ArgumentMuch of the long controversy concerning the workings of electric batteries revolved around the concept of the contact potential (especially between different types of metals), originated by Alessandro Volta in the late eighteenth century. Although Volta’s original theory of batteries has been thoroughly rejected and most discussions in today’s electrochemistry hardly ever mention the contact potential, the concept has made repeated comebacks through the years, and has by no means completely disappeared. In this paper, I describe four salient foci of (...) its revivals: dry piles, thermocouples, quadrant electrometers, and vacuum phenomena. I also show how the contact potential has maintained its presence in some cogent modern scientific literature. Why has the death of the Voltaic contact potential been such an untidy affair? I suggest that this is because the concept has displayed significant meaning and utility in various experimental and theoretical contexts, but has never been successfully given a simple, unified account. Considering that situation, I also suggest that it would make sense to preserve and develop it as a multifarious concept. (shrink)

With renewable energy being increasingly connected to power grids, pumped storage plants play a very important role in restraining the fluctuation of power grids. However, conventional control strategy could not adapt well to the different control tasks. This paper proposes an intelligent nonlinear model predictive control strategy, in which hydraulic-mechanical and electrical subsystems are combined in a synchronous control framework. A newly proposed online sequential extreme learning machine algorithm with forgetting factor is introduced to learn the dynamic behaviors of (...) the coupling system. Specifically, the initial learning parameters are optimized by prior-knowledge learning and a new self-adaptive adjustment strategy is also put forward. Subsequently, the stair-like control strategy and artificial sheep algorithm are used in rolling the optimization mechanism to replace the existing complex differential geometric solutions. Comparative experiments are carried out under different working conditions based on a PSP in China. The results show that the influence from coupling factors can be considerable and the proposed MPC strategy indicates superiority in voltage and load adjustment as well as the frequency oscillation suppression. Non-native listeners deal with adverse listening conditions in their daily life much harder than native listeners. However, previous work in our laboratories found that native Chinese listeners with native English exposure may improve the use of temporal fluctuations of noise for English vowel identification. The purpose of this study was to investigate whether Chinese listeners can generalize the use of temporal cues for the English sentence recognition in noise. Institute of Electrical and Electronics Engineers sentence recognition in quiet condition, (...) stationary noise, and temporally-modulated noise were measured for native American English listeners, native Chinese listeners in the United States, and native Chinese listeners in China. Results showed that in general, EN listeners outperformed the two groups of CN listeners in quiet and noise, while CNU listeners had better scores of sentence recognition than CNC listeners. Moreover, the native English exposure helped CNU listeners use high-level linguistic cues more effectively and take more advantage of temporal fluctuations of noise to process English sentence in severely degraded listening conditions [i.e., the signal-to-noise ratio of −12 dB] than CNC listeners. These results suggest a significant effect of language experience on the auditory processing of both speech and noise. (shrink)

Functional electrical stimulation (FES), a method for inducing muscle contraction, has been successfully used in gait rehabilitation for patients with deficits after neurological disorders and several clinical studies have found that it can improve gait function after stroke and spinal cord injury. However, FES gait training is not suitable for patients with walking difficulty, such as those with severe motor paralysis of the lower limbs. We have previously shown that action observation combined with motor imagery (AO + MI) of (...) walking induces walking-related cortical activity. Therefore, we combined FES, which alternately generates dorsiflexion and plantar flexion, with AO + MI as an alternative to gait training. The present study investigates the transient effects of 20-min of FES simultaneously with and without AO + MI of walking on corticospinal and spinal reflex excitability in able-bodied participants. We measured motor evoked potentials and Hoffmann-reflexes to assess corticospinal and spinal reflex excitability at rest before and after the 20-min FES with and without the AO + MI. Our results show that FES without AO + MI did not change excitability (p > 0.05), while FES with AO + MI facilitated corticospinal excitability (p < 0.05). This facilitation likely occurred due to the synchronization of sensory inputs from FES and cortical activity during AO + MI. Facilitation was observed only in the dorsiflexor but not the plantar flexor muscle (p < 0.05), suggesting muscle specificity of the facilitation. These results demonstrate the effectiveness of combining FES with AO + MI and pave the way for novel neurorehabilitation strategies for patients with neurological gait deficits. (shrink)

As policy innovation is essential for upscaling responsible innovation, understanding its relationship to value change(s) occurring or sought in sociotechnical systems is imperative. In this study, we ask: what are the different types of values in the policy process? And, how does value change influence policy innovation? We propose a disaggregation of values and value change based on a four-stream variant of the multiple streams framework (MSF), a conceptual lens increasingly used for explaining policy innovation in sociotechnical transitions. Specifically, we (...) posit that the values that ‘govern’ problem framing, policy design, political decision making, and technological diffusion can evolve relatively independently, potentially leading to value conflict. We apply this framework to the ongoing case of the market-based economic dispatch of electricity (MBED) policy in the Indian energy transition using content analysis. We find that the MBED scheme—with its emphasis on efficiency (problem), economic principles (policy), low-cost dispatch (technology), and centralization (politics)—attempts value change in each stream. Each instance of value change is, however, widely contested, with the ensuing value conflicts resulting in significant opposition to this policy innovation. We conclude that a disaggregation of values based on the MSF can facilitate an analysis of value change and value conflict in sociotechnical transitions and lay the foundation for systematically studying the relationships among technological change, value change, and policy change. Kv10.1 is a voltage‐gated potassium channel relevant for tumor biology, but the underlying mechanism is still unclear. We propose that Kv10.1 plays a role coordinating primary cilium disassembly with cell cycle progression through localized changes of membrane potential at the ciliary base. Most non‐dividing cells display a primary cilium, an antenna‐like structure important for cell physiology. The cilium is disassembled when the cell divides, which requires an increase of Ca2+ concentration and a redistribution of phospholipids in its basal region, (...) both of which would be facilitated by local hyperpolarization. Cells lacking Kv10.1 show impaired ciliary disassembly and delayed entrance into mitosis. Kv10.1 is predominantly expressed during G2/M, a critical period for ciliary resorption, and localizes to the ciliary base and vesicles associated with the centrosome. This could explain the influence of Kv10.1 in cell proliferation, as well as phenotypic features of patients carrying gain of function mutations in the gene. (shrink)

The concept of electrical conductivity, or, as initially coined by Stephen Gray , ‘electrical communication’, has always been assigned an important role in the history of electrical research. Some thirty-five years after Gray's ‘electrical communication’ acquired wide attention, Priestley employed the concept of conductivity to define physical reality, thus giving a privileged position to the science he himself endeavoured to cultivate. As he argued in the introduction to The History and Present State of Electricity , ‘the (...) electrical fluid is no local, or occasional agent in the theatre of the world. Late discoveries show that its presence and effects are every where … It is not, like magnetism, confined to one kind of bodies, but every thing we know is a conductor or nonconductor of electricity’. Contemporary historians, for example, Heilbron, Home and Hackmann, link the concept of conductivity to a radical transformation of electrical research which pertained to its mode of organization and the definition of its subject-matter, and which culminated in its emergence as a distinctive branch of eighteenth-century ‘experimental philosophy’. The production, distribution and use of electricity can generate low frequency electric and magnetic fields (50–60 Hz). Considering that some studies showed adverse effects on pancreatic β-cells exposed to these fields; the present study aimed to analyze the effects of 60 Hz electric fields on membrane potential during the silent and burst phases in pancreatic β-cells using a mathematical model. Sinusoidal 60 Hz electric fields with amplitude ranging from 0.5 to 4 mV were applied on pancreatic β-cells model. The sinusoidal (...) electric field changed burst duration, inter-burst intervals (silent phase) and spike sizes. The parameters above presented dose-dependent response with the voltage amplitude applied. In conclusion, theoretical analyses showed that a 60 Hz electric field with low amplitudes changes the membrane potential in pancreatic β-cells. (shrink)

The ArgumentThe impressive growth of the Swiss electricity supply industry in the late nineteenth cestury has usually been explained by Switzerland's abundant waterpower resouces, its well-equipped financial markets, and the mechanical skills of its Swiss workers and engineers. This article does not aim to deny the importance of these factors. Rather it seeks to explain how they developed synergetic effects and how they were knit together. The argument is put forward in three steps: First, I show the importance of the (...) new technology's discursive integration, arguing that the development of specialized electric discourse led to a social shaping of technology that was highly compatible with generalized cultural patterns of late nineteenth-century Swiss society. The expressive dispositions and instituted means of expression that constitiute the elextric discourse were constantly pursuing and achieving effective resonances in other discursive fields. This allowed for a solid integration of the electrotechnical discourse in late nineteenth-century Swiss society.Second, I argue that electrotechnology was modeled in such a way that it became coupled with existing technological practices, such as the national mapping endeavor, the urban gas and water supply, the sewer system, and the telegraphic networks. It is noteworthy that making electrotechnology compatible with other technological practices led not only to similar patterns in the design and management of both the old and the new technologies but also to operated with the existing water supply station.Using the example of the electrification of Zurich, I then, in a third step, combine the two elements – discursive accommodation and practical assimilation – to demonstrate their effects on the selection and construction of technology. The article's somewhat complex argumentative strategy allows for a differentiated interpretation of the phenomenon and shows the importance of taking into consideration the sociocultural dimension of economic growth that had its roots in the diffusion of a new technology. Empathy is the combined ability to interpret the emotional states of others and experience resultant, related emotions. The relation between prefrontal electroencephalographic asymmetry and emotion in children is well known. The association between positive emotion (assessed via parent report), empathy (measured via observation), and second-by-second brain electrical activity (recorded during a pleasurable task) was investigated using a sample of one hundred twenty-eight 6- to 10-year-old children. Contentment related to increasing left frontopolar activation (p < .05). Empathic concern and positive (...) empathy related to increasing right frontopolar activation (ps < .05). A second form of positive empathy related to increasing left dorsolateral activation (p < .05). This suggests that positive affect and (negative and positive) empathy both relate to changes in prefrontal activity during a pleasurable task. (shrink)

Cranial electrical stimulation has been applied at various current levels in both adults and children with neurological conditions with seemingly promising but somewhat inconsistent results. Stimulation-induced spatial electric fields within a specific brain region are likely a significant contributing factor for the biological effects. Although several simulation models have been used to predict EF distributions in the brain, these models actually have not been validated by in vivo CES-induced EF measurements in the live human brain. This study directly measured (...) the CES-induced voltage changes with implanted stereotactic-electroencephalographic electrodes in twenty-one epilepsy participants and then compared these measured values with the simulated ones obtained from the personalized models. In addition, we further investigated the influence of stimulation frequency, intensity, electrode montage and age on EFs in parts of participants. We found both measured voltages and EFs obtained in vivo are highly correlated with the predicted ones in our cohort. In white matter and gray matter, the measured voltages linearly increased when the stimulation intensity increased from 5 to 500 μA but showed no significant changes with changing stimulation frequency from 0.5 to 200 Hz. Electrode montage, but not age, significantly affects the distribution of the EFs. Our in vivo measurements demonstrate that the individualized simulation model can reliably predict the CES-induced EFs in both adults and children. It also confirms that the CES-induced EFs highly depend on the electrode montages and individual anatomical features. (shrink)

The comprehensive liberalisation of the electricity market at the end of the last century has initiated a dynamic development. The politically determined disjunction of the network operation from generation, commerce and distribution which broke open the value added chain concerning the business organisation is to induce competition and consequently lower prices. Thus, besides a secure electricity supply, profitability, efficiency, quality and environmental aspects constitute present aims and have led to an enormous increase of complexity in the power supply. Furthermore, the (...) imponderability and uncertainty of competition processes in a liberated market aggravate prognoses for future investment decisions. Not least the anymore rising electricity demand, the emerging of a single European power market as well as technically pushed changes in the production structure, due to the emergence of alternative forms of power generation such as wind or solar energy, biomass energy or fuel cells, account for electric networks which afford complex planning and regulation mechanisms. This article gives a survey of various requirements posed on electricity networks and concludes with a short description of solution approaches to safeguard a cost-saving and secured future electricity supply. Our life, by its biological nature, is in an indestructible dependence on energy. At the same time, energy is an important criterion on which we report the progress of humanity. Historically, progress divides our world into distinct stages, called Industrial Revolutions. Each stage has encompassed more fuels, new technologies, inventions, humans behavioural changes and much more worrying environmental issues. Energy techniques, new extractions and transportation improved in nineteenth and during twenty-century energy consumption, especially electricity, rise significantly with, on the (...) one hand, a continuous influx of fossil fuels and, on the other hand, continuous increase of the quantities of toxic waste, visible or not, from the other industrial branches and human activities, consequences of the energetical progress. The purpose of this paper is to point out some aspects regarding ecological footprints of electrical industry and energy industries during their development and to establish connections between the distinct role of energy in each period of industrialization and its impact on the environment, education, science, arts and cultural dimensions of life. Merck suppressed data on harmful effects of its drug Vioxx, and Guidant suppressed data on electrical flaws in one of its heart-defibrillator models. Both cases reveal how financial conflicts of interest can skew biomedical research. Such conflicts also occur in electric-utility-related research. Attempting to show that increased atomic energy can help address climate change, some industry advocates claim nuclear power is an inexpensive way to generate low-carbon electricity. Surveying 30 recent nuclear analyses, this paper shows that industry-funded studies appear (...) to fall into conflicts of interest and to illegitimately trim cost data in several main ways. They exclude costs of full-liability insurance, underestimate interest rates and construction times by using overnight costs, and overestimate load factors and reactor lifetimes. If these trimmed costs are included, nuclear-generated electricity can be shown roughly 6 times more expensive than most studies claim. After answering four objections, the paper concludes that, although there may be reasons to use reactors to address climate change, economics does not appear to be one of them. (shrink)

With concerns regarding climate change rising, companies and policy makers seek to understand the precursors to environmentally-friendly consumer choice. Decision modes are the qualitatively different psychological processes employed to arrive at decisions. Across six studies, the present project establishes (a) which decision modes are employed by consumers to decide between electricity plans that differ in environmental impact, and (b) how employed decision modes affect those choices. We demonstrate that consumers are most likely to use Calculation Modes when facing such choices. (...) Importantly, we find that Affect or Role Modes promote more environmentally-friendly choices, while Calculation Modes decrease environmentally-friendly choices. Experimentally promoting use of a Role Mode over a Calculation Mode increases selection of environmentally-friendly alternatives, and the relative degree of employing the Role Mode mediates this effect. Our findings provide insight into how decision mode usage can alter environmental decisions, and suggest mechanisms and tools for marketers and policy makers to influence consumer choice. (shrink)

India dropped its target of 500 GW of renewable energy capacity fossil fuel sources by 2030. Its responsibilities the United Nations Framework Convention Climate Change [UNFCCC],and reducing radiations by one billion tonnes by the end of the decade at the COP26 conference, held in Glasgow in November 2022. Researchers are continually searching for inexhaustible and reasonable energy sources. Solar energy is one of the greenest sources of energy and is also one of the cleanest. The most important factor in using (...) solar energy is the location of the solar power plant. The main objective of this study is to find the best location for a new solar power plant in a specific region called Bundelkhand region of Uttar Pradesh in India. Here we offer an extension of ELECTRE III method as two-phase Pythagorean neutrosophic elimination and choice translating reality PN-ELECTRE-III) method to adapt with fuzzy, ambiguous, unsure, and indeterminate criteria. The Pythagorean neutrosophic numbers [PNNs] used by the group decision support system of PN-ELECTRE III to measure performance of the alternatives. The options are entirely outclassed in the subsequent stage in view of the past stage's evaluations of them. By defining PNN we describe the technique of indifference threshold functions, preference treshold and veto threshold functions, which provide a more stable basis to drop outranking relations. By calculating the concordance credibility, discordance credibility and net credibility degrees of each alternative, the ranking module of the PN-ELECTRE III approach is made simpler. In order to confirm the applicability of the strategy suggested in this paper, the location selection problem for solar plants is finaly solved. (shrink)

ObjectiveProcessing Speed, the ability to perceive and react fast to stimuli in the environment, has been shown to be impaired in children with attention deficit hyperactivity disorder. However, it is unclear whether PS can be improved following targeted treatments for ADHD. Here we examined potential changes in PS following application of transcranial electric stimulation combined with cognitive training in children with ADHD. Specifically, we examined changes in PS in the presence of different conditions of mental fatigue.MethodsWe used a (...) randomized double-blind active-controlled crossover study of 19 unmedicated children with ADHD. Participants received either anodal transcranial direct current stimulation over the left dorsolateral prefrontal cortex or transcranial random noise stimulation, while completing CT, and the administration order was counterbalanced. PS was assessed before and after treatment using the MOXO-CPT, which measures PS in the presence of various conditions of mental fatigue and cognitive load.ResultstRNS combined with CT yielded larger improvements in PS compared to tDCS combined with CT, mainly under condition of increased mental fatigue. Further improvements in PS were also seen in a 1-week follow up testing.ConclusionThis study provides initial support for the efficacy of tRNS combined with CT in improving PS in the presence of mental fatigue in pediatric ADHD. Electricity is an indicator that shows the progress of a civilization; it is a product that has greatly changed the way we think about the world. Electricity price forecasting became a fundamental task in all countries due to the deregulation of the electricity market in the 1990s. This work examines the effectiveness of using multiple variables for price prediction given the large number of factors that could influence the price of the electricity market. The tests were carried out over four (...) periods using data from Spain and deep learning models. Two different attribute selection methods based on Pearson’s correlation coefficient have been used to improve the efficiency of the training process. The variables used as input to the different prediction models were chosen, considering those most commonly used previously in the literature. This study attempts to test whether using time series lags improves the non-use of lags. The results obtained have shown that lags improve the results compared to a previous work in which no lags were used. (shrink)

SignificanceElectrical burns can cause severe damage to the nervous system, resulting in autonomic dysfunction with reduced cerebral perfusion. However, few studies have investigated these consequences.AimTo elucidate changes in prefrontal cerebral hemodynamics using functional near-infrared spectroscopy (fNIRS) during the head-up tilt table test (HUT) for patients with electrical burns.ApproachWe recruited 17 patients with acute electrical burns within 1 week after their accidents and 10 healthy volunteers. The NIRS parameters acquired using an fNIRS device attached to the forehead were (...) analyzed in five distinct HUT phases.ResultsBased on their HUT response patterns, patients with electrical burns were classified into the group with abnormal HUT results (APG, n = 4) or normal HUT results (NPG, n = 13) and compared with the healthy control (HC, n = 10) participants. We found trends in hemodynamic changes during the HUT that distinguished HC, NPG, and APG. Reduced cerebral perfusion and decreased blood oxygenation during the HUT were found in both the NPG and APG groups. Patients with electrical burns had autonomic dysfunction compared to the HC participants.ConclusionsUsing fNIRS, we observed that acute-stage electrical burn injuries could affect cerebral perfusion. This thesis focuses on the use of intelligent tutoring system for education and training of students specialized in electricity in the field of technical and vocational education. The use of modern systems in training and education will have a great positive impact in improving the level of students receiving training and education; this will improve the level of the local economy by producing students of professionals who are able to engage in society efficiently, especially for those who have specialized in (...) electricity. It is known that students in electrical specialties face many problems because of time and cost. Learning and training is not as easy as you imagine, so intelligence is how to overcome these limitations effectively. Motivating the Intelligent Tutorial System (ITS) for this type of training. This system consists of a student model, which in turn will contain lessons, exercises and examples that will be used by the student in addition to the user interface model which makes the teacher to be able to manage lessons, examples, and questions and make changes to the system. Expert System (ES) model representing the Artificial Intelligence (AI) here has been used to determine the level of the student and gives him the results, directions and levels. The program was implemented and was used by trainees to show the extent of its impact. The students expressed their surprise and admiration in this way of education as the system used focuses on individual education which can be used at any time and without restrictions. After this experience, the dedicated (ITS) system needs to be developed in several ways such as to be used on mobile systems and web systems in addition to linking some of the specialized programs in the field of electricity. This analysis used data, primarily from the 1997 Vietnamese Demographic and Health Survey (VN-DHS 1997), to determine the changes in contraceptive use in Vietnam. A descriptive analysis of individual, household and community characteristics was made to obtain a general description of contraceptive use. Multinomial logistic regression analyses were also performed on the currently married in (a) a sample of all women and (b) only those women who live in rural areas, to identify the strength of association that each variable (...) has with the use of modern contraceptives. The use of any contraceptive method and the use of modern methods increased from 1988 to 1997. The primary contraceptive method utilized is the IUD and its use has increased substantially from 1988 to 1997. Younger women (aged 15–24) were less likely to use any contraceptive method. Women not desiring additional children were significantly more likely to use contraceptive methods than those desiring more children. Education has a clear impact on both contraceptive knowledge and use by women, with higher educated women being more likely to use a contraceptive method. Illiterate women with no formal education were significantly less likely to use modern methods of contraception. Differentials in contraceptive use exist regarding place of residence. Urban women are more likely than rural women to use contraception, but the difference is not large. Women living in mountainous areas are less likely to use contraception, compared with women living in the lowlands. Living standards, especially the availability of electricity in the community, have a large effect on the methods of contraception adopted by women. Religion is not strongly related to the contraceptive behaviour of women. There were significant differences in the use of contraceptives in communities with good quality of care, with increased contraceptive use corresponding to the increase in availability of family planning workers at communes, provision of counselling services at health facilities, and the volume of mass media family planning messages. Energy efficiency and energy security are emerging concerns in climate change policy. But. there is little acknowledgment of energy justice issues. Marginalised and vulnerable communities may be disproportionately exposed to both climate change impacts (e.g. heat, flooding) and costs associated with energy transitions related to climate change mitigation and adaptation (e.g. particulate exposure from biofuel combustion). Climate change is producing energy-related impacts such as increased cooling costs. In some cases it threatens energy security. Higher electricity costs associated with ‘climate proofing’ (...) energy network infrastructure may exacerbate ‘fuel poverty’ - itself a form of injustice. In this paper we critically review the literature about multiple interrelations between energy policy, justice and climate change. We identify key issues, illuminate knowledge gaps, and synthesise findings to develop a conceptual model. We chart a research agenda and highlight policy implications. (shrink)

This article addresses two interrelated questions: Why is it often difficult to create better environmental conditions in the world using traditional political processes and new technological fixes? May science and technology studies analyses of user strategies and micropolitics contribute to societies’ treatment of these difficulties? Focusing on the problems that the electric car has confronted in establishing itself as a viable alternative to the internal combustion car, the authors argue that its failure illustrates the poverty of organized politics, on one (...) hand, and the shortcomings of engineering design practices, on the other. The authors suggest that a thoroughgoing change in the automobility system will take place only if more attention is paid to the actual use of alternative vehicles. By driving differently and viewing automobility differently, electric vehicle owners develop “user scripts” that challenge established political and engineering scripts while contributing to what the authors call a “cultural politics of automobility.”. The difference in longitude between the observatories of Paris and Greenwich was long of fundamental importance to geodesy, navigation and timekeeping. Measured many times and by many different means since the seventeenth century, the preferred method of the later nineteenth and early twentieth centuries made use of the electric telegraph. I describe here for the first time the four Paris–Greenwich telegraphic longitude determinations made between 1854 and 1902. Despite contemporary faith in the new technique, the first was soon found to (...) be inaccurate; the second was a failure, ending in Anglo-French dispute over whose result was to be trusted; the third failed in exactly the same way; and when eventually the fourth was presented as a success, the evidence for that success was far from clear-cut. I use this as a case study in precision measurement, showing how mutual grounding between different measurement techniques, in the search for agreement between them, was an important force for change and improvement. I also show that better precision had more to do with the gradually improving methods of astronomical time determination than with the singular innovation of the telegraph, thus emphasizing the importance of what have been described as ‘observatory techniques’ to nineteenth-century practices of precision measurement. In recent years, a growing number of small-to-medium-enterprises are embracing wind turbine projects not only as part of their cost reduction strategy but also to actively play their part in the global fight against climate change. However, it would appear there are currently limited empirical studies carried out in this emerging industry. This case study analyses the cost effectiveness of one such wind turbine initiative by a company in the Republic of Ireland, who invested in a 300 kW embedded wind (...) turbine project at the end of 2013. The research methodology which is primarily a case study analysis included comparing historical electricity utility bills which allowed the 2013 quantity of electrical energy units imported, i.e. the year before the turbine was installed to be compared with the 2014 value, i.e. the year after the turbine was installed. Numerous site visits were undertaken over a four-year period, during which electric meter readings were recorded and stored. The findings of this piece of research indicate that the installation of the embedded wind turbine had minimal positive effect on the annual electricity costs for the company. Indeed the turbine appears to have significant negative effects such as a need for an increased maximum import capacity and also it appeared to contribute to a deteriorating utility power factor. While the aesthetic nature of the on-site turbine seemed to create a positive image of the company, it would appear that caution should be exercised when business owners select alternative energy providers who claim to be experts in the energy field but may have limited knowledge in this area of wind energy, which as of yet has minimal robust research into all aspects of its benefits/attributes. Constructivist technology studies have often cast government as one “social group” among many, reflecting a liberal pluralist view of politics. This article argues, in contrast, that due to the conceptions of citizenship conveyed by policy designs, governments have a special role to play in the shaping of new technologies. This argument is illustrated in the case of the controversial 1996 decision by the California Air Resources Board to significantly revise its electric vehicle program. The article shows that the board’s decision (...) changed the image of citizenship conveyed by its policy design, thus influencing the civic values embedded within electric vehicle technology. With the further acceleration of urbanization in China, the proportions of both urban residents’ energy consumption and energy-consuming terminal electricity are showing an increasing trend at the same time. In view of the dynamic and time-varying complex system characteristics of power system, it is of great significance to study the impact mechanism of urbanization residents’ electricity consumption on the realization of demand-side management and environmental protection. Based on the one-year follow-up survey data obtained from household meter reading, this paper studies (...) the impact mechanism of urban residents’ electricity consumption in different seasons and terminals by descriptive analysis and multiple linear regression model. The results show that, on the whole, electricity is a necessity for urban households and does not change significantly with changes in income. At the turn of summer and autumn and the turn of winter and spring, high-income families tend to use higher levels of energy in pursuit of comfort, while low- and middle-income families do not have luxury consumption. In different seasons, the influence mechanism of household electricity consumption at different terminals is different. (shrink)

Sometimes analogy researchers talk as if the freshness of an experience of analogy resides solely in seeing that something is like something else -- seeing that the atom is like a solar system, that heat is like flowing water, that paint brushes work like pumps, or that electricity is like a teeming crowd. But analogy is more than this. Analogy isn't just seeing that the atom is like a solar system; rather, it is seeing something new about the atom, an (...) observation enabled by 'looking' at atoms from the perspective of one's understanding of solar systems. The question for analogy researchers then is this: Where does this new knowledge about atoms come from? How can an analogy provide new knowledge and new understanding? (shrink)

Although mind-brain identity remains controversial, many other identities of ordinary things with scientific ones are well established. For example, air is a mixture of gases, water is H2O, and fire is rapid oxidation. This paper examines the history of 15 important identifications: air, blood, cloud, earth, electricity, fire, gold, heat, light, lightning, magnetism, salt, star, thunder, and water. This examination yields surprising conclusions about the nature of justification, explanation, and conceptual change.

Gliomas can display marked changes in the concentrations of energy metabolism molecules such as creatine (Cr), phosphocreatine (PCr) and lactate, as measured using magnetic resonance spectroscopy (MRS). Moreover, the BOLD (blood oxygen level dependent) contrast enhancement in functional magnetic resonance imaging (fMRI) can be reduced or missing within or near gliomas, while neural activity is not significantly reduced (so-called neurovascular decoupling), so that the location of functionally eloquent areas using fMRI can be erroneous. In this paper, we adapt a (...) previously developed model of the coupling between neural activation, energy metabolism and hemodynamics, by including the venous dilatation Balloon model of Buxton and Frank. We show that decreasing the cerebral blood flow (CBF) baseline value, or the CBF increase fraction, results in a decrease of the BOLD signal and an increase of the lactate peak during a sustained activation. Baseline lactate and PCr levels are not significantly affected by CBF baseline reduction, but are altered even by a moderate decrease of mitochondrial respiration. Decreasing the total Cr and PCr concentration reduces the BOLD signal after the initial overshoot. In conclusion, we suggest that the coupled use of BOLD fMRI and MRS could contribute to a better understanding of the neurovascular and metabolic decoupling in gliomas. (shrink)

Energy and Social Change results from the Twenty Year Forecast Project, directed by the author and conducted trhough the University of Southern California Center for Futures Research. Unlike many more gloomy predictions, this study takes a step back from pessimism. It offers instead a realistic perspective tempered with a modicum of optimism.The report's special contribution to the energy debate lies in its call for a redirection of attention to options that are realizable within the framework--and the limits--of the existing system. (...) Advocating higher energy prices and more incentives for increased competition in the domestic energy market, the author supports a resurgence of the free enterprise system. The price of energy will and should increase in order to control waste, although the rise in costs will be mitigated by the gradual pace. In the long term, however, we should strive for a "quality economy" characterized in part by its reduced inefficiency and more meaningful jobs. Three of the ways in which this might be accomplished are shifting to an electrically based economy, developing alternative forms of energy, and switching to technologies more appropriate to the future environment.Sure to generate discussion, this analysis will prove useful in considerations of energy policy and the social impact of technological change.
