Résumé La Russie participe à la régionalisation du monde et à l’intégration régionale en Europe. Pendant des siècles, elle a construit une réalité territoriale impé-riale, tout en entretenant des relations fortes avec l’Europe. Dans cet article, on montre que la problématique de l’intégration régionale appliquée à la Russie renvoie ainsi à deux espaces de référence – l’Europe et l’empire – qui renvoient eux-mêmes à problématiques différentes. On montre égale-ment que l’histoire et la géographie, à l’instar d’autres (...) disciplines, permet-tent d’explorer ces problématiques. (shrink)

The city of Bruges went through an amalgamation operation already in 1971. The number of personnel increased considerably, though there was no question of a surplus. This increase is only partially to be ascribed to the amalgamation. The integration of the personnel from the formel municipalities proceeded quite well, although the coordination had to be improved on some points. On the political level, all of the former municipalities are represented with a predominance of the outskirts. For the provision of services, (...) a decentralised approach was chosen. Except for centralisation of the Registry for Births, Deaths, and Marriages, the ordinary administrative services were decentralised to the former municipal halls. The financial capacity increased steadily, which was necessary to cover the greater financial needs, which can be reduced to the supplementary expenses resulting from the amalgamation, which brought with it an expansion of the task package. On the level of the input and participation facilities, functional and territorial advisory councils were created, which function quite satisfactorily. Neighbourhood meetings are organised on the occasion of large projects. Globally, the Bruges amalgamation succeeded. A more flexible supervisory authority would be able to give more efficiency and effectiveness to the policy. (shrink)

En el presente artículo se busca exponer sintéticamente el meta-modelo de la Psicología integral de la persona. A partir de seis preguntas fundamentales se intenta mostrar sus principales planteamientos: (1) qué es la Psicología clínica, (2) qué es la salud psíquica, (3) qué es el desorden psíquico, (4) en qué consiste el diagnóstico clínico, (5) en qué consiste el proceso de sanar psíquicamente y (6) cuál es el rol del terapeuta.

Os processos de integração regional em curso hoje na América Latina têm sido marcados por uma lógica territorial que tem concebido grandes áreas do espaço geográfico latino-americano como “vazios demográficos” ou “terras disponíveis”. Essa forma de conceber o espaço geográfico latino-americano remonta ao legado colonial que atravessa a formação sócio-espacial da região e a própria posição que o continente americano ocupou no processo de formação do sistema-mundo moderno-colonial, a partir de 1492. El presenta trabajo describe y caracteriza de manera breve y concisa lo que podría ser una ontología del arte. En la primera sección se presentan las dificultades actuales, así como las nociones y preguntas principales de la ontología. En la sección segunda, se bosquejan las definiciones y caracterizaciones actuales de la ontología, se hace especial hincapié, en la ontología aplicada. En la tercera, cuarta y quinta sección se caracteriza y configura lo que podría ser una ontología del arte, se evidencian (...) sus limitaciones así́ como sus perspectivas y trazabilidad para hacer viable dicha ontología; adicionalmente se abordan los aportes del realismo anglosajón a la cuestión. El propósito de esta caracterización es hacer evidente que es plausible dar un tratamiento integral al problema de la realidad y su configuración y desarrollo en los mundos regionales, como, el mundo del arte. Il contributo mira a presentare metodi e risultati del progetto di restauro virtuale di un settore dell’antica Porto Torres/Turris Libisonis (Terme centrali, via adiacente e botteghe prospicienti - cd. palazzo del Re Barbaro), frutto di un accordo di collaborazione tra la Direzione Regionale Musei Sardegna e l’Università degli Studi di Padova. Il metodo applicato si basa su tecnologie di fruizione in Realtà Virtuale e ha permesso il restauro virtuale, geolocalizzando il modello virtuale 3D on-site: una App comanda la visualizzazione di (...) immagini equirettangolari all’interno di visori VR, permettendo visite guidate “aumentate”. Il lavoro è partito da una raccolta bibliografica ragionata, alla quale è seguita una campagna di rilievo fotogrammetrico da drone (G. Alvito, Teravista); infine, intrecciando i dati raccolti, si è proceduto alla ricostruzione 3D virtuale degli edifici. Le evidenze strutturali oggi conservate sono state integrate nella scena 3D con puntuali confronti coevi (III sec. d.C.), virtualmente ricostruiti e ricollocati in contesti d’uso verosimili, accrescendo così l’affidabilità ricostruttiva. L’intera attività ricostruttiva è stata vincolata a un rigoroso processo di validazione scientifica basato sul metodo dell’Extended matrix e l’esito finale è ora fruibile sia mediante proiezioni tradizionali (off-site, tourismA 2020), sia mediante l’utilizzo di dispositivi mobili VR (on-site, Giornate europee del patrimonio 2020). In queste e altre occasioni si è riscontrata una eccellente risposta del pubblico, agevolato dal virtuale nella percezione e nella comprensione delle evidenze e delle volumetrie antiche. (shrink)

Très ambitieuse, l'entreprise épistémologique exposée dans ce livre «est générale et non régionale, descriptive plutôt que normative, décrit le savoir par des modèles structuralistes logico-diachroniques, et s'appuie sur une théorie matérialiste critique de la connaissance ». L'auteur entend couvrir toute l'histoire de la pensée, et il emprunte des concepts fondamentaux à Freud, Marx, Piaget, Barthes et Foucault, sans se priver cependant de modifier ces concepts de façon à les rendre intégrables dans la synthèse qu'il tente de réaliser.

La question de la liberté politique effective des hommes dans un monde globalisé travaille la crise de l’État-nation. Cette crise ne renvoie nullement à un déclin mais à une double contradiction, celle d’être à la fois le lieu de naissance de la liberté du citoyen et celui d’une volonté collective contrainte, pour ne pas dire contrariée dans certains cas. Il ne s’agit pas de louer ou blâmer la dynamique de la mondialisation mais d’en comprendre l’ambivalence dès lors que l’on envisage (...) l’alliance de la puissance et de la volonté comme facteur d’une liberté nationale plus effective au plan interne et dans l’ordre international. À la fois irréductible et dépassable, l’État-nation comme réalité critique surgit dans l’entre-deux-guerres dans les débats qui animent tous les milieux intellectuels, notamment catholiques comme en témoignent les positions clivées entre Joseph Delos et Gaston Fessard. Ce premier moment fonde les interrogations qui travaillent notre réflexion présente balancée entre la volonté de replacer les nations démocratiques au cœur de la marche globalisée du monde et la nécessité d’intégrations stratégiques régionales. 1. A short analysis of the institutional reform legislation of August 1980 allows the ascertainment that the competences «granted» by the central power to the regions are truncated.2. Financial means are also «granted». They consist in merely listing sources of revenues : receipts other then tax, black grants, tax shares, limited tax entitlement and borrowing power. Those financial means are arbitrary chosen, they are not related to the competences granted, they are insufficient.3. Anyway, the existing budgeting system does not allow (...) connecting policies and financial means. A new classification should be of more adequacy to achieve this end.4. Actual regional sovereignty implies that all competences explicitely attributed to the federal level should belong to the regions. In the countries where such a system exists, the regions are mastering 40 to 60 % of the revenues. The kind of regionalisation implemented in Belgium only grants about 8 % to the regions.It is pointed out that 65 % of the current revenues and 46 % of the expenditures could technically be subject to federalisation. Should also the financial system of social security be federalized, then should the part of both ressources and expenditures belonging to the regions increase to 7 5 %.On the long way to federalism in Belgium, the new legislation is just a step, not an arrival. In Cognitive Integration: Attacking The Bounds of Cognition Richard Menary argues that the real pay-off from extended-mind-style arguments is not a new form of externalism in the philosophy of mind, but a view in which the 'internal' and 'external' aspects of cognition are integrated into a whole. Menary argues that the manipulation of external vehicles constitutes cognitive processes and that cognition is hybrid: internal and external processes and vehicles complement one another in the completion of cognitive tasks. However, we cannot (...) make good on these claims without understanding the cognitive norms by which we manipulate bodily external vehicles of cognition. -/- Shaun Gallagher: “Menary sets out some extremely welcome clarifications that help to integrate the models of embodied and extended cognition. He not only provides convincing responses to all of the main objections that have been made against these approaches, he also puts flesh on the integrated model by incorporating concepts such as epistemic action, by expanding the discussion to include a Peircean view of representation, by demonstrating its evolutionary roots, and by exploring its implications for language and cognition. Integrated Information Theory (IIT) identifies consciousness with having a maximum amount of integrated information. But a thing’s having the maximum amount of anything cannot be intrinsic to it, for that depends on how that thing compares to certain other things. IIT’s consciousness, then, is not intrinsic. A mereological argument elaborates this consequence: IIT implies that one physical system can be conscious while a physical duplicate of it is not conscious. Thus, by a common and reasonable conception of intrinsicality, IIT’s consciousness (...) is not intrinsic. It is then argued that to avoid the implication that consciousness is not intrinsic, IIT must abandon its Exclusion Postulate, which prohibits overlapping conscious systems. Indeed, theories of consciousness that attribute consciousness to physical systems, should embrace the view that some conscious systems overlap. A discussion of the admittedly counterintuitive nature of this solution, along with some medical and neuroscientific realities that would seem to support it, is included. (shrink)

We critically assess integrative social contracts theory (ISCT) and show that the concept particularly lacks of moral justification of substantive hypernorms. By drawing on Habermasian philosophy, in particular discourse ethics and its recent application in the theory of deliberative democracy , we further advance ISCT and show that social contracting in business ethics requires a well-justified procedural rather than a substantive focus for managing stakeholder relations. We also replace the monological concept of hypothetical thought experiments in ISCT by a concept (...) of practical discourse to better govern business activities on the macro-level of organizational actors such as firms, governments, and NGOs. We sketch a framework for building a unified science of cognition. This unification is achieved by showing how functional analyses of cognitive capacities can be integrated with the multilevel mechanistic explanations of neural systems. The core idea is that functional analyses are sketches of mechanisms , in which some structural aspects of a mechanistic explanation are omitted. Once the missing aspects are filled in, a functional analysis turns into a full-blown mechanistic explanation. By this process, functional analyses are seamlessly integrated (...) with multilevel mechanistic explanations. (shrink)

In this paper, an account of theoretical integration in cognitive (neuro)science from the mechanistic perspective is defended. It is argued that mechanistic patterns of integration can be better understood in terms of constraints on representations of mechanisms, not just on the space of possible mechanisms, as previous accounts of integration had it. This way, integration can be analyzed in more detail with the help of constraintsatisfaction account of coherence between scientific representations. In particular, the account has resources to talk of (...) idealizations and research heuristics employed by researchers to combine separate results and theoretical frameworks. The account is subsequently applied to an example of successful integration in the research on hippocampus and memory, and to a failure of integration in the research on mirror neurons as purportedly explanatory of sexual orientation. Near the end of their paper they raise a haunting question that will have increasing significance as the management literature in ethics evolves: namely, “Can the two approaches be integrated?”As C. P. Snow (1962) noted, no one can deny either the (...) stark differences between the two worlds of normative and empirical inquiry, or the mutual suspicion shown by their inhabitants. The methodology of natural science implies a non-normative, thoroughly descriptive vision of the world in which reality awaits discovery by the scientist prepared to use increasingly sophisticated techniques. In contrast, the methodology of normative inquiry, i.e., that of traditional moral philosophy, implies a world-vision in which most important issues are allocated to ethics, where empirical pursuits are frequently trivial and always require ethical guidance, and where empirical theories contain normative presuppositions unrecognized as normative even by their scientific adherents. Cognitive integration is a contribution to the embodied, embedded, and extended cognition movement in philosophy and cognitive science and the extended synthesis movement in evolutionary biology— particularly cultural evolution and niche construction. It is a framework for understanding and studying cognition and the mind that draws on several sources: empirical research in embodied cognition, arguments for extended cognition, distributed cognition, niche construction and cultural inheritance, developmental psychology, social learning, and cognitive neuroscience. Its uniqueness rests in its ability to account for (...) a range of cognitive phenomena diachronically across both ontogenetic and phylogenetic time scales as well as synchronically on faster time scales incorporating real- time online bodily interactions with the local environment. Furthermore, it does so by going beyond straightforwardly causal and dynamical descriptions of the phenomena in question to include normative social practices that govern and coordinate the brain- body- environment interactions that form the core of the cognitive integration (CI) framework. The three main pillars of the CI framework are interaction, cognitive practices, and the transformation of cognitive abilities. In this chapter I will outline the framework in terms of its core commitments, provide motivations for these core commitments, and discuss core examples of CI at work. I shall also respond to several recent criticisms of the CI framework. (shrink)

This book offers an integrated historical and philosophical examination of the origin of genetics. The author contends that an integrated HPS analysis helps us to have a better understanding of the history of genetics, and sheds light on some general issues in the philosophy of science. This book consists of three parts. It begins with historical problems, revisiting the significance of the work of Mendel, de Vries, and Weldon. Then it turns to integrated HPS problems, developing an exemplar-based analysis of (...) the development and the progress in early genetics. Finally, it discusses philosophical problems: conceptual change, evidence, and theory choice. Part I lays out a new historiography, serving as a basis for the discussions in part II and part III. Part II introduces a new integrated HPS method to analyse and interpret the historiography in Part I and to re-examine the philosophical issues in Part III. Part III develops new philosophical accounts which will in turn make a better sense of the history of scientific practice more generally. This book provides a practical defence of integrated HPS: the best way to defend integrated HPS is to do it. (shrink)

The authors propose the integrity capacity construct with its four dimensions (process, judgment, development and system dimensions) as a framework for analyzing and resolving behavioral, moral and legal complexity in business ethics' issues at the individual and collective levels. They claim that moral progress in business comes about through the increase in stakeholders who regularly handle moral complexity by demonstrating process, judgment, developmental and system integrity capacity domestically and globally.

Integrated Information Theory (IIT) stands out as one of the most promising approaches to scientifically understand the emergence of consciousness. Even if it borrows from the phenomenology of consciousness to derive its axiomatic formulation, IIT does not initially adhere to any particular ontological position. However, its founder leans towards Panpsychism. More recently, Owen has studied the pros and cons of different ontologies as a metaphysical basis for IIT, defending a hylomorphic stance where en-grounding, en-forming relations gain the upper hand in (...) the causal narrative. This paper aims at (1) complementing Owen’s work by invoking additional arguments against physicalist IIT, both reductive and non-reductive; and (2) improving Owen’s characterization of non-physicalist causality through a “nested” version of hylomorphism that avoids the combination problem of Panpsychism. It is generally accepted that, in the cognitive and neural sciences, there are both computational and mechanistic explanations. We ask how computational explanations can integrate into the mechanistic hierarchy. The problem stems from the fact that implementation and mechanistic relations have different forms. The implementation relation, from the states of an abstract computational system to the physical, implementing states is a homomorphism mapping relation. The mechanistic relation, however, is that of part/whole; the explaining features in a mechanistic explanation are the (...) components of the explanandum phenomenon and their causal organization. Moreover, each component in one level of mechanism is constituted and explained by components of an underlying level of mechanism. Hence, it seems, computational variables and functions cannot be mechanistically explained by the medium-dependent states and properties that implement them. How then, do the computational and the implementational integrate to create the mechanistic hierarchy? After explicating the general problem, we further demonstrate it through a concrete example, of reinforcement learning, in the cognitive and neural sciences. We then examine two possible solutions. On one solution, the mechanistic hierarchy embeds at the same levels computational and implementational properties. This picture fits with the view that computational explanations are mechanistic sketches. On the other solution, there are two separate hierarchies, one computational and another implementational, which are related by the implementation relation. This picture fits with the view that computational explanations are functional and autonomous explanations. It is less clear how these solutions fit with the view that computational explanations are full-fledged mechanistic explanations. Finally, we argue that both pictures are consistent with the reinforcement learning example, but that scientific practice does not align with the view that computational models are merely mechanistic sketches.
