs that translate into medical innovations and effective public health interventions, which benefit the publics studied, including those who are often marginalised in research. Technology used in online marketing has advanced to a state where collection, enhancement and aggregation of information are instantaneous. This proliferation of customer information focused technology brings with it a host of issues surrounding customer privacy. This article makes two key contributions to the debate concerning digital privacy. First, we use theories of justice to help understand the way consumers conceive of, and react to, privacy concerns. Specifically, it is argued that an important component of consumers' privacy concerns relates to (...) fairness judgments, which in turn comprise of the two primary components of distributive and procedural justice. Many jurisdictions have put regulatory strategies in place to provide incentives and safeguards to whistleblowers to encourage whistleblowing on corporate wrongdoings. One such strategy is the provision of a financial incentive to the whistleblower if the complaint leads to a successful regulatory enforcement action against the offending organization. We conducted an experiment using professional accountants as participants to examine whether such an incentive encourages potential whistleblowers to report an observed financial reporting fraud to a relevant external authority. We also examine (...) the effect of perceived seriousness of the wrongdoing on accountants’ intention to whistleblow. We find that a financial incentive results in a higher intention to whistleblow to a relevant external authority. We also find that perceptions of the seriousness of the wrongdoing are significantly and positively associated with accountants’ intention to whistleblow to a relevant external authority. We find a significant interaction between the provision of a financial incentive and the perceived seriousness of the wrongdoing on the intention to report the wrongdoing externally. The intention to report the financial reporting fraud externally is higher when the level of perceived seriousness is higher, regardless of the availability of a financial incentive. However, when the perceived level of seriousness is lower, the presence of financial incentive results in a higher intention to report the financial reporting fraud externally. These findings indicate that the impact of a financial incentive on the intention to whistleblow is moderated by perceptions of the seriousness of the wrongdoing. (shrink)

In 1962, the philosopher Richard Taylor used six commonly accepted presuppositions to imply that human beings have no control over the future. David Foster Wallace not only took issue with Taylor's method, which, according to him, scrambled the relations of logic, language, and the physical world, but also noted a semantic trick at the heart of Taylor's argument. _Fate, Time, and Language_ presents Wallace's brilliant critique of Taylor's work. Written long before the publication of his fiction and essays, Wallace's thesis (...) reveals his great skepticism of abstract thinking made to function as a negation of something more genuine and real. He was especially suspicious of certain paradigms of thought-the cerebral aestheticism of modernism, the clever gimmickry of postmodernism-that abandoned "the very old traditional human verities that have to do with spirituality and emotion and community." As Wallace rises to meet the challenge to free will presented by Taylor, we witness the developing perspective of this major novelist, along with his struggle to establish solid logical ground for his convictions. According to agent-causal accounts of free will, agents have the capacity to cause actions, and for a given action, an agent could have done otherwise. This paper uses existing results and presents experimental evidence to argue that young children deploy a notion of agent-causation. If young children do have such a notion, however, it remains quite unclear how they acquire it. Several possible acquisition stories are canvassed, including the possibility that the notion of agent-causation develops from a prior notion (...) of obligation. Finally, the paper sets out how this work might illuminate the philosophical problem of free will. (shrink)

This paper investigates the key drivers behind the origins of value-for-money (VFM) audit in Canada and the aims, intents, and logics ascribed by the original proponents. Drawing on insights from governmentality and New Public Management, the paper utilizes analysis methods adapted from case study research to review a wide range of primary documentation (e.g., Hansards from the Public Accounts Committee, House of Commons debates, the so-called Wilson report and the FMCS study) and secondary documentation (newspaper articles, Office of the Auditor (...) General internal publications, journal articles). Major findings indicate a rise of a management consulting culture within the Auditor General’s office following the appointment of James Johnson Macdonell. VFM legislation effectively operationalized practices drawn from management consulting expertise by invitation of the consultant. It was offered as an answer to the growing scope and size of government, which had become problematized by the Auditor General in terms of parliament losing control over the public purse. The Auditor General’s invocation of financial crisis led to a substantial broadening of mandate and increase in resources for that office. (shrink)

One of the most important elements of Hegel’s philosophical anthropology is his moral psychology. In particular, his understanding of the relation between motivations and reason plays a crucial intermediate role in connecting his anthropological meditations on the complete nature of the human being with his political theory of actualized freedom. Whereas recent important work on Hegel’s moral psychology has detected a Kantian distinction between natural desires and the rational perspective, the activity of practical reason actually takes place within motivations themselves (...) on Hegel’s view. The exercise of the free, rational will is best understood in terms of its role in shaping the experience of malleable, indeterminate motivations. Rather than stepping back, the free agent on Hegel’s account delves further into the motivation, acting on it in the dual sense of being guided by and transforming it. This is what it means for Hegel to conceive of agency as self-expression while maintaining the centrality of reason for Free Will. Hegel says that when we go further into the motivations in this way, we should stop speaking of motivation in terms of drives and instead begin speaking of character. (shrink)

This paper shows that several live philosophical and scientific hypotheses – including the holographic principle and multiverse theory in quantum physics, and eternalism and mind-body dualism in philosophy – jointly imply an audacious new theory of free will. This new theory, "Libertarian Compatibilism", holds that the physical world is an eternally existing array of two-dimensional information – a vast number of possible pasts, presents, and futures – and the mind a nonphysical entity or set of properties that "read" that (...) physical information off to subjective conscious awareness (in much the same way that a song written on an ordinary compact-disc is only played when read by an outside medium, i.e. a CD-player). According to this theory, every possible physical “timeline” in the multiverse may be fully physically deterministic or physically-causally closed but each person’s consciousness still entirely free to choose, ex nihilo, outside of the physical order, which physically-closed timeline is experienced by conscious observers. Although Libertarian Compatibilism is admittedly fantastic, I show that it not only follows from several live scientific and philosophical hypotheses, I also show that it (A) is a far more explanatorily powerful model of quantum mechanics than more traditional interpretations (e.g. the Copenhagen, Everett, and Bohmian interpretations), (B) makes determinate, testable empirical predictions in quantum theory, and finally, (C) predicts and explains the very existence of a number of philosophical debates and positions in the philosophy of mind, time, personal identity, and free will. First, I show that whereas traditional interpretations of quantum mechanics are all philosophically problematic and roughly as ontologically “extravagant” as Libertarian Compatibilism – in that they all posit “unseen” processes – Libertarian Compatibilism is nearly identical in structure to the only working simulation that human beings have ever constructed capable of reproducing (and so explaining) every general feature of quantum mechanics we perceive: namely, massive-multiplayer-online-roleplaying videogames (or MMORPGs). Although I am not the first to suggest that our world is akin to a computer simulation, I show that existing MMORPGs (online simulations we have already created) actually reproduce every general feature of quantum mechanics within their simulated-world reference-frames. Second, I show that existing MMORPGs also replicate (and so explain) many philosophical problems we face in the philosophy of mind, time, personal identity, and free will – all while conforming to the Libertarian Compatibilist model of reality. -/- I conclude, as such, that as fantastic and metaphysically extravagant as Libertarian Compatibilism may initially seem, it may well be true. This chapter analyses the problem of free will and moral responsibility, to which the history of philosophy records three standard reactions. Compatibilists maintain that it is possible for us to have the free will required for moral responsibility if determinism is true. Others contend that determinism is not compossible with our having the free will required for moral responsibility – they are incompatibilists – but they resist the reasons for determinism and claim that we do possess (...) class='Hi'>free will of this kind. They advocate the libertarian position. Hard determinists are also incompatibilists, but they accept that determinism is true and that we lack the sort of free will required for moral responsibility. This paper argues for a view of free will that I will call the conceptual impossibility of the truth of free will error theory - the conceptual impossibility thesis. I will argue that given the concept of free will we in fact deploy, it is impossible for our free will judgements - judgements regarding whether some action is free or not - to be systematically false. Since we do judge many of our actions to be (...) free, it follows from the conceptual impossibility thesis that many of our actions are in fact free. Hence it follows that free will error theory - the view that no judgement of the form ‘action A was performed freely’ - is false. I will show taking seriously the conceptual impossibility thesis helps makes good sense of some seemingly inconsistent results in recent experimental philosophy work on determinism and our concept of free will. Further, I will present some reasons why we should expect to find similar results for every other factor we might have thought was important for free will. (shrink)

The fungal cell wall is a dynamic structure that protects the cell from changes in osmotic pressure and other environmental stresses, while allowing the fungal cell to interact with its environment. The structure and biosynthesis of a fungal cell wall is unique to the fungi, and is therefore an excellent target for the development of anti‐fungal drugs. The structure of the fungal cell wall and the drugs that target its biosynthesis are reviewed. Based on studies in a number of fungi, (...) the cell wall has been shown to be primarily composed of chitin, glucans, mannans and glycoproteins. The biosynthesis of the various components of the fungal cell wall and the importance of the components in the formation of a functional cell wall, as revealed through mutational analyses, are discussed. There is strong evidence that the chitin, glucans and glycoproteins are covalently cross‐linked together and that the cross‐linking is a dynamic process that occurs extracellularly. This book investigates the compatibility between the doctrine of divine simplicity (DDS, hereafter) and divine free action primarily in the works of Avicenna and Anselm with an analytical approach. The book has three main objectives: (1) to thoroughly analyse both philosophers’ views on DDS, divine free will, and their compatibility; (2) to put them into the context of the contemporary discourse of the philosophy of religion, by investigating whether it is possible to have freedom without the ability to (...) do otherwise (as proposed by both philosophers for divine free will) with a reference to the prominent contemporary discussions initiated by Harry Frankfurt’s counterexamples; and (3) to show the plausibility of the agent-causal view for divine freedom (as defended by Anselm and Avicenna) by briefly sketching an alternative account based on Anselmian intuitions (the meta-awareness account) which can avoid the reasons-explanation objection and the luck objection against the libertarian agent-causal view. According to the noncausal libertarian view of free will, in order for a person’s action to be free, it must be uncaused. A standard criticism of this view—the control objection—is that a person cannot have control over whether an uncaused action occurs and, so, such an action cannot be free. The background to this criticism is the claim that control over action is plausibly a causal rather than noncausal matter. In this paper, I defend noncausal libertarianism against (...) the control objection by developing a new noncausal theory of control. What emerges is not simply a defense of noncausal libertarianism against the control objection but a new theory of control more generally. (shrink)

It is a commonplace of philosophy that the notion of free will is a hard nut to crack. A simple, compelling argument can be made to show that behavior for which an agent is morally responsible cannot be the outcome of prior determining causal factors.1 Yet the smug satisfaction with which we incompatibilists are prone to trot out this argument has a tendency to turn to embarrassment when we're asked to explain just how it is that morally responsible action (...) might obtain under the assumption of indeterminism. Despair over the prospect of giving a satisfactory answer to this question has led some contemporary philosophers to a position rarely, if ever, held in the history of philosophy: free, responsible action is an incoherent concept.2. In this paper, I assess a challenging argument made by McKenna (J Ethical Theory, 2019) that free will might be important in justifying our moral responsibility practices even if free will is not important insofar as it is required for desert of blame and praise. I offer an alternative picture, according to which while we can justify our practices of moral responsibility in terms that appeal to free will without using terms that explicitly appeal to desert, desert (...) is necessarily implicated nevertheless by the very practices we seek to justify. In the process, I set out my understanding of the nature of blame and address the question of whether blame should always be understood as deserved in a sense distinct from fitting. (shrink)

How robust is a contraction-free approach to the semantic paradoxes? This paper aims to show some limitations with the approach based on multiplicative rules by presenting and discussing the significance of a revenge paradox using a predicate representing an alethic modality defined with infinitary rules.

In The Variation of Animals and Plants under Domestication, published in 1868, Darwin used the metaphor of the architect to argue in favor of natural autonomy and to clarify the role of chance in his theory of adaptive change by variation and natural selection. In this article, I trace the history of this important heuristic instrument in Darwin's writings and letters and suggest that this metaphor was important to Darwin because it helps him to explain the role of chance, and (...) gives an argument in favor of the free will. This paper presents a bivalent extensional semantics for positive free logic without resorting to the philosophically questionable device of using models endowed with a separate domain of "non-existing" objects. The models here introduced have only one (possibly empty) domain, and a partial reference function for the singular terms (that might be undefined at some arguments). Such an approach provides a solution to an open problem put forward by Lambert, and can be viewed as supplying a version of parametrized truth (...) non unlike the notion of "truth at world" found in modal logic. A model theory is developed, establishing compactness, interpolation (implying a strong form of Beth definability), and completeness (with respect to a particular axiomatization). (shrink)
